133 Strengthened Internal Organizationl Capacity Annual Report 2016 | Highlights of Accomplishments ENHANCED THE DEPARTMENT’S SYTEMS AND PROCESSES IN PLANNING, FINANCIAL MANAGEMENT, HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT, AND INFORMATION AND COMMUNICATIONS FOR PRODUCTIVITY IMPROVEMENT LOCAL GOVERNANCE RESOURCE CENTER The Local Governance Resource Center of the DILG-Bohol is currently used as the Bohol Earthquake Assistance (BEA) Office since DILG Bohol is monitoring and implementing a 2 billion BEA project. Despite being utilized as a BEA office, reading materials are readily available at the LGRC/BEA Office to field officers and clients who need additional knowledge on governance. CONVERGENCE INITIATIVES DILG Bohol actively engaged in programs and projects spearheaded and implemented by various Provincial and National Government Agencies. Realization of these programs and projects would not be possible without the technical expertise/assistance or supervision of varied Provincial Offices and NGAs thus, the need for collaboration among them. DILG participated in trainings, seminars, and other capability building activities or even meetings for the planning, implementation and monitoring of these programs and activities as shown in Table 37. 135 Strengthened Internal Organizationl Capacity Annual Report 2016 | Highlights of Accomplishments ABENA Heeding to capitol’s call for a cohesive development partnership, the ABENA was revived last July 2015 with the election of the new set of officers under the stewardship of DILG Provincial Director, Ma. Loisella E. Lucino. The Association of Bohol Executives of National Agencies (ABENA) is an effective tool for interaction among provincial managers of national agencies, especially on projects, programs and policies that can be most effectively carried out if coordinated. Moreover, the association is essential in the development framework of the province and the agencies considering its cohesive development partnership. From time to time, PD Wella Lucino convened the officers for a meeting to tackle issues concerning each agency. Strengthened Internal Organizationl Capacity 136 Highlights of Accomplishments | 2016 Annual Report ON-LINE APPLICATION/INFORMATION SYSTEMS DEVELOPED/ENHANCED AND OPERATIONALIZED PROGRAMS AND PROJECT MONITORING SYSTEM (PPMS) The Department of the Interior and Local Government created the Programs and Project Monitoring System (PPMS) to inform the Filipino people about the different projects under the department. It is an online web based application for monitoring and evaluating DILG Projects. This web based application improves the transparency and accountability of the programs and projects made within the department because the PPMS served also as an information hub of the project description, physical status and financial releases of each project. The DILG projects in the Bohol Province are the following: Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Grassroots Participatory Planning (GPP) Potable Water Supply Local Access and Local Government Unit (LGU) Infrastructure Special Local Road Fund (SLRF) Bohol Earthquake Assistance (BEA) Performance Challenge Fund (PCF) Considering the bulk of projects under BEA, DILG Bohol has the largest number of projects in the entire region whose information needs to be entered and updated in the system. DILG Bohol field officers labored and doubled their time in adding, updating, uploading, editing information and pictures in the PPMS that resulted in the high percentage of uploaded pictures. 137 Strengthened Internal Organizationl Capacity Annual Report 2016 | Highlights of Accomplishments DEVELOPMENT OF COMMUNICATION STRATEGY WEBSITE DEVELOPMENT AND MAINTENANCE When it comes to improving the delivery of services for citizens and maintaining transparency within government processes, this office seriously considers every tool it has in its proverbial belt –including the development of a website. Such technology solution helps DILG Bohol Provincial office to meet the ever-changing public atmosphere. The website of DILG-Bohol is able to quickly and effectively provide citizens, may it be in the private or public sector, with information, including the full disclosure reports and news updates of the office, programs and services and projects like the Bohol Earthquake Assistance (BEA) Fund. ANNUAL REPORT Strong linkages with local officials are fostered by furnishing copies of annual reports to the provincial government and municipalities through their respective LCEs. The cluster heads likewise provide copies of their annual reports to municipal mayors under their areas of responsibility. DILG-Bohol Legislative Tracking System In response to the need of the sanggunians to have an easy access of legislative measures and to determine the effectiveness or non-effectiveness of an enacted ordinance, DILG-Bohol through IT wizard Jacillo Orongan developed the 2016 DILG-Bohol Legislative Tracking System, a computer system that indicates the data on ordinance and resolution number, title, kind of ordinance, author, sponsor, status. As of November, 2016, the Sangguniang Bayan of Jagna and Dauis were oriented as regards the tool and the system was installed in the PC in the office of the Sangguniang Bayan secretary. Strengthened Internal Organizationl Capacity 138 Highlights of Accomplishments | 2016 Annual Report INSTITUTIONALIZATION OF HRM-RELATED ACTIVITIES/PROJECTS STRATEGIC PERFORMANCE MANAGEMENT SYSTEM (SPMS) SPMS is implemented in DILG-Bohol in accordance with the process as indicated in DILG Memorandum dated June 29, 2015. The Office Performance Commitment and Review (OPCR) of DILG VII Regional Office for the first and second semesters were made as bases of the OPCRs of Provincial Director Maria Loisella E. Lucino which in turn were the bases of the Division Performance Commitment and Review (DPCR) of the Program Manager and Cluster Heads. To save time and effort and for uniformity, the Individual Performance Commitment and Review (IPCR) of the field officers were drafted and then presented during conferences on the months of January and July for comments, reactions and questions and then finalized for them to prepare and submit to their respective cluster heads. The ratings in the accomplishments in the OPCR, DPCRs and IPCRs were based on the recorded submission and compliance of the requirements and reports of the individual employees. Program coordinators, other staff and administrative personnel were rated by the program manager. Field officers are rated by the program coordinators with the concurrence of the cluster heads based on their submission and compliance of required reports and activities. PD Lucino grades the cluster heads and program manager and the overall ratings reflected in the OPCR and the summary of ratings. Required SPMS forms are submitted to the Regional SPMS team in soft copies PDF format. As an innovation to ensure the smooth implementation of the SPMS, PD Lucino issued DILG-Bohol Memorandum dated July 28, 2016 to Cluster Heads, Program Coordinators and Field Officers to strictly adhere Radio Programs/Guesting Lively discussions about the latest and significant programs of the Department are aired over radio station DYTR via the regular slot with the Kapihan program of the Philippine Information AgencyBohol. Program Coordinators disseminated information and updates regarding their concerned programs with reactions and comments from radio listeners. LGOO V Josie M. PERSONNEL DEVELOPMENT PROGRAM Integrity Circle DILG-Bohol recognizes the importance of continually strengthening the Integrity Circle through the conduct of activities that further improve the camaraderie and teamwork of its personnel which are indispensable ingredients in the effectiveness of the operations in the office. DILG Bohol conducted its annual Integrity Circle convocation on June 11, 2016 at Boffo Resort at Sandingan Island, Loon, Bohol with the theme “Together We Can, Together We’ll Have Fun. PD Ma. Loisella E. Lucino formally welcomed the officers to the activity. Fun games, team building activities, were conducted to enhance the solidarity of the Clusters and of the DILG-Bohol team.

Program Coordinators are provided each with steel cabinets to safeguard and keep the files of their respective programs. The field officers are also enjoined to adopt the 5S system. The upkeep of their offices is Orientation of Newly Hired LGOOs Last July 11, 2016, the newly hired LGOO IIs, namely Karen Ann Beniga, Sarah Kristina Romanillos, and Joseph Ignatius Lustre were directed to attend the One-Day Orientation of DILG Programs for Newly Hired LGOOs at the DILG Provincial Office, Tagbilaran City. Cluster Heads and Program Coordinators took turns in discussing to them the programs of the department. Discussed during the orientation were the Admin concerns, BUB, FDP, CBM, PCF, POC, MMCC, Death Claim, Data Banking, SGLG, LGPMS, BGPMS, GAD, DRRM, BEA, PPOC, FDP, CBMS, BPLS, V2V, LCPC, Salintubig, PRMF, PCF, POC, MMCC, Death Claim, Data Banking, DILG Website, BPLS, V2V, LCPC, SGLG, LGPMS, BGPMS, GAD, DRRM, BEA, PPOC, Salintubig and Kalsada Program. FINANCIAL AND ADMINISTRATIVE MANAGEMENT ENHANCEMENT PROJECT Conduct OF Regular Inventory of Equipment, Supplies, Machineries and other properties of the office To ensure that machineries and other properties of the office are taken-cared of, semestral inventory of equipment is done by designated property custodian Uldarick Ladores. Acknowledgement Receipt for Equipment (ARE) is signed by the concerned recipient employee while Inventory Custodian Slip (ICS) are accomplished by personnel who are assigned with office gadgets and other properties. In the event that equipment, gadget or other properties become unserviceable, these are stored in the bodega after proper recording. These unserviceable properties are disposed upon indorsement by the DILG 7 Fiscal and Administrative Division and approval by the COA resident auditor. Other properties like office supplies are likewise managed through the monthly updated report of procurement and distribution of supplies handled by Administrative Aide Julie Mae Nombre. Distribution of office supplies is based on the Project Procurement Management Plan or on request basis with corresponding recording of supplies balances. Report of procurement and distribution of supplies is prepared and submitted monthly to the DILG VII Regional Office. Seminar Workshop on the Use of Agency Procurement Compliance Performance Indicators (APCPI) A seminar workshop on the use of Agency Procurement Compliance Performance Indicators (APCPI) was conducted in coordination with the Government Procurement Policy Board (GPBB) in December 2015 that was participated by BAC Members of Interior and Local Government Sectors of the Department. Thus, a follow up activity was conducted on April 19-22, 2016 for Visayas and Mindanao Cluster in Talisay City, Negros Occidental. LGOO V Mylove C. Flood was among those who participated the activity being the BAC Secretariat of the DILG-Bohol. The APCPI is a tool developed to assess the performance of a government agency’s procurement activities and to compare its effectiveness against that of the national public procurement systems and international best practices and standards using baseline standards and indicators. Strengthened Internal Organizationl Capacity 144 Highlights of Accomplishments | 2016 Annual Report Financial & Administrative Management Enhancement Project (Procurement) Pursuant to Republic Act 9184 and its Implementing Rules and Regulation (IRR) and applying the learning of the BAC Secretariat from the Seminar/Workshop on the Implementation of APCPI on December 2015, DILG-Bohol has strengthened its Bids and Awards Committee (BAC) by conducting a Procurement Planning Workshop on January 7, 2016 participated by all its provincial staff. The workshop aimed at preparing the respective Project Procurement Management Plan (PPMP) that will be consolidated by the BAC Secretariat for the Annual Procurement Plan 2016. For 2016, DILG-Bohol was able to post a total of twelve (12) advertisements to PhilGEPS and conspicuous places both for public bidding and negotiated procurement – small value procurement. Status of notices is shown in Figure 21. One major public bidding was conducted in the month of January 2016 for the Lease Purchase/Lease to Own of Geo-tagging Devices (Android Tablets) for Monitoring of Projects. Award was given to the sole bidder which is the Masangkay Computer Center of Manila after systematically following the bidding process. PLANNING/BUDGETING/OFFICE OPERATIONS ENHANCEMENT PROJECT Consultations with CSOs, Local Officials and other stakeholders on DILG 7 FY 2016 PPAs The Budget Memorandum Circular issued by the Department of Budget every year has always emphasized consultation with the private sector and review and endorsement by the Regional Development Councils (RDCs) of the Budget Proposals of Agency Regional Offices (AROs), State Universities and Colleges (SUCs) and special development authorities in line with the current administration’s thrusts on Participatory Budgeting and Planning. Headed by Provincial Director Maria Loisella E. Lucino of DILG Bohol, a consultative meeting with partner Civil Society Organizations, some local officials and congressmen representatives was set on February 22, 2016 at Panda Tea Garden Suites, J.A. Clarin St., Tagbilaran City. The Program Coordinators (PCs) took turns in presenting the priority programs, projects and activities for FY 2017 per outcome area. Ample time was allotted for the open forum wherein comments/feedback and suggestions/recommendations from participants were BAC Secretariat, LGOO V Mylove C. Flood re-echoing her learning from the Seminar Workshop on the Implementation of APCPI During the Opening of Bids on January 25, 2016 for the project, Lease Purchase/Lease to Own of Geeo-tagging Devices (Android Tablets) for Monitoring of Projects.

SUPPORT TO SILG/CENTRAL OFFICE OPERATIONS Evaluation Study on the Department’s Key PPAs The DILG Central Office Planning Service is undertaking an evaluation study on the Department’s key PPAs (e.g. BuB, FDP, SGLG, PCF, Salintubig, etc.) in order to gauge the effectiveness of said program and projects to the LGUs. Results of the evaluation will also serve as valuable inputs for crafting the DILG’s strategic directions for the next administration, specifically to guide them in determining whether projects should be continued or if there is a need to introduce new interventions that will further improve local governance and basic service delivery. The municipalities of Tubigon, Calape, Catigbian and Clarin were selected for the evaluation study. DILG Bohol coordinated with the LGUs and facilitated the visit of the personnel from DILG Central Office Planning Service who interviewed the Mayor, Vice-Mayors, MPDC, Municipal Engineer and CSO representative as responders and made site visit to the DILG locally funded projects in each municipality. Interview with Local Officials on DILG Programs The Department is in the process of crafting its strategic plan for 2017-2022 that will serve as the blueprint of the department in pushing for good local governance in the next six years. Among the activities lined-up for strategic planning is the conduct of consultations with LGUs to get insights on how the department can better perform its functions, particularly on its role concerning LGUs. The office identified local chief executives who have vast experience in the area of governance in order to get their insights as valuable input to the strategic planning exercise. DILG Bohol coordinated and provided assistance to the DILG-Planning Service Team who conducted an interview with Hon. Edgar M. Chatto, Bohol Governor and Hon. Maria Puresa V. Chatto, Municipal Mayor of Balilihan on April 11, 2016. Said interview focused on the role of DILG and the strategic planning threads on local development, local supervision and internal governance. CONSULTATIVE DIALOGUE OF NGAs WITH PRESIDENTIAL ASSISTANT FOR THE VISAYAS, SEC. MICHAEL DINO DILG-Bohol coordinated and facilitated a one-day Consultative Dialogue of National Government Agencies (NGAs) in Bohol with the Office of the Presidential Assistant for the Visayas, Sec. Michael Dino on August 25, 2016 at Belian Hotel, Tagbilaran City. In his opening statement, PAV Dino illuminated the central purpose of his visit, which is to give Bohol a chance to be heard by getting firsthand information of the issues and concerns of

The forum ended with the Secretary’s commitment to become an effective eyes and years of the President for the Visayas. Presidential Visit President Benigno S. Aquino III during his visit to Bohol last March 2, 2016 committed that the New Bohol Airport in Panglao, a construction of the P7.14-billion Panglao international airport that is expected to boost tourism in the Central Visayas region, will be completed by Christmas of next year. The President was accompanied in the capsule laying ceremony by Department of Transportation and Commuinication (DOTC) Sec. Joseph Emilio Abaya, DOTC Project Engineer Florencio dela Cruz, Jr. together with the Provincial Governor of Bohol Hon. Edgar Chatto, Rep. Rene Relampagos and Municipality of Panglao Mayor Nila Montero. The President shared that although at the time of completion he is no longer the President, he was optimistic that the forecast tourists arrivals will triple to 1.7 million once the airport is completed, from the present 500,000 tourist arrivals. It means that there will be more business and employment opportunities to the locality and ensure economic growth that will help many Boholanos. FIELD OPERATIONS ENHANCEMENT PROJECT BI-MONTHLY CONFERENCE Conferences are regularly conducted twice a month to ensure updated knowledge and information of field officers on matters directed by the office and affecting their respective areas of responsibility. This regular activity is an avenue for information dissemination, for updating of data and events and for threshing out significant issues which can be applied in areas that are similarly situated and to stock the field officers especially neophyte field officers with legit expertise. Most conferences are held at the DILG Provincial Office so that field officers can readily submit hard copies of reports and attend to fiscal requirements and some are conducted simultaneous with seminars which are held in hotels. The TACT hosting and the snacks patronage by the birthday celebrants are continuously practiced. Cluster Meeting Cluster team meetings of the D’One and M and M Clusters are usually held after conferences at the provincial office. Schedules are sometimes adjusted, especially if there are conflicting demand-driven activities. Out of town meetings are also conducted every quarter to foster camaraderie among the members and to break the monotony of office environment. Aside

Another is to learn from the best practices and initiatives of the LGU visited, observe and view the MLGOO’s Office and the municipality’s c o m p l i a n c e on ARTA, Full D i s c l o s u r e Policy, PACD and government p r o g r a m s as well as interact with the Local Chief Executives and other Officials and Department Heads. Supervisory Visit Supervisory visits are done by the Cluster Heads or Provincial Director with program manager during on-site validation or inauguration of DILG projects. The Program Manager and Cluster Heads visit field officers to check on their compliance with administrative and reportorial requirements and also to check on the LGU’s compliance with the Full Disclosure Policy. Flag Raising /Convocation In consonance with DILG Regional Memorandum Circular No. 2015-001, personnel of DILGBohol Provincial Office conduct and attend the flag raising ceremonies every Monday at the Provincial Office premises. Office orders are issued assigning DILG-Bohol provincial office personnel including the contractual employees under the Bohol Earthquake Assistance fund to host the flag raising activity for the month. DILGBohol personnel are required to assemble for the flag-raising at the front of the office not later than 8:00 o’clock in the morning. The administrative services section is responsible in monitoring the attendance.


Strengthened Internal Organizationl Capacity 148 Highlights of Accomplishments | 2016 Annual Report COMPETENCY BUILD-UP OF OFFICERS AND STAFF Capacity Development for LGOOs KP Refresher Course In order to equip the field officers with knowledge and skills on the Katarungangn Pambarangay Law and refresh them on any latest updates of the KP Law, DILG Bohol initiated the KP Refresher Course to its field officers on June 29, 2016. Skills and knowledge of field officers need to be harnessed in order for them to capacitate the barangay officials especially the Lupong Tagapamayapa members in settling disputes covered under the KP Law. Staff Meetings Meetings of the DILG-Bohol provincial staff are conducted as an opportune time to be updated as regards the programs of the department and to discuss concerns of mutual interests among program coordinators. PD Lucino frequently calls for a staff meeting to planout different simultaneous activities or discuss on major official matters which needs consensual decision making. Provincial Management Committee Meeting (ProManCom) The Provincial Management Committee Meeting or ProManCom was sustained to update the program coordinators and staff as regards the programs of the department and to discuss and resolve issues and concerns that affect the work and loads of every personnel. The agenda of the activity include reloading or the new load assignments of the program coordinators, PPMP Supplementation, presentation of Indicative OPB which is the basis for the formulation of the OPCR. Staff meetings are called by PD Lucino to discuss major and urgent official matters that need the ideas and decision of the body. DILG-Bohol assisted in the training through LGOO V Josie M. Montes who handled Module 5 which is about Managing Learning Events. PD Lucino chaired the election of officers of the Vice-Mayors League of the Philippines, Bohol Chapter held on August 10, 2016 at the Bohol Tropics Resort, Tagbilaran City. The DILG-Bohol Chief also head the election of officers of the Philippine Councilors League both the Provincial and Regional Chapters on August 17, 2016, at the Bohol Tropics Resort, Tagbilaran City and on November 17, 2016 at Bohol Plaza Resort, Dauis, Bohol, respectively. Responding to the request from the League of Municipalities of the Philippines, Bohol Chapter, DILG-Bohol Chief attended and observed the election of their chapter officers on August 12, 2016 at Shang Palace, Tagbilaran City. Moreover, this level supported the leagues in their meetings through the presentation of updated jurisprudence and legal opinions as regards their powers, duties and functions; facilitation of their strategic planning workshops and presentation of the programs of this department. Last October 20-21, 2016, PD LOisella Lucino and LGOO V Josie M. Montes assisted the conduct of the activity at Quest Hotel, Cebu City. No less than DILG USEC Austere Panadero graced the activity wherein he presented the programs of DILG under the present administration. RD Rene K. Burdeos of DILG-7 was also in attendance. Provincial Congress of PBs Last February 18, 2016 at Bohol Tropics Resort, Tagbilaran City, PD Loisella E. Lucino graced the occasion of the Provincial Congress of the Punong Barangays. The activity was participated by the 1109 Punong Barangays. During the talk of PD LUcino, she discussed the salient features of the Barangay BUB program. Term-End Assessment Last June 17, 2016, upon request of the LMP-Bohol Chapter, DILG personnel graced the Term-End Assessment and Honoring of Last Termer Mayors held at Be Resort Hotel, Panglao, Bohol. During the assessment activity participated by the Municipal Mayors of the province of Bohol, LGOO VI Redemcion G. Bohol. Participants during the activity were all the elective and appointive barangay officials. LNB-Bohol Strategic Planning The Liga ng mga Barangay – Bohol Chapter spearheaded the conduct of its Assessment and Strategic Planning so as to assess the performance of Liga Bohol as well as come up with a one year plan for their Chapter considering that they are in hold over capacity. LGOO V Josie M. Montes was invited to facilitate and act as resource person during the three day activity held last October 28-30, 2016 at Batong Dako, Dalaguete, Cebu Province. ATTENDANCE /PARTICIPATION OF PERSONNEL TO ACTIVITIES BY OTHER AGENCIES / ORGANIZATION SPECIAL CELEBRATIONS All the 48 LGUs as well as the Provincial Government of Bohol joined the country in observing and commemorating special celebrations that are mandated through Presidential issuances and other national directives issued for the purpose. DILG Bohol officers participated in the celebration as well as monitor different commemorative activities undertaken to highlight and give significance to the occasion. Such celebrations include the 2016 Autism Consciousness Week Observance on the third week of January, Rabies Awareness Celebration in the month of March, National Women’s Month Celebration in March, Observance of Women with Disability Day Celebration on the last Monday of March, Independence Day in June 12, Nutrition Month in July, National Heroes Day in August, 2016, National Teacher’s Month from September 5 to October 5, Elderly Filipino Week in the first week of October, Animal Welfare Week in October, Celebration of the National Deficit/Hyperactivity Disorder on the third week of October and others.


155 Strengthened Internal Organizationl Capacity Annual Report 2016 | Highlights of Accomplishments Galing Pook Governance Fair The Galing Pook Foundation, in cooperation with UNICEF and DILG-LGA conducted the Galing Pook Fair 2016 dubbed as Adapt+Innovative focusing on the welfare, protection and development of children. Other collaborators and partners from the government and non-government agencies joined the event as participants, presenters and exhibitors. Local Chief Executive and functionaries of the seven towns of Bohol participated the Galing Pook Fari 2016 at Novotel, Araneta Center in Quezon City on November 10-11, 2016. Among the highlights of the Fair was the presentation of best practices and proven programs for children, discussion on federalism, launching of the UNICEF Innovations Challenge Fund for LGUs and the DILG-LGAs MOLD and Innovative Solutions Bank, and the conferment of the 3rd Jesse Robredo Leadership Award. Visayas Cluster Indigenous People Congress Recognizing the important role of culture as the foundation for national development and unity, the NCCA has organized series of participative planning workshops which gave due importance to culture-based development strategies responsive to the sustainable development of peoples and communities. The Department of Social Welfare and Development (DSWD) of Region VII in coordination with the NCAA have conducted the Visayas Cluster Indigenous People Congress which was attended by DILG-Bohol Provincial Director, Ma. Loisella E. Lucino and selected MLGOOs at Bohol Tropics Resort, Tagbilaran City on June 17-18, 2016. DILG-Bohol joins PGBh “Fun Run” In commemoration of the 116th Philippine Civil Service Anniversary, the Provincial Government of Bohol (PGBh) announced its participation of the month-long activity. As part of the celebration, a “Fun Run” was organized by the Provincial Government and was attended by the different officers and employees from the different Provincial and National government agencies. The participants of the activity assembled at the Dauis-Tagbilaran Junction and converged at the Plaza Rizal. After almost 3km of running, a zumba/hataw was conducted subsequently wherein everyone danced in an upbeat rhythm led by professional zumba instructors. A light snacks were also distributed before the group head-off. DILG-Bohol conducts Brigada Eskwela The men and women of DILG-Bohol participated in the Brigada Eskwela at Basdio Primary School, Loon, Bohol on June 9, 2016. Said activity is part of the community outreach program of the department to engage the DILG personnel in community development. The field officers painted the desks, arm chairs and tables of the school with colors blue, green and brown. It is also an annual practice of DILG-Bohol to identify a public school that will become the beneficiary of at least one outreach program particularly during Brigada Eskwela. Customized Activity


Strengthened Internal Organizationl Capacity 156 Highlights of Accomplishments | 2016 Annual Report This year’s celebration with a theme “Sigaw ng Lingkod Bayani: Malasakit para sa Taumbayan, Kapwa Kawani at Kalikasan” aims to instill “malasakit” or compassion with action for health, the environment, deserving public servants, and the Filipino public who are clients of government offices. ALAY-LAKAD 2016 The Annual Walk-for-a-Cause has once again organized in the Province of Bohol last Sept. 25, 2016. ALAY-LAKAD, a national government project, initiated by the Alay-Lakad Foundation, Inc. in coordination with the city government through City Mayor John Geesnell Yap, the Honorary Chair and the City Social Welfare and Development Office through Dr. Teresita Q. Villafuerte, 2016 Alay Lakad Action Officer, was conducted to help financially-challenged but deserving students in pursuing their studies. The activity was attended by some of the officials and employees of the Provincial and City government as well as personnel from the National Agencies and other members of the community. In every kilometre travelled by the participants, the volunteers pledged to donate a certain amount for the funding of the education expenses of the ten city scholars as collected by the duly-authorized staff of the City Social Welfare and Development Office. In the dawn of the said day, the employees and staff of the DILG-Bohol assembled at Villa Alzhun together with other National Agencies as instructed. At exactly 4:45 am, the group then started the walk with the CPG Sports Complex as the end point. A program was consequently held after all the participants reached the venue. SUPPORT TO PERSONS WITH DISABILITIES DILG Bohol through its field officers not only monitor policies, directives and issuances but also make these happen. To make LGUs compliant to RA 9344 or the Accessibility Law for Disabled Persons, ramps with the standard gradient, bars and ramps for comfort rooms were installed by municipal and barangay local government units at government centers and rural health units. Express lanes for persons with disabilities, pregnant women and senior citizens were also put in place. 38TH NATIONAL DISABILITY PREVENTION AND REHABILITATION WEEK DILG-Bohol joined other national and local government agencies, schools and CSOs in the motorcade and opening ceremonies to kick off the celebration of the 38th National Disability Prevention and Rehabilitation Week from July 17-23, 2016 with the theme “Karapatan ng Maykapansanan, Isakatuparan… Now Na!” This year’s theme focuses on the realization of the fundamental freedoms and rights of persons with disabilities as provided for in existing international mandates and national laws.


157 Strengthened Internal Organizationl Capacity Annual Report 2016 | Highlights of Accomplishments CLUSTER OUTREACH D’ ONE To go beyond the usual office work routines, meetings, conferences and browsing of elbows with local officials, D’ONE Cluster conducted Community Outreach to selected less-privileged sectors in the community. It is done twice a year: during the mid-month and last month. For the year 2016, D’ONE Cluster members, with the cash award as Outstanding Cluster in DILG Region VII and with the contribution from the members, visited the children in the “Arms Of Love” – a home for abused, abandoned and neglected children aging from two to 12 years old in De la Paz, Cortes, Bohol. To support their daily survival maintenance, the Cluster provided sacks of rice, canned goods and used clothing. This is thei humble way of sharing the blessings they have for the less fortunate and the recognition of a holistic approach to community development. As a manifestation of support to the Duterte administration, D’ ONE Cluster members wore checkered blouses/ polos. M&M On October 27, 2016, Cluster M&M conducted an outreach activity in Batuan, Bohol. The said activity was done in two day care centers of Barangay Santa Cruz. Targetted beneficiaries of the activity are the 20 and 15 children in two (2) Day Care Centers. Considering the current erosion of values, and that the children are in their formative years, Cluster M & M planned out an activity to reinforce the practice of values or virtues. Thus, questions were asked to the children which would lead to the identification of values. The activity was facilitated by LGOOs Galacio & Lopoz. Series of games and the showing of talents by the children followed where the children sang to their hearts content. Afterwhich, bags were distributed to the children containing toys and coloring books and pencils. Finally, the children were treated with a Jolibee heavy

The activity is supposed to be conducted in the month of the Children but the observance of which was transferred to the month of November. But no matter what date is the activity conducted, Cluster members were very delighted, fulfilled and warmed with the innocence and responses that they gained from the children. All worries and concerns vanished as Cluster Members themselves joined and immersed with the activities of the children. The child in each one (cluster members) came out as they dance and sing with the children. SUPPORT TO YOUTH INVOLVEMENT AND EMPOWERMENT SK Reform Law Selected DILG Bohol personnel attended the one-day Orientation on the SK Reform Law last March 13, 2016 at the Bohol Cultural Center, Tagbilaran City. The activity was participated by at least one youth representative in every barangay of the province. Governor Edgar M. Chatto personally thanked the participants for attending the activity despite it was a Sunday. He stressed that the activity is important since we are to implement the provisions of the SK Reform Law pending the issuance of the Implementing Rules and Regulations. Commissioner-at-LargeJose Rafael Cruz from the National Youth Commission discussed the salient features of the SK Reform Law. The activity was initiated by the Provincial Government through the Office of the Provincial Youth Development Council. GENDER AND DEVELOPMENT HEALTHY LIFESTYLE DILG-Bohol adopts CSC Great Filipino Workout Program In compliance with the Civil Service Commission Memorandum Circular 8, s. 2011 requiring all agencies to adopt the “Great Filipino Workout” as an integral part of the National Physical and Mental Fitness Program for Government personnel, DILG -7 Regional Director Rene K. Burdeos issued a regional memorandum on the conduct of Physical Fitness/ Sports Activities on July 9, 2015. Said issuance is also in line with the Health Lifestyle projects under GAD and personnel development. The memorandum stated that the government

DILG Bohol embarked on a weekly zumba exercise at the conference room, every Friday at 3:30 in the afternoon which is also applied as an energizer in seminars, trainings and similar events. WOMEN’S MONTH CELEBRATION Proclamation No. 227 s. 1988 provides for the observance of the Month of March as Women’s Month. This aims to give due recognition to the contributions of Filipino women in our society. This year’s celebration bears the theme “Kapakanan ni Juana, Isama sa Agenda!” DILG Memo Circular 2016-25, enjoined LGUs through the Local Chief Executives to conduct fitting activities for the celebration. Thus, LGUs hang streamers bearing the theme of the celebration at the city/municipal hall and other strategic places, conduct programs with keynote speech on the theme of the celebration, distribute flyers and many others. The Bohol Provincial Government conducted the following activities: March 8, 2016 - International Women’s Day program at Plaza Rizal; March 8-30, 2016 - Rummage Sale for the benefit of the Bohol Crisis Intervention Center & PNP Women and Children’s Protection Desk; March 29-30, 2016 - Product Fair and Exhibit participated by Women Led Micro Enterprises of different municipal LGUs and cooperatives held at Plaza Rizal; March 30, 2016 - Women’s Culmination Month Program at Bohol Cultural Center with sub Activities like a.) Folk Dance Contest; b.) Photo Exhibit Contest which is a photo documentation of LGU’s GAD initiatives that were accomplished/achieved in CY 2015; c.) Turn-over of rummage sale proceeds to the Bohol Crisis Intervention Center & PNP Women and Children’s Protection Desk and d.) Zumba On the otherhand, LGOO VI Quilas discussed on Gender and Development to the parolees on March 4, 2016 at the Cogon Gymn Tagbilaran City. CONDUCT OF SAFETY DRILLS/EXERCISES 2nd Quarter National Simultaneous Earthquake Drill DILG-Bohol participated on the Second Quarter National Simultaneous Earthquake Drill which was conducted on June 22, 2016. The drill aims to raise awareness to the general public on what to do during the actual occurrence of an earthquake, ensure the preparedness of the community in the event of major earthquake and to test the contingency plans of the government agencies in times of disaster. The earthquake drill was facilitated by the Provincial Disaster Risk Reduction and Management Office led by PDRRM Officer Anthony Damalerio with the presence of the Bureau of Fire Protection personnel and TARSIER

An alarm at 8:30 in the morning signaled the DILG-Bohol Provincial staff to evacuate the building and gather outside the office. LGOO V Niña Christine Ipong accounted the personnel present including the guests to monitor whether all were able to make it outside the office. After the drill, a short discussion were given by the personnel of BFP, PDRRMO and TARSIER 117. ENHANCING CAPACITIES TO ADDRESS HIV/AIDS Recognizing the increasing incidence of HIV and AIDS syndrome in the country, DILG-Bohol have their share of support in the government’s efforts against HIV and AIDS. All the Local AIDS Councils (LACs) of the 48 municipalities and one city were reconstituted. These Councils have continuously implemented programs and activities and enforced policies addressing HIV. Monitoring of the LAC functionality is done by the LGOOs through submission of quarterly reports. Information dissemination, educational campaigns and other advocacy strategies are being undertaken to enhance the capacities of various stakeholders in preventing or responding to HIV concerns down to the barangay level. FUNCTIONALITY OF LOCAL AIDS COUNCIL (LAC) Given the rising tourism industry in the Province, all 48 LGUs have functional Local AIDS Councils determined in terms of organization, meetings, and program and projects conducted. Majority of the LGUs incorporate PPAs for AIDS Prevention and Control in their regular health program attached to the RHU headed by the City/Municipal Health Officer. 100% of the LGUs have submitted quarterly status report on the Functionality of LAC. FUNCTIONALITY OF LOCAL AIDS COUNCIL ANNUAL MEDICAL AND PHYSICAL CHECK-UP As early as 6:30 in the morning of December 9, 2016, DILG-Bohol personnel go through medical and physical check-up with the BMCCI doctors, nurses and medical technologists facilitating. Medical services include blood pressure, urinalysis, ECG, cholesterol, triglycerides, uric acid. The results of the tests were immediately interpreted and communicated to the patient (DILG personnel) in the afternoon of the same day with the corresponding healthy lifestyle advice and medical prescription.
