Background of the Mass Rapid Transit Authority of Thailand

In Bangkok the traffic problem has been becoming more and more critical accordingly. In 1971
with the assist from German Government to Thai Government, a group of expert was sent to
Thailand in order to study, survey and set a master plan for traffic and transportation in Bangkok,
accordingly, a Mass Rapid Transit System was recommended.

In term of the solution for the travelling and traffic problems in Bangkok, Announcement of
the National Executive Council No. 290 dated 27 November 1972 was released to establish the
Expressway Authority of Thailand due to construct “Expressway” consisting of express ways and

mass rapid transit System that are already proceeded by the Expressway and Rapid Transit
Authority of Thailand.

Later on the government has considered that the road traffic in Bangkok was very stuck so that
the operation of MRT should be speed up to ease the people in travelling without private cars.
Thus, with the Resolution on 28 July 1992 the cabinet approved to establish a state enterprise under
the supervision of the Office of Prime Minister to be responsible for the conduct of the Mass Rapid
Transit Project in Bangkok and its vicinities. Consequently, the Royal Decree Establishing the
Metropolitan Rapid Transit Authority B.E. 2535 (1992) was announced (published in the
Government Gazette, Vol. 109 Part 90 on 20 August 1992) in accordance with the Act on
Establishment of the Government Organizations B.E. 2496 (1953).

Cause of the Royal Decree Establishing the Metropolitan Rapid Transit Authority B.E. 2535
is provided with inadequate provisions for the establishment, management and services of mass
transportation with mass rapid transit including to ensure public safety, the Metropolitan Rapid
Transit Authority has got the certain limitation to implement its legal authorities and resulting in
the inflexibility and inefficiency on services.

Meanwhile the needs of mass rapid transit has been immensely increasing. Therefore, the Royal
Decree Establishing the Mass Rapid Transit Authority of Thailand B.E. 2543 (2000) was
announced (published in the Government Gazette, Vol. 117, Part 114 A. on 1 December 2000)
establishing Mass Rapid Transit Authority of Thailand, with abbreviation “MRTA” in task of
improving the authority and the duties of the Metropolitan Rapid Transit Authority to be able to
operate the transit business more systematic and efficient.

In particularly, the authority to ensure the safety of the operation of train and its passengers.
The new state enterprise should be under the supervision of the Office of Prime Minister and has
its purposes as the following : Operate the mass rapid transit in Bangkok and its vicinity including
in other provinces or between provinces in accordance with the Royal Decree.

1. Operate the mass rapid transit in Bangkok and its vicinity including in other provinces or
between provinces in accordance with the Royal Decree.

2. Study, analysis and formulate the project and its plan in concerning to the mass rapid transit
regarding to improve and modernize.

3. Perform the business involving mass rapid transit and other business on behalf of the benefit of
MRTA and the people using its services.

In 2002 after the reform in Government agencies, the authority of the Prime Minister in
supervision of the Mass Rapid Transit Authority of Thailand was transferred to the Minister of
Transport.

Mass Rapid Transit, or MRTA , is a state enterprise under the Ministry of Transport, has the
obligation to provide and providing mass rapid transit services in Bangkok and vicinities and
according to regional major cities.

Metro Chaloem Ratchamongkhon Line (Tha Phra - Bang Sue - Hua Lamphong - Lak
Song - Phutthamonthon Sai 4) or the MRT Blue Line, which is called according to the color
specified in the master plan of the mass transit rail system in Bangkok and its vicinity. Popularity
called "Subway" due to the initial service of this train line. The route is Thailand's first

Metro Chaloem Ratchamongkhon Line There is a construction project for both underground

Overview

Metro Chaloem Ratchamongkhon Line, it is the first railway system in Thailand with an

Route

The line consists of an elevated route and an underground route. There are two main stations

Road connect with the BTS Skytrain Silom Line at Bang Wa Station, Then enter Tha Phra Station,

Center along Kamphaeng Phet Road and raise the level back to connect to the MRT Chalong

distance of 47.8 kilometres, creating a ring route in the end.

Project format

• Heavy rail transit

• 22 stations underground runways, horizontal twin tunnels, along the vertical Tunnel diameter 5.7
meters, tunnel depth 15-30 metres above ground level, emergency walkway width 0.6 m. , height
2.0 m., and overpass across the Chao Phraya River(Sanam Chai-Itsaraphap) ,is 30 meters deep
from the surface of the Chao Phraya River and 7 metres from under the Chao Phraya River, and
20 elevation stations at a height of 12 metres throughout the project. There is a sound barrier and
noise nets in some periods, except during the Chao Phraya River crossing (Bang Pho - Bang Or)
and the crossing of the parallel sky. Boromratchachonnani is 24 meters high and crosses the Red
Line suburban train (Taling Chan - Thon Buri) with a height of 17 meters and the crossing of the

Depot and operation control center

The project has a total of two depots. The main depot, Huai Khwang - Rama 9, in the area of
the Mass Rapid Transit Authority of Thailand, Rama 9 Road (Mass Rapid Transit Project
Management Office 1 (blue), the Bangkok Expressway and Metro Public Company Limited),
which is a joint area with the project. MRT Orange Line supports the depot of the project on the

Convenient

System

1. Automatic Train Operation (ATO) is a system that controls various functions of trains

Regular services

Metro Chaloem Ratchamongkhon Line service in each station is not the same. By starting the
first train at 05.34 am from the Lak Song station and Tha Phra Station from Platform 3-4, the

Ticket Price

Kasem and Charan Sanit Wong Intersection.

Hua Lamphong - Bang Khae

Alignment

This length is 15.9 kilometers long, 5.4 kilometers of which will be underground with 4
stations while the remaining 10.5 kilometers will be elevated with 7 stations. The project starts at
Hua Lamphong Station. It goes along Charoen Krung Road, passing China Town, Wang Burapha.
It then turns left at Wat Poh before crossing under the Chao Phraya River at Pak Khlong Talart.

Metro Chalong Ratchadham (Bang Yai - Tao Poon - Rat Burana) or the MRT Purple Line, which
is called by the color specified in the master plan of the mass transit rail system in Bangkok and
its vicinity It is one of the construction projects of the electric train route in the MRTA system by
the Mass Rapid Transit Authority of Thailand (MRTA).

This mass rapid transit line originated from the revision of the Master Plan for the Mass Rapid

Route

This route is an elevated structure, starting from Tao Poon Station which is a joint station with

suburban train, the light red line at some train stations pass Wongsawang Intersection until the end

Project format

• Heavy rail transit system.
• The track between Khlong Bang Phai - Tao Poon and Dao Khanong - Ratburana. It is elevated,
approximately 17-19 metres from the road surface to be able to cross over the pedestrian

No. 4, the Mass Rapid Transit System. After bidding for a training job that is 16,000 million baht

Southern Project (Tao Poon - Rat Burana - Khru Nai) (in the process of expropriation of land)

Project Tao Poon - Rat Burana - Khru Nai, is the mass rapid transit route that arose from the
adjustment of the Mass Rapid Transit System Master Plan 1995 to the 2004 Master Plan by
revising the original Orange Line route (Bangkapi - Samsen - Rat Burana), Samsen (National
Library ) - Rat Burana section and the original purple line route (National Library - Tao Poon -
Bang Pood) Tao Poon - National Library brought together with a new purple path and connect to
the first part of the Purple Route during Bang Yai - Tao Poon.

route of approximately 12.6 kilometres and an elevated path of approximately 11 kilometres.

• There are 17 stations (excluding Tao Poon Station), 10 underground stations (from Parliament
Station to Samre Station), approximately 250 metres long, 20 meters wide, with Platform Screen
Doors, 7 elevated stations (from Dao Khanong station to Khru Nai Station), approximately 250
metres long and 18 metres wide with Platform Screen Doors that rise from the floor half-height.
• The heavy rail transit system has a capacity of approximately 320 people per car, capable of
handling at least 50,000 passengers per hour per direction.

Progress

• 20 January 2020, MRTA is preparing to bid for the construction of the Southern Purple Line.
Within the limit of investment 124,959 million baht will share auction civil are 6 contracts, worth
77,385 million baht, consisting of underground 4 contract, Overpass 1 contract and Rail 1 contract.
The system trains of 23,064 million baht are still in the process. Discuss with relevant agencies as
the previous MRTA board resolved to consider changing the contract format to PPP-Net cost
instead of hiring long-term vehicle routing. The auction is expected to be made by March 2021

• 24 February 2021, MRTA prepares to explore the property along the project line. In the process
of preparing tender documents, expected to be auctioned in April 2021 and construction by
December 2021.

Northern Part (Bang Yai - Bang Bua Thong)

The project of Bang Yai - Bang Bua Thong Section, is a further study of the mass transit line
to be included in the Master Plan of Mass Transit System in Bangkok and continued area Phase 2
or M-Map Phase 2. This will have a distance of 3.7 kilometers extending from the end of the line
near Khlong Bang Phai Station to meet with the train, Pak Kret - Kanchanaphisek section on
Kanchanaphisek Road. This route was considered during the period when Samak Sundaravej was
Prime Minister to support the expansion of the city in the area of Bang Bua Thong District.

Other Extensions

• Rat Burana - Phra Pradaeng - Phrasamut Chedi - Phra Chulachomklao Fort section from the
suggestion of Mr. Samak Sundaravej.

• Khlong Bang Phai - Bang Bua Thong Intersection section, has been further considered to support
the expansion of the city of Bang Bua Thong, during the period of Mr. Samak Sundaravej.

• Bang Bua Thong - Rangsit Intersection section, was considered in the future, but after Mr. Samak
Sundaravej retired from the position of Prime Minister, both additional extensions had no progress.
There is a movement in Khlong Bang Phai - Bang Sue only.

• Tao Poon - Wang Burapha section, a distance of 8 kilometers, supports travel to the new
parliament building in Kiakkai district and connects to the Blue Line Project. It is now expected
that this route is most likely to be chosen as an extension. It is expected that the estimated amount
will be used. 20,000-24,000 million baht and will propose to the cabinet for approval within June
2010.

• Bang Kruai Road -Sai Noi section, a distance of 2 kilometers from Khlong Bang Phai station.

THE GREEN LINE

Bearing - Samutprakan

Background

According to the Cabinet’s meeting on November 7, 2006, the Cabinet has approved in
principle for Mass Transit System Development Project in Bangkok and suburban area as the
Ministry of Transport proposed. For the Green Line Project section: On Nut – Bearing – Samut
Prakan, the Bangkok Metropolitan Administration (BMA) has proceeded in civil work
construction in On Nut – Bearing section for 5.25 kilometers length. The portion Bearing –
Samrong – Samut Prakan is in an area which is responsible by Samut Prakan province. The total
distance is approximately 25 kilometers. However, BMA has also preceded a study of the mass
transit system extension development project and carried out a preliminary design drawing of the
extension from Bearing – Samrong – Samut Prakan and Mo Chit – Kaset – Saphanmai section.

Characteristics

Alignment

The route of the Bangkok transportation system, the Bearing - Samut Prakan range, has an
elevated electric train structure along the route, a distance of 13 kilometers, is a heavy rail transit
system. Bangkok Mass Transit System Project route Bearing – Samut Prakan Extension is
continued from Bangkok mass transit system project Sukhumvit Line On Nut – Bearing section
which ends at Soi Sukhumvit 107 (Bearing). The route is along the median (road isle) of

intersection and after that the route will be elevated 26.7 meters above ground over southern ring
road (Karnchanapisek). This Sukhumvit road section till Srinakarindra intersection, approximately
6.75 kilometers, is divided into 6 lanes concrete road with right of way 30 meters and footpaths on
both sides are 2.65 - 2.95 meters wide. When approaching intersection to City Hall of Samut
Prakan, the elevated way alignment will turn left along Sukhumvit road. This section is curved and
needs to expropriate lands and commercial buildings for foundations and columns construction in
order to keep curve radius as design standard. The route runs along median in total 6 kilometers
until ending point at Soi Thesaban Bang Pu. The total distance of this project is 12.8 kilometers.

Structure

The most appropriate structure for elevated train can be divided into 3 types: single track,
double track and triple track train system.

Stations

There will be 9 stations along the route. The station has been designed to stand along the
median of the road and separated into 3 levels which are at ground level, concourse level and
platform level. Certain stations will be integrated with other mass transit line to allow the transfer
of passengers. Escalators, lifts, toilets, information displays, public address and all facilities for
the handicapped will be equipped.

Depot

The depot of this project is located at the ending point of the route near MEA Bang Ping
substation. It is an empty land with 123 Rai and also, this site was specified in EIA report of the
Bangkok Modern Terminal Ltd. (BMT) (Samrong-Samut Prakan) which has been approved by
National Environment Agency (NEB). The Operation Control Centre (OCC) and administration
buildings will be located at the same area of the depot.

Park & Ride

The area near station E-23 (Samut Prakan National Housing) is suitable for developing into
park and ride building including public transport interchange for people to use mass rapid transit
system service. This area is 33,000 square meters large and 7,300 square meters area will be
provided as a parking lot for cars, buses and taxis.

Track

The track gauge is standard gauge with 1,435 millimeters width. The track gauge is measured
inside the running rails 14 millimeters below the top of rail.

Rolling Stock

The 750 Volts DC rolling stock with 3 to 6 cars will be used. The system should have a service
capacity of more than 50,000 passengers per hour per direction.

System wide and Fare Collection System

The signaling and communication system, power supply and fare collection system of this line
will be the same as those of the Chaloem Ratchamongkhon Line.

Mo Chit - Saphan Mai - Khu Khot

Background

According to the cabinet’s meeting on November 27, 2008 the cabinet has approved the Mass
Rapid Transit Authority of Thailand (MRTA) to operate the construction of the Green Line: Mo
Chit – Saphan Mai section and also, the Green Line: Bearing – Samut Prakan section. This route
is 25 Kilometers long. Later on, the cabinet had a meeting on March 9, 2010 acknowledged of the
Commission of the Management of road Traffic’s meeting summary No. 1/2010 on February 8,
2010 approved to extend the Green Line from Mo Chit – Saphan Mai to Mo Chit – Saphan Mai –
Khu Khot section. The depot at the south of Don Muang Airport had been canceled and build
another depot near Khu Khot station instead.

Characteristics

Alignment

This section has approximately distance of 19 Kilometers with all 16 stations elevated. The
project starts from the BTS route at Mo Chit station. Then it goes along the Phahon Yothin road,
crossing Don Muang Toll Way at Lat Phrao intersection, passes Ratcha Yothin intersection and
Kasetsart University intersection. At Soi Phahon Yothin 55, the alignment diverts to the left side
of the road until reaches the Phithak Ratthathammanun Monument or Lak Si roundabout. After
that the alignment diverts to the centerline of the Phahon Yothin road, passes Ying Charoen market
and when it reaches to the 25th kilometer of Phahon Yothin road. The alignment diverts eastward
(north of Bangkok Door area), passes the side of Khu Khot Provincial Police station. Then it goes
along median of Lam Luk Ka road and ends at Klong Song which the depot and the Operation
Control Center are located.

Structure

The elevated track structure is supporting two way traffic direction. Pre-cast segmental box
girder is used for the viaduct structure to support a rail track system. The structure will be
assembled and installed quickly.

Stations

There are 16 stations. Some stations will be integrated with other mass transit lines to allow the
transfer of passengers. Escalators, lifts, toilets, information displays and all facilities for the
handicapped will be equipped.

Depot

The depot is near Khu Khot station with a total area of 130 rais. The Depot for the Green Line
Metro Project, Mo Chit - Saphan Mai - Khu Khot, has an area of approximately 120 rai, located
near the Khu Khot Station area. In the area of Klong Song and Khlong Hok Wa, it consists of a
train garage Main workshop Train washing plant Sub-train stations, testing tracks, administrative
buildings and central control And other composite buildings.

Park & Ride

There are 2 Park & Ride buildings.The first one is at the 25th kilometer of Phahon Yothin
road (1,042 cars). The other one is near Khu Khot Police station (713 cars).

Background

The Pink Line Khae Rai - Minburi project is a mass transit project in Bangkok and metropolitan
areas as part of the Rail Mass Transit Master Plan. In Bangkok and vicinity areas operated by
Northern Bangkok Monorail Co., Ltd. under joint project investment contract and concession
contract with Mass Rapid Transit Authority of Thailand. The monorail system is designated as the
main system and is one of the construction projects for the metropolitan sky train system.

In the first phase, the total distance of the project is only 27 kilometers with the departure station
at Pak Kret intersection,but later the route has been expanded along Tiwanon Road and moves
the origin from Pak Kret intersection to Khae Rai intersection to connect with the MRT Chalong
Ratchatham Line at Nonthaburi Government Center Station Causing the project route to start at
the Nonthaburi Provincial Government Center And ends at Ramkhamhaeng-Rom Klao
Intersection, Min Buri District, the total distance is approximately 34–36 kilometers.

Route

The starting point of the Pink Line Project will be connected to the MRT Chalong Ratchatham
at Nonthaburi Government Center Station, Rattanathibet Road, Then turn left through Khae Rai
intersection to Tiwanon road, the route will run along the street isle in the middle of Tiwanon Road
until Pak Kret Intersection, then turn right onto Chaeng Watthana Road ,which has a construction
project in a separate line for the exhibition and convention center of IMPACT Muang Thong Thani
through Chaengwattana intersection by passing under the connection point between the Si Rat
Expressway and the Udon Ratthaya Expressway across Prapa canal to Bangkok through the
Government Center to commemorate the 80th anniversary of the year. Connected to the Dark Red
Line suburban train at Lak Si Station. And connected to the BTS Sky train Sukhumvit Line at Wat
Phra Si Mahathat Station around The Constitutional Defense Monument, then the route will run

along Ram Intra Road through Chalong Rat Expressway at Watcharaphon Intersection until the
intersection of Muang Min and runs into Minburi area along the Sihaburanukit Road until the
bridge over Khlong Sam Wa, then turn right across Saen Saeb canal and cross Ramkhamhaeng
Road (Sukhaphiban 3) to the end of the terminal near Ramkhamhaeng-Rom Klao intersection
which is a station connecting traveling with the MRT Orange Line. In the future, there are plans
to study an extension from Min Buri to Lat Krabang And connect to Suvarnabhumi Airport by
using Rom Klao Road.

Station

There are 32 stations are elevated stations. The station has a length of 150 metres and designed
to accommodate a maximum of 7 trains per train. There are four platform layouts in one project:

Side platforms, height 3 levels, are station platforms, and infrastructure projects, with a total of
26 stations (including station extension)

Side platforms, height 2 levels, are the station platform at lower altitudes to avoid the train rails
or obstacles. There are 2 stations, namely Lak Si Station and Min Buri Station.

Island platform, height 2 levels, is a large station and platform to provide more space to
accommodate a large number of passengers. There are 2 stations in total, namely Muang Thong
Thani Station and Impact Challenger Station.

The side platforms mixed with the Island platform, height 3 levels, is a station and a large
platform to accommodate the transition between the main and secondary lines. There is 1 station
in total, namely Si Rat Station.

The split-side platforms, height 2 levels, are stationary and lowered platforms to avoid the train
tracks and obstacles. There is 1 station, namely Wat Phra Si Mahathat Station.

The station is designed to have a half-height platform barrier gate in every station to evade
utilities both on the ground and underground.

It is also designed to maintain as much traffic on the road as possible, and there are station
stakes in the street isle and in the free space in some stations.

Depot

The depot of Minburi is located on an empty area along Ramkhamhaeng Road between Soi
Ramkhamhaeng 192 and Khlong Song Ton Nun, which is located on a land size of approximately
229 rai with an area for maintenance of the train Both routine inspection, maintenance, and repair
area for parking for MRT and the Pink Line office. This area is the destination station, making the
morning train service convenient and efficient. In the area of the maintenance center, there is also
a space for parking and a park-and-ride building, which can provide services for passengers of
both the pink line and the orange line In front of which there is an orange line sky train station. It
is a point where travel can be connected between the two train lines.

Track

The standard track gauge shall be 1,435 millimeters, measured 14 millimeters below the surface
of the rails between the inner faces of the two running rails.

Rolling Stock

The 750 Volts DC rolling stock with 3 to 4 cars will be used. The system should have a service
capacity of more than 30,000 passengers per hour per direction.

System wide and Fare Collection System

The signaling and communication system, power supply and fare collection system of this line
will be the same as those of the Chaloem Ratchamongkhon Line.

Construction contract

The construction contract of the MRT Pink Line will use a concession method for the entire
project, with the concession being owned by Northern Bangkok Monorail Company Limited
(NBM), a joint venture company of BSR joint venture consisting of BTS Group Holdings Public
Company Limited, Sino-Thai Engineering and Construction Public Company Limited, and
RATCH Group Public Company Limited (Ratchaburi Electricity Generating Company Limited)
Formerly Holding Public Company Limited), a concession period of 33 years and 3 months, is
divided into a construction period of 3 years and 3 months (39 months) and operates 30 years of
train operation and maintenance, with details of the agreement as follows:

By referring to the contract of understanding of the BSR Joint Venture, which is the winner of the
project, each joint venture has the following functions:

BTS Group Holdings Public Company Limited will lead the group's bid according to the
conditions set forth in the bidding conditions document and is responsible for the procurement,
installation, and maintenance of the mechanical system, train trains, as well as the sole
management of the electric train project.

1. Sino-Thai Engineering and Construction Public Company Limited is responsible for the civil
construction of the project's sole.

2. Ratch Group Public Co., Ltd. is responsible provide advice on electrical installation and
mechanical systems.

3. The contract of understanding of The BSR Joint Venture will expire at the end of the project
concession agreement.
