ผมเคยรับราชการที่ศูนย์อ�ำนวยการบริหาร หลายอยา่ งท่ีมลี ักษณะเฉพาะตัว เปน็ ความ “พเิ ศษ”
จังหวัดชายแดนภาคใต้ (ศอ.บต.) 4รอบ นับเวลา ที่แตกต่างจากหน่วยงานท่ัวไป ท้ังในเร่ืองของที่มา
รวมกันกว่า10ปี มากกว่าทกุ ที่ซ่งึ เคยอยูม่ า ภารกิจ วิธีคิด วิธีท�ำงาน และที่ส�ำคัญท่ีสุดคือ
“จติ วญิ ญาณ” ขององคก์ ร จติ วญิ ญาณของคน ศอ.บต.
เริ่มต้ังแต่ติดตามผู้บังคับบัญชามาจากกอง ที่ก่อเกิด ส่งั สม สง่ ต่อ รบั ไม้ สืบทอดกันมารุน่ ต่อรุ่น
ประสานราชการ กรมการปกครอง ก่อนจะโยกไป
สำ� นกั งานจังหวัดยะลา ในชว่ งเวลาสั้นๆแล้วกลับมา แมว้ า่ ในแตล่ ะหว้ งเวลาสถานภาพองคก์ ร นโยบาย
ผนู้ ำ� และสถานการณ์ อาจเปลีย่ นแปลงไป แต่สง่ิ หน่งึ
ต่อมากม็ คี �ำสง่ั กรมการปกครองต้นสงั กดั ใหก้ ลบั ท่ีพึงรักษาไว้คือ “จิตวิญญาณของ ศอ.บตและ”
ไปร่วมปลกุ ป้ นั องค์การบริหารสว่ นต�ำบล (อบต.) ที่ จิตวิญญาณของคน ศอ.บต.” ซ่ึงเป็นบ่อเกิดของ
กองราชการสว่ นตำ� บล กอ่ นจะเขา้ โรงเรยี นนายอ�ำเภอ ความรัก ความศรัทธา และความเช่ือม่ันของผู้คน
และกลับมาอยู่ ศอ.บต.เปน็ รอบที่ 3 คราวนอ้ี ยูย่ าว ในพ้ืนที่ ว่าเป็นองค์กร เป็นกลุ่มบุคคลท่ี “เข้าใจ
จนถึงคิวเป็นนายอ�ำเภอ จึงขอออกนอกพ้ืนท่ีไปอยู่ เขา้ ถึง พ่ึงได้”

และเปน็ สิง่ นท้ี ่ีท�ำให้ ศอ.บต.ยงั คงเปน็ องค์กรที่
จากน้นั ไมน่ านนกั สถานการณ์ก็พลิกผนั มกี าร มีคุณค่าในสายตาของพวกเขา เป็น “สมบัติล้�ำค่า”
ยบุ ศอ.บต.ตอ่ ดว้ ยเหตกุ ารณร์ ุนแรงระลอกใหม่ เกดิ การ ท่ีบรรดาชาวชายแดนใต้ได้มีส่วนร่วม มีความรู้สึก
เปลี่ยนแปลงทางการเมืองและมกี ารร้ือฟ้ ืน ศอ.บต. ผูกพันเป็นเจ้าของ หวงแหน และพร้อมจะปกปัก
กม็ คี �ำสง่ั ใหก้ ลบั มารว่ มบุกเบกิ ศอ.บต.”ยุคใหม”่ จาก รกั ษาไว้ตลอดไป ไมว่ ่าจะเกิดอะไรข้นึ ในวันขา้ งหนา้
ที่ไมม่ อี ะไรจนเปน็ รูปเปน็ รา่ ง รอบนอี้ ยู่ 3 ปี ก็ออกไป
เปน็ รอง ผวจ.ปตั ตานแี ละโยกยา้ ยไปตามวิถีราชการ เพราะว่าจิตวิญญาณของศอ.บต.กับผู้คนใน
จังหวัดชายแดนภาคใต้ คล้ายกับว่า “เป็นหน่ึง
ตลอดระยะเวลาอันยาวนาน ที่ท�ำงานแบบ
“กนิ นอน” อยูท่ ี่นี่ มโี อกาสซมึ ซบั บรรยากาศความเปน็ ....เดียวกัน” น่ันเอง
พ่ีน้อง และได้เรียนรู้ ส่ังสมประสบการณ์มากมาย
ท้ังจากผู้บังคับบัญชา เพ่ือนร่วมงาน ภาควิชาการ

ถ้าจะบอกว่าการก่อเกิดของ ศอ.บต. ก็เพราะ
แผ่นดินชายแดนใต้ไม่เหมือนที่อ่ืน เป็นพ้ืนท่ีพิเศษ
พเิ ศษด้วยพน่ี อ้ งประชาชนท่ีมชี าติพนั ธมุ์ ลายูท่ีเยอะ
ท่ีสุด ต่างจากที่อ่ืนๆ ท่ีนบั ถือศาสนาอิสลาม วิถีชวี ิต
ความเช่ือ และความศรัทธาต่างๆ แตกต่างจากท่ีอ่ืน
หนว่ ยงานนที้ ่ีต้ังข้นึ มาก็เน่อื งจากความพเิ ศษเหล่านี้
ชว่ ยเปน็ ศนู ยก์ ลางท�ำใหช้ อ่ งว่างต่างๆ เหลือนอ้ ยสดุ
ดึงทกุ คนเขา้ มาร่วม

บทบาทของผมในทุกวันนี้ ก็คือ ท�ำให้ช่องว่าง
ในการพัฒนาชายแดนใต้เหลือนอ้ ยท่ีสดุ หนว่ ยงาน
ของรัฐก็จะมาท่ีนี่ มาบูรณาการการท�ำงานด้วยกัน

ก�ำหนดเป้าหมายด้วยกัน แบ่งงานกันท�ำ เฝ้ามอง “ จึงอยากส่ือสารไปวา่
ด้วยกนั ว่าเสรจ็ หรอื ยงั ถึงไหนแลว้ ไมใ่ ชต่ ่างคนต่างท�ำ 10 ปีผ่านในการด�ำรงอยขู่ อง
ไมอ่ ยา่ งน้นั ชอ่ งว่างระหว่างรฐั กับประชาชนในพ้นื ที่ ศอ.บต. กค็ อื ศูนยก์ ลางในการ

อย่างไรก็ตาม ผมเช่ือว่าวันข้างหน้าองค์กร เหล่ือมล�ำ้
พเิ ศษนจ้ี ะต้องปรบั เปลี่ยนไปตามสถานการณ์ สรา้ งความเปน็ ธรรม
และนำ� สันตสิ ุขให้เกดิ ขึน้
เพราะฉะน้นั 5 ปี หรอื 10 ปหี ลังจากนี้ เราต้อง อย่างยัง่ ยืน”
มองเห็นภาพต่อว่าบทบาทขององค์กรด้านใดจะ
มากกว่า ก็จะข้ึนอยูก่ ับสภาพแวดล้อมที่แตกต่างกัน เราจึงต้องส่ือสารออกไปว่า ที่นี่จ�ำเป็นต้องมี
มแี ลว้ ทำ� ยงั ไงไปบา้ ง และคนท่ีนก่ี ม็ คี วามหวังว่า ถ้าที่น่ี
สมมุติว่าปัญหาต่างๆ ที่ด�ำรงอยู่หมดไปแล้ว ด�ำรงไว้ เช่อื ม่นั ว่าปญั หาต่างๆ จะได้รบั การคล่ีคลาย
ท่ีนกี่ อ็ าจจะเปน็ องค์กรหน่งึ ท่ียนื ระยะไว้ อาจเปลย่ี น น่นั คือส่ิงท่ีผมอยากส่ือสารออกไป
รูปแบบ ขนาด แต่ไมค่ งที่แนน่ อน สมมตุ ิว่าเศรษฐกิจ
ในพ้นื ที่เขา้ ที่เขา้ ทางแลว้ ศอ.บต.อาจจะเปน็ เสยี้ วหนง่ึ วันนป้ี ระเทศไทยกำ� หนดยุทธศาสตรช์ าติไว้ 20
ในศูนย์ประสานงานด้านเศรษฐกิจก็เป็นได้ หรือ ปี (2561-2580) ปี 2565 ก็จะหมดระยะท่ี 1 แล้ว ใน
จ�ำเป็นท่ีต้องขยายไปอีก ศอ.บต.ก็สามารถเป็น ภาคใต้ถ้าจบระยะ 1 รากฐานกต็ ้องเหน็ ชดั เจน ต้องนงิ่
ศูนย์กลางในการเช่ือมการค้าการลงทุนท้ังในและ ปักหลัก และภายในปี 2565 มีหลายเร่ืองที่เรา
ต่างประเทศ ท่ีน่ีอาจจะกลายเป็นศูนย์หลักที่ ก้าวไปเกือบคร่ึงทางแล้ว
มหี นา้ ที่ดแู ลด้านเศรษฐกจิ ด้วยว่าชายแดนใต้หา่ งไกล
จากศนู ย์กลางการปกครองของประเทศ เราอยากคลายปญั หานใี้ หจ้ บ แมจ้ ะไมจ่ บ 100%
ในเร่ืองความคิด ก็ไมเ่ ปน็ ไร เพราะปญั หานม้ี ที ่ัวทุก
มองไกลออกไปอีก 20-30 ปี อาจจะมีองค์กร ภมู ภิ าคของประเทศ แต่ขอใหค้ วามคิดเหน็ ท่ีไมต่ รงกนั
แบบน้ี แต่จะช่ืออะไร มีบทบาทแค่ไหน ขึ้นอยู่กับ ไมน่ ำ� ไปสกู่ ารต้ังกองก�ำลังและการปะทะ ไมต่ ้องมา
สถานการณ์ในวันข้างหน้า เพราะหน่วยงานน้ีเป็น ท�ำลายล้างชีวิตกัน อันน้นั คือเปา้ หมายของเรา
หนว่ ยงานพเิ ศษทอ่ี อกแบบมาเพ่อื ใหเ้ หมอื นหนว่ ยงาน
ในระดับกระทรวงท่ีอยู่ภูธร แต่มีความส�ำคัญ จึงอยากส่ือสารไปว่า 10 ปผี า่ นในการด�ำรงอยู่
เพราะว่าที่นี่คือราชอาณาจักรไทย เป็นประเทศ ของ ศอ.บต. กค็ ือ ศนู ยก์ ลางในการคลคี่ ลายปมปญั หา
เดียวกัน ชายแดนภาคใต้ ในการทล่ี ดความเหล่อื มล้ำ� สรา้ งความ
เปน็ ธรรม และนำ� สนั ติสุขใหเ้ กิดข้ึนอยา่ งย่งั ยืน มใิ ช่
สิ่งส�ำคัญท่ีสุด เราต้องท�ำให้คนไทยรู้สึกได้ว่า ค�ำพดู ท่ีลอยในอากาศ
เขาได้รับการดูแลอย่างเป็นธรรม มีความเป็นอยู่ที่
เท่าเทียมกัน ความเหล่ือมล้�ำลดลง

ถามวา่ ท�ำไมภาคอ่นื ๆ ไมม่ อี งคก์ รแบบน?ี้ กเ็ พราะ
ในแต่ละเร่อื งไมต่ ่างกนั มากนกั ศนู ยก์ ลางการปกครอง
สามารถตัดเส้อื ตัวเดียวกันแล้วสง่ ไปที่ล�ำพนู ได้ ใชท้ ี่
ศรีษะเกษได้ แต่ท่ีน่ีไม่ใช่ เส้ือท่ีตัดมาอาจใช้ไม่ได้
กับท่ีนี่ เพราะอย่างน้นั องค์กรนจี้ ึงต้องมี

แต่เป็นค�ำพูดท่ีเร่ิมจับต้องได้ และเร่ิมเห็นทิศ ออกมาแล้วก็ไมร่ ูจ้ �ำท�ำอะไร ปญั หาต่างๆ เหล่านค้ี ือ
ภายใต้ค่านิยม “น�ำการพัฒนา เป็นท่ีพ่ึงพาของ สิ่งที่เรา ศอ.บต.ต้องท�ำอีกเยอะ ในการปรับเปล่ียน
ประชาชน” เพราะไม่ว่าท่านจะเรียนตรงไหนก็จะต้องมีเน้ือหา
ทักษะเพ่อื ไปประกอบอาชีพในวันขา้ งหนา้
ในเร่ืองของการศึกษา แม้เราจะด�ำเนินการ
มาแล้วแต่ต้องพัฒนาอีกไกล เร่ืองนอี้ ยู่ในสมองของ ถ้าท่านเรียนศาสนาท่ีไหน เรียนควบคู่กันได้
ผมตลอดเวลา คิดเสมอว่าท�ำอยา่ งไรใหค้ นทกุ คนมอง หรือไม่ ไม่กี่วันมาน้ีเราคุยกับทางผู้บริหารวิทยาลัย
เปน็ ภาพเดียวกนั สำ� คัญที่สดุ แผน่ ดินใต้หรอื แผน่ ดิน เทคนิคในพ้ืนที่ ว่าท�ำอย่างไรให้เขาได้เรียนควบคู่
ไทยจะสงบหรือรม่ เย็น ทรพั ยากรมนษุ ยส์ ำ� คัญที่สดุ กนั ไป เพราะเราตอ้ งการใหท้ า่ นเรยี นจบและกม็ งี านทำ�
และต้องได้รับการพัฒนา สมอง สติปัญญา หัวใจ แต่วันน้ียังกระจัดกระจาย อันนี้คือสิ่งท่ีเราต้องเดิน
จิตใจท่ีดีงาม มีคุณธรรมศีลธรรม พร้อมท้ังสภาพ ต้องใช้พลังอย่างมาก เพราะนี่คือจุดเปลี่ยนของ
รา่ งกายและทักษะ แผน่ ดินชายแดนใต้

ปญั หาในทุกวันนีม้ าจากความหลากหลายของ เร่ืองของภาษาไทย เกณฑ์ในการใช้ภาษาไทย
การศกึ ษาและวิถีชวี ิต พอจบ ป.6 อีกสว่ นไปเรยี นยงั ของเด็กที่นีต่ ่�ำมาก ถ้าส่ือสารออกมาไมไ่ ด้การเรียน
โรงเรียน สช.โรงเรียนใหญ่ก็โอเค แต่โรงเรียนเล็กๆ รู้การประกอบอาชีพต่อไปจะล�ำบาก เพราะภาษา
ก็จะมีเร่ืองคุณภาพเข้ามา เคร่ืองไม้เคร่ืองมือ ไทยเหมอื นกระดมุ เมด็ แรก ผมพยายามบอกทุกคน
ส่ือการสอนมีน้อย มีปัญหาในเร่ืองข้อสอบโอเน็ต ว่าภาษามใิ ชศ่ าสนา ภาษาคือโอกาส เรยี นภาษาไทย
ตามมา โรงเรียนเล็กๆ จึงสู้โรงเรียนใหญ่ๆ ยาก เรียนภาษาอังกฤษ ไม่บาป มันคือโอกาสในชีวิต
ยิ่งมธั ยมปลายย่งิ ไปกันใหญ่ เพราะฉะน้ัน เราจึงน�ำโรงเรียน ตชด. 18 แห่ง
เปน็ ต้นแบบในการด�ำเนนิ การ ที่ผ่านมา ศอ.บต.จึง
อย่างไรก็ตาม ส่ิงส�ำคัญก็คือคนเหล่าน้ีต่อไป ร่วมกับ ม.อ.ปัตตานี คัดคนท่ีเรียนจบ ป.ตรี เข้าไป
เขาต้องประกอบอาชีพ บางคนใช้เวลา 6-7 ปีใน ช่วยสอน ที่ส�ำคัญ กรมสมเด็จพระเทพฯ มรี ับส่ังให้
สถาบันปอเนาะ ในขณะท่ีท่ีท�ำกินเหลือน้อยลง ทาง ศอ.บต.เข้าไปช่วยดูแล ตอนน้ีเข้าสู่ปีท่ี 3 แล้ว
ก็เร่มิ เหน็ การเปล่ียนแปลงมากข้ึนตามล�ำดับ

อยากให้น้องๆ ท่ีจบไปแล้วมีงานท�ำ ให้เรียนรู้
ความเปน็ ไปในวิถีของโลกด้วย เพราะถ้าเราพัฒนา
อะไรในพ้ืนที่สารพัดอย่าง แต่ยังมีเยาวชนเดินไป
เดินมาเต็มหมบู่ า้ นท้ังๆ ที่เขาจบต่างประเทศ แต่เขา
ไมม่ งี านท�ำ ก็ไมไ่ ด้ เพราะฉะน้นั ขณะท่ีเราออกแบบ
กลไกการพัฒนาเศรษฐกิจในพ้ืนท่ี การพัฒนาคน
ก็ต้องสอดคล้องกันไปด้วย

แต่การพัฒนาคนซ่ึงเป็นรากฐานส�ำคัญ

....จะต้องใช้เวลาและต้องใชค้ วามเข้าใจรว่ มกัน

ในฐานะประธานคณะกรรมการ ประธานคณะกรรมการที่ปรกึ ษาฯ กลา่ วว่า สภา
ท่ีปรกึ ษาการบรหิ ารและพฒั นาจังหวัด ท่ีปรึกษาและการพฒั นาจังหวัดชายแดนภาคใต้ กับ
ชายแดนภาคใต้ “เศรษฐ์ อลั ยฟุ ร”ี มองวา่ คณะกรรมการที่ปรกึ ษาการบรหิ ารและพฒั นาจังหวัด
รฐั บาลควรเพมิ่ บทบาทคณะฯ ใหม้ ากกวา่ ชายแดนภาคใต้ บทบาทหนา้ ที่จะแตกต่างกัน
ทเี่ ปน็ อยู่ และในฐานะนายก อบจ.ปตั ตานี
ยงั คิดว่าท้องถิ่นและ ศอ.บต.ควรท�ำงาน การได้มาของสภาท่ีปรกึ ษาฯ ได้มาตาม พ.ร.บ.
ควบค่กู ันไป ก็คือ จะต้องคัดเลือกตัวแทนทกุ ภาคส่วน ซ่งึ จะต้อง
แข่งขันกันเอง เลือกกันเอง มีการสมัครและมีการ
เลือกจึงจะเปน็ ตัวแทนได้

ตัวอยา่ งเชน่ ตัวแทนของกำ� นนั ผใู้ หญบ่ า้ นหรอื หนา้ ทเ่ี พยี งใหค้ วามคดิ เหน็ ยกตวั อยา่ งเลขาธกิ าร
ตัวแทนของท้องถ่ินต้องแข่งขันกันเอง คนๆ หน่ึง ศอ.บต. อาจขอความเหน็ จากคณะกรรมการทป่ี รกึ ษาฯ
จึงจะเปน็ ตัวแทนของจังหวัดน้นั ๆ  หรือนายกรัฐมนตรีอาจจะขอความเห็นจากคณะ
กรรมการที่ปรกึ ษาฯ ในเร่อื งการแกป้ ญั หา การพฒั นา
อยา่ งไรก็ตามบทบาทหนา้ ท่ีของสภาท่ีปรกึ ษาฯ น้ันๆ ก็ได้ หรือไม่ขอความเห็นก็ได้ อย่างไรก็ตาม
เดิมบทบาทหนา้ ท่ีจะกว้างมาก ตามมาตรา 23 ของ คณะกรรมการท่ีปรกึ ษาฯ สามารถแต่งต้ังคณะกรรม
พ.ร.บ. จะมี 9 ขอ้ บทบาทหนา้ ที่จะชดั เจน ตัวอย่าง การอ่ืนๆ มาชว่ ยได้ โดยการตั้งอนกุ รรมการฝา่ ยต่างๆ
เชน่ การทำ� แผนของ ศอ.บต.จะตอ้ งผา่ นสภาทป่ี รกึ ษาฯ
หรอื ว่าแผนงานอะไรต่างๆ ทั้งหมดไมว่ ่าจะเปน็ เร่อื ง ท้ังนี้ คณะกรรมการท่ีปรกึ ษาฯ ไมม่ สี ว่ นเกย่ี วขอ้ ง
ของการพฒั นา การแกป้ ญั หาอะไรต่างๆ จะต้องผา่ น ในการเขา้ ไปบรหิ าร ศอ.บต. มหี นา้ ท่ีเพยี งแค่เสนอ
สภาท่ีปรกึ ษาฯ แนะแค่นน้ั เอง เพราะฉะนน้ั คณะกรรมการท่ีปรกึ ษาฯ
ก็ต้องถาม ศอ.บต. เขาต้องการข้อมลู จากเราหรอื ไม่
อ�ำนาจหน้าที่ของสภาที่ปรึกษาฯ ในขณะน้ัน เราต้องท�ำงานมากนอ้ ยแค่ไหน
จะมีอ�ำนาจมาก อย่างเช่นกรณีมีการร้องเรียนเกิด
ข้ึน สภาท่ีปรึกษาฯ สามารถแต่งต้ังคณะกรรมการ ท่ี ผ่ า น ม า เ ล ย คุ ย มี ก า ร คุ ย กั น น อ ก ร อ บ กั บ
สอบขอ้ เท็จจริง แล้วก็นำ� เสนอเลขาธกิ าร ศอ.บต ท่านเลขาธิการ ศอ.บต. ซ่ึงท่านใจกว้างท่ีจะรับฟัง
ปัญหา และข้อเสนอแนะ ท่านก็ได้เห็นชอบใน
สภาท่ีปรกึ ษาฯ ยงั สามารถเขา้ ไปขอขอ้ มลู อะไร หลกั การที่จะใหค้ ณะกรรมการที่ปรกึ ษาฯ มาประชุม
ต่างๆจากผู้ว่าราชการจังหวัด หรือส่วนราชการอ่ืน เดือนละครง้ั โดยเฉพาะในประเด็นของการสอบถาม
