Diet Intervention Program forDoctors - Nalamthana The Nalamthana program initiated by the IMATNSB Lifestyle Modification and Wellness Committee, has seen remarkable participation and early success. The program, aimed at promoting healthier eating habits among medical professionals, has enrolled 323 doctors who have been divided into three distinct diet plans: Balanced Low Calorie Diet: 102 doctors Intermittent Fasting/Time Restricted Diet: 124 doctors Low Carbohydrate Diet: 101 doctors Detailed metabolic investigations were conducted for each participant to tailor customized diet charts for each person. The doctors have been divided into specific Telegram groups based on their diet plans, with designated in-charges overseeing their progress. ABUL HASAN, IMA TNSB: Greeting everyone on and off the dais, after that State President begun 320th State Council Meeting and addressed the gathering, 1. MEMBERSHIP DRIVE 2024: Our important Accomplishment, in past 2 ½ months, we have joined 1322 new Members to IMATamilnadu State, and the total number nearing 42,000, it is our wish and vision to reach the 50,000 mark and we have that potential and the scope to reach that number. I believe it strongly and I had told this news and vision to all the branches we have visited. 2. CONGRATULATING IMA GUDIYATHAM BRANCH: We had given this job of organizing this state council meeting, to a small branch i.e., IMA GUDIYATHAM., and they had done it wonderfully well. Congratulating Dr. M. Sudhakar, and Dr. M. S. Chidambaram and their team for making it a grand success. We could see lots of new faces today and I hope, hereafter and in future also. It shows that IMARising- is our Slogan for this year 2024. 3. CHENNAI FLOODS AND OFFICIALGOVERNMENT MEETINGS :As we met our Chief Minister Mr. M.K. Stalin and handed over ₹50,00,000/- towards Chennai Flood Relief showing our support. He thanked the last state council for granting ₹10,00,000/- from IMA Fund and the remaining branches and our wings for their contributions toward this wonderful gesture. Even day before yesterday we met our State Health Minister, this Gesture from IMA TNSB had given us Lots of Leverage to put forth our demands to the Government. The same day we met Mr. Udhayanidhi Stalin, Minister for Youth Welfare & Sports Development and Special Programme Implementation (Tamilnadu State, INDIA)and we told him briefly about demands. 4. IMA INSTALLATION FUNCTIONS: It has been a very pleasant journey for all of office bearers to visit many branches in a short period of time and I am very happy to tell you, in most of the branches all three of us visited and the branches where we could not meet, we request our President elects Dr. B. Sridhar & Dr. P. Senguttuvan to attend. Wherever we went, we saw the great enthusiasm of our office bearers at the branch level. 5. IMAPROTOCOLS FOR EVENTS: We made changes in the protocol. i. All branch official functions should have IMAflag and National flag. ii. The IMAprayer should be repeated by everybody. 6. IMA TAMILNADU IS NUMBER 1 : He expressed that there is still lot of scope for IMA Tamilnadu in taking a lead in all the spheres of IMA activities. My job as the president is to make ourselves realize our 100 % potential to make us number one branch in the country. 7. IMA MENTAL HELPLINE - +91 98423 25300 : This wonderful initiative has helped more than twenty PGs having suicidal thoughts due to work and related problems. They are now under counseling with our team of Psychiatrists. 8. IMA CONNECT: On first of every month this Zoom meeting is helping better communications between branch office bearers and state office bearers. 69
9. NALAMTHANA 2024: That is a lifestyle wellness modification committee. It is called Nalamthana. This committee is with full of Fitness experts, Social Media Influencers, who are involved in this Lifestyle Modification like Nutrition, Fasting and Exercise, Physical actives and what is the correct food for health. All these are going to happen every month. 10. MEDICOLEGAL UPDATE: This will happen on 15th of every month. This program will cover the Laws and Regulations Governing Hospitals and Medical Profession. Last time Dr. K. Thangamuthu, PPLSSS, Legal Chairman, Pollachi spoke and this month Dr. S. Kanagasabapathy, IMA Past State President, Kumbakonam is going to speak about Consumer Protection Act. 11. JEEVAN PROGRAM: We have started a social awareness program called Jeevan which teaches Cardiopulmonary Resuscitation (CPR) Literacy for people of Tamilnadu, which could help many in crisis situations. All local branches should join hands, in this movement so that people may know that we are educating and teaching them on skills essential for life. For this we have launched a new website www.jeevanimatn.org for education and motivation. 12. AATRAL – SKILL PROGRAM: It is the first of its kind in the entire country, we are conducting this a Skill Lab. Those who are practicing, who have just graduated MBBS. They can come to this Skill Lab and get trained on basic skills like intubation, ventilation, IV cannulation, Central vein insertion, etc. Also, Skills like bronchoscopy, endoscopy, laparoscopy is planned in Aatral Lab. It is going to be established in our Headquarters building, Tambaram and raising sponsors for this is also planned. 13. PPLSSS AND FSS MEETING @ KUMBAKONAM, lot of important resolutions has been taken to carry these two schemes forward. 14. IMA TNSB LEADERSHIP MEET 2024 @ TAMBARAM : We had organized an IMA leadership meet at the Tambaram headquarters building and the attendance was very good. 15. Headquarters building in Delhi in the Indraprastha mark is about 65 years old and after 70 years, as per the rules, it has to be demolished. Going to be rebuild for our Centenary Year celebrations by 2028. It was decided in the Central Council of IMA Tiruvandram Branch. It requires 70 crores of rupees. So, IMA headquarters had requested the IMA State Office to let this building be the members building. That means from members contribution, not from any other source. Just ₹1000/- per member would get us to Rupees Four Crores. So we will be indulging in this collection very soon. ii. Election Manifesto: request our office bearers of the branches to take care of this election manifesto and the election is coming so we want to say our demands what are the demands, we want a central law central law for preventing violence preventing violence against the doctors and the clinical establishments we want the increase in tariff we want an increase in tariffs according to the inflation according to the scientific costing. iii. Abul Hasan, State President, IMA TNSB: It is a protocol from the National Headquarters, that they are collecting such funds for the National Awards from the State Branch. If any national award nomination sent, they must pay some prescribed fees. We had paid for State Presidents & Secretaries from our State Branch. Dr. S. He explained that for emergency and urgent meetings the Secretary has to travel on immediate notice and in such travel the actuals are claimed. Solution to this is the payment gateway like razor pay. though They charge 2% as service charge, it becomes easy to account. We will take a cyber crime opinion and go ahead. Mohandas, IMA Past State President : What is the role of an Internal Auditor in Internal Auditing Committee & is it the same person from Chennai? Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB clarified that it has been passed in the finance standing committee to have a separate internal auditor to audit and to be present while internal audit is going on in the secretaries office for better accounting and discussions in the finance committee followed by the state council. He also clarified that, this internal auditor is a new team and Mrs. Subashini associates will be the final filing authority from Chennai. This is done in view to speed up the accounting and to present month on month in coming days so as to make it more transparent. There are a lot of members who transferred the amount but do not send the application forms in time. This last season with membership offers lot of branches have collected many applications and sent it in the last day. We appreciate the work done by the branch office Bearers though there is a delay in submission, and we try to account it at the earliest for receiving the membership certificates. Dr. AR. Sambath, Thanjavur suggested decentralisation of office to be considered. He also suggested to look into the difficulties in getting membership certificates because of payment of headquarters share. 75
Dr. S. Karthick Prabhu State Secretary clarified that once the online payment is received, the amount is come into IMS account. But only win the application forms are received. We will be able to send it to the headquarters. There is delay in some branches for sending the application forms, but we are trying our best to communicate and get it at the earliest. As the branch office bearers are doing a hoary job and some of them do not have office managers, taking that into consideration our office is trying to get the necessary attachments of applications as soon as possible and send it to the headquarters. Dr. AR. Sambath appreciated the answers given by the Secretary and suggested to send mail communication once the application form received. Dr. K.M. Because we get calls from the members without knowing how to download that. So that can be sent as a mail to each member. Dr. S.S. Sukumar appreciated the online portal planned Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: QR code will be the best way to easily collect money at the time of giving new membership application. As of now, online payments are accepted. We need to check the security aspect of the QR code, and if you can publish the QR code along with the address of the account in the membership forms, it would be easy for the new members and for the office bearers to collect the amount in the first instance itself whereby making it convenient, for Office. At the same time, this will also help increase the user experience for new members as online payments and QR codes are the order of the day. The official QR code is can also be listed in our official website for clarification. Dr. K.M. Abul Hasan, State President, IMA TNSB: This online payment is member friendly, many other states also have taken up this kind of payment and there are two things one is online transfer and another is online payment portal payment gateway. Dr. K.M Abul Hassan State President requested all the members to take part in the Jeevan program and suggested its importance. He added that it has to be taken to the entire population of Tamilnadu and that it is not unreachable. He suggested our Drs to do and demonstrate the CPR, in between the OP timing, so that public will get to know, and the image of IMA will also increase. regarding the discussion on Mankins, he suggested that IMA is in the process of procuring mannequins by way of sponsorship and will be given to branches once received. Until then branches can buy from Amazon as the cost is less than ₹10,000 and can be utilised till, we get the sponsorship. Raghavelu, IMA Past State President, added that he has been doing BLS Training since 2006 launched in Schools and Colleges with the mayor minister in association with NGO and that has also been screened in movie theaters. He suggested to create a web portal for branches to upload their activities. he also added that they have got an award from the governor for their activities then. Dr. S. Balaganesh from Kumbakonam suggested that certificates need to be issued for the participants Secretary Dr. S. FSC recommends to purchase new property with or without distribution of assets to the Management Committee of Wings. Dr. K. Bommusamy Avinashi Tex City enquired about using the names of IMATNSB in the tours planned earlier. Dr. T. Senthamil Pari, Imm. Past State President clarified that earlier also the IMA TNSB name was not supposed to be used. After discussions It was finally decided that, as it has been passed now, no Branch should use IMA TNSB name, without permission for the purpose of tour promotion. Dr. D. Karthikeyan, Secretary, Avinashi Tex City: Requested clarification of formation of Trust in the name of IMA. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB clarified that if they are forming a trust in the name of IMA, then all members of IMA should be members of the trust. If the trust is 78
going to be purchased only by a few people, then it is better to have it in their name and not in the name of IMA. If the name of IMA is used, then it should be for everybody and all members of the branch should be members of the trust. Dr. A.K. Ravikumar HBI Chairman: IMA office bearers leadership manual has step by step process in creating a society/trust. He also suggested that they can take the Coimbatore model CIMACT Trust for reference. Dr. S. Sasiraj, IMA Thanjavur: Should Registration of Land be through IMA Society Registration or through Trust Registration .we are Confused. Dr. S. Karthick Prabhu, Hony. State Secretary, IMATNSB replied that we can buy the property either in the name of the society or in the name of the trust. Under society, we have to file the annual returns to keep it live. Societies that are run by suscription only may have some tax benefits, but if there is a rental income or a business happening, then they come under the income tax. Trust also can be formed, but the norms are more stringent. He suggested if a trust is formed in the name of IMA, then all members of that branch of IMA should be members of the trust. Even if somebody is donating Land to the trust, it becomes a property of the trust, and should be owned by the entire branch. There can be the founder trustees who have worked for that noble cause, but after them, it should be replaced by elected members only and not by the legal heirs of the trustee. If such mechanisms are followed, problems later can be avoided. Dr. B. Sridhar, State President Elect - 2025, IMATNSB: The branch if registered under Society, you could buy land and build buildings too, but for convenience and accounting purposes some also form a separate trust . Dr. K. Prakasam, Past State President, Salem: Regarding Trust and Society Registration, In the past everyone preferred Trust in fear that if Society the branch properties may be taken by headquarters. The IMA HQ had clarified that the properties belong to the Branch IMA only. So, it had been dropped. Dr. S. Karthick Prabhu, IMAState Secretary, also clarified that we can get IT exemptions in the trust if we show charitable activities. But this may also lead to some confusion on the Genuity of the charitable activity that is to be taken care of. It is always better that we pay proper income tax for whatever income is coming and we do the accounting very genuinely so as to avoid confusion in future. Dr. M. Balasubramanian, Past State President, Chennai Tambaram: There should be a cordial relationship between a trust and IMA. That is very important when forming a trust. Dr. Ravindran, Thanjavur enquired about some problems in the local branch trust regarding the sale, and it was decided that they consult the Auditor. The President passed the resolution that henceforth any Property purchase in the name of IMA should have all members of the Branch as its members and should not be in the name of few individuals only. 79

We appreciate Team IMA Tamil Nadu State for receiving 1321 new members along with 73 New members in FSS. Please try to convert the 1321 new to FSS membership. 2. Regarding capping of Fee for the Hospital appreciate our team meeting State Health Minister and Requesting to stop this is highly appreciated. Yet we have to keep on insisting for results. 3. To lobby for district level CEAmeeting. 4. Family Benefit Schemes should run as a separate scheme. 5. Election manifesto to be given to all candidates. 6. We appreciate our State President meeting our NMC members regarding stopping the NMC EXIT Examination but to keep continuously insisting. 7. State President & Secretary to keep meeting officials more frequently for results. Dr. K. Thangamuthu, PPLSSS Legal Committee Advisor, Pollachi: The joint directors have to take our ima representatives for inspection, but they are not doing so. They are also closing a lot of hospitals without any meeting, which is against the rules of CEA. There are a lot of complaints received, especially from lady doctors against the Joint Director, but they are scared to give the complaint. We have to take it very seriously and do the needful. Dr. P. Swaminathan Neyveli : According to PCPNDT Act only intimation needs to be given to JD while sending the scan machines for Repair or for buying add-on missions. Dr. K Thangamuthu, PPLSSS Legal Committee Advisor said that this is not being followed, and the Joint Director of Coimbatore has more than 15 hospitals is pending. Dr. T. Senthamil Pari, Immd. Past State President: Vendor will intimate local authority & supply the machine. He also suggested to meet the DMS in this regard. Dr. K. Prakasam, Past State President, Salem: CEA enquiry committee and inspection committee with one member from the IMAwas given in previous Guidelines. Now not followed & to be represented. Dr. M.K. Selvakalangiyam, IMASalem: CEAis₹5000/- for all. It should be low for single doctor clinics and can be more for bigger corporate hospitals. The same fee for everybody is not right. Dr.S. Kanagasabhapathy, IMA Past State President, Kumbakonam: The CEA district committee had one member from IMA, one from TNMC and one from Nursing Council. The 80
validity was for three years and now we have to represent for its reconstitution. He also added that as per the speech of our Past National President, Dr Sharad Agarwal in the states of Uttar Pradesh & Punjab, CEAlicense is not applicable for beds less than 50 and we can also lobby quoting it. Dr. K. Prakasam, IMA Past State President added that initially on discussion for CEA, it was planned to have ₹500 for Clinics and ₹1000 for hospitals. Now we can represent it at the time of renewal. Dr. S. Karthick Prabhu, IMA State Secretary added that we are also paying Traders license every year, which is also very high. If we ask exemption from CEA, can we ask exemption from Traders license. We have to consider this before asking for exemption. Dr. S. Kanagasabapathy, IMA Past State President suggested the Traders license will be exempted if registered under MSME. Dr. Balamurugan, AMS Chairman, IMACoimbatore: a. The concept of NEXT Exam was brought by the National Medical Commission, how come the National President is stating that they are on the same page as IMA. b. Supreme Court is fixing fees for our doctors, whether they will do the same for the supreme court lawyers. Dr. K.M. Abul Hasan, State President clarified that NEXT exam is part of national education policy. Government is considering and has not implemented next only because of opposition by IMA. Dr. A.K Ravikumar, IMA Past State Secretary suggested that we should continue with CEA as there are lot of problems regarding registration of hospitals in Haryana state without CEA. He suggested that we shall request our government to waive off the fee and give registration only for Hospital with less than 50 beds. Dr. S. Kanagasabapathy, IMA Past State President said that in UP, the CMO gives license for Hospitals. President said that in UP, all the hospitals are already registered under the health authorities, and that is why they seek exemption from CEA. Secretary said that we have to take Traders license every year. Now the Traders license fee has also been increased and all the facilities inside the hospital are also being charged like pharmacy, lab, xray, etc. It is better to have one CEA license, and we shall demand not to have the Traders license when CEAis applicable, as it is more cost-effective and has to be done only once in five years. Dr. K. Selvam, IMAChennai Kodambakkam said that CEAwas brought in for two purpose, one was for statistics and the other to avoid quackery. If CEA is not there, quacks will continue to practice and henceforth having CEA is better, but with certain relaxation for hospitals less than 50 beds. Dr. Dunston Ramesh, Kanyakumari asked his queries about Traders license and secretary explained. 81
Dr. C.P. Shanmugasundaram, Coimbatore suggested to continue with CEAand to ask relaxation for trade license and Dr. Koshal Ram suggested the same. Dr. K.M. Abul Hasan, State President, IMA TNSB: I would like to initiate FSC's recommendation to purchase new property with or without redistribution of assets .I will explain what was the discussion that went on in the finance standing committee meeting. Now we have three properties. IMA headquarters building at Tambaram, we built that taking amounts from all the wings. The other two properties we bought they are getting old, both JVL plaza and Chetpet building property. When the headquarters building is going to be demolished because of its age, the same thing will happen to these properties also maybe in ten years down the line. So, it was a suggestion put forward and passed in the Finance Standing Committee, that we can sell off these two properties which we bought at the earliest possible and go for purchase of a the new property. With a bigger property we can have a conference hall, convention center, large parking or whatever plus rooms, so that the future generation will enjoy it. We have seen one of the property just near the airport on the old GST Road. It is just opposite to the airport in the old GST road and has a Kalyana Mandapam. It is an Eight-ground property of around 40 cents. This is a futuristic thinking that we have to initiate. We must initiate opinion and concerns. I requested Dr. V. Saravanan who identified the property in the main area to explain. Dr. V. Saravanan, IMA Paramedical Wing Secretary : It's a very main area and you cannot miss it, I mean compared to any other property ,this is a prime property. Let us discuss definitely. We will have to see the legal papers also. This is a property identified in front of the airport. Down the line you could see the Runway. It belongs to Arriva Electrical Company which is part of English Electrical company. It belongs to Employee's Association. We have visited the building and it is Eight and half ground, that is 20,000 sq feet and parallel to GST Road. This is the original old GST Road with width of 70 feet and is very convenient to park large number of cars. It is very close to Pallavaram railway station and bus stand and the proposed metro station is 800 meters away. There is restriction to build in this area, but the neighbouring building is having 4 floors. We will check on that. Dr. Capt. G. Raghavelu, IMA Past State President suggested that these areas belong to Pallavaram Cantonment and there will be restriction to build, and it is given on 99 years lease. Dr. V. Saravanan, IMAParamedical Wing Secretary suggested that he has checked on that and it is a freehold property, but anyway we will take a detail legal opinion before we plan. State Secretary suggested that they will only move after legal opinion is cleared. Dr. Dunston Ramesh, Kanyakumarisuggested to buy in the South and not in Chennai also citing the waterlogging problem in the existing building. State secretary commented that we have to buy it in Chennai or else it can be anywhere in Tamilnadu and many branches will come forward and create confusions. Chennai being our headquarters, we should plan a sizeable property for us. Dr. Maheswaran from Vellore suggested that we should work out the costings and also find out the sale value and then draw a blueprint to go further. He also suggested to sell the Tambaram 82
headquarters building and buy one building in the name of IMAheadquarters in an accessible area. He also suggested contributions from local branches to be planned. Dr. K. Prakasam, IMA Past State President said that we are only deciding whether to buy eight and half grounds as it is the best time to buy because of appreciation of land prices. He also suggested to buy it in the name of the wings and schemes contributing money. Dr. T. Senthamil Pari, Imm. Past State Presidentsuggested to see the sale value and buy only for that amount and not to take from the schemes. Finance secretary suggested that without taking from any wings or schemes, we will never be able to buy any property. Dr. A.K Ravikumar, IMAPast State Secretary said that the rates are increasing very rapidly, and we need to take a decision to buy. Earlier, when we planned to buy for five crore per ground, which is now become nine crores and with that kind of escalation going on, we should take a quick decision and buy. Dr. S. Karthick Prabhu, State Secretary said that the apartments have depreciating value and a time line after which it has to be demolished and rebuild with consensus from all the stakeholders. They should come together to take any important decision. So it is better to dispose it, considering the age of the buildings and move into a new one. Dr. V. Saravanan, IMA Paramedical Wing Secretary suggested that he had sold his property in JVLplaza as the association is very weak, and it is better to buy a new property. Dr. N. Mohandas, IMA Past State Presidentsuggested to go ahead with the sale, but to take care of the components if getting a cash as it can create some confusions. He also suggested to sell the house we got from Sumathi and use it for purchase. Dr. C.P. Shanmugasunderam, IMA Coimbatore said to go ahead with the purchase and finish it in less than the year and also to consider getting contributions from members. Dr. S. Kanagasababathy, IMA Past State President said that he concurred with the view of our finance secretary and we should go ahead and buy it in this tenure. Dr. T. Sadagopan, IMA Past State President opined that problems can come in that area if not checked properly. Dr. V. Saravanan, IMA Paramedical Wing Secretary said that land is constant and will continuously appreciate the money. Dr. P. Lenin, PPLSSS Secretary suggested Management Committee clearance of schemes before sale. Dr. K.M. Abul Hasan, State President summed up after discussions and with majority, the following resolution was passed - “It is resolved to go ahead with the purchase of the property after 83

Past State President suggested to put the papers in the property purchase committee formed last year with the office bearers. Dr. K.M. Abul Hasan, State President suggested that the property purchase committee formed this year and the executive committee, both will look into before finalization. State President said that today it is a historical day that a landmark decision is taken in the Gudiyatham, 320th State council meeting regarding purchase of property & all the members applauded. As a procedure we start by seeing the Documents followed by a property purchase committee meeting along with a Executive Committee meeting before being finalized. Now we are also passing the resolution for seeing of Documents involving JVL PLAZA, Pallavaram and Chetpet Properties. RESOLUTION BROUGHT BY Dr. K.M. ABUL HASAN, STATE PRESIDENT, IMA TNSB: We will see the documents involving JVL Plaza, Pallavaram and Chetpet for sale of them and will be coupled to buy one single property near Tambaram Airport is approved and adopted with a vote and passed with due majority by the members of 320th State Council Meeting. Rider : Both Selling of old properties and Purchase of new one will be done independently. State President called for discussion regarding the Supreme Court verdict on fixation of Hospital rates. He requested Dr Ravikumar to update. Dr. A.K. Ravikumar, IMA Past State Secretary : He greeted the dais and stated that it is a very sensational problem which the whole healthcare fraternity is facing now. I mean it is not only for the hospitals but also for every practitioner, the problem is going to come. A PIL was filed by one of the NGO's led by a colonel against the Union Government of India. So what it states is, 1. When CGHS rates for a procedure, for example cataract is around ₹15,000, why the private practitioners are charging around ₹60,000/- to 1 lakh rupees. 2. The Clinical Establishment Act, Central Act of 2010 has mentioned about the costing. He mentioned about the steps taken by Hospital Board of India and IMA headquarters. he also explained about the legal course of action and also requested Tamilnadu to contribute for this cause. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: Nursing Home Board of Tamilnadu was the forerunner. We should be in the front in this case. It requires lot of funds for lawyers fee and we have taken a standing decision in the Nursing Home Board Management Committee to give 20 lakhs of rupees in two instalments. Due to the nature of the case we need to support this case continuously till it ends. And if in case IMATNSB also needs to intervene in this case, we should go ahead. Resolution Passed - Hence it is approved and adopted unanimously by the members of 320th State Council Meeting to give 20 lakhs in 2 Instalments. 84
Dr. A.K. Ravikumar, IMA Past State Secretary: I just wanted to put forward over here that we have done the costing study. All of you may be knowing that the costing study has been done by IMA in 2018 itself. So the day has come now for that because central CEA 2010, they have given the methodology of costing how to do a healthcare costing and our costing study is exactly based on the CEA2010 methodology. So even if the court is going to come out with some solution of forming a template and then fix up the rates, we are going to fight that don't fix up the charges uniformly. You freeze the template how to derive at a cost. So, for each and individual hospital and for each and individual patient the cost will differ. It has got two components. One is the fixed component and other is the variable component. So fixed component for that hospital will be a fixed one and variable component will change according to the patient and according to the disease. So, this template is a very good template and if court is going to come out with passing out the template, our template will stand high. Dr.B. Sridhar, State President Elect - 2025, IMA TNSB: Dr. Ravikmar, let me at the outset congratulate you for the stupendous efforts you have put in over the past few years fighting for this very cause. Now your dream is about to come true. Okay, my only question is that, have we already impleded or about to implede? Dr. A.K. Ravikumar, IMA Past State Secretary : Yesterday we had discussion and the paper is getting ready and by next week we are filing. We also have approached Bajaj group of lawyers, already they have fought for us. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: We have to implead separately on behalf of IMA Tamilnadu if required, because we have been making continuous representations since 2018 on behalf of NHB and IMAto include us in the rate fixation committee. We have not got any results till now. Now that Supreme Court has directed the state government to come up with the rates, we should also study the feasibility to get a direction from the Supreme Court to the Tamilnadu government to include us in the rate fixation committee. Dr. K.M. Abul Hasan, the President, IMA TNSB: It is approved for you to approach parallelly and independently along with HQ representation. Dr. N.V. Girish Kumar, IMACoimbatore: Thank you, Ravi for all that you have done and thanks to everybody for doing all these things. We are now scared about CGHS rate. It is not God given or written in stone. It can be changed and should be changed. Dr. A.K. Ravikumar, IMAPast State Secretary What is the problem with CGHS rate is that it is a tender and caters only for a small population. It is only for the retired Central Government Employees and the central government employees. So, it is not generalized one for all the population. So, with that point itself we can squash that. CGHS rates cannot be taken up as a general concept. Dr. K. Selvam, SCM Member, IMA Chennai Kodambakkam: IMA Headquarters is going to say that the fees charged by a medical professional should not be fixed by either the government or anybody, then how? 85

Ravikumar, IMA Past State Secretary said that we are challenging because that Act because the rules doesn't permit to fix fees. 2010 act is being followed only in twelve states whereas the states each has got a different Act Dr. A.K. Ravikumar, IMA Past State Secretary : Our act doesn't say that you have to display because we fought with the Health Secretary, we remember myself Dr. C.N. Raja, Dr. K. Prakasam sir and all we fought with the Health Secretary and said that rates cannot be displayed . Dr. K. Selvam, IMA Chennai Kodambakam: IMA is representing entire medical profession .I don't know whether the court will really understand that.So IMA along with at least three major associations on behalf of all the surgeons, orthopedic, and others should take same and intervene. Dr. Ramakrishnan, IMAPollachi: Does Supreme Court regulate lawyer fees? Dr. K. Prakasam, IMA Past President : The medical council India says that a surgeon should tell his rate before surgery but does not interfere in how much to charge. 1. The Government of India could not implement uniform rates because health is a concurrent subject of the state and the state government will only decide on its price. 2. Every practitioner is affected, hospitals are most affected, we have to call for the meeting regarding sensitization. We have to send communication to all the state practicing doctors, for supporting us in this cause. 3. Presidents and Secretaries to immediately see the Health Secretary and the Health Minister of their concerned state. 4. We have to ask good advocates to fight for our cause. Dr. V. Saravanan, IMA Paramedical Wing Secreatary : This is the request to Dr. Ravikumar. I think scientific cost arriving template is ready. So let us circulate among the members. AGENDA15 : REPORTS OFTHE IMASCHEMES REPORT FAMILY SECURITY SCHEME OF IMA TNSB – REPORT BY Dr. V. SUNDARAVEL, FSS CHAIRMAN: As per our President Dr. Abul Hasan's goal of 15,000 members, we hope to achieve that number. Many of you will be knowing that after 25 years of payment they can become Honorary members of FSS. Those who have joined in 2004, in 2029 they can become Honorary members and on the death of the member the nominee can claim the amount as per the effective active membership strength of the scheme at that time. Now FSS I and FSS II the upper age limit has been increased to 55 from 50 and the non-refundable deposit for 51 to 55 is ₹55,000. Again for 41 to 45 years the NRD is ₹30,000 & from 46 to 50 years it is ₹50,000/-. This voluntary closure is for discussion now. It has been decided in the MC meeting to bring down the age from 80 yrs to 70 yrs & they should have paid for 15 years. The first nominee should sign the claim request and should be forwarded by the secretary or president. The claim amount is fixed as three lakhs. It will be handed over to the member. It is a onetime settlement and his or her nominee will lose all the benefits of FSS. This is only for members who are opting for foreclosure. To encourage the young members below 35 yrs the non-refundable deposit has been fixed as 3000 plus 50% of the annual fertility contribution plus thousand rupees for ten years or up to age of 40 yrs. After that they have to pay full AFC. Now the new members joining FSS from the 1 January to the 30 June in FSS I must pay the full AFC that is ₹18,000. If they join from July to December, they pay only 50% of the AFC that is ₹9000 apart from nonrefundable deposit. Likewise, in FSS II also when joined from July to December, they have to pay the full AFC of ₹12,000. When they join from January to June, they need to pay only 50% AFC of ₹6000 plus the regular NRD. We have got a healthy fixed deposit also. In FSS I we have got 13.36 crores and FSS II we got 28.53 crores. We have renewed at 7.25% and 7.4% respectively. Now coming to the resolutions of the Management Committee Meeting on the 18th February 2024, The Management Committee has decided in principle that the DFC, Death Fraternity Contribution method of payment to the deceased family to be followed. The calculation of actual number of members in FSS multiplied by two hundred will be paid to the family. The MCM has approved payment by cheque, but if the cheque bounces the individual will have to bear the bouncing charges imposed by the bank along with the AFC through demand draft and henceforward, they will not be allowed to pay through cheque. The existing facility of online payment will continue. QR code facility will be available soon. The grace period for AFC payment of FSS I and II has been extended till June 30, 2024. The concession given for the younger members below 35 yrs will be subject to the approval of the MC members, which is going to be held on May 2024. The age limit for volunteer closure of FSS 1 is reduced from 80yrs to 70yrs. The money of ₹3 lakhs given only to member who have paid for at least 15 years and this must be ratified by the State Council. The Past National President and Founder Chairman, Dr. K. Vijay Kumar has been authorized to explore the possibilities of bringing down the taxes paid with the help of an auditor. Now we are going to give new certificates for all the FSS members with 3D hologram. Already we are giving new certificates with hologram for members joining from January 1. Now for other FSS members, we are going to start from office bearers. Initially we are going to start with office bearers, state council members, branch president, secretary and treasurer so that they can explain to other members. Next, we will start year wise from 2004, 2005, 2006 up to 2024. We will send FSS members list to all the branch president and secretaries, so that you can inform the FSS members in your branch. Sundravel, FSS Chairman, IMA TNSB: Regarding that 80 years to 70 years want your opinions on foreclosure. Already we are 29 short of 9000 members to make it a total amount of 18 lakhs (9000 members x 200 = ₹18,00,000/- Lakhs) and we have received 40 members applying for the foreclose. It will dip to 8900 x 200 = 17,70,000/- Lakhs. Dr. R. Palaniswamy, Past President, IMA TNSB: President and Chairman of FSS, our mind is fixed anyhow to give 18 lakhs is not practically possible. If membership increases, we want to give 20 lakhs. If you make more members join, we will give more money. So, you don't bother about that. Actual members into 200 which we have already decided has to be implemented. For those who are not affordable, whose sons and daughters are not able to support their parents, atleast we help them by giving three lakhs thereby saving 15 lakhs per case. Suppose if ten members foreclose, we get to give 30 lakhs which can be given from the interest amount & not from the corpus amount. And we can save minimum 1.5 crores. So, members are benefited. Scheme is also benefited. Dr. R. Palanisamy, Past President, IMATNSB: We all support Dr. K.M. Abul Hasan. In fact, the membership has been reasonably increased for the IMA and those members can be motivated for FSS for which he has got a plan for yatra. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: There are some spelling corrections even in the new certificates. Subsequently you should have a mechanism to check sir, so that there is no displeasure. Even our assistant secretary has brought it. Please see to it that it is corrected. Dr. D. Mageswaran, SCM member, IMAVellore: Regarding bringing the age from 80 to 70 is a welcome move. But when we kept it at 80 itself many of the members who were above 80 did not go for foreclosure. This is going to be the same even when at 70. It will not matter much because those who want that amount to go to their family will find ways and means of somehow paying that amount and continuing in the scheme. Because I have two octogenarian members above 80 who really have very minimal practice but somehow, they are paying with a fine. They don't want to let go or go for foreclosure. They are paying. 89
Next on calculating DFC, we are already now going on a membership drive and I am sure we are going to cross that 9000. This year that 18 lakhs should continue to be there. But from January 2025 this DFC should come into force. For that in all the subsequent Management Committee Meetings,we need to have a proper workout plan and then we can do that. We have to stress to the FSS members, that is if they fail to pay the AFC within the 31 March for FSS I, subsequently if they pay with a late fee and the member passes away then ten times that amount is deducted before handing over the money. We need to sensitize this to members to pay on time by March 31. Dr. Ramakrishnan, Pollachi: Income Tax of FSS II is more than FSS I why? The advance tax paid by FSS two it is 40 lakhs. Dr. S. Ganesan, FSS Finance Secretary : The interest income from the FSS II is more than the FSS one. Because we have 28 Crs as fixed deposit in FSS II whereas FSS I we have 13 Crs now. Dr. K. Thangamuthu, PPLSSS Legal Committee Advisor suggested that before foreclosure, we need to get a letter from the nominee so that if they are willing to pay for the benefits, they can do so. Dr. Ganesan explained that already a clause is there where the nominee has to sign. Dr. C.N. Raja, Past State President:As Chairman, Secretary & Treasurer in FSS, can you tell me what steps you have taken for growth of FSS? Dr. K.M. Abul Hasan, President, IMA TNSB replied that our FSS chairman is taking steps. He has been going around many branches and motivating people. We have also planned Yatra to go around along with the life membership drive. It is a collective responsibility that all should take. Dr. S. Ganesan, FSS Finance Secretary, IMA TNSB: FSS management committee, district coordinators and office, we are talking to the defaulters. Dr. C.N. Raja, Past State President: To Chairman FSS. The past approaches have failed to increase membership & its high time to rethink our approaches. I also suggest giving discounts in NRD & not in AFC. State President agreed and also suggested that we can give a small discount in the non-refundable deposit as a membership drive and he also quoted the low in NRD amount in our neighboring states. He added that our neighboring state had crisis in similar scheme and they did a large yatra to increase the members to come out of the crisis. Dr. S. Ganesan, FSS Finance Secretary added that in our neighboring state scheme, the NRD is low, but they do not give the full AFC amount. In Tamilnadu, we give the entire ₹200 per person, and that is why our NRD is higher. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: Since now the payment had been made easy through online methods and cheques are accepted, Corporate hospital doctors are happy to pick up the subscription. Dr. D. Mageswaran, IMAVellore: As Dr. K. Thangamuthu addressed, I just wanted to add to that while getting the letter signed by the member and the first nominee for foreclosure we can get a sign from all the three nominees of the member. Dr. S. Karthick Prabhu, Hony. State Secretary, IMA TNSB: As per our FSS Constitution, we give the entire amount to the first nominee. I request this council to consider that if the member at the time of becoming a FSS member, wants to give the benefit to both his spouse and children, we should have a mechanism to accept it and divide and give the amount accordingly, as per the wish of the member. This will reduce lot of conflicts between the deceased family later. Dr. T. Sadagopan, IMAPast State President disagreed on giving to all nominees. He suggested to send voice mail for promotion. Dr. Capt. G. Raghavelu, IMA Past State Presidentsaid he had one member in Tambaram with 2 nominees, one is a family member and another Tambaram IMA branch. He agreed to secretaries' opinion to give the provision of giving the amount to more than one nominee if the member has instructed so this was in practice earlier. Dr. D. Selvam, IMA Chennai Kodambakkam: I foresee that, asking willingness for foreclose from the nominees 2,3,4, will be a problem, which may put some members in inconvenient embarrassing situation. For example, our member has a dispute with his son or daughter how he could get their willingness. Please decide it in the upcoming management committee meeting. Dr. S.T. Prasad, IMA Erode: The calculations for foreclosure is totally based upon speculation but in finance we speak only calculations, when the age is reduced to 70 for foreclosure, when 4000 members x ₹3Lakhs, do we have such amount to give, in finance we shouldn't speculate, we should only calculate, which pays out. In finance when one thing is Fixed there should be 2 variables, we can't do much in FSS I, but we could do much in FSS II since it is in a nascent stage, we should follow similar structure to that of IMAHQ in NSS Scheme where, we are contributing ₹130, where ₹70 is paid to the Family and ₹50 is kept in the non-refundable Deposit. So, I don't want to reduce the foreclosure age limit from 80 to 70. Dr. K. Prakasam, IMA Past State President suggested that when a Management Committee decision is taken, it should be abided. Dr. K.M. Abul Hasan, President, IMA TNSB: NSS of IMA has now been composed after all the hurdles. Since we have management committee every 3 months nothing will get wrong. We have decided in the last management committee meeting to receive FSS membership forms along with life time Memberships with a note on top stating that “yet to receive IMA life membership number” and the forms will be processed after the membership id arrives. Dr. R. Palaniswamy, Past President, IMA TNSB: Our schemes of Tamilnadu PPLSSS and FSS cannot be compared to any of the National Schemes. Scheme will survive when membership goes up. Dr. S. DISCUSSING POINTS : Dr. K.M. Abul Hasan, the President, IMA TNSB : PPLSSS is a Flagship scheme of our IMA TNSB, which brings pride and honor in national forum. I request all the branch leaders present here to conduct one branch meeting locally on PPLSSS.I think it is our collective responsibility to propagate PPLSSS and take it to the next level. You can do any kind of innovative activity. We are going to have a medical legal conclave very soon in an explosive way to reach out for more members. Dr. Sasiraj, Thanjavur : He raised his doubts on going for an appeal. While going for an appeal, it is required to pay 50% of the compensation amount as deposit. Can this be paid from PPLSSS? Dr. P. Lenin, PPLSSS Secretary :Sir it is a mandatory deposit. It will be refunded with the interest at the end of the case. Whether it is positive or negative. The mandatory deposit is deposited in the name of the doctor only & not in the scheme. After the end of the case, it is very difficult for the scheme to recover it. So only it has been decided that the individual has to pay the mandatory deposit and the deposit will be refunded with the interest to the individual after the end of the case. Dr. T. Senthamil Pari, Imm. Past State President added that earlier when PPLSSS used to deposit in the name of the member, it was difficult to collect it back after the end of the case, and hence the bylaws had been changed that the deposit to be paid for appeal will be paid by the member only. However, the amount eligible for compensation will be given by PPLSSS as assured at the time of payment of compensation. Dr. K. Selvam, SCM Member, IMAChennai Kodambakkam : As the slab for compensation has been raised, how, and from which date it will be calculated? Dr. P. Lenin, PPLSSS Secretary clarified that the compensation that is eligible, will be the eligible compensation on the date of occurrence of the event. Everything is prospective and does not have retrospective effect. If the eligibility limit is increased today, the event occurrences from today will only be eligible for the limit. If an event has occurred the previous week, the earlier eligible limit only will apply. Dr. K. Selvam, SCM Member, IMA Chennai Kodambakkam expressed his concern that the same decisions like lift are being discussed in the management committee and then again here in the state council whereby consuming a lot of time? Dr. K.M. Abul Hasan, President, IMA TNSB :We have to discuss it here. IMA State council is the supreme body. Even those who are not members of PPLSSS should be knowing what is going on in PPLSSS & FSS. So all the decision taken in the management committee of PPLSSS should be passed in the State Council. Dr. S. Karthick Prabhu, State Secretary suggested that to save time, if a members read the agenda book and come prepared, we will have more fruitful discussions and the office bearers need not repeatedly present what is already printed in the agenda book, thereby saving time. Dr. AR. Sambath Thanjavur enquired about the delinking of FBS? Dr. K.M. Abul Hasan, State President, IMA TNSB - FBS, already we discussed that it is a very important decision and also a historical decision that we will have to make today. And it was decided in the PPLSSS management committee at Kumbakonam to delink Family Benefit Scheme and to allow it to function separately. It is an insurance scheme. It is the only health insurance scheme in Tamil Nadu IMA. It has been parked inside the PPLSSS scheme. So, it was decided to bring it out and appoint a separate chairman, secretary and treasurer for the scheme and function it separately. There are ways and means that it can be improved. There is an opinion already, people have suggested to wind up the scheme because it is not growing. Though it is not running in loss no new member is joining in the scheme. Only the old members are renewing their membership. It is hardly 500 members. We will have to appoint separate staff for this. We will run it in the state office. So today we will have to decide and pass. Dr.T. Anand Chokkalingam, IMA CGP Faculty Secretary raised his queries on the liability if delinked? DrP. Lenin, PPLSSS Secretary clarified that already we are not meeting ends in FBS. Dr. M. Balasubramanian, IMAPast State President said that as FBS is a separate trust, auditors also needs to be changed at the time of changing the bylaws. Dr. K. Thangamuthu, PPLSSS, Legal Committee Advisor, Pollachi :During 2021 we had in our hand ₹13Cr. This was from 1998 till 2021 & we had merely 5 L to 10 L for benefits. In 2021 management committee meeting, it has been decided and passed to raise the 5lakh compensation amount to 10 lakhs by collecting additional thousand rupees and the 10 lakh compensation to 20 lakhs by collecting additional ₹2000. It has been passed in Erode State Council Meet 2021 and printed in the agenda Book. This should be in force from April 21. Dr. S. Kanagasabapathy, IMA Past State President said, now that the compensation has been raised to 30 lakhs it will be implemented prospectively and the date of occurrence of the event should also be prospective. If you take retrospectively, it will be a huge loss for the scheme. Recently, we had heavy compensation in two cases from Thanjavur to the tune of 1.3 crores and 74 lakhs. With the new CPA act, the compensation is also bound to increase more. So, we have to go only prospectively. Dr. P. Lenin PPLSSS Secretary informed that in the last nine months, we have paid a compensation of around 44 lakhs and an advocate fee of close to 34 lakhs. Dr. K. Selvam, IMAChennai Kodambakkam added that the compensation that is eligible on the date of occurrence of the event is more practical. Otherwise, some people just before the judgement, they will pay for increased slab and try to get compensation. Dr. K.M. Abul Hasan, IMA State President :PPLSSS Management Committee and General Body resolved that it is the date of the incident that has to be taken & the eligible amount on that date will only be applicable. 97
As president, with your approval, I exercise a small power of mine to kindly waive off that extra amount of 10 lakhs paid to the hospital in Erode as a onetime decision considering the request & services of Dr K. Thangamuthu. Taking PPLSSS image into account I request to close this issue for the welfare of the scheme. I request this to be passed. Members agreed and passed. Dr. S. Kanagasabapathy, IMA Past State President : In this case, the state previous PPLSSS secretary tenure was ended on 31.03.2023, then the Payout was made through check on 04.04.2023. It is just political and unjust. There should be no partiality in that money issue. It can be a wrong example. Dr. K.M. Abul Hasan, IMAState President : Please don't take it as a wrong precedence. The team comprising of Dr.V.Rajesh Babu,Chairman IMAAMS, Dr.S.Jayaraman,Secretary IMA AMS, Dr.Aadhar Senthil Kumar,Joint Secretary,IMAAMS,become the new office bearers of IMA AMSTamil Nadu on 19.12.2023. The team have conducted periodical review meeting of the IMA local branches of Tamilnadu. we have done following activities:- 1. After taking over this team on 17.03.2024 created the prayer cards to all the people to know about AMS and the main aim was to improve the live membership. 2. The release of the TAMS bulletin, the Tamilnadu Academy of Medical Specialty Bulletin was done by state president which had all the activities of AMS. 3. REPORT OF IMA COLLEGE OF GENERAL PRACTITIONERS BY Dr. T. ANANDA CHOCKALINGAM, CGPSECRETARY. We have conducted so far three CME program. One was In December, number of people participated were around 909 and unregistered participants were 701. In January we conducted the CME on inauguration of fellowship in diabetology course and the number of people registered were 993 and unregistered was 740. In February, the inauguration of fellowship course in Diabetic Foot followed by the CME was done and the number of participants in those CME programs were 752 registered and unregistered 651. 98
