It was my vision for Rho Mu Omega when I became
your Basileus for our illustrious sisterhood to provide a
service of excellence that will impact the Washington
D.C. Community. Our Chapter Handbook provides you
with an abundance of references and the foundational
knowledge of the operational structure and history of
our beloved Alpha Kappa Alpha Sorority, Incorporated
and our award-winning Rho Mu Omega Chapter.
On behalf of all sorors in Rho Mu Omega, I would like

Chartering & History
In our nation’s capitol, exactly 80 years after the sorority’s founders, 76 amazing women
chartered Rho Mu Omega on October 30th. The Supreme Basileus was Soror Janet Jones Ballard
and the North Atlantic Regional Director was Soror Idell S. Pugh. 1988 was an exciting time for
numerous reasons. Mae Jamison, Rosa Parks and Marla Gibbs were initiated as Honorary Members
at the Boule; Alvin Ailey received the Kennedy Center Honors Award and Pearl Bailey was awarded
the Presidential Medal of Freedom.
Sisters and sorors, Ingrid Watson-Miller and Vanessa Watson-Long, desiring to reclaim many
inactive sorors in the metropolitan area, reached out to these sorors with the prospect of forming a
third graduate chapter. With that in mind, six sorors attended the first organizational meeting on
Thursday, June 24, 1987. Pamela Carter-Coleman, Dianne Robinson Hawkins, Vanessa Watson-
Long, Ingrid Watson-Miller, Robin Nash Moss and Alicemarie Pitts established the goals, the name
and the committees that were to be voted upon at the next meeting. Each of these sorors agreed
to contact others sorors who might be interested in helping to organize this third chapter.
The second meeting was held on July 30, 1987 at the Lamond-Riggs Library in Northeast,
Washington, D.C., with 23 sorors in attendance. They were Sorors Pamela Carter-Coleman,
Bernice Craig, Valerie Ducker, Shirley Jennings, Lisa Johnson, Patricia Lane, Vanessa Watson-
Long, Ingrid Watson-Miller, Marie Mann, Joyce Nixon, Sylvia O’Neal, Alicemarie Pitts, Constance
Ray, Gloria Reid, Angela Ducker Richardson, Joan Turner, Anita Tyus and Jacqueline Windley.
These sorors officially organized the Interest Group by voting on the drafted program, bylaws and
budget and ratifying the existence of “DC Pearls, Part III”, signifying the third graduate chapter in
D.C. Officers were elected at the meeting held at the Takoma Park Library in Northwest D.C. on
August 27, 1987. Sorors assuming the following offices were: President - Ingrid Watson-Miller,
Vice President - Marie Mann, Recording Secretary - Angela Ducker Richardson, Corresponding
Secretary - Constance Ray, Treasurer - Gennelle Fry, Financial Secretary - Towanna Friend,
Epistoleus - Sylvia O’Neal, Historian - Etta Foster, Ivy Leaf Reporter - Gloria Reid, Sergeant-at-
Arms - Dianne Hawkins, Parliamentarian - Vanessa Watson-Long and Hostess/Member Chairman -
Lucille McCluney. The North Atlantic Regional Director, Soror Idell S. Pugh, visited the Interest
Group at its September 17, 1987 meeting, held in the E.C. Smith Building at Metropolitan Baptist
Church on R Street, NW. Sorors wore pink and green attire to symbolize unity for the meeting.
Soror Pugh spoke to sorors about the requirements and responsibilities of an interest group
attempting to charter a new chapter, discussed “What We Are in Alpha Kappa Alpha” and gave the
group approval to establish a functional chartering committee.
Some of the initial programs of the Interest Group included: supporting an African village through
Africare, holding a college fair, volunteering for the Jerry Lewis Muscular Dystrophy Telethon,
collecting toys and clothing for women and children at the Ruth of Ruth and developing a Partners
in Education project at a local high school. The Interest Group ended its first year with an elegant
Christmas Party at the home of Soror Virgina and Honey-Do Fred Westbrook on December 12,
1987. On February 13, 1988, D.C. Pearls, Part III participated in the sorority’s reactivation
program, “Put AKA Back into Your Heart” at Howard University’s Rankin Chapel. In April of the
same year, the Interest Group attended the North Atlantic Regional Conference, which was held
just across the river in Crystal City, Virginia. It was at this conference that the Interest Group
submitted and won an award for its exhibit. The Interest Group also awarded a scholarship to a
Ballou High School senior, Veronica Bland, participated in a voter registration drive, once again
volunteered for the Jerry Lewis Muscular Dystrophy Telethon, planned and held its second “College
Day” Thanksgiving Social, attended the Cluster I Conference at the University of Maryland and
donated an Atari 5200 computer and games to the Ronald McDonald House in Washington, D.C. In
September, the sorors’ long awaited dream came true when correspondence was received from

Soror Idell S. Pugh approving the Interest Group for chartering. On Sunday, October 30, 1987, 76
women chartered Rho Mu Omega Chapter as the third graduate chapter in Washington, D.C. The
chartering ceremony was conducted at the Fifteenth Street Presbyterian Church. This newly
chartered group decided to hold Chapter meetings on the second Saturday of the month from
2:00-4:00pm and selected St. Mary’s Baptist Church on Eastern Ave. N.W. as its regular meeting
site. Rho Mu Omega Chapter held its first membership intake on the weekend of March 17-19,
1991, at the Days Inn Hotel in downtown Washington, D.C. Rho Mu Omega held subsequent
membership intakes in 1993, 1995, 1999, 2003, 2007, 2011 and again in 2016. From 1998 to
1999, Rho Mu Omega Chapter welcomed sorors from SIAKA, an Interest Group established at
Southeastern University in Washington, D.C.
In an effort to make Rho Mu Omega Chapter a viable entity in the community, it has always been
the goal to expand its reach to encompass all quadrants of the nation’s capital city. To that end,
Rho Mu Omega Chapter’s signature programs through the years have included: college fairs and
the HBCU College Tour; partnerships with Truesdell Elementary School and the Luke C. Moore
High School (formerly the D.C. Street Academy), which celebrated its 10th anniversary in 2007;
awarding annual scholarships to assist high school seniors attending Historically Black Colleges
and Universities and the award-winning Emerging Young Leaders Program. Other outstanding
programs have included an annual health fair, which became the “Annual Community Fair”,
supporting the “NBC 4 Your Your Health and Fitness Expo”, the “Susan G. Komen Breast Cancer
Race for the Cure”, supporting Black businesses through “Black Dollar Day”, donating
Thanksgiving and Christmas food baskets and gift cards and needed items to needy families and
students, volunteering and exhibiting at the National Council of Negro Women Black Family
Reunion, sponsoring three golf tournaments, donating musical instruments to local schools and
attending and purchasing tickets in support of local cultural events. During 2016, Rho Mu Omega
Chapter sorors sewed 150 pillowcase dresses for all-sized girls in Africa and agreed to support a
village in Ghana. In 2015, sorors organized a daylong jump-a-thon. Rho Mu Omega sorors joined
family and friends to commemorate Alzheimer’s Awareness by jumping on a trampoline and
skipping rope from sunrise to sunset.
For Rho Mu Omega, viability and visibility in the community includes its many partnerships. The
chapter delights in participating in joint service and social activities, most often with Xi Omega
and Xi Zeta Omega, the other two chapters in Washington, D.C., as well as various Pan-Hellenic
Council events. The chapter’s Community Shred Days were joint projects with Alpha Phi Alpha,
Omicron Lambda Chapter and Alpha and Kappa Alpha Psi, D.C. Alumni Chapter, local fraternities.
As a tradition, Rho Mu Omega Chapter joins local chapters in honoring our founders in annual
Founders’ Day celebration prayer services, luncheons and tributes. During Soror Stephanie R.
Allen’s administration as Basileus, Rho Mu Omega enjoyed increased visibility as its leader served
as Cluster 1 Co-Coordinator, Co-Chairman of the Metropolitan Founders’ Day and facilitator for the
North Atlantic Regional Town Meeting in the Regional Director’s absence. This special honor
returned to the chapter in 2016 when Soror Sharon B. Falby was appointed by the Regional
Director to serve as the Cluster 1 Co-Coordinator.
Rho Mu Omega sorors not only sing the hymn at Chapter meetings, but actually live the words.
During the monthly meetings, sorors never fail to offer comfort and extend prayers for those in
need. Each of the 10 Basilei developed a signatory way of addressing the concerns of all of the
Chapter sorors. Through means such as ‘The Monday Message’ or ‘Soror Spotlights’, Rho Mu
Omega Basilei always find creative and informative ways to highlight chronicle the chapter’s
community service work and acknowledge sorors’ volunteer efforts and special celebrations such
as birthday and AKA anniversaries. Soror Sharon B. Falby, the current Basileus, promotes
recognition and praise for jobs well done with her “Doers, Donors, and Door Knockers”
proclamations. For extenuating circumstances, the Chapter established an Emergency Fund to
support and retain sorors in the Chapter who may be at-risk for becoming inactive due to financial
hardship.

To enhance knowledge, foster positive sisterly relationships and improve all aspects of chapter
participation, Rho Mu Omega Chapter sorors are always in attendance at Cluster I Meetings, North
Atlantic Regional Conferences as well as the Boule. At each of these vitally important gatherings,
Rho Mu Omega Chapter sorors can be counted on to chair planning committees, submit exhibits,
man booths and lead workshop sessions. As the delegate reports from the conferences are shared
with the members, it is evident that the chapter is an integral part of an international organization
of unparalleled proportions.
The establishment of the fundraising arm of the chapter, DC Pearls III, in 2000, was initiated for
the efficient process of planning and conducting the business of raising funds to support the many
community based service projects, provide scholarships and make charitable donations to worthy
causes. As a result, the chapter has sponsored cotillions, the Jazz Brunch Auction, Casino Night
and Emerald Galas. Most recently, the cotillions have included Pink Satin Pearls, elementary aged
girls who participate in workshops and activities to enhance self-esteem, etiquette and promote
fundraising projects.
For constant and concise communication, Rho Mu Omega has always initiated and supported
multiple means of sharing chapter news with sorors. From regular newsletters, the Telephone
Tree, the Monday Message and varied social media outlets, the chapter shares operational
information, items of interest, words of wisdom and updates related to cares and concern for all of
its members. Memorable and noteworthy activities are chronicled and submitted to the Corporate
Office by the chapter’s Ivy Leaf Reporter for possible publication in the “Ivy Leaf”, Alpha Kappa
Alpha’s quarterly magazine.
Reclaiming and retaining sorors in the chapter involves continual efforts. The chapter hosts annual
events to encourage inactive sorors to engage, enjoy and reactivate. Soror Recognition honors,
babysitting services, dues incentives for recent graduates, Secret Soror Program, Chapter Birthday
Clubs, New Soror Orientation and the Golden Soror Committee all serve as successful retention
enhancements in the chapter. As needs arise within the chapter, innovative solutions are sought
and implemented. In 2008, the Tellers and Employment Services Committees were established to
institutionalize the Tellers’ procedures and respond to sorors’ employment needs. In 2015, the
Sisterly Relations Committee created to organize creative activities and events to address
stressors and concerns resulting in the highest levels of sisterhood.
Vitally important to operations, communication and retention are the annual Chapter Retreats.
During these well-planned, off-site meetings, sorors gather to discuss chapter business, connect
with each other and revitalize for the next year. Typically the retreats are an extraordinary mix of
hard work and fun.
To celebrate, a notable milestone, its Silver Anniversary, the chapter planned and executed an
entire year of events and activities. From the solemn Prayer Breakfast in January 2013 to the “Old
Skool" Party in September, sorors enjoyed a variety of endeavors to emphasize accomplishments,
utilize great leadership and civic engagement in meeting established goals as we reflected on the
past 25 years. In October 2013, Rho Mu Omega Chapter executed a fabulous and well-attended
Anniversary.
It was held at the Conference Center at the University of Maryland. This celebration honored the
chartering members, highlighted local dignitaries as well as spotlighted twenty-five years of a
sisterhood that makes significant contributions to the community and energizes each soror to
uphold its pledge to help each other under all circumstances.
Rho Mu Omega has been graced with 10 visionary leaders in the 28 years of existence. These
sorors are: Ingrid Watson-Miller (1988 - 1990), Angela Ducker Richardson (1990 - 1992), Teresa
A. Scott (1993 - 1996), Shari L. McCoy (1997 - 2000), Valerie J. Ducker (2001 - 2002), Mona
Calhoun (2003 - 2004), Pamela Carter-Coleman (2005 - 2006), Stephanie R. Allen (2007 -2010),
Donna E. Davis (2011 - 2014) and Sharon B. Falby (2015 - present).

Chartering & History
To enhance leadership within the chapter, Rho Mu Omega has instituted a Leadership Development
Committee with its focus on enhancing the potential and talents of the members. Workshop
sessions encourage sorors to increase their knowledge of the sorority, aid in transitioning into new
duties, hone and display their skills and to prepare for positions within the chapter as well as
regional and international offices. A Leadership Service Guide was created to prepare sorors for
future leadership opportunities internally and externally. In the past and currently, the chapter
utilizes members who are subject matter experts to address delicate issues within the membership.
Rho Mu Omega Chapter Officers and Committee Chairs experience increased accountability through
strategies such as setting and assessing six-month goals, solution driven conference calls and
contributing to the completion and submission of year-end reports. Rho Mu Omega sorors have
enhanced their knowledge of leadership within the sorority as participants in the North Atlantic
Region’s Ethel Hedgeman Lyle Leadership Academy. Participation in conferences at all levels of the
sorority is encouraged and acknowledged. The Rho Mu Omega Basilei Advisory Council was formed
to allow former basilei to mentor and serve as resources to the current Basileus.
From the beginning, Rho Mu Omega Chapter proved to be an award-winning chapter, receiving its
first North Atlantic Regional award for a chapter exhibit as an Interest Group. The chapter has
distinguished itself by receiving numerous regional and national awards, citations and
appointments. For exemplary achievements, Rho Mu Omega has been the recipient of Chapter of
the Year, Basileus of the Year, the Graduate Good Citizenship Award, Regional Leadership, the
Constance R. Pizarro Promise Award and Platinum status for Educational Advancement Foundation
contributions. The Rho Mu Omega Step Team is noteworthy for winning trophies, plaques,
certificates and monetary prizes for its show-stealing step performances. In addition to these
achievements, the chapter has been recognized as a “STAR” chapter as a result of timely
submission of the Standards Report and exceeding the minimum requirement for survey
participation. As the pearls on its necklace continue to grow, Rho Mu Omega Chapter works
diligently to exceed its targets and honor its tradition as it strives to be of “service to all mankind”.

ARTICLE I: NAME
This organization shall be known as Alpha Kappa Alpha Sorority, Incorporated, Rho
Mu Omega Chapter, Washington, DC.
ARTICLE II: PURPOSE
Alpha Kappa Alpha Sorority, Incorporated, Rho Mu Omega Chapter is a nonprofit
organization designed to foster relationships among professional women while
encouraging and promoting leadership. The organization strives to meet the
Educational, Health, Cultural, Technological, Social, and Economic demands of the
Washington, DC metropolitan area.
ARTICLE III: MEMBERS
Section 1. Membership of Rho Mu Omega Chapter of the Alpha Kappa Alpha Sorority
shall be those who qualify for membership in Alpha Kappa Alpha as stated in the
current version of the Constitution and Bylaws of Alpha Kappa Alpha Sorority, Inc.
Section 2. Sorors seeking transfers from the Chapter must be in good financial
standing with Alpha Kappa Alpha Sorority, Incorporated and Rho Mu Omega
Chapter before transfer proceedings shall be initiated.
Section 3. In January of each year, the Chapter will vote on whether or not to intake
candidates. Voting on the Membership Intake Process (MIP) shall be decided by a
majority vote of those members present and voting.
Section 4. Active sorors desiring to submit names for consideration for membership
may submit them for up to 30 days following a notice of approval by the Regional
1 Alpha Kappa Alpha Sorority, Inc. Rho Mu Omega Chapter Bylaws – December 2016
Director to allow the chapter to conduct the intake process. No names will be
considered after that time.
Section 5. The sponsors of candidates shall be assigned to subcommittees of the
Membership Committee. The Membership Chairperson shall designate existing
Chapter committees and shall appoint other committee members to assist in
implementing the membership process as necessary.
Section 6. A soror desiring to sponsor/co-sponsor a prospective candidate is
required to have at least two (2) consecutive years of active membership in the
sorority and Rho Mu Omega Chapter prior to being a sponsor/co-sponsor of a
candidate for membership in Rho Mu Omega Chapter. A soror may sponsor/co-
sponsor a maximum of two (2) prospective candidates per Membership Intake
Process. If the soror chooses to co-sponsor one (1) prospective candidate, then she
can only sponsor one (1) prospective candidate. Please see chart below.

Section 7. A soror desiring to sponsor/co-sponsor a prospective candidate is
required to have attended any combination of two (2) of the following sorority
conferences within a two (2) year period prior to the MIP vote: Boule, Leadership,
Regional or Cluster.
Section 8. In order to sponsor/co-sponsor a candidate for membership, a soror must
attend and/or participate in one (1) Chapter program activity, and at least one of
the following requirements within twelve months of the vote to conduct MIP: 1)
attend at least 50% of chapter meetings; 2) attend 50% of executive committee
meetings; 3) attend the Chapter Retreat; 4) attend the Chapter Officers and
Committee Chairs’ Workshop; 5) attend and/or participate in four (4) Chapter non-
program activities; 6) attend and/or participate in four (4) joint Foundation-
Chapter fundraising activities; and 7) participate on Regional or International
Committees
Section 9. An active soror of Alpha Kappa Alpha Sorority, Inc., Rho Mu Omega
Chapter is a soror who pays all regular dues, fees, and Chapter imposed assessments
by the dates designated by the Directorate, Boule and the Chapter for the current
year.
Section 10. Only active sorors have the privilege of voting on candidates for
membership, elections of officers and other Chapter business.
Section 11. Candidate funds will only be accepted from the candidate, in the form of
a money order, during the timeframes designated by the Membership Committee.
Only in extenuating circumstances, the Basileus, in consultation with the

Membership Chairperson, will determine whether funds may be accepted from
someone other than the candidate. Funds accepted from someone other than the
candidate will only be collected during the timeframes designated by the
Membership Committee.
Section 12. The financial obligations of Rho Mu Omega Chapter shall include the per
capita tax, chapter dues, fees for copies of the International Constitution and Bylaws
and Manual of Standard Procedures (unless a soror presents her own current copies
of these documents), and any assessments voted by the Chapter membership or the
Boule for yearly operations of the Chapter. All dues, fees, and assessments must be
paid by the dates designated by the Chapter or Boule before a soror is a financial
member of the Chapter.
Section 13. For sorors who transfer immediately upon graduation from an
undergraduate institution, Chapter dues and the fundraising assessment shall be
waived. Sorors who reactivate immediately upon graduation from an undergraduate
institution shall pay per capita tax and the reactivation fee, however Chapter dues
and the fundraising assessment shall be waived. Sorors transferring or reactivating
in January in the year following graduation from an undergraduate institution shall
pay the per capita tax plus one half of the Chapter dues.
Section 14. Sorors who are full-time students, as defined by the attending university,
shall pay the per capita tax, EAF fee, plus one half of the Chapter dues.
Section 15. All Rho Mu Omega Chapter sorors shall be responsible for paying the
EAF fee.
Section 16. Dues of Rho Mu Omega Chapter shall be based on the calendar year
beginning January 1 and ending December 31.
Section 17. Voting on a Chapter imposed assessment will take place at the December
meeting for the next calendar year. A recommendation from the Executive
Committee shall be presented in November and voted on at the December meeting
and this assessment would be payable within one hour after the call to order of the
October meeting of the next calendar year.
Section 18. Any assessment imposed by the Chapter shall be paid within one hour
after the call to order of the October meeting by the Basileus (or presiding officer) in
order for a soror to be eligible to vote, nominate a candidate(s), run for office, or to
conduct any other chapter business. After the October meeting, sorors become
financial upon paying assessments.
Section 19. Rho Mu Omega Chapter shall be responsible for paying the cost of
registration for all conferences for the Basileus, the First Anti-Basileus, and the
Second Anti-Basileus.

Section 20. The following officers of Rho Mu Omega shall have check signing
privileges. Any of the two officers listed below have the authority to sign checks:
Basileus, First Anti-Basileus, Tamiouchos, and Anti-Tamiouchos.
ARTICLE IV: HAZING DEFINITION AND PROHIBITION
Section 1. Alpha Kappa Alpha Sorority, Incorporated defines hazing as an act or
series of acts which includes, but is not limited to physical acts such as hitting,
striking, laying hands upon or threatening to do bodily harm to any individual(s)
while acting in one’s capacity as a member of Alpha Kappa Alpha, behavior which is
directed against any individual(s) for the purpose of causing shame, abuse, insult,
humiliation, intimidation or disgrace, and a variety of prohibited practices, including
but not limited to, “underground hazing,” “financial hazing,” “pre-pledging,” “post-
pledging,” or “post-initiation pledging.” Hazing is strictly prohibited and will not be
tolerated in any form by Alpha Kappa Alpha Sorority, Incorporated.
ARTICLE V: PENALTIES
Section 1. Officers and Committee Chairpersons who are unwilling or unable to
perform their duties are expected to resign. If a soror refuses to resign, and once an
impropriety has been determined, the Basileus will ask the soror to resign. If the
soror still refuses to resign, the Basileus shall appoint a committee composed of
three members of the Executive Committee and four sorors not holding office in the
chapter. This committee will conduct an investigation and present its findings to the
Executive Committee. Any Officer or Committee Chairperson who is found guilty of
violating the Sorority’s Constitution and Bylaws, disregarding established
procedures, or of constantly neglecting or failing to discharge her duties (this
includes misappropriation of chapter funds and/or property, embezzlement and
disobeying the law) shall be removed from office by two- thirds vote of Executive
Committee and the chapter.
Section 2. If a chapter member is suspected of violating the Sorority’s Constitution
and Bylaws, and disregarding established procedures, (this includes
misappropriation of chapter funds and/or property, embezzlement and disobeying
the law), the Basileus shall appoint a committee composed of three members of the
Executive Committee and four sorors not holding office in the chapter. This
committee will conduct an investigation and present its findings to the Executive
Committee. Any chapter member found guilty of one of the aforementioned
infractions may be recommended for the penalty of withdrawal of individual
chapter privileges. The decision to invoke this penalty must be voted on by two-
thirds vote of the membership at a meeting for which written notice is given. This
may include recommendation for expulsion to the Boule of Alpha Kappa Alpha
Sorority, Inc. The member must be notified in writing of the action taken by the
chapter.
Section 3. If the violations or offenses as stated in Sections 1 and 2 of this Article are
suspected of the Chapter Basileus, the Chapter Parliamentarian will chair the

investigating committee composed of three members of the Executive Committee
and four sorors not holding office in the chapter. These sorors will be selected by
special election. This committee's responsibilities remain as stated in Sections 1 and
2 of this Article.
ARTICLE VI: OFFICERS
Section 1. The officers of Alpha Kappa Alpha Sorority, Incorporated, Rho Mu Omega
Chapter shall be the Basileus, First Anti-Basileus, Second Anti-Basileus,
Grammateus, Anti-Grammateus, Epistoleus, Tamiouchos, Anti- Tamiouchos,
Pecunious Grammateus, Anti-Pecunious Grammateus, Historian, Hodegos, Philacter,
Ivy Leaf Reporter, Chaplain, Parliamentarian, Graduate Advisor and Archivist.
Section 2. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
At the November chapter meeting of even-numbered years, a Nominating
Committee of five members shall be elected by the chapter. It shall be the duty of
this committee to nominate candidates and/or receive candidate nominations for
the chapter offices and representatives to the Nominating and Emergency Fund
Committees to be filled at the December chapter meeting of even-numbered years.
The Nominating Committee shall announce at the June chapter meeting that
nominations are being taken for all offices and elected positions. The Nominating
Committee shall give a report at the September and October chapter meetings
before the election at the November chapter meeting of even-numbered years.
Section 3. The Basileus upon approval of the Executive Committee shall appoint the
Chaplain and the Parliamentarian.
Section 4. All positions shall be for a term of two years. Nominations shall be taken
and elections held in the even-numbered year. A soror may serve only two
consecutive full terms in any one office. No officer shall remain in any given office
more than four consecutive years.
Section 5. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
The Chapter will have absentee voting for elected positions.
Section 6. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
The chapter will allow write-in candidates.
Section 7. In case of the unexpired term of the Basileus, the First Anti- Basileus shall
fill the vacancy. If such a vacancy occurs at the expiration of the term of the First
Anti-Basileus, the vacancy of the Basileus shall be filled by special election. In case of
the unexpired or expired term if no one is elected to the office of any other officer,
the vacancy shall be filled through appointment made by the Basileus upon approval
of the Executive Committee.
Section 8. To be eligible for the office of Basileus, a soror must have: 1) been an
active member of this Chapter for three consecutive years immediately prior to

nomination; 2) attended at least two of the last five regional conferences; 3)
attended at least one Boule over the past six years; 4) attended at least one Chapter
Operations Workshop, International Leadership Conference, Officers/Committee
Chairs Workshop, or Cluster area meeting over the last year immediately prior to
the September Chapter meeting of the nominating year.
Section 9. To be eligible for any office (other than Chaplain or Graduate Advisor), a
soror must have: 1) been an active member of the Chapter for twelve months prior
to the nomination. Six of those twelve months must consecutively occur
immediately prior to the nomination; 2) attended at least two of the last five
regional conferences, or attended at least one Boule over the past six years; 3)
attended at least one of the last Cluster Meeting, International Leadership
Conference, Chapter Operations Workshop, Chapter Retreat or Officers/Committee
Chairs Workshop.
Section 10. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
A soror may accept a nomination and run for only one chapter office during the
election process; this stipulation does not preclude the nominated soror from also
running for an elected committee position, except as otherwise provided herein.
Section 11. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
A mandatory Candidate Information Speak Forum will be held at least one week
prior to the November chapter meeting.
Section 12. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
All candidates for chapter officers and elected committee positions may give a 2-
minute presentation specifying their ability to best serve the position of interest at
the mandatory Candidate Information Speak Forum.
Section 13. Sorors shall be governed by the Rho Mu Omega Nominating Procedures.
Candidates, whether nominated or running as a write-in candidate, may not
disseminate any written materials to chapter members other than the Candidate
Qualification Form or a one-sentence statement indicating that the soror is
interested in running as a write-in candidate.
Section 14. To be eligible for the office of Graduate Advisor, a soror must have been
a member of the graduate chapter at least two years prior to election; must have
attended one of the last two Boules or one of the last two Regional Conferences;
must be certified by the Directorate approved Alpha Kappa Alpha Sorority
Incorporated Graduate Advisor Certification Program at the time of her election;
must have at least a five year period between the time she graduates from an
accredited two, three or four year senior college or university and is elected; and
must never have been suspended for hazing.
Section 15. To be a candidate for Tamiouchos, Anti-Tamiouchos, Pecunious
Grammateus or Anti-Pecunious Grammateus, a candidate shall certify that she has

not been sanctioned for misappropriation of funds or any other financial related
issue.
Section 16. Basileus - It shall be the duty of the Basileus to preside over all meetings
of the Chapter and the Executive Committee, and to exact due observance of the
Constitution and Bylaws of Alpha Kappa Alpha Sorority and the Bylaws of Rho Mu
Omega Chapter. She shall carry out the functions customarily expected of the chief
officer unless such duties are specifically assigned by these Bylaws to another
officer. She shall be an ex-officio member of all committees except the Nominating
and Auditing Committees. The Basileus shall be an automatic delegate to all
conferences occurring during her term of office.
Section 17. First Anti-Basileus - It shall be the duty of the First Anti-Basileus to assist
the Basileus in the performance of her duties and to preside during the absence of
the Basileus. She shall be a member of the Executive, Finance, and Program
Committees. She shall be an advisor to the Nominating and Auditing Committees.
The First Anti-Basileus shall be an automatic delegate to all conferences occurring
during her term of office.
Section 18. Second Anti-Basileus - It shall be the duty of the Second Anti-Basileus to
assist the Basileus in the performance of her duties and to preside during the
absence of both the Basileus and First Anti- Basileus. She shall be the Chairperson of
the Program Committee and a member of the Executive and Finance Committees.
The Second Anti-Basileus shall be an automatic delegate to all conferences occurring
during her term of office.
Section 19. Grammateus - It shall be the duty of the Grammateus to record, edit, and
preserve the minutes of the regular and special meeting of the Chapter and the
Executive Committee. She will create and publish the chapter directory, keep an
annual recording of Soror attendance at regular and special meetings of the Chapter
and Executive Committee. The Grammateus shall be responsible for maintaining
and disseminating information relating to chapter operations to include chapter
vision, goals, history, bylaws and standing rules, songs, and programs and
committees. She shall be a member of the bylaws committee.
Section 20. Anti-Grammateus - It shall be the duty of the Anti-Grammateus to assist
the Grammateus in the performance of her duties to the Chapter and Executive
Committee. The Anti-Grammateus shall assist the Grammateus in the creation,
publication, maintenance, and dissemination of the chapter directory and
communication relating to chapter operations to include chapter vision, goals,
history, bylaws and standing rules, songs, and programs and committees. In the
absence of the Grammateus, the Anti-Grammateus shall record, edit, and preserve
the minutes of the regular and special meeting of the Chapter and the Executive
Committee. In the absence of the Pecunious Grammateus and Anti-Pecunious
Grammateus, the Anti-Grammateus shall collect funds.

Section 21. Epistoleus - It shall be the duty of Epistoleus to maintain a file of all
correspondence, answering such as directed by action of the Chapter, and notify
members of regular and special meetings. She shall serve as Chairperson of the
Editorial Board for the Monthly Chapter Newsletter.
Section 22. Tamiouchos - It shall be the duty of the Tamiouchos and the Anti-
Tamiouchos to receive and deposit intact, all funds received from the Pecunious
Grammateus or the Anti-Pecunious Grammateus. She shall serve as a member of the
Executive Committee and Chairperson of the Finance Committee. She shall present
the annual budget, reconcile bank statements, disperse funds, and prepare monthly
reports on the financial status of the Chapter to be presented at each meeting. It
shall be her duty to prepare an annual report required by the Corporate Office in
January of each year.
Section 23. Anti-Tamiouchos - It shall be the duty of the Anti-Tamiouchos and
Tamiouchos to receive and deposit intact, all funds received from the Pecunious
Grammateus or the Anti-Pecunious Grammateus. She shall serve as Chairperson of
the Investment Sub-Committee of the Finance Committee, and a member of the
Executive and Finance Committees.
Section 24. Pecunious Grammateus - It shall be the duty of the Pecunious
Grammateus to receive and give proper receipts for funds received in the name of
the Chapter from dues, reinstatements, initiation, badges, contributions, etc. She
shall prepare and submit a membership report to the International Office of Alpha
Kappa Alpha Sorority, a financial list of Rho Mu Omega Chapter officers and
committee chairpersons of the Chapter, and keep a current and accurate record of
the financial status of each Chapter member. The Pecunious Grammateus shall be a
member of the Finance and Executive Committees.
Section 25. Anti-Pecunious Grammateus - It shall be the duty of the Anti-Pecunious
Grammateus to assist the Pecunious Grammateus in the performance of her duties
to the Chapter. In the absence of the Pecunious Grammateus, the Anti-Pecunious
Grammateus shall receive and give receipt for funds received in the name of the
Chapter from dues, reinstatements, initiation, badges, etc. She shall, at all times, also
have a current and accurate record of the financial status of each Chapter member.
She shall be a member of the Executive, and Finance Committees.
Section 26. Historian - It shall be the duty of the Historian to compile a record of the
notable events and activities of Rho Mu Omega Chapter taking place during her term
of office. She shall serve as Chairperson of the Archives Committee.
Section 27. Ivy Leaf Reporter - Is shall be the duty of the Ivy Leaf Reporter to
publicize the activities of the Chapter in the Ivy Leaf, the press, and other suitable
media. She shall serve as Chairperson of the Public Relations Committee and a
member of the Editorial Board of the Newsletter.

Section 28. Hodegos - It shall be the duty of the Hodegos to receive and introduce all
visiting sorors at Chapter meetings. She shall serve as Chairperson of the Courtesy
Committee. She shall also assist the Basileus in executing sorority ceremonies. She
shall be a member of the Membership and Protocol Committees.
Section 29. Philacter - It shall be the duty of the Philacter to assertively guard the
entrance of the chapter meeting place, admitting members only after proper
identification and registration. From this registration, she shall prepare and keep a
record of attendance of the members.
Section 30. Parliamentarian - It shall be the duty of the Parliamentarian to assist the
presiding officer in the interpretation of the Constitution and Bylaws of Alpha Kappa
Alpha Sorority, Inc. and the Bylaws and Standing Rules of Rho Mu Omega Chapter
according to Robert’s Rules of Order Newly Revised. She shall serve as Chairperson
of the Bylaws Committee.
Section 31. Graduate Advisor - It shall be the duty of the Graduate Advisor to serve
as a liaison between the graduate and undergraduate chapter; to serve as a liaison
between the undergraduate chapter and the regional director; to establish a
working relationship with the appropriate university or college officials; to assist
undergraduate chapters in document interpretation; to serve as Chairperson for the
Graduate Advisor Council (Committee); to establish open communication with
Graduate Chapter Basileus; and to maintain sole responsibility for oversight of the
undergraduate chapter.
Section 32. Archivist/Custodian - It shall be the duty of the Archivist/Custodian to
have oversight of any objects of value belonging to the chapter. These items may
include, but are not limited to chapter records, awards books, awards, and other
physical properties collected by the chapter. She will be responsible for the
collection and proper storing of such items as well as keeping an updated inventory
of the items housed in the storage unit. She will be responsible for ensuring the
proper items for all events are maintained and available when needed. She will
devise procedures used for checking out property and ensuring that items are
returned. She shall serve as the Vice Chairman of the Archives Committee.
Section 33. For each calendar year (January – December) the chapter Basileus, Anti-
Basilei, Grammateus, Epistoleus, and Tamiouchos must attend 70 % of the ten
chapter meetings; must participate in the program activities of the chapter; and
must attend the chapter’s leadership development activities.
ARTICLE VII: MEETINGS
Section 1. The regular monthly meetings of Rho Mu Omega Chapter shall be held in
person September through June of each year at a time and place established by the
body. Special meetings of the Chapter shall be held at the call of the Basileus upon
her own initiative or at the request, in writing, of five (5) active members of the

Chapter. Meetings shall begin at the call to order by the Basileus and a quorum shall
consist of one-fourth (1/4) of the chapter membership.
ARTICLE VIII: THE EXECUTIVE BOARD
Section 1. The regular monthly meeting of Rho Mu Omega's Executive Committee
shall be held between September and June at time and place established by the
Executive Committee. Special meetings of the Executive Committee shall be held at
the call of the Basileus upon her own initiative or at the request, in writing, of five
(5) active members of the Executive Committee. Meetings shall begin at the call to
order by the Basileus and a quorum shall consist of one-fourth (1/4) of the
Executive Committee membership.
ARTICLE IX: COMMITTEES
Section 1. The Standing Committees of Rho Mu Omega Chapter shall be the
Executive, Membership, Program, Public Relations, Nominating, Finance, Auditing,
Bylaws, Standards, Courtesy, Archives, AKA Connection, EAF, Leadership
Development, Technology, Sisterly Relations, and Protocol.
Section 2. The Basileus shall recommend to the Executive Committee the special and
supplementary committees as shall be necessary for efficient functioning of the
Chapter. These special committees expire with the completion of the assigned task.
Section 3. All members of the Standing Committees and Special Committees must be
financial members of the Chapter.
Section 4. The Executive Committee shall be composed of the officers of Rho Mu
Omega Chapter as stated in Article VI of these bylaws; the Chairpersons of each
Standing Committee; the chairperson of the Leadership Development Team, and the
most recent past Basileus, who may serve for one year following her term of office.
The Basileus of Rho Mu Omega Chapter shall serve as the Chairperson of the
Executive Committee. When applicable, if the chairperson of a Standing Committee
is not present, the co-chairperson will then have the voting privilege in the absence
of the chairperson to ensure one vote is cast per committee. The Executive
Committee shall meet at the call of the Basileus upon her own initiative or upon
receipt of a written petition signed by ten (10) active members of the Chapter.
Section 5. The Program Committee shall keep before the membership of Rho Mu
Omega Chapter, the ideals of Alpha Kappa Alpha Sorority, Incorporated through
planning and implementing the International Program of the Sorority. The program
will be presented in October and voted on in November of each year. The Second
Anti-Basileus shall serve as the Chairperson.
Section 6. The Fundraising activities for the chapter shall be selected by members of
the DC Pearls III Foundation Inc. and administered by the Board of the DC Pearls III
Foundation Inc. The chapter members shall assist the Foundation in the planning

and execution of these projects. The Basileus, the Second Anti-Basileus, and
Tamiouchos are ex-officio members of the Board of the Foundation.
Section 7. The Membership Committee shall work throughout the year to maintain
and increase the active membership of the Chapter. It shall be responsible for
assisting the Basileus and the Membership Chairperson as needed during the
orientation and initiation period. It shall assume the responsibilities for retention,
reclamation, and recruitment.
Section 8. The Nominating Committee shall consist of five (5) elected members. The
Nominating Committee will be responsible for conducting all chapter elections – for
officers, special committees, special elections and delegates to Regional Conferences
and Boules. It shall be the duty of this Committee to see that each soror meets the
specific and general qualifications for any office as set forth in the Chapter bylaws.
For Regional Conferences and Boules, the Committee will take Nominations from
the floor to prepare the slate of delegates.
Section 9. The Courtesy Committee shall be responsible for the amenities of the
Chapter and all courtesies deemed necessary for Rho Mu Omega Chapter to function
properly. The Hodegos shall serve as the Chairperson.
Section 10. The Public Relations Committee shall have the responsibility of
communicating the policies and activities of Rho Mu Omega Chapter as such policies
and activities affect the public image of the Sorority. The Ivy Leaf Reporter shall
serve as the Chairperson.
Section 11. The Finance Committee shall prepare an annual budget and present it to
the Executive Committee and Chapter for review in October. The budget shall be
presented to the Chapter for adoption at the regular meeting in November of each
year. The Tamiouchos, Anti-Tamiouchos, Anti-Basilei, Pecunious Grammateus shall
be among the members of this Committee and the Tamiouchos shall be the
Chairperson of this Committee. The retiring Tamiouchos, Anti-Tamiouchos,
Pecunious Grammateus, and Anti-Pecunious Grammateus shall be members of the
Finance Committee for at least one year following their term of office. Sorors shall
be governed by the Fiscal Fitness – Guide to Chapter Financial Procedures and the
Rho Mu Omega Statement of Financial Policy and Procedures.
Section 12. The Auditing Committee shall be composed of three (3) members
appointed by the Basileus, who are not involved in making an official financial
report. It shall be the duty of this Committee to investigate the accuracy of all
financial reports. No financial report shall be adopted by the Chapter, which has not
been authenticated by the Auditing Committee. The Committee shall perform an
annual audit of the Chapter’s books and records.
Section 13. The Bylaws Committee shall consist of the Parliamentarian, who shall
serve as the Chairperson, and at least four (4) other members. This Committee shall
propose needed changes in the Bylaws of Rho Mu Omega Chapter, carefully

examining all proposed amendments from other sources and preparing them for
circulation. The committee shall ensure that proposed changes are in accordance
with the Constitution and Bylaws and Manual of Standard Procedure of Alpha Kappa
Alpha Sorority, Inc. Chapter bylaws must be submitted to the Regional
Parliamentarian annually in October or anytime the chapter bylaws change.
Section 14. The Standards Committee shall be composed of at least three persons
appointed by the Basileus, who are not Chapter officers. The committee shall
administer Chapter standards assessments and survey Chapter programs and
operations. The committee shall devise and utilize evaluation tools, which make for
objectivity. The Standards Committee shall present recommendations to the
Chapter and Executive committee for operational and program improvements. The
committee shall prepare reports of the Chapter's objectives and status for
submission to the Corporate Office. The committee shall conduct the Officer and
Committee Workshop and Chapter Retreat.
Section 15. The Archives Committee shall be chaired by the Historian and composed
of at least three (3) members. It shall be the duty of this Committee to keep an
ongoing permanent record of all Chapter activities. Materials of this Committee
should be available for the annual report to the Corporate Office, Chapter awards
and Chapter exhibits.
Section 16. The Connection Committee shall mobilize the Chapter to influence
political, social, and economic issues; link with sorors and others throughout the
city, state, region, and country for common purposes; and establish a mechanism for
communication, coordination, and a collective action in responding to issues.
Section 17. The Graduate Advisors Council shall serve as the preparatory body for
those persons interested in the position of Graduate Advisor. All members of the
Council must be appointed by the Basileus; must have been active in the chapter for
two consecutive years immediately prior to appointment; must be a five-year post
graduate of an undergraduate college or university; must never have been
suspended for hazing; must be drawn from the chapter leadership, such as former
officers, standing committee chairpersons; and must be certified by the Alpha Kappa
Alpha Sorority Graduate Advisor Certification Program. The council must support
the graduate advisor in the following ways: planning and implementation of
undergraduate program activities; attending undergraduate chapter meetings (at
her request); assist with the Membership Intake Process and other undergraduate
activities and serve as mentors and role models for undergraduate sorors.
Section 18. The Leadership Development Team shall serve as a part of the
preparatory development for officers and leaders in the chapter. The team will
provide continual education and developmental support for current chapter
leadership. The team will also provide presentations at the annual Officers and
Committee Chairs Workshop, the chapter retreat and other occasions during the
year. The Basileus shall appoint the chairperson and members of the Leadership
Development Team.

Section 19. The Technology Committee shall address technology issues throughout
Rho Mu Omega Chapter and provide strategic direction to the Executive Committee
on the effective utilization of technology to increase communication and connection
throughout our sisterhood.
Section 20. The Emergency Fund Review Committee shall consist of five (5) elected
financial sorors. Based on the recommendations of the Committee and subject to the
availability of funds, the Chapter shall waive Chapter dues and/or assessment, EAF
dues, and International dues for sorors in the Chapter who might become inactive
due to financial hardship.
Section 21. An Editorial Board shall assist the Epistoleus with the monthly
publication of Pearls III (Chapter newsletter). The Epistoleus shall serve as the
Chairperson and the Reporter to the Ivy Leaf shall be a member of the Editorial
Board with other members of this Board appointed by the Basileus.
Section 22. Rituals Committee shall have the responsibility to facilitate any rituals in
which the chapter chooses to participate in; to include Rededication, Ivy Beyond the
Wall, Membership Intake and any other rituals as needed. The Rituals Committee
Chairman shall work closely with the Archivist to ensure that the proper items are
maintained, available and retrieved from storage when needed. The rituals
committee members will work closely with the Basileus in carrying out their duties
and be an active member of the Protocol Committee.
Section 23. Legal Review Team will consist of no more than four sorors with legal
backgrounds (stenographer, paralegal, or attorney). The Basileus will appoint the
team members. The purpose of this committee is to work alongside the Basileus to
review any legal documents presented to the chapter to ensure that the chapter is
legally compliant. The team must review all contracts and as well as any other
documents, which may need further legal interpretation prior to signing by the
Basileus. The team is to be given a minimum of 1 weeks’ notice prior to the due date
of the document.
Section 24. The Sisterly Relations Committee shall execute the Sorority’s sisterly
relations program. It shall be responsible for planning and implementing chapter
activities that foster sisterly relations and supports the core values of the Soror
Code of Ethics.
Section 25. The Protocol Committee shall be responsible for developing and
maintaining current protocol guidelines for chapter meetings, sorority functions,
and other public events.

ARTICLE X: PARLIAMENTARY AUTHORITY
Section 1. In all matters not provided for in the International Constitution and
Bylaws, Manual of Standard Procedures or Chapter Bylaws, Rho Mu Omega Chapter
shall be governed by Robert's Rules of Order Newly Revised.
ARTICLE XI: AMENDMENT OF BYLAWS
Section 1. Proposed changes to the bylaws are due to the chapter Parliamentarian
annually by August 15. The Bylaws Committee shall present recommendations to
the Executive Committee of proposed changes to the Chapter Bylaws in September
of each year. Thereafter, the recommendations shall be presented to the Chapter
and discussed at the September meeting and voted on at the October meeting.
Additional discussion will be allowed prior to the vote at the October meeting.
Section 2. In addition to the recommendations forwarded by the Executive
Committee, recommendations for proposed changes to the Chapter Bylaws may be
made from the floor at the September meeting. The proposed changes to the
Chapter Bylaws made from the floor must be presented in writing to the Bylaws
Committee within 7 days of the September chapter meeting. After confirmation by
the Parliamentarian that recommendations made under this section are not in
conflict with the Constitution and Bylaws and Manual of Standard Procedures of
Alpha Kappa Alpha Sorority, Incorporated, the Parliamentarian will review chapter
bylaws to determine whether the proposed changes also affect other provisions. In
the case of such effect, the Bylaws Committee shall propose changes to the related
bylaws. These recommendations shall be added to those voted on at the October
meeting.
Section 3. These bylaws may be amended at any regular meeting of the chapter by a
two-thirds vote, provided that the amendment has been submitted in writing at the
previous regular meeting.
Section 4. The Bylaws Committee shall be authorized to correct article and section
designations, punctuation, and cross-references and to make such other technical
and conforming changes as may be necessary to reflect the intent of the Chapter.
ARTICLE XII: DISSOLUTION
Section 1. Upon dissolution of the Chapter, its assets shall be distributed for one or
more exempt purposes within the meaning of Sec 501(c)(7) of the Internal Revenue
code or corresponding section of any future federal tax code, or for one or more
exempt purposes within the meaning of Sec(c)(3) of the Internal Revenue Code, or
corresponding section of any future federal tax code, or shall be distributed to the
federal government, or to a state or local government, for a public purpose.

- Standing Rules -
1. All correspondence, contracts and agreements for the Chapter must have the
Basileus’ signature and/or approval before it is disseminated or executed.
2. Rho Mu Omega Chapter holds its monthly meeting the second Saturday of each
month (except during the months of July and August) at 10:00 a.m. at the Xi
Omega Center, located at 4411 14th Street, Northwest, Washington, DC.
3. All Executive Committee meetings will be held the week of the Sorority meeting.
4. There is specific Chapter meeting months designated for specific attire:
December is business attire (for installation of officers); September is pink and
green business attire; June is paraphernalia day; as well as other special
occasions/meetings as announced.
5. Proper attire for Rho Mu Omega Chapter meetings shall not include blue jeans,
T-shirts, running suits and shorts except on special days. Sorors are allowed to
wear shorts made for business attire as long as they are worn with a jacket.
6. All FedEx Kinko’s copying bills should be noted with the name of the user and
the activity for which the copying is required.
7. Refreshments served at the Chapter meeting will be a continental breakfast and
food will be served at the beginning of the meeting.
8. The Chapter will hold its annual retreat in the month of June, except during the
transition year of the Supreme Basileus. During the transition year the annual
retreat will be held within a three-month period following the Boule.
9. Members will sign an attendance roster at each meeting. Visitors will sign the
visitor’s roster at each meeting.

10. The Chapter will hold its annual Officers and Committee Chairs Workshop in the
month of January or February.
11. Upon the resignation of an officer or committee chair, all documents pertaining
to the position will be surrendered to the Basileus on the effective date of the
resignation. Upon the resignation of the Basileus, all documents pertaining to the
position will be surrendered to the 1st Anti-Basileus on the effective date of the
resignation.
12. Awards and gifts presented to the chapter are the property of Rho Mu Omega
Chapter and should be turned over to the Historian/Archives Committee Chair
as soon as possible. Sorors who have accepted, borrowed, or have chapter items
in their possession, are responsible for replacing the items immediately should
they become lost, misplaced, stolen or damaged.
13. Standing Rules can be adopted by a majority vote at any chapter meeting and
can be amended by a two-thirds vote without previous notice or by a majority
vote with such notice.

Parliamentary Procedure is a set of rules used to determine how a situation
will be handled by an organized body. It is used to make sure decisions are
made fairly and effectively by majority rule.
Need to make a motions?
Gain the recognition of the meeting chair.
Always start with, “I move to/that…”.
To second or not to second… that is the question!
Seconding a motion does not imply agreement, instead it means you want the
motion to be heard.
If you second a motion, you do not need to vote in favor of the motion.

STATEMENT OF FINANCIAL POLICIES AND PROCEDURES

Procedures for Payment of Financial Obligation
1. There will be no refund of dues (or installation of dues) once checks are cashed
or cash monies have been deposited.
2. Installment payments on dues will be accepted for the current year at anytime
during the year. However, the Soror will not be considered financial until all
financial obligations are paid in full.
3. Sorors may pay installments on dues for the next year at anytime.
4. Sorors paying dues by the December chapter meeting date by current dated
checks will have per capita sent to International by January 1.
5. Sorors paying dues before January 23 will not be assessed a late fee and their
per capita will be sent to International by February 1. Sorors paying after
January 23 will be assessed a late fee on per capita which will be sent to the
International office after February 1.
6. Per capita dues will not be sent until COIP has been paid in full.
7. The chapter will not accept post dated checks or hold checks for deposit once
collected by the Pecunious Grammateus or Anti-Pecunious Grammateus.
8. Sorors shall write separate checks for transactions affecting Rho Mu Omega or
DC Pearls III Foundation.
9. After writing two bounced checks in the same year a Soror cannot write a check
for the duration of 2 years. The Soror is responsible for any fees assessed by
the bank. This policy applies to the general public.
10. A Soror who joins Rho Mu Omega 30 days prior to the last fundraising
event/activity will not be held liable for the assessment.
11. Sorors presenting receipts for reimbursements that exceed the amount in their
budgets are only entitled to reimbursement for the amount in their budget.

12. Any Soror leaving the chapter must pay all remaining monies owed to the
chapter by money order or cash before receiving a signed transfer form.
13. In the event a Soror loses or misplaces a check (issued by the chapter) the stop
payment fee must be paid by the Soror. The stop payment fee may be
deducted from the amount of the original check, as determined by the
Tamiouchos and/or Anti-Tamiouchos. This also applies to the General Public.
14. The chapter WILL NOT accept voucher credits for reimbursements.
15. Sorors CANNOT receive checks for any reimbursements unless accompanied
by a receipt or authorized by the Basileus due to an emergency. Receipts are
required for all disbursements of checks.
16. Requests for checks made payable to committee chair sorors must be
accompanied by vouchers signed by the co-chair, or by the appropriate
Basileus.
17. All chapter operating expenditures will be paid by Rho Mu Omega check, except
when petty cash guidelines are appropriate.
General Policies
1. Money collected by a Soror designated by the Basileus for Rho Mu
Omega activities should be turned over to the Pecunious Grammateus
and/or Anti-Pecunious Grammateus immediately. Funds collected should
not be deposited into a Soror’s personal account under any
circumstances.
2. All funds for Rho Mu Omega Chapter activities must be collected by the
Pecunious Grammateus and/or Anti-Pecunious Grammateus, Anti-
Gramateus, or soror designated by the Basileus.
3. The Pecunious Grammateus and/or Anti-Pecunious Grammateus will collect
payments from sorors during the chapter meeting. Sorors with financial
transactions will place their checks in the basket provided at the financial table.
Sorors should write in the memo line of the check or on the cash form how
payment should be credited. Receipts will be given at the appropriate time.
4. All transactions pertaining to all events and/or activities including the remittance
of receipts and a final report shall be closed out within 30 days from the date of
the event and/or activity.
5. The Tamiouchos and the Pecunious Grammateus should make copies of all
checks before making a deposit.

6. The chapter's financial records shall be audited by an independent auditor at
the change of the office of Tamiouchos.
7. All vouchers must be signed by the committee chairperson.
8. A sign off sheet should be established to verify the receipt of funds by the
Tamiouchos from the Pecunious Grammateus.
9. The financial officers should keep a current list of sorors who have written 2 bad
checks.
10. Program and Standing Committee Chairs should complete an itemized
budget request form by the September Chapter meeting.
11. A mid-year report will be given to the Standing Committee Chairs detailing
expenses to date. These reports will help to monitor overall expenditures.
12. It is mandatory that Financial officers be present at the Program and
Standing Committee Chair’s first meeting of the year for a brief
presentation on financial procedures.
13. The Finance Committee will give a financial presentation a minimum of once per
year.
14. The Pecunious Grammateus and/or Anti-Pecunious is a member of the
Fundraising Committee and should be on the door at all events where funds are
collected.
15. The Audit Committee will meet with the financial officers quarterly to perform
compilation procedures and to prepare interim income statements.
16. All copying bills shall be noted with the name of the user of the card and the
activity for which copying is required.
17. Check requests completely signed should be made in sufficient time to allow the
Tamiouchos 10 days to issue a check except in extraordinary circumstances.
18. Within 30 days of appointment or election of a new financial officer, a transition
meeting will take place during which all financial records will be handed over and
all financial policies and procedures will be fully explained.
General Procedures:

A petty cash fund not to exceed $100 will be available at each chapter meeting for
reimbursement of expenses of $10 and under.
1. Sorors should submit a properly executed voucher to the Tamiouchos

2. The Tamiouchos and/or Anti-Tamiouchos will disperse funds.
3. The petty cash account will be replenished as needed.
B. Incoming Funds
Pecunious Grammateus
1. Receives funds from chapter members.
2. Issues receipts for funds received.
3. Records all funds received. Submits all funds received to the Tamiouchos along
with a proof of receipt form signed by the Pecunious Grammateus and the
Tamiouchos.
4. Submits all funds received to the Tamiouchos along with a proof of receipt form
signed by the Pecunious Grammateus and the Tamiouchos.
Tamiouchos
1. Makes copies of all checks received from the Pecunious Grammateus.
2. Deposits all funds received.
3. Records income received.
4. The Tamiouchos does not accept any funds from chapter members.
C. Outgoing Funds
1. Sorors should submit vouchers to the Pecunious Grammateus and Basileus or
designated officer for signatures.
2. Sorors should submit completed voucher along with an expense report to
the Tamiouchos.

The Archives Committee has the responsibility of keeping an ongoing record of all chapter
activities.
Audit
The purpose of the Auditing Committee is to review the financial records of Rho Mu Omega
chapter.
Bylaws
The Bylaws Committee is responsible for proposing needed changes in the Bylaws and
Standing Rules of Rho Mu Omega Chapter, carefully examining all proposed amendments
from other sources and preparing them for circulation. The committee shall ensure that
proposed changes are in accordance with the Constitution and Bylaws and Manual of
Standard Procedures of Alpha Kappa Alpha Sorority, Inc.
Connection
The AKA Connection Committee is responsible for mobilizing the chapter to influence
political, social, and economic issues; linking with sorors and others throughout the city,
state, region, and country for common purposes; establishing a mechanism for
communication, coordination, and collective action in responding to issues.

The purpose of the Courtesy Committee is to show respect and consideration to Rho Mu
Omega sorors as they experience an AKA anniversary, bereavement, birth, birthday,
illness, marriage, and personal accomplishments. It is the policy of the Courtesy
Committee to respect the privacy of all sorors and maintain confidentiality when the
situation warrants.

The EAF Committee is responsible for educating the chapter about our international
foundation and its offerings.
Executive
It shall be the duty of the executive committee to act during the months when the chapter
does not meet and whenever emergencies arise that may need immediate action; to see
that chapter programs and activities are executed.

The Finance Committee coordinates and supervises the annual budget of Rho Mu Omega
chapter, promotes support for any current fund-raising drives, and is responsible for the
auditing of all accounts not otherwise assigned.
Leadership Development
To provide leadership development activities and information that will support the current
chapter leadership, and prepare Rho Mu Omega sorors to assume leadership roles within
the sorority as well as personally.

of sorors as well as membership intake. The membership committee also provides sisterly
relations activities and social activities for the sorors of the chapter.

chapter officers, elected committee positions, Regionals and Boule. Nominating Procedures
(2016).

The Program Committee shall keep before the membership of Rho Mu Omega chapter, the
ideals of Alpha Kappa Alpha Sorority, Incorporated through planning and implementing the
International Program of the Sorority. The program will be presented in October and voted
on in November of each year. The Second Anti-Basileus shall serve as the chairperson.
Scholarships are administered under the Programs Committee.

Protocol
The purpose of this committee is to ensure the chapter is always abreast of and utilizes
proper etiquette as it relates to chapter practices and procedures.
Public Relations and Marketing [email protected]
The public relations committee’s objectives are the following: 1) To compile a working list
of media contacts in the Washington, DC Metropolitan area (newspapers, radio, television,
etc.); 2) To create press releases for every chapter community service/social event that is
open to the public; 3) To publicize each press release at least one week prior to the event
date using media contact list; 4) To have at least one member of the committee present
at EACH chapter community service/social event who will write a brief summary of the
event. This summary will be submitted to the chair for possible revision and publication in
the Ivy Leaf magazine.
The Marketing Committee develops the marketing materials such as ads, flyers and social
media images that visually communicates the PMQ and DCPIII Brand and its activities to
the community. It is responsible for creating a brand document which provides the
guidelines and protocols for creating flyers and ads, as well as when to use the sorority
and chapter logos. This committee will also serve Rho Mu Omega Chapter and DC Pearls
III Foundation with marketing materials.

The Rho Mu Omega Emergency Fund is a limited restricted fund developed to assist sorors in
paying chapter dues and assessments. The Emergency Fund was developed in an effort to
retain sorors in the chapter who might otherwise become inactive due to financial
hardship.

notify the chapter of all events sponsored by the council.

information is related to this committee by the Rho Mu Omega chapter Basilei.
Tellers
This committee is an offshoot to the Bylaws committee and reports to the Bylaws Chair/
Parliamentarian. The goals of the Tellers Committee are to: (1) to train all Rho Mu Omega
Sorors interested in serving as tellers; and (when called upon) (2) to have its members
serve as teller (e.g., count votes/ballots for an election, delegate selection, etc.) during
