The Kentucky Celebration is a time-honored tradition, and the pinnacle of the Kentucky show season, taking place every year in September. This year it was held September 15-17th at the Mercer County Fairgrounds in Harrodsburg, KY. Classes have changed, venues and faces have changed but the one thing that remains the same is the love the bluegrass state has for the Tennessee Walking Horse. The twonight show was packed with 62 classes and kicked off with the crowd favorite, Stick Horse class. Judges for the event were Evan Alexander, Jason Joseph, and Jamie Tucker. The final stake class did not disappoint with Wesley Allen and I’m Charlie Daniels taking home the Walking Horse Championship title. Ryan Blackburn and Multi-WGC Warbird, joined by Parker Blackburn and Ginger Williams. Then imagine that the new owner went out and used that car in an irresponsible way – accumulating parking tickets and traffic violations. You go to your mailbox one sunny morning a year or so later and are surprised with a court summons resulting from those unpaid tickets and violations for which you, as the owner of record on that car, are now responsible. Your insurance rates on the vehicles actually in your possession skyrocket, your name appears in the local police blotter and you’re faced with miles and miles of red tape that must be straightened out. Of course, they are designed to prevent this from happening, at least when it comes to vehicles. And, even if there weren’t laws, most informed and responsible people would make sure that a car that they sold was transferred out of their name. However, in the horse industry, there are numerous cases of horses remaining in a seller’s name for years to come after the sale. This practice of buyers not transferring horses into their names makes sellers vulnerable to various scenarios that mirror the example above. Therefore, it is in the best interest of all sellers to take care of the transfer themselves. This is the best way to protect their interests and prevent future entanglements involving Horse Protection Act violations, unpaid fees and anything else that may be impacted by inaccurate ownership records. Proactive sellers who take the initiative to transfer sold horses out of their names are taking a huge step toward protecting their interests. Surely it is worth a little bit of paperwork and a reasonable fee to protect one’s name and to keep from having to mount a defense against violations incurred without your actual involvement. Horses are large investments with significant risks; it only makes sense to do everything in your power to protect yourself by ensuring that your responsibilities are limited to horses that are actually in your possession. –Sarah Gee Transfering Your Horses Registration The Voice • October 2023 118

All registrations, to be valid, must be filed with the TWHBEA on the prescribed form and accepted by the Secretary. The TWHBEA Registration Application/Parentage Verification Kit Request form is a dual-purpose form valid for one year from the date processed. Any submitted names that are in question of complying with the rules will be either accepted or denied by the official Registrar of TWHBEA. The same person/entity that has used a name to register a horse may reuse the same name if the originally named horse is still listed in their recorded ownership and has been listed as deceased in registry records and does not have any registered progeny or show records. You have one year from the date a DNA kit is issued to complete the registration process. After this time the foal application will be voided, and the name will no longer be held. Extensions may be requested by the owner of record. There will be no refunds given for incomplete paperwork or failure to complete the registration process in a timely manner. No horse will be registered by a name which has exactly the same spelling as a name already registered. Horses designated in the Registry as World Grand Champions, Foundation, or Hall of Fame are considered a “protected class.” Phonetically or confusingly similar names will be considered the same for horses in the “protected class.” Adding a registered prefix to any name can be a differentiating factor so long as the originally named horse has a foaling date of 35 years or more prior to the request date and the originally named horse is not considered a protected class. 1. 2. 3. 4. 5. 6. 7. 8. 9. The Executive Committee of the Tennessee Walking Horse Breeders’ & Exhibitors’ Association (TWHBEA) recently approved a recommendation from the Membership and Registry Committee regarding the rules for naming horses. The updated rule was approved on August 11, 2023 and was effective immediately. The updated rule is below and can also be found in the Corporate Rules, which are under the Governance tab at www.TWHBEA.com. Walker has worked in the association’s registry department for 52 years and will retire at the end of the year. “Our members and staff have come to depend on their institutional knowledge over the years,” commented TWHBEA CEO Mark Farrar. “While we’ll miss their collective wisdom, we’ll miss seeing them most of all. Paulette and Marilyn have devoted a combined 83 years to TWHBEA and I hope they enjoy every moment of the retirement that they so richly deserve.” Paulette Ewing Marilyn Walker In our previous issue we incorrectly identified one of the Maiden Incentive Winners. The highest placing entry in the class that was nominated for the National Futurity was fourth-place-finisher Development, owned by LeAnn Werner-Osborne and trained/ridden by Keegan Meadows. We love big-ticket items but are just as happy to receive a bag of feed! TWHYA Celebration Scavenger Hunt The Tennessee Walking Horse Youth Association (TWHYA) recently held a digital scavenger hunt during the Tennessee Walking Horse National Celebration. TWHYA members were asked to look for specific items related to the Tennessee Walking Horse on the grounds of The Celebration as well as throughout Shelbyville and the surrounding area. Participants were asked to seek out the original site of the first Celebration, the gravesites of former World Grand Champions, visit the Tennessee Walking Horse Museum and TWHBEA headquarters to locate specific items, and many more. Many of the “items” were actually selfies taken at various sites, such as a selfie at the Celebration World Grand Champion Owner’s wall, or with specific people, like a selfie with a TWHBEA or Celebration employee. “The goal of this was to not only allow our young folks to have fun while searching for unique pieces of our breed’s history but to get them out and about to see that that history exists in so many more places than just the Celebration show grounds,” said Chris Hazelwood, At-Large/Youth Vice President. The winner of this year’s scavenger hunt was Kathryn Hopper, who received a $200 cash prize. Ava Reed came in second place, receiving a $100 gift certificate to the TWHBEA gift shop, and JoAnn Keyser placed third and received a $50 gift certificate to the shop. TWHYA hopes to make this an annual event for its youth members. First place winner Kathryn Hopper was presented with her winning certificate and prize money at the TWHBEA Headquarters by Jessica Ozburn. 125 The Voice • October 2023
