I. OVERVIEW

The Local Government Code of 1991 directs the barangays to formulate the
Barangay Development Plan (BDP). This comprehensive multi-sectoral
development plan outlines the problem areas of the barangay and the responsive
delivery of programs, projects, and activities. A good barangay development plan
spans the past, present, and future. It is evidence-based as it relies on historical
lessons, critically evaluates the state of affairs and development trends, and uses
many resources and community wisdom to chart the course for future generations.

As a result of the finality of the Mandanas Ruling, the DILG Memorandum
Circular No. 2021-087 "Guidelines on the Formulation and Updating of the
Barangay Development Plan" was issued, giving importance to mainstreaming
thematic areas in the BDP and integrating DTP.

In response to this, the Office of the CLGOO, in partnership with the Local
Government of Tandag City, conducted a Barangay Development Plan

Formulation to jumpstart the development planning process of the BAT Triad,
which is composed of the Barangays Bongtud, Awasian, and Telaje. The learning
activity aimed to capacitate the development councils of the barangays in updating
their Vision, identifying their development gaps, and the corresponding
interventions to close them. It served as the springboard for the BAT Triad in the
packaging of their respective Barangay Development Plans for the years 2023 –
2028.

II. PRELIMINARIES

The Pre-LAE (Learning Activity Evaluation) and Pre-Test were administered
to participants right after registering.

The activity started with an audio-visual presentation of the opening prayer,
the Philippine national anthem, the Surigao del Sur hymn, and the Tandag City
Hymn.

Afterward, LGOO II Imi Louda B. Espina (hereafter referred to as LGOO
Espina) introduced CLGOO Olivia P. Bagasbas (hereafter referred to as CLGOO
Bagasbas). The latter gave the opening message in place of Hon. Roxanne C.
Pimentel, Mayor of Tandag City.

CLGOO Bagasbas began by welcoming the participants and giving
examples of the importance of the role of barangays in nation-building. She
emphasized that effective and responsive planning starts at the grassroots – the
barangays. She explained that the three barangays were identified only as the first
batch in the BDP Formulation Primer, as all barangays will undergo the seminar
workshop. She then introduces LGOO Espina as the next speaker.

III. LEVELLING OF EXPECTATIONS

In continuation of the overview by CLGOO,
LGOO Espina discussed the Primer's objectives
and expected outputs, including the tentative
seminar-workshop schedules.

LGOO II Imi Louda B. Espina Utilizing the accomplished Pre-LAE, she
Apprentice presented that majority of the participants have
low-level knowledge in the following areas:

 Determining PPAs and CapDev
 Barangay Development Investment Program; and
 Writing the Barangay Development Plan

With the consolidated Pre-LAE, she presented the participants' expectations
while anchoring the discussion to the sessions to be explained later in the day.

IV. APPRECIATING THE ROLE OF THE BARANGAY IN DEVELOPING A
SAFE AND RESILIENT COMMUNITY

LGOO Espina introduced the next
speaker LGOO II Marlon C. Monterola
(hereafter referred to as LGOO Monterola).

LGOO Monterola started with a brief

self-introduction and then proceeded to LGOO II Marlon C. Monterola
expound on the relationship between the Apprentice

Local Government Code of 1991 (RA 7160) and decentralization in

governance. In connection, he discussed the integral role of the LGU in
managing its entire geographical territory on behalf of the national government.
He presented the barangays' functions and mandates in planning to localize
the development planning processes, improve the delivery of services, and
advocate for LGU self-reliance and independence. Having discussed the basics
of local governance, he defined the BDP and the role of the BDC in local
development planning. He also made mention of the roles of barangays in the
city/municipal planning and budgeting, including the consideration of the local
planning and budgeting calendar.

V. DESCRIBING THE BARANGAY DEVELOPMENT PLANNING

LGOO Espina turned the discussion to LGOO
III Ednon John E. Aparicio (hereafter referred to
as LGOO Aparicio).

LGOO Aparicio opened his discussion with an

LGOO III Ednon John E. Aparicio AVP on the significance of local governance and
Apprentice its impact. Using the AVP as a springboard, he

then discussed the principles and framework of barangay development planning. He

ended his presentation by discussing steps in developing the barangay development

plan.

VI. ILLUSTRATING PARTICIPATORY AND RESILIENCY APPROACHES IN
DEVELOPMENT PLANNING
LGOO Aparicio introduced LGOO Espina as the next speaker.
She explained the importance of inclusive intervention in planning. In the

barangay, this translates to the invitation of significant stakeholders like NGOs
to become members of the barangay planning team. Also, she discussed the
importance of a participatory approach in ensuring that climate change and
other natural hazards are mainstreamed in the BDP.

VII. COLLECTING AND ANALYZING DATA FOR BARANGAY PROFILE
In continuation, LGOO Espina presented the importance of a barangay

profile representing the five development sectors: Social, Economic,
Environment, Infrastructure, and Institutional. She then presented suggested
data sets that may be included in the BDP and where to acquire data
gaps/needs. She also presented some tools used in data collection and
concluded the presentation on the completion and validation of data.

With the assistance of the secretariat, the participants were grouped with
their respective barangays. Using the manila paper and other writing materials,
the participants were instructed to draw their barangays from the perspectives
of the past, present, and desired future state (YTT Tool).

VIII. FORMULATING BARANGAY VISION

CLGOO Bagasbas took over the
discussion for the next session.

She started by inviting a representative EnP. Olivia P. Bagasbas
from each barangay to read and present their CLGOO, Tandag City
Vision at the plenary. Then she explained what
barangay Vision is, including its characteristics
and elements.

Still grouped with their respective barangays, the participants were given 30
minutes to craft their enhanced Vision.

Afterward, their updated Barangay Vision was presented in plenary.

IX. ANALYZING THE BARANGAY SITUATION

A thorough and correct understanding of the situation is essential in
formulating a good BDP. CLGOO Bagasbas emphasized that the quality of data or
information gathered contains an accurate and comprehensive view of conditions,
relevant and reliable sources, and inclusive considerations. She then introduced
the Problem-Solution-Finding Matrix (PSFM), which provides a structured analysis
for barangays to consolidate, aggregate, and summarize the situational analysis.
Specifically, the PSFM covers the empirical findings, gaps, their implications if not
addressed, and capacity gaps. Examples were presented on how to transfer
readily-available data to the PSFM. In contrast, a Problem-Tree Analysis (PTA)
was presented to determine issues in the absence of readily-available data.

X. DERIVING GOALS AND OBJECTIVES
In response to capacity gaps or issues lifted from the PSFM, the next step

is identifying goals and objectives. CLGOO Bagasbas explained that goals and
objectives provide a framework for implementing the BDP. The former is a broad
and multi-sectoral statement of medium to long-range desired outcomes. And the
latter is specific purposes that operationalize actions toward the goal. Moreover,
an objective must be SMART (Specific, Measurable, Achievable, Realistic, and
Timely) Test approved.

After the presentation, the participants worked on formulating their goals
and objectives.

XI. ACTION PLANNING FOR THE WORKSHOP
Before vacating the floor, each barangay was encouraged to settle on a date

for the BDP Formulation Workshop. The following agreed to the following
schedules, viz:

 Bongtud – September 26, 2022
 Awasian – September 28, 2022
 Telaje – September 29, 2022

TERMINAL REPORT OUTLINE

I. Title
BARANGAY DEVELOPMENT PLAN FORMULATION WORKSHOP

II. Introduction
This learning event is the second part of the two-part Barangay

Development Plan Formulation for the BAT Triad. This aligns with the express
request of Tandag City Mayor Roxanne C. Pimentel for DILG Tandag City to help
ensure that all 21 barangays will have updated barangay development plans by
the end of 2022.

The first learning activity, Barangay Development Plan Formulation for The
Bat Triad (Barangays Bongtud, Awasian, and Telaje, Tandag City), was conducted
on September 22, 2022, at Royal Function Hall, Shacene, Tandag City. That activity
served as a primer for the more thorough workshops – the BARANGAY
DEVELOPMENT PLAN FORMULATION WORKSHOP.

The first learning event was a plenary training workshop involving the
members of the Sangguniang Barangay of the BAT Triad. At the same time, this
one was focused on Barangay Bongtud and attended by its Barangay
Development Council.

This activity was conducted on September 26, 2022, at Mandarin Tea
Garden, Tandag City, Surigao del Sur.

III. Learning Objectives
By the end of the workshop, the participants will have been able to create a

long list of PPAs and proceed with packaging their barangay development plan.
Specifically, the participants will be able to:
 Identify and prioritize a list of programs, projects, and activities
responsive to the vision, objectives, and goals identified during the
BDP Primer; and
 Develop an action plan for completing the final draft of BDP.

IV. Methodology
This barangay learning event was conducted in an in-person activity. The

apprentices employed various techniques to transfer knowledge to participants,
such as lectures, video presentations, on-the-spot question and answer, and
workshops. Mood setters or icebreakers were also utilized during the activity.

V. Highlights
The Barangay Development Plan Formulation Workshop in Barangay

Bongtud commenced at 08:00 AM with the registration of participants and officially
closed at 05:17 PM. The activities undertaken in the learning event are presented
in Annex 6: Daily Proceedings.

Moreover, below are the highlights of the learning event.

Content/Topic Discussed
Consistent with the learning plan of this learning event, the following are the
topics discussed in order, viz:
1. Session 8: Determining PPAs and CapDev – LGOO III Ednon John E.

Aparicio facilitated this session. He started by highlighting the gains of
the previous learning event outputs and made sure that those found
continuity in the session. He facilitated two workshops: first, the spot
map, and second, the crafting of the PPAs and CapDev requirements.
2. Session 9: Barangay Development Investment Program – LGOO II
Marlon C. Monterola facilitated this session. He utilized the outputs of
the previous workshops. He taught the participants how to phase their
identified PPAs based on their priorities.
3. Session 10: Writing the Barangay Development Plan – LGOO II Imi
Louda B. Espina facilitated this session. She made a run-through of the
parts of the Barangay Development Plan as a document. She reminded
the TWG to work on the narratives as soon as possible.

Profile of Participants
The learning event was designed to be administered to 37 Barangay
Development Council members of Bongtud, including the two secretariat
members. However, only 25 members participated, or a 71% hit rate. The overall
attendance hit rate of the activity is at 75%, or 30 participants out of the 40 pax
invited.

Of the 27 participants, 18 are females, or 67% of the total pax, and 9 are

Discussion Workshop Process
The learning event utilized the discussion-workshop strategy to maximize
the engagement of the participants.
The resource persons discussed in plenary each session, and the
apprentices served as facilitators where a workshop was indicated.
Questions and answers after each session are also entertained to clarify
gray areas and to facilitate optimum knowledge transfer.
Also, the apprentices ensured that the training kits, the activity backdrop,
audio-visual presentations, and PowerPoint presentations were readily available
days before the learning event.

Barangay Secretary Ruth L. Luengas and SK Councilor Hazel P. Llano
served as the secretariat and documenters of the activity.

Actual Expenses

The learning event was budgeted Php 35,000.00 but based on the changes

in the projected venue and the actual number of participants in attendance, the

actual expense was only Php17,489.38 or approximately 50% savings on the part

of the BLGU.

VI. Issues, Concerns, and Recommendations
The learning event is not immune to issues and concerns, yet these are

viewed as sources of learning to do better in future activities using the same
modality or of the same purpose.

Participants
Common to all participants is the difficulty in differentiating what programs
are compared to projects, activities, and so on.

Also, it is observed that Punong Barangay Pineda is too cautious with the
PPAs and keeps on planning based on the trend of the income of the barangay.
LGOO Aparicio had to tell her that in identifying the PPAs, the cost can consistently
be lobbied to the higher LGUs for funding and other NGAs.

The participants were only to capture a portion of their PPAs that they
requested to submit the finalized PPAs later.

Trainee's Viewpoint on Training Management
One of the crucial aspects of any learning event is the administration of post-
evaluation because it captures the level of satisfaction of each participant. It also
collects their recommendations concerning the learning event and training
management.
The apprentices utilized the post-learning activity evaluation (LAE) template
provided by the Local Government Academy during Module 6: Managing Learning
Events of Component I of the Apprenticeship Program.
The post-LAE uses a rating scale that helps gauge the participant's level of
satisfaction with clusters of themes.
Under the Assessment of Design and Management, they were asked to gauge
their level of satisfaction using the following gauge:

Figure 2 shows the average responses of the participants regarding the
program design and management. Item 2: Handouts, Materials, and other Instructional
Aid scored the lowest satisfaction at 4.65926. Item 5: Venue scored the highest, with
4.86111.

Overall, the participants expressed that they are very satisfied with the learning,
as reflected in the average overall satisfaction rating of 4.29630.

Most participants commented that the learning event helped them understand
what kind of programs, projects, and activities to put in the barangay development
plan. They said that the workshops helped a lot in their learning.

As for recommendations, they expressed that the subsequent activities should
be at least two days. They expressed that workshops should also be continued. The

VII. Evaluation Result and Analysis

Result

To gauge the effectiveness of the learning activity as regards attainment of

objectives as well as knowledge transfer to participants, pre and post-evaluation were

administered.

Table 4 shows that during the pre-evaluation, the average level of knowledge
of the participants is at 2.30864, or a low level of knowledge.

At post-evaluation, the participants registered an average level of knowledge of

4.63691or a high level of knowledge. Based on their assessment, the quantum leaped

from a low level of knowledge to a high level with an average change rating of

+2.32827.

Recommendations
On top of the recommendations provided by the participants, the apprentices,
being resource persons and facilitators, recommend that a similar activity be
conducted in the rest of the barangays in Tandag City to ensure that all of their BDPs
are updated and attuned to the changes in the policy landscape.
The apprentices believe that the implication of ensuring that all 21 barangays
of Tandag City have updated barangay development plans by the end of CY 2022 is

that their plans will likely be integrated into the updating of the comprehensive
development plan (CDP) of the city. CLGOO Bagasbas has informed us they already
have plans with the City Planning and Development Coordinator to update CDP by
December 2022.

Hence, pushing for the conduct of this same activity will significantly impact the
quality of the planning ecosystem of the city – one that is integrative and characteristic
of bottoms-up budgeting.

BARANGAY DEVELOPMENT PLAN FORMULATION WORKSHOP

LEARNING ACTIVITY DESIGN

I. BACKGROUND

The Local Government Code of 1991 esteems the barangays as “the primary planning
and implementing unit ofgovernment policies, plans, programs, projects, and activities
in the community, and as a forum wherein the collective views of the people may be
expressed, crystallized and considered, and where disputes may be amicably settled”
(Section 384, R.A. 7160).

In the effective delivery of this herculean mandate, the same code directs barangays
to come up with a comprehensive multi-sectoral development plan that shall be
spearheaded by its development council and approved by its Sanggunian (Section
106, LGC). This plan shall be called the Barangay Development Plan (BDP).

A good barangay development plan spans the past, present, and future. It is evidence-
based as it is reliant on historical lessons, critically evaluates the state of affairs and
development trends, and makes use of a multitude of resources and community
wisdom to chart the course for future generations.

Cognizant of these, the Department of the Interior and Local Government Issued
Memorandum Circular No. 2021-087 re “Guidelines on the Formulation and/or
Updating of the Barangay Development Plan (BDP)”. The memorandum circular
highlights the importance of mainstreaming thematic areas in the barangay
development plans as well as integrating the devolution transition plans as a result of
the finality of the Supreme Court ruling on Mandanas et al. v. Executive Secretary, et
al concerning the LGU’s share In national taxes and the Executive Order No. 138
series of 2021.

In response to this, the Office of the CLGOO in partnership with the Local Government
of Tandag City will conduct a Barangay Development Plan Primer to jumpstart the
development planning process of the BAT Triad which is composed of the Barangays
Bongtud, Awasian, and Telaje on September 22, 2022, at Shacene Royal Function
Hall, Brgy. Mabua, Tandag City.

As a continuation of the development planning a workshop will be conducted as a
mechanism for Identifying the appropriate interventions corresponding to the
objectives and goals that will be identified in the BDP Primer. The BLGU of Bongtud,
Tandag City in partnership with the Office of the CLGOO will conduct a Barangay
Development Formulation Workshop on September 26, 2022, to serve such a
purpose.

Hence, this learning activity design.

III. LEARNING OBJECTIVES

By the end of the workshop, the participants will have been able to create a long list
of PPAs and proceed with the packaging of their barangay development plan.

Specifically, the participants will be able to:
• Identify and prioritize a list of programs, projects, and activities responsive
to the vision, objectives, and goals identified during the BDP Primer; and
• Develop an action plan for completing the final draft of BDP.

IV. DELIVERY MODE

The learning activity will be an “in-person" training consisting of lectures and
workshops. Appropriate structured learning exercises (SLEs) will be conducted on
selected topics to increase the involvement of the participants and amplify the
achievement of learning objectives.

Also, adherence to health protocols will be strictly observed as may be required
following the quarantine classification of the region upon the conduct of the activity.

VI. STRATEGY OF IMPLEMENTATION

The learning activity shall be managed by the Office of the CLGOO in partnership with
the BLGU of Bongtud, Tandag City

The gains of the BDP Primer conducted by the Office of the CLGOO in partnership
with the City Government of Tandag City will be utilized for the workshop.

The three (3) apprentices shall serve as resource speakers cum documenters of the
activity.

The assistance of the Barangay Secretary and Treasurer will be sought in the delivery
of admin and secretariat functions.

VII. VENUE AND SCHEDULE OF IMPLEMENTATION

The learning activity will be conducted on September 26, 2022, in a function hall within
Tandag City.

VIII. LEARNING EVALUATION

The activity shall implement Pre and Post Evaluation Forms to draw responses from
the participants regarding the learning activity. Participants who will successfully finish
the two-day training shall be given a certificate of participation.

As follow-through, the action plans generated from this learning event will be
monitored one month after the activity.

IX. RESOURCE PLAN & BUDGETARY REQUIREMENTS

• HUMAN RESOURCE:

The learning activity will require the following resource persons and facilitators
to discuss the topics, viz:

> Determining PPAs and CapDev by the Three Apprentices
> Barangay Development Investment Program by the Three Apprentices
> Writing the Barangay Development Plan by the Three Apprentices

Assistance from the BAG of BLGU Bongtud, Tandag City will be needed in
the procurement of the necessary resources for this learning activity as
detailed in the cost and budget table.
