PENUBUHAN JAWATANKUASA DAN TANGGUNGJAWAB
POLIS DIRAJA MALAYSIA
PENUBUHAN JAWATANKUASA INDUK PILIHAN RAYA
Ketua Polis Negara (KPN), setelah dimaklumkan oleh Pengarah Jabatan KDNKA
mengenai sesuatu Pilihan Raya (PRU, PRDUN dan PRK), akan menubuhkan
Jawatankuasa Induk Pilihan Raya PDRM.
STRUKTUR JAWATANKUASA INDUK PILIHAN RAYA
2. Jawatankuasa Induk Pilihan Raya PDRM dipengerusikan oleh Pengarah Jabatan
Keselamatan Dalam Negeri dan Ketenteraman Awam (JKDNKA) yang digelar ‘Pengarah
Operasi Pilihan Raya PDRM’. Beliau bertanggungjawab secara langsung kepada KPN
berkaitan semua perancangan, persiapan, pelaksanaan, peranan dan tanggungjawab
PDRM mengenai Pilihan Raya.
3. Ahli Jawatankuasa Induk terdiri daripada penjawat jawatan berikut :

4. Ketua Polis Negara akan melantik Pesuruhjaya Polis / Ketua Polis Negeri ( PJP /
KP) sebagai Pengarah Pilihan Raya PDRM peringkat negeri. PJP / KP hendaklah
menubuhkan Urusetia Kerja peringkat kontinjen berkaitan semua perancangan,
persiapan, pelaksanaan, peranan dan tanggungjawab PDRM mengenai Pilihan Raya.

RAYA PDRM
6. Tugas dan tanggungjawab Jawatankuasa Induk Pilihan Raya PDRM adalah
seperti berikut :
6.1 Menyelaras semua persiapan dan persediaan PDRM di dalam
menghadapi PRU, PRDUN dan PRK ;
6.2 Mengurus dan menyelaras keperluan keselamatan, sumber manusia,
peruntukan kewangan, logistik dan kebajikan PDRM ;
6.3 Merancang dan melaksanakan latihan berkaitan penugasan Pilihan Raya
6.4 Memastikan PDRM berada pada tahap siap sedia melaksanakan tugas
Pilihan Raya pada bila-bila masa ;
6.5 Mengemaskini, mencetak dan mengedarkan Buku Panduan Pilihan Raya
(Election Manual);
6.6 Memastikan Pusat Kawalan Polis di peringkat MCC, CCC, dan DCC
dikemaskini;
6.7 Memastikan sistem perhubungan mencukupi dan boleh digunapakai;
6.8 Memantau persediaan dan persiapan PDRM di peringkat Kontinjen;
6.9 Berhubung rapat dengan SPR di dalam segala aspek perjalanan Pilihan
Raya;
6.10 Mengadakan mesyuarat pengurusan peranan PDRM mengenai Pilihan
Raya;
6.11 Menghadiri mesyuarat Pilihan Raya di Kementerian dan SPR; dan
6.12 Mentaklimatkan tahap keselamatan dan persiapan PDRM kepada KPN
dan Menteri Dalam Negeri.
TUGAS DAN TANGGUNGJAWAB JAWATANKUASA PERINGKAT KONTINJEN
7. Tugas dan tanggungjawab Jawatankuasa Pilihan Raya PDRM peringkat
kontinjen adalah seperti berikut :

7.1. Menyelaras semua persiapan dan persediaan kontinjen di dalam
menghadapi PRU, PRDUN dan PRK ;
7.2. Mengurus dan menyelaras keperluan keselamatan, sumber manusia,
peruntukan kewangan, logistik dan kebajikan pegawai dan anggota;
7.3. Merancang dan melaksanakan latihan berkaitan penugasan Pilihan Raya;
7.4. Memastikan kontinjen berada pada tahap siap sedia melaksanakan tugas
Pilihan Raya pada bila- bila masa;
7.5. Memastikan pembekalan Buku Panduan Pilihan Raya ( Election Manual )
ke peringkat Ibupejabat Polis Daerah (IPD) dan Balai Polis;
7.6. Memastikan Pusat Kawalan Polis di peringkat CCC dan DCC
dikemaskinikan;
7.7. Memastikan sistem perhubungan mencukupi dan boleh digunapakai;
7.8. Memantau persediaan dan persiapan di peringkat kontinjen dan daerah
7.9. Berhubung rapat dengan SPR negeri di dalam segala aspek perjalanan
Pilihan Raya ;
7.10 Mengadakan mesyuarat pengurusan peranan polis di peringkat negeri
mengenai Pilihan Raya;
7.11 Menghadiri mesyuarat Pilihan Raya di peringkat Jabatan dan SPR negeri;
7.12 Melaporkan kemajuan dan perkembangan semasa kepadaJawatankuasa
Induk PDRM.
PENUBUHAN URUS SETIA KERJA PILIHAN RAYA
8. Pengarah Jabatan KDNKA selaku Pengerusi Jawatankuasa Induk merangkap
Pengarah Operasi Pilihan Raya PDRM akan menubuhkan Urus Setia Kerja Pilihan Raya
PDRM. Beliau boleh melantik Ketua Penolong Pengarah (Urus Setia) Jabatan KDNKA
atau mana-mana pegawai yang difikirkan layak untuk mengetuai Urus Setia tersebut.
Sekiranya Ketua Penolong Pengarah (Urus Setia) Jabatan KDNKA tidak dilantik sebagai
Ketua Urus Setia, beliau secara langsung adalah Timbalan Ketua Urus Setia Kerja
Pilihan Raya PDRM. Ketua Urus Setia Kerja akan dibantu oleh seorang Timbalan Ketua
Urus Setia dan beberapa Penolong Ketua Urus Setia yang akan bertanggungjawab
secara khusus dalam bidang-bidang yang dikenalpasti.
9. Ahli Jawatankuasa Urus Setia Kerja adalah seperti :

TUGAS DAN TANGGUNGJAWAB URUS SETIA KERJA PILIHAN RAYA
10. Tugas dan Tanggungjawab Urus Setia Kerja Pilihan Raya PDRM seperti berikut:
10.1 Bertanggungjawab terus kepada Jawatankuasa Induk;
10.2 Merancang dan mengenalpasti tindakan yang perlu untuk persiapan
Pilihan Raya;
10.3 Berhubung rapat dengan SPR dalam semua aspek dan perjalanan
Pilihan Raya;
10.4 Mengatur mesyuarat bagi jawatankuasa induk Pilihan Raya di peringkat
PDRM;
10.5 Menentukan urusan Pentadbiran Urus Setia Kerja Pilihan Raya PDRM
kemaskini dan teratur
10.6 Merancang dan merangka silibus serta menyediakan program latihan
Pilihan Raya;
10.7 Mengumpul data dan mengkaji keperluan logistik, sumber manusia dan
bajet berdasarkan permintaan dan keperluan jabatan serta kontinjen;
10.8 Menyalurkan maklumat mutakhir berhubung keselamatan dan
perkembangan semasa kepada Jawatankuasa Induk dan Kontinjen;

10.9 Menyemak, mengemaskini, mencetak dan mengedar Buku Panduan
Pilihan Raya PDRM;
10.10 Menyediakan taklimat keselamatan dan persiapan PDRM kepada pihak
atasan; dan
10.11 Merangka dan menyediakan jadual lawatan serta turut menyertai
pasukan pemantauan oleh Jawatankuasa Induk;
10.12 Menyelaras hal-hal kebajikan semua petugas yang terlibat dengan Pilihan
Raya.
10.13 Menyelaras dan memantau berkaitan dengan disiplin dan tatatertib
semua petugas.
PUSAT KAWALAN POLIS
11. Sistem, struktur dan tanggungjawab Pusat Kawalan Polis Diraja Malaysia adalah
seperti yang dihuraikan dalam Chapter 23, Public Order Manual (POMAN) seperti di
Lampiran ‘A’ (Bab III).
SISTEM MAKLUMAT PUSAT KAWALAN
12. SMPK adalah satu aplikasi yang dibangunkan oleh Cawangan Teknologi
Maklumat, Jabatan Logistik Polis DiRaja Malaysia, Bukit Aman bertujuan membantu
PDRM dalam melaksanakan tugas-tugas kepolisan khususnya dari aspek penugasan di
Pusat Kawalan Malaysia (MCC), Pusat Kawalan Kontinjen (CCC) dan Pusat Kawalan
Daerah (DCC).
12.1 Menyimpan data maklumat penting dalam bentuk carta dan laporan
mengikut format sebagaimana carta dan laporan dalam POMAN Bab 23.
12.2 Memudahkan capaian maklumat-maklumat penting oleh semua peringkat
Pusat Kawalan dalam melaksanakan operasi melibatkan keganasan,
bencana dan ketenteraman awam (Arahan MKN No 18, 20 dan 21 ) dan
dalam penugasan harian.
12.3 Menyediakan satu sistem berpusat yang boleh memberikan laporan
perkembangan mengenai langkah-langkah operasional yang diambil oleh
setiap pasukan yang terlibat dengan penugasan harian dan semasa
krisis.
12.4 Menguruskan penghantaran maklumat kejadian secara lebih efisien,
teratur dan cepat sebagaimana kehendak PTKPN B 103.

12.5 Mengurangkan proses mengemaskini maklumat ke carta dan laporan
secara manual.
12.6 Meminimumkan penggunaan ruang dalam Pusat Kawalan.
12.7 Meminimumkan penggunaan kertas
12.8 Memaksimumkan kerahsiaan maklumat.
13. TUJUAN
Peraturan Tetap Operasi (SOP) ini disediakan bagi tujuan seperti berikut :
13.1 Menyelaras penggunaan SMPK kepada semua peringkat petugas Pusat
Kawalan Polis seluruh negara semasa penugasan harian (Skeleton
Manning) dan semasa menghadapi krisis (Full Manning).
13.2 Menggariskan peranan dan tanggungjawab petugas pusat kawalan
semasa penugasan harian dan krisis menggunakan SMPK.
14. SKOP
Skop Peraturan Tetap Operasi ini akan meliputi perkara-perkara seperti berikut :
14.1 Peranan dan tanggungjawab KJKA
14.2 Peranan dan tanggungjawab KBKA
14.3 Penggunaan SMPK semasa penugasan harian.
14.4 Penggunaan SMPK semasa krisis.
14.5 Pelan Kontinjensi apabila sistem mengalami gangguan.
15. PERANAN DAN TANGGUNGJAWAB
15.1 Semasa Krisis (Full Manning)
15.1.1 Pegawai SMPK hendaklah menentukan data-data maklumat
senantiasa dikemaskinikan dalam SMPK mengikut pecahan
tanggungjawab seperti mengemaskinikan maklumat-maklumat
berikut :
i. Menghantar laporan mengikut jangkamasa yang
ditetapkan dalam Perintah Gerakan.

iii. Menerima berita masuk
iv. Penugasan Pusat Kawalan
v. Penugasan LSF / PGA / PSP
vi. Penugasan Operasi

ix. Carta Kematian (kemaskini semasa mencipta laporan
kejadian)
x. Carta Kecederaan (kemaskini semasa mencipta laporan

xi. Carta Orang Hilang (kemaskini semasa mencipta laporan

xii. Carta Orang Ditahan (kemaskini semasa mencipta laporan
kejadian)

xiv. Maklumat Semasa.
xv. Melaksanakan lain-lain tugas yang diarahkan oleh
Timbalan Pegawal.
15.1.2 Timbalan Pegawal bertanggungjawab menentukan peralatan
komputer dan rangkaian di Pusat Kawalan mencukupi dan
berfungsi dengan baik. Sebarang kerosakan dan kekurangan
peralatan komputer serta rangkaian hendaklah dimaklumkan terus
dengan segera kepada Pegawai Turus Teknologi Maklumat
Kontinjen.
15.1.3 Menentukan semua berita, laporan dan statistik yang perlu
dimaklumkan dengan segera kepada MCC dihantar
menggunakan borang semboyan dalam SMPK.
15.1.4 Menentukan semua borang SMPK yang terdapat dalam SMPK
dicetak dan sentiasa mencukupi pada setiap masa.

15.1.5 Menentukan manual penggunaan SMPK yang terdapat dalam
SMPK dicetak dan diletakkan di Pusat Kawalan sebagai rujukan
penggunaan SMPK.
15.2. Pelan Kontinjensi
Apabila sistem, rangkaian atau peralatan mengalami gangguan dan tidak
dapat berfungsi, tindakan-tindakan berikut hendaklah diambil :
15.2.1 DCC hendaklah memaklumkan terus kepada CCC berkaitan
gangguan yang dialami. CCC bertanggungjawab memaklumkan
kepada petugas teknologi maklumat kontinjen untuk tindakan.
Petugas teknologi maklumat kontinjen bertanggungjawab
mengambil tindakan mengenalpasti punca permasalahan dan
mengatasinya dengan segera.
15.2.2 Semua laporan yang perlu dihantar hendaklah menggunakan
sistem email sebagai sokongan pertama.
15.3.3 Jika sistem email sebagai sokongan pertama sistem juga tidak
dapat berfungsi, maka semua penghantaran laporan dan berita
hendaklah dilaksanakan secara manual menggunakan elemen
komunikasi.
16. Adalah diharapkan dengan adanya panduan ini akan dapat mencapai matlamat
pengoperasian, pengurusan dan pengendalian SMPK secara lebih efisyen serta dapat
memberi perkhidmatan yang lebih berkesan dalam mengendalikan krisis dan bencana
kepada masyarakat seiring dengan cogankata Tegas, Adil dan Berhemah. Perintah
Tetap Operasi ini hendaklah digunakan sepenuhnya dalam pengendalian SMPK
semasa penugasan Pilihan Raya sepenuhnya.

1. The Controller has overall responsibility for the efficient running of the CC which

2. Military Communications. The appropriate Military Commander who invariably

communications for control of his troops and for receiving orders on the command net.
3. Receiving and sending Massages. All telephone massages emanating form, or
received by, the CC must immediately be confirmed in writing by the originator or the
recipient on the form as shown at Appendix 12 of Annex ‘K’.
4. Distribution/circulation of massages. See Appendix 13 to Annex ‘K’
5. TP, RT and telephone Operators, Are to be instructed to give priority to PO
messages over routine police matters.

launches will be displayed on a chart in the Control Centre and plotted on maps.
9. TS Munitions. The Control Centre will in addition maintain a chart to assess the
need for replenishing TS munitions used. If local reserve are seriously depleted, supplies
may have to be sought through the FAO from the south East Asia pool- refer to file (SR)
121/2/1/2/2 for policy, procedure, return and other details.
10. An up-to-date detailed record of such reserve stock is to kept in the Control
Centers.
11. Dress. Working dress appropriate to day and night duty.
12. Arms. No Arms are to be carried by personnel on duty in the Control Centers
unless otherwise directed by the Deputy Controller.

Annex ‘A’ to chapter 23
ORDERS FOR THE CONTROLLER
Duties
1. The duties of the Controller are, in general terms:
a. To receive and disseminate information relating to the PO situation to the
Police, Civil and Military authorities concerned.
b. To co-ordinate police arrangements for dealing with the situations.
c. To arrange for movement of Police reserve of personnel, transport and
equipment the Po situation may require.
d. To arrange, through the appropriate authority to co-ordinate the movement of
additional personnel and equipment from Information Service and other
essential service as required.
e. Maintenance of an up to-date record of the Po situations prevailing in the
Country as a whole so as to enable the Government to be fully informed and
advised on the measures to be taken to deal with the situation.
f. Appropriate action is taken by MCC on all requests received from
Contingents including requests for reinforcements for PO units and to arrange
for deployment and transportation ( if necessary) of such units, as authorized
by the IGP.
g. Liaison with Appointed Military Commander for all types of Military Aid as
requested.
In performing the above duties the Controller is the representative of the
Inspector-General of Police/Chief Police Officers and acts on his behalf.
2. The Controller, 1st team at MCC, becomes responsible for the performance of
the duties listed in paragraph (1) immediately on receipt of a SECURITY WARNING of
any grading from any area of Malaysia, and remains responsible until the PO threat has
been resolved, or until relieve whichever is earlier.
3. It is entirely within the Controller’s discretion to decide what state of readiness
shall be ordered at the Control Centers in order to enable him properly to fulfill his
responsibilities.
4. The following action will be taken by the 1st team Controller on receipt of
information from the Headquarters Duty Officer that a Security Warning has been
issued.

a. Ensure that the Headquarters Duty officer warns the Deputy Controller
and his staff to report for duty and is carrying out his responsibilities.
b. Advise the IGP/CPO and Appointed Military Commander of all information
received and action taken from time to time.
c. On being informed that the Deputy Controller has reported for duty
instruct him on any action to be taken and any changes to be made in
the MCC/CCC Security State.
d. On deciding that the situation warrants the full manning of the Control
Centre instruct the Deputy Controller to impose Control Centre Security
Amber and ensure that he takes action as required. Report in person to
the Control Centre and assume control.
Security Warning
5. He is to decide the security state for the Control Centre from time to time. At his
discretion the CC may or may not be manned on Security Green but it must be manned
on security Amber by at least a skeleton staff, and by the full team on Security Red.
Manning of MCC
6. Subject to the limitations in Para 5 above, he is to decide at what stage the CC is
to be first manned and whether by a skeleton staff or full team.
Briefing of CC Staff
7. He is to ensure that the Deputy Controller briefs his team and that all members of
it are fully conversant with their duties and responsibilities.
Communications
8. He is, in conjunction with Signals Officers to ensure that all the communications
in the CC are in efficient working order and that any faults are rectified immediately.
General
9. He is to perform any other duties as directed by IGP, Deputy IGP, Dir, IS/PO or
in Contingents the CPO and Deputy CPO.

Annex ‘B’ to Chapter 23
ORDERS FOR THE DEPUTY CONTROLLER
Responsibility
1. He is responsibility to the Controller for the overall supervision of the CC Staff
and is to ensure that they perform their duties properly. In this connection he is to brief
the Staff to ensure that they are fully conversant with their duties and responsibilities.
2. He is also responsible for:
a. Ensuring that members of his team report for duty 30 minutes before the
time of assuming duty.
b. Warning the Deputy Controller of the next team as early as possible
c. Arranging for substitutes in the event any members of his team not being
available through illness or any other cause.
Movement
3. When the CC is declared Security Green but he is not required to report for duty,
he is to remain in his quarter/office on standby. He is not to leave his quarter/office
expect with the permission of his team Controller. Permission will not granted for him to
proceed outside the town limits or to visit a place not contactable by telephone or VHF.
Massages Requiring Urgent Action
4. Upon receiving an IN-COMING message that requires urgent attention he is to
bring it immediately to the notice of the Controller and take such action as may be
ordered.
Relinquishing Duty – Procedure.
5. He is to alert as early as possible the next Relief team to assume duty. Before
relinquishing duty he is to ensure that each member of this team brief his relief fully on
the current Po situation.
Skeleton Staff
6. When the CC is ordered by the Controller to be manned by skeleton staff, he is
to be in command. He will be assisted by the plotting Officer, Sitrep Officer and one
Plotter and will have a driver on standby.
7. He is to keep the Controller and the Staff of CC orders informed of the PO
situation.

ORDERS FOR THE ASSISTANT CONTROLLER
Introduction
1. The Assistant Controller works in close conjunction with the Deputy Controller
and assists him in his supervision duties. In the absence of the Deputy Controller from
the Control Centre he assumes the function of the Deputy Controller. Therefore, he must
be kept as much informed as the Deputy Controller.
Movements
2. When the CC is declared Security Green and he is not required to be on duty in
the CC he is to remain in his quarter/office on standby. He is not to leave his
quarter/office except with the permission of his team Deputy Controller. Permission will
not be granted to proceed outside the town limits or to visit a place not contactable by
telephone or VHF.
Skeleton Staff
3. When the CC is ordered to be manned by skeleton staff, he will assume the
functions of the Deputy Controller.
4. He is to keep the Controller, Deputy Controller, inform of the PO situation, and
such other officers as ordered.
Vetting of Messages
5. ALL-IN COMING and OUT-GOING messages are to be channeled thorough him
for distribution/dispatch. Before distributing or dispatching them he is to check the
messages to ensure that they are in order.
Distribution of Messages
6. Upon satisfying himself of the correctness of any IN-COMING or OUT-GOING
message he is to take action and distribute copies of the messages in the manner
shown in Appendix 13 to Annex ‘K’ attaching there to a Message Action Slip.
Checking of Dispatch – OUT-GOING Message

7. He is to ensure that OUT-GOING message are transmitted within a reasonable
period and, if this is for any reason impossible due either to a technical fault or to over-
loading of the signals net, he is to arrange to pass the message by some other over-
loading of the signals net, he is to arrange to pass the message by some other means
e.g. telephone military signals net, dispatch rider etc. In order to check on actual
transmission of messages, he is to maintain rough register enter therein the actual time
of acknowledgement by addressees of all OUT-GOING MESSAGES AS INDICATED
ON THE Signals Dispatch Slip returned to him by the Signals Centre. He is to inform the
Deputy Controller of any undue delay in transmission of message.
Verbal Messages
8. Message received over the telephone are normally to be taken by him and
reduce to writing on the form Appendix 11 to Annex ‘K’ for distribution. If he cannot
attend to this personally, the Deputy Controller or any other CC staff officer is to take the
required action.
Messages Requiring Urgent Action
9. Upon receiving any IN-COMING message that requires urgent attention he is
without delay to take it personally to the Deputy Controller and take any action as
ordered.
Availability Charts
10. He is responsible for obtaining immediate returns of PO resources and passing
them as necessary to the Plotting Officer for plotting on charts and maps.
Stationary etc.
11. He is responsible for ensuring that the necessary stationery, forms, orders, etc,
are available in sufficient quantity in the CC.
Transport Arrangement for CC Staff
12. He responsible for arranging in advanced transport requirements and escorts, if
necessary, for his team relinquishing duty and members of the Relief Team assuming
duty.

Introduction

Disposition And Deployment of PO Units on IGP’s Reserve
5. These are not to be plotted on the charts and maps showing their bases/location
and whether they are:
a. Available for deployment (AD), for a PO situation in an area which is not
its formations base.
b. Standing by (STB) expecting a PO situation.
c. Committed (COM) for actions or required to deal with a PO situation and
not available for deployment.
Deployment
6. All deployment are not to be plotted by moving the identification disc or map pins
of the units to their new locations.
Current Situation Charts
7. The Current Chart is to show only the latest reported situation received from the
CC concerned. It is to be plotted on a chart as shown in Appendix 1 to this Annex.
8. A copy of IN-COMING and OUT-GOING massage are to be placed on separate
clipboards beside the chart for ease of reference to detailed information on
incident/threats show on the Current Situation Chart.
Security
9. Security Warning, current Security State is to be indicated by colored disc as

Introduction
1. The Sitrep Officer is responsible to the Controller for consolidating and compiling
Sitrep on incidents and threats and for maintaining up-to-date situation of arrests,
casualties and incidents by Districts.
Movements
2. When the CC is declared Security green and he is not required to report for duty,
he is to remain in his quarter/office on standby. He is not to leave his quarter/office
except with the permission of his team Deputy Controller. Permission will not be granted
for him to proceed outside the town limits or to visit a place not contactable by telephone
or VHF.
Sending of Sitrep
3. The Following sets out procedure for Sitrep officers:
a. DCC. The Sitrep Officers at DCC will send a full Sitrep to the CCC
periodically or when the need arises for an immediate Sitrep.
b. CCC. The Sitrep Officers at CCC will send a full Sitrep to the MCC
periodically or when te need arises for an immediate Sitrep.
c. MC. The Sitrep Officers at MCC will send out a general information ( not
operational) Sitrep to CCCs on the current PO situation in the Charts
maintained by plotting Officer. This include total arrests, casualties and
incidents.
4. These Sitreps are to be sent a fixed intervals or as directed by the Controller at
MCC.
Statistics
5. He is to maintain statistic in the manner set out in Appendices 4 and 5 to Annex
‘K’.
Supervision of Diarist
6. He is responsible for the supervision of the Diarist.

Introduction
1. The Diarist is a police typist/stenographer who is to work directly under the
supervisions of the Sitrep Officer.
Movements

he is to remain in his quarters/office on standby. He is not to leave his quarter/office
except with the permission of his team Deputy Controller. Permission will not be granted
for him to proceed outside the town limits or to visit a place not contactable by
telephone.
Typing
3. He is to maintain the diary, in four copies, on the Performa in the Appendix 1 to
this Annex as follows:
a. Type in sequence all IN- COMING and OUT GOING message.
b. The sequence is to be base not only on the serial numbers allotted to the
message but in the case of deciding between IN –COMING and OUT
GOING messages upon the time stamped thereon by the Asst.
Controller.
c. Typing action in the CIRCULATION/ACTION SLIP is to be type in the
ACTION TAKEN column.
d. Typing is to be double spacing
e. Messages are not to be type in full, irrespective of grammatical or spelling
mistake.
Object of Diary
4. The object is to give a narrative picture of PO event in the country as they unfold
to the CC, and the action taken to meet them. Copies are distributed to members of any
Courts of Inquiry which may be convened after civil disturbances.

5. The Diarist will receive two copies of IN-COMING messages. After typing, one
copy is to be placed on the IN-COMING Master File and the other on the Signals Return
File, for which two covers are provided. The current Signals Return File is to be sent to

may direct and subsequent by the Diarist and after typing
is to be placed on the OUT-GOING Master Files.

ORDERS FOR MALAYSIA POLICE HQ DUTY OFFICER
Introduction
1. Outside office hours the Malaysia HQ Duty Officers is normally the first person
to receive the security warning from any Contingent. It is his responsibility when to
initiate preliminary action until such time as the MCC is manned, partially or wholly.
Security Green
2. Upon the declaration of security Green is any Contingent, he is to take the
following action:
a. Immediately inform the officers shown in Annex ’B’ to MCC orders.
b. Keep such officers informed of all message received that are or general
interest and of any change of security warnings.
c. Carry out any instructions given by any of these officers.
d. Record all actions taken and instructions received in the PO diary.
e. Reduce to writing, on the form shown in Appendix 11 to Annex ‘K’ all
verbal communications between MCC and CCCs.
f. Lay out the CC in readiness for manning
g. File IN-COMING and OUT-GOING signals in the appropriate Master
Files.
h. Plot all, maps and charts.
Declared Security Green
3. When the Controller orders the MCC to be at Security Green but does not order it
to be manned partially or wholly, the Malaysia Police HQ Duty Officer is to continue to
perform the duties set out in Para 2 above.
Control Centre is manned
4. When the Controller order the CC to be manned by the full team or a skeleton
staff, the Malaysia Police HQ Duty Officer is to hand over the CC to the Deputy
Controller and revert to his normal non-PO duties unless other ordered.
