• PLUC Review The DILG is a member of the Provincial Land Use Committee (PLUC) which conducts review of the CLUP of LGUs to ensure that the land use plans of component cities and municipalities are consistent with the provincial comprehensive land use plan and national policies, standards and guidelines. DILG-Bohol represented by LGOO V Rachel S. Torremocha participated in the presentation and review of the draft CLUP of LGU Dagohoy on August 10, 2022 at Reyna’s the Haven and Gardens, Tagbilaran City, Bohol and LGU Antequera on December 9, 2022 at JJ’s Seafood Village, Tagbilaran City, Bohol. P4 Status of PPP Project Implementation Public-Private Partnership for the People Initiative for Local Governments (LGU P4) is an initiative of the LGUs to engage private sector partnership to deliver infrastructure and services needs of the constituents for economic growth. LGU P4 aims to promote and enhance local economic development that eventually contributes to the increase of the national economy and creates more jobs. In the Province of Bohol, LGU-Alburquerque, Bohol has implemented a housing project through a joint venture with Fresh Sunny Development Corporation. However, the said project has been halted due to unresolved issues. ROAD CLEARING I n adherence to the presidential directive during the 4th State of the Nation Address (SONA) to clear roads of illegal structures and constructions, DILG Memorandum Circular No. 2019-121 was issued on July 29, 2020. To further ensure compliance and continuous conduct of road clearing operations, DILG Memorandum Circular 2020-027 re: Continued Implementation of the Presidential Directive to Clear Roads of Illegal Obstructions (Road Clearing 2.0) was issued on February 7, 2020. Road clearing operations were suspended on March 15, 2020 in light of the threat of COVID-19 and resumed on November 16, 2020 in view of the improved quarantine classifications pursuant to DILG Memorandum Circular No. 2021-145. 52
For the year 2021, road-clearing compliance is in full implementation with the relaxing of Covid-19 public health protocols. Implementation of Ombudsman/Sandiganbayan Decisions/Resolutions As the agency that exercises general supervision of Local Governments on behalf of the President of the Republic of the Philippines, DILG has been the partner of the Ombudsman and Sandiganbayan in the implementation of their decisions/resolutions. For the year 2022, DILG-Bohol through Provincial Director Jerome G. Legal Opinions A number walk-in clients were provided with legal opinions and advices mostly on municipal and barangay governance. Most of these queries were related to leave of absence of local officials, Katarungang Pambarangay, and implementation of COVID-19 related programs and protocols, among others. Moreover, thirteen (13) written requests for legal opinion were endorsed to DILG VII Regional Office and same were replied accordingly. These legal opinions were also shared to all C/ MLGOOs for reference. FACT-FINDING/8888/PCC A total of four (4) fact-finding investigations were conducted last September 7-9, 2022 spearheaded by the DILG VII Regional Office – 8888 Unit and was assisted by this level. SANGGUNIANG KABATAAN The Sangguniang Kabataan (SK) Reform Act of 2015 or RA 10742, which was approved on January 15, 2018, gave way to strengthening and empowering the SK as a useful conduit in community development. Its Implementing Rules and Regulations (IRR), specifically Rule V, Section 30 of the Act states that “for the purpose of emphasizing the role of the youth in nation building and molding them to become better citizens with the values of patriotism, nationalism, and honor as a Filipino, any SK official, whether elected or appointed or any member of the Local Youth Development Council (LYDC) must undergo the mandatory training program before she or he can assume office”. Various continuing training programs and activities involving the Sangguniang Kabataan and the Local Youth Development Officers have already been conducted throughout the year. Such activities include the following: • Sangguniang Kabataan Provincial Congress at the Bohol Tropics Resort spearheaded by the Provincial SK Federation-Bohol Chapter on September 29 - October 1, 2022; 54
• Webinar on Visayas Cluster Orientation on the Conduct of CORE National Youth Convention led by the Center for Local and Conventional Reform on November 24, 2022; and • Sangguniang Kabataan National Youth Health Summit for the Visayas spearheaded by the National Youth Commission on November 30 – December 2, 2022. Pederasyon ng mga Sangguniang Kabataan-Bohol conducted the SK Provincial Congress last September 29-October 1, 2022 at the Bohol Tropics Resort participated by SK Chairpersons and SK Officials. Barangay Information System (BIS) 55
Barangay Information System (BIS) in an online system under the DILG Intranet which contains every personal information of every elective and appointed barangay officials in every province in the country. BIS involves encoding of data and uploading of necessary documents like BOIS forms, 2x2 picture and the Certificate of Incumbency. Our MLGOOs are tasked to keep track and update the system every time changes occur. The provincial focal on the other hand is tasked to monitor and to keep updated records from time to time. Graph 1. Processing of Death Benefit Claims of Barangay Officials This transaction is under the Barangay Information System (BIS). This is the adaptation of the manual processing of Death Claims under DILG. This is the convenient way in processing death benefit claims from the LGUs. The MLGOOs will just update the data of the deceased official in the BIS and upload the necessary documents for the death claim and forward it to the provincial level with just a click of the mouse. As shown in Table X this level processed a total of 61 death benefit claims from January to November 2022 for release to beneficiaries of deceased barangay officials. Table XI. As provided by law, “each local government unit (LGU) shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian”. The Barangay Development Council (BDC) is the mother of all special bodies in the barangay being the umbrella organization of all barangay-based institutions (BBIs). The BDC is mandated to initiate the preparation of the Barangay Development Plan (BDP). The Barangay Development Plan (BDP) is a three-year comprehensive multi-sectoral development plan that is formulated through an inclusive and participatory approach. It is an official document of the barangay that specifies policy options, programs, projects and activities intended to contribute towards the achievement of the barangay’s developmental goals and objectives. The finality of the Supreme Court ruling on Mandanas et al. v Executive Secretary, et al in relation to the LGU’s share in national taxes and Executive Order No. 138 s. 2021 regarding the implementation of Full Devolution entail significant change on the fiscal administration of the LGUs, including barangays. 58
The Mandanas ruling will have an impact on the resources of the barangays that would allow them to implement more programs, projects and activities to be able to meet their developmental objectives. Barangays are currently updating their BDPs with the technical assistance of the C/MLGOOs. Devolution Transition Plans and CapDev Agenda In accordance with Section 10 of Executive Order No. 138 s. 202, local government units have prepared their Devolution Transition Plan (DTPs). The formulation of the DTPs includes the formulation of the Capacity Development (CapDev) Agenda. In the preparation of the DTPs and CapDev Agenda, it is vital that the programs and policies were coordinated towards a national goal. With this, DILG-Bohol conducted several activities to assist the LGUs in ensuring the integration of the needed capacity development interventions for the efficient utilization of government resources and effective delivery of services in support of good governance, transparency, accountability and evidenced-based decision making. Refresher Training on Capacity Development Agenda Formulation On June 20-21, 2022, DILG Bohol conducted a Refresher Training on Capacity Development Agenda Formulation. This is in preparation for the various planning activities to align LGU development agenda with that of the national government. During the activity, C/MLGOOs were re-oriented on the process, tools and mechanisms utilized in the formulation of the Capacity Development Agenda. Presentation of the Capacity Development Agenda Analytics Result The capacity requirements of LGUs may fall under foundational, enabling, and developmental CapDev interventions in accordance with Memorandum Circular No. 2021-101 Guidelines on Developing Capacities of Local Government Units in the Context of Full Devolution, the delivery of which may be under the auspices of the Local Government Academy, the Department through the Regional Offices and the support of the Local Governance Regional Resource Centers (LGRRCs), other National Government Agencies (NGAs), the networks of Local Resource Institutes (LRIs), or sourced independently by LGUs through preferred learning service providers. For the Province of Bohol, the analysis of the CapDev Agenda of the LGUs was conducted through the aid of the LRI partner, the Holy Name University. On October 7, 2022, Holy Name University presented the result to the DILG-Bohol Management together with the Regional Team. The CapDev Analysis aims to determine the common and unique capacity priorities of LGUs and provide a set of guiding principles for them. The result was also presented to the C/MLGOOs of the Province of Bohol on November 18, 2022. The LGUs’ DTPs were also assessed to evaluate its adherence to the prescribed guidelines and to produce information that will guide the national government policies and actions to further support local governments’ transition to full devolution. In order to provide the information needed by the national government in their policy formulation and implementation to full devolution, there is a need to harmonize the LGUs’ DTPs with that of the national governments concerned DTPs 60 and determine the needed capacity development interventions needed thus, on
December 5, 2022, DILG-Bohol conducted a Provincial Orientation on the NGA-LGU DTP Harmonization Roadmap Template and Follow Through Activity on the Capdev Agenda Analytics. PROGRAM FOR NEO The Program for Newly Elected Officials (NEO) is a term-based capacity development program of the DILG which aims to transform local government units (LGUs) through a series of interventions. It is implemented to enhance the competencies of the newly elected local officials to operationalize their vision and agenda to improve service delivery and organizational performance. It has five components namely: Component 1: Ensuring Smooth Transition; Component 2: Jumpstarting Local Governance; Component 3: Creating The Roadmap For LGU Development; Component 4: Enhancing The Competencies of LGU Officials And Staff and Component 5: Performance-Based Incentives. ENSURING SMOOTH TRANSITION To ensure a smooth transition, the DILG directed LGUs to organize their respective Local Governance Transition Team (LGTT) for an effective turnover of responsibilities ahead of the 2022 National and Local Elections. The LGTT is composed of the LCE as the chairperson and with the following as members: LGU department heads; DILG field officer and, the secretary of the local Sanggunian and civil society organization (CSO) or people's organization (PO). In preparation for a smooth transition, the Provincial Local Governance Transition Team gathered to follow up on the retrieval and collection of documents, and discuss on the preparatory activities prior to the Turn-over Ceremony. The meeting was presided by Provincial Administrator Kathryn Pioquinto and attended by DILG Bohol Provincial Director Jerome Gonzales, LGOO VII Ma. Reina Quilas and all the department heads. PA Pioquinto expressed gratitude for the support from the department heads and hopes that the same support will be extended to the incoming administration. During the meeting, PD Gonzales emphasized that ensuring smooth transition is the first component of the Newly Elected Officials (NEO) Program of the DILG to capacitate the new set of officials gearing towards good governance. JUMPSTARTING LOCAL GOVERNANCE This component will provide the NEOs with foundational and critical understanding of the organizational, political and constitutional environment of public service at the local level. Part 1 is Priming the NEOs, an Orientation Course on the Basics of Local Governance. The Local Government Academy (LGA), the department’s training arm partnered with the various leagues for the conduct of the Orientation. The activity involves different sessions on various topics, dialogue with National Government Agencies (NGAs), 61
and the crafting of the First 100 Days Agenda and the Executive Agenda as well as the Legislative Agenda specifically for the Sanggunians. Bohol Governor Erico Aristotle Aumentado attended the NEO Orientation Course for Governors on July 26 - 27, 2022 at the Manila Hotel in One Rizal Park, Ermita, Manila. Meanwhile Vice Governor Victor Balite was invited to the Conduct of Training for NEO and Refresher Course for Vice-Governors on August 17-19, 2022 in Manila Hotel, Manila. Hon. Jane Censoria C. Yap, Mayor of the Tagbilaran City also attended the NEO Orientation for City Mayors on July 20-21, 2022 Crowne Plaza Galleria, Ortigas Center Pasig City. For the newly minted and comebacking Mayors, their NEO orientation was conducted on July 27-29, 2022 in Boracay. A total of 20 Municipal Mayors from Bohol attended the activity. For reelected Municipal Mayors, their NEO Orientation was conducted on Sept 21-24, 2022 at the Solea Mactan Resort, Cordova, Cebu. A total of 24 Mayors participated the said activity with 2 comebacking Mayors. The latter was organized by the DILG Regional Office in coordination with the League of Municipalities of the Philippines (LMP) Cebu Chapter. The NEO Orientation Course for Legislators of Bohol was conducted on November 7-12, 2022 at the Modala Resort, Panglao, Bohol. It was a two-day activity conducted in three batches for the participants from the 1st, 2nd and 3rd congressional districts, respectively. It was was attended by Vice Mayors, Sangguniang Panlungsod/Bayan members, ex-officio members and SP/SB Secretaries of the city of Tagbilaran and the 47 municipalities of Bohol. There were 172 participants in the 1st batch, 164 in the 2nd batch and 219 participants in the 3rd batch The orientation covered different topics under the modules namely, Gifts of Good Governance, Transformational and Futuristic Leadership to spark Good Governance, Advancing Local Governance Performance, Resilience Recovery and Revitalization for Peaceful and Vibrant LGUs. DILG Bohol had the Vice Mayors League of the Philippines (VMLP) Bohol Chapter as its partner in the conduct of the activity. The DILG managed and facilitated the conduct of the activity, while the VMLP took charge of the financial and administrative needs. Highlights of the activity were the discussion of the various topics by the invited resource speakers which included Atty. Romeo Benitez, Legal Service Director of DILG Central Office, Atty. Ian Kenneth Lucero, DILG Cebu Province Director, Atty. Aiiza Fiel Arcenal, Legal Officer, DILG Region VII, Dir. Alice May Parcon, Provincial Director, Civil Service Commission; Ms. Jenny Dayola, State Auditor IV Commission on Audit, and Mr. Carlo Maraat, Chief Budget and Management Specialist, Department of Budget and Management (DBM). Total no. of participants who participated was 555 (including 4 SB staff) out of the expected no. 578. There were 26 who were not able to attend, of which two were Vice Mayors, ten were SB members, four Liga ng mga Barangay Presidents, five SB Secretaries and five SK federated presidents. To ensure the smooth conduct of the activity, coordination meetings were conducted between DILG Bohol and VMLP Bohol Chapter as well as the Memorandum of Agreement (MOA) signing to specify different tasks and responsibilities of DILG Bohol and the VMLP. On the otherhand, the NEO Orientation Course for the Sangguniang Panlalawigan was conducted on Dec. 7-10, 2022 at Waterfront Hotel, Cebu City. It was organized by DILG Regional Office in partnership with the Provincial Board Members PD Jerome Gonzales and VMLP Bohol President Richard Bucag conferred the Certificate of Recognition to one of the speakers, Provincial Director Ian Kenneth Lucero of DILG Cebu Province 62
League, Region VII Chapter. CREATING THE ROADMAP FOR LGU DEVELOPMENT This component aims to immerse local officials on the challenges confronted by their local communities in terms of governance, climate change resiliency, economic development and social protection. From July to October, 2022, the newly elected local officials with their department heads and other stakeholders conducted Executive Legislative Agenda (ELA) formulation. DILG Field Officers as well as DILG Officers from the Provincial Office extended technical assistance in the conduct of the activity. Aside from the ELA, the C/ MLGUs also updated their Capacity Development Agenda (CDA). Others also had their Comprehensive Development Plan (CDP) formulation simultaneous with the ELA formulation activity. On Aug 5, 2022 , a DILG Advisory was issued re Guidance on the Formulation of the ELA For FY 2022-2024, which emphasized that LGUs shall commit to operationalize their Devolution Transition Plan (DTP) thru the ELA and DTPs shall be considered and prioritized in the ELA formulation. Of the 49 PCMs, only one failed to conduct the ELA Formulation activity. And of the 48 PCMs which conducted the ELA, 47 were able to submit to the Provincial Office copies of the ELA with the Sanggunian Resolution approving the ELA. ENHANCING THE COMPETENCIES OF LGU OFFICIALS AND STAFF This component aims to enhance the leadership and management systems of LGUs to invigorate local governance. Different webinar sessions were offered as well as the different platforms/ mechanisms for learning including benchmarking and replication activities. PERFORMANCE-BASED INCENTIVES This aims to provide a system and strategy for assisting LGUs in improving their performance for them to be eligible to the Seal of Good Local Governance and other incentives and awards. The DILG thru its field officers and DILG Provincial Office staff conducted coaching sessions and extended technical assistance to the PCMLGUs. ISSUANCE OF DEPARTMENT AUTHORITY TO LGUs TO PURCHASE MOTOR VEHICLE 63
In line with the provisions of Presidential Administrative Order No. 14, issued on December 10, 2018, entitled: “Consolidating and Rationalizing the Rules on the Acquisition of Government Motor Vehicles, Adopting a Centralized System of Procurement Therefore, and For Other Purposes” and of the Department of Budget and Management (DBM) Budget Circular No. 2019-2 entitled: “Guidelines Implementing Certain Provisions of Administrative Order No. 14, s. 2018”, DILG is hard at work in processing requests by Local Government Units (LGUs) for Department Authorities to Purchase Motor Vehicles as among its front-line services. Chart 2: Proportion of approved and returned requests of authorities to purchase motor vehicles reviewed and processed by DILG Bohol for the year 2022. For the year 2022, DILG Bohol have processed a total of 40 requests for issuance of Department Authorities to Purchase Motor Vehicles from the various LGUs in the Province of Bohol, 25 of which were approved and 15 were returned with recommendations. STRATEGIC PRIORITIES Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System The Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System (POPSP-PCMS) aim to monitor the compliance of Local Government Units (LGUs) to their 3-Year Peace and Order and Public Safety Plans (POPS-Plans). The conduct of monitoring is conducted in a semestral manner for each calendar year. STRENGTHENING PEACE AND ORDER COUNCILS Provision of Secretariat Services to POCs Peace and Order Councils (POC) are tasked to deliberate major issues and concerns affecting peace and order and public safety and the DILG, as the Head Secretariat provides technical and administrative support to the Council through the sending of notices, preparation of the agenda, resolutions and the minutes of meetings. It also provides assistance to the different POC Chairpersons and Vice-Chairpersons in the conduct of P/C/MPOC meetings and other Peace and Order-related activities. For 2022, the Provincial Peace and Order Council (PPOC) have conducted three (3) meetings and with three (3) resolutions passed. PPOC meetings were conducted virtually as an alternative mechanism in ensuring that peace and order situation updates are regularly communicated and observing safety protocols during this time of the pandemic. Regular Peace and Order Councils meetings are conducted by the 48 City/Municipal POCs in the province to ensure that the peace building initiatives of the LGUs are being implemented amidst the COVID-19 pandemic. Enhanced Comprehensive Local Integration Program (ECLIP) The Enhanced Comprehensive Local Integration Program (ECLIP) aims to provide a package of assistance to members of the Communist Party of the Philippines (CPP), New People’s Army (NPA), National Democratic Front (NDF) and Militia ng Bayan (MB) who wish to abandon the armed struggle to become productive members of the society. With the issuance of Administrative Order No. 25, series of 2022, dated March 18, 2022 and DILG-DND Joint Memorandum Circular No. 01, series of 2021, dated September 22, 2022, the coverage of the ECLIP was expanded to include Former Violent Extremists (FVEs) as its beneficiary. Former Violent Extremists (FVEs) refer to the partner-stakeholders or beneficiaries who were members of the Abu Sayyaf Group, Maute Group, Dawla Islamiya, Bangsamoro Islamic Freedom Fighter, Turaife Group and other violent extremist groups maybe identified by the Joint AFP – PNP Intelligence Committee (JAPIC). For CY 2022, DILG Bohol in partnership with the Office of the Provincial Social Welfare and Development of the Provincial Government of Bohol facilitated the release of the DILG Package of assistance under the ECLIP to six (6) FRs with the details below, viz: 67

COMMUNICATING FOR PERPETUAL END TO EXTREME VIOLENCE AND FORMING ALLIANCE TOWARDS POSITIVE CHANGE AND ENRICHED COMMUNITIES (C4PEACE) With the issuance of Executive Order No. 70, Series of 2018, which institutionalizes the “Wholeof-Nation Approach” and creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) which aims to address the root cause of insurgencies, internal disturbances and other armed conflict threats, DILG Bohol continued with the implementation of the Retooled Community Support Program (RCSP) through the “Dagyawan sa Barangay: Talakayan ng Mamamayan at Serbisyo Caravan”. STRATEGIC PLANNING ON THE IMPLEMENTATION OF THE RETOOLED COMMUNITY SUPPORT PROGRAM (RCSP) On February 18, 2022, DILG Bohol conducted the Strategic Planning on the Implementation of the RCSP in the Province of Bohol for CY 2022 at Bohol Bee 68 Farm, Dauis, Bohol.
It was actively participated by PD Jerome G. Gonzales, Cluster Heads Ma. Reina A. Quilas and Mardonio T. Roxas, the DILG Bohol RCSP Team and concerned Municipal LGOOs of the target Municipalities of the Province of Bohol. Also present during the activity was Dir. Leocadio T. Trovela, CESO III, Regional Director of DILG Region VII. Issues and concerns on the implementation of the RCSP were gathered during the conduct of the workshop for the said activity. The Retooled Community Support Program (RCSP) is an inclusive program that aims to address identified issues of the community by closing the governance and development gaps through the provision of needed PPAs while ensuring that development is sustained and peace is being promoted. For the Province of Bohol, thirty-nine (39) barangays were identified by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to be implemented with the RCSP. COORDINATION MEETING FOR THE CONDUCT OF DAGYAWAN SA BARANGAY In 2020, the conduct of Dagyawan sa Barangay in the target barangays of the Municipalities of Inabanga and Sagbayan was postponed due to the threat of Covid-19 and the onslaught of Typhoon Odette in 2021. To resume with the conduct of Dagyawan sa Barangay, DILG Bohol spearheaded the conduct of Coordination Meeting on October 13, 2022 at Tagbilaran City which was attended by representatives from the Provincial Government of Bohol, PNP, the 47th IB of the Army, BFP, TESDA, DTI, DOLE, DSWD, DENR, DA, ATI and other partner agencies. During the meeting, LGOO II Roy Vincent A. Gaviola presented a refresher on Executive Order No. 70, The Retooled Community Support Program and the Dagyawan sa Barangay. Security details were also provided by the Bohol Provincial Police Office, the Chiefs of Police of the two (2) target municipalities and representatives from the 47th IB of the Army. Also discussed during the meeting were the different services that each partner offices and agencies will provide during the conduct of Dagyawan sa Barangay. 69
DAGYAWAN SA BARANGAY On November 10, 2022, DILG Bohol spearheaded the conduct of Dagyawan sa Barangay and Serbisyo Caravan at Katipunan, Sagbayan. The said activity was attended by Dir. Leocadio T. Trovela, CESO III, Regional Director of DILG Region VII. Also present during the activity were Mr. Romeo S. Teruel, Executive Assistant for ELCAC of the Provincial Government of Bohol, Hon. Vanessa C. Aumentado, Congresswoman of Second District, Hon. Restituto Q. Suarez III, Municipal Mayor of Sagbayan, PCOL Lorenzo A. Batuan, Provincial Director of the Bohol Provincial Police Office, Maj. Jason B. Torino of the 47th IB of the Army, Engr. Winefredo Salas =, Provincial Director of TESDA Bohol, Mr. Christopher Añana of DSWD Bohol, Ms. Elena G. Suarez of DENR-CENRO Tagbilaran, SFO2 Rogelio Gementiza of BFP Sagbayan, PLT Eric Binagbang, COP of Sagbayan PNP and representatives from various offices of the Provincial Government of Bohol and National Government Agencies. Around 300 residents of barangays Katipunan, Langtad and Mantalongon were able to avail the services brought by the Provincial Government of Bohol and partner national government agencies such as free medical check-up with free 70 medicines and vitamins by the Medical Outreach Unit of the Provincial Govern-
ment of Bohol, fruit bearing seedlings by DENR, IEC materials and corn seeds from the Municipal Agriculture’s Office of Sagbayan, free haircut by the Bureau of Fire Protection of Sagbayan and the 47th IB of the Army, free police clearance and snacks from the Sagbayan PNP and training on basic welding from TESDA Bohol. 71
C/MADAC AUDIT DILG-Bohol implemented the 2021 City/Municipality Anti-Drug Abuse Council (ADAC) Audit. All of the 48 city and municipalities submitted their modes of verification and other related documents through the Anti-Drug Abuse Council Functionality Monitoring System (ADAC-FMS). The DILG –Bohol organized the ADAC Provincial Audit Team (APT) composed of PSSg Restituto P. Calimpusan as representative of the Bohol Provincial Police Office, Investigation Agent III Ma. Chona O. Egam, Local Government Operations Officer II Sarah Kristina G. Romanillos and two Civil Society Representatives, Mr. Francis Bernard I. Batoy of Bohol Integrated Development Foundation, Inc. and Mr. Aurelio Salgados Jr. of PROCESS-BOHOL, Inc. The team attended a regional orientation on the conduct of ADAC Audit through online platform in April 2022. MONITORING OF BADAC MONTHLY MEETINGS DILG-Bohol continued to monitor the functionality of 1109 BADACs in the province. With the easing of restrictions, BADACs had resumed the conduct of their monthly meetings to remain functional in the conduct of their duties and responsibilities in managing the effects of illegal drugs. Figure 4 Status of BADAC Monthly Meetings Barangay Anti-Drug Abuse Council (BADAC) Functionality Audit 2022 In June 2022, the Department conducted the BADAC Functionality Audit for their performance in the year 2021. The DILG Bohol through the C/MLGOOs, was able to assess all 1,109 BADACs in the province within schedule. Of the 1109 BADACs in the Province, 22.3% of them scored high, 77.2% scored moderate, and .54% scored low functionality. The result of this assessment will be considered in determining the target barangays for trainings aimed at strengthening the capacities of BADACs and the implementation of Community-Based Rehabilitation Program (CBDRP). Anti-Drug Abuse Council Regional Awards On April 5, 2022, The Department of the Interior and Local Government - 7 awarded the top-performing ADACs in Region 7 during the Anti-Drug Abuse Council Performance Audit Regional Awarding Ceremony conducted at Mezzo Hotel Cebu City. The Province of Bohol was awarded the Best Performing Provincial Anti-Drug Abuse Council (PADAC) in Region 7 garnering an average score of 86.25 percent from the year 2017 to 2020 and ranking 22nd in the Overall National Ranking of PADACs in the Philippines. Likewise, the Municipality of Alburquerque Bohol was awarded as the Top 1 Best Performing Municipal Anti-Drug Abuse Council (MADAC) in Region 7 garnering an average score of 90.75 percent from the year 2017 to 2020. This is the result of four (4) annual performance audits which started from the year 2017 up to the present. The annual audit ensures continuous improvement in the compliance and performance of local ADACs in implementing anti-illegal drug programs and activities. 78

LGOO II Jun Arcy O. Pacleb receives the plaques of appreciation for the partner Civil Society Organizations, Bohol Integrated Development Foundation Inc. and Participatory Research, Organization of Communities and Education towards Struggle for Self-reliance Bohol ANTI-DRUG ABUSE COUNCIL-FUNCTIONALITY MANAGEMENT SYSTEM (ADAC-FMS) ROLLOUT TRAINING The ADAC-FMS is a sub-system of the Integrated Drug Monitoring and Reporting Information System (IDMRIS) developed by the Dangerous Drugs Board and is adopted as the official monitoring tool for ADAC functionality and performance. It is used for the submission and verification of the means of verification (MOVs), allocation of functionality points, and generation of results in the conduct of the Anti-Drug Abuse Council Functionality Audit. A rollout training on the recent updates and new features of the Anti-Drug Abuse Council-Functionality Management System (ADAC-FMS) was conducted on April 22, 2022, at Bohol Tropics Resort, Tagbilaran City with LGOO II Sarah Kristina Romanillos, LGOO II Jun Arcy Pacleb and LGOO II Diolito Iyog as resource persons. Attending the ADAC-FMS rollout training were the Municipal Local Government Operations Officers of the Province of Bohol together with their respective Local Government Unit ADAC-FMS encoders. 80
PGBH tops 2019 and 2021 POC Performance Audit regionwide The Provincial Government of Bohol, poised in intensifying its peace and order efforts, had been adjudged as the top performing Peace and Order Council (POC) among all provinces in Region-7 for both 2019 and 2021. In the awarding ceremony last November 8, 2022 at Mezzo Hotel, Cebu City, Governor Erico Aristotle C. Aumentado, joined by DILG-Bohol Provincial Director Jerome G. Gonzales, received both awards handed by the members of the Regional Audit Team (RAT) headed by DILG Regional Director Leocadio T. Trovela, CESO III, and team members from the Regional PNP, PDEA, and a CSO. Set to motion by Memorandum Circular 2022-013, also known as “2019 and 2021 Peace and Order Council (POC) Performance Audit”, regional, provincial, city, and municipal POCs nationwide were assessed. All POCs went through a performance audit process guided by pillars namely Organization, Meetings, Policies, Plan and Budget, Reports, and Innovations. The Province of Bohol, after clinching the top spot of this highly contested audit, looks forward to sustaining this feat under a new yet strong leadership. Governor Erico Aristotle Aumentado, Province of Bohol, together with DILG-Bohol Provincial Director Jerome G. Gonzales received the certificate and plaque of recognition. 81
Governor Aumentado delivered his grateful message as the Province of Bohol was awarded as High Functional Review Of The Conduct Of FY 2021 Anti-Drug Abuse Councils Audit The office initiated to conduct a Review of the Conduct of FY 2021 Anti-Drug Abuse Councils (ADACs) Performance Audit and Its Results last November 11, 2022 at the 717 Caesar Place, Tagbilaran City, Bohol. As provided in the PADS, the Department is tasked, inter alia, to enjoin all LGUs to revitalize and strengthen their respective ADACs and ensure its functionality. In furtherance of this mandate, the Department is conducting a Performance Audit of the ADACs to ascertain their functionality based on the existing issuances and policies; determine ADAC-initiated or ADAC-endorsed innovations and best practices at all levels; and create a platform for evaluation, assessment and sharing of best practices between ADACs and/or ADAC member agencies at their respective levels. In four years of implementing the annual ADAC Performance Audit, the highest number of ADACs in the province of Bohol which achieved a high or ideal functionality is only 27 or 56% in the 2019 audit. Even without changes in the performance indicators, this number even decreased to 15 or 31% in the recently concluded 2021 audit. To deliver the Department’s task in ensuring the functionality of ADACs, there is a need for the DILG Bohol to identify where the local ADACs fall short and come up with ways to attain the ideal performance, hence, the program was conducted. 82

DAPC Week Pursuant to Presidential Proclamation No. 124, dated November 26, 2001, the third week of November has been declared as Drug Abuse Prevention and Control week to promote public awareness against the ill-effects of illegal drug use as well as encourage public cooperation in the anti-drug campaign. This to mitigate the negative impact of false information, bolster public’s knowledge to make them less susceptible to the myths and inaccuracies surrounding illegal drugs, and intensify their resilience against the influence of drug use. In celebration of the DAPC Week, 48 LGUs received tarpaulins to be displayed in their respective City/Municipalities, to inform the constituents of LGUs on the programs of the government on the war against illegal drugs, and to spread awareness on the ill-effects of illegal drugs. (Some of the photos from the Municipalities of Dimiao and Duero in celebration of DAPC Week) BIDA Launching The Buhay Ingatan, Droga’y Ayawan (BIDA) Program is a nationwide and year-round advocacy program which aims to raise awareness and encourage participation from all sectors of the community in drug demand reduction. It is also a way to reduce drug proliferation and destigmatize drug addiction at the community level. The Bohol Provincial Office invited the DILG-Bohol to participate during the conduct of Fun Walk and Zumba as part of the simultaneous launching of BIDA. 84
(Photos from the BIDA simultaneous activity) National Training of Trainers on Barangay Tanod Skills Enhancement To sustain the efforts in strengthening the capacities of Barangay Tanods through the implementation of the Barangay Tanod Skills Enhancement Project under the Justice Sector Convergence Program, the National Barangay Operations Office of the DILG Central Office conducted Batch 2 of the National Training of Trainers on Barangay Tanod Skills Enhancement: Reinforcing the Role of Barangay Tanod as First Responders and in Crime Scene Preservation on December 6-7 and December 9-10, 2021, via Zoom. The training was attended by LGOO II Leonell L. Cawayan, the Peace and Order Focal Person of DILG Bohol. This training aims to equip DILG Field Officers with the necessary knowledge and skills in conducting the Barangay Tanod Skills Enhancement Training in their respective areas of assignment and is in line with the Department’s objective to meet the demands for capacity building for Barangay Tanods to enable them to carry out their mandated duties and responsibilities in the maintenance of peace and order, and to effectively and efficiently perform their roles as first responders an in crime scene preservation. 85
Functionality of the Barangay Peace and Order Committees (BPOC) Though the Barangay Peace and Order Committee (BPOC) Functionality Audit did not see action in 2022, all 1109 barangays in Bohol have been advised to improve their BPOCs and set preparations for the next audit. The BPOC Functionality Audit for Fiscal Year 2021 was conducted nationwide last September to October 2021. The audit aimed to assess the performance among BPOCs in the country. The DILG, through the National Barangay Operations Office (NBOO), is poised in intensifying the audit process going into its next conduct probably this year 2023. National Crime Prevention Week Every first week of September of every year is declared as the National Crime Prevention Week pursuant to Presidential Proclamation No. 461 dated August 31, 1994. All government agencies and instrumentalities of government are enjoined to evolve and implement projects and activities that focus on prevention as an approach in combating criminality. Comprehensive Social Benefits Program (CSBP) The Comprehensive Social Benefits Program (CSBP) was created on November 03, 2016, which aims to provide immediate assistance to AFP and PNP personnel who are killed or wounded in police and military operations in due cognizance of their service to the nation. The creation of such aims to provide immediate and long-term assistance to the affected families to help them recover from the loss or incapacitation of their heads of family or income earners with the end view of eventually normalizing their lives. Included in these directives are the provisions of Special Financial Assistance (SFA), Employment Assistance, Scholarship with Stipend from Kinder to College education, Shelter Assistance from partner agency NHA, and coverage to PHILHEALTH and Medical Assistance. The benefits under the Special Financial Assistance to be granted to the KIA/KIPO are in the amount of Php500,000.00 each and this will be given in tranches. The first tranche which is Php250,000.00 will be released within 24 hours after the death of the KIA/KIPO and after submission by the AFP and PNP concerned the validated spot report, certification of qualified beneficiaries of KIA/KIPO, and LandBank ATM number of the named qualified beneficiaries. The second tranche which is the completion of the whole Php500,000.00 can only be availed of by the beneficiaries once the pre-conditioned requirement of training as provided in the signed Memorandum of Agreement (MOA) is completed by the beneficiaries. In this regard, the DILG being the lead agency tasked to facilitate under the MOA, the aforesaid required training for the beneficiaries of KIA/KIPO, conducted a 5-day Capacity Training on June 13-17, 2022 at Bilar, Bohol. During the said training, 15 KIA/KIPO beneficiaries were trained on financial literacy by the Bangko Sentral ng Pilipinas, entrepreneurship by the Department of Trade and Industry, and livelihood skills training by TESDA Bilar. Also, DSWD conducted the needs assessment for the beneficiaries and project proposal making The said training was attended by representatives of the Department of National Defense, the CSBP-PMO of the DILG Central Office, and CSBP focal persons from DILG Regional Office 7 and DILG Bohol. 86
CORE FUNCTIONS INITIATIVES AND ACTIVITIES TO PREVENT AND COUNTER VIOLENT EXTREMISM In support of the implementation of Executive Order No. 70, s. 2018, entitled: “Institutionalizing the Whole-of-Nation Approach (WNA) in Attaining Inclusive and Sustainable Peace, Creation of a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework'' and in cognizance of the recently approved “National Action Plan on Preventing and Countering Violent Extremism” (NAP-PCVE), DILG Bohol continues to actively pursue initiatives and participate in activities that (1) improve and enhance the capacities of local governments to counter violent extremism and (2) facilitates the involvement of the private sector and civil society organizations in the doing the same. NAP-PCVE and NAP-CBRN AVPs for Local Governments and the Private Sector In addition to PCVE-related activities, DILG Bohol has engaged in the dissemination of various audio-visual presentations (AVP) meant for local governments and private entities (business and civil society organizations). The AVPs are aimed at raising and expanding awareness among the general public on the 87
National Action Plans on Preventing and Countering Violent Extremism (NAP-PCVE) and on Chemical, Biological, Radiological, and Nuclear (NAP-CBRN) weapons. ISSUANCE OF DEPARTMENT AUTHORIZATION TO UTILIZE ADDITIONAL CONFIDENTIAL FUNDS OF LGUs As mandated by the Joint Memorandum Circular No. 2015-01, dated January 8, 2015, of the Commission on Audit (COA), Department of Budget and Management (DBM), the Governance Commission for GOCCs and the Department of National Defense (DND), DILG Bohol is mandated to review and process requests of Local Government Units (LGU) for issuance of Department authorization to utilized additional confidential funds. Additional confidential funds are those in excess of the 30% allocation limit as a proportion of the annual Peace and Order Programs (POP) funding of LGUs as indicated in their 3-Year Peace and Order and Public Safety Plans (POPS-Plan). For the year 2021, no requests were received and processed by DILG Bohol in relation to this process, indicating that local governments in Bohol have only expended funds within the allowed limit of 30% of their annual allocation for Peace and Order Programs. 88
STRATEGIC PRIORITIES PROJECT IMPLEMENTATION STATUS OF DILG LOCALLY FUNDED PROJECTS True to our commitment to capacitate and nurture local government units for the benefit of the Filipino citizenry, our department pushed for projects which seek to equitably assist all LGUs in the delivery of basic services by providing financial subsidy to the LGUs for the implementation of their priority programs and projects. 1. SALINTUBIG Sagana at Ligtas na Tubig (SALINTUBIG) sa Lahat Project is one of the substantial development projects managed by DILG, primarily intended for waterless municipalities and barangay nationwide. It is aimed to contribute to the attainment of the goal of providing potable water to the entire country and support to the targets defined in the Sustainable Development Goals (SDG) for 2015 – 2030. • FY 2013 and 2015 SALINTUBIG PROJECTS For 2013 and 2015, municipalities of Batuan, Bilar, Dagohoy, Inabanga and Calape with the project cost of Php 29.5M were 100% completed. A total of 7,201 households benefited from the said projects. • FY 2016 SALINTUBIG PROJECTS For 2016, ten (10) municipalities in the province of Bohol under the Salintubig Program of the Department, were completed benefiting 14,076 beneficiaries with the total project cost of Php 41,000,000.00. DILG-Bohol Engineers together with the concerned MLGOOs conducted on-site visits and project monitoring activities to ensure the proper implementation of the project. 90

• FY 2017 SALINTUBIG PROJECTS Four (4) municipalities, considered as waterless municipalities were selected as beneficiaries of the project for FY 2017. These were the municipalities of Bien Unido, Dagohoy, Trinidad, and Pres. Carlos P. Garcia. This would total an allocation of 35 million pesos for the four municipalities. Figure 6 below is the status of the 2017 Salintubig Projects: • FY 2018 SALINTUBIG PROJECTS For 2018 nine (9) municipalities of the province have again benefitted from the Local Government Support Fund – SALINTUBIG 2018. These are the municipalities that have passed the criteria for the waterless municipalities or municipalities with waterless barangays. A total of SEVENTY-FIVE MILLION pesos of the nine (9) municipalities was allocated. Listed in the table below are the nine (9) municipalities with their status of project implementation. Figure 7 STATUS of 2018 SALINTUBIG project implementation • FY 2019 SALINTUBIG PROJECTS For 2019, ten (10) municipalities in the province are beneficiaries of the SALINTUBIG Program. These are the municipalities of Anda, Antequera, Bien Unido, Bilar, Clarin, Lila, Sagbayan, San Miguel, Sierra Bullones and Talibon. Of the ten municipalities, LGU San Miguel has a 95% actual accomplishment pending upon the tapping of electricity and hydro testing, while the rest are completed. A total of 106.8M project cost was allocated for these municipalities. Listed in the table below are the 10 municipalities with their status of project implementation. BUB – PROVISION OF POTABLE WATER SUPPLY Apart from the Salintubig (Sagana at Ligtas na Tubig) sa Lahat Program, the Department also manages the Provision of Potable Water Supply Program with funding under the Bottom-Up Budgeting. MLGOOs of the province of Bohol with BUB water projects in FY 2014, 2015 and 2016 conducted monitoring and on-site validations together with the Municipal WATSAN Team and Regional and Provincial Project Development Management Units. MLGOOs of this province likewise played a vital role in the submission of required documents for the releases of the first tranche, its liquidation, the release of second tranche and the liquidation of completed projects. Being part of the monitoring, weekly and bi-monthly monitoring reports were also submitted by concerned Cluster LGOOs. For completed projects of more than a year, a Rapid Subproject Sustainability Assessment was conducted by the MLGOOs in their respective areas of responsibility, and were submitted to the Central Office. 94
FY 2014 To date, out of the total 65 sub-projects in FY 2014 from the 30 beneficiaries’ municipalities under Bottom-Up Budgeting (BUB) of the Department, 64 sub-project or 98.5% were already completed, while still 1.5% near completion. FY 2015 Forty-two (42) LGUs in the province of Bohol including Tagbilaran City were prioritized in the provision of potable water supply projects under the Bottom-Up Budgeting (BUB) program of the Department. Of these municipalities and 1 city, a total of 86 sub-projects were implemented which means that there are more than one water subprojects in some LGUs. This is so because there are still households in some barangays that do not have access to potable water supply. Out of 86 subprojects, 98.83% are already completed and 1.17% are near completion. 3. FY 2017 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO DISADVANTAGED MUNICIPALITIES (LGSF-ADM 2017) DILG and DBM on a Joint Memorandum Circular issued the JMC No 2017-3 dated May 23, 2017, providing the Policy Guidelines and Procedures in the Implementation of the FY 2017 Local Government Support Fund-Assistance to Disadvantaged Municipalities (LGSF-ADM 2017). The program covers the provision of a water supply system, local access roads, evacuation facilities, and small water impounding projects (SWIP). The two Small Water Impounding Projects located in Barangays Las Salinas Norte and Tangcasan Sur Loay, Bohol were considered not feasible as per validation report from DA-BWWM R7. The LGU has reverted two (2) funding allocations to the Bureau of Treasury amounting to Php 10,230,783.00. 96
4. FY 2018 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSF-AM) The 47 municipalities of the province are part of the total 1,373 municipalities that are covered by the FY 2018 Local Government Support Fund-Assistance to Municipalities (LGSF-AM) Program. The projects funded under this program were culled out from the Local Development Investment Plans (LDIPs) of the municipalities. The program covers the following eligible projects: A total of 138 AM projects were funded in the province of Bohol. Figure 12 below is the implementation status of AM 2018 as of November 15, 2020: After almost three years of implementation, there were a total of 138 projects implemented, with the amount of Php 385,810,737.90 or 96.37% utilization but then there was an allocation of Php 6,344,914.10 or 1.6% that were unutilized and were already reverted to BTr. Aside from those, there was still one (1) local access road which was not feasible for the project implementation in Barangays Landican, Payahan and San Roque in the Municipality of Baclayon due to double funding with DPWH. The project has an allocation of Php 8,187,544.00 or 2.04% from the total allocation and was returned by the LGU to the Bureau of Treasury pursuant to DILG MC No. 2018-61 thru LBP-Tagbilaran Branch with Check Number 0002325747 5. FY 2019 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSF-AM) DILG issued Memorandum Circular No 2019-71 dated May 20, 2019, for the Policy Guidelines and Procedures in the Implementation of the FY 2019 LGSF-AM Program. This program covers 1,373 municipalities. Almost similar to the provisions of the LGSF-AM 2018 Policy and guidelines, the LGSF-AM program likewise funded projects that is culled out from the LDIPs of the municipalities and shall be limited to: a. Local Access Roads, to include drainage system along existing roads, that are compliant with DPWH standards b. Local Bridges c. Potable Water System projects d. Evacuation Center and Disaster Risk Reduction-related equipment e. Small Water Impounding Projects f. Rainwater Catchment Facilities g. Sanitation and Health Facilities 98 h. Municipal Drug Rehabilitation Facility
The province of Bohol has 47 municipalities as beneficiaries of the program. These are the municipalities that passed both the governance and technical requirements. There are 82 projects for FY 2019 LGSF-AM implemented in the province of Bohol. Out of the total number 82, 79 or 96.34% are completed, 2.44 % or 2 projects are ongoing, and 1 or 1.21% project is canceled due to double funding. Based on the guidelines, the projects should be completed by December 31, 2020, otherwise, the funds will be returned to the Bureau of Treasury. However, because of the COVID-19 pandemic, DILG and DBM have issued a Joint Memorandum No.5 dated October 30, 2020, wherein LGUs are given an extension to complete the project until December 31, 2021. This is provided that said funds are obligated, awarded, and that the status of the project implementation is already ongoing before December 31, 2020. However, despite the extended period LGU Panglao and Ubay have reverted Php1,974,891.49 to the Bureau of Treasury. 6. FY 2020 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSF-AM) DILG issued memorandum Circular No. 2020-088 dated May 21, 2020, regarding the Policy Guidelines and Procedures in the Implementation of the FY 2020 LGSF-AM program.
