It is so easy to become overwhelmed my Brothers by despair and fear in our world today, but there is power and strength in knowing God promises that He has plans for us in the future, undergirded with faith and hope. Jeremiah 29:11 provides a clear backdrop for our desire to move forward, even members of Kappa Alpha Psi Fraternity, Incorporated; a promise that God has a plan for our lives and regardless of our current situations, He can work through it to prosper us and give us hope to be “Kappa Strong.” The strong future we desire for our Fraternity was founded by God-fearing men who instituted strong objectives that admonished us to (1) unite college men of culture, patriotism and honor in a bond of Fraternity; (2) to encourage honorable achievement in every field of human endeavor; (3) to promote the spiritual, social, intellectual and moral welfare of members; (4) to assist the aims and purposes of colleges and universities; (5) to inspire service in the public interest. The strong future of our Fraternity will become stronger if we, Undergraduate and Alumni are on this journey together, if unity and bonded spirits are evident; our strong future rises to monumental heights. It entails intentional approaches to focus on our similarities rather than our differences, to fervently pray for each other, to learn from each other and develop strategies for development and sharing our resources to build a strong future. Our strength, my Brothers, is not in the quality of programming and activities, but in the character of our leaders at every level of our fraternal structure. Character may be the quiet strength for the strong future of the Fraternity, and we must settle for nothing less, not letting our problems and challenges affect our overall mission and objectives for manufacturing strength. Our strong fraternal future cannot be won with our casual efforts, but we must press forward with strong purpose and passion. We must stay focused, serve faithfully and stand on the principles of our faith and not become sidetracked by challenges and problems, and cultural pressures that are not important. Yes, a strong future for our Fraternity, if we place integrity of character above our desire for programming excellence, remembering the reason for our existence, and look to an awesome and miraculous God as we spread the message and strategies to build a strong future for our beloved Kappa Alpha Psi Fraternity, Incorporated, one brick at a time, in order to make a difference. We are thankful for those in the intervening decades, brothers across the Middle Eastern Province, now of sainted memory who have worked to fulfill the dreams of our revered Founders and to hand off a strong legacy to all of us who now must expand their vision. While there is much to be proud, our work as a fraternal unit is certainly undone, even after 102 years. With God’s divine help, we must continue to steward and preserve our history and look forward with dreams of new paradigms, new promises and new productivity to build a strong future. We must pledge to adhere to a new found, deeper understanding of the tenets of our fundamental purpose of achievement, with culture, patriotism and honor; abandoning shallow devotion and devote ourselves with bonded spirits, adherence to humanitarian principles and stamina to press forward. Our pledge, with God’s help must be cemented in our hearts to march on with grit, fortitude and the unapologetic pursuit of lasting legacies, transforming communities, collaborating for impact, shifting culture and stamina to embrace even higher expectations for Achievement. It is my pleasure to welcome you to the 2024 Middle Eastern Province Council. The host chapter and province planning team have worked relentlessly to ensure a wonderful weekend experience. To our beloved Silhouettes, we thank you for your continued love, support, and understanding as we strive to exalt the theme of Achievement and represent the standard of manhood in our homes and communities. The 2024 calendar year marks 113 years of organizational existence for our noble clan. I’m pleased to report that Kappa Alpha Psi is moving at warp speed. The men and chapters of the Middle Eastern Province play a significant role in our overall success. I’m proud of the dedication and thankful for the commitment of our membership who place the work of our fraternity as a priority in their lives. Your service ensures our place as an organization of historical excellence, relevance and significance in the world. Continue to work and represent the fundamental purpose and guiding principles of Kappa Alpha Psi. Military Affairs North Carolina has a long and celebrated military history which dates to the early history of the founding of our great country. Our servicemen and servicewomen have played, and continue to play, a major role in the defense of our Nation, and to protect our constitutional freedoms, primary of which are Life, Liberty, and the Pursuit of Happiness. The mission of the North Carolina Military Hall of Firsts (NCMHOF) is to publicly emphasize the honor brought to our state and nation by the sacrifice of North Carolina Military Veterans and their families; to promote equal and inclusive opportunities for veterans and their families in all aspects of society; and to identify and support all individuals and organizations that contribute to this important mission. Honorees to the North Carolina Military Hall of Firsts are to be persons who, by the excellence of their military career in or connection to civic service have brought substantial honor, recognition, and esteem to themselves, their families, and to the Great State of North Carolina. On 9 November 2023, The Middle Eastern Province (MEP) Polemarch Bro Dr Webley, North Carolina Governor Mr. Roy Cooper and Bro Cureton, MEP MVAC Chairmen were present for Bro CPT Fredrick C. Branch (Chapter Invisible) to be inducted into the 2nd Annual North Carolina Military Hall of First Induction Ceremony. MEP Polemarch Bro Webley and Bro Cureton, represented for our Bro Branch behalf. Bro CPT Fredrick C. Branch (19922-2005) he was the first Black officer in the U.S. Marine Corps. Born in Hamlet, NC, Branch attended Johnson C. Smith University in Charlotte, NC. In 1943, he completed basic training at Montford Point – a segregated portion of Camp Lejeune for Black recruits. Bro Branch applied for Officer Candidate School but was rejected due to his race. While serving in the Pacific, his commanding officer recommended Bro Branch for officer training. He was the only African American student in his class, he was commissioned a Second Lieutenant in the U.S. Marine Corps Reserve in November 1945. He was recalled to active duty during the Korean War and retired in 1955 as a Captain. Governing Rules 83rd Middle Eastern Province Council Dr. Lascel Webley, Jr. 24th Middle Eastern Province Polemarch 1. The Province Polemarch shall be empowered to alter or amend the agenda as outlined in the official Schedule of Events, except the schedule of balloting, which may only be altered or amended by a majority vote of the Province members/delegates present and voting. 2. Each speaker must approach the designated speaking area and be recognized by the presiding officer before he may address the assembly. Each speaker must state his name and chapter each time he is recognized. 3. Only financial members in good standing with the Grand Chapter, the Middle Eastern Province and a local chapter may initiate or second a motion. 4. The presiding officer shall be empowered to limit the time allocated to speak on any specific item providing it is not less than two minutes, and is announced at the beginning of the debate of a particular subject. 5. Delegate credentials are not transferable after the start of Business Session I. Voting delegates who wish to vest their rights and authority to an alternate must do so by written certification prior to the start of Business Session I. 6. The method for election of province officers shall be strictly observed. 7. Any member who seeks to be a candidate for any province office was required to submit an application for the desired office/position to the Nomination Committee Chairman. All applications were to be submitted electronically by 11:59PM EST on February 28, 2024. All candidates must have complied with all dues, assessments, fines, reports or other required filings on or before the time of filing for his candidacy. 8. Any member and/or chapter who submits for a Province Award must have first complied with all dues, assessments, fines, reports or other required filings on or before the time for filing. The Awards and Achievement Committee will observe and strictly adhere to the approved deadline of February 29, 2024 for submissions. 9. No campaign literature is to be posted or distributed at the host site of the Province Council Meeting, except for materials included in packets presented on-site during registration. 10. All chapters of the Middle Eastern Province are required to register and attend the Province Council Meeting. However, those chapters that are not in compliance with submitting a current Officer’s Report, delinquent in province dues and assessments, delinquent in C. Rodger Wilson Leadership and Training Conference registration, and delinquent with payment of International Housing Assessments are not eligible to vote, seek province office, or apply for scholarships and awards. 15

All chapters should have forwarded to the Province Keeper of Exchequer an up-to-date financial roster. Province dues and assessments should accompany this list. If this procedure has not been followed, chapter members are not eligible to vote, seek province office, or apply for scholarships and awards. 12.The official record for determining the compliance and eligibility of any chapter or individual member shall be maintained with the Province Polemarch. 13. All other rules governing the policies and procedures of Kappa Alpha Psi Fraternity, Inc. shall be strictly adhered to and where conflict exists with these rules and the Constitution and By-laws of the Fraternity, the Constitution and By-laws of Kappa Alpha Psi Fraternity, Inc. shall be controlling 16


Code Of Ethics 83rd Middle Eastern Province Council Dr. Lascel Webley, Jr. 24th Middle Eastern Province Polemarch Publicity 1. Utilize chapter newsletters and personal contacts/devices as the principal methods of publicizing the candidacy of a member for Province Office. 2. Refrain from displaying any campaign literature in hotel lobbies or public gatherings. 3. Refrain from displaying any campaign literature in the meeting and dining areas of the host hotel. 4. Refrain from causing, in any manner, the public display of the name, picture, or credentials of any candidate for Provincial Office. Nominations 1. Willfully adhere to all the rules and regulations regarding elections as established by the Constitution and Statutes of Kappa Alpha Psi Fraternity, Inc. 2. Consider only the highest qualified members who have displayed the ability, dedication, experience and interest to serve our noble clan. 3. Refrain from attaching qualification(s) to a candidate that cannot factually be substantiated. 4. Permit the Nominating Committee to discharge its duties without interference or disruption by non-members or candidates. Voting 1. A member can vote only if he is a registered delegate with authorized voting privileges. 2. Vote only for those candidates chosen by the delegates he represents. 3. Be an advocate for, not against specific candidates. 4. Report to the Province Polemarch or Nominating Committee Chairman if anyone attempts to unduly influence, in any manner that can be considered unethical, to vote for a particular candidate. 5. Be available to vote at each ballot. ELECTION RESULTS 1. Accept the results as being the will of the majority. 2. Congratulate the newly elected officers and give words of encouragement to those that were not successful. 3. Pledge support to the new officers. NOTE: ANY CANDIDATE FOR OFFICE WHO VIOLATES THE CODE OF ETHICS WILL BE DISQUALIFIED 17


Candidate Forum Rules 83rd Middle Eastern Province Council Dr. Lascel Webley, Jr. 24th Middle Eastern Province Polemarch Candidates who are nominated from the floor will require a motion and a second. Once nominations for all positions have been closed, time will be allotted for a candidates forum. The forum will begin with a 90 second speech of support by ONE member ONLY for each candidate. Following the speech of support, each Candidate will have an opportunity to make an opening statement not to exceed 3-minutes. Timing will be aggressively enforced by a timekeeper. The order of opening statements will proceed with the incumbent having the opportunity to speak last. If there is no incumbent, then we will proceed in alphabetical order by last name. Opening statements will be followed by a round of 2-3 questions per candidate. Questions will not be shared prior to the Forum Questions for this Forum were gathered by Brother Fred Black. There will be no questions from the audience and each Candidate will be asked the same questions. Candidates will have 90- seconds to answer each question. In the event that a candidate is mentioned in another candidate’s response, that candidate will be given an additional 30-seconds for rebuttal Upon conclusion of the final questioning, each candidate will have an opportunity to make a closing statement not to exceed 2-minutes. Again, timing will be aggressively enforced by a timekeeper. Upon conclusion of the last closing statement, the moderator will thank the candidates and conclude the Forum. 18


Province History 83rd Middle Eastern Province Council Dr. Lascel Webley, Jr. 24th Middle Eastern Province Polemarch In 1921, the Fraternity was divided into districts as a result of proposed legislation by George F. David II, the third Grand Polemarch and the third appointed Middle Eastern Province Polemarch (1929). David was first Grand Polemarch who had not been nurtured by the Alpha Chapter under the influence of the Founders. David’s election was crucial. His administration would, in part, reflect the thoroughness with which the Fraternity’s ideals had been transmitted. The Fraternity was originally divided into three sections (later to be known as districts) under the leadership of Past Grand Polemarch Irven Armstrong, Harrison R. Duke and Harold M. Tyler. In 1926, Grand Chapter converted from eight districts to eight provinces. And during the original establishment of provinces, the following provinces where established: Eastern, Middle Eastern, Central, Great Lakes, Northwestern, Western, Southern, and Southeastern Provinces. This establishment accounts for the first record of the Middle Eastern Province, according to "The Story of Kappa Alpha Psi", as Grand Polemarch Dickerson appointed T. Gillis Nutter to the Middle Eastern Province Polemarch post. During Province Polemarch T. Gillis Nutter's administration, he was bestowed the highest honor within the Fraternity - the Laurel Wreath Award. The Middle Eastern Province, at the time, was comprised of the following chapters: Delta, Zeta, Tau, Cincinnati Alumni, Cleveland Alumni, and Pittsburgh Alumni. During the 1930s, the Middle Eastern Province evolved into the Province as we know it today. The Alpha Kappa (North Carolina Central University), Bluefield (WV) Alumni, Alpha Nu (North Carolina A&T State University) and Alpha Tau (Bluefield State University) chapters were the first to be established in the newly-formed Middle Eastern Province. On January 27, Avery Staley, LR’s inaugural vice president for diversity, equity and inclusion (DEI) appeared among the recipients of the eighth annual Diamond Awards, a who’s who of leaders who champion DEI causes around the nation. Staley received a Diamond Award for Lifetime Achievement in DEI, based on his work at Lenoir-Rhyne. “I am very humbled to receive this honor,” said Staley. “I work with some amazing people who also deserve credit for making this happen. While we don’t execute this work for self-gratification, it’s nice to know that people recognize and appreciate our efforts.” The Diamond Awards Ceremony, held in the Martin Luther King, Jr. International Chapel at Morehouse College in Atlanta, was presented by the Not Alone Foundation – a non-profit that provides education, resources and support for patients of chronic kidney disease (CKD). Staley had no working experience with the Not Alone Foundation before his selection to receive a Diamond Award, but he praised the foundation’s mission. “I think the Not Alone Foundation’s work is critical in addressing the needs of persons with chronic kidney disease and has impacted many who suffer from its challenges. The foundation also serves as a resource to assist with challenges for patients and their families dealing with End Stage Renal Disease,” he said. Other notable honorees included actors Phylicia Rashad and Glynn Turman, civil rights activist Xernona Clayton and a distinguished list of names from higher education, corporate leadership, spiritual leadership, philanthropy and first response team members. Distinguished presenters included Sen. Raphael Warnock of Georgia, actress Paula Patton and Lenoir-Rhyne president Fred K. Whitt, Ed.D., who presented the award to Staley during the ceremony. “In his two years at Lenoir-Rhyne, Avery has helped build a program we are incredibly proud of, that ensures a welcoming and engaging climate for all,” said Whitt. “He has started a DEI Council focused on policies and training and the Inclusion Champions program that has student, faculty and staff volunteers from every division on campus. He started the annual Martin Luther King, Jr. Day Prayer Breakfast, which welcomed 300 people last month.” Staley’s other duties at Lenoir-Rhyne include overseeing human resources, Title IX, disability services, and multicultural affairs – a university office that upholds DEI practices in student services, employment practices and daily operations. “On a daily basis, I help provide leadership at Lenoir Rhyne University to our students, faculty and staff, so we can give a top-rate education,” Staley shared. “We are committed to recruiting students from all backgrounds, and sustaining a campus where they can grow, develop and graduate, to become productive and impactful citizens in their chosen fields.” The Diamond Award is the most recent in a career record studded with honors for Staley. After graduating from West Charlotte High School, he completed his bachelor’s degree at North Carolina Central University, where he was elected class president and received the award for outstanding student leadership in his first year and served as vice president of Kappa Alpha Psi fraternity. While completing his J.D. at Vermont Law School, he received the President’s Award for Academic Excellence, was awarded the NAACP Legal Defense Fund Scholarship and appeared in “Who’s Who in American Law Students 2005”. Whitt’s remarks also referenced Staley’s long record in government and politics, starting with his first job out of college as a juvenile counselor with the North Carolina Department of Juvenile Justice. After completing his M.A. at Winthrop University in liberal arts, Staley served as campaign manager for former U.S. Rep. Mel Watt of North Carolina’s 12th congressional district. In 2008, Staley served as senior advisor and special counsel to former North Carolina Lieutenant Gov. Walter Dalton. In 2022, Gov. Roy Cooper appointed Staley to the North Carolina Internship Council. Student athelete Brother Devin Smith is a Spring 2023 Initiate of the NC Central University Chapter the Alpha Kappa of Kappa Alpha Psi Fraternity Inc. This past couple of football seasons Devin has helped contribute to the NC Central’s football team’s success through his electric plays. His success has led to earning multiple accolades on the Division 1 collegiate level. He was named First-Team All-conference for the Mid-Eastern Atlantic Conference (MEAC). Brother Smith led the conference in multiple categories at the wide received spot. He was First-Team HBCU All- American Team, Boxtorow Honorable Mention, 2023 Black College Football Player of the Year watch list, and Hank Latimore Player of the game against Norfolk State. He also had an electrifying game against the University of Richmond during the first round of NCAA playoffs, in which he racked up a career-high 202 Receiving yards with 6 catches. This special performance included a 91-yard touchdown reception. This play was historical as it ranks as the fourth longest touchdown pass in North Carolina Central Football History! Administrative Message 83rd Middle Eastern Province Council Cory Cooper, Province Keeper of Exchequer I am Cory Cooper, your Province Keeper of the Exchequer. As I stand before you today, I am overwhelmed with pride and gratitude for the privilege of representing this incredible brotherhood. Our journey together has been marked by growth, unity, and an unwavering commitment to the principles that bind us. It is my duty to oversee the province’s finances, including budgeting, accounting, and financial planning. As well as ensuring transparency and accountability in financial matters through audits and financial reporting. I am here to tell you that things could never be better in the Middle Eastern Province. I have a couple of things that I would like to discuss with you today. After closing the year out for the 2022-2023 fraternal year the "Province" had a net surplus. This means that we are doing an excellent job managing the money. We continue to look for ways to use that surplus when possible, to help to create a positive atmosphere when we all come together for events for "Brotherhood". However, we must not be frivolous with spending as we all know what did in 20-21. Because of no intake that year we had to rely on only dues to cover our expenses as we did not have any other revenue coming in. I know Brothers may look at the balance on our reports and ask what we are going to do with the surplus, however we must always be careful. If you look at the amount of cease and desist emails that have come out across Kappa, with more coming out because of intake and chapters not behaving you have to keep money aside for an insurance incident. While we pride ourselves on the fact that this has never happened to our Province we would be fools not to be prepared for the unexpected. For this current year we are on track financially and I expect another net surplus as we only have one event remaining after this Province Council and that is a small board retreat. I am proud to state that all 49 of our active chapters (that is 26 undergraduate and 23 alumni) are 100% financial on their obligations for this fraternal year. That refers to Province Award Fees, Certification, Province Dues, CRWLC and Province Council obligations. We continue to grow each year. This year's intake class is the second largest in the past ten years. One huge initiative that I have worked on this year that will be key to our success in the future is project "CFRIS". This is our Centralized Financial Reporting & Information System. This will provide standardization for chapter compliance across the fraternity, help support the IRS Form 990, save time on preparation of Financial Statements and provide accuracy in exchequer reports. While we have onboarded most of our chapters, we still have work to do. It has been my goal to get the province to 100% by Province Council. However, there are a few chapters that have had some small issues, but I will continue to collaborate with them. As of March 1, 2024, we have gone from an Onboarding Model to an Operating Model. This will likely take up to a year of collecting data by categorizing transactions each month appropriately and closing out each month in QuickBooks by the 10th of each month. Additionally, some of you have asked about Kappa.Org and its future. I have been appointed to the Digital Infrastructure Execution Committee for MTA transition by Grand Chapter. My role will be to look at our new system Fontiva that we will use sometime in the future to ensure that everything that an exchequer would use the system for operates properly. No date has been set yet for this release, however I am proud to be a part of this initiative and I look forward to providing future updates on this. 38
