101 Annual Report 2021 Socially-Protective LGUs SOCIALLY PROTECTIVE LGUs STRATEGIC PRIORITIES PROJECT IMPLEMENTATION STATUS OF DILG LOCALLY FUNDED PROJECTS True to our commitment to capacitate and nurture local government units for the benefit of the Filipino citizenry, our department pushed for projects which seek to equitably assist all LGUs in the delivery of basic services by providing financial subsidy to the LGUs for the implementation of their priority programs and projects. 1. SALINTUBIG Sagana at Ligtas na Tubig (SALINTUBIG) sa Lahat Project is one of the substantial development managed by DILG which is primarily intended for waterless municipalities and barangay nationwide. It is aimed to contribute to the attainment of the goal of providing potable water to the entire country and targets defined in the Sustainable Development Goals (SDG) for 2015 – 2030. • FY 2013 and 2015 SALINTUBIG PROJECTS For 2013 and 2015, municipalities of Batuan, Bilar, Dagohoy, Inabanga and Calape with the project cost of Php 29.5M were 100% completed. A total of 7,201 households benefited from the said projects. • FY 2016 SALINTUBIG PROJECTS For 2016, ten (10) municipalities in the province of Bohol under the Salintubig Program of the Department, nine (9) municipalities were completed and the remaining one (1) is still ongoing. The one (1) LGU already submitted a catch-up plan and affidavit of undertaking for the time extension. DILG-Bohol Engineers together with the concerned MLGOOs conducted on-site visits and project monitoring activities.

106 Annual Report 2021 Socially-Protective LGUs WORLD WATER DAY DILG Bohol celebrated World Water Day (WWD) on March 22, 2021, at the DILG Provincial Office, Dampas, Tagbilaran City, with the theme “Valuing Water.” All DILG Bohol Personnel also participated in the online celebration organized by the DILG Regional Office on March 26, 2021. The WWD, as declared by the United Nations, aims to bring to light the importance of universal access to water and sanitation, raise awareness of the general public about water crisis, and promote the protection and sustainable management of freshwater resources. The DILG, as an implementing agency of water projects under SALINTUBIG and Assistance to Municipalities (AM) programs, has been conducting activities supporting this event. BUB – PROVISION OF POTABLE WATER SUPPLY Apart from the Salintubig (Sagana at Ligtas na Tubig) sa Lahat Program, the Department also manages the Provision of Potable Water Supply Program with funding under the Bottom-Up Budgeting. MLGOOs of the province of Bohol with BUB water projects in FY 2014, 2015 and 2016 conducted monitoring and on-site validations together with the Municipal WATSAN Team and Regional and Provincial Project Development Management Units. MLGOOs of this province likewise played a vital role in the submission of required documents for the releases of the first tranche, its liquidation, the release of second tranche and the liquidation of completed projects. Being part of the monitoring, weekly and bi-monthly monitoring reports were also submitted by concerned Cluster LGOOs. For completed projects of more than a year, a Rapid Subproject Sustainability Assessment was conducted by the MLGOOs in their respective areas of responsibility, which was submitted to Central Office. FY 2014 To date, out of the total 65 sub-projects in FY 2014 from the 30 beneficiaries’ municipalities under Bottom-Up Budgeting (BUB) of the Department, 64 sub-project or 98.5% were already completed, while still 1.5% near completion. 107 Annual Report 2021 Socially-Protective LGUs FY 2015 Forty-two (42) LGUs in the province of Bohol including Tagbilaran City were prioritized in the provision of potable water supply projects under the Bottom-Up Budgeting (BUB) program of the Department. Of these municipalities and city, a total of 86 sub-projects were implemented which means that there are more than one water subprojects in some LGUs. This is so because there are still households in some barangays that do not have access to potable water supply. Out 86 subprojects, 98.83% are already completed and 1.17% are near completion. Figure 14. Status of FY 2015 BUB Project Implementation FY 2017 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO DISADVANTAGED MUNICIPALITIES (LGSF-ADM) DILG and DBM on a Joint Memorandum Circular issued the JMC No 2017-3 dated May 23, 2017, providing the Policy Guidelines and Procedures in the Implementation of the FY 2017 Local Government Support Fund-Assistance to Disadvantaged Municipalities (LGSF-ADM). The program covers the provision of a water supply system, local access roads, evacuation facilities, and small water impounding projects (SWIP). The 47 municipalities in Bohol were the recipients of the said project. Table XXV. Status of the ADM 2017 Project Implementation Of the 199 ADM projects, 197 projects or 98.99% were completed. The two Small Water Impounding Projects in Barangays Las Salinas Norte and Tangcasan Sur, all in Loay, Bohol were not feasible projects per validation report from DA-BWWM R7. The LGU returned the funds to the Bureau of Treasury. FY 2018 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSFAM) The 47 municipalities of the province are part of the total 1,373 municipalities that are covered by the FY 2018 Local Government Support Fund-Assistance to Municipalities (LGSF-AM) Program. The projects funded under this program were culled out from the Local Development Investment Plans (LDIPs) of municipalities. The program covers the following eligible projects:

Status of the AM 2018 Project Implementation After almost three years of implementation, 133 projects or 96.37% were already completed. Four (4) or 2.90% projects with unutilized funds were already reverted to BTr. A local access road project in the municipality of Baclayon was not implemented due to double funding. The LGU already returned the funds to the Bureau of Treasury in pursuant to DILG MC No. 2018-61.
110 Annual Report 2021 Socially-Protective LGUs FY 2019 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSFAM) DILG issued Memorandum Circular No 2019-71 dated May 20, 2019, for the Policy Guidelines and Procedures in the Implementation of the FY 2019 LGSF-AM Program. This program covers 1,373 municipalities. Almost similar to the provisions of the LGSF-AM 2018 Policy guidelines, the LGSFAM program will fund projects culled out from the LDIPs of the municipalities and shall be limited to: Local Access Roads, to include drainage system along existing roads, that are compliant with DPWH standards a. Local Bridges b. Potable Water System projects c. Evacuation Center and Disaster Risk Reduction-related equipment d. Small Water Impounding Projects e. Rain Water Catchment Facilities f. Sanitation and Health Facilities g. Municipal Drug Rehabilitation Facility The province of Bohol has 46 municipalities as beneficiaries of the program. These are the municipalities that passed both the governance and technical requirements. There are 82 FY 2019 LGSF-AM projects implemented in the province of Bohol. Out of the total, 77 or 93.90% are completed, 3.65% or 3 projects are ongoing, 2 or 2.43% projects were cancelled. Based on the guidelines, the projects should be completed by December 31, 2020, otherwise, the funds will be returned to the Bureau of Treasury. However, because of the COVID-19 pandemic, DILG and DBM have issued a Joint Memorandum No.5 dated October 30, 2020, wherein LGUs are given until December 31, 2021, to complete the projects provided that said funds are obligated, awarded, and ongoing before December 31, 2020.

Based on the guidelines, the projects should be completed by December 31, 2021, otherwise, the funds will be returned to the Bureau of Treasury. FY 2021 LGSF-FALGU 1. FY 2021 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSF-AM) Programs for Local Government Units contributing to the 10-point Socio-Economic Agenda are included in the GAA for FY 2021 under the Local Government Support Fund (LGSF). The programs are spearheaded by the Department of Budget and Management (DBM) being the Agency in charge of the evaluation of project funding requests and documentary requirements, as well as the release of funds for approved projects. Consistent with Special Provision No. 4 of the DILG-OSEC Budget, FY 2021 GAA, the DILG-OPDS is responsible for the monitoring and evaluation of the LGUs’ implementa-

Lantang, Valencia, Bohol 5,000,000.00 STRATEGIC PLANNING ON THE IMPLEMENTATION OF LOCALLY FUNDED PROJECTS ON FEBRUARY 8-9, 2021 The Department of the Interior and Local Government has been implementing locally-funded projects (LFPs) in the government units, which paved the way in improving the delivery of basic services of LGUs. To clarify and forge agreement on the on-time implementation and evaluation of these projects, the DILG Bohol conducted a Strategic Planning on the Implementation of Locally Funded Projects in the Province of Bohol last February 8-9, 2021. The strategic planning aimed to adhere to the Department’s mission of strengthening the capability of LGUs through facilitating smooth project implementation and monitoring. Through this activity, the team was able to set timelines, mechanisms, and agreements to address issues and concerns on the implementation of projects.
118 Annual Report 2021 Socially-Protective LGUs CONSULTATIVE MEETING ON THE IMPLEMENTATION OF LOCALLY-FUNDED PROJECTS Locally-funded projects (LFPs) under the Department of the Interior and Local Government (DILG) have been implemented in the local government units. These projects paved the way in improving the delivery of basic services of local government units. To review the province’s performance on the implementation of LFPs, a consultative meeting was conducted on November 15, 2021, at South Palms Resort Panglao. The activity aimed to provide updates on the implementation of LFPs and to identify areas for improvement and find strategies and mechanisms to address these gaps or challenges.
119 Annual Report 2021 Socially-Protective LGUs Re-Orientation on the Subaybayan System on March 25, 2021 DILG-Bohol conducted a Re-orientation on the Subaybayan System on March 25, 2021, at Modala Beach Resort. The activity aimed to re-orient the C/MLGOOs on the Subaybayan System and encode lacking LGU project data in the system. Subaybayan is an online application system that monitors the progress of the implementation of locally-funded projects. It provides real-time information on the physical and financial status of projects, information on the actual locations of projects through map overlays and dashboard graphical representations, and offers feedback mechanisms. CHILD-FRIENDLY LOCAL GOVERNANCE AUDIT (CFLGA) The CFLGA is a results-based assessment tool and an annual mandatory audit designed to gauge the level of performance of local government units (LGUs) insofar as implementing programs and instituting measures to uplift the welfare status of children. The audit also utilizes the Seal of Child-Friendly and Local Governance Knowledge Management System (SCFLG KMS) wherein data collected from the CFLGA data-capture forms will be encoded and scores are automatically generated. Every year, the LGUs are assessed based on set indicators (Survival, Development, Protection, Participation, and Governance). On June 3, 2021, members of the City, Municipal, and Provincial Inter-Agency Monitoring Task Force (IMTF) attended the Orientation on Seal of Child-Friendly and Local Gov- e rnance Knowledge Management System (SCFLG KMS). The audit process of the LGUs Inter-Agency Monitoring Task Force (IMTF) was conducted on June 10 - September 14, 2021, which involved data gathering and data validation. To plan on the provincial review and validation, the Provincial IMTF concurred
120 Annual Report 2021 Socially-Protective LGUs virtually on September 29, 2021. The PIMTF confirmed to the Regional IMTF the LGUs submission on November 8, 2021. LGUs that pass the CFLGA are conferred with the Seal of Child-Friendly Local Governance (SCFLG) by the CWC Board. The SCFLG is a requirement for both the Seal of Good Local Governance (SGLG) and the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC). CORE FUNCTION Project Monitoring Committee In compliance with the DILG Memorandum Circular No. 2019-188, the Provincial Government of Bohol and all 48 local government units issued an executive order on the organization or reconstitution of Sub-Regional Project Monitoring Committees (PMCs). Local PMCs shall monitor and evaluate programs and projects to include the following: 1. 121 Annual Report 2021 Socially-Protective LGUs MONITORING OF CONTRACTOR Pursuant to DILG MC No. 2018-30, all Local Government Units (LGUs) were directed to require the Contractors of local government projects to properly inform the public before the commencement of road projects. In addition, Local Chief Executives are further required to ensure compliance of contractors to safety and protection measures to include installation of proper warning signages placed 100 meters and 50, meters respectively, which shall include lights or reflectors during night time before any road or bridges constructions. Localization of the Magna Carta of Women The Philippine Framework Plan for Women describes gender-responsive governance as one that enhances the abilities of women and men to contribute to and benefit from development. Towards this end, legislations are crafted and passed to make governance gender-responsive. One of the legislative measures crafted is the Magna Carta of Women (MCW) which mandates non-discriminatory and pro-gender equality and equity measures to enable women’s participation in the formulation, implementation, and evaluation of policies, plans, and programs for national, regional, and local development. To localize the Magna Carta of Women, PCW-DILG-DBM-NEDA Joint Memorandum Circular 2013- 01 was issued in 2013 and amended through JMC 2016-1. There are institutional mechanisms to localize the Magna Carta of Women, namely: Reconstitution of the GAD Focal Point System (GFPS), GAD Planning and Budgeting, Establishment of the GAD Database, Enactment of the GAD Code and Monitoring, Evaluating the Magna Carta of Women Implementation and Mainstreaming GAD in Planning and Capacity Building on GAD to stakeholders. Implementation of these institutional mechanisms is monitored by the DILG in the semestral report on the Implementation of the Magna Carta of Women. 123 Annual Report 2021 Socially-Protective LGUs Dissemination of Regional MCC Resolutions to the City and Municipal LGUs in Bohol Additionally, DILG Bohol actively disseminates issuances and resolutions by the Regional Management and Coordinating Committee – Region 7 to the members of the Bohol Provincial Management and Coordinating Committee (PMCC) and all the City and Municipal Management and Coordinating Committees (C/M MCCs) in Bohol. Conduct of Regular City and/or Municipal MCC Meetings Across Bohol As monitored by a quarterly report on the Functionality of Provincial/City/Municipal Management and Coordinating Committees, a vast majority of the city and municipalities in the Province of Bohol were able to conduct regular quarterly MCC meetings during the first, second, and third quarters of the year 2021. It is expected that such regular meetings will continue to be conducted by the Provincial and City and Municipal MCCs in the coming quarter of 2021. Responsible Parenthood and Reproductive Health (RPRH) Law and HIV/AIDS Council Monitoring In May 2021, DILG Bohol joined the observance of the International AIDS Candlelight Memorial Day, with the theme “We Remember, We Take Action, We Live Beyond HIV.” Moreover, with our commitment to help address the human immunodeficiency virus (HIV) epidemic and break the stigma surrounding it, DILG Bohol continues to monitor the LGUs’ compliance with the Responsible Parenthood and Reproductive Health (RPRH) Law and the DILG MC 2017-85 "Guidelines in Achieving Desired Family Size through Accelerated and Sustained Reduction in Unmet Need for Modern Family Planning Method" through the submission of quarterly compliance monitoring reports. This report keeps a check on the organization, functionality, and implementation of PPAs of local AIDS councils at the city and municipal levels. For 2021, all 48 city and municipalities in the province have an organized local AIDS councils, however, the implementation of their PPAs on HIV prevention and control were significantly affected by the pandemic owing to the local health units’ resources being focused on COVID-19 response as well as on vaccination efforts. PERSONS WITH DISABILITY AFFAIRS OFFICES One way to uphold the right of PERSONS WITH DISABILITY is by giving them a platform to address their needs and concerns through the establishment of Person with Disability Affairs Offices (PDAOs) and appointing of Person With Disability Focal Persons (FPs) at the Local Government Units (LGUs) as provided for in Republic Act No. 10070 known as PDAO LAW. To ensure and strengthen LGU’s functionality and to properly cater to the needs of respective local persons with disabilities populace, the following policy compliance were placed: 1) Evaluate the functionality of PDAOs/FPs using the PDAO Functionality Assessment Form; 2) Conduct site inspection and meet with concerned officials/functionaries for feedbacking on the strengths and weaknesses of the PDAOs/FPs; 3) Discuss within the concerned LCEs on the outcome of the evaluation; 4) Come up with recommended actions; and 5) Submit accomplished PDAO Functionality Assessment Form duly signed by the C/MLGOO in printed copies to DILG Provincial Office. DILG Bohol echoed the necessity of the establishment and appointing of PDAOs / FPs in the 49 local government units including the City of Tagbilaran and the Bohol Pro-

COMPLIANCE TO RA 9344 The Local Government Units’ compliance to the provisions of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act (JJWA), is annually monitored through the Department through DILG Memorandum Circular No. 2012-62. Particularly, the following sections of the JJWA are checked: ə Section 15 (1% IRA Allocation for Local Council for the Protection of Children) ə Section 16 (appointment of Licensed Local Social Welfare and Development Officer) ə Section 18 (Development and Implementation of Local Comprehensive Juvenile Intervention Program) ə Section 49 (establishment of Youth Homes) The report serves as reference of the Executive Committee on Persons Deprived of Liberty, the Juvenile Justice, and Welfare Council, Government Agencies, NGOs, researchers, and planners in identifying the extent as well as the gaps in the implementation of RA 9344 and eventually come up with the plans for the full and effective implementation of the Act. As of December 2020, 33 LGUs have allocated 1% of the IRA for the LCPC, while 11 allocated more than 1%. Of the 48 LGUs, 38 have appointed LSWDOs, 28 with LCJIP, and 2 with established Youth Homes. Institutionalizing Gender Responsive Local Governance To ensure gender-responsive local governance, the DILG through the DILG Provincial GAD focal person and the C/MLGOOs provided technical assistance and facilitated the capacity-building activities of the local government units. Said capacity building activities are on Gender and Development (GAD) Planning and Budgeting, Orientation on GAD, and other related laws. LGOO VII Ma. Reina A. 125 Annual Report 2021 Socially-Protective LGUs LCAT-VAWC Functionality The Local Committees on Anti-Trafficking and VAWC (LCAT-VAWC) is a mechanism established to coordinate and monitor the implementation of Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003) and Republic Act No. 9262 (Anti-Violence Against Women and their Children Act of 2004). Considering the LCAT-VAWC’s role in combating Trafficking in Persons (TIP) and eliminating violence against women and their children, there is a need to assess the performance of the LCAT-VAWC for policy and capability of LGUs. DILG issued Memorandum Circular 2020-006 re: Guidelines in Monitoring the Functionality of LCATVAWC, which provides for the tool and guidelines in monitoring the functionality of LCAT-VAWC. The LCAT-VAWC functionality assessment was deferred in 2020 due to the threat of COVID-19 pandemic. However, this year with the country’s shift to a more relaxed community quarantine measures, the monitoring activities are resumed. This is contained in Central Office Advisory dated April 27, 2021. The LCAT-VAWC Functionality assessment in the province of Bohol started with the Orientation of the DILG Field Officers on the LCAT-VAWC Functionality Assessment particularly on the indicators, timeline, and mode of assessment on May 28, 2021. This was followed with the submission of documents by the C/ MCAT-VAWCs with the guidance of the DILG Field Officers on July 23, 2021. Meanwhile, Bohol Inter-agency Monitoring Team on the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) Functionality Assessment was organized and had its Organizational Meeting on August 5, 2021. This was followed with the Assessment of the C/MCAT-VAWCs from August 5-20, 2021 thru table evaluation. Onsite evaluation and validation were not conducted due to the rising cases of COVID-19. The IMT finalized the assessment results of all the LCAT-VAWCs of the 47 municipalities and the City of Tagbilaran on September 7, 2021, during its Meeting. The assessment had 2019 and 2020 as base years. In line with the IMT’s third function which is to discuss with the concerned city/municipal mayors the outcome of the assessment and provide recommended actions to address issues concerning the functionality of C/MCAT-VAWC, the IMT conducted a virtual forum for the feedbacking of the LCAT-VAWC Assessment results on September 17, 2021. Considering that the assessment results have to be validated by the Regional IMT, the Provincial IMT only provided the general observations/results of the LCAT-VAWC functionality assessment as well as the recommendations for the improvement of the C/MCAT-VAWC functionality, specifically on the compliance/adherence to the indicators. The virtual feedbacking to the 48 C/MCAT VAWCs headed by the Mayors was done by Ma. Reina A. Quilas, DILG GAD Focal Person, as IMT Chairperson with the members namely Ms. Donna Belle Mante - Rep Prov’l Social Welfare & Devt Office; Atty. Godwin B. Gamas – Assistant Prov’l Prosecutor, Ms. Fritzie Olaguir - Rep Prov’l Health Office; PEMS Melinda Basalo- Rep PNP Prov’l Office and Ms. Janice Sofia Talip – CSO Rep, ECPAT. Completing its functions, the IMT submitted the Assessment Results to the DILG Regional Office on September 20, 2021. 126 Annual Report 2021 Socially-Protective LGUs For 2019, out of the 48 C/MCAT-VAWCs, four or 8% have ideal level of functionality, 25 or 52% are mature, 18 or 38% are progressive and one was not assessed since there’s no Executive Order in 2019 reconstituting the MCAT-VAWC. Results of the 2020 LCAT-VAWC Functionality Assessment For 2020, of the 48 C/MCAT-VAWCs, two or 4% have an ideal level of functionality, 26 or 54% are mature, 19 or 39% are progressive and one was not assessed since there’s no Executive Order reconstituting the MCAT-VAWC. Due to the pandemic, many of these LCAT-VAWCs have not met. This is due to the preoccupation of the C/MLGUs of COVID 19 related activities and the health protocols associated with the quarantine classification. 127 Annual Report 2021 Socially-Protective LGUs Meanwhile, for the Provincial Committee on Anti-Trafficking and Violence Against Women and their Children (PCAT-VAWC), the initial assessment of the Regional IMT yielded an ideal level of functionality for both years 2019 and 2020. Barangay VAW Desk Section 12 D, Rule IV of the Rules and Regulations Implementing the Magna Carta of Women provides for the establishment of a VAW Desk in every barangay to ensure that violence against women cases are fully addressed in a gender-responsive manner. The VAW Desk is a facility that would address VAW cases in a gender-responsive manner, managed by a person designated by the punong barangay. It is situated within the premises of the barangay hall. In the absence of a barangay hall, the VAW Desk shall be established within the premises where the punong barangay holds office Considering the vital role of the VAW Desk, a tool was developed to assess VAW desk functionality. This was contained in DILG MC 2017-114. The functionality of the Barangay VAW Desk shall be assessed in the following areas: Establishment, Resources, Policies, Plans and Budget, and Accomplishment. 128 Annual Report 2021 Socially-Protective LGUs Violence Against Women and Children (VAW/C) Report In line with Republic Act 9262 or the Anti Violence Against Women and their Children (AVAWC) Act, the DILG is tasked to monitor the cases lodged at the barangay on VAWC and if the same are acted upon. But with the pandemic experienced starting last year, the AVAWC cases monitored was changed to Violence Against Women (VAW) and Violence Against Children (VAC) reports. An Advisory was issued in April 2020 directing all LGUs to ensure the functionality of the Barangay VAW Desk and the Barangay Council for the Protection of Children (BCPC). These local mechanisms perform crucial roles and functions in addressing possible cases of abuse among women and children. The DILG and the Council for the Welfare of Children also issued Circular 2020-001 to reiterate the roles of LGUs in reaching out to children including those in street situations, in need of special protection, at risk, and in conflict with the law during the community quarantine. LOCAL COUNCIL FOR THE PROTECTION OF CHILDREN (LCPC) As mandated by law to oversee the organization and functionality of the Local Council for the Protection of Children (LCPC), DILG-Bohol enjoins Local Chief Executives (LCEs) to organize and make functional the LCPCs, which shall take the lead in the integration and implementation of all children’s programs in their respective localities. Using the revised guidelines pursuant to DILG MC No. 2008- 126, Bohol field officers monitoring results show that majority of the LCPCs are functional with Mature and Ideal levels of functionality. The proportion of functional LCPCs to the total number of evaluated/monitored LCPCs is much higher. Evidently, statistic confirms that Bohol LGUs recognized the vital role of the LCPCs in promoting and safeguarding the rights of children as emphasized in various DILG Memorandum Circulars. In CY 2020, the Inter-Agency Management Task Force (IMTF) conducted the Table Assessment for the 2019 LCPC Functionality of the 47 Municipalities and 1 City of the Province of Bohol on March 9-20, 2020. The assessment was then halted due to restrictions caused by the pandemic. The initial results were published in last year’s annual report. The assessment resumed this year and there are 24 LGUs with Ideal Functionality, 21 Mature, and 3 Progressive. Functional LCPCs are those that meet regularly and have minutes of meetings, have an action plan, approved budget and submit an annual report on children. 129 Annual Report 2021 Socially-Protective LGUs BALIK PROBINSYA, BAGONG PAG-ASA PROGRAM Pursuant to Executive Order No. 114, series of 2020, the Balik Probinsya, Bagong Pag-Asa Program was created. This program is geared towards addressing Metro Manila’s congested urban areas by encouraging people, especially informal settlers to return to their home provinces. It aims to provide hope for a better future to Filipinos through equity in resources throughout the country that will boost countryside development. DILG Bohol, as a member agency of the Balik Probinsya, Bagong Pag-Asa program will be coordinating with the provincial government, the destination LGU, and other concerned offices/agencies to facilitate the arrival of the beneficiaries of the said program. On November 12, 2021, the first batch of Boholano families who benefited from the Balik Probinsya, Bagong Pag-Asa Program arrived at the Bohol-Panglao International Airport. Five families were able to avail of the financial support for transportation to Bohol and will be eligible to avail of the livelihood assistance and housing assistance program among others of the different national government agencies. Also, on November 25, 2021, LGOO II Roy Vincent A. Gaviola attended the symbolic turnover of cash assistance for the first batch of beneficiary families of the Balik Probinsya, Bagong Pag-Asa program which was facilitated by the DSWD.
131 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs OUTCOME 4: ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUs STRATEGIC PRIORITIES COVID-19 Operations Center Following the threat of the COVID-19 pandemic, the Department activated and established an Emergency Operations Center (EOC). The EOC is designated to undertake multi-stakeholder coordination, manage information, and mobilize resources in anticipation of and/or to support incident operations. For DILG Bohol, LGOO II Roy Vincent A. Gaviola was designated as head of the Emergency Operations Center (EOC) through Provincial Order No. 2020-52A. LGOO II Gaviola led all emergency operations, information gathering, dissemination, and coordination with local governments and other concerned stakeholders. Further, DILG Bohol coordinated with the City Disaster Risk Reduction and Management Office of Tagbilaran City for the regular disinfection of the office premises. Also, physical barriers were installed in the office cubicles to prevent the possible spread of COVID-19 and to protect the employees and clients visiting the office.

138 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs PROVISION OF TECHNICAL ASSISTANCE ON LOCAL CLIMATE CHANGE ACTION PLAN (LCCAP) / CLIMATE AND DISASTER RISK ASSESSMENT (CDRA) As a political unit, LGUs are mandated to exercise their inherent powers such as police power, as well as share with the National Government the responsibility in the management and maintenance of ecological balance in their respective territorial jurisdiction. Being a corporate body, every LGU is mandated to promote the general welfare among the inhabitants within its territorial jurisdiction through planning as an integral part of governance and rationalizing local planning to enhance each LGU’s capability. DILG MC No. 2014-135 provides for the guidelines on the Formulation of Local Climate Change Action Plan (LCCAP) for all the LGUs, invoking Section 14 of RA 9729 (Climate Change Act of 2009), as amended by RA 10174. The issuance reiterates that the LGUs shall be the frontline agencies in the formulation, planning, and implementation of climate change action plans in their respective areas consistent with the National Framework Strategy on Climate Change and National Climate Change Action Plan. Further, one of the essential components in the formulation of LCCAP is understanding the risk in all its dimensions (i.e., hazards, exposures, vulnerability) through climate and disaster risk assessments (CDRA). Such knowledge should be the basis of disaster risk reduction and management, as well as, climate change adaptation and mitigation strategies. The risk assessment forms an integral part in ensuring that all plans and programs of Local Government Units are scientific and evidence-based. 144 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs COVID-19 VACCINATION PROGRAM In line with the Memorandum Circular No. 2021-007 dated January 18, 2021 with the subject “Interim Preparatory Guidelines in the Implementation of the National Vaccination Program” and the Advisory released on January 19, 2021 entitled “Coordination Relative to the Procurement of Covid-19 Vaccines by Component Local Governments”, the DILG-Bohol has been monitoring the compliance, preparation and readiness of the Local Government Units with regards to the roll-out of vaccination activities to combat and resist the ill effects of Covid-19. DILG-Bohol has been ensuring that the Local Government Unit has created a Vaccination Operations Center, established Emergency and Hotline Numbers, formulated Vaccination Plans, prepared risk communication plans and conducted early vaccine communication, created a master list of human resources, identified vaccination sites, monitored vaccine wastage, acquired cold storage facilities, met logistical requirements, participated in trainings, prepared in mobilizing personnel and volunteers and lastly, conducted simulation exercises. The acquisition/procurement of Covid-19 Vaccines of LGUs was also monitored. 145 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs DISASTER RISK REDUCTION AND MANAGEMENT STATE OF LGU DISASTER PREPAREDNESS Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010, aims to uphold people’s constitutional rights by addressing the root causes of vulnerabilities to disasters, strengthening the country’s institutional mechanism for disaster risk reduction and management and building the resilience of local communities to disasters including climate change impacts. It also aims to develop, promote and implement a comprehensive National Disaster Risk Reduction and Management Plan (NDRRMP) that aims to strengthen the capacity of the National Government and LGUs, together with partner stakeholders, to build resilience of communities and to institutionalize arrangements and measures to reduce disaster risks, including projected climate risks and to enhance disaster preparedness and response capabilities at all levels. Pursuant to Republic Act No. 10121 (DRRM Act of 2010), Republic Act No. 9729 (Climate Change Act of 2009) and DILG’s Operation Listo through the LGU State of Preparedness Report which is submitted quarterly, LGUs conducted an inventory of their foundational administrative requirements. This is to assess and address the performance gaps, link gaps to policy or program interventions and monitor improvements on disaster preparedness. Table XXXVII. This outcome area requires the whole presence of key people to whom the program operations are entrusted with, that to some extent demands real-time outputs and actions as our DRRM works pervade disaster operations and emergencies. In 2021, to ensure the accomplishment of the DRRM-CCA deliverables, aside from the disaster monitoring works, quarterly DRRM-CCA Focal Persons Meeting has been attended by the DRRM Provincial Focal Person. Most of these meetings were conducted virtually due to COVID-19 pandemic. The meeting serves as a venue for leveling off of deliverables, threshing out issues and concerns in the implementation of PPAs, and coaching among the focal persons. Partnership meetings on Listong Pamilyang Pilipino: An initiative to strengthen the Disaster Preparedness of Households Listo or Operation Listo is a disaster preparedness program of the DILG and is DILG’s response to the continuing threats of natural disasters that confront LGUs. It seeks to highlight the importance of preparing for calamities, including typhoons.
147 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs Operation Listo provides sets of relevant interventions for disaster preparedness aimed to create an enabling environment for local government units to further develop their capacities towards mitigating the adverse impacts of disasters and climate change. These initiatives are offered in the form of skills-building, technical support, policies and training for all LGUs to be at the forefront of the community’s initiatives to adapt, mitigate risks, prepare and recover from disasters. One of the components of Operation Listo is the Listong Pamilyang Pilipino where the DILG partners with the Department of Social Welfare and Development (DSWD) in distributing “Gabay at Mapa”, a family guide to action before, during and after a disaster. It requires families to make a household plan determining their evacuation routes, family meeting points, and safe places in their home. Families are advised to prepare their e-Balde, or emergency balde, which contains essential items to be brought during evacuation, such as ready-to-eat food, three gallons of water, medicine, first-aid and hygiene kits, clothes, flashlights, and radios. As of the reporting period, no partnership meeting on Listong Pamilyang Pilipino was held due to the suspension of said program. POLICY ADVOCACY ON THE ORGANIZATION OF LDRRM OFFICE, UTILIZATION OF LDRRM FUND AND OTHER POLICY ISSUANCES Sec. 12 of Republic Act 10121 or the Disaster Risk Reduction and Management Act provides for the establishment of a Local Disaster Risk Reduction and Management Office (LDRRMO) in every province, city and municipality which shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction. The LDRRMO shall be under the office of the governor, city or municipal mayor and shall be composed of a DRRMO to be assisted by three (3) staff responsible for: (1) administration and training; (2) research and planning; and (3) operations and warning. To prescribe policies for the creation of the abovementioned office, JMC No. 2014-01 was issued laying down the guidelines specifically for the institutionalization of the four statutory DRRM positions in every province, city, and municipality. Being one of the priority programs of the department, all the 49 LGUs, to include the Province of Bohol, were conducted with advocacy activities and provided with technical assistance for them to substantially comply with the requirements of the law and the department issuance since 2011 up to the present. Table XXXVIII below shows that thirty-nine (39) LGUs, including the Province of Bohol, have a regular DRRMO. Table XXXVIII. 149 Annual Report 2021 Environment Protective, Disaster Resilient, and Climate Change Adaptive LGUs Disaster Online Reporting and Monitoring System (DORMS) The DILG as Vice Chair for Disaster Preparedness stood at the forefront, mobilizing its personnel and resources in the maintenance of peace and order and public safety through real time monitoring of disasters. To respond to these calamities, the Department has provided support and assistance to typhoon-affected areas wherein all its DILG Regional Offices (ROs) and Provincial Offices (POs) were instructed to activate their Disaster Online Reporting and Monitoring System (DORMS) to generate reliable, accurate, and timely information about disasters. DILG also directed the affected LGUs to heighten their disaster preparedness by monitoring all PAGASA weather advisories, bulletins, and other online weather-related platforms such as Geohazard Web Portal, among others. Likewise, LGUs are also advised to prepare for the implementation of pre-emptive protocols, if necessary, especially in areas within the storm surge warning or probable massive flash flooding. The Department is one with the AILTF’s drive to protect the ecosystem and preserve biodiversity. Along with other National Government Agencies and Bureaus, the Department is very well represented in the AILTF’s programs and activities. Among these programs and activities is the conduct of quarterly meetings to report the Task Force’s accomplishments and discuss future plans and strategy to further strengthen the AILTF’s advocacy.
