This guidebook is the result of a collaboration between the Public Works Department (PWD) and the Ministry of Health (MOH), realized through a series of workshops in the year 2022. Both parties actively contributed their expertise and experience to compile this guidebook, which concluded to principal or conceptual agreement for selected clinical and non-clinical components. This initiative aims to streamline the approval process for clinical and non-clinical components, thereby enhancing current project delivery system. Thus, this guidebook is primarily intended for officers from the PWD and MOH who are involved in health facilities projects implemented by PWD. This edition serves as a valuable reference to the project team in issuing approval of clinical and non-clinical components, with focus on 11 components under architectural scope and 2 components under electrical scope. While this guidebook is based on the Architectural Need Statement (2021 Edition), Electrical Need Statement (2021 Edition) and MOH requirements adopted during the book's development, the content is not exhaustive. It is most important to ensure approval of materials clinical and nonclinical components fulfill the contract of each project. 4

COMPONENTS OF CLINICAL AND NON-CLINICAL MATERIALS IRONMONGERIES All ironmongeries to comply with the latest JKR Standard Specifications for Building Works All ironmongeries fixtures shall be anti-rust, heavy duty complete with fixing screws if the same material and finish. All ironmongeries sets including fire rated locksets shall be supplied from one approved authorised dealer/ manufacture. All hardware shall be as specified in the door sets. The access control system shall be of modular system and adaptable for any applications. The location of the hardware must be on appropriate positioned height and uniform. A B C D E F INTRODUCTION 9

ELECTRO MAGNETIC LOCKS (EML) Shall be at all fire exit doors complete with break glass under the Building Monitoring System (BMS). Also apply for doors that use electro mechanical locks with key override. Shall be ‘D’ type 5. FLOOR SPRING Shall be provided with a pressure relief valve to prevent overloading & oil leakage and shall supplied with an adjustable hold open function. Cover plates shall be stainless steel of grade 304 installed correctly to avoid dust collection in the cement case and mounting. SPECIFICATIONS 3. HINGES Shall be provided with stainless steel grade 304 butt weld hinges of not less than three (3) hinges for one door leaf depending on the door weight and width 12
COMPONENTS OF CLINICAL AND NON-CLINICAL MATERIALS IRONMONGERIES For emergency exits - Shall provide with electrically controlled locking system For entrances Provision of doorbell and intercom (Audio/video intercom) with card reader/ door release button – subject to input during room data interaction (RDI) For the whole building - Shall provide with adequate CCTV in appropriate locations according to building plans - All door with Electrical Locking System (EML) shall be integrated with fire alarm system All security system shall comply with CGSO requirements 7. DOOR CLOSERS, DOOR STOPPERS & DOOR SELECTOR Normally there are two (2) types of door closers: ▪ Door closer with open hold function - for doors which have trolley, equipment’s and patients movements. ▪ Door closer with standard arm - for other doors Door Selector Applied to double door to make sure right door sitting in place Automatic doors shall have open hold device The installations of door closer shall arrange at least 150mm from side wall to avoid the door closer arms hit the wall. For areas involving special interiors, the door closer shall come with sliding arm with two pressure relief valves, including latching speed for better function and aesthetics. All Electrical Room shall not have door closer and must be opened outwards. 8. SECURITY SYSTEM SPECIFICATIONS 13
COMPONENTS OF CLINICAL AND NON-CLINICAL MATERIALS IRONMONGERIES All Doors for Health Care Facilities (Hospital / Clinic / Health Laboratory/ etc. and Supporting Building) Shall be provided with stainless steel mortice lever lockset system of a minimum of patented 16-pin integrated functional pin (active pins for enhance security of mortise) or a minimum of 11-disc mechanical system, complete with a door closer, a door stopper, and other required accessories A Doors for Residential and Supporting Buildings for Residential Purposes Shall be provided with stainless steel, brass, or bronze cylindrical lockset (6-pin) unless otherwise specified, complete with lever handle, door closer, door stopper, and other required accessories B 9. OTHERS Sliding Door For disable or clinical area must be mechanical sliding soft closing track system with rear side break including back check function. Sliding type (avoid track on the floor). All full glass door shall be provided with safety strip sticker. Lead Lined Doors Lead lined doors shall use special type of ironmongery. Main Entrance And Exit Doors (Residential Unit) All main entrance and exit doors for residential unit shall be provided with lever handle, deadlock with bolt and key. Doors With Patient And Trolley Movements All doors with patient and trolley movements except fully glazed door and toilet cubicle door shall provide with kick plate and push plate. Specified Clinical Function Door For specified clinical function door, the lever handle shall be antibacterial nylon or equivalent. Fire Doors Which Have Patient And Trolley Movements For fire doors which have patient and trolley movements, shall provide with ‘deton electro magnetic hold’ and can be auto release when breakdown during fire. 5.2 SANITARY WARES & FITTINGS 47
COMPONENTS OF CLINICAL AND NON-CLINICAL MATERIALS INTRODUCTION SANITARY WARES & FITTINGS 1 All sanitary ware and fittings shall be supplied from one approved authorised dealer/manufacturer and shall be securely & properly installed to walls and/or floors, complete with connection to waste, vents, and services required. 2 All fittings shall be of minimum stainless steels grade 304 unless otherwise specified. 3 All sanitary ware and fittings shall comply with the latest JKR Standard Specifications for building Works. 4 All sanitary ware shall be water efficient with Water Efficient product Labelling Scheme (WEPLS) certification and comply with Water Services Industry Act 2006 and Water Services Industry (Water Reticulation and Plumbing) Rules 2014. 48
COMPONENTS OF CLINICAL AND NON-CLINICAL MATERIALS SANITARY WARES & FITTINGS TECHNICAL SPECIFICATIONS WASH HAND BASIN NORMAL ▪ Normal width basin with normal pillar tap and shall have bottle trap ▪ Wash hand basin and sinks for lab, clinical areas and patients toilet shall be provided with hot and cold water supply. ▪ All mixer tap shall be provided with minimum 175mm long elbow action lever complete with pre-set function (temp. range 38°-40° Celsius) 1 CLINICAL ▪ Minimum measurement : (L)600mm x (W)445mm x (D)215 mm. ▪ Spout length - minimum 200mm (mid mixer to end of tip) ▪ Height from finish floor level is 850mm to the lowest part of the basin top. ▪ Shall not have any overflow outlet, soap recess and basin plug ▪ Shall provide with minimum 175mm long elbow action lever complete with pre-set function (temp. range 38°-40°) ▪ All basins with hot & cold water shall have stainless steel P-traps ▪ Stop valve shall located below basin or above the ceiling with signage indicator ▪ Shall be completed with seamless backsplash e.g. high pressure laminated phenolic board, solid surface etc. ▪ The size of the back splash shall be sufficient to accommodate all items (basin, mirror, trap, soap dispenser) 49
