Abbreviated Program Rules Highlights

The Earthquake Brace + Bolt (EBB) Program helps homeowners lessen
the potential for damage to their houses during an earthquake. Monetary
grants are provided to assist qualified homeowners in completing a seismic
retrofit to help reduce (but not eliminate) damage or collapse in the event
of an earthquake.

Full Program Highlights, Rules and Terms of Use are posted on the

These Program Rules include, but are not limited to:

• Homeowner must live in the house as their primary residence and be
the owner of record.

• The house must be located within one of the ZIP Codes designated by EBB.
• The house must meet the structural requirements of the California Existing

Building Code (CEBC), Chapter A3 retrofit which is done completely in the crawl
space around the perimeter of the foundation.
• The house must not have a completed Chapter A3 brace and bolt retrofit before
being accepted into EBB.
• The building permit must be received and dated after acceptance into EBB.
• If a homeowner chooses to hire a contractor to do the EBB retrofit, the
contractor must be listed on the EBB Contractor Directory.
• The house must successfully pass a final inspection by a local building inspector,
confirming the retrofit was done in accordance with CEBC Chapter A3.

For the EBB Supplemental Grant Program:

A Supplemental Grant (SG) to help income-eligible households pay up to 100 percent of
the cost to seismically retrofit their homes may be available. An “income-eligible household”
has an annual income at or below $72,080.

• Ineligibility for or withdrawal from the SG does not preclude a Participating
Homeowner from receiving an EBB grant for up to $3,000 on an eligible

$$ code-compliant seismic retrofit.
• Participating Homeowners that are eligible to receive a SG may submit for
reimbursement for the cost of one (1) contractor bid/estimate up to $250
and the full cost of the permit at the time those costs are incurred.

Greetings,

Registration for the 2022 Earthquake Brace + Bolt (EBB) program will be open in your community,
and we are asking for your help to spread the word. Homeowners will be able to register from
October 18 through November 29, 2022 for a grant of up to $3,000 to be used toward a
code-compliant seismic retrofit to make their houses more resistant to earthquake damage.

This year, once again we also are offering grants specifically for income-eligible households
with an annual income of $72,080 or less. These supplementary grants, combined with the
$3,000 EBB grant, will be able to provide up to 100% OF THE FUNDS needed to help
strengthen houses for vulnerable populations. Grants are contingent upon
meeting eligibility requirements and available funds.

About the Earthquake Brace + Bolt Program
Launched in 2013 by the California Earthquake Authority and California Governor’s Office of
Emergency Services, EBB is committed to helping homeowners strengthen older homes and
so far has facilitated more than 17,000 retrofits across the state.

Historically, retrofits were often incomplete and not based on a uniform best-practice building
code (such as the one that exists today). The consequences of an improper retrofit can be
devastating. The crawl space may be vulnerable to collapse possibly causing the home to slide
off its foundation.

Are you ready for “The Big One”? Right now, more than 1.2 million homes
in high-seismic-hazard areas of California are particularly vulnerable to
earthquake damage because of the way they were constructed.

The Earthquake Brace + Bolt (EBB) program offers eligible homeowners

grants up to $3,000 to help offset the cost of seismic retrofits that brace

the cripple walls of older homes, when present, and bolt the houses AFTER
to their foundations. Income-eligible homeowners also may apply for

supplemental grants that could provide up to 100 percent of the retrofit costs.

Homeowners can apply for grants online during the registration period,
which extends from October 18 through November 29, 2022. Thanks to
additional funding from FEMA that is administered by Cal OES, EBB grants
will be available to homeowners in 521 ZIP Codes this year. To date, more than
FEMA 17,000 Californians have retrofitted their homes with grant funding from EBB.

retrofit grants through Earthquake Brace + Bolt (EBB), a program jointly administered by the Minimizing Earthquake Damage
California Earthquake Authority (CEA) and the California Governor’s Office of Emergency Services. One House at a Time
The grants help offset the cost of seismic retrofits that brace the cripple walls of older homes, when
present, and bolt houses to their foundations, making them less vulnerable to earthquake damage. ™

Eligible homeowners can apply online for grants during the registration period, October 18
through November 29, 2022. Thanks to additional FEMA funding that is administered by Cal OES, EBB PowerPoint 
EBB grants will be available to homeowners in 521 ZIP Codes in more than 270 cities and PowerPoint presentation that

offsetting the cost of completing a seismic retrofit,” said Janiele Maffei, chief mitigation officer of
CEA and executive director of EBB. “The EBB program can help Californians protect their families,
their homes and their investments, and we encourage homeowners in EBB ZIP Codes to apply for
funding during the registration period this fall.”

According to CEA, more than 1.2 million houses in high-hazard areas are particularly vulnerable
to earthquakes because of the way they were constructed. These homes are typically built before
1980, are wood framed with a raised foundation and may have a cripple wall in the crawl space
under the house. Since 2014 when the first EBB retrofit was completed, EBB grants have helped
more than 17,000 homeowners retrofit their houses.

“Older homes are particularly vulnerable to earthquake damage, so it’s important that homeowners
in high-seismic-hazard areas take proactive steps to reduce the risk of their home slipping off
its foundation,” said CEA CEO Glenn Pomeroy. “CEA is committed to supporting California
homeowners through education, mitigation and insurance, and we’re particularly proud to offer
supplemental grants to help income-eligible Californians complete seismic retrofits.”
