FCF MINERALS CORPORATION
Project Name: Runruno Gold – Molybdenum Project

Background
The mining activities of FCF Minerals Corporation (FCF) in Quezon, Nueva Vizcaya is
covered by Financial or Technical Assistance Agreement (FTAA) denominated as
FTAA No. 004-2009-II. The Runruno Gold-Molybdenum Project is focused on mining
and processing of gold.
The Mining Forest Program of the FCF was initiated in 2007 long before the
commencement of the project’s production in 2017.
Based on the guidelines and rating sytem used during the validation and evaluation,
FCF has attained initial rating of 89 and 92 as its final rating.
Nursery Operations
During the validation, the Company maintains one (1) nursery located outside the mine
site. The Central Nursery of FCF has a total land area of 10,000 m2 and an overall
capacity of 300,000 seedlings. The said nursery has the following facilities: potting
shed, hardening area, clonal facility, and vermicomposting area. Within the premises,
the company also maintains vegetable garden, herbal garden and butterfly garden.
Based on the data presented, the total seedlings produced for the fiscal year is
271,571. The company foresters’ accounted 2,231 seedlings for mortality.
Large portion of the stock seedlings were outplanted in the areas covered by the
FTAA, outside the FTAA and as donations as part of the other programs/commitments
of the company.
One of the facilities highlighted during the validation is the FCF’s Clonal Nursery
located within the mine site. The location of the said facility and its proximity to the
plantation areas within the minesite were of great importance.

Reforestation Areas
The company’s accomplishment related to NGP is subdivided to its compliance with
the 1) requirement on tree replacement as per the issued Special Tree Cutting and
Earth-Balling Permit of the Forest Management Bureau and 2) the requirement of
seedling donation for plantation establishment as part of the ECC condition on
reduction of emission of GHG. Meanwhile, plantations under the MFP are either those
outside the FTAA, the areas within the FTAA and those established by
groups/organizations from the seedlings donated by FCF.
To date, FCF has established 131.1 hectares of plantation for its MFP and about
2,057.838 hectares under NGP. In total, the surivival rate for all the established
plantations is 91.11% for the surviving 1,603,505 trees/seedlings.
To oversee the large extent of the plantations, FCF has established the Rehabilitation
Office, as part of the MEPEO, which is composed of five (5) foresters, 14 deputized
forest guards and 34 reforestation/rehabilitation and nursery personnel. In total, there
are 260 local residents beneficiaries to the MFP plantations of the company. As a
scheme, local resident and the company enter into Memorandum of Agreement
wherein the later will provide seedlings to the former who has land area suited for the
cultivation of seedlings for production, etc.

● Brushing/weeding/mulching/pruning;
● Water spraying;
● Fertilizer/lime/pesticide/chemical application;
● Pest control;

In order to secure maximum benefit from the plantations to be established, the
management, thru the MEPEO, consults the beneficiaries on their preference on the
seedlings to be propagated and plantation – for production, for consumption, etc.
There are more than 50 species of forest and fruit-bearing trees being propagated in
the nursery and being planted by the company. These include mahogany, rain tree,
narra, antsoan-dlilau, bagtikan, dao, guijo, etc.
At present, there are seven (7) research studies being conducted. These are as
follows:
● Integrated Chart Mapping (ICM) of Mine Rehabilitated Areas and Mining Forest
Program Plantations of FCF Minerals Corporation
● GHG and Carbon Stock Accounting
● Mother Tree Identification and Conservation Program as Sources of High

HINATUAN MINING CORPORATION

Background
Hinatuan Mining Corporation’s HMC) nickel mine, located in Island of Hinatuan, Province
of Surigao del Norte, is the Operator of Mineral Production Sharing Agreement
No. 246-2007-XIII (SMR) covering a total land area of 773.77 hectares. The company’s
current disturbed area is 226.19 ha, comprising of the active mine area, industrial areas,
road networks, stockyards, settling ponds and other environmental/ancillary facilities.
HMC has an approved Environmental Protection and Enhancement Program and Final
Mine Rehabilitation and/or Decommissioning Plan with Certificate of Approval
No. 188-2021-13, dated July 21, 2021.
The Mining Forest Program of the company which started in 1993 falls under the Metallic
Category of the Best Mining Forest Contest. Based on the guidelines and rating system,
it attained an initial rating of 94.5%. After the offsite validation, the Company achieved a
final rating of 94.9% and won in the said contest under its category.
Nursery Operations
HMC operates two nurseries with a total land area 15,600 m2 and a total capacity of
950,000 seedlings. The total seedling production of the Company for the fiscal year
amounts to 518,507 seedlings and a stock balance of 99,003 seedlings from the previous
fiscal year. The total out-planted seedlings for this year is 508,653. The number of
seedlings replanted is 71,451. HMC donated a total amount of 15,100 seedlings. A total
of 58,999 seedlings remain in the nursery as stock balance for this fiscal year.
Various exotic trees, indigenous trees, forest trees and fruit trees were raised within the
facility such as acacia mangium, acacia auri, mangkono, sagimsim, agoho, narra, talisay,
bakawan, mango, jackfruit, avocado, and more.
Ornamental garden, herbal garden and vegetable garden were also established within
the contract area.

to maintain a high survival rate for the planted seedlings, the Company has two foresters,

product is copper and gold. The Mining Forest Program (MFP) of LCMC started in
2012 which is governed by the Company’s approved Environmental Protection and
Enhancement Program. The Company falls under the Metallic Category of the Best
Mining Forest Contest. Based on the guidelines and rating system, LCMC attained an
initial rating of 76%. After the field validation and deliberation with the National
Executive Committee, PMC obtained a final rating of 81%.
Nursery Operations
LCMC’s Forest Nursery has an area of 1,600 m2 with up to 50,000 seedling capacity.
For the fiscal year, the Company has 16,299 seedlings in stock. 4,869 seedlings were
from the last fiscal year while the remaining 11,430 seedlings were produced for the
current fiscal year. LCMC has replanted 3,690 seedlings, donated 25,305 seedlings,
resulting in a stock balance of 16,299 seedlings.

seedlings to DENR, religious groups, and local residents. As part of initial
rehabilitation, para grass planted as top cover and erosion control measures at
decommissioned Tailings Pond No. 4.
MARCVENTURES MINING AND DEVELOPMENT CORPORATION

Marcventures Mining and Development Corporation’s (MMDC) mining operations located
at Sitio Ban-ban, Panikian, Carrascal, Surigao del Sur, is covered by Mineral Production
Sharing Agreement No. 016-93-X. Its current disturbed area is 342.42 ha. The main
mineral product is nickel. The Mining Forest Program (MFP) of MMDC started in 2009
which is governed by the Company’s approved Environmental Protection and
Enhancement Program. The Company falls under the Metallic Category of the Best
Mining Forest Contest. Based on the guidelines and rating system, MMDC attained an
initial rating of 78.5%. After the offsite validation and subsequent deliberation with the
National Executive Committee, MMDC obtained a final rating of 83.4%.
Nursery Operations
The Company owns four (4) nurseries namely Banban, Pili, Sipangpang and Mangrove,
with a total land area of 10,800 m2 and a total capacity of 100,000 seedlings. The total
seedling production of the Company for the fiscal year is 75,730 seedlings, and a stock
balance of 82,640 seedlings from the previous fiscal year. The total number of out-planted
seedlings for this year is 35,100, including the seedlings replanted, while the total number
of donated seedlings is 7,142. A total of 97,886 seedlings remain in the nursery as stock
balance for this fiscal year.

MMDC has established new plantation with an area of 48.05 ha for the fiscal year. In
order to maintain a high survival rate for the planted seedlings, the Company has one
forester, one agriculturist, 16 regular nursery/reforestation personnel and 76 project-
based nursery/reforestation personnel who conduct the following maintenance and
protection activities:
❖ Brushing/weeding/mulching/pruning;
❖ Organic fertilizer application;
❖ Control of forest pests and diseases;
❖ Patrol work; and
❖ Forest law enforcement.
With the above-mentioned activities, MMDC has attained an average survival rate of
84.53% for old, recent and latest plantations. As of June 2021, the Company has a total
reforested area of 353.57 ha supporting 668,998 surviving trees and seedlings.

There are 8 tree/plant species being propagated in the nursery and planted within and
outside the mining tenement. These include narra, agoho, mankono, bani, malatambis,
Palawan cherry, golden shower and bamboo (Photos 1 to 4).
MMDC has also established Food Always in the Home (FAITH) Garden at the Pili mined-
out area adjacent to Pili nursery, where various vegetables are planted.
Moreover, to reduce impact of fugitive dust, trees and grass were planted along haulage
roads to act as physical and biological barriers to dust. MMDC has established 493 linear
meter tree-planted berms within the tenement and 1,299.14 linear meter outside of the
tenement in 2020. The line kilometer slope side of the berm is covered with grass.
Previously planted trees are also being periodically fertilized, replanted and cultivated for
healthier growth.
Other reforestation-related activities conducted by MMDC during the fiscal year include a
research study on phytoremediation of mined-out areas using bamboo, continuous
monitoring and maintenance of established plantations, IEC through radio programming
regarding the implementation of Special Tree-Cutting Permit Seedling Replacement, and
also participation in environment celebrations such as International Day of Climate
Change International Day of Forest, World Wildlife Day, World Water Day, World
Environment Day, World Oceans Day and Arbor Day.
PHILEX MINING CORPORATION

79%. After the field validation and deliberation with the National Executive
Committee, PMC obtained a final rating of 82.5%.

PMC’s Forest Nursery has an area of 7,000 m2 with up to 500,000 seedling capacity.
For the fiscal year, the Company has 175,957 seedlings in stock. 59,780 seedlings
were from the last fiscal year while the remaining 116,177 seedlings were produced
for the current fiscal year. PMC has out-planted 104,231 seedlings, donated 1,305
seedlings, and has mortality of 6,985, resulting in a stock balance of 63,436
seedlings.

PHILSAGA MINING CORPORATION

Philsaga Mining Corporation islocated in Bayugan 3, Rosario and Bunawan, Agusan

covering a contract area of 2,538.7919 ha. Its current disturbed area is 75.42 ha. or
less than one percent (1%) of the total contract area. The main mineral product is
gold. The Mining ForestProgram of the company startedin 1997. It has an approved
Environmental Protection and Enhancement Program and Final Mine Rehabilitation
and/or Decommissioning Plan. The company falls under the Metallic Category of the
Best Mining Forest Contest. Based on the guidelines and rating system, it attained
an initial rating of 82.5%. After the field validation, the Company achieved a final
rating of 91.5% and was declared as 2nd Runner-up in the said contest under its
category.
Nursery Operations
The Company owns a nursery with a land area 24,000 m2 and a total capacity of
280,000 seedlings. PMC has four (4) nurseries, namely: PMC Main Nursery; Mine
Site Satellite Nursery; and Pamotongan Rubber Nursery.
The total seedling production of the Company for the fiscal year amounts to 107,564
seedlings and a stock balance of 36,162 seedlings from the previous fiscal year. The
total out-planted seedlings for this year is 59,834 including the seedlings replanted
and donated a total amount of 4,378 seedlings. A total of 29,328 seedlings remain in
the nursery as stock balance for this fiscal year.
Various forest trees and fruit trees were raised within the facility such as Agoho,
Palawan Cherry, Narra, White Lauan, Dao, Kalumpit, Lanzones, Rambutan,
Kamagong, Mangga, etc. The Agro-forest Nursery has its site office, potting shed
and hardeningchambers.
Ornamental plants were also planted within the vicinity to enhance aesthetic. To
promote agriculture as well, herbal, ornamental and vegetable gardens were
tendered.

PMC has established new plantation with an area of 67 ha for the fiscal year. In
order to maintain a high survival rate for the planted seedlings, the Company has

that supervise the following maintenance and protection activities to achieve higher
survival rate:

reforestation.
PMC was also a part of the Adopt-a-Creek Program of the Agsao Creek and Coo
Creek for the preservation of the directly impacted water body of the host
communities wherein PMC conducted quarterly activities like tree planting, river
clean-up and riparian enhancements participated by the Barangay LGU and
residents.
PMC has also a River’s for Life Program that covers 2-km stretch at the portion of
Agusan River traversing Agusan del Sur areas to protect and enhance the water
body’s water quality and its riverbank.
PMC has also an ongoing research on Forest Tree Plantation Carbon Stock and
Nutrient Cycle Assessment in partnership with Forest and Wetlands Research and
Development. Preliminary survey was conducted on May 14,2021 together with
ERDB personnel and MOA signing was conducted on June 23 at DENR-FWRD-
Bislig City.

4,376.00 hectares. The company’s current disturbed area is 404.16 ha, comprising of
the active mine area, exploration area, silt ponds, road networks, and other
environmental/ancillary facilities. PGMC has an approved Environmental Protection and
Enhancement Program and Final Mine Rehabilitation and/or Decommissioning Plan
with Certificate of Approval No. 137-2018-16, dated September 12, 2018.
The Mining Forest Program of the company which started in 2000 falls under the
Metallic Category of the Best Mining Forest Contest. Based on the guidelines and rating
system, it attained an initial rating of 87.5%. After the offsite validation, the Company
achieved a final rating of 91.5% in the said contest under its category.

The Company owns six (6) nurseries, namely, Central Nursery, Agroforestry Nursery,
Biodiversity Conservation Nursery, Bamboo Nursery, Mangrove Nursery, and a Satellite
Nursery, with a total land area of 39,744 m2 and a total capacity of 1,760,000 seedlings.
The total seedling production of PGMC for the fiscal year amounts to 347,133 seedlings
and a stock balance of 986,575 seedlings from the previous fiscal year. The total out-
planted seedling for this year is 316,300 including the seedlings replanted, and donated
a total amount of 7,400 seedlings. A total of 1,233,016 seedlings remain in the nurseries
as stock balance for this fiscal year.

Around 17.56 hectares of which were planted inside the tenement while the remaining
60.75 hectares were planted outside their contract area which falls under their

(4) foresters, twelve (12) deputized forest guards and 139 reforestation personnel that
supervise the following maintenance and protection activities:

RIO TUBA NICKEL MINING CORPORATION

Background
Rio Tuba Nickel Mining Corporation’s (RTNMC) mining operations located at Rio Tuba,
Bataraza, Palawan is covered by Mineral Production Sharing Agreement No. 114-98-IV.
Its current disturbed area is 263.47 ha. The main mineral product is nickel. The Mining
Forest Program (MFP) of RTNMC started in 1998 which is governed by the Company’s
approved Environmental Protection and Enhancement Program. The Company falls
under the Metallic Category of the Best Mining Forest Contest. Based on the guidelines
and rating system, RTNMC attained an initial rating of 79%. After the offsite validation
and deliberation with the National Executive Committee, MMDC obtained a final rating of
80%.
Nursery Operations
The Company owns two nurseries with a total land area of 20,000 m2, and a total capacity
of 500,000 seedlings. The total seedling production of the Company for the fiscal year is
207,654 seedlings, and a stock balance of 174,710 seedlings from the previous fiscal
year. The total number of out-planted seedlings for this year is 140,099, including the
seedlings replanted, while the total number of donated seedlings is 2,312. A total of
182,490 seedlings remain in the nursery as stock balance for this fiscal year.

As part of the nursery operations, vermicomposting is also being done by the Company
in its vermicomposting facility (Photos 5 to 6). Moreover, RTNMC has re-established its
clonal nursery in GP-4, where native tree species without available source of
seeds/seedlings are macro-propagated thru cuttings.

Reforestation Areas
RTNMC has established new plantation/s with an area of 7.70 ha for the fiscal year. In
order to maintain a high survival rate for the planted seedlings, the Company has one
forester, two forestry technicians, three deputized forest guards, 21 reforestation
personnel and 75 contracted local residents who conduct the following maintenance and
protection activities:
❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Patrol work;
❖ Forest law enforcement; and
❖ Soil Amelioration.
With the above-mentioned activities, RTNMC has attained an average survival rate of
85.79% for old, recent and latest plantations. As of June 2021, the Company has a
total reforested area of 855.91 ha supporting 1,124,245 surviving trees and seedlings.

Other Environmental Factors
There are over 30 species of forest and fruit-bearing trees propagated in the nursery and
planted within and outside the mining tenement. These include narra, ipil, amugis,
malakatmon, batino, rambutan, bignay, kalamansi, durian and langka, among others.
Other reforestation-related activities conducted during the fiscal year include the following
programs: (i) Community-based Reforestation Program; (ii) Foster-a-Tree, Make a
Legacy; (iii) Adopt-a-Forest Project; (iv) Edible Landscaping Contest (Photos 15 to 16);
and (v) Bamboo Plantation. The Company has also maintained its Drip Irrigation Facility
and is currently establishing a Coconet Production Facility.
Some of the winning gardens in the edible landscaping contest with different themes such as
Herbs and Spices Garden, Pakbet Corner, etc.
Moreover, the Company has conducted interactive discussions and tours round the mine
site, including the rehabilitation and reforestation areas as part of its Information,
Education and Communication Campaign.
Further, RTNMC participated in the celebration of World Bamboo Day, International Day
of the Forest, Women’s Day, World Environment Day and Philippine Arbor Day through
various tree-planting and enrichment planting activities, among others (Photos 17 to 18).

TAGANITO MINING CORPORATION

Taganito Mining Corporation (TMC) is located in Claver, Surigao del Norte. It is
covered by Mineral Production Sharing Agreement No. 266-2008-XIII SMR
(AMENDED) covering a contract areaof 4,862.7116 ha. Its current disturbed area is
267.46 ha. The main mineralproduct is nickel. The Mining Forest Program of the
company started in 1997. It has an approved Environmental Protection and
Enhancement Program and Final Mine Rehabilitation and/or Decommissioning Plan.
The company falls under the Metallic Category of the Best Mining Forest Contest.
Based on the guidelines and rating system, it attained an initial rating of 83%. After the
field validation, the Company achieved a final rating of 87% in the said contest under
its category.
Nursery Operations
The Company owns a nursery with a land area 23,900 m2 and a total capacity of
600,000 seedlings. TMC has three (3) nurseries, namely: TMC Agro-Forestry Nursery
(Old Central Nursery); Biodiversity Nursery; and Mangrove.
The total seedling production of the Company for the fiscal year amounts to 969,194
and a stock balance of 466,496 seedlings from the previous fiscal year. The total out-
planted seedlings for this year is 341,477 including the seedlings replanted, and
donated a total amount of 2,800 seedlings. A total of 624,917 seedlings remain in the
nursery as stock balance for this fiscal year.
Various forest trees were raised within the facility such as Agoho, Mancono, Lahi-lahi,
Mangrove (Rhizophora sp.), Narra, Lauan, Kamagong, Sagimsim, Talisay, Kakaag,
Maribuhok, Pagatpat, etc.
Ornamental plants were also planted within the vicinity to enhance aesthetic. To
promote agriculture as well, herbal, ornamental and vegetable gardens were
tendered.

Reforestation Areas
TMC has established new plantation with an area of 48.69 ha for the fiscal year. In
order to maintain a high survival rate for the planted seedlings, the Company has
three (3) foresters, three (3) deputized forest guards and 95 reforestation personnel
that supervise the following maintenance and protection activities to achieve higher
survival rate:
❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Water spraying especially in the new plantation;
❖ Patrol work; and
❖ Forest law enforcement.
With the above-mentioned activities, the Company has attained an average survival
rate of 92.06%. As of June 2021, the Company has a total reforestation area of
1,039.21 ha for Mining Forest Program supporting 2,782,561 surviving trees and
seedlings.

Located in Sitio Acoje, Brgy. Lucapon South, Sta. Cruz, Zambales, Zambales
Diversified Metals Corporation (ZDMC) is a nickel mine and falls under the Metallic
Category of the Best Mining Forest Contest. The Company is covered by MPSA No.
191-2004-III covering a total land area of 3,765.39 ha. Its current disturbed area is
74.355 ha. ZDMC’s Mining Forest was established in 2008 and is being governed by
the Company’s approved Environmental Protection and Enhancement Program.
Based on the guidelines and rating system, ZDMC attained an initial rating of 77.5%.
After the offsite validation, the Company achieved a final rating of 90.5% and was
declared as the 3rd Runner-up for Metallic Category.
Nursery Operations
ZDMC’s Central Nursery has an area of 1,500 m2 with a capacity of 200,000 seedlings.
The total number of seedlings produced over the recent fiscal year was 100,629
seedlings. The Company purchased 52,523 seedlings, planted 14,104 seedlings and
donated 4,561 seedlings resulting in a stock balance of 194,994 seedlings. ZDMC also
has a satellite nursery located outside the MPSA where bamboo is propagated.

To date, ZDMC has a total reforested area of 159.921 ha with 79.564 ha of new
plantation, 30.0 ha of which was established in Brgy. Guinabon, Sta. Cruz, Zambales
in coordination with Bulaylay Planters’ Association, Inc., 27.498 ha was established
within the MPSA as part of Assisted Natural Regeneration (ANR), and the remaining
22.066 ha is part of the rehabilitation of mined-out areas.

The average survival rate of ZDMC’s old, recent, and latest plantations is 96.61%. In
order to maintain a high survival rate for the planted trees, the Company has one
forester, eight DENR-deputized forest guards, and 45 regular employees that
supervise the following maintenance and protection activities:
• Patrol work;
• Forest law enforcement;
• Fireline establishment;
• Firebreak planting;
• Brushing/weeding/mulching/pruning;
• Organic fertilizer application;
• Water spraying; and
• Pest control.
Other Environmental Factors
Various indigenous forest trees, such as narra, agoho, salago, pangnan, tanguile, and
palosapis, were propagated and planted by both the Company and local residents,
through the Community Backyard Nursery Program. Aside from the propagation of
seedlings, the Company also established an ornamental, herbal, and vegetable
garden as part of the nursery.
The Company regularly updates its Facebook account as part of its IEC on
environmental management. During the fiscal year, ZDMC has conducted the

area of 169.37 hectares. The company’s current disturbed area is 20.7066 ha,
comprising of active quarry area, road networks, and other environmental structures.
ECC has an approved Environmental Protection and Enhancement Program and Final
Mine Rehabilitation and/or Decommissioning Plan with Certificate of Approval No. 064-
2004-05.
The Mining Forest Program of the company which started in 2012 falls under the Non-
Metallic Category of the Best Mining Forest Contest. Based on the guidelines and rating
system, it attained an initial rating of 79.0%. After the offsite validation, the Company
achieved a final rating of 82.3% in the said contest under its category.
Nursery Operations
The Company owns a nursery with a land area of 555 m2 and a total capacity of 25,000
seedlings. The total seedling production of the Company for the fiscal year amounts to
52,574 seedlings and a stock balance of 14,574 seedlings from the previous fiscal year.
The total out-planted seedlings for this year is 22,602, including the seedlings replanted,
and donated a total amount of 1,190 seedlings. A total of 27,983 seedlings remains in
the nursery as stock balance for this fiscal year.
