Selain itu, persekitaran pendidikan hari ini melibatkan masyarakat, di mana ibu bapa, organisasi dan sektor swasta perlu turut sama terlibat dalam membantu membangunkan pelbagai aspek sesebuah sekolah. Mereka hendaklah menjelaskan kepada ibu bapa, meminta bantuan daripada organisasi, atau meminta tajaan daripada sektor swasta untuk melaksanakan program atau aktiviti yang melibatkan penggunaan bahasa Inggeris. Social capital is a crucial element of human capital that aligns with the aspirations of Shift 9. Social capital must be strengthened among leaders and organizations to enhance the functioning of educational institutions. High-performing leaders excel at building teams and delegating tasks, making it essential to leverage opportunities for collaboration with parents, teachers, students, community members, system leaders, and others within and beyond education. These networks and connections generate new ideas, practices, and resources that can be effectively applied to improve outcomes in their own schools (Kirtman, 2013). The Social Capital Model (University of Minnesota, 2001) emphasizes the leader’s role in cultivating a culture of consensus within the organization (bonding) while also attracting external partners to improve school operations (bridging and linking). Education leaders must internalize and apply this model.
