I. OVERVIEW
The Local Government Code of 1991 directs the barangays to formulate the
Barangay Development Plan (BDP). This comprehensive multi-sectoral
development plan outlines the problem areas of the barangay and the responsive
delivery of programs, projects, and activities. A good barangay development plan
spans the past, present, and future. It is evidence-based as it relies on historical
lessons, critically evaluates the state of affairs and development trends, and uses
many resources and community wisdom to chart the course for future generations.
As a result of the finality of the Mandanas Ruling, the DILG Memorandum
Circular No. 2021-087 "Guidelines on the Formulation and Updating of the
Barangay Development Plan" was issued, giving importance to mainstreaming
thematic areas in the BDP and integrating DTP.
In response to this, the Office of the CLGOO, in partnership with the Local
Government of Tandag City, conducted a Barangay Development Plan
Formulation to jumpstart the development planning process of the BAT Triad,
which is composed of the Barangays Bongtud, Awasian, and Telaje. The learning
activity aimed to capacitate the development councils of the barangays in updating
their vision, identifying their development gaps, and the corresponding
interventions to close them. It served as the springboard for the BAT Triad in the
packaging of their respective Barangay Development Plans for the years 2023 –
2028. It was conducted on September 22, 2022, at the Royal Function Hall,
Shacene, Tandag City. It also served as the BDP primer.
Correspondingly, a Barangay Development Plan Formulation Workshop
was conducted in Barangay Bongtud to ensure that the gains of the first learning
event will be sustained and translated into a multi-sectoral plan that is responsive
to the needs of people in the barangay.
II. PRELIMINARIES
The activity officially commenced at 8 a.m. with the registration of
participants. As each signed the attendance sheet, a Pre-LAE (Learning Activity
Evaluation) form was given to them and was immediately collected after filling them
out.
Around 8:45 AM, the Punong Barangay Charisse Valentine P. Pineda gives the
preliminaries ensued with a canned opening message
audio-visual presentation of the prayer,
the Philippine national anthem, the
Surigao del Sur hymn, and the Tandag
City hymn.

Punong Barangay Charisse Valentine Pimentel Pineda opened the learning
event with a welcome message and an encouragement to all participants in
attendance to actively participate so that they will be able to accomplish the
intentions by which the activity was called into being.
III. LEVELLING OF EXPECTATIONS

Aparicio facilitated the leveling of
expectations. He started by showing
the participants the outputs of
Barangay Bongtud during the
previous workshops in the learning
event on September 22, 2022. He LGOO III Ednon John E. Aparicio facilitates the leveling of

(Yesterday, Today, Tomorrow) workshop and emphasized that they will use the
output as a reference in the following workshops for the day.
He also presented the results of the leveling of expectations which was the
processed pre-LAE using the tool he developed (see
https://bit.ly/TNEStatisticsGenerator). He presented that the participants perceive
that the three topics/sessions are not within their ambit of expertise, as
characterized by their average level of knowledge at 2.31 (rating scale is between
1 to 5, one being low and five being high). The topics/sessions are the following,

He assured the participants that by the end of the day, they would be made
more knowledgeable on the topics/sessions and be able to craft quality outputs.
IV. DETERMINING PPAS AND CAPDEV
LGOO Aparicio proceeded with the day’s first topic, determining PPAs and
CapDev. Since the YTT had already been conducted during the previous
workshop, he facilitated the mapping out of the development dreams as they
landed in the spot map of the barangay. The spot mapping was done per purok.
The activity lasted for 45 minutes.
After mapping out their desired
developments, each purok chose a
leader and presented their spot maps.
Each was given five (5) minutes to
present.
After the activity, he presented the
SB Member Emmalyn Fuego presents their output. She is process of determining PPAs and
assisted by SBMs Messiona and Luengas. CapDev as the meat of the Barangay
Development Planning. He started by presenting to the participants the enhanced
vision and mission of Barangay Bongtud. He then refreshed them on the process
of making the goals and objectives.

He emphasized that the programs, projects, and activities the participants
will make should be anchored on attaining the vision of the barangays through the
attainment of the goals and objectives.
After the presentation, the workshop followed. Approximately 30 minutes
before lunch, LGOO Aparicio requested the social sector group to present their
outputs. He commented on the output and closed the session for lunch.
V. BARANGAY DEVELOPMENT INVESTMENT PROGRAM
After lunch, LGOO II Marlon C. Monterola presented the process of crafting
the Barangay Development Investment Program (BDIP). He emphasized that the
outputs of the previous workshop will be provided with indicative costs and the
phasing of implementation in the next six years.
He emphasized the importance of prioritizing the PPAs identified so that the
BDIP will be a sound document and basis for the Annual Investment Plans.
After his presentation, he set the participants to the workshop. After that, he
asked each sector to present its respective BDIPs. The apprentices gave
comments and suggestions to the outputs presented.
VI. WRITING THE BARANGAY DEVELOPMENT PLAN
LGOO II Imi Louda B. Espina presented the last session for the day, which
was about the process of writing the barangay development plan. She said that
with the time at hand, it is impossible to write the document at the end of the day.

So, she emphasized that before the close of the learning event, commitments must
be made to finalizing the packaged BDP.
She reminded the participants about the templates provided during the
previous learning event and that they must be attended to already by the TWG.
She then presented the parts of the BDP and the contents expected to be
included in each chapter.
VII. CLOSING ACTIVITIES
After the presentation of LGOO Espina, the closing activities ensued.
Participants were given certificates of participation which PB Pineda facilitated.
Afterwhich, the apprentices were presented with certificates of appreciation.
A photo opportunity was performed after the donning of certificates.
Sangguniang Barangay Member Charie Kaye Macapala gave the closing
message. She emphasized that work is only halfway done, and they must not stop
until a packaged barangay development plan is
submitted to the city planning office and
presented to the constituents of Barangay
Bongtud.
The activity ended at 5:17 in the
afternoon.
