INTRODUCTION

1. The Post Learning Opportunity Evaluation (PLOE) is a valuable assessment
and evaluation tool, and critical part of the ETD process.

2. SAS WINGFIELD consists of a number of sections, which are geographically
dispersed, and it is therefore important that clear instructions are issued concerning
completing the PLOE process.

AIM

3. The aim of the SOP is to document the PLOE process from the preparation
phase, until the submission of the final paperwork.

SCOPE

4. The following aspects will be covered in this SOP:

a. Preparation for the PLOE.

b. Conducting of the PLOE.

c. Submission of the PLOE documentation.

d. PLOE Action Register.

PREPARATION FOR THE PLOE

5. In order for the PLOE to be conducted successfully, the following preparations
must be conducted at least two weeks before the conclusion of the LO:

a. The SF of the specific section is to liaise with the Training Commander
(TC) concerning a suitable date for the PLOE, and inform the TC of the
venue, date and time of the PLOE. The TC is to ensure that the PLOE
is placed on the Unit Calendar.

b. The SF is to ensure that all the necessary documentation has been
completed, or is in the process of being completed, and that it will be
ready for presentation at the PLOE.

c. The SF will ensure that the appointed secretary (TAO/TSO staff) must
send a signal requesting attendance of the required role players, as
actioned on the agenda.

d. The SF must ensure that the appointed secretary (TAO/TSO staff) is to
prepare the Agenda for the PLOE. An example of the format for the
Agenda for the PLOE is attached as Appendix A. SFs are to ensure
that the distribution block for the Agenda is correct, and that the
members identified for action, are the correct post incumbents.

e. On receipt of the Agenda, the TC is to confirm telephonically with SO1
Fleet Military Development, that he/she has been informed of the date,
time and venue of the PLOE, and has received a copy of the Agenda.

f. The TC is to arrange with the SF of each section for a time on the day
prior to the PLOE, where the TC and QA Department can peruse the
LO file and associated assessment documentation for each LO. The
SF and Course Facilitator must be present during this process. The
following information must be contained in the LO file:

i. Learner PLOE booklet that includes the Chairman’s report,
Learners’ Impression of the Course, Course Costing and a
statement on progress made on any shortcoming identified at the
previous PLOE for the specific learning opportunities.

ii. Class attendance register.

iii. Minutes of weekly meetings held during the LO.

iv. All weekly programmes for the LO.

v. Course registry file

vi. LO results grid.

vii. Course Curriculum.

viii. Consolidated Course report (Appendix B)

ix LO documentation (e.g. amendments to LO dates, removal of
learners, guest lecturer details, etc).

x. Course Certificates.

Note 1: During Learning Opportunity Evaluations (DLOEs) are to be conducted
adhoc by Subject Matter Experts, Training Evaluators, QA Members, Senior
Facilitators and Facilitators attending classes that are being presented to
ensure that the training that is being presented meets the outcomes as
stipulated by the Curricula. Members from the Fleet who have interest in
technical training are encouraged to provide inputs ito the training provided
and administered by WFD for the identification of gaps or areas of
improvement.

Note 2: DLOE visit reports must be submitted to WFD and the Functional
Competency Authority (for info DFHR) in order to have the requirements for
improvements visible to external authorities.

Note 3: DLOE visit reports must be made available at the PLOEs at the end of
each block to discuss the recommendations and findings at the PLOE.

CONDUCTING OF THE PLOE

6. At the scheduled time of the PLOE, the ATO/TSO is to welcome OC and TC at
the entrance to the PLOE venue. The SF is to call the learners to attention, and then
is to meet the OC, TC and the ATO/TSO at the entrance to the PLOE venue.

7. When the OC is seated, the PLOE is to commence, and proceed according to
the Agenda. The SF is to chair the PLOE. Learners providing feedback are to be
instructed that they only acknowledge the OC, before proceeding with their feedback.
The learners are to discuss the following:

a. Name of subject/module.

b. Name of facilitator.

c. Whether all outcomes were achieved.

d. Time allocation.

e. Curriculum and learning event plan availability.

f. Standard of the learning material, tools, equipment and resources.

g. Comments iro assessment process and instruments used.

h. Consolidated class comments including data feedback on evaluation
forms provided by the facilitator.

8. On completion of the PLOE, the ATO/TSO is to call the class to attention, as
the OC and TC departs. The ATO/TSO is to accompany OC to the exit of the PLOE
venue, and request permission to carry on.

9. The SF then takes over proceedings from the ATO/TSO.

SUBMISSION OF PLOE DOCUMENTATION

10. The minutes of the PLOE are to be submitted to the TC, via the SF and
ATO/TSO for signature within five working days of the PLOE being conducted. Once
the minutes have been signed, the appointed secretary must ensure that a hard copy
is provided to the relevant training section. The course facilitator must ensure that all
the PLOE documentation, as per Clearance certificate (Appendix D) , is forwarded to
the TAO. The TAO certifies the Clearance certificate and places the documentation
on the training section unit file. The file must be booked out to the OC, TC and QA..

11. A flow chart documenting the process for the submission of PLOE
documentation is attached as Appendix C.

PLOE ACTION REGISTER

12. On receipt of the signed minutes, the QA is to capture the action items from
the PLOE minutes, in the PLOE Action Register. The PLOE Action Register is
accessible to all Training staff.

13. An example of the format of the PLOE Action Register is attached as
Appendix E.

14. The person identified under the responsibility heading, must ensure that
follow-up action is taken by the date indicated.

15. Prior to the commencement of the next LO, the SF is to request a print-out of
the PLOE Action Register from the QA. The SF is to ensure that all actions items
from the previous PLOE have been actioned.

CONCLUSION

16. As the PLOE is an important part of the ETD process, it is vital that the
necessary preparation is done prior to conducting the PLOE, and that all sections at
SAS WINGFIELD standardize their processes and procedures.

DATE OF EXECUTION

17. This SOP comes into effect immediately and will be reviewed one year after
the date of implementation.

Appendix A: Pre-Learning Opportunity Checklist

INTRODUCTION

1. Prior to the commencement of any Learning Opportunity (LO), it is
imperative that certain actions are taken, which will assist in the successful
conducting of the LO.

2. SAS WINGFIELD consists of a number of Sections, which are
geographically dispersed, and it is therefore important that clear instructions are
issued concerning the process to be completed prior to the start of a LO.

AIM

3. The aim of the SOP is to document the process to be followed prior to the
start of all LO’s presented by SAS WINGFIELD.

SCOPE

4. The following aspects will be covered in this SOP:

a. Completing of the Pre-LO Checklist.

b. Responsibility and execution.

COMPLETING OF THE PRE-LO CHECKLIST

5. The process for completing the Pre-LO Checklist, attached as Appendix A,
is to commence at least two weeks before the commencement of the LO. This
will ensure timeous identification of possible problems and contribute to the
Quality Management System at SAS WINGFIELD.

RESPONSIBILITY AND EXECUTION

6. SFs of each section are to ensure they have a consolidated list of all LO’s
scheduled at their respective sections throughout the year.

7. At least two weeks prior to the commencement of the LO, the SF is to
issue the Pre-LO Checklist, against a signature, to the F of the LO.

8. The Fs must then complete the Pre-LO Checklist, and certify that all the
necessary arrangements have been made, and submit it to the SF of the
respective section at least one week prior to the commencement of the LO.

9. The completed Pre-LO Checklist is to be forwarded to the TC, who will
note on his/her database, that all the necessary actions have been taken, and will
then return the list to the SF for filing on the LO file.

CONCLUSION

10. In order to ensure that LO’s are conducted with minimum disruption, and
that learners attending obtain maximum benefit, all sections at SAS WINGFIELD
must ensure thorough and timeous preparation for all scheduled LO’s.

1. It is of utmost importance that the Divisional Officer (DO) has a background

knowledge of learners joining his/her training establishment for Learning

his/her training establishment.

RECEIPT OF THE DIVISIONAL REPORT BY THE TRAINING UNIT

4. The learner must report to the SF in the respective section with a route form,
drafting in/out form and the Divisional Report that must be in a sealed envelope. The
SF must check for any tampering and is to report any discrepancies to the relevant
Divisional Officer. The SF must conduct a personal interview with the member and
consult the Divisional Report in order to follow up any outstanding actions and
provide feedback where required. Pending actions must be followed where required.

5. If the learner fails to submit a Divisional Report, a signal must be sent to the
home unit requesting that the Divisional Report be forwarded to the relevant training
establishment.

6. The following aspects are covered in the Divisional Report (Appendix A):

a. Personal particulars.

b. Re-appointment/Draft particulars.

c. Administrative actions outstanding.

d. Requests outstanding.
e. LO’s scheduled.

f. Leave applications submitted.

g. Grievances outstanding.

h. Disciplinary action outstanding.
i. Short report on member’s performance.

j. Welfare situation.

k. Medical category.

l. Comments by DO/Director/Commanding Officer/Supervisor.

Note 1: Specifically outstanding items eg Welfare Situation, Court Dates,
attendance of Progress Boards or National Trade Tests should be included in
the Divisional Reports so that the receiving Divisional Officers are aware of
these requirements.

Note 2: Members who are re-appointed to complete training at external units
are to have the modules / task books / training schedules enclosed with the
Divisional Report eg Member to complete attached Prac 5 Task book for FSG
Ships Systems.

RESPONSIBILITY AND EXECUTION

7. All HOSs and SFs are to ensure that this SOP is complied with.

CONCLUSION

8. The ATO/TSO must ensure that the above-mentioned process is followed in

order to ensure that the training staff has a good background knowledge of learners
joining his/her section for scheduled LO’s.

9. This SOP comes into effect immediately and will be reviewed one year after
the date of implementation.

INTRODUCTION

1. Effective and efficient training delivery in SAS WINGFIELD rests upon a
number of key components of which the layout of Learning Event Plans is critical.

2. Course facilitators and Senior Facilitators are to ensure that the layout of
Learning Event Plans as per the example is followed.

3. The aim of this order is to promulgate the layout of Learning Event Plans at
SAS WINGFIELD.
