151 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs SAFETY SEAL CERTIFICATION PROGRAM The Safety Seal Certification Program as provided in IATF Resolution No. 87 and DILG Memorandum Circular No. 2021-053 aims to increase compliance by private and public entities with the minimum health standards set by the government. Moreover, the program seeks to encourage the adoption and use of the StaySafe.ph digital contact tracing application as well as increase consumer confidence as we safely reopen the economy. The Safety Seal is a physical manifestation of the compliance of an establishment to the minimum health standards required by government to contain the spread of COVID-19. The DILG-PNP-BFP Teams and all LGUs are designated as Issuing Authorities vested with the authority to inspect establishments assigned to it and to issue and/or revoke the Safety Seal. The DILG-PNP-BFP Teams are tasked to inspect all public establishments while the LGU Inspection Teams are the in-charge for private establishments. For the C.Y. 2021, a total of 768 public establishments and 592 private establishments were issued with Safety Seal Certifications across the Province of Bohol. 153 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs CORE FUNCTION AFRICAN SWINE FEVER All Local Government Units (LGUs) nationwide are urged to tighten up their efforts in preventing and controlling the African swine fever (ASF) virus in their localities toward its complete eradication. The DILG, together with the Department of Agriculture (DA) and the Department of Trade and Industry (DTI), are strictly monitoring compliance of LGUs to President Rodrigo Duterte’s Administrative Order (AO) No. 22 issued on February 5, 2020. Pursuant to Presidential Administrative Order 22, directing all government agencies and the LGUs to strictly implement and comply with the Department of Agriculture-Administrative Circular No. 12 titled, National Zoning and Movement Plan in the Prevention and Control of African Swine Fever, and providing for guidance on the movement of live pigs, pork and its related products across different areas of the Philippines. Out of the 49 local government units, including the city of Tagbilaran and the Bohol Provincial Government, all have been empowered to issue the necessary orders within their jurisdiction pursuant to the general welfare clause provided under Republic Act No. 7160, or the Local Government Code of 1991 such must always be consistent with the national policies and directives. All 49 LGUs have established Executive Orders on LGUs Ban of Entry of Swine Hogs, and Related Products Due to The Spread of African Swine fever, and submission of monthly reports are monitored every 2nd day of the month through a google link provided by the office.


154 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs CYCLING LANES Pursuant to DILG MC No. 2020-100 entitled “Guidelines for the Establishment of a Network of Cycling Lanes and Walking Paths to Support People’s Mobility. DILG-Bohol is monitoring the compliance of LGUs in terms of whether the LGU has a.) a Local Public Transport Plan; b.) designated unit, office, or personnel for the implementation of the plan/scheme; c.) identified roads for cycling lanes/walking paths; d.) an ordinance relative to the implementation/compliance to cycling and walking rules and regulations; e.) implemented measures (IEC) to disseminate information on designated cycling lanes and walking paths; f.) identified programs, projects and activities (aside from those required by the MC) on promoting cycling and walking. By the end of Third Quarter 2021, 21 LGUs has a Local Public Transport Plan, 30 LGUs has a unit, office or personnel for the implementation of the plan/scheme, 7 LGUs has identified roads for cycling lanes/walking paths, 6 LGUs has ordinance relative to the implementation/compliance to cycling rules and regulations, 12 LGUs has implemented measures (IEC) to disseminate information on designated cycling lanes and walking paths and 14 LGUs has identified programs, projects and activities on promoting cycling and walking. Status of LGU’s Compliance to the Establishment of Cycling Lanes Provincial Ecological Solid Waste Management Monitoring and Evaluation In compliance with the provisions of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000, the search for BEST ESWM Implementation in the Province of Bohol was conducted by the Provincial Monitoring and Evaluation Team through a series of documentary assessment and field validations of program implementation in the LGU. The Provincial Ecological Solid Waste Management Monitoring and Evaluation (PESWM M&E) Team convened last February 18, 2021 to consolidate the results of the recently concluded province-wide monitoring and evaluation. The Municipality of Trinidad won the Best ESWM during the search for BEST ESWM practices covered from October 2020 to January 2021. The announcement was made during the Plastic Free Bohol Movement founding anniversary as part of the Earth Day celebration last April 22, 2021, held in the Provincial Capitol’s Ceremonial Hall.


155 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs Panglao Island Rehabilitation and Restoration Project (PIRRP) President Rodrigo R. Duterte instructed the Department of the Interior and Local Government (DILG) to monitor all island resorts and beach tourism destinations in the country to avoid a scenario that happened in Boracay last 2018. To ensure the DILG’s compliance with the President’s order, Secretary Eduardo M. Año back then directed all regional offices to submit a report of the list and summary of provincial, city, or municipal ordinances relative to environmental conservation, building construction, and easement regulation. Further, the Department of Environment and Natural Resources (DENR) has created projects with the aim of rehabilitating and restoring top tourism spots in the country. In line with this, PENRO-Bohol has led the Panglao Island Rehabilitation and Restoration Project (PIRRP). It is being implemented in the municipalities of Dauis and Panglao which addresses the underlying causes of environmental degradation in Panglao Island such as land and water pollution and violation of easement policies. It involves the establishment of a command center; monitoring of water quality, water tourism activities, solid waste management practices and facilities, establishments structures within legal easement; conduct of technical conferences; and filing of cases. PIRRP is composed of representatives from concerned national agencies (DENR, DILG, DOT, DPWH, PNP, BFP, PCG, TIEZA), Bohol Provincial Government Offices, and MLGUs of Panglao and Dauis, Bohol. A series of inspections were conducted by DENR Region VII and PENRO-Bohol in 2018 and 2020 on establishments to check on their compliance with regards to its permits, structures within and outside the 20-meter legal easement and other data. Notices of violations were served by PENRO-Bohol through the PIRRP to establishments and were called off to Technical Conferences. If validations are needed, ocular inspections are being conducted. PIRRP Technical Conference at JJ’s Seafood Village with partner agencies/offices and representatives of beach owners. Ocular inspection in one of the resorts with structures that encroached the 20-meter legal easement.


156 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs Assessment of Enterprises in Carood Watershed Convergence Area Strengthened by the Joint Administrative Order, the Department of Agriculture (DA), the Department of Environment and Natural Resources (DENR), the Department of Agrarian Reform (DAR), and the Department of Interior and Local Government (DILG) jointly oversee the operationalization of the National Convergence Initiative for Sustainable Development (NCI-SRD) strategy from the national to the local level. One of the identified activities under the NCI-SRD was the assessment of enterprises in the Carood Watershed Convergence Area which was conducted on November 16-19, 2021. The said activity aimed to conduct the necessary processes and procedures needed in the development of enterprise clusters in the Carood Watershed Convergence Area. As member-agency of the convergence, DILG Bohol, through the representation of LGOO II Jed B. Ighot and LGOOs VI Hyacinth Garrote, Drib Laurence Ingles, and Maria Luz Lintua, participated in the said activity. To start off the activity, participants were oriented on the assessment tool. On the next day, the assessment team conducted field validation on the enterprises in Biabas, Guindulman and Cadapdapan, Candijay. A writeshop on the profiling, assessment, and three-year capacity development plan followed the onsite visit and was then presented for revalidation and refinement.


158 Annual Report 2021 Business-Friendly and Competitive LGUs BUSINESS-FRIENDLY AND COMPETITIVE LGUS Online Roll-out on the Repeal of Policies for LGUs Aligned with the directives on the current administration’s 10-point Socio-Economic Agenda, Philippines Development Plan 2017-2022, and Ease of Doing Business and Efficient Delivery of Government Services Act of 2018, DILG implements programs and projects to support and help LGUs set a convenient business-friendly environment. As part of this continuing effort, an Online Roll-out on the Repeal of Policies for LGUs was conducted last March 25, 2021 via Google Meet. The activity aimed to train and orient LGUs on Regulatory Reforms specifically on JMC 2019-01 and the Operationalization of the Regulatory Reforms (RR4LGUs) Information System. The participants of the said activity were LGOOs II Jed B. Ighot and Jun Arcy O. Pacleb, the C/MLGOOs and local functionaries from Tagbilaran City and the municipalities of Calape, Carmen, Getafe, Inabanga, Jagna, Loon, Talibon, Tubigon, and Ubay. Online Roll-out Training on Integration of Barangay Clearance Pursuant to DILG Memorandum Circular No. 2019-117: “Guidelines in the Integration of Issuance of Barangay Clearance in the Permitting Processes of Cities and Municipalities”, the DILG Region 7 conducted an Online Roll-out Training on Integration of Barangay Clearance last March 18, 2021, via Google Meet. LGOOs II Jed B. Ighot and Jun Arcy O. Pacleb, CLGOO Regina Gina G. Bastes, together with the City Treasurer, BPLO, Zoning Officer, selected Punong Barangays, and Barangay Treasurers of Tagbilaran City were invited to the said activity. The training aimed to equip the participants with the necessary knowledge and skills on the Integration of Issuance of Barangay Clearance on LGU Permitting Processes. Crafting of the Management Action Plan of PIAO Audit Finding and Recommendation The capacity development activity “Crafting of the Management Action Plan of PIAO Audit Finding and Recommendation” is a yearly target activity of the Provincial Internal Audit Office (PIAO) which is included in the Provincial Governance Annual Reform Action Plan (ARAP) - a follow through activity of the Provincial Governance Reform Roadmap (PGRR) KRA 5 Internal Audit. As stated in the guidelines in the implementation of the Conditional Matching Grant to Provinces (CMGP), governance aspect should be observed and followed as well as capacitate the personnel of the Provincial Government for the construction, rehabilitation and maintenance of provincial roads. This activity was conducted on November 22-23, 2021 via online platform and was attended by the department head, administrative officers, and the technical staff from each of the 11 Provincial Government departments which had been audited by the PIAO. The total participants were 44 including the seven internal auditors of PIAO and three staff. The eleven offices include: BIPC, Café Caloy, Candijay Community Hospital, BTO, BPLIC, GO, PAdmO, PYDO, PSF, PPDO and BEMO.

160 Annual Report 2021 Business-Friendly and Competitive LGUs Capacity Development on E-NGAs Functional and Technical Trainings Including Other COA SPTC The Capacity Development is intended to comply with the requirements of the PGRR for KRA 7 under the Budget Revenue and Expenditure Management (BREM). This is in line with the governance deliverable under the Provincial Governance Reform Roadmap as planned by the Provincial Government of Bohol. The CD on E-NGAS Functional and Technical trainings that includes other COA specifications was conducted on July 26-27, 2021 in the Provincial Capitol Building Reception Hall. There were 25 participants who attended the training who were mostly from the Provincial Accounting Office, Provincial Treasurer’s Office, Provincial Assessor’s Office, Provincial General Services Office and DILG personnel.


161 Annual Report 2021 Business-Friendly and Competitive LGUs The activity included a discussion on COA Circular 2020-006 that describes the guidelines and procedures in the conduct of the physical count of property, plant and equipment, the recognition of the PPE items found at station and disposition for non-existing or missing PPEs items, for the one-time cleansing of PPE account balances and likewise COA Circular 2016-005 guidelines and procedure on the write-offs of dormant receivable accounts, unliquidated cash advances and fund transfers of NGA’s, LGU’s and GOCC’s. The purpose of such discussion was to provide opportunities for the personnel to increase their level of awareness particularly on recent updates in accounting circulars, including the presentation and preparation of financial reports, how to identify plans and strategies in the compliance of the said guidelines including the roles and responsibilities of each department in support to the realization of project plans and activities. Online Training on the Application and Promotion of Green Public Procurement for PLGU The Online Training on the Application and Promotion of Green Public Procurement for PLGU in the Province of Bohol was a Follow-through activity of the Provincial Government Reform Road (PGRR) under the Conditional Matching Grant to Provinces for road repair, rehabilitation and improvement of the provincial roads. The PGRR contains the 4-year plan of the provincial government which is divided into seven key reform areas under the following categories. First the Local Road Management that covers 4 KRAs, the Local Road and Bridge Information, Local Road Network and Development Plan, Construction and Maintenance, Local Road Asset Management. Meanwhile the second category is the Public Financial Management that cover 3 KRAs namely: Internal Audit, Procurement and Budget, Revenue and Expenditure Management. This online training was conducted on October 22, 2021 using via Cisco Webex online platform. It was attended by 27 participants coming from the Bids and Awards Committee, the Technical Working Group (TWG), and the personnel of the Provincial and Procurement Management Unit. The Resource Person was Engr. Gilbert C. Mondroy of the Department of the Environment and Natural Resources (DENR) Central Office, who is the GPPB TSO recognized trainer on RA 9184 and it’s IRR for NGAs, LGUs, GOCCs and SUCs. Skills Training on Local Road and Bridge Inventory Condition Survey The Local Road and Bridge Inventory Condition Survey (LRBICS) is a web device programmed for easy planning and programming of road maintenance works needed to fulfill the functional requirements of the road users, to provide safe, comfortable and fast movement in their vehicles at reasonably low vehicle operation cost. The LRBICs skills training was conducted in three batches in order to ensure that maximum safety and health protocols are securely observed. The first batch was on August 23, 2021 attended by 25 participants from the Project Management Division I, under the supervision of Engr. Einstein Gonzales and assisted by Engr. Benjamin Ayuban. The second batch was on August 24, 2021 which was participated by the 25 personnel from PMD III, with Engr. Emmanuel Caberte as the PMD head while the PMD II on August 27, 2021 headed by En gr. Nenita Duavis with their 25 personnel. The Provincial Engineer, and the Assistant Provincial Engineer were also present in all three (3) batches. The activity was aimed at enabling the participants to achieve skills and knowledge to measure and record all roads and bridges including drainage and safety structure as well as conditions on the roads and bridges system, to describe the condition of roads and bridges as well as provide condition data for analysis in the DILG’s road and bridge information system and provide information on the traffic volume. The training was facilitated by PEO Engineers, Engineer Richard Bompat Jr. and Engr. Dionisio Bama, Jr.


162 Annual Report 2021 Business-Friendly and Competitive LGUs LRM Training on DPWH Standards with DRRM-CCA Principles, Environment and Gender Concerns Considered This continuing activity of the Provincial Governance Reform Roadmap of the Provincial Government of Bohol is a capacity development program which was conducted as part of the requirements under the Conditional Matching Grant to Provinces for road rehabilitation, repair and improvement of provincial roads. It was conducted in three (3) batches on July 27, 2021, July 28, 2021, and July 29, 2021 at JJ’s Seafood Village, K of C Drive, Tagbilaran City. The said activity was attended by 30 participants per batch from the Provincial Engineers’ Office, Province of Bohol. The objectives of the training were for the participants to understand, appreciate and implement the DPWH standrads in road and bridge maintenance and upgrading projects, applicable to provincial roads and bridges; that they could identify climate change prone and environmentally fragile spots of road sections, perform maintenance work to mitigate such vulnerabilities and recommend solutions to the Project Management Division (PMD) head. Moreover, that they could identify gender-sensitive spots and brainstorm with PMD Head to come up with solutions to address the concerns. Seminar on Updating Skills on Quality Assurance /Quality Control (QA/QC) This capacity development activity was a follow-through activity of the Provincial Governance Reform Roadmap (PGRR) that is part of the Key Reform Area (KRA) 3 which is Construction and Maintenance. The Annual Reform Action Plan 2021, had programmed the said activity to be implemented in the second quarter of the year, Hence, the seminar on updating skills on Quality Assurance and Quality Control was conducted via Zoom online platform on May 26 & 27, 2021. The Resource Person was Engr. Perry Neil B. Palacio of the Chief Quality Assurance Section of Davao City District Engineering Office, DPWH Region XI. The said seminar was attended by 30 participants from the Material Testing Division and engineers from the Provincial Engineer’s Office of the Provincial Government of Bohol. The said seminar was intended to re-orient the participants on the basics of quality assurance and quality control which is vital in the performance of their roles and functions especially in construction supervision in line with the Conditional Matching Grant to Provinces (CMGP) mandates on road repair, rehabilitation and improvement of provincial roads. Moreover, it is also aimed to determine the responsibilities involved in order to properly facilitate skills improvement while installing the system application of quality assurance and quality control in the performance of project implementation. Likewise, based from the experiences of the resource person, it is also the motive of the re-orientation to gain learnings and insights in dealing with various issues and concerns, good practices and traditional belief involved in quality assurance and quality control system. Generally, it is the expectation of this activity that at the end, the participants could learn to appreciate the importance of the quality assurance and quality control as well that they could identify the key functions of the responsible personnel or parties who are involve in the construction supervision. In as much as QA/QC is concerned, it is also expected that personnel acquired skills in the preparation of the documents needed while application of the system is strictly followed and observed in all projects implementation. Though the activity is using the online platform, the resource person applies, discussion and sharing of experiences, question and answer as well as open forum. At the end of the activity there was a short quiz given to assess the participant quality of knowledge gained.

164 Annual Report 2021 Business-Friendly and Competitive LGUs Roll-out on the Utilization of Business Permit and Licensing System (BPLS) and Building Permit and Certificate of Occupancy (BPCO) Online Monitoring System In continuing our commitment to the Ease of Doing Business (EODB), the DILG, through the Information Systems and Technology Management Service (ISTMS) developed an online monitoring system to systematically validate the compliance of local government units (LGUs) to the streamlining initiatives of the government, particularly on the DILG-DTI-DICT Joint Memorandum Circular (JMC) 2016-01 and ARTA-DTI-DILG-DICT JMC No. 1, series of 2021. To capacitate concerned personnel on the use of the online monitoring system, LGOO II Jed B. Ighot, the Provincial EODB Focal Person, Building Officials, and the DILG Field Officers of LGUs Calape, Carmen, Jagna, Loon, Tagbilaran City, Talibon, Trinidad, Tubigon, and Ubay attended the Roll-out on the Utilization of BPCO Online Monitoring System last November 4, 2021, via Cisco Webex online platform. Moreover, on November 5, 2021, LGOO II Jed B. Ighot, the Provincial EODB Focal Person, all LGU Business Permit and Licensing Officers (BPLO), and the DILG Field Officers of the province of Bohol attended the Roll-out on the Utilization of BPLS Online Monitoring System via Cisco Webex online platform. Training on the Electronic Business Permit and Licensing System (eBPLS) The Department of the Interior and Local Government (DILG), together with the Department of Information and Communications Technology (DICT) conducted a Training on the Electronic Business Permit and Licensing System (eBPLS) for LGUs on June 21 to 25, 2021. The 5-day training was participated by Municipal Treasurers, Business Permit and Licensing Officers (BPLOs), and IT Officers of five (5) LGUs in Bohol: Anda, Cortes, Getafe, Inabanga, and Jagna. With the eBPLS, LGUs can process and issue business permits to business registrants electronically. This is in compliance with Section 11 (c) of RA 11032 or otherwise known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”, which mandates LGUs to automate their business permit and licensing system. Online Capability Development Training for the CMCI Focal Persons DILG-Bohol partnered with DTI-Bohol to undertake an initiative to improve the ranking or scores of the municipalities in the Cities and Municipalities Competitiveness Index (CMCI). One of the activities identified was to conduct an online Capability Development Training for the CMCI Focal Persons in the LGUs. The activity was conducted last May 18, 2021, via Zoom and was aimed to capacitate and coach the CMCI Focal Persons on improving the LGU’s CMCI scores. PD Jerome G. Gonzales of DILG Bohol gave his message of support during the activity. CMCI is an annual ranking of Philippine cities and municipalities. It is measured based on five (5) competitiveness pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and introducing Innovation.


165 Annual Report 2021 Business-Friendly and Competitive LGUs Training of Trainer’s on Local Investments and Incentives Code (LIIC) Formulation/Review Pursuant to DILG Memorandum Circular No. 2020-167 entitled “Guidelines on Promoting Local Economic Development and Investment Promotion and Establishment of LEDIP Office/Unit in all Provinces, Cities, and Municipalities” and in partnership with the Bureau of Investment (BOI), a “Training of Trainer’s on Local Investments and Incentives Code (LIIC) Formulation/Review” was conducted last August 19, 2021, via Zoom. LGOO II Jed B. Ighot participated in the said training which was aimed to train regional focal persons and selected provincial focal persons on the formulation or review of LIIC of local governments. Review and Revision of the Bohol Investment Code of 2014 In preparation of Bohol’s economic recovery, Governor Arthur C. Yap issued a Memorandum creating a Technical Working Group (TWG) who will review and revisit the provisions of the Bohol Investment Code (BIC) of 2014 and recommend stipulations for revision. As member-agency, DILG Bohol, through the representation of LGOO II Jed B. Ighot, attended the initial meeting last February 15, 2021 at the SP Conference Hall of the Provincial Capitol Building. On March 1, the TWG conducted an Investment Promotion in the New Normal Planning Workshop in Modala Beach Resort to start off the revision process. It was followed by a series of workshops which helped the TWG to identify investment priority areas necessary for the revision of the BIC.


166 Annual Report 2021 Business-Friendly and Competitive LGUs On July 27, 2021, the Provincial Ordinance No. 2021-019 or the Bohol Economic Development and Investment Code in the New Normal was enacted. Business One-Stop Shop (BOSS) Coordination Meeting To intensify the continued promotion of building business-friendly LGUs, the Bohol Investment Promotion Center (BIPC) of the Provincial Government of Bohol spearheaded the Bohol Business One-Stop Shop (BOSS) Coordination Meeting with partner agencies on March 15, 2021 via Zoom. The activity was aimed to provide updates from the BOSS Caravan partners and to strengthen the convergence. DILG Bohol, through the representation of LGOO II Jed B. Ighot, participated in the said meeting. LGOO II Ighot oriented the participants on the DILG’s Dagyawan sa Barangay: Serbisyo Caravan and asked for their support on the said program. Membership to the Provincial Statistics Committee and Compilation of Provincial Product Accounts The Provincial Statistics Committee (PSC) was established under EO No. 20, series of 2021, issued by Governor Arthur C. Yap. The PSC serves as the policymaking body on statistical matters and as the venue for the discussion and resolution of statistical issues at the provincial level. As a member-agency of the PSC, the DILG Bohol, through the representation of LGOO VII Mardonio T. Roxas and LGOO II Jed B. Ighot attended the organizational meeting on March 24, 2021, via Google Meet. A quarterly meeting was conducted thereafter on April 21, August 11, and October 20, 2021. 167 Annual Report 2021 Business-Friendly and Competitive LGUs Members of the PSC were also invited to the Briefing/Workshop with Stakeholders towards the compilation of Provincial Product Accounts (PPA) in Central Visayas on March 29-30, 2021 via Zoom. It was followed by a Consultation Workshop with Stakeholders and Validation on the PPA Benchmark Estimates on September 21, 2021, via Zoom. PPA is one of the priority activities of the Philippine Statistics Authority (PSA). It is recognized as a more appropriate measure and assessment of the economic performance of the provinces. This is viewed as a means to strengthen the planning and decision-making of provincial policymakers and stakeholders in crafting more informed economic policies. Bohol Provincial Price Coordinating Council The Provincial Government of Bohol created and reactivated the Bohol Provincial Price Coordinating Council (PPCC) thru EO No. 19, series of 2020. The PPCC was created to monitor abnormal increases in the price of basic commodities, ensure that there will be no overpricing or price manipulation during emergency situations, and that appropriate price tagging or labeling is undertaken under existing laws. The membership was later expanded to include DILG Bohol, PNP, and NBI thru EO No. 43, series of 2021. The expanded Bohol Provincial Price Coordinating Council convened last August 12, 2021, at Reyna’s the Haven and Gardens, Tagbilaran City. Matters on setting the suggested retail price for pork and fish commodities and monitoring of city/municipal price coordinating councils were tackled. 170 Annual Report 2021 Strengthened Internal Organizational Capacity STRENGTHENING OF INTERNAL GOVERNANCE CORE FUNCTION PUBLIC RELATIONS TEAM In response to the call of the DILG 7 Regional Office encouraging SROs to launch their respective digital newsletters, the DILG Province of Bohol created the Public Relations Team, which is tasked to manage and build the Department’s presence online and with the local media. The organizational meeting was conducted on March 4, 2021, with Information Officer-designate LGOO II Lindsey Marie Vismanos discussing the functions of the team. An action planning followed thereafter to address immediate concerns such as the Women’s Month Celebration and Fire Safety and Prevention Month activities. A communication planning and skills training was conducted last October 21, 2021, facilitated by PIA Bohol Manager Rey Anthony Chiu. Aside from the Public Relations Team, Program Coordinators also attended the activity. 171 Annual Report 2021 Strengthened Internal Organizational Capacity DISIPLINA MUNA V 2.0 The BIDA ang May Disiplina: Solusyon sa COVID-19 campaign by DILG and DOH was launched on August 14, 2020, with the main goal of encouraging people’s participation in the battle against COVID-19 by living a life of discipline and earnestly practicing the minimum health standards set by health authorities. On March 26, 2021, the refocused Disiplina Muna campaign was virtually launched with the theme “Disiplinado sa Solusyon Kontra COVID”. The Department also encouraged all barangays to set up their own Disiplina Brigades to drive the core message of the campaign which is individual responsibility and discipline will stop the spread of COVID-19. STRENGTHENING OF LOCAL GOVERNANCE RESOURCE CENTER The Local Governance Resource Center (LGRC) of DILG – Bohol Province is established inside the mini-conference hall of the DILG Bohol Provincial Office. Reading materials are readily available to field officers and other clients who need additional knowledge on governance. Moreover, LGOO VI Eunice Anne C. Boniel participated in the 2021 Local Governance Regional Resource Center (LGRRC) Performance Assessment together with the Regional Team and external partner (Holy Name University) which was conducted on November 28, 2021, via Zoom. Such validation activity was conducted by the Local Government Academy (LGA). LGRRC VII was being assessed as a knowledge-centric organization in delivering relevant knowledge and services to promote excellence in local governance through the following criteria: 1) Enabling Environment, 2) Organizational Motivation, 3) Organizational Capacity through the Capacity Pillars, and 4) Performance. 172 Annual Report 2021 Strengthened Internal Organizational Capacity FINANCIAL & ADMINISTRATIVE MANAGEMENT ENHANCEMENT PROJECT DILG-Bohol had an initial coordination with the Government Procurement Policy Board (GPPB) in February 2021 for the scheduling of a seminar on procurement, however, due to the COVID-19 pandemic, the said seminar was not realized. All DILG-Bohol provincial office personnel were tasked to prepare their respective Project Management Plan (PPMP) for 2021 to be consolidated by the BAC Secretariat to generate the 2021 Annual Procurement Plan. As of December 2021, DILG-Bohol BAC successfully facilitated 19 small value procurements, particularly on the Lease of Venue and Food, and has conducted 16 meetings to deliberate quotations/bids. PLANNING/BUDGETING/OFFICE AND FIELD OPERATIONS ENHANCEMENT PROJECT In order to set priorities, strengthen operations, and ensure that personnel are working toward common goals, DILG-Bohol ensured the conduct of planning activities, conferences, and meetings. For the year 2021, DILG-Bohol conducted one (1) Strategic Planning on February 2021, six (6) Management Committee Meetings that served as an avenue for updating accomplishments and deliverables, and Twenty-Four (24) Bi-Monthly Conferences either virtually or face-to-face in order to regularly monitor the undertakings and accomplishments of field officers as well as to discuss vital concerns. SUPPORT FUNCTION HUMAN RESOURCE MANANGEMENT Recruitment/Selection & Placement The Provincial Human Resource Management, Selection and Promotions Board (HRMSPB) conducted the selection of new entrants for hiring and promotion of insiders through interview and the accomplishment of comparative assessment submitted to the personnel section of DILG VII for consideration of the Regional Selection and Promotion Board. For this year, the HRMSPB deliberated and indorsed comparative assessments to the Regional HRMSPB for the promotion of LGOOs V, VI, and VII positions. Among these were two (2) personnel promoted as LGOO VI, two (2) personnel for LGOO V and one (1) personnel for LGOO IV. The HRMSPB also conducted online interviews for Administrative Officer I, Information Officer I, and Engineer II applicants. Rehiring of Contact Tracers As a continuation to the services of the contact tracers (CTs), the Department was mandated to rehire one-third of the previously hired contact tracers under RA Republic Act No. 11519: An Act Extending the Availability of Appropriations Under Republic Act No. 11494, otherwise known as the “Bayanihan to Recover as One Act”. Around 15,000 contact tracers were rehired nationwide for a period of six (6) months, from February 8, 2021 to Aug 8, 2021. Region VII was allocated with 1,471 contact tracers and Bohol deployed the rehired 287 contact tracers as of February 18, 2021.


173 Annual Report 2021 Strengthened Internal Organizational Capacity The rehired CTs were assessed according to their performance as the basis for the renewal of their contract of service. As the CTs were rehired and their responsibilities were the same: conduct interviews, profiling, and perform an initial public health risk assessment of COVID-19 cases and their identified close contacts; refer the close contacts to isolation facilities; conduct enhanced contact tracing in collaboration with other agencies and private sector; conduct daily monitoring of close and general contacts for at least 14 days; and perform such other tasks relative to the COVID response, there was no need to conduct a reorientation. Moreover, an Advisory dated August 14, 2021 was signed by Secretary Eduardo M. Ano on the “Status and Recommendations on the Rehiring of DILG-Hired Contact Tracers for CY 2021 (2nd Semester)”. In line with this, Region VII was allocated 1,559 contact tracers of which 297 were allotted to Bohol. The contact tracers were all rehired and replacements were made for those who did not wish to be renewed following the guidelines that they should be from the previously hired contact tracers by the Department. All the rehired contact tracers were deployed as of September 1, 2021. Their contract would last until December 31, 2021. Strategic Performance Management System (SPMS) DILG-Bohol consistently implemented SPMS in accordance with the process as indicated in DILG Memorandum dated June 29, 2015. Office Performance Commitment and Review (OPCR) of DILG VII Regional Office were made as bases of the OPCR of the Provincial Director and which in turn were the bases of the Division Performance Commitment and Review (DPCR) of the Program Manager and Cluster Heads. The Individual Performance Commitment and Review (IPCR) of the field officers were drafted and then presented during conferences in the months of January and July for comments, clarifications and queries and then finalized for them to prepare and submit to their respective cluster heads. The recorded submission and compliance of the requirements and reports of the individual employees as prepared by the program coordinators were reflected in a spreadsheet based rating that was developed by Cluster Head Roxas for easy access of ratings on submission of reports. The final ratings were made as bases of ratings in the IPCRs especially for the field officers. LGOO II Joycelou R. Telmo led the signing of Contract of Service of the CTs


174 Annual Report 2021 Strengthened Internal Organizational Capacity CONDUCT OF SAFETY DRILLS/EXERCISES DILG Bohol caused the widest dissemination regarding the conduct of the simultaneous earthquake drills to all local government units in the province. DILG Bohol personnel also joined in the conduct of Simultaneous Earthquake Drill. This drill aims to raise awareness to the general public on what to do during the actual occurrence of an earthquake, to ensure the preparedness of the community in the event of a major earthquake and to take contingency plans of the government agencies in times of disaster. Further, DILG Bohol personnel attended a Fire Safety and Response Seminar on March 23, 2021. This seminar was held online via zoom with personnel from the Bureau of Fire Protection of Tagbilaran City as resource person. GENDER SENSITIVITY TRAINING Five DILG-Bohol personnel joined the Gender Sensitivity Training last July 29, 2021 via Cisco Webex. Pursuant to RA 9710 which requires all government employees to undergo training on Gender Sensitivity, the Department of the Interior and Local Government Region 7 conducted Gender Sensitivity Training (GST) to its employees who lack the said training. The one-day training covered various topics on Gender and Development. The following areas were discussed: the difference between gender and sex, gender division of labor/gender roles, manifestations of gender bias, roles of socializing institutions, legal mandates on GAD and gender mainstreaming. Gender Analysis Tools, its benefits and its applications were also discussed. A discussion on The Magna Carta of Women (RA 9710) was also conducted. Other laws that were elaborated in the training were Human Trafficking in the Philippines, R.A. 9208, “Anti-Trafficking in Persons Act of 2003” and Anti-Sexual Harassment Law.


175 Annual Report 2021 Strengthened Internal Organizational Capacity Provision of Ramps, Signage and Comfort Rooms for the Senior Citizens and Differently-Abled Persons at DILG Bohol Office Buildings, facilities and utilities for public use are required to be accessible to all its clients especially the senior citizens and differently-abled persons. In compliance to this, DILG-Bohol has provided ramps, signage and comfort rooms for these people. Pre-Retirement and Retirement Assistance For this year, DILG Bohol facilitates the retirement application of ADA IV Isidoro Caballo who is set to retire on January 2, 2022.

Submission of WFH Accomplishment Report All DILG-Bohol personnel are required to submit a WFH Accomplishment Report on a weekly basis. Online Calendar The DILG-Bohol Provincial Office was able to develop an Online Calendar that serves as a locator and information of personnel whereabouts and official businesses to attend to. This innovation greatly helped in the operation of the office.


177 Annual Report 2021 Strengthened Internal Organizational Capacity Online Logsheet of Communications In consideration of the bulk of communications received and released and to further improve and systemized the records management, DILG Bohol was able to develop an online recording of the incoming and outgoing communication through the Google Drive. This initiative helped the DILG Bohol Provincial Personnel track the communication flow and able to check if received communications are already given appropriate action and released communications are properly recorded.

181 Annual Report 2021 Strengthened Internal Organizational Capacity INTERNATIONAL ORGANIZATION FOR STANDARDIZATION (ISO) ACTIVITIES Executive Order No. 605 dated February 23, 2007 mandates all government agencies to adopt the ISO 9001 Quality Management System (QMS). It is a government-wide quality management program which intends to strengthen and improve the internal systems and procedures of the organization. This year, the Department has introduced and implemented the centralized Quality Management System (QMS) to provide effective technical and administrative services to promote excellence in local governance and enhance the service delivery of our Regional and Field Offices for the LGUs to become transparent, resilient, socially-protective and competitive. LGOO VI Mylove Flood was among the newly trained Internal Auditors of Region VII last September 6-7, 2021. Recently, an internal audit was done across all regions to validate the readiness and implementation of the DILG-wide QMS. Bids and Awards Committee (BAC) On May 18, 2021, a Pre-Bid Conference was held for the deliberation on the Procurement of Personal Protective Equipment (PPEs), Medicines, Disinfectant for the Replenishment of Personal Protective Equipment (PPEs), Medicines, Disinfectant Used by LGUs for DILG-Hired Contact Tracers in Bohol in 2020, through Emergency Procurement through Bayanihan2 to Recover Heal as One Act. The submission and opening of bids were held on May 19, 2021. As of November 8, 2021, the DILG-Bohol BAC has successfully facilitated eighty (86) small value procurements, eleven (11) Lease of Venue, five (5) Direct Contracting, thirteen (13) Shopping, and one (1) Public Bidding through Emergency Procurement. 182 Annual Report 2021 Strengthened Internal Organizational Capacity Conduct of Regular Inventory of Equipment, Supplies, Machineries and other Properties of the Office To ensure that machineries and other properties of the office are maintained, semestral inventory of equipment is done by designated property custodian ADA VI Uldarick Ladores. Acknowledgement Receipt for Equipment (ARE) is signed by the concerned recipient employee while Inventory Custodian Slip (ICS) is accomplished by personnel who are assigned office gadgets and other properties. In the event that equipment, gadget or other properties become unserviceable, these are stored in the bodega after proper recording. These unserviceable properties are disposed upon indorsement by the DILG VII Fiscal and Administrative Division and approval by the COA resident auditor. Other properties like office supplies are likewise managed through a monthly report of procurement and distribution of supplies handled by LGOO II Julie Mae P. Nombre. The distribution of supplies is based on the Project Procurement Management Plan or on request basis with corresponding recording of supplies balances. A report of procurement and distribution of supplies is prepared and submitted monthly to the DILG VII Regional Office. 2021 Sinulog Celebration DILG Bohol celebrated the annual Feast of the Sr. Sto. Niño on January 14, 2021. Due to restrictions on gatherings because of the COVID-19 pandemic, the activity was limited to the personnel of the Office of the Provincial Director.


183 Annual Report 2021 Strengthened Internal Organizational Capacity PhilSys Institutional Registration Section 2 of the Republic Act No. 11055 or the “Philippine Identification System Act” declares that it is the policy of the State to establish a single national identification system referred to as the Philippine Identification System or the “PhilSys” for all Filipino citizens and resident aliens of the Republic of the Philippines. In support of PhilSys, DILG Bohol partnered with the Philippine Statistics Authority (PSA) in the conduct of Institutional Registration last November 16, 2021, at the DILG Provincial Office. Through the activity, employees of DILG Bohol and their family members were able to avail of the registration. Compliance to COVID-19 Health Protocols Office Disinfection To protect its employees and clients from transmission of COVID-19 infection, DILG Bohol complies with the minimum health protocols set by the DOH. DILG Bohol coordinated with the City Disaster Risk Reduction and Management Office of Tagbilaran City for the regular disinfection of the office premises.


184 Annual Report 2021 Strengthened Internal Organizational Capacity StaySafe.PH StaySafe.PH is also used as the contact tracing tool for employees and visitors. Quarantine Facility The old office building located at Barangay Booy is also used as a quarantine facility for employees arriving from other provinces or those infected with COVID-19. DILG BOHOL EnPs PARTICIPATE IN TREE PLANTING ACTIVITY The members of the Philippine Institute of Environmental Planners – Bohol Chapter participated in the Tree Planting and Growing Activity of the Provincial Government of Bohol. The seventeen (17) DILG Bohol LGOOs who are also Registered Environmental Planners took part in the said activity on November 4, 2021 at Alburquerque Cluster Sanitary Landfill in Barangay Dangay, Alburquerque, Bohol. Seedlings were provided by the Bohol Environmental Management Office.
