The Validation team also observed the following environmental initiatives of ECC for the
fiscal year:

HOLCIM MINING AND DEVELOPMENT CORPORATION - BULACAN

Project Name: Limestone and Shale Quarry Project

Background

Holcim Mining and Development Corporation (HMDC) – Bulacan’s quarry project,
located in Norzagaray and Doña Remedios Trininad, Bulacan, is under Mineral
Production Sharing Agreement Nos. 027-94-III and 140-99-III covering a total land area
of 390.00 hectares. The company’s current disturbed area is 126.85 ha, comprising of
active quarry area, road networks, and other environmental structures. HMDC Bulacan
has an approved Environmental Protection and Enhancement Program and Final Mine
Rehabilitation and/or Decommissioning Plan with Certificate of Approval No. 025-2000-
10.

The Mining Forest Program of the company which started in 1997 falls under the Non-
Metallic Category of the Best Mining Forest Contest. Based on the guidelines and rating
system, it attained an initial rating of 82.0%. After the offsite validation, the Company
achieved a final rating of 77.5% in the said contest under its category.

Nursery Operations

The Company owns a nursery with a land area of 8,000 m2 and a total capacity of
20,000 seedlings. The total seedling production of the Company for the fiscal year
amounts to 12,032 seedlings and a stock balance of 9,237 seedlings from the previous
fiscal year. The total out-planted seedlings for this year is 6,515, including the seedlings
replanted, and donated a total amount of 3,750 seedlings. A total of 13,004 seedlings
remain in the nursery as stock balance for this fiscal year.

Reforestation Areas
HMDC Bulacan has established new plantation with an area of 0.1500 ha for the fiscal
year. In order to maintain a high survival rate for the planted seedlings, the Company
has one (1) forester, nine (9) deputized forest guards and 12 reforestation personnel
that supervise the following maintenance and protection activities:

❖ Brushing/weeding/mulching/pruning;
❖ Patrol work; and
❖ Water spraying.
With the above-mentioned activities, HMDC Bulacan has attained an average survival
rate of 90.32% for old, recent and latest plantations. As of June 2021, the Company has
a total reforested area of 298.4941 ha supporting 153,585 surviving trees and
seedlings.

establishment and maintenance of plantation;
4. Donation of 750 forest tree seedlings to Brgy. Matictic, Norzagaray, Bulacan and

2,000 fruit tree seedlings to Brgy. Greater Lagro, Quezon City;
5. Landscaping of mine surroundings;
6. Establishment of herbal and ornamental garden; and
7. Sighting of wildlife flora/fauna in the reforestation area.

Project Name: Limestone and Shale Quarry Expansion

Background

Holcim Mining and Development Corporation’s (HMDC) Davao Operations is located
in Sitio Budbod, Bunawan, Davao City. It is covered by MPSA No. 274-2008-XI
Amended covering a total land area of 642.15 and MPSA No. 080-97-XI covering a
total land area of 657.32. Its current disturbed area is 54.044 ha. The Mining Forest
Program of the Company started in 1997 which is governed by the Company’s
approved Environmental Protection and Enhancement Program and Final Mine
Rehabilitation and/or Decommissioning Plan. The Company falls under the Non-
metallic Category of the Best Mining Forest Contest. Based on the guidelines and
rating system, an initial rating of 81.50% was attained. After the field validation, the
Company achieved a final rating of 83.9% and ranked fourth in the said contest
under its category.

Nursery Operations

The Company owns a nursery located inside the quarry which has an area of 2,900
m2 with a capacity of 39,000 seedlings. For the fiscal year, HMDC Davao has
produced 24,770 seedlings over the fiscal year. A stock of 32,119 seedlings was
recorded based from the previous fiscal year. The Company has planted 22,200
seedlings, replanted 1,100 seedlings, and donated 5,640 seedlings leaving a stock of
27,949 seedlings.

To date, HMDC Davao has 730.74 ha of total area planted with 20.94 ha of new
plantation or expansion. The average survival rate of the Company’s old, recent, and
latest plantations is 95.50%. In order to maintain a high survival rate for the planted
seedlings, the Company has 11 deputized forest guards, 14 reforestation personnel,
and 15 local residents involved that supervise the following maintenance and
protection activities:

• Control of bush fires by establishment and construction of berms and
augmentation of forest guards;

• Brushing/weeding/mulching/pruning;
• Fertilizer/lime/pesticide/chemical application;
• Water spraying;
• Forest law enforcement;
• Control of forest pest and diseases; and
• Patrol work.

Other Environmental Factors
During the recent fiscal year, HMDC Davao has propagated antipolo, narra, molave,
gmelina, and mahogany seedlings, among others. Aside from reforestation activities,
the Company has conducted research on Carbon Dynamics within Progressive
Rehabilitation Areas of Holcim Mining and Development Corporation. As part of IEC,
HMDC Davao has organized mine tours that cater national government agencies,
LGUs, local communities, MMTs, and the academe. Flyers and pamphlets were also
produced by the Company and distributed to communities and visitors.

Project Name: Limestone and Shale Quarry Expansion Project

Background

Holcim Resources & Development Corporation’s (HRDC) quarries, located in Iligan City
and Lugait, Misamis Oriental is covered by MPSA No. 047-96-XII, MPSA No. 039-96-X
and MPSA No. 281-2009-X (Amended I) covering a total land area of 1,045.39 ha. The
mineral commodity that the company produces are mainly limestone, shale and pozzolan.
All throughout its operations, the company’s current disturbed area is now 85.40 ha. The
Mining Forest Program of the company has started in 2006. Aside from the approved
Environmental Protection and Enhancement Programs and Final Mine Rehabilitation
and/or Decommissioning Plans, the company also has a five-year Reforestation &
Rehabilitation Plan and a Forest Protection Plan. The company falls under the Non-
Metallic Category of the Best Mining Forest Contest. Based on the guidelines and rating
system, it attained an initial rating of 77.0% and a final rating of 92.7% after the offsite
validation under its category.

Nursery Operations

The Company owns a nursery with a land area of 7,000 m2 and a total capacity of 65,000
seedlings. The total seedling production of the Company for the fiscal year amounts to
57,772 seedlings and a stock balance of 31,918 seedlings from the previous fiscal year.
The total out-planted seedlings for this year is 45,115, wherein 42,477 are donated
planting materials through a graduated National Greening Program (NGP) Memorandum
of Agreement (MOA) with the Department of Environment and Natural Resources –
Region X and the rest are replanted/enrichment seedlings. A total of 46,575 seedlings
remain in the nursery as stock balance for this fiscal year.

HRDC still boasts, the first of its kind in the mining industry — the Bird’s Roosting Place,
which as its name suggests, serves as a condo-tel with 150 rooms since 2010. The
company provides the condo-tel with pellets and potable water to attract more birds. For
the coverage period, they added a water fountain a few feet away from the structure
where species of all kinds can dive and quench their thirst.

Reforestation Areas
HRDC has established new plantation through a NGP MOA with DENR RO X with an
area of 124.13 ha for the fiscal year. In order to maintain a high survival rate for the
planted seedlings, the Company has one (1) forester, 16 deputized forest guards and 25
reforestation personnel that supervise the following maintenance and protection activities:

❖ Patrol Work
❖ Forest law enforcement
❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Control of forest pests and diseases; and
❖ Water spraying;
With the above-mentioned activities, HRDC has attained an average survival rate of
95.16% for old, recent and latest plantations. As of June 2021, the Company has a total
reforested area of 2,545.28 ha supporting 1,413,580 surviving trees and seedlings.

Other Environmental Factors
There are over 10 species of forest and fruit-bearing trees propagated in the nursery and
planted within and outside the mining tenement. These include, Marang, Red Lauan,
Molave, Giant Bamboo, Antipolo, Rattan, Palmera, Gold Tree, Moloccan Sau, Cashew
and Pink Trumpet.

Other reforestation-related activities conducted during the fiscal year include a research
recently completed entitled Pilot Tree Plantations: Research with DENR-ERDS and an
on-going Microbial Profile Assessment of Soils in Impacted, Rehabilitated and Pristine
Buffer Zones of Selected Quarry Sites in Lugait, Misamis Oriental, a partnership research
with Mindanao State university – Iligan Institute of Technology. Bamboo Propagation
lecture, Mauswagon IEC lecture and turn-over of Water Intake Boxes, Tigbao-o IEC and

Clean Up, and lecture on Forest Fires are some of the IEC activities of the company.
HRDC made sure to extend reforestation assistance to the host and neighboring
communities through donations of the following for various projects: 500 bamboo poles.
3,000 kilograms of vermicast, 1,429 cuttings of santan, 100 pieces of Arachis Pintoi, 40
poles for the Coral Reef Planting project, 50 units of wooden armchairs, and 985 bags of
waste limestone (34.17 cu.m). The company also regularly posts in their Facebook page:
Holcim Resources and Development Corporation regarding reforestation/rehabilitation
updates.

LAFARGEHOLCIM AGGREGATES, INC.

Project Name: Aggregate Mining & Processing Expansion Project
President: Mr. Renato A. Baja

Taguig City

Background

LafargeHolcim Aggregates, Inc. (LHAI) is located in Brgy. San Isidro, Angono, Rizal
which is covered by MPSA Nos. 032-95-IV and 055-96-IV. Its disturbed area as of
June 2021 is 70.59 ha. The main mineral product is basalt and rock aggregates. The
MFP of LHAI started in 1995 which is being governed by the Company’s approved
Environmental Protection and Enhancement Program.

The Company falls under the Non-Metallic Category of the Best Mining Forest Contest.
According to the guidelines and rating system, LHAI attained an initial rating of 90.0%.
After the offsite validation and deliberation with the NEC, LHAI got a final rating of
89.5% and was declared as the 2nd Runner-up for Non-Metallic Category.

LHAI has two nurseries. The Old Nursery, which is currently under repair, has an area
of 191.62 m2 with 1,500-seedling capacity. The New Nursery has an area of 163.15
m2 with 4,800-seedling capacity.

From the previous fiscal year, LHAI has 570 seedlings remained in stock. For the fiscal
year, 2,813 seedlings were produced from the two nurseries and 25,000 seedlings
were purchased. The Company planted 27,181 seedlings and donated 200 seedlings
for the fiscal year resulting in a stock balance 1,002 seedlings.

To date, the total area reforested by LHAI is 501.4718 ha as compared to the previous
plantations of 451.019 ha. The extent of new plantation established by the Company
is 50.4528 ha, 50 ha of which was in Brgy. Calawis, in partnership with Calawis Upland
Farmers Association, Inc. The remaining area was part of the progressive
rehabilitation within the MPSA.

The Company achieved an average survival rate of 92.16% for seedlings out-planted
in old, recent and latest plantations. Of the total 268,177 out-planted seedlings on the
said plantations, 247,401 seedlings survived with 11,212 replanted seedlings.
LHAI has one corporate forester, three company-designated forest guards, six
reforestation personnel, and 25 local residents involved in the reforestation activities

during the fiscal year. In order to achieve high survival rate, the Company performed
the following maintenance and protection activities:

• Patrol work;
• Forest law enforcement;
• Fireline establishment;
• Firebreak planting;
• Brushing/weeding/mulching/pruning;
• Organic fertilizer application;
• Water spraying; and
• Pest control.

Other Environmental Factors

LHAI has propagated, planted, and donated over 20 species of forest and fruit trees.
These include acacia mangium, rambutan, and lanzones, among others. To support
the Bamboo Plantation Program of the DENR, various bamboo species were also
planted in NGP areas. In addition, a study on bamboo propagation and application
commenced during the fiscal year.

The Company regularly conducts Biodiversity Indicator and Reporting System
Assessment and distributes environmental bulletins and the Sulong Angono
newsletter among its stakeholders. As part of providing services to the community,
LHAI donated acacia mangium and agoho seedlings and bamboo culms to the
Municipality of Tanay. A training on bamboo propagation was also conducted in Los
Baños, Laguna on March 11 and 12, 2021. Aside from the reforested areas within the
MPSA, LHAI is also maintaining its landscaped areas and ornamental and herbal
garden.

REPUBLIC CEMENT & BUILDING MATERIALS, INCORPORATED –
BATANGAS

Project Name: Cement Plant Expansion & 12 MW Power Plant Projects

Address: Barangay Mapulo, Municipality of Taysan, Batangas

Background

Republic Cement & Building Materials, Incorporated’s (RCBMI) quarry, located in Taysan,
Batangas, is covered by MPSA No. 029-95-IVA covering a total land area of 321.17 ha.
The mineral commodity that the company produces is mainly limestone and shale. All
throughout its operations, the company’s current disturbed area is now 24.99 ha. The
Mining Forest Program of the company has started in 1998.The company has an
approved Environmental Protection and Enhancement Program and Final Mine
Rehabilitation and/or Decommissioning Plan. The company falls under the Non-Metallic
Category of the Best Mining Forest Contest. Based on the guidelines and rating system,
it attained an initial rating of 78.0%. After the field validation, the Company achieved a
final rating of 81.6% in the said contest under its category.

The Company owns a nursery with a land area of 216 m2 and a total capacity of 20,000
seedlings. The total seedling production of the Company for the fiscal year amounts to
9,958 seedlings and a stock balance of 2,285 seedlings from the previous fiscal year. The
total out-planted seedlings for this year is 4,241, including the seedlings replanted, and
donated a total amount of 1,556 seedlings. A total of 6,446 seedlings remain in the
nursery as stock balance for this fiscal year.

RCBMI-Batangas (BTG) Plant also has an old forest nursery with a land area of 600 m2
and a seedling capacity of 60,000. It is now filled with ornamentals, bamboo and other
high value crops.

RCBMI-BTG has established new plantation with an area of 9.14 ha for the fiscal year. In
order to maintain a high survival rate for the planted seedlings, the Company has one (1)
forester, two (2) security guards as forest guards and 18 reforestation personnel that
supervise the following maintenance and protection activities:

❖ Patrol Work
❖ Forest law enforcement
❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Control of forest pests and diseases; and
❖ Water spraying;
With the above-mentioned activities, RCBMI-BTG has attained an average survival rate
of 81.65% for old, recent and latest plantations. As of June 2021, the Company has a
total reforested area of 199.55 ha supporting 80,751 surviving trees and seedlings.

Other Environmental Factors

There are over 10 species of forest and fruit-bearing trees propagated in the nursery and
planted within and outside the mining tenement. These include, Agoho, Molave,
Eucalyptus, Bamboo, Kalamansi, Cacao, Acacia Auri, Rambutan, Caimito, Nangka, Fire
Tree and Suha (Photo 8).

Other reforestation-related activities conducted during the fiscal year include a soil test
analysis report for quarry rehabilitation and site-species suitability, donation of 1,400 fruit
bearing seedlings to PGENRO, celebration of arbor and earth day together with
representatives from host and neighboring communities, dissemination of infographics
through leaflets, push emails, and Facebook posts, and establishment of relevant on-site
signages — for the guidance and information of guests.

REPUBLIC CEMENT & BUILDING MATERIALS, INC. - BULACAN

Project Name: Quarry and Cement Plant Expansion

President: Mr. Lloyd A. Vicente

Address: Menarco Tower, 32nd Street, Bonifacio Global City, Taguig City

Background

Located in Barangay Minuyan, Norzagaray, Bulacan, Republic Cement & Building

Materials, Inc. (RCBMI)-Bulacan is a limestone and shale quarry and falls under the
Non-Metallic Category of the Best Mining Forest Contest. The Company is under
MPSA No. 026-94-III covering a total land area of 559.0 ha. Its current disturbed area
is 171.86 ha. RCBMI-Bulacan’s Mining Forest was established in 1996 and is being
governed by the Company’s approved Environmental Protection and Enhancement
Program. Based on the guidelines and rating system, RCBMI-Bulacan attained an

initial rating of 87.0%. After the offsite validation, the Company achieved a final rating
of 92.2% and was declared as the 1st Runner-up for Non-Metallic Category.

Nursery Operations

RCBMI-Bulacan’s Nursery has an area of 590 m2 with a capacity of 30,000 seedlings.
The total number of seedlings produced over the recent fiscal year was 4,028
seedlings. The Company purchased 74,000 seedlings, planted 79,080 seedlings and
donated 500 seedlings resulting in a stock balance of 1,143 seedlings. RCBMI-
Bulacan also has two satellite nurseries located in Guiguinto, Bulacan and
Pamarawan, Malolos, Bulacan.

To date, RCBMI-Bulacan has a total reforested area of 520.29 ha with 58.86 ha of
new plantation, 54.0 ha of which was established in Brgy. San Lorenzo, Norzagaray
and Brgy. Sta. Cruz, Paombong, Bulacan, in coordination with Bulacan Lowland and
Upland People’s Organization.

The average survival rate of RCBMI-Bulacan’s old, recent, and latest plantations is
94.26%. In order to maintain a high survival rate for the planted trees, the Company
has one corporate forester, five company-designated forest guards, and 17 regular
employees that supervise the following maintenance and protection activities:

• Patrol work;
• Forest law enforcement;
• Fireline establishment;
• Firebreak planting;
• Brushing/weeding/mulching/pruning;
• Organic fertilizer application;
• Water spraying; and
• Pest control.

Other Environmental Factors

RCBMI-Bulacan has propagated and planted fire tree, narra, guyabano, and nangka
seedlings, and mangrove propagules during the fiscal year. Aside from the
propagation of seedlings, the Company established an arboretum, bambusetum and
strawberry production trial plantation within the nursery that are also part of its
research activities. An agrofarm, lagoon, ornamental and herbal gardens were also
established within the project area.

A research on the carbon sequestration potential of the rehabilitated areas within the
MPSA was conducted during the fiscal year. RCBMI-Bulacan also regularly conducts
biodiversity monitoring and IEC activities among its stakeholders. As part of providing

services to the community, RCBMI-Bulacan employed members of the local
community to maintain the established plantations; donated nangka, rambutan,
guyabano, and pomelo seedlings to Barangay Minuyan residents; and organized a
beekeeping training.

REPUBLIC CEMENT MINDANAO, INC.

Project Name: Consolidation of Quarry Project

Address: Kiwalan and Iligan City, Lanao del Norte

Background

Holcim Resources & Development Corporation’s (HRDC) quarries, located in Kiwalan
and Iligan City, Lanao del Norte is covered by MPSA No. 031-95-XII and MPSA No. 104-
98-XII covering a total land area of 842.18 ha. The mineral commodity that the company
produces are mainly limestone and shale. All throughout its operations, the company’s
current disturbed area is now 72.37 ha. The Mining Forest Program of the company has
started in 1990. The company has an approved Environmental Protection and
Enhancement Program and Final Mine Rehabilitation and/or Decommissioning Plan for
both permits. The company falls under the Non-Metallic Category of the Best Mining
Forest Contest. Based on the guidelines and rating system, it attained an initial rating of
76.0%. After the offsite validation, the Company achieved a final rating of 80.6% in the
said contest under its category.

Nursery Operations

The Company owns a nursery with a land area of 625 m2 and a total capacity of 12,000
seedlings. RCMI acquired 5,775 seedlings, where 3,901 are for MPSA 031 and the rest
are for MPSA 104. The stock balance from the previous fiscal year is 7,668. The total out-
planted seedlings for this year is 825, including the replanted seedlings, and donated a
total amount of 4,441 seedlings. A total of 8,117 seedlings remain in the nursery as stock
balance for this fiscal year.

The nursery is equally divided to accommodate the seedlings for the two MPSAs. RCMI
has no produced seedlings for the coverage period, all seedlings in the nursery are
purchased from the community and Kiwalan Women’s Association as part of the SDMP
livelihood program.

RCMI has established new plantation with an area of 2.46 ha for the fiscal year. In order
to maintain a high survival rate for the planted seedlings, the Company has one (1)
forester, four (4) security guards as forest guards and 6 reforestation personnel that
supervise the following maintenance and protection activities:

❖ Forest law enforcement
❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Control of forest pests and diseases; and
❖ Water spraying;
With the above-mentioned activities, RCMI has attained an average survival rate of
90.23% for old, recent and latest plantations. As of June 2021, the Company has a total
reforested area of 127.58 ha supporting 473,172 surviving trees and seedlings.

Other Environmental Factors
There are over 10 species of forest and fruit-bearing trees propagated in the nursery and
planted within and outside the mining tenement. These include, Mango, Avocado, Narra,
Bamboo, Mahogany, Neem Tree, Abana, Palo Maria and Dragon Fruit.

Other reforestation-related activities conducted during the fiscal year include a technical
report on the Assessment of Rehabilitated Mangrove in Bayug Island, IEC activities and
publications through social media platforms and various donations to the host and
neighboring communities. Also, the company has submitted documentary evidences re:
research proposal on Carbon Footprint & Offsetting with Mindanao State University
(MSU) – Naawan.

RCMI maintains a 20 m2 landscaping around the mine and plant site. They utilized vines
and grasses such as Mani-mani (Arachis pintoi), lemon grass (Cymbopogon citratus), and
naturally growing vines such as Kamokamotehan and centrocema for initial/progressive
rehabilitation.

Background

Rio Tuba Nickel Mining Corporation-Gotok Limestone Quarry Project (RTNMC-GLQC),
located at Rio Tuba, Bataraza, Palawan is covered by Mineral Production Sharing
Agreement No. 213-2005-IVB. The project’s current disturbed area is 84.54 ha,
comprising of active mining areas, road networks, and other environmental

structures. RTNMC-GLQC has an approved Environmental Protection and Enhancement

Program and Final Mine Rehabilitation and/or Decommissioning.

The Mining Forest Program of the company falls under the Non-Metallic Category of the
Best Mining Forest Contest. Based on the guidelines and rating system, it attained an
initial rating of 70.0%. After the offsite validation, the Company achieved a final rating
of 75.6% in the said contest under its category

Nursery Operations

The Company owns a nursery with a land area of 1,293.72 m2 and a total capacity of
30,000 seedlings. The total seedling production of the Company for the fiscal year is 4,598
seedlings, and a stock balance of 6,881 seedlings from the previous fiscal year. The total
number of out-planted seedlings for this year is 1,586, including the seedlings replanted,
while the total number of donated seedlings is 40. A total of 9,107 seedlings remain in the
nursery as stock balance for this fiscal year.

The Company also has a clonal nursery, where native tree species without available
source of seeds/seedlings are macro-propagated thru cuttings (Photos 3 to 4). Moreover,
the Company also recycled used materials such as cooking oil cans and oil drums for the
production of large planting materials (Photos 5 to 6).

Reforestation Areas
RTNMC-GLQC has established new plantation with an area of 0.62 ha for the fiscal year.
In order to maintain a high survival rate for the planted seedlings, the Company has one
forester, three reforestation personnel and two local residents who conduct the following
maintenance and protection activities:

❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;

❖ Patrol work;
❖ Forest law enforcement;
❖ Water spraying (drip irrigation); and
❖ Pest Control;

With the above-mentioned activities, RTNMC-GLQC has attained an average survival
rate of 94.18% for old, recent and latest plantations. As of June 2021, the Company has
a total reforested area of 73.6 ha supporting 6,266 surviving trees and seedlings.
Other Environmental Factors
There are over 10 species of trees propagated in the nursery and planted within and
outside the mining tenement. These include putian, duguan, dao, balinghasai, banilad,
bakawan-gubat and talisay-gubat, among others (Photos 13 to 15).

Other reforestation-related activities conducted during the fiscal year include biodiversity
monitoring, continuous monitoring and enrichment planting of areas, Information,
Education and Communication campaign on Cave Management and Protection followed
by tree-planting activity, and Orchard Development Project for the communities.
Further, the RTNMC-GLQC has also started with the development of rehabilitation sites
into farm & ecotourism areas (Photo 16).

Background

Coral Bay Nickel Corporation’s (CBNC) processing plant, located in Bataraza, Palawan,
is the Operator of Mineral Processing Permit No. MPP-006-2004-IVB. The company’s
current disturbed area is 107.7 ha, comprising of the plant facilities, road networks,
tailings storage facility and other environmental/ancillary facilities. CBNC has an
approved Environmental Protection and Enhancement Program and Final Mine
Rehabilitation and/or Decommissioning Plan with Certificate of Approval
No. 171-2020-14 dated November 04, 2020.

The Mining Forest Program of the company which started in 2007 falls under the Mineral
Processing Category of the Best Mining Forest Contest. Based on the guidelines and
rating system, it attained an initial rating of 92%. After the offsite validation, the Company
achieved a final rating of 93.5% in the said contest under its category.

Nursery Operations

CBNC operates three nurseries with a total land area 11,600 m2 and a total capacity of
140,000 seedlings. The total seedling production of the Company for the fiscal year
amounts to 175,482 seedlings and a stock balance of 35,943 seedlings from the previous
fiscal year. The total out-planted seedlings for this year is 103,427. The number of
seedlings replanted is 2,070. CBNC donated a total amount of 8,273 seedlings. A total of
61,712 seedlings remains in the nursery as stock balance for this fiscal year.

Various forest trees were raised within the facility such as mangkono, agoho, narra,
mahogany, and ipil-ipil.

Ornamental garden and herbal garden were also established within the contract area.

Reforestation Areas

CBNC has established new plantation with an area of 71.04 ha for the fiscal year. In order
to maintain a high survival rate for the planted seedlings, the Company has two foresters,
3 deputized forest guards and 70 reforestation personnel that supervise the following
maintenance and protection activities:

❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Control of forest pests and diseases;
❖ Patrol work; and
❖ Forest law enforcement.
With the above-mentioned activities, CBNC has attained an average survival rate of
94.77% for old, recent and latest plantations. As of June 2021, the Company has a total
reforested area of 699.63 ha supporting 786,933 surviving trees and seedlings.

Other Environmental Factors

Other reforestation-related activities conducted during the fiscal year includes research
on the Forest replication for the purpose of biodiversity enrichment of the
decommissioned tailings dam, clonal propagation, and arboretum. There were also
various IEC presentations, and provision of seedlings for different stakeholders.

GRAYMONT (PHILIPPINES), INC.

Background

Graymont (Philippines), Inc. (GPI) is located in Rio Tuba Export Processing Zone, Brgy.
Rio Tuba, Bataraza, Palawan. It is covered by Mineral Processing Permit No. 15-2014-
IVB (1st Renewal). Its current disturbed area is 8.06 ha. The main product is lime milk.
The Mining Forest Program of the company started in 2015. It has an approved
Environmental Protection and Enhancement Program and Final Mine Rehabilitation
and/or Decommissioning Plan. The company falls under the Mineral Processing Plant
Category of the Best Mining Forest Contest. Based on the guidelines and rating system,
it attained an initial rating of 90%. After the offsite validation, the Company achieved a
final rating of 82.5% and was declared as 3rd Runner-up in the said contest under its
category.

Nursery Operations

The Company, in a joint venture with Rio Tuba Mangrove Ecosystem Developers, has
established a nursery with a land area 229.56 m2 and a total capacity of 25,000 seedlings.
The total seedling production of the Company for the fiscal year totals 66,500 seedlings
with no stock balance during the period of validation as matured mangrove saplings which
were not used for planting were discarded. The total out-planted seedlings for this year is
22,000, including the seedlings replanted.

Reforestation Areas

GPI has not established new plantation for the coverage period. However, it conducted
replanting of 22,000 seedlings in previously established mangrove plantations. Even if
the Company is only leasing 8.06 hectares from Rio Tuba Nickel Mining Corporation, it
managed to fully rehabilitate the 30-hectare mangrove denuded area in Brgy. Sarong,
Bataraza, Palawan (Photos 1 to 2). As part of the Company’s goal to generate
economically viable livelihood projects, a local people’s organization was tapped to
implement the project. Continuous project patrol works, maintenance, and protection
activities are being implemented for the mangrove project, and the greening program
within the plant site.

Moreover, the Company is done with the land preparation stage of the 20-hectare
Bamboo Plantation, and seedlings are now ready to be planted. Plantation establishment
is to be implemented upon lifting of restrictions due to COVID-19 situation in Bataraza.

During the coverage period, GPI has attained an average survival rate of 91.84% for old,
recent and latest plantations. As of June 2021, the Company has a total reforested area
of 33 ha supporting 71,895 surviving trees and seedlings.

Other Environmental Factors

Forest and fruit-bearing tree species within and outside the tenement include narra, ipil,
mangium, Palawan cherry and tonkat ali.

GPI also recycled used materials such as old boots, plastic bottles, used tires for the
landscaping of its plant surroundings (Photos 3 to 5).

Moreover, it has also started the conduct of its in-house research study on carbon
sequestration. This research estimates the tree carbon storage and/or sequestration
using the estimated data at GPI. Carbon sequestration potential of trees planted in GPI
are being assessed through estimation of tree diameter at breast height, height of the
trees and tree densities.

Other reforestation-related activities conducted during the fiscal year include continuous
protection and maintenance of 30-hectare mangrove rehabilitation project funded by the
Company to Rio Tuba Mangrove Ecosystem Developers, and showing of AVP regarding
the activities being conducted to increase mangrove forest cover and biodiversity in the
rehabilitation site through its social media page.

Mindanao Mineral Processing and Refining Corporation (MMPRC) is located in
Barangay Bayugan III, Rosario, Agusan del Sur. It is covered by Mineral Processing
Permit No. 001-2007-XIII (2nd Renewal). Its current disturbed area is 74.961 ha.
The main mineralproduct is gold. The Mining ForestProgram of the company started
in 2012. It has an approved Environmental Protection and Enhancement Program
and Final Mine Rehabilitation and/or Decommissioning Plan. The company falls
under the Mineral Processing Plant Category of the Best Mining Forest Contest.
Based on the guidelines and rating system, it attained an initial rating of 88%. After
the field validation, the Company achieved a final rating of 93.5% and was declared
as 1st Runner-up in the said contest under its category.

Nursery Operations

The Company has a central nursery (Agro-forest Nursery) with a land area 10,000
m2 and a total capacity of 150,000 seedlings.

The total seedling production of the Company for the fiscal year amounts to 219,453
seedlings and a stock balance of 122,899 seedlings from the previous fiscal year.
The total out-planted seedlings for this year is 76,466 including the seedlings
replanted, and donated a total amount of 5,914 seedlings. A total of 137,073
seedlings remain in the nursery as stock balance for this fiscal year.

Various forest trees and fruit trees were raised within the facility such as Agoho,
Palawan Cherry, Narra, White Lauan, Dao, Kalumpit, Lanzones, Rambutan,
Kamagong, Mangga, etc.

Ornamental plants were also planted within the vicinity to enhance aesthetic. To
promote agriculture as well, herbal, ornamental and vegetable gardens were
tendered.

MMPRC has established new plantation with an area of 130 ha for the fiscal year.
In order to maintain a high survival rate for the planted seedlings, the Company has
one (1) forester, four (4) deputized forest guards and 111 reforestation personnel
that supervise the following maintenance and protection activities to achieve higher
survival rate:

❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Water spraying especially in the new plantation;
❖ Patrol work; and
❖ Forest law enforcement.

With the above-mentioned activities, the Company has attained an average
survival rate of 94.75%. As of June 2021, the Company has a total reforestation
area of 540.04 ha for Mining Forest Program supporting 284,094 surviving trees
and seedlings.

• Attendance to monthly meetings to various department
• Pulong-pulong with the Mining Forest Program beneficiaries, ensuring social

distancing and other health protocols.
• Conduct of Knowledge Attitude Practice towards company’s IEC programs

On the services to the community, the company continuously donated 5,914
seedlings of indigenous trees and fruit trees to the local communities and LGUs.

As support to the locals, Lanipao seedlings used in enhancement planting at the
waterlogged areas were outsourced to the community. The wildlings collected were
purchased by the company at Php 5.00 per wildling.

MMPRC engaged also the Service Contract with Singanan Planters Group and
Tinago Planters Group for maintenance and protection of 124 hectares inhouse
reforestation.

MMPRC was also a part of the Adopt-a-Creek Program of the Bayugan 3 Creek for
the preservation of the directly impacted water body of the host communities wherein
MMPRC conducted quarterly activities like tree planting, river clean-up and riparian
enhancements participated by the Barangay LGU and residents.

MMPRC developed a 100-ha revegetation and enhancement area of the declared
watershed within the Municipality of Rosario through its Adopt-A-Watershed
Program. The enhancement/revegetation site was planted with indigenous forest
trees to protect the municipality’s water source.

MMPRC has also an ongoing research on Forest Tree Plantation Carbon Stock and
Nutrient Cycle Assessment in partnership with Forest and Wetlands Research and
Development. Preliminary survey was conducted on May 14,2021 together with
ERDB personnel and MOA signing was conducted on June 23 at DENR-FWRD-
Bislig City.

Taganito HPAL Nickel Corporation

Project Name: Taganito Hydrometallurgical Processing Plant Project

Taganito HPAL Nickel Corporation (THPAL) is located in Barangay Bayugan III,
Rosario, Agusan del Sur. It is covered by Mineral Processing Permit No. 014-2013-
XIII (1st Renewal). Its current disturbed area is 444.91 ha. The main mineral product
is Mixed Sulfides of Nickel and Cobalt. The Mining Forest Program of the company
started in 2014. It has an approved Environmental Protection and Enhancement
Program and Final Mine Rehabilitation and/or Decommissioning Plan. The company
falls under the Mineral Processing Plant Category of the Best Mining Forest Contest.
Based on the guidelines and rating system, it attained an initial rating of 91.5%. After
the field validation, the Company achieved a final rating of 97% and was declared as
over-all winner in the said contest under its category.

Nursery Operations

The Company has a central nursery (Agro-forest Nursery) with a land area 8,000 m2
and a total capacity of 150,000 seedlings. The total seedling production of the
Company for the fiscal year amounts to 330,885 seedlings and a stock balance of
96,210 seedlings from the previous fiscal year. The total out-planted seedlings for this
year is 203,833 including the seedlings replanted, and donated a total amount of 7,600
seedlings. A total of 119,452 seedlings remain in the nursery as stock balance for this
fiscal year.

Various forest trees were raised within the facility such as Mancono, Molave, Amugis
Nato, Narra, Bagras, Magutambis, Teak etc.

Ornamental plants were also planted within the vicinity to enhance aesthetic. To
promote agriculture as well, herbal, ornamental and vegetable gardens were
tendered.

THPAL has established new plantation with an area of 98.98 ha for the fiscal year.
In order to maintain a high survival rate for the planted seedlings, the Company has

one (1) forester, 12 deputized forest guards and 47 reforestation personnel that
supervise the following maintenance and protection activities to achieve higher
survival rate:

❖ Construction of firelines/firebreaks;
❖ Brushing/weeding/mulching/pruning;
❖ Fertilizer/lime/pesticide/chemical application;
❖ Water spraying especially in the new plantation;
❖ Patrol work; and
❖ Forest law enforcement.
With the above-mentioned activities, the Company has attained an average survival
rate of 91.61%. As of June 2021, the Company has a total reforestation area of
658.50 ha for Mining Forest Program supporting 1,553,910 surviving trees and
seedlings.
