สารจากผ้วู ่าราชการกรุงเทพมหานคร

กรุงเทพมหานครเป็นเมืองหลวงของประเทศไทย ซ่ึงเป็นศูนย์กลางความเจริญในทุกด้าน ดังน้ัน
จึงทำ�ให้ต้องเผชิญกับความท้าทายเช่นเดียวกับมหานครขนาดใหญ่ทั่วโลก อาทิ การขยายตัว
ของเมืองอย่างต่อเน่ือง จำ�นวนประชากรท่ีมีมาก ปัญหารถติด ปัญหาส่ิงแวดล้อม ความเสี่ยง
ตอ่ ภยั พิบตั ิ การก้าวเขา้ ส่สู ังคมผ้สู งู อายุ รวมถึงแนวโนม้ การเปลยี่ นแปลงในบรบิ ทโลก โดยเฉพาะ
ความก้าวหน้าทางด้านเทคโนโลยี และกระแสการพัฒนาท่ีย่ังยืนที่เน้นการบริหารอย่างชาญฉลาด
เป็นมิตรกับสิ่งแวดล้อม และนำ�คุณภาพชีวิตที่ดีมาสู่ประชาชน

ของประชาชนชาวกรุงเทพฯ และเป็นมหานครท่ีมีความพร้อม ความทันสมัย เท่าทันแนวโน้ม
การเปล่ียนแปลงของโลก ซ่ึงสำ�นักการวางผังและพัฒนาเมืองในฐานะหน่วยงานหลักของ
กรุงเทพมหานครมีบทบาทสำ�คัญในการวางรากฐาน พร้อมท้ังกำ�หนดทิศทางและอนาคต
ของเมือง เพื่อให้เกิดการพัฒนาอย่างสมดุลทางด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม เป็นเมือง
“น่าอยู่อย่างยั่งยืน” ประชาชนมีคุณภาพชีวิตท่ีดี มีความสุข และพร้อมต้อนรับผู้มาเยือน
ไดอ้ ย่างสมภาคภมู ิ

ในปี 2564 น้ี กรงุ เทพฯ ตอ้ งเผชญิ กบั สถานการณก์ ารแพรร่ ะบาดของโรคตดิ เชอ้ื ไวรสั โคโรนา 2019
ซ่ึงสำ�นักการวางผังและพัฒนาเมืองได้นำ�เทคโนโลยีและนวัตกรรมมาเป็นเคร่ืองมือในการบริหาร
จัดการและให้บริการประชาชน เพ่ือให้ประชาชนสามารถดำ�เนินชีวิตได้อย่างปกติสุขภายใต้วิถีใหม่
(New Normal) ผมขอขอบคุณคณะผู้บริหาร ข้าราชการ และบุคลากรทุกท่าน ท่ีปฏิบัติหน้าท่ี
ด้วยความเสียสละอย่างเต็มกำ�ลังความสามารถ โอกาสนี้ผมขออาราธนาคุณพระศรีรัตนตรัยและ
สิ่งศักด์ิสิทธ์ิท้ังหลายท่ีท่านเคารพนับถือ โปรดดลบันดาลให้ทุกท่านและครอบครัวประสบความสุข

Message from the Governor of Bangkok

Bangkok is the capital of Thailand which is the center of its prosperity. Therefore, the city has to face
challenges similar to other megacities around the world – continued urbanization, high population growth,
traffic congestion, environmental problems, disaster risk, and the advent of an aging society. These issues
are compounded by global trend changes, especially those associated with technological developments,
as well as the sustainable development paradigm that calls for smart and environmentally friendly urban
management to create better quality of life.

Bangkok Metropolitan Administration (BMA) has continued to develop Bangkok to meet the diversified
needs of its residents and be a megacity with readiness and modernity to address changing global trends.
The City Planning and Urban Development Department (CPUD) is the BMA’s core agency which plays
an important role in laying the development “foundation” and defining the “direction” and the “future”
of the city to achieve balanced development in terms of economic, societal, and environmental needs.
This mission is to make Bangkok become a “sustainably liveable city” where people are content with
good quality of life and the city can proudly welcome all visitors.

In 2021 when Bangkok confronted the COVID-19 pandemic, the CPUD has applied technologies and
innovations as tools for managing and delivering services for people to live safe and healthy lives in the
context of the “new normal”. On this occasion, I would like to express my appreciation and encouragement
to the BMA’s management, officials, and personnel for their continued devotion to their work. May
the triple gems and all the powers that you worship grant you and your family happiness, prosperity,
healthy body, and strong mind in order to collectively contribute to the benefits of society and the country,
and, at the same time, steer Bangkok toward a leading metropolis in the region and the world alike.

เพื่อนำ�มาวิเคราะห์และจัดทำ�แผนการพัฒนาให้พร้อมรองรับการเปลี่ยนแปลงในอนาคต
แล้ว การนำ�เทคโนโลยแี ละนวัตกรรมมาประยกุ ตใ์ ช้ เป็นอกี ปัจจัยในการขบั เคลือ่ นกรุงเทพฯ

Driving Bangkok towards becoming a sustainably liveable city where people
enjoy good quality of life, as well as being a “World-Class Mega City” that is ready
to proudly welcome visitors, needs to start with effective city planning and
development. It aims to bring about proper, cost effective, and well-organized
land-use plans, convenient, safe, and flexible basic infrastructure for public
transport with the provision of a favorable urban environment, attractive landscape,
and complete public amenity and utility.

The heart of effective city planning and urban development plans lies in various
aspects of data collection, i.e. geography, population, land use, public amenity
and utility, and public facilities, to be used in data analysis and development plans
to ensure that future changes are observed. Moreover, technology and innovations
are keys to driving Bangkok towards being a Smart City where smart administration
shall guarantee that the people’s quality of life and well-being are achieved.

The year 2021 witnessed the hard work and efforts of the City Planning and
Urban Development Department in bringing policies and projects to fruition.
I would like to extend my sincere thanks to all our staff and encourage all of you
to continue with your determination to drive Bangkok forward for the ultimate

เป็นเครื่องมือในการบริหารจัดการเพื่ออำ�นวยความสะดวกแก่ประชาชน มีการพัฒนาระบบ
ภูมิสารสนเทศและแอปพลิเคชันสำ�หรับตรวจสอบผังเมืองรวม การย่ืนขอตรวจสอบการใช้
ประโยชน์ที่ดินแบบออนไลน์ และการจัดทำ�ฐานข้อมูลเมืองเพ่ือประกอบการวางแผนพัฒนาเมือง
ให้สอดคล้องกับแนวโน้มการเปลี่ยนแปลงในอนาคต ควบคู่ไปกับการปฏิบัติทุกภารกิจ
อย่างต่อเนื่อง เช่น การผลักดันแนวคิดเมืองอัจฉริยะให้เกิดผลในทางปฏิบัติอย่างเป็นรูปธรรม

The City Planning and Urban Development Department (CPUD) is committed to
accomplishing our mission as the main agency responsible for Bangkok’s
city planning and urban development, to creating a liveable and welcoming city,
and to achieving BMA’s vision of making Bangkok a “World-Class Metropolis.”

In 2021, amidst the global crisis of COVID-19 pandemic, CPUD is making important
efforts to apply technology and innovation as management tools for delivering our
services. These include establishing Geo-informatics and an application providing
public access to Bangkok Comprehensive Plan information, developing online portal
for land use compliance check, and creating city database for urban development
planning in line with future trends. At the same time, other missions are continuously
executed such as driving the concept of Smart City to a tangible achievement, and
conserving and developing historically significant districts to enhance the elegance
of Bangkok, the worthy capital of Thailand.

In performing our mission, the CPUD recognizes the participation of all parties while
driving the organization forward with the focus on staff’s capacity building in a bid to
deliver excellent public services. I would like to take this opportunity to extend my
thanks to all staff and employees for your effort and dedication. I wish you all sound
physical health and mental stability, and hope that you will be prompt to carry out
our missions in strengthening the society, promoting economic vitality, and improving

Introduction:

Development Foundation for
Sustainable & Liveable Bangkok

Bangkok has been the capital city of Thailand for over two hundred years. It has encountered
a series of changes since the first embryonic stage. At the beginning of the city settlement,
Bangkok adopted Krung Sri Ayutthaya’s urban pattern. Later on, during the reign of King Rama V,
there were many crucial infrastructure developments, for examples: trams, trains, roads, bridges,
electricity, water supply, post and telecommunication, etc. Therefore, these developments have
placed the major urban development foundation that transformed Bangkok to modernization
and elegance as the center of governance and culture of the country. From the reign of
King Rama VI to King Rama VIII’s period, two world wars occurred. Since Thailand established

In the reign of King Rama IX, Bangkok has grown by leaps and bounds,
especially when Thailand took directions from the first National
Economic and Social Development Plan as the nation development
framework in 1961. The country’s development policy has shifted
distinctively from the agricultural sector to the industrial sector
targeting international markets. From 1977 to 1987, Bangkok was
not only the prime center of politics, administration, and
cultures; but it is also the national center for commerce, finance,
transportation, and all prosperities. Gradually, Bangkok becomes
the country’s largest source of employment. Resulting from increasing
numbers of migrants from other regions, Bangkok must confront with
high density populations, traffic congestion, and environmental
issues such as sewage, solid waste, toxic fumes, etc. To prevent these
problems from escalating further and urban sprawl, policies and
planning have to establish a guideline for future development.
The City Planning and Urban Development Department (CPUD) is
a government agency under Bangkok Metropolitan Administration.
The CPUD has a major role in making provision of the Bangkok
Comprehensive Plan as an urban development framework for
directive urbanization. For over 30 years (once named the City
Planning Division), the CPUD has been responsible for policy
formulation and urban development planning taking into account
the balance of development in all dimensions including economy,
social aspect, and environment. Our goal is to make “Sustainable
and Liveable City” in accordance with the initial intention when
Bangkok was first built to be an ideal place for everyone as it is known,
“Bangkok: City of Angels”. Other CPUD responsibilities include
studying and analyzing data in order to improve urban development
plans that are up-to-date, effective, flexible, and adaptable to the
current and upcoming situations and its urban context.

Balancing the Formulation of the Bangkok Comprehensive Plan is one of the CPUD core missions.

The current enacted Ministerial Regulation on the Bangkok Comprehensive
Plan B.E. 2556 (2013) comprises the land use zoning plan, the transportation
plan, the open space plan, and the public utility plan. All mentioned four
plans are important to Bangkok residents because they contain land use
regulations for different Bangkok areas and Bangkok ordinances which
Bangkok Metropolitan Administration has enacted to apply to residents
of Bangkok. Any land use categories operating in Bangkok areas have
to verify land use regulations and conditions before undertaking its
area development, obtain a building permit, and request for their
business operations.

Nowadays, the pandemic situation of COVID-19 occurs in many
countries around the world, including Thailand. The Ministry
of Public Health has declared COVID-19 is a dangerous
communicable disease according to the Communicable
Disease Act B.E. 2558 (2015). People in our society must adjust
their lives into the New Normal, especially turning to do more
online activities.
In this case, the CPUD has developed the Geo-Informatics
development on digital network platforms for the Ministerial
Regulation on the Bangkok Comprehensive Plan B.E. 2556 (2013)
and Bangkok Ordinance verification to facilitate the public,
government agencies, and the private sector in Bangkok to be
able to verify land use regulations and conditions quicker and
more convenient. Our online service appears on the website

Demographic Transition in 2020
Any development must start from the people because the final goal of every
development is well-being and happiness of people in society. The same is true
for city planning and urban development. Demographic information is important
because population is the operator of activities and users of infrastructure, utilities,
facilities and amenities. Every year, the CPUD has collected demographic transition
data in Bangkok area to make use as information in planning or formulating urban
development policy, land utilization schemes and infrastructural improvement.
