PREFACE
The Nomad ELMs, the apprentices on Supervised Field Work assigned in
Tandag City, Surigao del Sur, have explored and conducted a hybrid barangay
managing learning event to ensure that appropriate mechanism in the delivery of
identified capacity development intervention jive with the LGU thrusts and resources.
Correspondingly, the team composed of LGOO III Ednon John E. Aparicio,
LGOO II Imi Louda B. Espina, and LGOO II Marlon C. Monterola, with the efficacious
guidance of CLGOO Olivia P. Bagasbas, and in partnership with the City Government
of Tandag headed by Mayor Roxanne C. Pimentel, and the Punong Barangays of the
BAT Triad (Barangays Bongtud, Awasian, and Telaje) conducted a two-part learning
event.
Hence, this document contains two terminal reports. The first one is co-
prepared, co-facilitated by the three apprentices, and funded by the City Government
of Tandag. On the other hand, the second is prepared and facilitated by LGOO III
Ednon John E. Aparicio in partnership with the Barangay Government of Bongtud,
Tandag City.

TERMINAL REPORT OUTLINE
I. Title
BARANGAY DEVELOPMENT PLAN FORMULATION FOR THE BAT
TRIAD (Barangays Bongtud, Awasian, and Telaje, Tandag City)
II. Introduction
The wisdom behind the conduct of this learning event emanated from the
express request of Tandag City Mayor Roxanne C. Pimentel for DILG Tandag City
to help ensure that all 21 barangays will have updated barangay development
plans by the end of 2022. This is the cue that CLGOO Olivia P. Bagasbas and the
apprentices took hold of in deciding what kind of learning event to conduct in the
latter's respective barangay assignments.
In a meeting with CLGOO Bagasbas, the apprentices, and City
Administrator Atty. Janissa P. Delicona, it was agreed that the BAT Triad should be
the pilot barangays. As a strategic take on formulating the barangay development
plans, the group agreed that it should be conducted in two activities. This was to
ensure that the calendar of activities already set by the city and those of the
barangays would not be overridden.
The first activity, this one, served as the primer for the second activity – the
BDP Workshops. This was co-facilitated and organized by the three apprentices.

Further, this was funded by the City Government of Tandag, while the concerned
BLGUs will fund the BDP Workshops.
The Barangay Development Plan Formulation for The BAT Triad
(Barangays Bongtud, Awasian, and Telaje, Tandag City) was conducted on
September 22, 2022, at the Royal Function Hall, Shacene, Brgy. Mabua, Tandag
City.
III. Learning Objectives
By the end of this two-day training, the participants will be able to articulate
and present their updated barangay visions and proceed with packaging their
barangay development plans.
Specifically, the participants will be able to:
Update their barangay visions that are attuned to the vision of
Tandag City;
Process a Vision-Reality-Gap activity;
Determine goals and objectives to address the gaps generated by
the VRG; and
Identify and prioritize interventions to close the gaps in the space of
six (6) years.
IV. Methodology
This barangay learning event was conducted in an in-person activity. The
apprentices and CLGOO Bagasbas employed various techniques to transfer
knowledge to participants, such as lectures, video presentations, on-the-spot

question and answer, and workshops. Mood setters or icebreakers were also
utilized during the activity.
V. Highlights
The Sangguniang Barangay of the BAT Triad attended the one-day learning
event alongside their respective secretaries. It commenced at 8:00 AM with the
registration of participants and officially closed at 4:47 PM. Details of the learning
event are reflected in the attached Annex 6: Daily Proceedings.
Moreover, below are the highlights of the learning event.
Content/Topic Discussed
Consistent with the learning plan of this learning event, the following are the
topics discussed in order, viz:
1. Session 1: Appreciating the Role of the Barangays in Developing
Safe and Resilient Community – This topic was discussed by LGOO II
Marlon C. Monterola. The session aimed to reorient the participants'
roles in the barangay development planning. He also highlighted the
legal basis of the rationalization of local plans as a direct effect of
decentralization.
2. Session 2: Describing the Barangay Development Planning – LGOO
III Ednon John E. Aparicio discussed and presented this session to orient
the participants on the process of barangay development planning. He
opened this session by showing the animated video entitled "Once Upon

a Local Government." He grandstanded the message that good public
services are close to the citizens and that the best persons to initiate the
planning of the future of the barangays are the very persons who live
within, especially the leaders elected by the populace, such as the
Sangguniang Barangay themselves.
3. Session 3: Illustrating Participatory and Resiliency Approaches in
Development Planning – LGOO II Imi Louda B. Espina discussed this
session to impress upon the participants the importance of participatory
planning. She emphasized the importance of tapping the aid of civil
society organizations in coming up with a balanced planning process.
4. Session 4: Collecting and Analyzing Data for Barangay Profile – Still
presented by LGOO II Espina, the session aimed to help the participants
update their barangay profile using the prescribed template. After her
presentation, the apprentices conducted a short "Yesterday, Today, and
Tomorrow" workshop. The participants were asked to draw what their
barangays looked like 5 to 10 years ago, what they look like now, and
what they envision their barangays to look like in 5 to 10 years. The YTT
activity is an example of Data Gathering that is essential to planning.
5. Session 5: Formulation Barangay Vision - After the first four sessions,
CLGOO Bagasbas took over the rest of the sessions, starting with this
one. She discussed the importance of the vision and mission of
barangays and how they should anchor on the city's vision. She

highlighted the importance of the descriptors of each sector that should
be present in the vision. After her discussion, the apprentices facilitated
revisiting barangay visions using the vision scoping tool. The updated
barangay vision and mission were presented in plenary after the
workshop.
6. Session 6: Analyzing the Barangay Situation – CLGOO Bagasbas
presented this session to identify the barangay's issues and concerns
through the problem-solution-finding matrix (PFSM). After her
discussion, the apprentices facilitated the PFSM workshop.
7. Session 7: Deriving Goals and Objectives – CLGOO Bagasbas still
conducted the final session. The session aimed to bridge the results of
the PFSM into impactful Goals and Objectives consistent with the vision
and mission descriptors. The goals and objectives shall be utilized by
the participants in the conduct of the BDP Workshops on the date they
agreed upon.

Profile of Participants
The participants of the learning event are the members of the Sangguniang
Barangay of the BAT Triad, alongside their respective secretaries. Of the target 31
participants, 24 attended, or 77% of the target. It is well within the guaranteed

number of participants pegged at 70%. Of the total 37 pax indicated in the design,
34 were present, or 92% of the total pax in attendance.
It is noticeable that Barangay Telaje had the lowest attendance. Barangays
Awasian and Bongtud had the same number of attendances, but the latter had
more in contrast to its total membership, with an attendance rate of 90%.

Discussion Workshop Process
The learning event utilized the discussion-workshop strategy to maximize
the engagement of the participants.
The resource persons discussed in plenary each session, and the
apprentices served as facilitators where a workshop was indicated.
Questions and answers after each session are also entertained to clarify
gray areas and to facilitate optimum knowledge transfer.
Also, the apprentices ensured that the training kits, the activity backdrop,
audio-visual presentations, and PowerPoint presentations were readily available
days before the learning event.
The personnel from the office of the CLGOO of Tandag City served as
secretariat and documenters.
Guests
The training management invited Tandag City Mayor Roxanne C. Pimentel
to grace the learning event and give a message to the participants. However, she

could not attend the activity because it conflicted with the barangay visit in
Barangay Dagocdoc of the City Government of Tandag, which fell on the same day.
Actual Expenses
The actual expenses of the activity were as scheduled since the booking for
the catering services was already guaranteed.
As regards the cost of supplies, table 4 shows that the cost for supplies,
specifically the purchase of meta cards, the bond papers for the handouts,
envelopes, notebooks, and pens for the kits, and the certificates and certificate
holders amounted to 2,746.89 or 96% of the projected expenses.

VI. Issues, Concerns, and Recommendations
The learning event is not immune to issues and concerns, yet these are
viewed as sources of learning to do better in future activities using the same
modality or of the same purpose.

Participants
Regarding the issues and concerns relating to the participants, the
apprentices observed difficulty expressing themselves in the English language.
During the workshops, some participants asked if they could write their inputs in
Visayan to participate more. The apprentices agreed to their request and
encouraged them to express themselves in the language they knew very well.
It was observed that they are more engaged if, at each session, a workshop
follows.
The apprentices also observed that the secretaries almost always take the
lead in executing the task during workshops. At the same time, some of the
Sanggunian members wait for the workshop to be over.
Mood setters or icebreakers are always a welcome delight to the
participants, especially the Zumba exercises.
Trainee's Viewpoint on Training Management
One of the crucial aspects of any learning event is the administration of post-
evaluation because it captures the level of satisfaction of each participant. It also
collects their recommendations concerning the learning event and training
management.
The apprentices utilized the post-learning activity evaluation (LAE) template
provided by the Local Government Academy during Module 6: Managing Learning
Events of Component I of the Apprenticeship Program.
The post-LAE uses a rating scale that helps gauge the participant's level of
satisfaction with clusters of themes.

Figure 2 shows the average responses of the participants regarding the
program design and management—item 2. Handouts, Materials, and other
Instructional Aid scored 4.42500, the lowest. The participants rated Item 3. Resource
Speakers/Facilitators and Item 4. Secretariat the highest, with average ratings of
4.69444 and 4.68056, respectively.
Overall, the participants expressed that they are very satisfied with the learning,
as reflected in the average overall satisfaction rating of 4.66667.

Most participants commented that the learning event helped them understand
barangay development planning. They said that the workshops helped them a lot,
especially the revisiting of the visions since the old BDPs of the barangays were
commissioned, and they do not know what their visions are.
As for recommendations, they expressed that the following activities should be
at least two days. They expressed that workshops should also be continued. The

VII. Evaluation Result and Analysis
Result
To gauge the effectiveness of the learning activity as regards attainment of
objectives as well as knowledge transfer to participants, pre and post-evaluation were
administered.

Table 5 shows that during the pre-evaluation, the average level of knowledge
of the participants is at 2.85714, or a low level of knowledge. However, it is good to
point out that on topics under sessions 4 and 5, they registered a moderate level of
knowledge at 3.04167 and 3.12500, respectively.

At post-evaluation, the participants registered an average level of knowledge of
4.63691 or a high level of knowledge. Based on their assessment, the quantum leaped
from a low level of knowledge to a high level with an average change rating of
+1.77977.

Figure 9 shows the pre and post-test scores of the participants, while figure 10
shows the change level of change in scores.
It is good to note that no participant could perfect the test during the pre-test,
but four got a perfect score after the post-test. The participants incurred an average
increase of correct points at 1.17.

Recommendations
On top of the recommendations provided by the participants, the apprentices,
being resource persons and facilitators, recommend that a similar activity be
conducted in the rest of the barangays in Tandag City to ensure that all of their BDPs
are updated and attuned to the changes in the policy landscape.
The apprentices believe that the implication of ensuring that all 21 barangays
of Tandag City have updated barangay development plans by the end of CY 2022 is

that their plans will likely be integrated into the updating of the comprehensive
development plan (CDP) of the city. CLGOO Bagasbas has informed us they already
have plans with the City Planning and Development Coordinator to update CDP by
December 2022.
Hence, pushing for the conduct of this same activity will significantly impact the
quality of the planning ecosystem of the city – one that is integrative and characteristic
of bottoms-up budgeting.
