Their complaints were related to the katarungang pambarangay procedure, the leave of absence of barangay officials, and authority of the punong barangay on the implementation of barangay ordinances. Legal opinions, advices and clarifications were provided by this level to field officers on their urgent queries via telephone and cellphone calls. As directed by DILG VII Regional Director Rene K. Burdeos, PD Maria Loisella E. Lucino served a total of nine (9) suspension orders. Compliance reports and affidavits of service were executed by PD Lucino and timely submitted to the regional office. • Death Benefits. The reports from the field are also the basis of the DILG Provincial Office in updating the Barangay Official Database System (BODS). Innovation • Motor Vehicle Acquisition As presented in Table 12, this level processed and indorsed a total of seven (7) requests for authority to purchase motor vehicle to the Bureau of Local Government Supervision through the DILG VII Regional Office based on the LGUs compliance of requirements as provided under DILG Memorandum Circular Numbers 2014- 155 and 2015-52: Table 12. Requests for Authority to Purchase Motor Vehicle Legislative Tracking System This Office has developed its own Legislative Information System as an initiative purposely to provide assistance to the local sanggunians in the area of legislative management and information. This system is a software program designed to track, monitor and store communications, resolutions and ordinances and Sangguniang Barangay Ordinances from different barangays to be acted upon. The Legislative Information System has its prime function to store proposed and approved resolutioins/ordinances of the Sangguniang Bayan. It also automates the filtering of legislative enactments according to subject matter thus, avoiding the duplication of legislative measures. Finally, the System gauges actual performance of the Sangguniang Bayan and its individual members through statistics on session attendance; committee reports made; and number of resolutions and ordinances authored, sponsored and passed. The Provincial Election Monitoring Action Center (PEMAC) was established to render services on a 24-hour shift and shall receive election related incidents/reports from the C/MLGOOs/LGOO II-OIC who in turn will closely coordinate with the Election Officers and Chief of Police for election related incidents. The May 2016 National and Local election was generally peaceful and manageable. The election provides the following result. Table 13. The peace agreement was an initiative of the Bohol Provincial Police Office through the leadership of Provincial Director Col. Dennis Palo Agustin, the Commission on Elections, Department of Interior and Local Government, Local Government Units and the different motorcycle riding clubs in the province organized as BROD Riders. LGOO VI Redemcion G. Cag-ong read the text of the peace pact which highlighted the united effort in upholding the integrity of the election process by refusing to be parties to vote-buying, election violence, and any manner of corruption. Mayoralty candidate Engr. Eugene Ibarra and incumbent Clarin Mayor Allen Ray Piezas were given opportunities to speak. Both cited the authorities for initiating the activity and assured true and honest election in the town of Clarin. The activity was also graced with the presence of Governor Edgar M. Chatto, Election Officer Engr. Ian de Castro, and former NAPOLCOM Regional Director Atty. Bernardo Calibo. Through their music, singing police officers who took turn in rendering original and lively compositions entertained all the participants and encouraged them to be more vigilant and be wise voters in the upcoming election. The activity culminated with Kurambos “Boodle fight” which was shared and enjoyed by all.

The activity aims to orient key players of the Department in a move to shift the system of government from parliamentary to federalism; and the national thrusts of the current administration in sustaining peace and order to attain social development. Professor Clarita R. Carlos, Ph.D, Executive Director of Strat Search Foundation, Inc. and Atty. Raul Lambino were the resource speakers on Federalism. Asec Roosque B. Calacat presented the MASA MASID Program, while USEC Austere Panadero presented the ADM (Assistance to Disadvantaged Municipalities) Program – the new name for the Bottom-up Budgeting (BUB) starting 2017. Bohol Poll The Bohol Poll is the first locally-based initiative capable of conducting local public opinion polling, which is institutionalized by Holy Name University in Bohol. It is an annual monitoring activity on the sentiments of the Boholanos on social, economic, political issues of local and national concern. For the year in review, the Holy Name University for Research and Publications invited the Office to the Public Presentation of the results of the “Bohol Poll 2016” in which opinions of the Boholanos on various concerns. Through this encounter, a first-hand political data such as voter’s preferences for president, vice-president, governor, vice-governor and the district representatives were acquired by the Office.

Duterte’s agenda on governance and in support of the overarching goal to shift to a Federal form of government, the Department of the Interior and Local Government being the lead entity for this endeavor conducted a Regional Trainer’s Training on Federalism on November 12-13, 2016 at the Cebu Northwinds Hotel, Lahug, Cebu City. DILG Bohol team composed of the Provincial Director and LGOO VI Regina Gina Bastes and LGOO V Josie M. Montes as Focal Persons on Federalism attended the two-day activity. The summit is aimed to intensify public awareness and eventual support of the constituencies for the President’s agenda on Federalism. Customized Activity POPULARIZING BEST PRACTICES ON LOCAL GOVERNMENT AND DEVELOPMENT Governor Edgar M. Chatto of the Province of Bohol was chosen by the Local Government Academy to be featured in the first edition of the Social Development Leadership Casebank since he has exemplified exceptional leadership qualities especially in the area of Disaster and Risk Reduction Management and Climate Change Adaptive Governance. The LGA developed the Social Development Leadership Casebank entitled, FEDERALISM ADVOCATES HOLDS FORUM IN BOHOL The Constitutional Reformers to Federalism headed by Atty. Raul Lambino, lead convenor of PDU30- CORE in partnership with the PGBh and DILG, hold forum on federalism in Bohol on August 16, 2016 at the Bohol Cultural Center, Tagbilaran City. With the PDU30-CORE team composed of Atty. Raul Lambino, Atty. Emmanuel Tumanda, Atty. Mike Planas and Dennis Ancheta, the federalism forum kicks off the information and education campaign for the province attended by national government agencies, local officials, private sectors, civil society organization representatives and the academe. DILG-Bohol Provincial Director Ma. Loisella Lucino welcomed the participants and expressed support to the initiatives of informing and educating the people on federalism as the Department is tasked to take the lead in the IEC component of the said approach, which is believed to introduce real reforms and genuine change in the country for the good and benefit of its people.

Documentors coming from the LGA visited the Province of Bohol on November 16-18, 2016 and conducted the documentation activities. On the other hand, last September 7-8, 2016, the DILG Performance Challenge Fund (PCF) Management Team, in collaboration with the Public Affairs and Communication Services (PACS) identified the LGUs of Jagna and Loboc to be featured on its Coffee Table Book which will feature the implementations of the Jagna Calamay Integrated Development Project of Jagna, Bohol, and the Tourism Multi-Purpose Building of Loboc, Bohol. SULONG PILIPINAS LOCAL GOVERNANCE DIALOGUE In line with the initiatives of the current administration on intensifying the campaigns against illegal drugs, corruption and other forms of criminality in the country, the Department in partnership with the Union of Local Authorities of the Philippines (ULAP), conducted a series of consultation workshops entitled “Sulong Pilipinas: Local Governance Dialogues”. For Visayas and ARMM which belong to Cluster I, the workshop was conducted on September 20, 2016 at SMX Convention Center, Davao City. The dialogues serve as a venue for all the key leaders in the provinces to craft action plans to improve the peace and order situation in their respective areas as a prerequisite in promoting social development at the local level. Provincial Governor Edgar M. Chatto and 28 Municipal Mayors representing Bohol province, PNP Provincial Director Natividad, DILG Provincial Director Maria Loisella E. Lucino and Cluster head Redemcion G. Cag-ong attended the LGU Consultation Dialogue on Peace and Order and Social Development. A workshop on the listing of three (3) priority areas of LGUs in the next 3 years, its targets, strategies and the list of needs and issues identified by LGUs was actively participated by the participants, which was consolidated into Provincial Commitments and Needs and presented to the President. A Covenant Signing followed to support the President’s program on peace and order and social development. MASA MASID Program, PNP Anti-Illegal Drugs Campaign Plan “Double Barrel” among others were presented to the group. The activity was graced by President Rodrigo Duterte, which was concluded by a pictorial with the President after his long speech. DILG Provincial Directors served as facilitators assisted by a Clusterhead. FORMULATION OF ELA/CAPDEV Under the Component III of the NEO Program, all the Mayors together with their local functionaries attended a seminar workshop in crafting their Executive-Legislative Agenda of the newly elected local officials which included the formulation of the Capacity Development Agenda, while other LGUs opted to come up with a Comprehensive Development Plan with the inclusion of the Capacity Development Agenda. The seminar workshops in all LGUs were mostly facilitated by the DILG Field Officers.

It contains the long-term vision of the province, and identifies development goals, strategies, objectives/targets and corresponding PPAs which serve as primary inputs to provincial investment programming and subsequent budgeting and plan implementation. (JMC No. 1 s. 2007) The province of Bohol’s PDPFP covers the period 2010-2015. In 2015, activities leading to its updating were already started. One of the activities was the organization of the five (5) development sectors through an Executive Order issued by the Governor. The DILG is one of the agencies which is part of the Development Administration sector. After its organizations, meetings were called for the different sectors.

First activity was the 4th Devt Admin Sector TWG (DevAdSTWG) Meeting at Gov’s Mansion on Jan 21, 2016 where the identified issues and concerns of the agencies/offices belonging to the Dev Ad sector were presented. The activity was facilitated by the Provincial Planning and Development Office (PPDO) and was president by the sector head, Provincial Administrator Alfonso Damalerio II. It was followed with the conduct of the Provincial Development Council (PDC) Full Council Meeting on March 7, 2016 where the situationer of the five development sectors were presented. The situationer include the issues and concerns and analysis per sector. The PDC meeting also included inputs of the NEDA and Mr. Lutgardo Labad on the PDPFP and on the mainstreaming of Culture and Arts in the PDPFP. On June 13, 2016, an activity on the Mainstreaming of Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) in PDPFP was conducted. It was intended to provide inputs on the mainstreaming of DRR/CCA in PDPFP, specifically for the interventions identified to the different issues. On June 27, 2016, the development framework of the Development Administration sector which included the strategies and the programs and projects to be implemented. It is expected that before the year ends, the PDC endorsed PDPFP will be approved by the Sangguniang Panlalawigan and subsequently submitted to the National Economic and Development Authority (NEDA). Provincial Development Council (PDC) Executive Committee Meeting On January 14, 2016 the Provincial Development Council –Executive Committee (PDC-ExCom) chaired by the Honorable Governor Edgar M. Chatto invited all national government agencies to their meeting at Dagohoy Grand Ballroom, Bohol Tropics Resort, Tagbilaran City to apprised the council on the major development projects of the different NGAs. This is to ensure that such are aligned with the Province’s development agenda and would allow the PDC to take the necessary action that may require the council’s support and endorsement to the Regional Development Council (RDC) as well as to other national government agencies. In response to such invitation, LGOO VI Regina Gina G. Bastes together with LGOO V Jocelyn B. Bandala attended said meeting and presented the major priority development programs and projects of the department for CY 2017 under the five (5) outcome areas.

The DILG-BLDG requested assistance in gathering participants for half a day consultation which would be composed of MLGOOs, MPDCs and barangay captains who have been involved in the CBMS and BGPMS. The activity was aimed at enhancing community-managed information, communication, and monitoring systems as basis for PPA development and investment programming. On October 21, 2016 DILG Bohol hosted the half-day consultation with MLGOOs, MPDCs and 2 Punong Barangays of the municipalities of Alburquerque and Calape and was facilitated by Ms. Pam Gallares Oppus.

4 9 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments MAMAMAYANG AYAW SA ANOMALYA, MAMAMAYANG AYAW SA ILIGAL NA DROGA (MASA MASID) The MASA MASID Program of the DILG is a communitybased initiative that engage volunteers in the fight against c r i m i n a l i t y , corruption and illegal drugs. It intends to focus on three (3) major interventions: (1) Demand Reduction Strategy through Advocacy and Education Campaigns; (2) Demand and Supply Reduction through Information Gathering and Reporting; and (3) Community-Based Rehabilitation Program. In this program, the faith-based organizations and community volunteers will be engaged through the Expanded Ugnayan ng Barangay at Simbahan Technical Working Group (Expanded UBAS TWG). They will serve as social facilitator, in-charge in convening, organizing, training, and mobilizing the MASA MASID Team at the barangay level. As of October 2016, all forty-eight (48) Local Government Units by virtue of an Executive Order issued by the Local Chief Executive have created and organized its Expanded UBAS TWG. MASA MASID Program was launched in collaboration with the Provincial Government of Bohol on October 27 and 28, 2016 for D ‘One Cluster and M&M Cluster, respectively. The launching includes the Orientation of MASA MASID Program to the Expanded UBAS TWGs, Presentation of the Bohol Provincial Police Office Representative on the Update on the Status of Drug Affectation in Bohol and their Accomplishments vis-à-vis Targets of the Double Barrel Program; and the Presentation of the Provincial Health Office Representative on the Overview of the CommunityBased Treatment Program of the Department of Health (DOH). Action Planning and Recitation/Signing of Pledges of Commitment were also part of the activity. On-going creation and organization of MASA MASID Teams (MMTs) in the barangay level are being done by the Expanded UBAS TWGs led by the City/Municipal Local Government Operations Officers as chair of the technical working group. As of October 30, 2016, fifty-six (56) out of one thousand one hundred nine (1,109) barangays or 5% of the barangays have organized MMTs. SALINTUBIG To achieve the Millennium Development Goals (MDG), Salintubig (Sagana at Ligtas na Tubig) sa Lahat Program of the Department started in 2012, which was formerly managed by DOH in 2010. FY 2012 Seven (7) LGUs from the province of Bohol benefitted the program in 2012. These are the municipalities of Alburquerque, Baclayon, Balilihan, Calape, Danao, Garia-Hernandez and Sevilla. This is due to the problem on the water ramp pump in the case of Garcia-Hernandez and the rehabilitation of the main pipeline connecting the water source and the water intake in the case of Sevilla. An on-site validation on the functionality of these projects was conducted by the DILG-OPDS Social Infra sometime in the month of August. Activities such as actual interview, focused group discussion, on-site inspection were ably assisted by the provincial Project Development Management Unit, the Local Government Operations Officers assigned and the Municipal WATSAN Council. FY 2014 Another two (2) beneficiaries of the Salintubig projects in the province of the Bohol for the year 2014 were the municipalities of Batuan and Bilar with a funding of Php 2.5 M and Php 2M, respectively. At present, Batuan Water sub-project is nearly completion while the Bilar water sub-project has not yet started pending the approval of the excavation permit along the national highway from the Department of Public Works and Highways. Onsiteconstruction validations were ably assisted by the Provincial PDMU and the LGOOs concerned. 5 1 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments FY 2015 In FY 2015, three municipalities of Bohol namely Calape, Dagohoy and Inabanga benefitted the program with an amount of Php 4.5M, Php 5million and Php 8 million pesos, respectively under the waterless barangay and waterless municipality category. As of the latest reporting period, Dagohoy and Inabanga sub-projects are 35% and 80% on-going, which will benefit a total of 3,690 households more or less once completed and functional. In the case of LGU Calape, the 1st tranche will soon be released during the month of November. All documents required for the release were already submitted. Figure 12. Status of Implementation A validation for the request of change of location for the municipality of Calape with the MLGOO concerned and the WATSAN Council was conducted on October 26, 2016 by the Regional and Provincial PDMU in response to the directive issued in case there is a request for change of location of the water sub-project. The photos show that there is already a sufficient source of water in the beneficiary barangays originally identified. As to capacitating the people’s organization and WATSAN Council members in managing waterworks operation, the MPDC, Waterworks Supervisor, NGO representatives and a Barangay Secretary including the MLGOOs of Calape, Dagohoy and Inabanga attended the 5-day seminar-workshop on Community Organizing and Skills Enhancement for the Members of Municipal WATSAN Councils, CSOs, Water Users and BWSAS. Hopefully, waterworks operation will be effectively managed at the local level, with the inputs of the seminar.
Socially Protect i ve and Safe LGUs 5 2 Highlights of Accomplishments | 2016 Annual Report FY 2016 Again, funding assistance showered in the province of Bohol when ten of its municipalities qualified for the Salintubig program. These are the municipalities of Balilihan, Candijay, Clarin, Duero, Lila, Loboc, Loon, Inabanga, Sierra-Bullones under the waterless barangay category and Ubay for the waterless municipality. LGOOs of these municipal LGUs played an active part in facilitating and submission of required documents that include the Memorandum of Agreement, SB Resolution, Simplified Feasibility Study and other so that the first tranche which comprises 80% of the total funding will be released. On-site validations on the water source conducted by the Regional and Provincial PDMU were likely facilitated and coordinated by the MLGOOs of these municipalities. A total of 13 sub-projects will be implemented once the requirements on procurement will be completed. Six (6) municipalities were already released with the first tranche funding while the rest are still complying with the required documents. Meanwhile, LGU Inabanga has to wait for the approval of their request to transfer the location of the project to the barangay with high case of waterlessness and poverty incidence. A total of 13 sub-projects will be implemented once the requirements on procurement will be completed. Table 16. Status of Compliance to Requirements BUB – Provision of Potable Water Supply Aside from the Salintubig (Sagana at Ligtas na Tubig) sa Lahat Program), the Department manages the Provision of Potable Water Supply Program with funding under the Bottom-Up Budgeting (BUB). Provincial and Regional Project Development Management Unit (PDMU) conducted on-site construction validations to monitor the implementation of these sub-projects. These were ably assisted by LGOOs and WATSAN Council with BUB water projects in FY 2014 and 2015. For FY 2016, submission of required documents like the Memorandum of Agreement and the Simplified Feasibility Study (SFS), among others were ably assisted by the PDMU and LGOOs so that these funds will be obligated and first tranche will be released to the beneficiary LGUs. However, water source validation is also a pre-requisite to the fund release to determine the sufficiency of the water source for the targeted beneficiaries, which was likewise closely coordinated and participated by the Field Officers concerned. ‘ On the monitoring aspect, submission of weekly and bi-monthly monitoring reports was closely monitored by the Provincial Focal Person. These are already functional and have served the target beneficiaries; however six (6) of these completed sub-projects are not considered functional since it has to pass leak tests and that the municipality of Clarin sub-project operation is held pending after the LGU will get an approved water rights from the NWRB. The LGU has to rescind its MOA with the local Water District so that the water system will be directly managed by the LGU as an economic enterprise. Eleven sub-projects are on completion status, seven (7) sub-projects are on procurement process, another two (2) on the initial stage because of the insufficiency of the water source and one has to submit the required Program of Work. Comparison of Projects Completed in 2014 and 2015 FY 2015 Forty-one LGUs in the province of Bohol with a total of 68 sub-projects manifested their priority of providing potable water supply to their waterless constituents. Of these 68 sub-projects, 14 were already completed in nine (9) LGUs, 34 are with on-going construction, 12 to be started, four (4) for bidding, three (3) for preparation of Detailed Engineering Design and another one (San Isidro) in the process of submitting the required documents for fund obligation. Socially Protect i ve and Safe LGUs 5 4 Highlights of Accomplishments | 2016 Annual Report To ensure that project implementation is aligned to the standard engineering requirements and gain sustainability of the projects, monitoring and on-site construction validations including the posting of billboards were conducted by the Regional and Provincial PDMUs with the active participation of LGOOs. Submission of required documents (Cortes and San Isidro) to fast track the release and obligation of fund were facilitated and weekly/bi-monthly monitoring report submitted. To capacitate the technical team of the Municipal WATSAN Council, a seminar-workshop on Construction Supervision and Fund Management was participated in by the Municipal Engineers, MPDCs, Waterworks Supervisors and Accountants of 11 recipient municipalities of Bohol (Cortes, Dimiao, Loay, Getafe, Maribojoc, Sagbayan, Sikatuna, Trinidad, Valencia and Tagbilaran City) on September 27-29, 2016 in Cebu City. The activity was sponsored by DILG. FY 2016 To achieve the Millenium Development Goals (MDG) in 2016, twenty (20) LGUs of the Province of Bohol again prioritized the provision of potable water supply under the Bottom-Up Budgeting (BUB), with a total of 12 subprojects. During the year, concerned LGOOs worked hard in assisting their LGUs comply with the submission of documents required for fund obligation and fund release. Of the 20 LGU, eight (8) are still in the process of complying the lacking required documents, six (6) are still in the preparation of DED, two (2) are still on DED review , one (1) under procurement, one (1) waiting for fund release and two (2) to start with the project. As part of the technical assistance of the Department, an Orientation on Bottom-up Budgeting (BUB) for 2016 and the Preparation of Simplified Feasibility Study (SFS) was attended by Municipal Engineers, Municipal Planning and Development Officers, and the MLGOOs of the 20 LGUs on January 28-29, 2016 at Bohol Tropics Resort, Tagbilaran City to capacitate them on the preparation of technical documents. Socially Protect i ve and Safe LGUs 5 6 Highlights of Accomplishments | 2016 Annual Report Workshop on Human Rights-Based Community Organizing and Skills Enhancement The DILG OPDS conducted a Workshop on Human RightsBased Community Organizing and Skills Enhancement for the Members of Municipal WatSan Councils/Teams, CSOs, Water Users and Barangay and Sanitation Associations (BWSAs) using the Human Rights-Based Approach on September 19-22, 2016 at Cebu Northwinds Hotel, Salinas Drive, Lahug, Cebu City. In attendance are participants from the municipalities of Calape, Dagohoy and Inabanga composed of MLGOOs, ME representatives, Barangay officials and CSOs. As an output of the 4-day workshop, each municipality is required to prepare and present their Implementation Plan on HRBA Community Organizing and Development. BUB – LOCAL ACCESS PROJECTS For Bottom Up Budgeting (BUB) – Local Access Roads, only the municipalities of Maribojoc and Tubigon have accessed BUB funds in 2014. There are still four (4) sub-projects left unfinished as of October 25, 2016 out of the 15. This will be completed within this year. On-site construction validations were conducted and coordinated by the Provincial PDMU and LGOOs concerned. Figure 15. Status of Local Access Roads under 2014 BUB SEMINAR-WORKSHOP ON DETAILED ENGINEERING DESIGN (DED) IN THE IMPLEMENTATION OF LOCAL ROADS AND BRIDGES Capacitating local governments that will lead to a transparent, accountable, participative and effective LGUs is one of the key outcome areas of the Department. To capacitate technical persons in the LGUs in the preparation of Detailed Engineering Design (DED) for roads and bridges, MPDCs and Municipal Engineers of fifteen selected LGUs (Anda, Antequera, Calape, Catigbian, Clarin, Corella, Dagohoy, Dauis, Duero, Inabanga, Pres. CP Garcia, Sevilla, Sierra-Bullones, Sikatuna and Talibon) attended the five-day Seminar-Workshop
5 7 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments on Detailed Engineering Design (DED) held in Cebu City on September 12-16, 2016. Seminar Workshop on Construction Supervision and Fund Management This Seminar Workshop on Construction Supervision and Fund Management for BUB Water Program was intended for Municipal Engineers, Municipal Planning and Development Coordinators, Municipal Accountants and Municipal Water Works Supervisors of LGUs implementing waterworks projects funded under BUB. Personnel from RPDMU and DILG Provincial Field Offices involved in the monitoring of BUB Water Projects were also included. This was conducted on September 26-29, 2016, in Cebu Northwinds Hotel, Salinas Drive, Lahug, Cebu City. In-depth discussions on the matter were facilitated by the resource person, Engr. Petronio Muring, WATSAN Section Manager of the University of San Carlos – WRCFI. Item of Works in the construction that needs supervision were thoroughly deliberated, as well as the limitations that the project inspector shall observe in relation to the plans and specifications of the project. The Fund Management for the BUB-Water Program beneficiaries was given by Ms. Karen P. Reuyan, Regional Accountant of DILG VII. Ms. Reuyan cited the beneficiaries’ limitations on the fund utilization and mentioned as well on items that needs counterpart funds by the implementing partners. Liquidation of funds was highlighted by submitting it to the DILG Regional Office, either in print or by way of electronic documents and that the implementing partner shall submit to the DILG Regional Office the Statement of Receipts and Disbursements including copies of the supporting documents as evidence of the actual utilization of funds, if necessary, within 10 days after the end of each month. The SORD shall be duly signed by the Accountant, Treasurer and approved by the Local Chief Executive and stamped-received by the Local COA Auditor. ORIENTATION AND ROLL-OUT OF HARMONIZATION OF OPDS DATABASE SYSTEM (1-OPDS) FOR LOCALLY-FUNDED PROJECTS DILG is currently administering almost 18,000 subprojects of Locally-Funded Projects. To capture all the information needed for its monitoring and reporting close to the real time, DILG had conducted a roll-out of the system called 1-OPDS Apps to all C/MLGOOs on the Application of Computerized Database Management System as well as the installation of the same in the tablets/laptops of the field officers. On November 14, 2016, C/ MLGOOs of DILG-Bohol together with PDMU personnel attended the one-day activity at Bohol Tropics Resort, Tagbilaran City. OPDS personnel served as resource speaker during the activity wherein an actual data encoding using the system was conducted. CONSULTATION/DIALOGUE ON LOCALLY FUNDED PROJECTS Pursuant to the Department’s guidelines in the implementation of DILG Locally-funded projects, and as part of its monitoring scheme to fast track the implementation of the same, Consultation/Dialogues on Locally-funded projects were conducted by the regional DILG Offices. DILG locally funded projects include the Bohol Earthquake Assistance (BEA), Salintubig, BUB –Provision of Potable Water Supply, Local Access Roads and Other projects).
Socially Protect i ve and Safe LGUs 5 8 Highlights of Accomplishments | 2016 Annual Report The consultative-dialogues/consultative-conferences were conducted on May 31, June 1 and on August 30, 2016. The May 31 morning was attended by the MPDCs, Municipal Engineers and Municipal Accountants which emphasized the implementation of BEA and its fund management, discuss issues and concerns and the commitment of the local functionaries in fast tracking the execution of the projects. A separate consultation-dialogue for Municipal Mayors and Municipal Engineers was again conducted on the next day June 1, 2016 to update the newly-elected Municipal Mayors in the implementation of DILG locally funded projects. Issues and concerns were deliberated and explicitly answered. Similarly, consultative-dialogue for Municipal Engineers, MPDCs and MLGOOs were conducted in the afternoon of May 31 and June 1, for Cluster D’ONE and M&M Clusters, respectively at Belian Hotel, which focused on the implementation of Salintubig, BUB –Provision of Potable Water Supply, local access roads and other projects in the province of Bohol. This time, the MLGOOs presented the status of DILG-LFP projects in their respective municipalities. The activity ended up with a Commitment of the LGU functionaries in fast-tracking DILG-LFPs implementation. All these were attended by RD Burdeos, PDMU Chair LGOO VI Marithel Y. Oporto and of the Regional Project Development Management Unit (RPDMU). Innovation Consultation Meeting for the Local Government Operation Officers of Bohol on the Implementation of Locally Funded Projects Locally funded projects under the Department of the Interior and Local Government have been implemented in the local government units. In the province of Bohol, several projects are completed, while other projects are on-going and some are to be implemented. As an innovation of DILG-Bohol, DILG Provincial Personnel headed by the Provincial Director had conducted series of consultation meetings to fast track completion of locally funded projects under DILG. 6 1 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments Program Orientation/SFS /Project Proposal Preparation Workshop for BuB 2016 DILG Projects In FY 2016, there are two priority poverty reduction projects identified by the participating cities and municipalities in Bohol Province under the DILG BuB namely: Provision of Potable Water Supply and Evacuation Facility. To enable the target LGUs prepare their proposed water supply and evacuation projects in accordance with the policies, guidelines and standards set forth for the Program, DILG, through its Office of the Project Development Services (OPDS), conducted a Program Orientation and Workshop on Feasibility Study Preparation for the 28 recipient LGUs funded under FY 2016 BuB on January 28-29, 2016 at Bohol Tropics, Tagbilaran City. The 2-day activity was attended by the Municipal Planning and Development Coordinators (MPDCs), Municipal Engineers (MEs), Municipal Local Government Operations Officers (MLGOOs) from the 28 LGUs. SUPPORT TO BOTTOM UP BUDGETING (BUB) PROCESS Submission of the Revised LPRAP 2017 By 1st Qtr of 2016 after review and validation, the Regional Poverty Reduction Action Team (RPRAT) communicated to the Local Poverty Reduction Action Teams (LPRATs) the comments and corrections of their submitted Local Poverty Reduction Action Plans (LPRAPs) FY 2017. The DILG Bohol Field Officers are in the forefront of the LPRAP 2017 revision, and is instrumental for the timely submission of the Revised and Final LPRAP FY 2017 of all the 48 LGUs in Bohol together with the required Sanggunian Resolution adopting the list of priority projects. Innovation Provincial Coordination meeting on BuB The Bottom up Budgeting (BuB) program is now on its full implementation. However, current data shows a low accomplishment for BuB 2014 and BuB 2015. DILG Bohol is initiating opportunities to strengthen cooperation among provincial offices of the participating national government agencies of the BuB and thereby provide a forum to discuss about issues and problems experienced by the NGAs in their implementation of BuB projects and explore possible ways to address the gaps and bottlenecks. Coordination meetings were called by DILG Bohol Provincial Director Maria Loisella E. Lucino on July 19, 2016 and November 9, 2016 at Belian Hotel, Tagbilaran City. BuB Focal Persons were present during the said meetings and presented their status of implementation and also the perceived causes of delay/bottlenecks/issues and concerns in the implementation of their BuB projects with the action/s taken and recommendation/s.
Socially Protect i ve and Safe LGUs 6 2 Highlights of Accomplishments | 2016 Annual Report Provincial CSO Forum To achieve citizen’s participation in governance, a mechanism was introduced for public engagement in government processes and decision-making, from planning to implementation and monitoring thru the implementation of the Bottom-Up Budgeting Program. However, the CSO sector lacks a venue to regularly meet and discuss how to maximize this window of opportunity, further strengthen their ranks, come-up with a common agenda and improve their participation in governance. The Provincial CSO Forum aims to provide a setting for a broad group or network of CSOs that promotes good governance and increase awareness among CSOs on government programs that provide opportunity for CSO engagement and enhance their participation. DILG Bohol organized two (2) provincial fora, in March 17, 2016 for the 1st Qtr and June 27, 2016 for the 2nd Qtr. High turn-out of participants was observed on both occasions. 6 3 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments Innovation Status Report for LGSF 2015-2016 Projects Funds for BuB projects for FY 2015 and FY 2016 charged against the Local Government Support funds (LGSF) were released by DBM directly to the local government units concerned. Despite the direct release of funds, LPRAT were required to submit status update of project implementation to the Regional Project Management Team (RPMT) starting the 2nd Qtr of this year. Complete and timely submission of the quarterly LGSF 2015-2016 monitoring report of the 48 LGUs of Bohol was made possible through the effort of DILG Bohol Field Officers. Status Report for BuB-LGSF 2016 Projects (DILG monitored) DILG Memorandum dated February 15, 2016 provides for the procedures in the monitoring of the BuB LGSF 2016 Projects specifically Core Local Roads, Potable Water Supply and DRRM related subprojects (Evacuation Center, Flood Control, DRRM Rescue Equipment). This involves the submission of technical documents to the Regional PDMU for monitoring purposes as well as the monthly LGSF monitoring report. Bohol Province has a total of 98 BuB-LGSF 2016 (DILG monitored) projects in the 42 LGUs. Since the Field Officers are working closely with their respective LGUs in the project implementation, DILG Bohol was able to submit the provincial consolidated LGSF monthly report to the Regional PDMU even ahead of the regional deadline. Coordination Meeting with DSWD Municipal Links and MLGOOs for the BUB City/ Municipal CSO Forum With the expansion of the Bottom-up Budgeting (BuB) program down to the barangay level through the Barangay BuB, DILG-Bohol was preparing for the conduct of the BuB CSO Forum province-wide. A coordination meeting with DSWD Municipal Links and DILG Field Officers was made on March 22, 2016 at Bohol Tropics Resort, Tagbilaran City in order to work out the details and flow of activity that will be observed at the municipal level. Maria Loisella E. Lucino, DILG Bohol Provincial Director gave the welcome address and explained the objectives of the CSO Forum and its suggested flow of activity. Regional Coordinator Ms. Doris Obena presented the budgetary allocation, after which MLGOOs met with their respective Community Mobilizers for the scheduling of their CSO Forum.

In compliance with Joint Memorandum Circulars No. 6, 6-a,7 and 7-A, all implementing NGAs and participating LGUs shall submit quarterly reports of the status of their BuB project implementation through the OpenBuB Portal. DILG Bohol through the BuB Provincial Focal Person, LGOO V Jocelyn B. Bandala, who serves as a reporter, accessed the OpenBuB Portal on a scheduled period every quarter to input data and update status of DILG BuB 2014, 2015, 2016 including BuB LGSF 2016 (DILG monitored) projects as reflected in Table 21. ASSISTANCE TO DISADVANTAGED MUNICIPALITIES (ADM) PROGRAM Assistance to Disadvantaged Municipalities (ADM) Program covers all municipalities except ARMM and is consistent with the general policy to provide a “catch-up mechanism” that will assist municipal governments in increasing citizen’s access to basic facilities. This provides an allocation that will allow the LGUs to identify projects that will be funded by the national government through this program. All the 47 municipalities in Bohol were covered with the ADM Program. Despite the tight timeline, all covered LGUs were able to submit their project list. Through the program, the barangays are provided with some means for them to be able to implement projects on their own. Further, they will be taught how to go about following procurement law, following the budget law and regulations, and improving their governance at the barangay level. This is part of making good governance directly seen, felt and benefited by Filipinos in their communities. Guided by the provisions in JMC No. 8 “Policy Guidelines and Procedures in the Implementation of Barangay Bottom-Up Budgeting”, DILG Bohol activated its workforce to enable the accomplishment of the BBuB requirements as presented in table 22. Roll-out of Barangay Bottom Up Budgeting (BuB) The Local Government Academy (LGA) conducted a 2-day Orientation for the DILG Workforce entitled “Roll-out of BuB4Barangays to DILG Field Officers” on February 8-10, 2016 at Subic Bay Travelers Hotel, Subic Bay Freeport Zone, Olongapo City. The activity intends to unify the understanding and plan of action for the implementation of the BuB for Barangays Program of the Department personnel. DILG Bohol provincial director, field officers, cluster heads and program coordinators were among the participants. The activity was conducted in three (3) batches at JJs Seafood Village, TagbilaranCity. The concept and rationale of Barangay BuB was introduced while issues, concerns and clarifications raised were properly responded by the resource persons. Provincial Orientation on Bottom-Up Budgeting (BuB) for Barangay The regular BuB process excludes the direct participation of the barangay officials in the project identification. This time, through the BuB for Barangay, the barangays and citizens will now be involve in deciding what projects they need thereby promoting people’s participation and accountability in government. Considering that the Brgy BuB process is different from the regular BuB, there is a need for the various stakeholders involve, specially the assessors of the Brgy BuB Assessment tool, to be apprised of its mechanics, criteria and guidelines. Thus, DILG Bohol initiated the conduct of a provincial orientation on Barangay BuB. The activity that was held on February 19, 2016 at JJs Seafood, Tagbilaran City, was attended by the Municipal Planning and Development Coordinator (MPDC), Municipal Accountant (MA), Municipal Local Government Operations Officer (MLGOO) of the 48 LGUs of Bohol. LGOO V Jocelyn B. Bandala, BuB Provincial Focal Person discussed the concept, criteria and process of the Barangay BuB while LGOO VI Redemcion Cag-ong talked about the assessment tool. As a result of said orientation, a Consolidated Issues/Concerns/Suggestions was prepared and submitted to the DBM. Dialogue on BUB for Barangays and BDC Planning Workshop A city/municipal dialogue was conducted for the members of the Barangay Development Council to engage them in the discussion of the rationale, objectives, and mechanics of the Barangay
6 7 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments UGNAYAN NG BARANGAY AT SIMBAHAN (UBAS) The Ugnayan ng Barangay at Simbahan (UBAS) is a project of the department that encourages barangays to forge partnerships with interfaith organizations. It aims to pool resources and synchronize efforts in the advocacy of good governance through the mobilization of volunteers that would serve as watchdogs in the implementation of government programs and projects in the locality. This Office earnestly embraced the rationale and spirit of the program; thus, in order to effect its accomplishment, DILG Bohol Provincial Office, through its field officers, has endeavored to organize the 1,109 Barangay Action Teams (BATs) in the Province, which is composed of barangay official, representatives from the faith-based organization and civil society organization in the barangay. To further its purpose, through the organized Local Monitoring Teams (LMTs) under UBAS, all the LGUs were able to submit the monthly monitoring report of all the BUB projects that they were implementing. At present, the Province of Bohol has 1,075 BUB projects from FY 2014 to FY 2016 in which all of these were monitored by the members of the LMTs. COMPREHENSIVE LOCAL INTEGRATION PROGRAM (CLIP) The Comprehensive Local Integration Program (CLIP) seeks to contribute toward achieving the goal of permanent and peaceful closure of all armed conflicts with non-state armed groups. Through CLIP, former New People’s Army (NPA) rebels will be mainstreamed into productive citizens, capacities of LGUs and NGAs in the implementation and sustainability of the CLIP will be enhanced and all turned-in firearms will be compensated and remunerated. With DILG’s close coordination, the Bohol Comprehensive Local Integration Program (CLIP) Committee has been created by virtue of Executive Order No. 10, Series of 2014 dated January 15, 2014 and has been reorganized in consonance to JMC 2016-02, Revised Guidelines for the Implementation of the CLIP in 2016. The Bohol CLIP Committee has conducted meetings on June 15, 2016, September 26, 2016 and October 24, 2016. The resettlement sites for the former rebels in Tuburan, Ubay and Remedios, Danao were also visited to discuss issues and concerns to ensure the welfare of the FRs. As part of the Information Campaign on CLIP, flyers were developed in the Visayan Dialect and being distributed to the LGUs. BuB. Under the Barangay BuB, the capabilities of barangays to implement projects funded by the national government will take place already. This was followed by the BDC Planning Workshop for the formulation of a list of priority. The program is expected to aid barangays in better formulating poverty reduction action plans and monitoring the delivery of basic services in the communities. For DILG-Bohol, it has strategized on how to implement the program considering its deadline. A Provincial roll-out was conducted wherein the flow of the workshop was presented so as to have a uniform procedure once the filed officers will facilitate the workshop in the field. DILG Bohol in coordination with NBOO conducted an Orientation-Workshop on CLIP which included the salient points of JMC 2016-02, Revised Guidelines for the Implementation to the CLIP Bohol CLIP Committee members on June 15, 2016 at Bohol Tropics Resort, Tagbilaran City, Bohol. A workshop was then conducted for the formulation of the CLIP Implementation Plan for the Province of Bohol. As part of the activities identified in the CLIP Implementation Plan, a Study Visit is set on November 23-26, 2016 at Mati, Davao Oriental in order to observe and replicate how the CLIP is successfully implemented and proper operation of a halfway house. The processing for immediate assistance and livelihood assistance for one former rebel, Mr. Luciano P. Jamil, Jr., of Maitum, Catigbian, Bohol is on process as of the moment. 6 9 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments Training on CIMS cum LRPIS and Orientation-Seminar on CSPP-MEAL In support of the Comprehensive Local Integration Program (CLIP), the National Barangay Operations Office (NBOO) of DILG sponsored the conduct of the CLIP Information Management System (CIMS) cum Local Reintegration Program Information System (LRPIS) and Orientation- Seminar on the Conflict Sensitive and Peace Promoting, Monitoring, Evaluation, Accountability and Learning System (CSPP-MEAL) for DILG Provincial and City Directors of Region 7, Regional and Provincial/HUC CLIP Focal persons and Provincial and HUC Social Welfare and Development Officers on June 14, 2016 at Bohol Tropics Resort, Tagbilaran City. It aimed to walk-through the CIMS and LRPIS with the Regional CLIP Team, specifically on the step-by step procedures on how to use the system and assign official username and password to be able to access the system and to introduce the CSPP-MEAL for the Monitoring and Evaluation of the CLIP. DILG 7 Regional Director Rene K. Burdeos in his message hopes that the learnings for the day will be relevant to the implementation of the CLIP. The speakers from NBOO-DILG and OPAPP gave lectures and hands-on training on the interface of the system and the importance of the roles of the MSWDO and DILG specifically on the registration and processing of claims of former rebels. Customized Activity Kauban sa Reporma (Former Rebel) Engagement and Evaluation A Kauban sa Reporma (Former Rebel) Engagement and Evaluation was held at the Headquarters of the 302nd Infantry Brigade, Camp Rajah Sikatuna, Barangay Katipunan, Carmen, Bohol last September 13-14, 2016, headed by the Brigade Commander Col. Arnulfo C. Matanguihan. The two-day activity was conducted as to organize and capacitate all former NPA rebels in order for them to be a productive members of the mainstream society and become a third party advocates for peace and development in the province. LGOO V Niña Christine M. Ipong, DILG Bohol Focal Person on CLIP, gave an orientation to the Kauban sa Reporma (Former Rebels) on Comprehensive Local Integration Program on September 14, 2016 in the said engagement and evaluation. The activity was also attended by Mr. Gerry Guidaben, Provincial Chief of DOLE, who presented their programs, training, and livelihood assistance to all the former rebels. Socially Protect i ve and Safe LGUs 7 0 Highlights of Accomplishments | 2016 Annual Report Customized Activity COUNTRYSIDE DEVELOPMENT PROGRAM- PUROK POWER MOVEMENT (CDP-PPM) The Countryside Development Program-Purok Power Movement (CDP-PPM) is a holistic approach to the delivery of quality basic social and economic services to the constituents and a powerful tool for community mobilization and action. It is anchored on the belief that the human being is a person clothed with basic human rights and needs that include food and livelihood, health and sanitation, peace and security, and spirituality, among others. Guided by the principles of inclusive economic growth, the program was born from series of multi-stakeholder consultations where agencies both local and national, Civil Society Organizations (CSOs) have actively engaged themselves in providing inputs for peace and development building in Bohol. Teams of development workers called ProTeams, composed of Community Organizers from the Provincial Government, Peace and Development Teams from the Philippine Army, and Police Officers from the Bohol Provincial Police Office are organized whose members are deployed to the barangays and puroks to help strengthen the Purok network and mobilization. The said movement under the PPM Framework is a mechanism for people empowerment and participation in areas facing issues of poverty which affect socio-economic growth, peace and security. Throughout 2016, there has been various deployments of ProTeams in target barangays. The Special Sustainability Team has been deployed on January 12- March 31, 2016 in the 17 barangays of 14 municipalities. The Probe Team has been deployed on February 16-21, 2016 to the 6 barangays of Tubigon and Loon. On March 1- April 12, 2016, the Probe Team was also deployed covering 183 barangays in response to the report of the AFP of the reported CNN affected barangays in the province and on August 4-October 27, 2016 to the 10 barangays of Ubay, Dagohoy and Trinidad. The iProTeam has been deployed on August 4- October 27, 2016 to 6 barangays of Ubay of 4 municipalities. Lastly, the Special Sustainability Team was deployed on August 8- October 31, 2016 to 18 barangays in 11 municipalities. Handover and Oath Taking of SWC volunteers and Medical, Dental and Agri Caravan has been conducted in various barangays. DILG Bohol has been a strong partner in the implementation of the CDPPPM. As part of the Technical Working Group, Monitoring and Evaluation and Communications Committee, DILG does not only focus on the planning stage and M & E in coordination meetings, but also acts as an arm in capacity building of the members of the Prosperity Teams and the Purok Sectoral Working Committees. DILG also participates in the various activities of CDP-PPM.

The DILG facilitates the conduct of regular meetings, reminding the Local Chief Executives (LCEs) of the meeting, sending notices and acting as head secretariat during the P/C/MPOC meetings. During the PPOC Meeting, Current Peace and Order Updates which include the Criminality Situation Updates, Shooting Incidents, Operational Accomplishments, Significant Accomplishments, Peace and Order Assessment are reported by the PNP. The Task Group Kalinaw Report, a consolidated report on the updates and accomplishments in maintaining internal security of Philippine Army, Philippine National Police, Philippine Navy, Philippine Coast Guard, Provincial Government of Bohol and DILG is also delivered by the battalion commander of the Philippine Army. Updates from PDEA on the fight against illegal drugs are also reported. The National Bureau of Investigation also renders regular reports. Other reports from other Task Groups under Joint Task Force Dagon and issues are also shared by the other members of the council. The Provincial Peace and Order Council, chaired by Governor Edgar M. Chatto, have conducted monthly meetings with 10 resolutions passed. The Provincial Peace and Order and Public Safety Plan (POPSP) for CY 2016 was approved on February 18, 2016. Table 23. This was possible through the conduct of an OrientationWorkshop on Peace and Order on August 8, 2016 wherein all Local Chief Executives, Chiefs of Police, C/ MLGOOs were oriented on the functions of the Peace and Order Councils and its Secretariats, the Guidelines in the Formulation of the POPSP, the Utilization of the Confidential Fund and the Community and Service-Oriented Policing (CSOP). Aside from Municipal Peace and Order Councils, the DILG Field Officers also provided technical assistance for the organization and functionality of the Barangay Peace and Order Committees (BPOC). Customized Activity LGU Carmen conducts Joint MPOC & MADAC Meeting InSPIRED HEAT-IT Bohol Caravan Gov. Edgar Chatto leads government and private sectors services in Batuan, Bohol during the 24th HEAT-IT Bohol Caravan. The HEAT IT Bohol caravan is an articulation of the priority programs of the Chatto administration anchored on development pillars of health, education, agriculture, tourism, and information technology. The caravan has grown bigger since it began in 2010 in Carlos P. Garcia and has since benefitted 264,824 beneficiaries from 23 municipalities. The caravan is the largest single convergence of national government, provincial offices, and the private sector delivering services to constituents. The Provincial Government facilitates this one day service delivery program which offers a wide array of services to the people ranging from medical and dental, social, livelihood, technical assistance, agriculture initiatives, to educational services, among others. The DILG-Bohol, as one of the active partners of the Provincial Government, participated on the said caravan. Some of the DILG personnel from the Office of the Provincial Director and Field offices joined the event as they provided legal opinion and advice to the clients.
7 3 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments Customized Activity Customized Activity PPOC Review of 2015 Peace and Order/Safety Plan (PO/SP) and Formulation of 2016 Integrated Area/Community Public Safety Plan (IA/CPSP) Workshop The DILG, being the secretariat of the PPOC facilitated the conduct of a 2-day PPOC Review of 2015 Peace and Order/ Safety Plan (PO/SP) and Formulation of 2016 Integrated Area/Community Public Safety Plan (IA/ CPSP) Workshop on February 2-3, 2016 at JJ’s Seafoods Village, Tagbilaran City. The activity designed to help the PPOC in coming up with a comprehensive plan that will guide the PPOC and the PGBh. It was attended by the members of the Provincial Peace and Order Council. The conduct of the activity ensured that that players in each area of concern was part of identifying different interventions the council will undertake for this year. It was identified in order for the province to sustain and maintain the peace and order. PEACE AND ORDER PUBLIC SAFETY PLAN (POPSP) PLANNING WORKSHOP Pursuant to DILG MC No. 2015-128, “Guidelines on the Formulation of Peace and Order and Public Safety Plan (POPS Plan)”, Every Provincial, City and Municipal POC and Barangay Peace and Order Committee shall formulate a 3-year, term-based, Peace and Order and Public Safety Plan (POPS Plan), which shall be incorporated in the Comprehensive Development Plan or the Executive-Legislative Agenda of the Local Government Unit. DILG Bohol ensured the formulation of the Peace and Order and Public Safety Plan for CY 2017-2019 of the Province of Bohol by facilitating a POPSP Planning Workshop on October 5, 2016 at JJ’s Seafood Village, Tagbilaran City. The Technical Working Group of the Peace and Order Council of Bohol was oriented and then participated in the series of workshops to come up with the POPSP 2017-2019. Planning workshops were also conducted in the respective city and municipalities.
Socially Protect i ve and Safe LGUs 7 4 Highlights of Accomplishments | 2016 Annual Report I Innovation POPs Roll Out Field officers of DILG-Bohol were oriented on the DILG MC No. 2015-128, Guidelines on the Formulation of the Peace and Order Public safety Plan held last August 8, 2016 at JJs Seafood Village, Tagbilaran City. As a result of the orientation, Field Officers were required to facilitate the formulation of the POPs Plan for CY 2017-2019 in their respective local government units. Hence, DILG Bohol made it a point to come up with a customized and uniformed presentation material so as to have ease during the workshop facilitation in the field. JOINT TASK FORCE UNDER THE PROVINCIAL PEACE AND ORDER COUNCIL The Provincial Peace and Order Council (PPOC) has identified the need to intensify the peace and security of the Province, as well as its economic development. The creation of Joint Task Force serves as an effective community-based crime prevention monitoring and coordinating mechanism in eliminating all forms of criminalities and illegal activities in the province including the strengthening of DRRM programs. The Task Force is expected to strengthen coordination and collaboration of efforts among national and local government agency-members in the conduct of joint operations. The Joint Task Force under the PPOC was then created through Executive Order No. 1, Series of 2016 “Creating the Bohol Joint Task Force Dagon” on February 18, 2016 during the PPOC meeting at Reyna’s, the Haven and Gardens. It was later amended through an Executive Order No. 2, Series of 2016, “Amending Sections 2 and 4 of Executive Order No.1, Series of 2016, RE: Creating the Bohol Joint Task Force Dagon”. The Joint Task Force is then divided into Task Groups that would look into Disaster Response, Anti-Criminality, Environmental Protection, Internal Security, Anti-Illegal Drugs, Anti-Smuggling, Maritime Security, Traffic and Tourism Security. At present, each task group calls for meetings as the need arises, while Task Group Kalinaw, with DILG as lead agency, conducts monthly meetings. DILG Bohol, as secretariat to the PPOC has facilitated the conduct of meetings and workshops for the creation and operationalization of the Joint Task Force Dagon. 7 5 Socially Protect i ve and Safe LGUs Annual Report 2016 | Highlights of Accomplishments Customized Activity Customized Activity CONDUCT OF MEETINGS OF THE SPECIAL ACTIONS COMMITTEE UNDER THE PROVINCIAL PEACE AND ORDER COUNCIL A Special Actions Committee under the PPOC was created to ensure that urgent concerns and upcoming events brought up during the PPOC Meetings will be focused on. The membership includes the Provincial Administrator, SEEM Cluster Coordinator, DILG Provincial Director, PNP Provincial Director and the AFP Brigade Commander. Issues ranging from the establishment of drug education and counseling centers, reports on possible presence of armed groups, congestion of jails and preparation for special events were discussed during the meetings. The meetings of the SAC are conducted as the need arises upon the call of Governor Edgar M. Chatto, the Chairman of the PPOC. DILG BOHOL JOINS THE PROVINCIAL DAY OF PEACE DILG Bohol joins the celebration of the provincial day of peace. This is in commemoration of the declaration of the province as “Insurgency-Free Bohol” six years ago. February 11 was declared as a Provincial day of peace through Resolution 2014-005 passed by the Sangguniang Panlalawigan in order to put value on peace, order and humanity. Various activities were lined-up for the day. It was kicked-off with a walk/run for peace and development at CPG sports complex to Plaza Rizal at 4am. A holy mass was celebrated at St. Joseph Cathedral attended by Bohol provincial leaders and stakeholders. A motorcade from Sandugo monument and a parade from plaza rizal to CPG sports complex started simultaneously at 3pm. One of the highlights of the 1-day activity was the commemorative program at the CPG sports complex. The program was the gathering of the provincial leaders, national/ provincial/ city government officials and employees, PNP, BFP and AFP. The program with a theme “Kahiusahan, Kalinaw ug kalambuan” featured messages of peace though speeches, contest and presentations. The event was also graced by hundreds of students and teachers from high schools and state university in the city who were also made to do an impromptu songs and yells that added life to the event. The Boholanos ended the activity through a candle lighting forming a human peace sign simultaneous with the releasing of doves and the mass singing of “Let there be Peace”. Socially Protect i ve and Safe LGUs 7 6 Highlights of Accomplishments | 2016 Annual Report STRENGTHENING LOCAL GOVERNMENT CAPACITY FOR SOCIAL PROTECTION AND BASIC SERVICES DELIVERY DILG-BOHOL CO-LEAD LGU TRAINING ON SOCIAL PROTECTION The Department of Social Welfare and Development (DSWD) 7, through the Planning Unit of the Policy and Plans Division in partnership with the National Economic and Development Authority (NEDA) and DILG, conducted three batches of Mainstreaming Social Protection Orientation on the Use of Social Protection Handbook on April 4-6 at St. Mark Hotel, Cebu City (first batch), October 4-6 at ALTA Bohol Garden Resort, Baclayon, Bohol (second batch) and November 8-11 at the same venue (third batch). The training further serves as technical assistance for the participating LGUs in meeting the standards for Social Protection (SP) which is a major component in Seal of Good Local Governance assessment. DILG-DSWD JMC No. 01, series of 2015 enjoins all LGUs to use the SP Handbook for local planning, budgeting, implementing, monitoring, and evaluating Social Protection Programs. LOCAL COUNCIL FOR THE PROTECTION OF CHILDREN (LCPC) The LCPC is an institutional mechanism that advocates child’s right, initiates interventions and monitors child programs in the locality. Bohol conducts annual assessment of LCPC Functionality in all LGUs using the revised guidelines pursuant to DILG MC No. 2008-126, looking at the three areas of Organization; Policies, Plans and Budget; and Accomplishment where level of functionality is categorized as Basic, Progressive, Mature and Ideal. This means that Bohol LGUs manifest a high level of functionality in terms of organizations, meetings, programs and projects. This year, the Department supports the country’s commitment to the United Nations Convention on the Rights of the Child (UNCRC) in pursuit of a Child-Friendly Philippines, thus took the lead in the implementation of the Child-Friendly Local Governance Audit (CFLGA) whose results shall be used in the conferment of the Seal of Child-Friendly Local Governance (SCFLG). Following the implementing guidelines stipulated in DILG MC No. 2014-80, DILG-Bohol has organized and mobilized Audit Teams at all level composed of representatives from DILG, DSWD, and DepEd. Customized Activity Customized Activity PROVINCIAL COUNCIL FOR THE WELFARE OF CHILDREN PLANNING WORKSHOP The Provincial Council for the Welfare of Children conducted a one-day Orientation and Planning Workshop on June 21, 2016 at Belian Hotel, Tagbilaran City. DILG-Bohol Provincial Focal on Children LGOO V Mary Ann Aparece-Verga discussed the Functionality of Local Council for the Protection of Children (LCPC) and provided updates on LGU Compliance to RA 9344 based on the regular reports submitted from the 48 LGUs through the City/Municipal Local Government Operations Officers. Presentation and critiquing of the workshop output followed containing proposed programs, projects and activities of the four major dimensions of the rights of the child: survival, development, protection and participation. BOHOL REACTIVATES ITS PCWC As mandated by law, DILG-Bohol oversees the reorganization and functionality of the PCWC that shall lead the implementation of children’s programs in the Province. Bohol CWC conducts quarterly meetings after it has been reconstituted through Executive Order No. 16, dated November 9, 2015. Socially Protect i ve and Safe LGUs 7 8 Highlights of Accomplishments | 2016 Annual Report VIGILANCE TO VOLUNTEERISM (V2V) The Vigilance to Volunteerism (V2V) Program of the DILG enlists the active participation of Civil Society Organizations (CSOs) in local governance. The program aims to improve the state of local governance through integrating CSOs in local government processes and enlisting their active participation in governance. LGUs are mandated to establish a Volunteer Citizenship Desk (VCD) with a designated VCD Officer upon issuance of an Executive Order. Volunteering activities of the LGUs include the following: Tree Planting, Coastal/Water Ways Clean-Up, Waste Segregation, Zumba Sessions, Barangay Clean-Up Drives, Sportsfests, Mangrove Planting, Feeding Program, Seedling Propagation, Giving of Bundle of Joy, Schools Clean-Up and Improvement through Brigada Eskwela and Masa Masid. Through the V2V PIPELOG program, the culture of volunteerism and community involvement is promoted among the NGOs and CSOs as partners of the LGUs in achieving sustainable development and better local governance. It is focused on stimulating NGOs and CSOs active engagement in local governance not just on local planning but also through research study, institutional capacity building of CSOs and LGUs, policy reforms, volunteerism programs and technical assistance, network building and performance evaluation and feedback. In the implementation of the program, updated mapping of the existing CSOs working with the LGU and strengthening of the Local Special Bodies through the CSO membership are among the benefits reaped. All the LGUs have submitted the functionality monitoring reports quarterly. INSTITUTIONALIZING GENDER RESPONSIVE LOCAL GOVERNANCE The Philippine Framework Plan for Women describes gender-responsive governance as one that enhances the abilities of women and men to contribute to and benefit from development. Towards this end, legislations are crafted and passed to make governance gender responsive. One of the legislative measures is the Magna Carta of Women (MCW) which mandates non-discriminatory and pro-gender equality and equity measures to enable women’s participation in the formulation, implementation, and evaluation of policies, plans, and programs for national, regional, and local development. In order to localize the Magna Carta of Women, PCW-DILG-DBM-NEDA Joint Memorandum Circular 2013-01 was issued in 2013 and amended through JMC 2016-1 this year. In line with the issuance of PCW-DILG-DBM-NEDA Joint Memorandum Circular 2016-01, a Roll Out was conducted at the DILG Regional Office on April 26, 2016 which was attended by Provincial/City Directors, Cluster Heads and GAD Focal Persons of DILG Region VII. PD Lucino, Cluster Heads Quilas, Cag-ong and LGOO V Bandala attended the said activity. During the Roll Out, the Amendments of JMC 2013-01 was discussed. Innovation Orientation/Roll Out of JMC 2016-01 On May 18, 2016, an Orientation/Roll Out of JMC 2016-01 to DILG Bohol’s Field Officers was conducted at the Bohol Tropics Resort. LGOO V Jocelyn Bandala discussed on the Institutional Mechanisms to Implement the Magna Carta of Women (MCW) to refresh the field officers on JMC

LGOO V Bandala and LGOO VI Quilas discussing during the Roll Out to DILG Bohol Field Officers on PCW-DILG-DBM-NEDA JMC 2016-01 Roll-Out on PCW-DILG-DBM-NEDA JMC 2016-01 To capacitate local functionaries on PCW-DILG-DBM-NEDA JMC 2016-01, an Orientation was conducted in two batches on July 5 & 7, 2016 at the JJ’s Seafood Village, Tagbilaran City. LGUs of the D’One cluster attended the 1st batch while the LGUs of the M & M cluster attended the 2nd batch of the activity. During the Orientation, LGOO VI Quilas refreshed the Budget Officers, Planning and Development Coordinators and Social Welfare Officers on PCW-DILG-DBM-NEDA JMC 2013-01 and stressed the amendments of JMC 2013-01 as provided in JMC 2016-1 issued on January 12, 2016. LGOO V Josie Montes acted as activity moderator. The activity ended with an action planning for the LGU functionaries to specify what date in the month of July, they are going to submit their 2017 GAD Plan and Budget accompanied by their 2015 GAD Accomplishment Report.
Socially Protect i ve and Safe LGUs 8 0 Highlights of Accomplishments | 2016 Annual Report Review on LGU GAD Plans and Budget In line with the DILG’s mandate of reviewing the GAD Plan and Budget, DILG GAD Focal Person facilitated the submission of the 2017 GAD Plan and Budget of the Bohol Provincial Government to the DILG Regional Office for review. Thus, GAD Focal Person Quilas acted as one of the Resource Speakers during the Seminar-Workshop for 2017 GAD Plan and Budget of the Bohol Provincial Government on February 16-17, 2016. Ms. Esther Espinosa, accredited PCW speaker was also one of the Resource Speakers. It is noteworthy to mention that DILG Bohol through LGOO VI Quilas reviewed the 2017 GAD Plan and Budget of the city and municipalities. While,C/ MLGOOs reviewed the 2017 GAD Plan and Budget of the barangays. DILG is also tasked to capacitate LGUs on GAD. Thus, LGOO VI Quilas and the MLGOOs responded to requests of different capacity building activities of the LGUs. Trainings responded by the DILG Provincial Office were in LGU Dauis on Feb. 23, 2016, in LGU San Miguel on February 3, 2016, in LGU Antequera on June 16 & 21, 2016 and in LGU Guindulman on August 2, 2016. Monitoring of LGU Compliance to Magna Carta of Women DILG Officers also monitor compliance of LGUs to the Magna Carta of Women, specifically on the Reconstitution of the GAD Focal Point System (GFPS), Submission of the 2017 GAD Plan and Budget, Submission of the 2015 GAD Accomplishment Report, Establishment of the GAD Database and Enactment of the GAD Code. But as to submission of the 2017 GAD Plan and Budget, only 34 LGUs submitted their GPB for review and only 36 have enacted their GAD Code. LCAT-VAWC The incidence of trafficking and violence against women and children is prevalent. Thus, the need to immediately address human trafficking and VAWC through the organization of the Inter-Agency Councils (IACs) for trafficking and VAWC as mandated in the Anti- Trafficking in Persons Act of 2003 and the Anti-Violence Against Women and their children (VAWC) Act of 2004.
