ing on the governance reforms on local road management. The said activity will be conducted in 3 batches on November 15-17, 2022 at Reyna’s d’ Haven and Gardens, Calceta Street Tagbilaran City and was participated by 20 persons per batch from the Provincial Road Sector Department of the Provincial Government and has to convene in a venue where the participant has to do a workshop while observing health protocol on social distancing and safety care. The workshop involved documentary activity relative to the governance reform performance and the physical and financial aspect of the CMGP Implementation. The presentation of the output will be the highlight of the activity with the critics from the department heads of the road related sector of the provincial government. The objective of the Review is merely to assess the performances of the following vis-à-vis governance reform, physical, and financial target based in the implementation of the Provincial Governance Reform Road map covering from KALSADA 2016- CMGP 2020, to determine the facilitating and hindering factors in the course of the implementation, acknowledge and compile good practices for replication and formulate plans to sustain the governance reform on local road management. It is likewise expected, that at the end of the activity a compilation of the governance reform performance implementation on Conditional Matching Grant to Provinces will be generated. PROGRAM IMPLEMENTATION REVIEW The Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation and Improvement is a partnership program between the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM). It aims for Provincial Governments to partly address the poor state of provincial roads across the country. The Program is also geared towards instilling governance reforms and improve the competency of provinces in local road maintenance (LRM) and public financial management (PFM). This is the successor program to the 2016 “Konkreto at Ayos na Lansangan ang Daan sa Pangkalahatang Kaunlaran (KALSADA),” of which the project implementation has continued until CY 2020. The National Government has allocated in the General Appropriations Act (GAA) under the Local Government Support Fund (LGSF) to fund the CMGP for road repair, rehabilitation and improvement. Annually, under the DILG Budget for the Support to CMGP funds are apportioned for (i) capacity development activities towards the achievement of governance reform targets for provinces, (ii) project management and monitoring, and (iii) quality assurance of road projects. The Program has already in ended in CY 2020, and this time calls for reckoning of the set targets, achievements, facilitating factors, gaps, and the future plans. Thus, a year-end program implementation review shall be conducted at the regional level for this purpose to closely determine the aforementioned aspects. The review will cover the 2016 KALSADA and 2017 - 2020 CMGP Program. 151


Hence the said activity will be conducted in 3 batches on November 15-17, 2022 at Reynas’ the Haven and Garden, Tagbilaran City and to be participated by 20 persons per batch or a total of 60 persons from the Road Sector Department of the Provincial Government representing the KRA 1 -KRA 7 that has to convene in a venue when the said activity shall employ workshop while participants shall have to follow the protocol of social distancing. The objective of the program is to assess the performances of the following vis-à-vis governance reform, physical, and financial targets based in the implementation of the Provincial Governance Reform Roadmap (PGRR), physical and financial accomplishments from Kalsada 2016- CMGP 2020, document and compile good practices and determine the facilitating, hindering and lessons learned while implementing the CMGP. Likewise, it is expected that at the end of the activity, an analytical report of the program accomplishments and challenges are produced, and compilation of good practices are achieve. PIAO ASSESSMENT AND EVALUATION OF AUDIT ENGAGEMENTS CONDUCTED The Provincial Internal Audit Office (PIAO) has been conducting internal audit engagements to the different departments/offices/hospitals of the Provincial Government of Bohol (PGBh). PIAO was established through the issuance of an Executive Order and supported with Provincial Ordinance No. 2010-035 which was approved in December 20, 2010. Its creation was in accordance with the provisions of the National Guidelines on Internal Control System (NGICS) and other Pertinent Laws.   PIAO turned ten (10) years last December 20, 2020 but was not able to conduct commemorative activities in celebration of its milestone because of the pandemic. This year, since the covid protocols were already eased up with group gatherings already allowed, PIAO would like to conduct activities in celebration of its 12th anniversary. Such activity will be made possible through the collaboration with the Department of Interior and Local Government (DILG) thru the Conditional Matching Grants for Provinces (CMGP)-in line with the Provincial Target in the Provincial Governance Reform Roadmap (PGRR). The activities to be conducted will be focused on the assessment of the accomplishments that PIAO has achieved through the years. An evaluation will 152 also be conducted to the auditees in order to measure the benefits of the audit that


PIAO has conducted to their respective offices. This evaluation will help the office in determining the output, outcome and ultimately the impact of the office program of Internal Auditing which is provided to the Provincial Government of Bohol. The said activity will be attended by a total of fifty (50) personnel of the Provincial Governments, 37 Department Head, Assistant Department and the Administrative Officers of the PGBh, 10 personnel from PIAO and from the DILG. The venue was at JJ’s Seafoods and Village to be conducted on December 1-2, 2022. The objective of the Assessment is that the participants will have to be aware of the different PIAO accomplishments from its creation up to the present, to let the participants revisit the findings and recommendations that PIAO has given to their respective offices, to gather feedbacks from the auditees as to the different improvements that their offices has undertaken in response to PIAO’s audit and to solicit suggestions from the auditees on ways how PIAO could further improve its services to the PGBh. Moreover, it is expected that an assessment on the effect of the internal audit engagements conducted by PIAO on the offices of the PGBh will be conducted, evaluation from the auditees as to the outcome or impact of the audit conducted on their office systems and processes and summarize success stories of how PIAO made a difference in the control environment of the auditees Utilization of Business Permit and Licensing System (BPLS) and Building Permit and Certificate of Occupancy (BPCO) Online Monitoring System In continuing the commitment on the Ease of Doing Business (EODB), DILG through the Information Systems and Technology Management Service (ISTMS) developed an online monitoring system to systematically validate the compliance of local government units (LGUs) to the streamlining initiatives of the government, particularly on the DILG-DTI-DICT Joint Memorandum Circular (JMC) 2016-01 and ARTA-DTI-DILG-DICT JMC No. 1, series of 2021. 153

BOSS Caravan Coordination Meeting Intensifying the continued promotion of building business-friendly LGUs, Bohol Economic Development and Investment Promotion Office (BEDIPO) of the Provincial Government of Bohol spearheaded the Bohol Business One-Stop Shop (BOSS) Coordination Meeting with partner agencies and participating local government units. The activity aimed to provide updates from the BOSS Caravan partners and to strengthen the convergence. DILG Bohol, through the representation of LGOO IV Jane G. Zerda participated in the series of coordination meetings which were conducted in the municipalities of Batuan, Bien Unido, Calape, Lila, Panglao and Valencia. During the coordinating meetings, LGOO IV Zerda oriented the Local Government Unit’s Personnel on the Guidelines for Online Monitoring System of the Implementation of Business Permits and Licensing System (BPLS) and Building Permits. BOSS Caravan Bohol Economic Development and Investment Promotion Office (BEDIPO) of the Provincial Government of Bohol together with Bohol Business One Stop Shop (BOSS) Partners, initiated the conduct of BOSS Caravan. Training for Local Government Units on the Rationalization of Fees and Charges (RFC) 10 Municipalities from the province of Bohol participated in the Training for Local Government Units on the Rationalization of Fees and Charges (RFC) conducted in Panglao, Bohol on October 12-14, 2022. The training aims to enhance the technical skills and knowledge of the LGUs on the mechanics of the local impositions of local taxes, fees, charges, and procedures for the rationalization of Local Fees and Charges (LFC) through the use of a toolkit. The activity was attended by the Municipal Treasurers, Budget Officers, personnel from the Business Permit and Licensing Office (BPLO), and the Sangguniang Bayan Chairs on Budget, Finance and Appropriations of the Municipalities of Lila, Sierra Bullones, Loboc, Maribojoc, Anda, Calape, Dauis, Candijay, Antequera, and Corella. On behalf of DILG Bohol Provincial Director Jerome Gonzales, DILG Bohol PDMU Chief LGOO VII Mardonio Roxas welcomed the participants. DILG Regional Ease of Doing Business (EODB) Focal Person LGOO V Janice Contado delivered the rationale of the 3-day activity and presented the statement of purpose of the said training. During the first day the training, the introduction to Local Fees and Charges, Salient Features of JMC No. 2019-01, and the Study of Rationalization of Fees and Charges were discussed by the officers from the Bureau of Local Government Finance (BLGF)-7, namely; Kevin Soon, Local Treasury Operations Officer IV; Mary Cithe Caballero, Special Investigator III; and Emma Go, Financial Analyst III, respectively. On the other hand, the overview of the Local Fees and Charges (LFC) Toolkit Process, Mandate to review LFC, and the utilization of the LFC Toolkit were tackled during the second day of the training. Meanwhile, a workshop on the preparation and adoption of reasonable fees and charges toolkit of the LGUs was conducted on the same day. Also, the formulation of the LGU’s action plan was underscored during the 156 last day of the training.


The DILG-DOF-Joint Memorandum Circular No. 2019-01 regarding the Guidelines for the Review, Adjustment, Setting and/or Adoption of Reasonable Regulatory Fees and Charges of Local Government Units is being issued for the guidance of LGUs to ensure uniform procedures in setting reasonable fees and charges as provided for by provisions of the Local Government Code of 1991 and in order to set a balance between recovering the cost of services and the ease of doing business in compliance with the Ease of Doing Business and Efficient Government Service Delivery (EODB EGSD) Act of 2018. 157


CORE FUNCTIONS MONITORING OF IT SYSTEMS Online Calendar The DILG-Bohol Provincial Office was able to develop an Online Calendar that serves as a locator and information of personnel whereabouts and official businesses to attend to. This innovation greatly helped in the operation of the office. PUBLIC AFFAIRS AND COMMUNICATION SERVICE In response to the call of the DILG 7 Regional Office encouraging SROs to launch their respective digital newsletters, the DILG Province of Bohol created the Public Relations Team, which is tasked to manage and build the Department’s presence online and with the local media. Members of the team and all Program Coordinators were tasked to create write-ups every after the conduct of their respective activities and post it in the official Facebook Page of DILG Bohol Province. To upgrade the writing and photography skills of all Program Coordinators, a skills enhancement training was conducted on December 19, 2023 at Solea Resort, with speakers from the Regional Information Unit, DMO IV Atty. Grace Melanie Lacamiento, who discussed online news writing, copy editing and headline writing, and IO II Christopher Mahilum Jr., who presented the basics of photojournalism and video production. 159


DISIPLINA MUNA Disiplina Muna was first introduced nationwide on November 6, 2019 in Metro Manila. It aims to promote a culture of discipline among the citizens and also provides awareness of their roles and responsibilities and is practicing active participation in nation-building as Filipinos which is one of the tenets of good governance. To promote this campaign, the use of advocacy channels such as television, radio, broadsheets, social media and other mass media are used. The DILG, through the social media, promotes national and local programs and projects such as disaster preparedness and resilience and anti-smoking using the general hashtag #DisiplinaMuna. STRENGTHENING OF LOCAL GOVERNANCE RESOURCE CENTER In support to the Department’s initiative to foster sharing and management of knowledge resources, the DILG-Bohol Local Governance Resource Center (LGRC) was established in the mini-conference hall of the DILG Bohol Provincial Office where various reading materials are readily available to field officers and other clients. For the continued strengthening of the LGRCs, LGOO V Rachel S. Torremocha together with the Regional Team participated in the Sub-LGRRC Business Planning on October 17-21, 2022 in Metro Manila. The activity was aimed at formulating a business plan that will lay down the operation of the Sub-LGRRCs in order to continue its vision of empowering Local Government Units (LGUs) and providing necessary learning experiences through various programs, services, and partnerships. 160


Finance and Administrative Management AAS II Ma. Leizl C. Redita with the assistance of Ms. Rosalinda G. Dahunog managed all the financial accountability reports and ensured its submission to the Regional Accounting Office ahead of the deadline. Processing and payments of various claims were also attended accordingly. Semestral inventory of properties and equipment were done by ADA VI Uldarick C. Ladores to ensure proper recording of serviceable/unserviceable assets. Planning/Budgeting/ Office Operations The Pre-Execom and ExeCom meeting are regularly attended by Program Manager Mylove C. Flood and PD Jerome G. Gonzales, respectively. These are avenues for updating deliverables, accomplishments and sharing of Best Practices of the regional and sub-regional offices. On April 1-2, 2022, DILG-Bohol hosted the execom meeting held at the Bellevue Resort, Panglao. Field Operations Enhancement Project Regular monitoring of the undertakings and accomplishments of field officers are made through the conduct of conferences via Zoom and/or Face-to-Face. PD Gonzales leads the discussion of deliverables and updates and manages consensual decisions on vital concerns. SUPPORT FUNCTIONS PROMOTION OF PERSONNEL The newly-promoted and appointed Local Government Operations Officers (LGOOs) of DILG Bohol Province took their Oath of Office before DILG 7 Regional Director Leocadio T. Trovela, CESO III, and DILG Bohol Provincial Director Jerome G. Gonzales on February 18, 2022, at Bohol Bee Farm, Dauis, Bohol. LGOOs Norman L. Ali and Eunice Anne C. Boniel were promoted to LGOO VI, while Rachel S. Torremocha and Emmylou F. Rama moved up to LGOO V. Also, LGOOs Lindsey Marie A. Vismanos and Jane G. Zerda were promoted to LGOO IV, Karen Ann B. Beniga moved up to LGOO III, and Administrative Officer I Lalaine A. Otadoy was appointed as LGOO II. DILG Bohol Conducts Fitness Activities Pursuant to Civil Service Commission (CSC) issuance directing all government agencies to initiate physical fitness activities for all its officers and staff, DILG – Bohol Province, on its part, conducts Zumba exercises at the Conference Hall every Thursday from 3:00 - 4:00 in the afternoon through their Fitness Coordinator, LGOO II Julie Mae Nombre. The said directive is also in accordance with the Health Lifestyle Projects under Gender and Development (GAD) and Personnel Development. The Zumba exercises are also applied as energizers in seminars, training, and other similar events. Moreover, DILG - Bohol has formed a Baskteball Team that participates in the Annual Tagbilaran City Inter-Agency Basketball Tournament. 162


Nationwide Simultaneous Earthquake Drill for CY 2022 Rule 6, Section 7 of the Implementing Rules and Regulation of Republic Act No. 10121 or the DRRM Act of 2010 provides that public awareness shall be undertaken through the conduct of drills by the Local Disaster Risk Reduction and Management Office (LDRRMO) on a regular basis. NDRRMC Memorandum No. 21, series of 2022, dated February 03, 2022, provides for the conduct of the Nationwide Simultaneous Earthquake Drill for CY 2022. As the lead agency in Disaster Preparedness, DILG Bohol participated in the conduct of Nationwide Simultaneous Earthquake Drills for CY 2022. During the drill, DILG personnel from the Office of the Provincial Director were taught what to do during and after an earthquake. The conduct of the National Simultaneous Earthquake Drill aims to test the overall efficiency and usefulness of the preparedness, response, and recovery plans of schools, offices, and communities, as well as to educate the public and enhance the level of earthquake disaster preparedness. GENDER AND DEVELOPMENT The DILG Bohol, through the Provincial GAD Focal, LGOO II Julie Mae Nombre, conducted GAD activity in connection with Women's Month with the theme "We Make Change Work for Women.” The beautiful ladies of DILG Bohol participated in the hair and makeup demonstration activity. The activity aims to empower them to confidently participate and engage with appropriate institutions to ensure that they contribute to and benefit from development and changes. Some also availed of other services rendered by the hired makeup artist. Also, to represent the women globally, the ladies wore purple as the banner color of Women's Month. The women’s month highlights the achievements and contributions of women in our society and the empowerment of women as contributors to the development and changes. The National Women’s Month celebration every March is part of the worldwide observance of the International Women’s Day with the theme “Gender Equality today for a Sustainable Tomorrow.” It is represented by the #BreaktheBias hashtag. This celebration calls for people to recognize the achievements of women, to raise awareness against bias, and to take action for equality to have a gender-equal world. A world that’s diverse, equitable and inclusive. 163


Provision of Ramps, Signage and Comfort Rooms for the Senior Citizens and Differently-Abled Persons at DILG Bohol Office Buildings, facilities and utilities for public use are required to be accessible to all its clients especially the senior citizens and differently-abled persons. In compliance to this, DILG-Bohol has provided ramps, signage and comfort rooms for these people. 164

Online Log Sheet of Communications In line with the Quality Management System and in consideration of the bulk of communications received and released and to further improve and systemize the records management, DILG Bohol was able to develop an online recording of the incoming and outgoing communication through Google Drive. This initiative helped the DILG Bohol Provincial Personnel track the communication flow and be able to check if received communications are already given appropriate action and released communications are properly recorded. Report submissions from the Field Officers and by Program Coordinators are monitored with the help of Google Sheet, which provides real-time updates on the status of submissions. REPORTS DUE FOLDER To easily consolidate and monitor report submissions from the field officers, Google Drive is utilized by all Field Officers and Program Coordinators. ISO To develop standards to ensure the quality, safety and efficiency in the delivery of the programs, projects and activities of the department, the DILG conducted a virtual National Quality Management System (NQMS) Assessment last October 11, 2022 until November 4, 2022. The said assessment was participated by the top management, Regional Quality Management Representative, Deputy QMR and Regional and Provincial Process Owners. The DILG Region VII was assessed by DILG Region IX. On the other hand, DILG Region VII assessed the process owners of DILG Region X. Prior to the conduct of assessment to DILG Region X, a Training on Effective Internal Auditing was participated by LGOO II Julie Mae Nombre in order to be prepared and capacitated as the newly designated QMS Assessor during the conduct of the QMS Assessment. Bids and Awards Committee (BAC) 167


The Bohol Provincial Bids and Awards Committee (PBAC) convened to discuss and evaluate quotations and bids through the conduct of face to face or virtual meetings. As of December 15, 2022, the PBAC had conducted eleven (11) meetings and successfully facilitated seventy-four (74) small value procurements, thirty-two (32) Lease of Venue, and nineteen (19) Shopping. Conduct of Regular Inventory of Equipment, Supplies, Machineries and other Properties of the Office To ensure that machineries and other properties of the office are maintained, semestral inventory of equipment is done by designated property custodian ADA VI Uldarick Ladores. Acknowledgement Receipt for Equipment (ARE) is signed by the concerned recipient employee while Inventory Custodian Slip (ICS) is accomplished by personnel who are assigned office gadgets and other properties. In the event that equipment, gadget or other properties become unserviceable, these are stored in the bodega after proper recording. These unserviceable properties are disposed upon indorsement by the DILG VII Fiscal and Administrative Division and approval by the COA resident auditor. Other properties like office supplies are likewise managed through a monthly report of procurement and distribution of supplies handled by LGOO II Julie Mae P. Nombre. The distribution of supplies is based on the Project Procurement Management Plan or on request basis with corresponding recording of supplies balances. A report of procurement and distribution of supplies is prepared and submitted monthly to the DILG VII Regional Office. 168


Compliance to COVID-19 Health Protocols Office Disinfection To protect its employees and clients from transmission of COVID-19 infection, DILG Bohol complies with the minimum health protocols set by the DOH. DILG Bohol coordinated with the City Disaster Risk Reduction and Management Office of Tagbilaran City for the regular disinfection of the office premises. StaySafe.PH StaySafe.PH is also used as the contact tracing tool for employees and visitors. Quarantine Facility The old office building located at Barangay Booy is also used as a quarantine facility for employees arriving from other provinces or those infected with COVID-19. 169


DILG BOHOL LGOOs II STAND OUT AT APPRENTICESHIP PROGRAM Four DILG Bohol LGOO II apprentices marched with their sablays in Filipiniana attire at the Grand Graduation Ceremony for the Apprenticeship Program for LGOOs II and III on 13 December 2022 at the Manila Prince Hotel. LGOOs II Jed B. Ighot, Joycelou R. Telmo, Jun Arcy O. Pacleb, and Leonell L. Cawayan successfully completed the apprenticeship program and have joined the ranks of the professional corps of DILG Local Government Operations Officers. Their apprenticeship journey was filled with challenges as they tested their mettle and gained valuable knowledge, skills, and competencies through many components of the program – Foundation Course (online classes and residential training), Supervised Field Work, Competency Assessment and Simulation Exercise, and Revalida and Graduation, to become well-rounded and reliable LGOOs. Throughout the Apprenticeship Program, the four LGOOs II of DILG Bohol proved their formidable acumen by graduating together and achieving some unprecedented accomplishments, such as LGOO II Jed B. Ighot being ranked Top 5 of the 143 apprentices nationwide during Module V: Results-Based Project Development (RBPD) and LGOO II Leonell L. Cawayan being ranked Top 15 Best Speaker during the Public Speaking Exercise of Module VI: Managing Learning Events (MLE) and ranked Top 9 overall during the Grand Graduation. The Apprenticeship Program for LGOOs II and III is a mandatory training program for all newly-hired LGOOs II to equip them with the necessary skills and competencies to implement and manage the programs, projects, and activities of the DILG. 170
