Based on the drivers obtained from the FGD and survey, it can be said that the most
prominent driver that would motivate industries to add to the growth of green jobs was
government policies/incentives. The government needs to play a part in promoting the
inclusion of green jobs in all industries and in providing necessary incentives for the
industries so that more green workers can be produced for those industries.

Besides drivers, points on the challenges faced by industries were also raised. The
challenges include training costs, green jobs’ wages, salary benchmarks, skill gaps,
technology gaps, talent mobility, and regulating bodies. Elaborations on these points
as well as mapping of these points with the challenges from the survey are shown in
Table 4.23.

Based on the challenges obtained from the FGD and survey, it can be said that the
most prominent challenge that was hindering industries from adding to the growth of
green jobs was the lack of green-related knowledge and skills of workers. Since green
jobs require workers to be knowledgeable in aspects such as sustainability, energy
conservation, and environmental preservation, training must be provided to those
unfamiliar with these aspects. Through training, the workers will understand the
positive impact that green jobs will bring to the environment and learn the skills and
technology required to achieve that aim.

Most experts agreed that some companies implemented new green technologies, and
new green talent must be provided additional training to better equip them for their
business operations. This finding is similar to the current situation involving graduates:
any graduate will be further trained by the company, even if it is not green-related.
Hence, experts generally agreed that training providers, IHEs and ACs already
provided sufficient fundamental knowledge to produce green talents.

To summarise, many green job drivers and challenges were identified for the
government and ACs. For the government, the drivers that would aid in developing
green jobs are GHG reduction by 45%, global warming combatting, fossil fuel
dependency reduction, environment preservation, new/green technology opportunities
provision, workers’ qualification value addition, competitive products production,
economic growth, and Government Green Procurement compliance. Opposite to the
many drivers for the government, the driver for the ACs is only the green job market
demand.

For the challenges, the government needs to increase promotional campaigns on
green technology/jobs, such as through awareness programmes. In addition, the

government also has to identify the right balance between incentives and penalties. In
the case of ACs, they need to ensure that all programmes and courses align with the
government’s guidelines and policies. They also need to equip trainers with adequate
knowledge.

The government/policymakers’ drivers were mainly their commitment to international
pledges, such as achieving a 45% GHG reduction and combatting global warming.
Especially in the aspect of energy, sustainability in energy, transportation, and building
sectors would lead to reduced dependency on fossil fuels, preserve the environment,
provide better opportunities for new/green technology and increase the value of
workers. Becoming greener has become an international agenda and an attraction for
foreign investors, and movements towards improving sustainability are mandatory to
produce products that are acceptable globally (increasing their competitiveness) and
can directly affect the nation’s economic growth. To cater for the goal and mission of
the nation towards sustainability, the government has also developed several
guidelines, such as the Government Green Procurement, which is now driving other
sectors of the government to follow suit.

Challenges for the government/policymakers are mainly on the effort to increase
promotional campaigns on green technology/jobs as a means for nationwide
behaviour change and achieving the balance between incentives and penalties so as
not to give a substantial financial burden to the government due to incentives and to
not scare away investors through penalties.

For ACs, the increasing demand for green jobs also gives more opportunities to ACs
to design new courses and training programmes related to green jobs. The main
challenge for ACs is ensuring that the courses they provide align with government
policies. Their other challenge is that they need talents adequately equipped with
knowledge regarding green technology to offer green courses. However, as green
technology changes and evolves quickly, keeping up with green technologies in the
market is a considerable challenge.

4.8.3 Raising Awareness

The respondents agreed that all these listed factors could increase the awareness of
green jobs amongst employees and companies, as shown in Figure 4.24.

Most of the respondents agree that having introductory training courses on green jobs
(178), government incentives and financial support for green jobs (177), demonstration
of successful green projects (143) and publications on jobs related to green
products/practices and services (131) were the main factors that can increase the
awareness of green jobs. It is due to several reasons, as follows:

i) Green jobs is a new term for industries in Malaysia. Consequently,
providing introductory courses and awareness programmes on green jobs
to all business owners or top management becomes crucial. These
courses would offer a comprehensive understanding of environmentally
friendly activities or initiatives that can be integrated within an
organization. Such efforts have the potential to generate green job
opportunities.

ii) Implementation of new green technologies requires high investment.
Often, these new technologies are costly and their performance is still
being tested. Consequently, government incentives and financial support

can play a pivotal role in promoting the adoption of these novel green
technologies, rendering them more appealing and viable for green
projects. With this government's assistance, it can indirectly raise
awareness among industry players about the importance of implementing
sustainable practices, increasing energy efficiency, and reducing resource
consumption.
iii) Through demonstration projects, the potential and advantages of
successful green projects can be showcased, thereby motivating
participation from other industries, which can, in turn, draw insights from
these accomplished projects.
iv) Green talent will be in higher demand as industry awareness of green
practices grows. As a result, the publication of jobs related to green
products/practices and services, such as those on the MyFutureJobs
portal, will raise employee and community awareness of the existence of
green jobs.

4.8.4 Raising Awareness through Sustainable Development Agenda in
Education and Community

The awareness of green initiatives/practices among individuals and communities is
implemented through a sustainable development agenda in education. The education
system can be divided into three major levels: primary, secondary, and tertiary.
Sustainability needs to be inculcated in the education system to boost green jobs
implementation in Malaysia.

In primary and secondary education, aspects such as environmental conservation and
preservation, pollution reduction, and low-carbon societies have been addressed in
the education syllabus by the Ministry of Education (Pelan Tindakan Pendidikan
Kelestarian 2019-2023 Negeri Johor, 2019). They are included in various subjects
such as Fundamentals of Sustainability, Science, Mathematics, Design and
Technology, Malay Language, Physics, Islamic Education, Civic, Morals, Biology,
Chemistry and Art. On top of learning the theory in class, students get exposed to the
practice through projects conducted by schools, higher education institutions and local

authorities. Examples of the projects are Environmental Camp (Nature/ Environment
Camp), Educational Visit to Environmental Education Centre (example: Kelab Alami,
Pusat Pendidikan Alam Sekitar Endau-Rompin, mangrove forest in Kukup National
Park), Project-based Learning for Low Carbon Society, Electricity Savings Project,
Energy Audit Project, Green Technology (CETREE), carbon footprint calculation for
school, Innovation project (example: solar cooking) and many more.

Local authorities and IHEs have also organized sustainability programmes for the
community. Examples include urban farming with the community (community farming
organized by Majlis Bandaraya Iskandar Puteri in Johor), water-saving projects,
recycling projects, compost projects, waste-cooking oil collection projects, used-
clothes collection projects, and e-waste collection projects.

UPM’s Institute of Tropical Agriculture and Food Security (ITAFoS) conducted the
Environmental Awareness Community Programme at Sekolah Rendah Kebangsaan
Janda Baik, Bentong, Pahang (PROGRAM KOMUNITI KESEDARAN ALAM
SEKITAR IKDPM 2019 | Universiti Putra Malaysia (upm.edu.my)). The programme
involved the students and teachers of the school as well as a few ITAFoS staff
members. The programme aimed to teach the students about environmental issues
and strengthen the implementation of sustainability practices.

UTP also conducted green-related community programmes. They have collaborated
with the Manjung Municipal Council and Manjung District Drainage and Irrigation
Department to create a sustainable coastal environment in Teluk Nipah. The local
community was taught about sustainable practices and responsible tourism was
promoted (UTP Positive Social Impact).

Another IHE, UKM, also participated in educating the community, with their
programme Program Pengurangan Jejak Karbon Ke Arah Kelestarian Negeri
Selangor. The aim of the project was to raise awareness among students and the local
community about the importance of caring for the environment as well as teach them
about tree planting. Around 120 trees of various species were planted during the event
(Program Pengurangan Jejak Karbon Tingkatkan Kelestarian Alam Sekitar - Berita
UKM).

As for tertiary education, according to Reza (2016), many efforts have been put forth
by governmental initiatives to include sustainable development agendas in the higher
education system in Malaysia. The importance of addressing sustainability aspects in
education is reflected in the Engineering Accreditation Council (EAC). EAC is the
accreditation body for engineering programmes in Malaysia under the Board of
Engineers Malaysia. One of the undergraduate Programme Outcomes criteria is
specifically addressing the environment and sustainability, as quoted below. (Note:
Programme Outcomes describe what students are expected to know and should be
able to perform or attain by graduation. These relate to the skills, knowledge, and
behaviour students acquire through the programme).

As a result, a satisfactory proportion of academic courses have been devoted to
sustainability studies. The inclusion of the sustainability aspect is proven based on the
finding in Table 4.16, where IHE offers more than 3,800 sustainability-related
programmes. In addition, one of DSD's initiatives to raise employee awareness of
green jobs is to incorporate green-related NCS such as Green Compliance into the
NOSS-based courses. This can provide participants with early exposure to green jobs
and practices before they begin work.

CONCLUSION AND
RECOMMENDATION


5.1

Conclusions

Objective 1

Identify the demand for manpower in the field of green job
The estimated total number of current green job workers for the energy,
transportation and building sectors is 480,399. These figures contributed up to
3% of the total number of jobs available in Malaysia in February 2023, which
was 16.78 million (DOSM, 2023). From this study it was found that green jobs
were offered by 77% of energy companies, and it was estimated that 42,955
green jobs exist. Meanwhile, 18% of the companies in the transportation sector
offered green jobs, and it was estimated that there are 185,659 green jobs.
For the building sector, 34% of the companies offered green jobs, and it was
estimated that there were around 251,784 green jobs in this sector. The
current green jobs came mainly from companies that provided services (33%)
and companies that produced energy and green products (24%).

The current estimated number of green jobs in 2023 is expected to increase
by 41% over the next five years, creating approximately 196,990 green job
demand. The energy, transportation, and building sectors were expected to
generate 13,749, 92,937, and 90,304 green job opportunities, respectively.

Objective 2

Identify green job-related programmes/courses that are relevant to
current industry demands

Based on the survey and FGDs results, industrial demand for green jobs was
mapped with areas of competence. It was found that existing courses and
programs in AC, IHE and TP were aligned with industrial demand. In addition,
courses and programs in IHE and TP also covered all 21 areas of competence
identified in this study. For the AC, out of 21 areas of competence, there were
six areas of competence that had no NOSS related to them. Besides,
excluding sustainability, which cuts across all areas of competence, solar was
discovered to be the most demanded area of competency in industries, and
the NOSS of solar was already available.

Objective 3

Identify the level of readiness of accredited centres in offering skill
training in the field of green jobs

In achieving Objective 3, green-related NOSS, courses and programmes
offered by 187 training institutions (109 ACs, 47 IHEs, and 31 TPs) were
reviewed. It was found that ACs IHEs and TPs had the appropriate modules
to conduct green-related courses, but they might not be able to provide
sufficient infrastructure/facilities. For instance, out of the 47 NOSS related to
green, only six green-related NOSS were offered by ACs.

According to the supply and demand analysis, TIs were still not ready to cater
to the demand for green job creation in the next five years, especially in the
transportation sector. Although IHEs and TPs are well equipped with green-
related courses/programmes, there is still a need for improvement in facilities
and infrastructure to effectively conduct such training to meet the five years of
green job demand.

Objective 4

Identify the marketability of MSC holders in the field of green jobs
According to feedback from industries, there was a huge potential market for
MSC holders in the field of green jobs. The survey results showed that 31% of
small-sized, 25% medium-sized, and 16% large-sized companies hired MSC
holders. Among the respondents, only 84 (21% out of the total respondents)
provided information on the number of MSC holders workers. This finding
aligns with the fact that 40% of the respondents were unaware of any MSC
certification for green jobs. Therefore, it can be inferred that some industries
still lacked awareness regarding MSC certification programmes, particularly
concerning green jobs.

Objective 5

Identify factors to increase community participation in green jobs
The findings of this study revealed that the main factors to increase community
participation in green jobs are: profit, government incentives and financial
support for green projects, energy and resource conservation, and competitive
advantage.

5.2

Recommendation

Objective 1

Identify the demand for manpower in the field of green job
It is recommended that the governing bodies specify the requirements for
green jobs for regulation and implementation, which include:

• Allocating financial incentives (i.e., tax exemption, grant) to industry.
This will encourage the adoption of green technologies, resulting in
higher demand for green jobs.

• Awareness campaigns, including the introduction to green compliance
being embedded in TVET programmes

Objective 2

Identify green job-related programmes/courses that are relevant to
current industry demands
It is recommended that NOSS developed in the future includes a detailed
market and demand study for each area of competence to cater to the
increasing demand for area of competence such as

• Sustainable Transportation, apart from EV (Transportation Sector)
• Sustainable Design (Building Sector)
• Material Selection (Building Sector)
• Smart Appliances (Building Sector)
• Construction Waste Management (Building Sector)
• Remediation (Building Sector)

Objective 3

Identify the level of readiness of accredited centres in offering skill
training in the field of green jobs
It is recommended that specific market and demand studies be conducted to
determine the level of readiness of ACs, IHEs and TPs, as each sector has
distinct technology that requires additional studies to be analysed in detail. In
addition, to accommodate the demand for green jobs over the next five years,
the training institutions must be well-equipped with facilities and human
capital. Therefore, government assistance is essential for providing the
necessary human capital, financial resources, and facilities.

Investment in green pieces of technology can be costly, especially with unclear
demand from industries. As a start, it is recommended that partnerships
between existing industries that have already implemented green technology,
such as solar thermal systems, be realised to provide a platform to expose
trainees to working and operating units as a demonstration. Besides, it is
recommended that the government-industry smart partnership through the
Academy in Industry (AiI) and SLDN programs be strengthened to overcome
this issue.

Objective 4

Identify the marketability of MSC holders in the field of green jobs
It is recommended that competency programmes related to green jobs be
promoted to industries and trainees. It is important to create demand in
industries to support competency programmes. This initiative is to encourage
industries to participate in Academy in Industry (AiI) and Sistem Latihan Dual
Nasional (SLDN), which are driven by the industry to meet their specific skill
sets. Using this approach, the courses can be designed to tailor the industry
needs, thus increase the marketability of MSC holders.

Identify factors to increase community participation in green jobs
It is recommended that a community-wide introduction and awareness
campaign about green jobs be carried out as listed in Table 5.1 below:

CONTRIBUTIONS


This study regarding labour demand and supply based on technical and vocational
education and training has significant implications for Malaysia’s labour force.

1 It aids in standardising the definition of green jobs. The definitions
thus far have been inconsistent due to the different interpretations
of the concept, which are related to each nation’s policies and
unique interests. Because of these varying interpretations,
estimating the number of people working in green industries or
performing green jobs is challenging. This report provides a clear
definition of green jobs and the sectors involved.

2 It analyses TVET-based labour demand for green jobs in-depth. The
analysis helps identify mismatches between the areas of competency
required by industries and offered training programmes. The findings
from this project will help related agencies and accredited centres
review and improve the current syllabus to be well-aligned with the
current policies and current and future areas of competence needed
by industries. The syllabus would be according to industrial interests
and help workers further develop their skills in green-related
competencies, making them more attractive in the labour market and
enabling them to find employment more easily. Some green
competencies are closely interrelated with digital skills in green
technology sectors, such as e-waste management and smart grids.
Developing joint learning programmes on green and digital skills,
technical skills, and TVET could help prepare green job-competent
workers.

3 The project highlights the challenges accredited centres (AC) face in
offering relevant courses due to the inadequacy of financial support,
infrastructure and human capital. Collaborating with the private
sector and, where necessary, promoting public-private partnership
opportunities, peer-to-peer learning, and digital platforms can be
explored to address this issue and offer courses or training related to
green competencies as needed by the industry.

4 This study also highlights the significant challenges and drivers for
community participation in green jobs based on the findings obtained
from the survey and FGDs with various stakeholders, such as
ministries, industries, associations, agencies and academia. From
the input given by the stakeholders, drivers and challenges for
community participation in green jobs were identified. Profits,
government policies and incentives, energy conservation, and
community recognition are the main drivers for community
participation in green jobs. Meanwhile, the main challenges to hiring
employees for green jobs are a lack of investment/financial support,
a shortage of workers with relevant skills/knowledge and a lack of
proper qualifications.

At the end of this study, solutions were proposed to overcome the issues and
challenges to create more green job opportunities.

Related Training by TI for the Next Five Years (2023-2027)

To obtain an estimated number of students/trainees/participants for green-related training in the next five years
(2023-2027), several assumptions were made in this study. Firstly, the green job-related training were assumed to
accommodate around 20 students/trainees/participants per session for Academic Centers (ACs) and Training
Providers (TPs), and 16 students/trainees/participants for Institutions of Higher Education (IHEs). Secondly, there
are five sessions were considered within a year. Hence in total the training programs can accommodate 100
students/trainees/participants annually for ACs and TPs, and 80 students/trainees/participants for IHEs. The
formula to calculate estimated number of students/ trainees/ participants for green jobs-related training annually by
TIs is given by equation:
