Mr. Chadchart Sittipunt อาจเป็นสถานท่ีที่บางคนต้องใช้เวลาเกือบทั้งชีวิตในการด�ำเนินชีวติ และ

ของเมอื ง ปัญหาการจราจร ปัญหาสิ่งแวดลอ้ ม รวมไปถึงการเปลีย่ นแปลง
ของโลก และเพื่อให้กรุงเทพฯ สามารถพัฒนาให้เท่าทันบรบิ ทสังคมโลก
ทั้งในด้านเทคโนโลยีและนวัตกรรม เป็นมิตรกับสิ่งแวดล้อม รวมไปถึงการ
พัฒนาที่ยั่งยืนเป็นเป้าหมายส�ำคัญ จึงเกิดเป็นแนวคิดการพัฒนาที่ผสม
ผสานระหวา่ ง “เมืองน่าอยสู่ �ำหรบั ทกุ คน” กับ “เมืองอจั ฉริยะ” โดยน�ำ
ระบบเทคโนโลยีสารสนเทศและนวัตกรรมท่ีมีประสิทธิภาพเข้ามาประยุกต์
ใช้ในการบริหารจัดการ การส�ำรวจและจัดการข้อมูล การวางผังเมือง ไป
จนถึงการพฒั นาเมอื ง ซ่ึงเปน็ งานหลกั ที่สำ� นักการวางผงั และพฒั นาเมือง
มงุ่ มน่ั และทมุ่ เทปฏบิ ตั หิ นา้ ทเ่ี สมอมา เพอ่ื เปา้ หมายสงู สดุ ในการนำ� คณุ ภาพ

ในปี 2565 น้ี ถอื วา่ เป็นจุดเริม่ ตน้ ท่ีดี ในการพัฒนากรงุ เทพฯ หลัง
จากทสี่ ถานการณ์แพร่ระบาดของโรคติดเชอ้ื ไวรสั โคโรนา 2019 มีแนวโน้ม
คลคี่ ลายลง ลดความรนุ แรงจากโรคตดิ ตอ่ อนั ตรายมาเปน็ โรคตดิ ตอ่ ทตี่ อ้ ง
เฝา้ ระวัง อันมาจากความพยายามของทกุ ฝ่าย จึงถือวา่ เปน็ นิมติ หมายอนั
ดีท่ีจะสานต่อการพัฒนาอีกครั้ง ซึ่งที่ผ่านมาส�ำนักการวางผังและพัฒนา
เมือง มุ่งมั่นพัฒนา วางแผน บรหิ ารจัดการ และให้บรกิ ารประชาชน โดย
นอกเหนือจากเพือ่ ประโยชน์และความสุขประชาชนในการด�ำเนินชีวติ เป็น
หลักแลว้ การพัฒนากรงุ เทพฯ ไปสมู่ หานครระดบั โลก ยงั คงเป็นเปา้ หมาย

Bangkok, as the center of national development, is both the home
and workplace of its residents, and possibly the place where some people
have spent most of their lives here. Given its continuous growth, Bangkok
has experienced many problems related to urban sprawl, traffic congestion,
environmental degradation and changing global context. To keep pace with
global advancement in terms of technology and innovations while making
the city environmentally friendly with sustainable development as a main
goal, the Bangkok Metropolitan Administration (BMA) has initiated the idea
of integrated development of Bangkok into “a livable city for all” and “a
smart city”. Efficient information technology and innovations have been
applied to administration, data survey and management, city planning as
well as urban development. These are the core missions that City Planning
and Urban Development Department has always been rigidly committing
to with the ultimate goal of bringing about good quality of life to Bangkok
citizens.
The year 2022 is considered a good start of Bangkok’s development
after Thailand stepped into the post-pandemic era. Thanks to dedicated
collaboration of all parties involved, with Coronavirus Disease 2019
(COVID-19) status being lowered from a dangerous communicable disease
to a communicable disease under surveillance. Therefore, it was an
opportune time for the restart of such development. City Planning and Urban
Development Department has been resolute in its mandates of development,
planning, management, and public services. This implementation not only
aims to bring benefit and happiness to public livelihood, but also to fulfill the
Department’s important goal of developing Bangkok into “a smart city for
all”. In this regard, I would like to extend my appreciation to all executives,
officers, and personnel for their altruistic dedication to fulfilling their duties
with utmost efforts. May they be blessed with good health, happiness,
and success. I hope they will go on performing their duties for driving and
developing Bangkok into a leading regional and global metropolis.

พัฒนาเมืองท่ีดี โดยมี “ผังเมือง” เป็นหัวใจส�ำคัญท่ีช้ีน�ำขับเคลื่อนให้
เกิด “การพัฒนาเมือง” อย่างมีทิศทาง เป็นระบบ และมีประสิทธิภาพ
ควบคู่ไปกับการน�ำเทคโนโลยีและนวัตกรรมมาประยุกต์ใช้ ซึ่งจะท�ำให้เกิด
การบริหารจัดการเมืองอย่างชาญฉลาดในทุกมิติ ไม่ว่าจะเป็นการบริหาร
จัดการข้อมูลเมือง การวางแผนการใช้ประโยน์ท่ีดินและการพัฒนาเมือง
ซึ่งตอบสนองความต้องการ และตอบโจทย์การใช้ชีวิตของคนกรุงเทพฯ
ได้อย่างครอบคลุมในทุกด้าน น�ำไปสู่การเป็น “เมืองอัจฉรยิ ะ” ที่พร้อม
จะปรับตัวอยา่ งเทา่ ทันต่อกระแสการเปลี่ยนแปลงของโลกสากล ขณะเดียว

One of the goals of the Bangkok Metropolitan Administration (BMA)
is to develop Bangkok’s functional performance as an urban center. Firstly,
to serve as a “home” that is livable, attractive, convenient, and safe where
all residents enjoy their good quality of life and contentment. Secondly, to
be a prosperous “city” that is well equipped with public services equitably
accessible to all members of the public. Lastly, to be recognized as a “world-
class metropolis” that is modern and ready to move forward as a regional
hub linking economy, trade, services, travels and transportation with global
countries.
In order to smoothly achieve this goal, well-conceived city planning,
and urban development are essential for beginning. The “city plan” is
considered a heart for stimulating suitable, systematic, and effective
“urban development”, which is supported by the application of innovative
technologies. This help create smart urban management in all dimensions,
including urban information management, land-use planning, and urban
development planning in congruence with inclusive needs and meeting of
Bangkok residents’ urban life solutions. If these trusts are achieved, Bangkok
will become a “smart city” that progresses in the context of global change
but still proudly preserves its long-lasting cultural heritage.
The year 2022 will again be recognized for City Planning and Urban
Development Department’s commitment, dedication, and determination
to motivate Bangkok’s development on a consistent basis and projects to
achievement. On this occasion, I would like to extend my sincere thanks to
all executives and personnel and encourage everyone to proudly build upon
the organization’s success for the maximum benefit and contentment of the
public into perpetuity.

Over 240 years since its establishment as the capital of Thailand, Bangkok
has unceasingly grown and changed and, currently, is recognized as a global
metropolis. It is undeniable that the growth and prosperity of Bangkok has been
spawned from good “city planning” and “urban development” that allow for
systematic and efficient urban management and problem-solving.
The City Planning and Urban Development Department, Bangkok
Metropolitan Administration, as the main agency for city planning and development
of Bangkok, is proud of its significant role in constantly driving Bangkok’s
development. In 2022, many projects and activities were implemented and
information technology and innovations were applied to all tasks. This contributed
substantially to multidimensional development of the city and sustainably improved
quality of life.
Our core missions are management and development of the urban
information database, which are instrumental in comprehensive and efficient
analysis and planning of urban development strategies, and city planning
and urban development which focus on continuous public participation and
conservation of cultural heritage, natural resources and the environment in
general. Notable projects are landscape improvement along Saen Saep Canal,
Bang Sue Canal and Bang Ramat Canal. These water courses have a long history
and are associated with many culturally-rich communities. The projects strike a
balance between development and conservation and the harmonious and vibrant
atmosphere of the city that attracts visitors from around the world.
Another important mission is laying foundations for future development
through support of the transit-oriented development (TOD) project which targets
mixed-use development around mass transit stations. TOD will not only enhance
convenient public access to rapid and safe transport systems but will also enable
optimal land use to make Bangkok a city of the future that addresses public needs
in all dimensions.
On this occasion, I would like to extend my appreciation to the executives,
officers and staff of the City Planning and Urban Development Department for their
altruistic dedication to accomplishing their tasks, which has led to the success of
the different projects we have implemented. With my best wishes, may all of them
be blessed with good health and strong willpower to jointly drive Bangkok forward
to become a “livable and smart city” that accommodates the New Normal context
and is highly competitive in the global arena.

Circumspect planning that anticipates and sidesteps current and future
changes underpins Bangkok’s development. In other words, the city plan serves
as a framework for establishing a strong foundation for spatial development through
appropriate land use management to ensure cost-effectiveness and optimum benefits
for the urban community. As such Bangkok will be transformed into a “livable
city” where all dimensions of public interests and livelihoods are addressed to
accommodate a changing society. Simultaneously, “urban development” embraces
the concept of a “smart city” by using information technology and innovations for
effective resource-use management based on participation from all sectors.

factors. Thus, Bangkok is constantly evolving as a result of this dynamic.
Cooperation from the government, private and public sectors is instrumental

In this context, the City Planning and Urban Development
Department (CPUD) strives to accomplish its missions of city planning and
urban development for Bangkok through data collection, study, analysis and
enforcement of comprehensive and specific plans, as well as development
of modern operational tools to address changing global trends that are
influencing life in Thailand. The objective is to transform Bangkok into a

Today global changes are occurring rapidly and with increasing complexity
while innovations and information technology are becoming more intrinsic to our
daily routines. In this context, “Urban information” is regarded as a fundamental
element of city planning and urban development. The City Planning and Urban
Development Department has thus placed importance on surveying, gathering and
managing information on population, land use, geographical features, and business
activities which directly influence the general public’s livelihoods. This is a mechanism
for developing a “city database” in terms of analysis, target setting, and strategic
planning to achieve urban development in a comprehensive and effective manner.

The project has laid a solid foundation for developing the GIS tool
on the digital data platform with high accuracy on each of the three axes
(X, Y and Z). The system is essential for further developing and enhancing
the BMA’s operations that involve spatial data, such as city planning, traffic
management, public health services, fire and disaster prevention and
mitigation, public works, water drainage, environmental protection and even
those associated with the finance sector.

Businesses in the tourism and service sectors such as hotel and public
transport businesses were devastated by the COVID-19 pandemic. Due to the
travel ban and social distancing measures imposed worldwide, the number
of foreign tourist arrivals decreased dramatically after the onset of 2020.
Such businesses lost almost all income and many employees generated
from tourism activities.
The City Planning and Urban Development Department has
studied the impacts of the pandemic on the hotel business in central
business districts (CBDs) of Bangkok. The study covered the number and
location of hotels, typs of business and the impacts they experienced, to
provide baseline data for effective planning, improvement and revival of
the hospitality sector in Bangkok in the post-pandemic scenario.

develop Bangkok in accordance with the established city planning framework, we

กรุงเทพมหานคร มแี นวคิดฟื้นฟู “คลองผดงุ กรงุ เกษม” คลองสาย
ส�ำคัญใจกลางเมืองท่ีมีประวัติความเป็นมาอย่างยาวนานตั้งแต่สมัยรัชกาล
ท่ี 4 ให้กลับมามีความส�ำคัญ โดยปรับเปล่ียนโฉมของย่านริมคลองให้น่าอยู่
มีแหล่งน้�ำสะอาด สภาพแวดล้อมท่ีดี และใช้ประโยชน์ได้หลากหลาย อาทิ
เป็นเส้นทางสัญจร สถานท่ีพักผ่อน สถานที่ออกก�ำลังกาย รวมถึงเชื่อมโยง
ระบบคมนาคม รถ-ราง-เรือ ในย่านส�ำคัญของเมือง ผ่านการบริหารจัดการ
พ้ืนท่ีและสาธารณูปโภคพ้ืนฐานอย่างคุ้มค่า เพ่ือให้ประชาชนทุกกลุ่มเข้าถึง

Located in the city center, Phadung Krung Kasem Canal is an
important waterway with its history tracing back to the reign of King Rama
IV (King Mongkut). The BMA, therefore, initiated a rehabilitation plan to
restore clean water and the canal’s amenable environment and that of its
environs to better serve public transport, recreation and exercise activities.
The plan included linking the road, rail and water transport systems to
ensure optimal use of the area and related infrastructure for the public’s
equitable and convenient accessibility.
The City Planning and Urban Development Department thus
implemented the project on “landscape improvement along Phadung
Krung Kasem Canal” which aimed to provide appropriate development
guidelines to accommodate communities’ ways of life and bolster economic
and tourism activities in the following four neighborhoods.
1. Talat Noi Area (Si Phraya Pier–Charoen Sawat Bridge)
2. Bobae Market Area (Kasat Suek Bridge–Chaturaphak Rangsarit Bridge)
3. Nang Loeng Market Area (Chaturaphak Rangsarit Bridge–Makkhawan
