Section C: Fund Raising Committee:

1. The Chapter President shall annually appoint a Fund Raising Committee
consisting of not less than two (2) chapter members.

2. The Fund Raising Committee shall coordinate the Chapter's fund-raising activities
and shall encourage the membership to participate in said activities.

Section D: Social Committee:

1. The Chapter President shall annually appoint a Social Committee consisting of not
less than two (2) chapter members.

2. The Social Committee shall organize no less than four (4) social events annually, per
Chapter of the Year Award guidelines.

Section E: Website Committee:

1. The Chapter President shall annually appoint a Website Committee consisting of not
less than two (2) chapter members.

2. The Website Committee shall be responsible for maintaining the chapter website,
Facebook and Twitter accounts.

Section F: Scholarship Committee:

1. The Chapter President shall annually appoint a Scholarship Committee consisting of
not less than two (2) chapter members.

2. The Scholarship Committee shall be responsible for soliciting scholarship
applications, screening the applications to determine if requirements have been met,
notifying and awarding scholarships to recipients, and notifying appropriate
departments of recipients’ awards.

Section G: Concessions Committee:

1. The Chapter President shall annually appoint a Concessions Committee consisting of
not less than two (2) chapter members.

2. The Concessions Committee shall be responsible for soliciting volunteers to work in
concession stands for the college athletic teams and maintaining all supplies for those
stands.

Section H: Audit Committee:

1. The Chapter President shall annually appoint an Audit Committee consisting of not
less than two (2) chapter members.

2. The duty of this committee shall be to audit the Treasurer's accounts at the close of
the fiscal year and report at the next annual meeting.

Section I: Community Service Committee:

1. The Chapter President shall annually appoint a Community Service Committee
consisting of not less than two (2) chapter members.

2. The Community Service Committee shall be responsible for identifying and soliciting
volunteers to participate in community service activities in the area.

Section J: Luncheons Committee:

1. The Chapter President shall annually appoint a Luncheons Committee consisting of
not less than two (2) chapter members.

2. The Luncheons Committee shall be responsible for hosting the annual Back-to-
School luncheon. The Committee shall assist in decorating for any other luncheon in
which the chapter participates (i.e., Retirement Luncheon, Christmas Breakfast, etc.).

Section K: Membership Committee:

1. The Chapter President shall annually appoint a Membership Committee consisting of
not less than two (2) chapter members.

2. The Membership Committee shall be responsible for organizing and coordinating
the chapter's membership campaign and providing a current listing of all AFC
members of the Chipola College Chapter.

Section L: Legislative Committee:

1. The Chapter President shall annually appoint a Legislative Committee consisting of
not less than two (2) chapter members.

2. The Legislative Committee shall :
a. Provide a communication link with the AFC Chapter membership on all
matters pertaining to legislation affecting the college.
b. Disseminate all pertinent legislative information to the membership.
c. Serve as the official chapter spokesman to the State Legislators representing
the college.
d. Coordinate any Chapter activities concerned with informing the delegation
about legislation affecting the college.
e. Serve on the regional legislative committee.
f. Be a voting member of the Executive Board.

Section M: Publications Committee:

1. The Chapter President shall annually appoint a Publications Committee consisting of
not less than two (2) chapter members.

2. The Publications Committee shall send a copy of press releases to the AFC Office for
distribution in AFC publications.

Section N: Other

Such other committees, standing or special, shall be appointed by the Chapter President as the
Chapter or Executive Board shall deem necessary to carry on the work of the Chapter. The
Chapter President shall be ex-officio member of all committees except the Nomination
Committee.

ARTICLE VII: SELECTION OF VOTING DELEGATES TO THE ASSEMBLY OF
DELEGATES AND COMMISSION REPRESENTATIVES

Section A:

Selection of voting delegates to the Assembly of Delegates and voting representatives to each
commission shall be held at least one month prior to the annual Assembly of Delegates. Voting
delegates shall be selected from Chapter members who have actively participated in chapter
activities during the preceding twelve month period.

Section B:

Elections shall be conducted according to the State AFC Bylaws, Article IV: Assembly of
Delegates, Section I: Membership and Article VIII: Commissions, Section II: Determination of
Voting Delegates and Commission Officers.

Section C:

The Chapter travel policy shall be consistent with the college travel policy #6HX-5.200 in the
college policy manual. Any AFC member designated to attend an official AFC meeting must
first submit an "Application for Leave of Absence" form and request travel funds from the
college President.

To request AFC funds, the AFC member shall submit a copy of the "Application for Leave of
Absence" form to the Chapter President or his/her designee for Executive Committee decision.

Section D:

AFC travel funds shall be expended only for members who are active participants in the
activities of the Chapter.

ARTICLE VIII: PARLIMENTARY AUTHORITY

The rules contained in the current edition of Robert's Rules of Order, Newly Revised, shall
govern the Chapter in all cases to which they are applicable and in which they are not
inconsistent with these Bylaws and any special rules of order the Chapter may adopt.


ARTICLE IX: AMENDMENT OF BYLAWS

These Bylaws can be amended at any regular meeting of the Chapter by a two-thirds vote of the
members present, provided that the proposed amendment has been submitted to the membership
at least fourteen (14) days prior to a regular meeting.

Professional Development – It was agreed to host a Faculty Workshop entitled, A Day
of Objectives, Assessments, and Accessibility. This voluntary workshop would be held
on Friday, October 11. Faculty would meet and work on their courses either individually
or in workgroups/teams. AFC would sponsor the workshop and provide snacks and
lunch. Faculty would be required to register to attend.

Dennis Everett suggested AFC sponsor some of the security training sessions which will
be held during the Spring semester.


Membership
Matt White has been working with the AFC state office to update our membership roster.
The membership committee will compare the roster to our new employee list to find out
who is a member, who isn’t a member, who qualifies for a first year paid membership,
who is past their first year and needs to join. Evelyn Ward will be sending a letter
encouraging non-members to join, plus Dr. Clemmons agreed to send out a letter of
encouragement, if necessary. After the letter campaign, non-members will be assigned to
department “captains” for a personal grassroots campaign to enroll new members.

Matt also reported yearly dues are going to be $50 per year for everyone, instead of the
tier system used previously. Current members will be grandfathered at their current rate.

Evelyn Ward stated that she would like for the chapter to get their lifetime memberships
updated as that has been neglected for the past few years.


Bylaws
The current Chapter Bylaws were approved with no corrections or changes.

Next Meeting
The next meeting will be the Fall General Meeting on September 9 at 3:00 pm in Jackson Hall
(tentatively).

We have completed the audit of the Jackson County Teachers Credit Union and
Regions Bank Accounts for the period July 1, 2018 through June 30, 2019.

Treasurer’s Report, Bank Statements, Check Registers and backup FY 2018-2019 were
received by the Audit Committee on February 7, 2020.

Jackson County Teachers Credit Union statement reconciliation for June 2019 shows
an outstanding check for $2725.80, ck#1066, to AFC for membership fees(Oct-May).
This check ($2725.80) is actually check #1073, dated 10/28/19 to AFC, therefore this
check cannot be shown as outstanding for June, when it was written the following
October. Check #1066 was written on 7/22/19, payable to AFC(Leroy Collins Award)
for $250.00. We are certifying the balance shown below, discounting the check written
in October in the next Fiscal Year.




We have certified the account balances of both banks as follows:

The AFC Executive Board met for an organizational meeting on Wednesday, August 14, 2019 at
1:00 pm in Building Z, Room 106. President Evelyn Ward called the meeting to order and
thanked everyone for attending.

Open Positions. Several positions are open on the Executive Board at this time. Pat Barfield has
agreed to be the Chapter Secretary. It was decided to combine the Luncheon and Social
Committees giving that committee four co-chairs – Vikki Milton, Kristie Mosley, Kelly Lanier,
and Angie White. Positions still open are: President-Elect, Fundraising, and Scholarships.

Treasurer’s Report
Matt White reported that the balances are: Regions account - $2,500; Credit Union - $2,600.

Old Business
Dennis Everett reported that nine students received scholarships in the amount of $1,140 or
$570- per semester. He noted that two of the scholarship recipients will not be full-time students
this year, therefore they cannot receive funds from AFC. Discussion ensued concerning
disbursing those funds among the remaining recipients or leaving them to roll over to next
semester. A motion was made and seconded to roll the money back into the scholarship account
for next semester. Vote taken; motion passed.

Calendar Building
Annual Conference – November 6 – 8 – President Ward encouraged everyone to decide
soon concerning attending this conference. We would like to have a good showing since
Matt White is the incoming State President. Check w/supervisors, do a leave form,
complete registration at www.myafchome.org (choose “invoice me” for payment and an
invoice will be emailed to you).

When you receive the invoice from AFC, forward it to Evelyn. Be sure to reserve your
room prior to October 4. A question was raised about taking a college van to Innisbrook
and Evelyn said that would be a possibility if enough people are interested.

Region Duties: Our duties this year are ticket takers and decorations/table setup, plus
anything Matt needs. We will also participate in the conference community service
project, which Rachel West and MacKenzie Johnson will be coordinating. It was
unanimously decided that our Silent Auction donation would be a Gift Card Basket again.
Please drop off a gift card or cash to Evelyn Ward or Pat Barfield.

Evelyn Ward will be sending letters to our retirees asking if they would like to attend the
Annual Meeting in Innsbrook. The Board will vote on how to support the retiree’s
attendance. In the past they have paid registration and $100 stipend to be given to one
retiree.


Luncheons and Socials – the Back to School Luncheon was a success. Dr. Clemmons
was very pleased. Thank you to everyone who helped.

Fall General Meeting will be held Monday, September 9 at 3:00 pm in Jackson Hall if
available.

We may host a fall social in conjunction with the National Peanut Festival ticket raffle.

We will be doing Christmas Goodies again this year Monday thru Wednesday, Dec 9 –
10 – 11.

The Christmas Breakfast will be held Wednesday, December 11.


Community Service – The Back to School Food Drive yielded 102 lbs of food and $242.
Rachel West stated we would do this again at the Christmas breakfast on December 11.

We will also participate in the state conference community service project.


Fundraising
There was a discussion concerning doing gift-wrapping again. The consensus was
against it because it was quite a bit of work for little money. This subject will be
revisited by the Fundraising Committee and they will make a report at the next meeting.

A Christmas Dessert Auction was discussed and all present agreed it was successful last
year and that would be a good project to do this year.

Rachel West suggested the National Peanut Festival raffle be held again this year. It was
successful last year and everyone agreed we should continue with it. The NFP will run
from November 1 – 10.

The Fundraising Committee will report at the next meeting any other plans for the Fall
semester.

The AFC Executive Board met on Monday, September 9, 2019 at 2:30 pm in Building Z,
Jackson Hall. President Evelyn Ward called the meeting to order and thanked everyone for
attending.

Open Positions. All positions are filled on the Executive Board except we still need one more
person to help on the Fundraising Committee. Amanda Clark has agreed to be our President-
Elect and Kurt McInnis will be serving on the Scholarship Committee. President Ward thanked
everyone for their participation.

Treasurer’s Report
Nothing to report.

Old Business
None.

Calendar Building
Annual Conference – November 6 – 8 – President Ward reported we have eight or nine
people attending the conference. She encouraged everyone to be certain to check
w/supervisors, do a leave form, and register on the AFC website at www.myafchome.org
(choose “invoice me” for payment and an invoice will be emailed to you). When you
receive the invoice from AFC, forward it to Evelyn. Be sure to reserve your room prior to
October 4.

Since Matt White is the incoming State President, we will be doing the table setups for
the Friday luncheon at Innisbrook, along with any other items Matt needs help with. She
hasn’t heard what the Service Project will be this year, but will let everyone know as
soon as does.

If you have not already done so, don’t forget to drop off a gift card or cash to Evelyn
Ward or Pat Barfield for the Silent Auction,

Pat Barfield is the only retiree to respond concerning the conference. A motion was
made and seconded to approve her request. Vote taken; motion carried. She will have
her registration paid
along with $100 for expenses.

National Peanut Festival raffle ticket booklets were passed out to anyone interested in
selling them. They will also be available at the Theatre box office. The NFP will run

November 1 – 10.

Treasurer’s Report
Matt White reported the Credit Union balance is $1,530.33, and the Regions Bank balance is
$13,283.40. He noted the split with Athletics has not yet been done.


Committee Reports:

Audit Report – The 2018-19 audit showed that an entry had been made in the check
register in the 2018-2019 fiscal year, but the check was not written until the after the
2019-20 year had begun. This error has since been corrected.

Concessions – Evelyn Ward reported we made slightly over $10,000 this year (before the
split).
The price of concessions and possibly raising them will be re-evaluated this summer. A
name was drawn from concession workers for the $200 prize. Sarieta Bryant is the
winner.

Socials/Luncheons – The following events have been held so far this year: Back to
School
Luncheon (August 12), Peanut Boil (Oct 30), and the Christmas Luncheon (December
11). Dr. Clemmons would like to go back to the original format of the Retirement
Luncheon this year (May 6). The consensus was to go back to the original format and
have the event catered instead of staff cooking.

Community Service - The following events have already taken place:
 Back to School Luncheon Food Drive (August 12)
 Gift Card Wallet Donation to AFC Foundation Silent Auction (November 7)
 State Conference Community Service Project (November 6-8)
 Christmas Luncheon Food Drive (December 11) - $374.36 and 108.4 pounds of

The Region I Conference Community Service Project (April 24) has not yet been
determined. We will once again be collecting non-perishable food items at the
Retirement Lunch (May 6).

Professional Development – The Faculty Workday on Course Accessibility and QM
Course Objectives and Assessments held on Oct 11 was well attended and well received.

Evelyn Ward asked for suggestions for Spring semester activities. Matt White suggested
a campus-wide workshop on two-factor IDs could be done as soon as everything has been
finalized for it. Vikki Milton suggested training for faculty on Canvas Studio could be
sponsored by the chapter due to its relevance particularly involving the current
Coronavirus threat. A motion was made and seconded to sponsor these two events. Vote
taken; motion approved. The committee will work with these two departments on
specifics for the events.

Fundraising – During the fall semester the following fundraising activities took place:
National Peanut Festival Ticket Raffle (Oct 30) and the Christmas Dessert Auction (Dec
11) where we made $710!

President Ward asked for suggestions for fund-raising projects. Leigh Whittington
suggested selling sno-cones and/or funnel cakes, or possibly popsicles at Spring Frolics
or final exam days. A dessert auction to be held in conjunction with the Retirement
Luncheon was also suggested. After discussion, everyone agreed that the dessert auction
would be good, since it has been successful previously.

Scholarship – Dennis Everett was not able to attend, so Evelyn Ward gave his report.
Three of the five Fall recipients returned for the Spring semester. One student did not
meet the concessions work requirement for the fall semester, therefore their AFC
scholarship was rescinded for the Spring semester. One student decided not to enroll
full-time for Spring semester, therefore their scholarship award was rescinded. Everett
suggested that, in the future, a change to the scholarship requirement from full-time to
part-time be reviewed. Everett asked for feedback prior to the next AFC Executive
Board meeting. Ward suggested the committee bring a plan to the Board for
consideration at that meeting in April.

Membership – No report.

Publications/Social Media/Website – The following events were publicized: the AFC
Annual Meeting in November; 2019 Chipola Christmas breakfast for faculty and staff;
AFC Spirit night in conjunction with Tallahassee Community College at their campus in
February; AFC’s post concerning Matt White becoming AFC State President in January;
and Bonnie Smith’s presentation about our ACE Lab at a Learning Resource Virtual
Conference in February.

Legislative/State Report – Matt White reported the AFC state officers and chapters are
preparing for region conferences. They are also discussing the coronavirus and if travel
should become restricted in the coming months. He asked that members be thinking
about the Annual Conference, which is being held in Panama City this year. He asked
that we have a good

showing from our members since he is the President this year. Evelyn Ward reminded
everyone that the proximity of the meeting this year would lend itself to attending
daytime sessions for members who cannot commit several days and nights.

Region Conference: The Region I Conference will be Friday, April 24 at Northwest Florida
State College in Niceville, Florida. Registration is $35 per person. Everyone is encouraged to
attend. Let Evelyn Ward know as soon as possible if you would like to attend. We will take a
college van if necessary. Don’t forget to check with your supervisor first, of course and
complete a leave form. Those expressing an interest in attending so far are: Terolyn Lay, Matt
White, Jennifer White, Pat Barfield, Amanda Clark, and Evelyn Ward.

Evelyn also mentioned we will need to take door prizes – 1 large and 5 small. If anyone has any
items they could donate let Evelyn know.

AFC GENERAL MEMBERSHIP MEETING MINUTES
September 9, 2019 – 3:00 p.m.


The Chipola Chapter of AFC held its first General Membership meeting on Monday, September
9, 2019 at 3:30 pm in Building Z, Jackson Hall. President Evelyn Ward called the meeting to
order and welcomed. She then gave a short overview of the organization for new members and
those considering joining.

Scholarship Committee:
Dennis Everett introduced the 2019-2020 AFC Scholarship recipients for this year:

President Ward reminded everyone that the Chapter’s part of profits from concessions go toward
funding the scholarship every year.

Treasurer’s Report
Matt White distributed copies of the Treasurer’s Report for the period ending June 30, 2019. He
reported that things are looking better for the Chapter. Northwest Florida College donated
$1,500 to us after the hurricane to help us out, which was greatly appreciated.

Open Positions. All positions are filled on the Executive Board except we still need one more
person to help on the Fundraising Committee. Amanda Clark has agreed to be our President-
Elect and Kurt McInnis will be serving on the Scholarship Committee. President Ward thanked
everyone for their participation.

Old Business
None.

Calendar Building
Annual Conference is November 6-8 at Innisbrook Resort, Palm Harbor, FL. Our
Region duties include Friday Brunch Setup and “Anything Matt White Needs” as
incoming AFC President.

The following individuals were approved as voting delegates: Matt White, Jennifer
White, Evelyn Ward, Rachel West, Terolyn Lay, Vikki Milton, Dr. Sarah Clemmons
and Retiree Pat Barfield.

A letter was sent out to all retirees asking if they would like to attend the State
Conference. Pat Barfield was the only one showing interest in attending. The Chapter
agreed to pay her registration fee and give her $100 toward her travel expenses.

Everyone was reminded to collect items for the Community Service Project and the
chapter is putting together a Gift Card Wallet as a donation to the AFC Foundation
Silent Auction. Evelyn Ward is collecting gift cards from the Executive Board
members.

If you have not already done so, don’t forget to drop off a gift card or cash to Evelyn
Ward or Pat Barfield for the Silent Auction,

Fundraising
National Peanut Festival raffle ticket booklets were passed out to anyone interested in
selling them. They are for four passes, $5 per ticket ($100 value). Tickets will also be
available at the Theatre box office. The NFP will run from November 1 – 10.

Community Service
The Back-to-School luncheon donations totaled 102 lbs. of food and $242 in cash.

Concession Stand Drawing – Congratulations to Carolyn McInnis who won the $200
drawing. Anyone working in the concession stand throughout the year is eligible for one
entry per game worked.

AFC EXECUTIVE BOARD MEETING MINUTES
August 14, 2019 – 1:00 p.m.

The AFC Executive Board met for an organizational meeting on Wednesday, August 14, 2019 at
1:00 pm in Building Z, Room 106. President Evelyn Ward called the meeting to order and
thanked everyone for attending.

Open Positions. Several positions are open on the Executive Board at this time. Pat Barfield has
agreed to be the Chapter Secretary. It was decided to combine the Luncheon and Social
Committees giving that committee four co-chairs – Vikki Milton, Kristie Mosley, Kelly Lanier,
and Angie White. Positions still open are: President-Elect, Fundraising, and Scholarships.

Treasurer’s Report
Matt White reported that the balances are: Regions account - $2,500; Credit Union - $2,600.

Old Business
Dennis Everett reported that nine students received scholarships in the amount of $1,140 or
$570- per semester. He noted that two of the scholarship recipients will not be full-time students
this year, therefore they cannot receive funds from AFC. Discussion ensued concerning
disbursing those funds among the remaining recipients or leaving them to roll over to next
semester. A motion was made and seconded to roll the money back into the scholarship account
for next semester. Vote taken; motion passed.

Calendar Building
Annual Conference – November 6 – 8 – President Ward encouraged everyone to decide
soon concerning attending this conference. We would like to have a good showing since
Matt White is the incoming State President. Check w/supervisors, do a leave form,
complete registration at www.myafchome.org (choose “invoice me” for payment and an
invoice will be emailed to you).

When you receive the invoice from AFC, forward it to Evelyn. Be sure to reserve your
room prior to October 4. A question was raised about taking a college van to Innisbrook
and Evelyn said that would be a possibility if enough people are interested.

The AFC Executive Board met on Monday, September 9, 2019 at 2:30 pm in Building Z,
Jackson Hall. President Evelyn Ward called the meeting to order and thanked everyone for
attending.

Open Positions. All positions are filled on the Executive Board except we still need one more
person to help on the Fundraising Committee. Amanda Clark has agreed to be our President-
Elect and Kurt McInnis will be serving on the Scholarship Committee. President Ward thanked
everyone for their participation.

Treasurer’s Report
Nothing to report.

None.

Calendar Building
Annual Conference – November 6 – 8 – President Ward reported we have eight or nine
people attending the conference. She encouraged everyone to be certain to check
w/supervisors, do a leave form, and register on the AFC website at www.myafchome.org
(choose “invoice me” for payment and an invoice will be emailed to you). When you
receive the invoice from AFC, forward it to Evelyn. Be sure to reserve your room prior to
October 4.

Since Matt White is the incoming State President, we will be doing the table setups for
the Friday luncheon at Innisbrook, along with any other items Matt needs help with. She
hasn’t heard what the Service Project will be this year, but will let everyone know as
soon as does.

If you have not already done so, don’t forget to drop off a gift card or cash to Evelyn
Ward or Pat Barfield for the Silent Auction,

Pat Barfield is the only retiree to respond concerning the conference. A motion was
made and seconded to approve her request. Vote taken; motion carried. She will have
her registration paid
along with $100 for expenses.

AFC EXECUTIVE BOARD MEETING MINUTES

The AFC Executive Board met on Thursday, March 5, 2020 at 3:00 pm in Building A Lounge.
President Evelyn Ward called the meeting to order and thanked everyone for attending.

Minutes of the September 9, 2019 meeting were distributed.

Treasurer’s Report
Matt White reported the Credit Union balance is $1,530.33, and the Regions Bank balance is
$13,283.40. He noted the split with Athletics has not yet been done.


Committee Reports:

Audit Report – The 2018-19 audit showed that an entry had been made in the check
register in the 2018-2019 fiscal year, but the check was not written until the after the
2019-20 year had begun. This error has since been corrected.

Concessions – Evelyn Ward reported we made slightly over $10,000 this year (before the
split).
The price of concessions and possibly raising them will be re-evaluated this summer. A
name was drawn from concession workers for the $200 prize. Sarieta Bryant is the
winner.

Socials/Luncheons – The following events have been held so far this year: Back to
School
Luncheon (August 12), Peanut Boil (Oct 30), and the Christmas Luncheon (December
11). Dr. Clemmons would like to go back to the original format of the Retirement
Luncheon this year (May 6). The consensus was to go back to the original format and
have the event catered instead of staff cooking.

Community Service - The following events have already taken place:
 Back to School Luncheon Food Drive (August 12)
 Gift Card Wallet Donation to AFC Foundation Silent Auction (November 7)
 State Conference Community Service Project (November 6-8)
 Christmas Luncheon Food Drive (December 11) - $374.36 and 108.4 pounds of
food

NEW MEMBER POINTS - Excluding Trustees/Contributing 9 points
Chapters will earn points for new members enrolled during the period of June 1 – May 31 as follows:
• Each new full-time member acquired: 1 (one) point - excludes trustees, contributing, part-time, adjuncts,
and retirees
• Each new adjunct or part-time member acquired: .50 (half) point
• New retiree (retiree or life retiree): .25 (quarter) point

RETENTION BONUS POINTS – Excluding Trustees/Contributing 5 points
Chapters will earn bonus point for the percentage of retained members as follows:
• 90% or more members retained: 5 points
• 75% - 89% of members retained: 2 points
• 74% or less of members retained: 0 points

Each year the AFC State Office will provide the previous year’s total membership number (excluding
trustees/contributing) as of May 31, to the chapter. Examples of the new calculation method will be provided
to all chapters.
