FOREWORD

In-service courses are a regular feature of the KVS training system and every
teacher has to undergo this at some point in their career. It provides a great
opportunity for the teachers to get together with their colleagues posted in different
KV‘s in different parts of the country and learn new things as well as share their
knowledge and experiences. It is a platform to celebrate their success and also
ponder over projects which might have failed but provided a learning experience and
opened a new way.
The In-service course for Librarians held from 1st Feb to 21st Feb 2019 has been
designed keeping this in mind to make it the ideal platform for learning, connecting,
sharing and cultivating support systems in their fraternity. The course design has
also taken into account the importance of digitalization of libraries and new
practices. Accordingly, experts have been engaged to enlighten the trainees through
lectures and hands-on practice. It has been the attempt of ZIET Chandigarh to make
this course an enriching experience for the trainees and enable them to continue
their journey of life–long learners so as to give their best to the KV they are in.
In our endeavour to empower the teachers further, the various lectures and tools
introduced, have been documented in the form of articles so that the teachers can
refer to these notes at all times. The articles have been contributed by our Experts
as well as the Course Coordinator and the Resource Persons. For this contribution I
would like to thank the Course Coordinator and the Resource Persons as without
their hard work and devotion this compilation would not have been possible.
I am sure the Teachers will find this very useful.

GROUPS: RESPONSIBILITIES
Each group will select a Group Leader and inform to the Course Coordinator.
Each Group is expected to perform the following duties and responsibilities during the 21
Day In-service Course.

1. Morning Assembly – Each group will be allotted Morning Assembly programme on rotation
basis. The following items to be presented in the assembly. You may make use of the ICT
tools for making the programme innovative and attractive
 News, Thought for the Day, Special Item, Presentation of the Report of the Previous Day

2. Preparation of the report for the day allotted and mail it to the Editorial Committee by next
day

3. Completion of the Group Assignment(s) allotted to the group
4. One member from the group will express vote of thanks to the speaker at the end of the

session
5. The Group Leader should allot duties to each member on rotation basis

DAILY REPORTS

DAY 1 01 FEBRUARY 2019

GROUP – 1 : INFORMATION HUB

The day started with the registration process after that all the candidate assembled in the

auditorium for the further proceedings. Mrs. Piya Thakhur, DC and Director ZEIT

Chandigarh inaugurated the course.

In her inaugural address, Mrs. Piya Thakur stressed the role of librarians in the changing

digital environment and the need for upgrading the skill sets to meet the diverse

requirements of the academic community.

After a formal introduction of the participants, Mr. Sunil Saini, Course Coordinator gave a

brief idea about the course and schedule of the entire course. Mr. Mujib Rahiman and Dr.

N.K. Pachauri, Resource Persons of the course addressed the gathering.

After the tea break, all the participants assembled in the auditorium. The participants were

then divided into six groups and were instructed to choose their group leaders. The Group

leaders were given brief instructions on the responsibilities of each member and were also

assigned Group Assignments. Necessary materials were also distributed.

Various committees to manage the proceedings of the course were then decided. The

participants volunteered to be a part the different committees like editorial, photography,

mess, cultural and excursion.

It was followed by Pre-Test. After lunch Mr. Mujib Rahiman, Resource Person introduced

blogging and demonstrated how to create a library blog on blogger.

The first day was very great, fruitful and knowledgeable.

DAY 2 02 FEBRUARY 2019

चायपान के उपरान्त पुस्तकालय मंे विस्तृत सिे ाएँ विषय पर डा. एन. के . पचौरी विषय ससं ाधक ने अपने विचार

रखे | उन्होंने इन्टरनटे के इस यगु मंे पुस्तकालय के प्रवत विद्यार्थथयों की रूवच उत्पन्न करने के वलए अनके प्रकार के

आई. सी. टी.टूल्स जसै े ब्लॉग, गूगल क्लासरूम तथा गगू ल फॉमथ आदद के माध्यम से पुस्तकालय गवतविवधयों को

प्रदर्थशत करना |

भोजनािकाश के बाद विषय ससं ाधक श्री मुजीब रवहमान के द्वारा प्रयोगात्मक सत्र में सभी प्रभावगयों को लाइब्ररे ी

ब्लॉग का वनमाथण करने की रुवचकर जानकारी प्रदान की गयी और प्रवतभावगयों ने भी बहुत उत्साह के साथ अपनी

अपनी लाइब्ररे ी के ब्लॉग का आरंवभक वनमाथण दकया | यह सत्र बहुत रोचक और प्रभािी रहा |

The morning session started with the wonderful assembly program presented by the
SOOCHNA SARTHI group. After this our Course Coordinator, Shri Sunil Saini, told us
about the WhatsApp group activities - that all participants has to actively share their
outcomes, ideas in the group on a daily basis .
After this Shri Sanjay Chauhan, Faculty ZIET Chandigarh told us about self-esteem. He told
that we should have self esteem while doing our work. We should have self confidence in
ourselves and do our work in such a manner that our presence may be felt in our absence.
After this, we were introduced to Shri Neeraj Assistant Librarian A C JOSHI Library, Panjab
University. Shri Neeraj gave us a lecture on greenstone digital library, its basic structure
and how we can create a digital library in our school libraries. He also introduced us to a
community for digital services called FOSS this community which can help us in
overcoming problems while dealing with the digital services
We had our tea break followed by a practical session on Green Stone Digital Library by
Mujib Rahiman, where he showed us the installation part and how to create digital pages in
it, and in the latter session we all did hands on session, cleared our doubts under the
guidance of both resource persons and our coordinator Mr. Sunil Saini.

DAY 6 06 FEBRUARY 2019

सबी इरके ्रोननक रयसोसेस को अऩने ब्रॉग भे एक ही जगह ऩय यि सकते हेऄ। दसू ये सत्र भें अनतधथ
प्रवक्ता श्री अननर गुगनानी ने फार अधधकाय सॊयऺण ऩय अधधक जानकायी देते हुए इससे जुड़ी सभस्माओॊ के
सभाधान हेतु एन.सी.ऩी.सी.आय. बी अवगत कयामा । बोजनोऩयाॊत, हभाये सबी साधथमों ने ब्रॉग ननभाणा

DAY 8 08 FEBRUARY 2019

Group – 2 : P KALYAN SUNDARAM

The day was started with the morning assembly by the group Information Hub. All the

morning assembly activities like prayer, thought, news and special items of the day were

very well presented. After this, our course coordinator Mr. Sunil Kumar Saini delivered a
lecture on the topic ―Library Policy 2012‖. He thoroughly explained the Guidelines for

Library and Procedure Manual with the help of power point presentation. His tips to handle

the practical problem in library field were really very beneficial to maintain the uniformity in

the vidyalaya library.

After the tea break, resource person Mr. Mujib Rahiman practically showed through the
Power Point presentation ―Have a Fun‖ that how to change the mood of learner (Reader).
His mood changing technique was really enjoyed by the participants. After this Mr.Mujib

Rahiman taught to the participants through the use of ICT that how to use and contribute in
―KVS Digital Library Repository‖ through Google drive. Dr. N. K. Pachouri, resource
person simultaneously was showing the practical to the participants on the projector.

After lunch, we had hands on session on creation and maintenance of library blog and
digital repository under the guidance of resource persons which was really fruitful.

Yesterday, Basant Panchami was Celebrated with great enthusiasm. All the participants

wore yellow attire. The day started with lightening the lamp and offering of yellow flower to

Goddess Saraswati. After this, Prasad was distributed among the participants.

Morning assembly was presented by Raja Ram Mohan Rai Group. After that course
coordinator Mr. Sunil Saini emphasised on women empowerment and told a beautiful story
on it. Then he gave an interactive lecture on RTI 2005. It was very beneficial for all the
participants.

After tea break, Dr. N. K. Pachauri told us about various methods through which Librarian
can enhance reading habits among students.

After lunch break, cultural program was organized by Group-3 in which all participants took

active part with enthusiasm. Many group and individual programs were presented during
this program. In this way 10th day program was interesting and beneficial for us.

DAY 12 12 FEBRUARY 2019

On 12 February 2019, the participants of the in-service Course started on a one day tour to

Amritsat and Wagah Border.

We started our journey at 5:30 am. We reached Amritsar Golden Temple at around 11:30

am. All the participants visited the Golden Temple. Then we visited Jalianwala Bagh which

was an amazing experience. We had Lungar at prestigious Golden Temple and proceeded

to Wagah Border.
We reached Atari – Wagha border at 3:30 pm and all the participates enjoyed the Beating

The Retreat ceremony at the Indo-Pak border. We were enthralled by the ceremony and the

environment was filled with patriotism.

We returned from Wagha border at 6:30 pm and had dinner at Jalandhar. We reached

ZIET at 01:00 am.

DAY 13 13 FEBRUARY 2019

Group – 6 : VIVEKANAND : A KNOWLEDGE HUB
On the 13th day of the course, the participants were enriched with various ICT tools and

techniques. First session was started with a training and use of ‗Google- Classroom‘. Smt.

Preeti Sharda, Librarian, Regional Institute of English, trained all participants about various

steps of Google classroom and they created class for their students.

Then after tea break, Smt. Piya Thakur, DC& Director, ZIET Chandigarh, made us aware

about the assignments and guided to prepare articles on library tools and techniques learnt

during the on going in-service course.

Post lunch session was started with lectures and guidelines on CCS (CCA) Rules and Code

of Conduct. Shri Harwinder Singh, Retd. ASO guided us on different aspects of CCS rules.
The session ended with ‗Book Exhibition‘ organized by N.S. Publisher and Distributor under

the guidance of course coordinator Shri Sunil Saini. Participants got benefitted a lot with all

the programs. Assignments were given to all the groups.

Yesterday‘s morning assembly performed by ―INFORMATION HUB‖ (Group No.-1). In the

morning session first lecture was delivered by Mrs. M. Rajeshwari (PGT Maths), Training
Associate, KVS ZIET Chandigarh on ―REFRESH YOUR MINDS ACTIVITY‖. She refreshed

our mind by giving some reasoning and mental ability test.

After that, Dr. N K Pachauri, Resource Person presented PowerPoint Presentation on
―PHOTOSCAPE‖ software, it‘s downloading and its applicability.

Before tea break, Mr. S.P. Singh (PGT BIO), Training Associate KVS ZIET Chandigarh
gave knowledgeable lecture on ―ADOLSCENCE AND LIFE SKILL‖. He made his lecture
lively by conducting mock practices with the help of participants. He emphasized on ―Child
Cantered Approach‖ driven from National Curriculum Framework 2005. The session was

concluded at lunch time.
After lunch in 2nd session participants performed hands-on practice on various softwares
including PHOTOSCAPE, it‘s downloading and applicability under the guidance of our

दोऩहय बोजन के ऩश्चात 3 सभूहों द्वाया अऩने सभूह कामा की प्रस्तुनत दी गमी जजसभे सभूहों द्वाया

Google Sheet, Google Form, Quizizz औय Photoscape के फाये भें फतामा गमा जजससे सबी

प्रनतबाधगमों को इनके फाये ऩनु ् ववस्ततृ जानकायी प्राप्त हुई । अनॊ तभ सत्र भें प्रनतबाधगमों ने अऩने demo

lessons हदए, जजसभे सबी प्रनतबाधगमों ने अऩने ऩसु ्तकारम भंे होने वारी गनतववधधमों से सबी को अवगत

कयामा | इस प्रकाय सेवा कारीन प्रलशऺण का 16वा हदन ऻानवधका तयीके से अऩनी ऩणू ता ा की ओय अग्रेवषत

हुआ ।

DAY 17 17 FEBRUARY 2019

Group – 4 : SOOCHNA SARTHI

The day was started with morning assembly, which was presented by Raja Ram Mohan Rai

(Group 3). It included prayer, thought, news, special items etc.
The first lecture was delivered by Mr Sanjeev, TA (Primary) on the topic ―Class Library
Management‖. It was very useful for the participants who are managing primary class

library.

After this an important information was given by Mr. Ranjit Ranjan Jha, Director ORC
Academy on careers in Defence Sector and made all the participants aware about the
preparation and eligibility criteria of admission to NDA, SAINIK SCHOOL and RIMC.
In the last session of the day, Mr. Sanjay Chauhan , Associate Trainee (Eng) delivered
lecture on the topic ―Pronunciation Matters Believe Me‖ and told about some common
errors which we made during English communication. It was very beneficial for all the
participants.
In this way day was concluded in a beautiful way

The day started with morning assembly by Vivekanand Group. The first session was
handled by Mr. Sunil Saini, who demonstrated once again the installation of EG3OPAC as
requested bv the participants. He then explained the process of stock verification and
condemnation.
It was followed by a survey by Mr. SP Singh, TA (Biology) on AEP.
After tea break, the participants were given time to plan and practice Cultural Programme.
Then we had lunch which was followed by the much awaited Cultural Programme that
began at 2:30 pm.
All the participants actively involved in the programme. A wonderful extravaganza of songs,
skit and poetry enthralled the gathering.

DAY 21 21 FEBRUARY 2019

Group -3 : RAJARAM MOHAN ROY
The 21st and the last day of the in-service course started with morning assembly conducted

by group -1 (Information Hub).
The day started with Principal‘s Management Game organised by Mr. Sanjay Chauhan to

build teamwork, improve observation skills and enhance the professional competency.

Everyone participated with full enthusiasm and was very much exciting and informative.

The question answer session that followed under the Course Coordinator, Shri Sunil Saini

and both the resource persons Dr. NK Pachauri and Shri Mujib Rahiman. During the

session all the topics covered under the course were discussed briefly and participants also

raised various queries and difficulties which were discussed. Under the general discussion
on ―Preservation of Library Material and Library Management‖ Dr. NK Pachauri briefly

explained how to take care of the library materials.

After lunch break, valedictory function was held. The honourable Deputy Commissioner and

Course Director, ZIET Chandigarh, Mrs. Piya Thakur was the Chief Guest The participants

expressed their experiences about the course. The resource persons Dr. NK Pachauri and

Mr. Mujib Rahiman gave their impressions about the in-service course and informed the

participants to keep in touch with each other and help to improve themselves both

personally and professionally .

Mrs. Piya Thakur, Course Director, gave away the certificates to the participants and also

addressed the participants. The course coordinator Mr. Sunil Saini delivered vote of thanks

and expressed the hope that this training course will help the participants in delivering their

services at Vidyalaya in an effective manner. He expressed his gratitude and thanks to the

participants for the cooperation and active participation.

What is information?
Any material in any form: -
Records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders,
logbooks, contracts, reports, papers, samples, models, data, material in any electronic form,
information relating to any private body which can be accessed by a public authority
File noting's: are accessible unless they fall under the exempted category [Section 2 (f), (i)
and (j)]
What is a record?
a) Document, manuscript, file
b) Microfilm, microfiche, fax
c) Reproduction of film or images embodied in such a film
d) Any other material produced by a computer or other electronic devise
Right to information means the right to:
Inspect works, documents, records, Take notes, extracts, certified copies of documents and
records
Take certified samples of material
Access information in the following forms:

Electronic Management of Records
Every public authority shall – maintain all its records duly catalogued and indexed in a
manner and the form which facilitates the right to information under this Act and ensure that
all records that are appropriate to be computerized are, within a reasonable time and
subject to availability of resources, computerized and connected through a network all over
the country on different systems so that access to such records is facilitated [ Section 4 (1)]
Section 4: the spirit of RTI 2005
―It shall be the endeavour of every public
authority…to provide as much information suo moto to the public at regular intervals
through various means of communication…so that the public have minimum resort to the
use of this Act to obtain information‖ [Section 4 (1)]
Exempted Information-
• Section 8 of the Act deals with information that cannot be disclosed unless the larger
public interest warrants the same
• Information dating to event/matter twenty years back shall be provided
• Public interest in disclosure overrides restricting that information
PIOs: Who are they and what are their obligations?
Public Informatiohzn Officers are designated in every public authority to provide information
to requisitioners
Their Duties:
Respond to information requests
Render all reasonable assistance including reducing requisition in written format
If requested information is with another PA, the PIO will transfer the requisition within 5
days and inform the requisitioner immediately [Section 6]
Duties of PIO-
Respond to a requisition within 30 days:

Reject the requisition with reasons
If information concerns life or liberty of requisitioner, respond within 48 hours.

COPYRIGHT LAW IN DIGITAL ERA

The copyright law in historical chronicles is known to be the legacy of technology. It has
undergone methodical changes keeping in view the nature, extent and domain of
technology involved to secure the public interest of imagination, invention and
resourcefulness. Its main thrust is to provide adequate incentives to authors and creators of
miscellaneous copyright works, on the one hand, and make such works reachable to the
public on the other hand.
The copyright law had to adjust itself between the need to award the creator and the
attractiveness of making such works public. With the ubiquity of the Internet as a
exceptional and wholly new intermediate of all-inclusive human communiqué all over the
world, shrunk into a digital global village, the protection of copyright works has become a
serious concern for lawyers, as well as, the other stakeholders. The Internet together with
computer networks makes it possible for an more and more larger number of those to
participate in collective information construction, thereby debilitate the efforts to provide
encouragements to original creators of intellectual property. The Internet enables the
nearly-instantaneous, original quality reproduction of and world-wide, lightening-speed
dissemination of copyrighted works.
The above arresting features of Internet make itself emerge as ―the world‘s biggest copy
machine‖ The puzzles and inconsistencies underlying the digital dilemma, by nature, are
connected with the dichotomy between the notion of ―information wants to be free‖ and the
anxieties for stronger registered control of information in the digital environment. Against the
above background this paper shall examine and critically analyseunindustrialized issues
regarding copyright protection in digital environment.
Government of India in 1998 passed the Digital Millennium Copyright Act, which updated
copyright laws to address the realities of Digital Technology at present . With the growth
and development of Technology and more particularly digitization, the entire world has
recognized the need for a Digital Copyright Law. Therefore, the existing Copyright law was
evolved, as the trend of maintaining records in the form of Digital data clearly requires
protection a need felt all around the world.
DIGITAL TECHNOLOGY AND COPYRIGHT ISSUES:
The advancement in technology postured new challenges to the current copyright laws, as
the law was primarily developed in the regime of print media that slowly evolved its
protective works to include creative works, paintings, drawings, sculptures, which later
expanded to photography and cinema as well. The age old legislations and their core
concepts in copyright law had to be reentered, so as to make digital societal record
progress. The technical copiers or recorders made the digital data easily available with the

increase in use of the internet , which could lead to manipulation of the work vis a vis a free
flow of information in society, as the moment this digital record is placed in the public
domain on the internet the author loses all control.
THE LATEST COPYRIGHT (AMENDMENT) ACT 2012:
A fair dealing exemption, use for education purpose which were earlier applicable only in
relation to certain types of work e.g. literary, dramatic and musical works, have been made
applicable to all types of work.
A fair dealing exception has been extended to the reporting of current events, including the
reporting of a lecture delivered in public. Earlier, fair dealing exception was limited for
private or personal use, including research, and
criticism or review, whether of that work or of any other work.
Further, it has been elucidated that the storing of any work in any electronic medium for the
purposes mentioned in this clause, including the accompanying storage of any computer
programme which is not an trespassing copy, does not establish infringement. The transient
and incidental storage of a work or performance purely in the technical process of electronic
transmission or communication to the public;
The transient and incidental storage of a work or presentation for the purpose of
providing electronic links, access or integration, where such links, access or integration has
not been expressly prohibited by the right holder, unless the person responsible is aware or
has reasonable grounds for have confidence in that such storage is of an infringing copy:
Provided that if the person responsible for the storage of a copy, on a protest from which
any person has been barred, he may require such person to produce an order within
fourteen days from the competent court for the continued prevention of such storage;
The storage of a work in any medium by microelectronic means by a non‐commercial public
library, for conservation if the library already enjoys a non‐digital copy of the work; The
manufacture of a three‐dimensional object from a two‐dimensional artistic work, such as a
technical drawing, for the purposes of industrial submission of any purely functional part of

The progression of copyright has been closely linked to technical development. Whereas
most of the technologies made copyright defence more difficult, digital computers managed
to alter the fundamental concepts behind copyright. These contests to copyright industry
have emerged at a time when the share of exclusive rights in national financial prudence is
reaching unprecedented levels. It becomes critical to adjust the legal system to respond to
the new technological developments in an effective and appropriate way, keeping in view
the speed and pace of these developments.
A procedural mechanism for international litigation would serve to complement already
existing substantive provisions. In order to augment enforcement the following measures
may be taken:

The legal framework of Indian copyright law envisage penal and civil provisions to
safeguard the interests of the creators, however, it is not free from hassles and hurdles
which need to be eliminated.
The enforcement aspect of the provisions is a matter of great concern and there is an
urgent need of building better administrative machinery for the enforcement of the
provisions of the legislation which requires well-oiled enforcement machinery.
There is a need for trained and well-equipped specialized police force for detection and
enforcement of provisions relating to violation of copyright and there is also a need for
change of the judicial mindset in dealing with copyright violations.
There are still misconceptions, difficulties of access to courts, slow growth of copyright bar
and delay in disposal of whatever cases reach the courts. It is submitted that redress and
access to the adjudicatory machinery must be improved and this can be done in a better
manner, if copyright or intellectual property tribunals manned by specialists in the areas are
set up throughout the country. · The ubiquitous nature of Internet necessitates the
consideration of multinational enforcement, which will to some degree require the
harmonization of domestic laws concerning enforcement measures and facilitate the cross-
border protection of copyright in the digital age. Diversities in basic theories and in the
practice of national systems protecting copyright and related rights create obstacles to
effective international and national implementation of protection of authors and other right
owners.
The experience and achievements of the harmonization programme of the European
Community demonstrate the opportunities of bringing together important provisions of
diverse national systems. The unity of legislative approach will, it is defer to, be the only
effective way of dealing with the problems posed for the exercise of copyright and related
rights in the borderless environment created by the Internet and other international
communication systems.
The provisions of the Berne Convention taken in conjunction with those of other relevant
international apparatuses and the relevant regional instruments can, it is suggested, provide
the basis for a unified global system of copyright, and, to be effective, future planning
should be based on moves towards a world copyright regulation which will incorporate
harmonized rules on all fundamental issues.
Last but not the least, since, the pirate is using new knowledges in the digital atmosphere to
infringe on the copyright and related rights, so in the same vein, the holders of these rights
should use the very means to counter such actions of infringer. As renowned novelist
Chinua Achebe once said the Engel bird says ‗since man has learnt to shoot without
missing, I have also learnt to fly without perching.
The recent Modifications to the Indian copyright law have certainly given room for using
creative lawyering skills to develop and structure innovative business models to help the
industries effectively deal with the changes.

Career guidance consists of the services that help people successfully manage their career
development. Although this aspect of human development occurs on its own as we mature,
everyone can benefit from assistance navigating through this process.
Services
Since career guidance is intended to support an individual through his or her entire career,
it includes the following components:
• Career Choice Assistance: Career guidance often involves assisting students who are

trying to choose a career. Career development professionals may administer self
assessment instruments or teach their clients how to use self-administered tools, to
help them learn about their interests, values, skills and personality type. They can
educate individuals about how to explore occupations that are most suitable based on
that information and then ultimately teach them how to decide which one is the best
choice.
• Job Search Help: Helping you choose a career would be pointless if you didn't
subsequently learn how to find a job in the field you chose. Therefore career guidance
also consists of providing job search assistance. We generally don't learn job search
strategy in the classroom. Therefore most people don't have these necessary skills
when they begin to look for employment.
• Early and Mid-Career Advice: While most people seek help with issues that occur as
they are just beginning their careers, such as choosing a career or securing their first
job, career guidance services also include providing advice about issues that occur
later on as individuals establish and grow their careers. Individuals can get assistance
with career advancement and dealing with workplace issues, such as getting along with
their boss and co-workers, preparing for and responding to performance reviews, and
managing job stress.
• Job Loss Recovery: Losing a job is devastating both financially and emotionally.
Assisting those who are dealing with this is a component of career guidance. Clients
can find out how to cope with practical issues like applying for unemployment benefits
and finding a new job. They can also get encouragement and advice from professionals
and, through support groups, from others who are in the same situation.
• Motivatation: Dealing with career-related issues can be difficult. Career guidance
services can push you to not give up whether you are stuck in an unsuccessful job
search campaign or having trouble deciding whether to change careers.

• Career Change: Many people do not stay in the same occupation for their entire
working lives and, in fact, some change careers multiple times. For that reason, career
guidance also includes advising those who are making this kind of transition about
topics such as job retraining and transferable skills.

Career Guidance Providers
Professionals who provide career guidance include career counsellors and career
development facilitators. School guidance counsellors provide these services to middle and
high school students. A college student can seek career guidance from the career services
office at his or her institution.
Career centres in public libraries are a good source of free career information. All have a
multitude of free resources and tools that librarians can teach you to use and many also
have counselling services available.
In addition many community agencies provide free or low cost vocational assistance,
including occupational training programs and workshops on job search skills. One-Stop
Career Centres, which are sponsored by the US Department of Labour and located
throughout the country, offer tools and services to help job seekers and students.

HOW TO CREATE AND RESTORE DATABASE (GRANTH3)
MANUALLY

Introduction
To use the e-Granthalaya Software for automation of your library, you need to install the
database management program i.e. ―Microsoft SQL Server‖. You have to use the latest
version of the MS SQL Server is ―Microsoft SQL Server 2005‖. Further, there are various
editions within the Version, which edition you need that depends on the ―Implementation
Mode‖ of the e-Granthalaya.
Before Creation and Restore of GRANTH3 database make sure that SQL Server must be
running in Mixed Mode of Authentication (SQL Server Authentication). You can change the
Authentication mode using the properties of the SQL Server
[A]. How to Create and Restore GRANTH3 database
1. After Installation and Setup of the MS SQL Server 2005, re-boot your PC and then follow
the steps for creating and re-storing the GRANTH3 database from the database_bakup file
available in the software CD (e-Granthalaya CD in Database folder) or in your PC
2. Copy the database backup (GRANTH3.bak) file from the CD (Database Folder) in the
library folder under C drive (C:\Library\). In case Library folder is not available, please
create a new folder in C drive and re-name it as LIBRARY
3. Go to START >> PROGRAMS >> MS SQL Server 2005 >>SQL Server Management
Studio and Click it as given below:
4. The MS SQL Server management studio will appear . It will connect your SQL Server
and Windows authentication (in Default)
5. Press ―Connect‖ button
6. After connecting your SQL Server , you can create a new database here by right clicking
the ―Databases‖ object and select ―New Database…‖
7. A new window will appear as given below, type the name of the database (GRANTH3) or
something else and press OK button to create a new blank database
It will create the New Database GRANTH3
8. Here you will restore the newly created database with the backup file which you copied in
the ―C:\Library‖ folder vide Step no.2 . For restoring the database, right click your newly
created database (GRANTH3) > Task>>Restore>>Database,
9. Select the ―From Device‖ option from the above screen and pres … (three dot button
given in the right side of the screen against above selection

12. In the bottom part of the above screen , select the ―All Files(*.*)‖ from the ―Files of Type‖
and then select the backup file you just copies to ―C:\Library‖ folder in the Step no.2
(browse the folders on your computer drives‖
13. After selecting the backup file from the copied location , press OK button
14. Press OK again u will see the following screen 15. Check the Check box given in the
above screen and press the OPTION tab given in the upper Left part of the above screen
NOTE: Here you may need to change the Path of the Database in case it gives error.
The Path may be browse by clicking the … button in the right side of the above
screen.
16. Check the check box against the option ―Overwrite the existing database…‖ from the
above screen and press OK
17. It will start the restoring the database, after successful restore it will give the
message as seen in the above screen, then Press OK.
[A]. How to Create new Database User/Login for GRANTH3 database
After successful restore of the GRANTH3 database, you need to create a new Login with
SQL Password, steps are given below:
1. Right Click the ‗SECURITY‘ object from SQL Server 2005 and select New
Login
2. on click the New Login, new window will appear
3. Type the name of the login (granth3), choose SQL Server Authentication and type and
re-type the password (granth3) and select the database (GRANTH3) for which you are
creating the user. However, you may give any user and password which must be noted
down for future use). Login Name and Password are case sensitive
4. Then click the ―Server Role‖ object from the Left side of the screen and check all the
check boxes
5. Then click the ―User Mapping‖ object from the left side of the screen and select your
database (GRANTH3) from the right side and check the first six check boxes
6. The press the Ok
NOTE: now re-boot the system again. Now your database is fully prepared for use with e-
Granthalaya software
NOTE: You must always note down the following information for setting up database
connectivity with eG3: Database Server Name, Database Name, Login and Password.
These information can be taken from SQL Server 2005.

A digital library is a collection of documents in organized electronic form, available on the
Internet or on CD-ROM (compact-disk read-only memory) disks. Depending on the specific
library, a user may be able to access magazine articles, books, papers, images, sound files,
and videos
A digital library is a special library with a focused collection of digital objects that can include
text, visual material, audio material, video material, stored as electronic media formats,
along with means for organizing, storing, and retrieving the files and media contained in the
library collection. Digital libraries can vary immensely in size and scope, and can be
maintained by individuals, organizations, or affiliated with established physical library
buildings or institutions, or with academic institutions. The digital content may be stored
locally, or accessed remotely via computer networks. An electronic library is a type of
information retrieval system.
Terminology-
A distinction is often made between content that was created in a digital format, known as
born-digital, and information that has been converted from a physical medium, e.g. paper,
through digitization. It should also be noted that not all electronic content is in digital data
format. The term hybrid library is sometimes used for libraries that have both physical
collections and electronic collections
Digitization-
In the past few years, procedures for digitizing books at high speed and comparatively low
cost have improved considerably with the result that it is now possible to digitize millions of
books per year. Google book-scanning project is also working with libraries to offer digitize
books pushing forward on the digitize book realm.
Purpose of Digital Library-
There are three major reasons for digitization endeavors: (i) there is a need to preserve
endangered library resources, (ii) improvement of the efficiency of information search
mechanisms, and (iii) digitization improves access to library resources. Most libraries are
digitizing materials which might be lost in the future, such as old manuscripts, research
projects, photo images, analogue maps, non-live musical recordings, government official
gazettes and several other historical records. Digitization is useful in preserving precious
materials. Making high-quality digital images available electronically will reduce wear and
tear of fragile items. However, digital copy should not be seen as a replacement for the

original piece, therefore original document should be cared for even after digitization.
Preservation remains a secondary benefit of digital projects.
The search mechanisms for information in the traditional library set-up are very slow and
inefficient. Libraries in most third world countries are dispersed and uncoordinated. This
makes accessing materials in these libraries to necessitate physical contact by users. If
these libraries become digitized, such library resources can be assessed online without s
tress. Online links can be made to existing digital libraries; this will enable users to use
materials that are not available in the local library. Infact, it will enable interlibrary loan.
Digitization improves access to library resources. By digitizing library collections,
information will be accessible to all instead of a group of researchers. Digital projects allow
users to search for collections rapidly and comprehensively from anywhere at any time.
Digitization makes the invisible to be visible. Several users can access the same material
the same time without hindrance. It also removes the problem of distance, as users do not
have to travel to libraries that possess the hard copies of library materials before they can
access and use such materials. A digital library can be made to serve a region
Software implementation-
Institutional repository software is designed for archiving, organizing, and searching a
library's content. Popular open-source solutions include D Space, GSDL E Prints and
Digital Commons.
Academic repositories-
Many academic libraries are actively involved in building institutional repositories of the
institution's books, papers, theses, and other works which can be digitized or were 'born
digital'. Many of these repositories are made available to the general public with few
restrictions, in accordance with the goals of open access.
Some institutions have begun the task of converting classic books to electronic format for
distribution on the Internet. Some files can be viewed directly in HTML format; others can
be downloaded in PDF format and printed. Some publishers keep electronic files of books
and produce them one unit at a time in printed and bound form on demand.
Digital archives-
Physical archives differ from physical libraries in several ways. Traditionally, archives are defined as:
1. Containing primary sources of information (typically letters and papers directly produced
by an individual or organization) rather than the secondary sources found in a library
(books, periodicals, etc.).
2. having their contents organized in groups rather than individual items.
3. Having unique contents.
The technology used to create digital libraries is even more revolutionary for archives since
it breaks down the second and third of these general rules. In other words, "digital archives"
or "online archives" will still generally contain primary sources Archives differ from libraries
in the nature of the materials held. Libraries collect individual published books and serials,

or bounded sets of individual items. The books and journals held by libraries are not unique,
since multiple copies exist and any given copy will generally prove as satisfactory as any
other copy. The material in archives and manuscript libraries are "the unique records of
corporate bodies and the papers of individuals and families".
Searching-
Most digital libraries provide a search interface which allows resources to be found. These
resources are typically deep web (or invisible web) resources since they frequently cannot
be located by search engine crawlers. Some digital libraries create special pages or
sitemaps to allow search engines to find all their resources. Digital libraries frequently use
the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) to expose their
metadata to other digital libraries, and search engines like Google Scholar, Yahoo! and
Scirus can also use OAI-PMH to find these deep web resources.
There are two general strategies for searching a federation of digital libraries: distributed
searching and searching previously harvested metadata.
Distributed searching typically involves a client sending multiple search requests in parallel
to a number of servers in the federation. The results are gathered, duplicates are eliminated
or clustered, and the remaining items are sorted and presented back to the client. Protocols
like Z39.50 are frequently used in distributed searching. A benefit to this approach is that
the resource-intensive tasks of indexing and storage are left to the respective servers in the
federation. A drawback to this approach is that the search mechanism is limited by the
different indexing and ranking capabilities of each database; therefore, making it difficult to
assemble a combined result consisting of the most relevant found items.
Advantages of Digitization -
1. While conventional library system allows the removal of the information resources from
the shelves for use whenever later returned, the contemporary digital information system
and services allows for the copying of information resources to the user‘s desired
destinations, diskette, CD, or stored in the User‘s personal computer.
2. Apart from providing information resources, the digital information system and services
also allows the users to perform and enjoy other services such as e-publishing, e-mail,
ejournal, e-books, e-commerce etc.
3. Electronic information resources could also be linked and interactive with cheaper
access.
4. The digital library could be seen as a two way system of information delivery and
transfer.
5. The ideal library cooperation is much more realizable with Electronic Information
Resources (EIR) typical examples of these trends are the applications of the internet and
the World Wide Web (WWW) to electronic publishing and access to online information.
6. Digital information system and services reduce cost significantly especially in terms of
building/extension of librarians, space, personal and redundancy of collection

7. Storage capacity: the amount of information that can be stored in a digital library cannot
be realized in the manual system.
8. Speed computers (in digital library) are capable of executing millions of instructions per
second. Calculations and comparisons that would normally take several days of human
labor could be done in an hour by the computer. This means that, it gives timely
information.
9. Accuracy: as computer are strictly on instructions and data, all information in or given by
the computer is correct and the data are the result of processing will ever be accurate.
10. Security: There is high level of security in the digital information system and services.
This is because computer software has facilities for password and other controls that
reduces or eliminates case of insecurity to the computer system and data bases (MOE,
2001).
Disadvantages-
Digital libraries, or at least their digital collections, unfortunately also have brought their own
problems and challenges in areas such as:[35]
• User authentication for access to collections
• Digital preservation
• Equity of access
• Interface design
• Interoperability between systems and software
• Information organization
• Training and development
Copyright and licensing-
Digital libraries are hampered by copyright law because, unlike with traditional printed
works, the laws of digital copyright are still being formed. The republication of material on
the web by libraries may require permission from rights holders, and there is a conflict of
interest between libraries and the publishers who may wish to create online versions of their
acquired content for commercial purposes
There is a dilution of responsibility that occurs as a result of the distributed nature of digital
resources. Complex intellectual property matters may become involved since digital
material is not always owned by a library.] The content is, in many cases, public domain or
self-generated content only. Some digital libraries, such asProject Gutenberg, work to
digitize out-of-copyright works and make them freely available to the public. An estimate of
the number of distinct books still existent in library catalogues .
Some digital libraries acquire a license to lend their resources. This may involve the
restriction of lending out only one copy at a time for each license, and applying a system of
digital rights management for this purpose.
Another issue that complicates matters is the desire of some publishing houses to restrict
the use of digit materials such as e-books purchased by libraries. Whereas with printed

books, the library owns the book until it can no longer be circulated, publishers want to limit
the number of times an e-book can be checked out before the library would need to
repurchase that book.

This paper has established that digitization is an essential task in modern day libraries. If a
library is to live up to current challenges, it has to go digital, that is, provide online services.
This will enable it to preserve endangered library resources, improve the efficiency of
information search mechanisms and enhance access to library resources. It is essential for
the library management to provide policy guidelines and articulate plans for the exercise.
Digital library, otherwise known as virtual library, has grown to a special field of study.
Courses of instruction and research opportunities are now made available in this area of
specialization by some university.
