Project Background
The Commission for the Management of Road Traffic at the meeting on June 10, 2015, the
Office of Transport and Traffic Policy and Planning conducted a proper study of the model of
mass/public transportation in regional cities, especially Chiang Mai, by linking the network with
feeder systems, various trains, buses, and airports
The Office of Transport and Traffic Policy and Planning has studied and developed a master
plan for the development of public transportation in Chiang Mai. Light Rail Transit (LRT) is the
main system consisting of 3 routes: 1) Red Line, Nakhon Ping Hospital- Mae Hia Saman Samakkee
Intersection 2) Blue Line. Chiang Mai Zoo - Si Bua Nger Pattana Intersection and 3) Green Line,
Chok Meechai Junction - Chiang Mai Airport, with two network options: Network A (mixed
running structure between underground and ground level) and Grid B (all ground-level running
structures).
In the meeting on February 21, 2018, it resolved to acknowledge the results of the Chiang Mai
public transport master plan study of the Office of Transport and Traffic Policy and Planning and
assign the Mass Rapid Transit Authority of Thailand (MRTA) to undertake the Mass transit system
in Chiang Mai project in the form of Public-Private Partnership (PPP) with an opinion that the
construction of one route per route in order of importance.
102
Later, the Office of Transport and Traffic Policy and Planning informed of the route priorities.
It was found that the red line was the No. 1 priority, together with the Ministry of Transport agreed.
According to the results of a joint discussion between the Office of Transport and Traffic Policy
and Planning, MRTA and the consultants of the Office of Transport and Traffic Policy and
Planning that concluded that network A was the most suitable. Therefore, MRTA has assigned
MRTA to continue to study the details of feasibility and design of the Chiang Mai Red Line Mass
Transit System according to the layout of the runway structure mixed between underground and
ground level (network A).
However, as the study results of the Office of Transport and Traffic Policy and Planning are to
determine the route according to the Chiang Mai public transport development master plan only,
so MRTA needs to study the feasibility details to prepare a report. Environmental impact
assessment, design, prepare bidding documents for selection Construction contractors And
documents for the proposal contest for the selection of private individuals to invest in civil works
Electric train system work Maintenance and service work And to implement the Public-Private
Joint Investment Act 2019, the Chiang Mai Red Line Mass Transit System Project, complete as
supporting information for further project approval.
