New Jersey Seal of Biliteracy The Jersey City Public Schools participates in the NJ Seal of Biliteracy. All students in grade 12 regardless of the World Language course they are or have taken in high school, are eligible to participate in this State initiative. “The State Seal of Biliteracy (N.J.A.C. 6A: 8-5.3) identifies graduating high school students who are able to demonstrate high levels of proficiency in English, in addition to one or more world languages.
