51 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance CBMS Regional Stakeholders Virtual Forum on October 6, 2021 via Cisco Webex Compliance to Anti-Red Tape Act (ARTA) The Public Assistance and Complaints Desk (PACD), which aims to provide efficient public service and to promptly attend to clients requesting for assistance, is located at the main entrance of the DILG Bohol Provincial Office. It is manned by LGOO II Julie Mae Nombre, Ms. Faye Arielle Oliquino and Mr. Nikko Audrey Aranas. • Updating and Maintenance of Citizens Charter The DILG-Bohol Province has been practicing and applying the Anti-Red Tape Act as manifested in the posting of updated Citizen’s Charter at the main entrance of the DILG-Bohol Provincial Office. It includes the frontline services espoused by the DILG Central Office.  Customer focus, as one of the core competencies of the Department, aims to attend to external and internal customers even during break periods. Thus, a “no noon break” policy is conspicuously posted at the main door of the office with the anti-red tape slogans. The Public Assistance and Complaint Desk is also apparent in the office ably manned by LGOO II Julie Mae Nombre, Ms. Faye Arielle Oliquino and Mr. Nikko Audrey Aranas. 52 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Technical Assistance on Demand-Driven Activities Demand driven activities are aimed to build on the specific competency needs identified by the LGUs as defined in their Capacity Development Agenda. Moreover, it also pertains to demand driven trainings conducted in the local government units with the assistance of the DILG Field Officers. Due to the restrictions and limitations brought about by the COVID-19 pandemic, virtual trainings were also done. As of October 31, 2021, a total of 280 demand-driven trainings were conducted and participated by all the LGUs of Bohol. These demand driven activities pertain to Administrative Governance, Social Governance, Economic Governance, Environmental Governance and Valuing Fundamentals of Good Governance. The common trainings with their corresponding local governance areas were managed/facilitated/rendered technical assistance by the DILG Field Officers to the Local Government Units. 53 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Formulation of Barangay Devolution Transition Plans of LGU-Ubay, Bohol Katarungang Pambarangay Reorientation Seminar of LGU-Albuquerque, Bohol DILG Central Office Directives DILG-Bohol ensured that 100% of Central Office directives and issuances e.g., memorandum circulars, memoranda and advisories were acted upon within five (5) working days upon receipt through hard copies or email. These were also communicated and disseminated to all 49 LGUs through hard copies or email to the Office of the Governor, concerned national or provincial offices, and to the respective C/MLGUs thru C/MLGOOs. The administrative services section of this office ensured the delivery of these directives.


54 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance LGU Administrative Guidance For 2021, DILG-Bohol has acted on the following: • Seventy-four (74) death benefit claims were processed and released to beneficiaries of the deceased barangay officials • Thirty-two (32) requests for the issuance of Authorities to Purchase Motor Vehicles were processed wherein twenty-one (21) were approved and eleven (11) were returned with recommendations • One (1) request for the issuance of Foreign Travel Authority was facilitated Report on Administrative Offenses Policy on Government Hours and the Administrative Offenses of Frequent Unauthorized Absences (Habitual Absenteeism), Tardiness in Reporting for Duty and Loafing from Duty during Regular Office Hours Section 1, Article XI of the 1987 Constitution mandates that public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism, and lead modest lives. The Civil Service Commission also reiterates that part of this accountability is the observance of the prescribed office hours in a given working day. To ensure compliance with the Policy on Government Hours and Administrative Offenses of Frequent Unauthorized Absences, Tardiness in Reporting for Duty and Loafing from Duty during regular office hours, the DILG VII Region Office thru the LGMED requires the quarterly submission of the Provincial Government, thru the Provincial Human Resource Management Office, their Consolidated List of Non-Complying Public Officers and Employees in the Province of Bohol. Table IV. 55 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Local Development Planning • CLUP Status of CMs monitored The Comprehensive Land Use Plan is  an instrument for the local government unit to allocate available land resources to different sectors of its territory for different functions. Pursuant to Section 20 of Republic Act 7160, the LGUs, shall, in conformity with existing laws, continue to prepare their respective comprehensive land use plans enacted through zoning ordinances which shall be the primary & dominant bases for the future use of land resources. Executive Order 72 was issued providing for the preparation and implementation of the CLUP by the local government units and for the review and approval thereof by the HLURB and the Sangguniang Panlalawigan. The DILG is monitoring the formulation/updating of CLUPs by cities and municipalities on a quarterly basis. The C/MLGOOs monitored the CLUP formulation and updating and the results of which were reported/ encoded at the google sheet. Based on the 3rd quarter monitoring report, out of the 48 city and municipalities, only 13 have updated CLUP while 35 have expired CLUPs. Majority of the municipalities with expired CLUPs have already started the updating process. Table V. 56 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance • PDPFP Status Monitored The Provincial Development and Physical Framework Plan (PDPFP) is formulated at the provincial level and merges the traditionally separate provincial physical framework plan and provincial development plan to address the disconnect between spatial and sectoral factors and between medium and long-term concerns.  The DILG regularly monitors the formulation/updating of PDPFP of provinces, on a quarterly basis. For the province of Bohol, its PDPFP is still active and covers 2016-2028. It was approved by Sangguniang Panlalawigan Resolution No. 2017-113. • PDIP Status Monitored The Provincial Development Investment Program (PDIP) is a very important document since it links the plan to the budget. It is a document that ranks and prioritizes programs, projects and activities (PPAs) proposed in the Provincial Development and Physical Framework Plan (PDPFP) and matches the prioritized project list with the investment schedule and financing plan.  The DILG monitors the PDIP formulation/updating of provincial governments on a quarterly basis. For the province of Bohol, its PDIP is from 2016-2028. Said document was approved by the Provincial Development Council (PDC) on December 21, 2016 thru PDC Resolution No. 01-2016.  • CDP Formulation Status Monitored As provided by Section 106 of Republic Act No. 7160 which states that “each local government unit shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian”, the Comprehensive Development Plan (CDP) is a multi-sectoral plan formulated at the city/municipal level, which embodies the vision, sectoral goals, objectives, development strategies and policies. It contains corresponding programs, projects and activities which serve as primary inputs to investment programming, subsequent budgeting and implementation of projects for the growth and development of local government territories. Being tasked to provide general supervision over local government units, the DILG monitors the compliance of every LGU as to the formulation of CDP. Based on the 3rd quarter monitoring report, out of the 48 city and municipalities, 37 have updated CDP while 11 have expired CDPs. Majority of the municipalities with expired CDPs have already started the updating process.

58 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance • PLUC Review As a member of the Provincial Land Use Committee (PLUC), DILG Bohol represented by LGOO VII Ma. Reina A. Quilas and LGOO II Karen Ann B. Beniga participated in the virtual presentation and review of the draft CLUPs of LGU-Danao and LGU-Trinidad on September 24, 2021 and October 28, 2021, respectively via Zoom. PLUC provisionally approved such plans pending compliance to the corrections presented.  P4 Status of PPP Project Implementation Public-Private Partnership for the People Initiative for Local Governments (LGU P4) is an initiative of the LGUs to engage private sector partnership to deliver infrastructure and services needs of the constituents for economic growth. LGU P4 aims to promote and enhance local economic development that eventually contributes to the increase of the national economy and creates more jobs.  In the Province of Bohol, LGU-Alburquerque, Bohol has implemented a housing project through a joint venture with Fresh Sunny Development Corporation. However, the said project has been halted due to unresolved issues. Road Clearing In adherence to the presidential directive during the 4th State of the Nation Address (SONA) to clear roads of illegal structures and constructions, DILG Memorandum Circular No. 2019-121 was issued on July 29, 2020. To further ensure compliance and continuous conduct of road clearing operations, DILG Memorandum Circular 2020-027 re: Continued Implementation of the Presidential Directive to Clear Roads of Illegal Obstructions (Road Clearing 2.0) was issued on February 7, 2020. Road clearing operations were suspended on March 15, 2020 in light of the threat of COVID-19 and resumed on November 16, 2020 in view of the improved quarantine classifications pursuant to DILG Memorandum Circular No. 2021-145. Pursuant to the Memorandum Circular dated January 19, 2021, road clearing validations were conducted from February 16, 2021 to March 2, 2021. Validation teams composed of representatives from the Department of the Interior and Local Government, Philippine National Police, Bureau of Fire Protection, and Civil Society Organization were created and cross-posted (i.e., their LGU of assignment during the validation must not be their original LGU of designation or residence) to ensure impartiality.  The DILG VII Regional Office has submitted the consolidated LGU Compliance Data on March 9, 2021. From there, deliberation of compliance results by the Ad Hoc Committee and determination of the final list of LGUs with areas of improvement is conducted.  LGUs that may be found to have unsatisfactorily complied with the DILG’s road clear-


59 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance ing issuances (Memorandum Circular Nos. 2020-027 and 2020-145) will be individually notified of the areas for improvement (AOIs) and provided an additional 30-day period to comply, after which begins the revalidation by the Ad Hoc Committee. As of October 2021, the list is still unavailable. Provincial Validation Team Meeting Road Clearing Validation in Dimiao, Bohol (left) and Bilar, Bohol (right) Implementation of Ombudsman/Sandiganbayan Decisions/Resolutions For CY 2021, DILG-Bohol was not able to assist or facilitate the implementation of any Ombudsman and/or Sandiganbayan decisions and/or resolutions. Legal Opinions A number walk-in clients were provided with legal opinions and advices mostly on municipal and barangay governance. Most of these queries were related to leave of absence of local officials, Katarungang Pambarangay, and implementation of COVID-19 related programs and protocols, among others. Moreover, sixteen (16) written requests for legal opinion were endorsed to DILG VII Regional Office and same were replied accordingly. These legal opinions were also shared to all C/MLGOOs for reference.


60 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Fact-Finding Investigations Fact-finding investigation includes gathering of relevant facts and identify all the pertinent issues so that a determination can be made regarding the allegations or charges in an investigation. This year, DILG-Bohol has successfully assisted the DILG VII Regional Legal Team in the conduct of two (2) fact-finding investigations in the towns of Duero and Bien Unido. Complaints from Hotline 8888 and PCC The administration of President Rodrigo Duterte introduced a system wherein the public can report poor government frontline service delivery and corrupt practices in all government agencies, government-owned and controlled corporations, government financial institutions, and other instrumentalities of the government. The Hotline 8888 Citizens' Complaint Center is managed by the Office of the Executive Secretary which coordinates with the concerned government agency for the prompt resolution of public grievances and to provide feedback on the action taken on citizens' concerns. The Presidential Complaint Center (PCC), a frontline desk in the Office of the President, also serves as a liaison unit with various departments and agencies of the government and private institutions/companies on all requests for assistance, and information, as well as complaints and grievances of the general public In connection, the following table depicts the number of complaints received and number of replies indorsed to the Regional Office as of November 2, 2021: Table VII. Its Implementing Rules and Regulations (IRR), specifically Rule V, Section 30 of the Act states that “for the purpose of emphasizing the role of the youth in nation building and molding them to become better citizens with the values of patriotism, nationalism and honor as a Filipino, any SK official, whether elected or appointed, or any member of the Local Youth Development Council (LYDC) must undergo the mandatory training program before she or he can assume office”. 


61 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Various continuing training programs and activities involving the Sangguniang Kabataan and the Local Youth Development Officers have already been conducted throughout the year. Such activities include the following: • LYDO Convergence Meeting spearheaded by the Provincial Youth Development Office on March 25, 2021 • Webinar on the Mandanas Ruling and SK Funds spearheaded by the Provincial Youth Development Office on August 16, 2021 • CORE National Youth Summit led by the Center for Local and Constitutional Reform on September 14, 2021 Online LGU Database • Elected Local Officials Profiling Database System (ELOPDS) Elected Local Officials Profiling Database System (ELOPDS) is an online system of the DILG which contains personal information of all elective local officials in all provinces. ELOPDS involves encoding of data of every local official and uploading personal data sheet files. BIS involves encoding of data and uploading of necessary documents like BOIS forms, picture,s and the Certificate of Incumbency. C/MLGOOs are tasked to keep track and update the system every time changes occur. The provincial focal person, on the other hand, is tasked to monitor and keep the updated records from time to time. This is the adaptation of the manual processing of death claims under DILG. This is the convenient way in processing death benefit claims from the LGUs. The C/MLGOOs will just update the data of the deceased official in the BIS and upload the necessary documents for the death claim and forward it to the provincial level.


66 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance As shown in Table IX this level processed a total of 74 death benefit claims from January to November 2021 for release to beneficiaries of deceased barangay officials. It is an official document of the barangay that specifies policy options, programs, projects and activities intended to contribute towards the achievement of the barangay’s developmental goals and objectives. The Barangay Development Council (BDC) is mandated to initiate the preparation of the Barangay Development Plan (BDP) based on the provision of the Local Government Code of 1991 which states that “1 Each local government unit (LGU) shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian”. With the full devolution of devolved functions specified in Executive Order 138 there is a need to update the Barangay Development Plans consistent with the Devolution Transition Plan (DTP) formulated by the barangays. There is also a need to update the BDP considering that the BDP of some barangays have already expired. The barangays in the province of Bohol have formulated their Barangay Development Plan in 2019 a year after their assumption to office. Their BDP covered the years 2019-2020 and others 2019-2021.  To ensure that LGU – Barangays are versed with the processes in formulating or updating their BDPs, DILG Memorandum Circular 2021-087 was issued with the subject Guidelines on the Formulation and or Updating of the Barangay Development Plan. The said issuance include among others the Barangay Development Planning Process, Components of the BDP, Mainstreaming of Sectoral or Thematic Concerns, Alignment of the BDP to the Comprehensive Development Plan, Preparation of Barangay Capacity Development Agenda, Promoting Citizen Participation in the Barangay Development Planning Process.  Barangays are currently updating their BDPs with technical assistance of the C/MLGOOs. Barangays are given until December 12, 2021 to submit copies of the BDP to the DILG Provincial Office.

Bastes conducting a Workshop with the Barangay Secretaries of the City of Tagbilaran for the Updating of the Barangay Development Plan on November 10-11, 2021 Devolution Transition Plans and Capacity Development Agenda In line with the implementation of the Garcia-Mandanas’ Ruling and Executive Order 138 on the Full Devolution of Certain Functions of the Executive Branch to Local Government Units, Creation of a Committee on Devolution and for other Purposes, DILG Bohol and all the local government units of Bohol from the province down to the barangays gear up for the Full Devolution by conducting multi-level and series of activities, as well as closely coordinated with the National Government Agencies (NGAs) and the Civil Society Organizations (CSOs).


68 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance • DILG Coaches on DTP & CapDev Agenda Organized & Mobilized A pool of DILG Coaches was organized to capacitate and provide technical assistance on Capacity Development Agenda and Devolution Transition Plan (DTP) formulation to the DILG Field Officers who will in turn capacitate and provide technical assistance to their respective local government units. The coaches also organized the different materials for the CapDev and DTP. The coaches underwent a one-week training on CapDev on July 26-30, 2021 facilitated by the Local Government Academy of the DILG. After which, a series of online and face to face meetings were conducted leading to the DTP and CapDev Roll Out to the DILG Field officers on August 17, 2021. During the said Roll-Out, field officers were oriented on the CapDev Agenda and DTP formulation. Guide for the workshops with C/MLGOOs as facilitators was also thoroughly discussed. 69 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance • Regional Orientation and Provincial Simulation on the Preparation of LGU DTP Conducted To jumpstart the multi-level activities on the preparation of LGU DTP, a regional orientation was conducted last August 18-19, 2021 via Cisco Webex participated by LGU Devolution Transition Committees (DTC). On the first day of the said activity, a series of lectures such as the Overview and Strategies of LGU DTP Roll-out, CapDev Process, Components of the DTP, among others were presented from the personnel of the DILG and other NGA’s regional offices. Meanwhile, on the second day of the activity, the DILG Bohol through LGOO VII Ma. Reina A. Quilas facilitated the simulation on the preparation of LGU DTP. The DTCs of the city and municipalities were assisted by their C/MLGOOs during the said simulation. Each DTC conducted a simulation workshop for the accomplishment of the six components of the DTP. To end the activity, the DTCs made their respective action plans as regards their next steps and schedules of the various multi-level activities. 70 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance • Workshop of the Provincial/City/Municipal and Barangay DTP Formulation Conducted Section 10 of EO No. 138, s. 2021 instructs all LGUs to formulate and prepare their Devolution Transitions Plans (DTPs) to guide the transition in their full assumption of the devolved roles and responsibilities to support transition to full devolution. With this, series of workshops were conducted from the provincial down to the barangay level to work on the three and six components, for the barangays and the P/C/MLGUs, respectively.  The Provincial Government of Bohol started its series of DTP workshops with the Devolution Transition Committee (DTC) headed by Gov. Arthur C. Yap from August 19 & 25, 2021 until September 9, 2021. The said workshops were conducted with technical assistance from the DILG Provincial Office. PD Jerome Gonzales also graced the finalization workshop on September 9, 2021 with his presence.  Workshops for the barangays were done in batches in order strictly follow the health protocols. Barangays had their workshop starting last week of August up to the 2nd week of October since the deadline for its submission is set on October 13, 2021. Meanwhile, at the city and municipal level, the conduct of their workshop run from August to November as they will be submitting the same by November 12, 2021. Also, all LGUs are expected to upload their respective DTPs online through the DILG DTP Online Repository on or before the deadline set by the DILG-DBM Joint Memorandum Circular No. 2021-01. During the said activity, the Bohol Provincial Government thru Atty. The information presented by the Bohol Provincial Government was considered by the city/municipality in preparing their DTPs. The activity ensured the alignment and linkages of plans and strengthen convergence of the PGBh with its component city and municipalities. Likewise, to ensure alignment between the city/municipal and barangay DTPs, interfacing and vertical alignment activities were also initiated by the city/municipal government to the barangay government.  All of these activities were made in order to come up with a comprehensive and responsive DTP.  Atty. 73 Annual Report 2021 Accountable, Transparent, Participative, and Effective Local Governance Program for Newly-Elected Officials (NEOs): Orientation Course for Local Legislators – Enhancing Governance through Effective and Responsive Legislation In 2019, the DILG issued DILG Memorandum Circular No. 2019-97 requiring the participation of local elected officials to the Program for Newly Elected officials (NEO) Orientation course. This was intended to serve as a venue for local officials to understand the priorities of the current administration and their state of local development to come up with a term-based development roadmap consistent with the current development agenda of the national government. The conduct of the NEO Orientation course was intended for the newly elected officials. In order to orient local legislators on the priorities of the current administration and their state of local development, DILG Bohol set the NEO Orientation for Local Legislators last March-April 2020. Preparations were made in partnership with the Vice Mayors’ League of the Philippines (VMLP) Bohol Chapter. Unfortunately, the activity did not push through due to COVID-19 pandemic. But this year, the activity was pursued by both institutions to achieve the agenda of the program for NEO, as well as capacitate local officials to adopt to the new normal in governance and legislation.  The activity was conducted on June 14-19, 2021 at the Modala Beach Resort, Doljo, Panglao, Bohol in three batches. Participants were Vice Mayors, Sangguniang Panlungsod/Bayan (SP/B) Members, Liga ng mga Barangay Presidents, Sangguniang Kabataan Federated Presidents and Secretaries to the Sanggunian of the 48 city and municipalities of the Province of Bohol. Annual Report 2021 79 Peaceful, Orderly, and Safe LGUs PEACEFUL, ORDERLY AND SAFE LGUs Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System The Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System (POPSP-PCMS) monitors the implementation of Local Government Units (LGUs) of their 3-Year Peace and Order and Public Safety Plans (POPS-Plans) every semester. The uploading of the first semester of CY 2021 accomplishments to the POPSP-PCMS closed in the month of August. Orientation on POPSP-PCMS during the DILG Bohol Field Officers Conference on August 27, 2021 To capacitate the City and Municipal Local Government Operations Officers (C/MLGOOs) of DILG Bohol on the POPSP-PCMS, LGOO II Rachel S. Torremocha conducted an orientation on POPSP-PCMS during the Field Officers’ Conference, held via Zoom, on August 27, 2021. Subsequently, the compliance monitoring of the POPSP-PCMS was assumed by the new Focal Person – LGOO II Leonell L. Cawayan. Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System The provincial and regional rounds of POPSP-PCMS compliance was conducted and completed during the period of August 1-30, 2021 for all the Local Government Units in the Province of Bohol. The POPSP-PCMS forms are currently being reviewed and assessed by the DILG Central Office. The uploading of the second semester of CY 2021 accomplishments to the POPSP-PCMS will start in the first semester of 2022.


80 Annual Report 2021 Peaceful, Orderly, and Safe LGUs STRENGTHENING PEACE AND ORDER COUNCILS Provision of Secretariat Services to POCs Peace and Order Councils (POC) are tasked to deliberate major issues and concerns affecting peace and order and public safety and the DILG, as the Head Secretariat provides technical and administrative support to the Council through the sending of notices, preparation of the agenda, resolutions and the minutes of meetings. It also provides assistance to the different POC Chairpersons and Vice-Chairpersons in the conduct of P/C/MPOC meetings and other Peace and Order-related activities. For 2021, the Provincial Peace and Order Council (PPOC) have conducted three (3) meetings and with three (3) resolutions passed. PPOC meetings were conducted virtually as an alternative mechanism in ensuring that peace and order situation updates are regularly communicated and observing safety protocols during this time of the pandemic. 81 Annual Report 2021 Peaceful, Orderly, and Safe LGUs Enhanced-Comprehensive Local Integration Program (E-CLIP) The Enhanced – Comprehensive Local Integration Program (E-CLIP) aims to provide a package of assistance to members of the Communist Party of the Philippines (CPP), New People’s Army (NPA), National Democratic Front (NDF) and Militia ng Bayan (MB) who wish to abandon the armed struggle to become productive members of the society. With the issuance of Administrative Order No. 25, Series of 2020, dated March 18, 2020, the coverage of the E-CLIP was expanded to include Former Violent Extremists (FVEs) as its beneficiary. For CY 2021, the Bohol E-CLIP Committee has conducted 2 meetings and deliberated potential enrollees to the E-CLIP. On June 03, 2021, three (3) former rebels (FRs) received the DILG-administered package of assistance under the E-CLIP. The said DILG-administered package of assistance was awarded by PD Jerome G. Gonzales, Provincial Director of DILG Bohol, LtC Allyson Depayso, Acting Commanding Officer of the 47th IB.


83 Annual Report 2021 Peaceful, Orderly, and Safe LGUs COMMUNICATING FOR PERPETUAL END TO EXTREME VIOLENCE AND FORMING ALLIANCE TOWARDS POSITIVE CHANGE AND ENRICHED COMMUNITIES (C4PEACE) In line with the issuance of Executive Order No. 70, series of 2018, institutionalizing the “whole-of-nation approach” and creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) which aims to address the root cause of insurgencies, internal disturbances and other armed conflict threats, DILG-7 continued with the implementation of the Retooled Community Support Program (RCSP) through the “Dagyawan sa Barangay: Talakayan ng Mamamayan at Serbisyo Caravan”. For FY 2021, an additional twenty (20) target barangays were identified by the NTF-ELCAC to be implemented with the RCSP. The activity commenced with the installation of the Dagyawan sa Barangay Peace Pole at the Ubay Municipal Hall Grounds. Present during this activity were the representatives from the provincial offices of DENR, DA, DSWD, DTI, DPWH, DOLE, TESDA, the Bohol Provincial Police Office, the 47th IB of the Philippine Army and the Office of the Provincial Veterinarian, Office of the Provincial Agriculturist, Bohol Employment and Placement Office, Ed-Center, Provincial Youth Development Office and the Medical Outreach Unit of the Provincial Government of Bohol. Also in attendance via zoom during this event is RD Elena C. Arbon of DTI-7, RD Efren B. Carreon of NEDA-7, RD Salome O. Siaton of DOLE-7, ARD Charlie Fabre of DENR-7 and RD Leocadio T. Trovela, CESO IV of DILG-7. More or less 200 residents of Barangay Lomangog has benefited from the services provided by our partner agencies and offices during the Regional Serbisyo Caravan such as free medical consultation, distribution of vegetables seeds, fruit seeds and seedlings, kamote cuttings, corn seeds, free vitamins and deworming for livestock and free haircut. Also, the Philippine National Police distributed free snacks/food to the attendees through its BARANGAYanihan Program.

88 Annual Report 2021 Peaceful, Orderly, and Safe LGUs Provincial Task Force ELCAC In support of Executive Order No. 70, the Province of Bohol created the Provincial Joint Task Force Dagohoy – ELCAC through Executive Order No. 18, series of 2019. The task force is directed to implement the mandate of EO No. 70 at the provincial level. For FY 2021, the Provincial Task Force – ELCAC has been actively implementing the mandate of EO No. 70 at the provincial level through the conduct of Heart Caravan. On June 21, 2021, the Province of Bohol spearheaded by the Provincial Task Force – ELCAC attended the Provincial Levelling Session via zoom. The objective of the levelling session is to bring down to the barangay level the fullest appreciation regarding EO No. 70 and to serve as a way to synchronize the ELCAC strategies from the national level down to the local levels. Further, the Provincial Task Force - ELCAC of Bohol conducted a Midyear Catch-Up Session which was attended by the member offices and agencies of the 12 PTF-ELCAC Clusters on July 12-19, 2021. The said session aims to determine or identify programs, projects and activities that will be implemented by each PTF-ELCAC Cluster at the barangay level.

Through the Anti-Drug Abuse Council Functionality Monitoring System (ADAC-FMS), the 48 city and municipalities submitted their modes of verification and other related documents according to the required indicators. The ADAC Provincial Audit Team (APT) was organized on June 2021 and on August 2021 to review and verify the documents uploaded by the City and Municipal ADACs. Comprising the APT were PSSg Restituto P. Calimpusan as representative of the Bohol Provincial Police Office, Investigation Agent III Ma. Chona O. BARANGAY DRUG CLEARING PROGRAM To further the Barangay Drug Clearing Program of the Administration, a Regional Oversight Committee Deliberation was conducted on April 29, May 21, September 28 and December 2 this year. A total of 17 barangays from the municipalities of Anda, Loay, Corella, Garcia-Hernandez, Cortes, Talibon, Inabanga, Sagbayan and Candijay were endorsed to the Regional Oversight Committee (ROC) for deliberation. A total of 15 barangays were declared drug cleared and 2 barangays were declared drug-cleared under probationary status. Table XIX. The program is designed to enhance the skills and knowledge of BADAC members in the performance of their duties and responsibilities as mandated by various laws and policies. ROLL-OUT TRAINING ON THE NEW POLICIES ON CBDRP TO ALL LGUs On November 19, 2021, The Roll-out Training on the New Policies on CBDRP to all LGUs was conducted via Cisco Webex. It was attended by 136 Provinces, Cities and Municipalities and 3,003 Barangays in Central Visayas. The activity focused on DDB Regulation No. 7, series of 2019 entitled “Consolidated Revised Rules Governing Access to Treatment and Rehabilitation Programs and Services” and DDB Regulation No. 4, series of 2020 entitled “Guidelines for the Oversight of General Interventions (GI) and Community-Based Drug Rehabilitation Program (CBDRP) Implemented and Adopted by the Local Government Units at Various Levels”. REFRESHER TRAINING OF TRAINERS FOR ADAC-RS The Anti-Drug Abuse Council Reporting System of the ADAC-RS is a monitoring portal for the implementation of anti-drug policies and programs of the government. DILG-Bohol represented by the ADAC focal person attended the five-day Refresher Training which ran from October 25-29, 2021. COMMUNITY-BASED REHABILITATION PROGRAM MONITORING DILG-Bohol continued the monitoring of the sustainability of the institutionalization of the CBDRP. The Community-based Drug Rehabilitation Program Interventions being monitored are the Medication assisted Treatment Detoxification; Health Services and Wellness Promotion Programs; Spirituality and Moral Recovery Programs; Individual Group and Family Counselling; Psychoeducation/ Psychosocial Support; Life Skills Training, Vocational Skills Training, Livelihood, Micro Credit, Employment and Other Support for Income Generation; Literacy and Educational Programs or Support; Relapse Management and Early Recovery Skills; Family Relationship Restoration Sessions and Counselling; Community Service, Civic and Environment Awareness Programs; and Preventive Drug Education, Community Reconciliation Sessions or Community Information Sessions.

With the easing of restrictions, BADACs had resumed the conduct of their monthly meetings to remain functional in the conduct of their duties and responsibilities in managing the effects of illegal drugs. 95 Annual Report 2021 Peaceful, Orderly, and Safe LGUs Barangay Anti-Drug Abuse Council (BADAC) Functionality Audit 2020 and 2021 This year, the department has resumed the BADAC Functionality Audit with FY 2019 and 2020 as the years under review. As the province of Bohol shifted to more relaxed quarantine protocols under Modified General Community Quarantine, DILG Bohol through the C/MLGOOs was able to conduct the BADAC Functionality Assessments to all 1,109 barangays in the province within schedule. For the 2020 assessment with FY 2019 as year under review, 19.12% of the barangays scored high, 78.27% scored moderate, and 2.61% scored low functionality. For the 2021 assessment with FY 2021 as year under review, 24.35%, 75.11%, and 0.54% of the barangays scored high, moderate, and low functionality respectively. The result of this assessment was one of the criteria considered in determining the target barangays for the Training on Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP-BADAC) and Community-Based Rehabilitation Program (CBDRP) which was also implemented by the department this year. National Training of Trainers on Barangay Tanod Skills Enhancement To sustain the efforts in strengthening the capacities of Barangay Tanods through the implementation of the Barangay Tanod Skills Enhancement Project under the Justice Sector Convergence Program, the National Barangay Operations Office of the DILG Central Office conducted Batch 2 of the National Training of Trainers on Barangay Tanod Skills Enhancement: Reinforcing the Role of Barangay Tanod as First Responders and in Crime Scene Preservation on December 6-7 and December 9-10, 2021, via Zoom. The training was attended by LGOO II Leonell L. Cawayan, the Peace and Order Focal Person of DILG Bohol. This training aims to equip DILG Field Officers with the necessary knowledge and skills in conducting the Barangay Tanod Skills Enhancement Training in their respective areas of assignment and is in line with the Department’s objective to meet the demands for capacity building for Barangay Tanods to enable them to carry out their mandated duties and responsibilities in the maintenance of peace and order, and to effectively and efficiently preform their roles as first responders an in crime scene preservation. Functionality of the Barangay Peace and Order Committees (BPOC) Barangay Peace and Order Committees Functionality Audit 2021 The Barangay Peace and Order Committee (BPOC) Functionality Audit for Fiscal Year 2021 was conducted nationwide in the period of September to October 2021 by virtue of the Advisory from the National Barangay Operations Office (NBOO) of the DILG Central Office, dated February 24, 2021. The audit aims to assess the functionality and performance of the BPOCs. For FY 2021, DILG Bohol successfully completed its conduct of the BPOC Functionality Audit of all the 1,109 barangays in the Province of Bohol by submitting its consolidated report to the DILG Regional Office VII on October 15, 2021.

This year, NCPW was held on September 1-7, 2021 with the theme: “Komunidad at Pamahalaan ay Magtulungan: Krimen. Korapsyon at Pandemya Labanan”. This year’s observance of the NCPW was focused on strengthening community and government partnership to fight crime and corruption during the pandemic as well as promote the ideals and principles of Community and Service-Oriented Policing (CSOP) System. 98 Annual Report 2021 Peaceful, Orderly, and Safe LGUs INITIATIVES AND ACTIVITIES TO PREVENT AND COUNTER VIOLENT EXTREMISM In support of the implementation of Executive Order No. 70, s. 2018, entitled: “Institutionalizing the Whole-of-Nation Approach (WNA) in Attaining Inclusive and Sustainable Peace, Creation of a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework'' and in cognizance of the recently approved “National Action Plan on Preventing and Countering Violent Extremism” (NAP-PCVE), DILG Bohol continues to actively pursue initiatives and participate in activities that (1) improve and enhance the capacities of local governments to counter violent extremism and (2) facilitates the involvement of the private sector and civil society organizations in the doing the same. Capacity Enhancement on the Preparation and Implementation of the Disbandment of Private Armed Groups (DPAGS) for the Local Elections To this end, DILG Bohol (through its PCVE Focal Person) together with the Local Chief Executives in the Province of Bohol, as well as all the City and Municipal Local Government Operations Officers in Bohol, participated in an online activity entitled: “Capacity Enhancement on the Preparation and Implementation on the Disbandment of Private Armed Groups (DPAGS) for the Local Elections”, held on October 8, 2021 via Zoom. 99 Annual Report 2021 Peaceful, Orderly, and Safe LGUs Orientation on Preventing and Countering Violent Extremism and Chemical, Biological, Radiological and Chemical (PCVE-CBRN) Awareness DILG Bohol facilitated the participation of the barangay officials in the City of Tagbilaran to the Orientation on Preventing and Countering Violent Extremism and Chemical, Biological, Radiological and Chemical (PCVE-CBRN) Awareness on October 5, 2021, via Cisco Webex. The said activity, which was aimed at enhancing the capacities of the barangays in the fight against violent extremists and their machinations, was spearheaded by the DILG Central Office. The AVPs are aimed at raising and expanding awareness among the general public on the National Action Plans on Preventing and Countering Violent Extremism (NAP-PCVE) and on Chemical, Biological, Radiological, and Nuclear (NAP-CBRN) weapons. ISSUANCE OF DEPARTMENT AUTHORIZATION TO UTILIZE ADDITIONAL CONFIDENTIAL FUNDS OF LGUs As mandated by the Joint Memorandum Circular No. 2015-01, dated January 8, 2015 of the Commission on Audit (COA), Department of Budget and Management (DBM), the Governance Commission for GOCCs and the Department of National Defense (DND), DILG Bohol is mandated to review and process requests of Local Government Units (LGU) for issuance of Department authorization to utilize additional confidential funds. Additional confidential funds are those in excess of the 30% allocation limit as proportion of the annual Peace and Order Programs (POP) funding of LGUs as indicated in their 3-Year Peace and Order and Public Safety Plans (POPS-Plan). For the year 2021, DILG Bohol has not received or processed any request for additional confidential funds which indicates that local governments in Bohol have only expended funds within the allowed limit of 30% of their annual allocation for Peace and Order Programs for this purpose.
