magazin zapravo spaja do sada nespojive
naučne i praktične segmente, on povezuje
socijalnu inovaciju sa savremenim tokovima
života i životnog stila jednog pravnika
praktičara, a u službi jedinstvene prezentacije
svakidašnjih problema iz oblasti sajber sveta.
Naš cilj jeste da ovim delom koje smo stvorili
kao eksperimentalnu ediciju dotaknemo misli i
zaintrigiramo interesovanje ne samo pravnika,
pa otud ovaj magazin i nije namenjen isključivo
pravnicima, već svima onima koji imaju
pretenzije da saznaju nešto više o pravu kao
nauci, pravu u praksi, o pravnicima i njihovom
životnom stilu, da možda svoje buduće
akademsko obrazovanje opredele baš
zahvaljujući sadržini ovog magazina. Takođe,
naš cilj jeste i povezivanje svih intelektualnih
stvaralaca koji svojim radom na svim
meridijanima kugle zemaljske postavljaju nove,
savremenije temelje pravne nauke. Ubeđeni
smo da ćemo u svojoj viziji istrajati i da će ovaj
magazin pronaći put do svih očiju koje su dugo
vremena na ovakvo štivo čekale.

practical segments, it links social innovation with the contemporary trends of life and lifestyle of a law practitioner,
and in the service of a unique presentation of everyday problems in the field of the cyber world. Our goal is to touch
our thoughts with this work and create an interest in not only lawyers, and hence this magazine is not intended
solely for lawyers, but for all those who have the pretensions to learn more about law as science, right in practice,
about the lawyers and their lifestyle, maybe because of the content of this magazine, they might choose their future
academic education. Also, our goal is to connect all intellectual creators who, with their work on all meridians of the
globes of the earth, set new, more modern foundations of legal science. We are convinced that we will persevere in
our vision and that this magazine will find a way to all eyes that have been waiting for such a reading for a long

The Law on general administrative procedure in
our region is applied since 1931 when the Austrian

law on general administrative procedure from
1926 was adopted.

The Yugoslavian Kingdom was the second country
in Europe to apply the Austrian law on

administration procedure, and through it we
accepted the Austrian concept of administrative

procedure.

This Law was taken over by former SFRJ as its
federal law, and after its disintegration, this law
was taken over the Republic as its independent

law on general administration procedure.

This shows the quality of this legal text, which after
necessary terminological corrections due to
change of the political and state system, still

remained until today in the same technical and
procedural sense. Even though in its range it
became almost double in size compared to its
source form it still has its undisputed value.

Even today, there is an ever-present attitude
among those applying the Law of general

administration procedure that the current Law is
good and that it still needs to be expanded and
upgraded in terms of modern society and new
procedures that can strengthen the consistency in

application of the existing, basic principles.

neprijatelj protiv kojeg je vožnja biciklom najbolji lek jeste ta, u današnje
vreme tako česta reč, stres. Dovoljno je uporediti plejadu saobraćajnih
situacija samo u toku jedne vožnje, uz zvonjavu telefona i hitnih poruka

na koje pokušavamo da odgovorimo dok upravljamo volanom, sa
okretanjem pedala uz prijatno zujanje vetra u ušima i plućima punim

kiseonika. Zaista preporučujem!

Slobodno vreme volim da provodim i vozeći biciklo van gradskih ulica,
najčešće na Adi Ciganliji i Zemunskom keju, rano ujutru, što je poseban
događaj, naročito vikendom kada je izuzetno mirno i Beograd deluje kao

sasvim drugačije mesto.

U prilikama kada je moguće iskoristiti nekoliko slobodnih dana vezano, pa
čak samo i vikend, obavezno se uputim na planinarenje.

Tada štikle zamenim planinarskim cipelama, suknju nepromočivim
pantalonama, olovku štapovima a aktovku ruksakom.

Najčešće odlazim sa „ekipom“ koja je spontno nastala oko jednog mog
prijatelja koji je iskusan planinar i koji nas uglavnom organizuje. Kreće se

rano ujutru kako bi se i taj dan polaska iskoristio za penjanje. Uveče je
spavanje u nekom plannarskom domu ili pod šatorima, nakon čega

najčešće planinarimo i sutradan do večeri uz povratak kući kasno uveče.
Naravno, sve to zahteva pripreme u smislu da se ponese sva hrana,
presvlaka i oprema za 2-3 dana.

Moram da kažem da sam se popela na desetine vrhova u Srbiji, kao i
planine u Crnoj Gori, Rumuniji i Sloveniji, od koji su naviši Maja Karanfili

na Prokletijama 2.460m i Mangart na Julijanskim Alpima 2.679m.
Boravak u prirodi je, smatram, dodir sa našim istinskim staništem i zato

ima eprocenjiv značaj, pre svega za našu psihu. Iako su često noge
umorne, leđa bolna od ranca a stomak poluprazan, rezonovanje postaje
jasnije, kao da planinski vazduh „opere“ slojeve često nepotrebnih uticaja
na razmilšljanje i zaključivanje. Priroda me uvek inspiriše i donosi ideje za

nove projekte i razrešenje postojećih poslovnih izazova.

Na kraju, svima koji žele da izađu u prirodu i unesu malo kretanja u svoju
svakodnevnicu, ukoliko nemaju vremena da odu van Beograda, dovoljno

je da odu do Ade Ciganlije i tamo iznajme bicikl, a isto je moguće i na
Zemunskom keju i na brojnim drugim lokacijama u Beogradu i drugim
gradovima. Preopručujem i da rezerivšete neki od vikenda ili barem jedan
dan u nedelji za šetnju po prirodi. Ukoliko ne znate gde biste išli, na sajtu
„Staze i bogaze“ možete pronaći najbližu i najadekvatniju stazu za šetnju
u odnosu na vaš grad. I kao neko ko ovo preopručuje moram da upozorim

da jednom kada „čujete“ tu tišinu u glavi i nalet endorfina u krvi,
vraćaćete se prirodi i češće nego što ste planirali.

Riding a bike fits my day in a way that I use a bicycle as a
means of transport to and from work, whenever circumstances

permit. This has a lot more benefits than the fact that it often
arrives faster than the car thought city crowd.

Let's start with the physical activity for which lawyers often do
not have the time, sometimes unconscious, that bike gives
much more in comparison to the little effort that needs to be

made. The perhaps more important reason: cycling is the best
medicine against in today's time, such a common word,

stress. It is sufficient to compare the traffic situations in the
course of one ride, with the bell of the phone and the urgent
messages we are trying to answer, while steering the wheel,
with the pedal turning with a pleasant buzzing of the wind in

the ears and lungs full of oxygen. I really recommend!
I like to spend my free time cycling out of the city streets, most
often on Ada Ciganlija and Zemun, early in the morning, which
is a special event, especially on weekends when it is very calm

and Belgrade acts like a completely different place.

On occasions when it is possible to take several free days, and even only weekends, I must go hiking.

Then I replace hiking shoes, skirt with waterproof pants, pencil sticks, and a briefcase with a backpack.

Most often I go with the "team" that spontaneously originated from one of my friends who is an experienced
mountaineer and who mainly organizes us. It starts early in the morning so that even that day of departure can be
used for climbing, sleeping in a planar home or under tents in the evening, after which we usually hike the next day
until evening when we return home late in the evening. Of course, all this requires preparation in terms of taking all

food, coating, and equipment for 2-3 days.
I have to say that I have climbed dozens of peaks in Serbia, as well as the mountains in Montenegro, Romania, and

Slovenia, from which Maja Karanfili entered the Prokletije 2.460m and Mangart in the Julian Alps 2.679m.
Being in nature is, I believe, a touch with our true habitat and therefore has an eccentric character, above all for our

psyche. Although the legs are often tired, the back is painful from the backpack
and the stomach is half-empty, the reasoning becomes clearer.Mountain air "washes" layers of often unnecessary

influence on the delusion and conclusion. Nature always inspires me and brings ideas for new projects and the
resolution of existing business challenges.

In the end, everyone who wants to get into nature and bring a little movement into their everyday life, if they do not
have time to leave Belgrade, it is enough to go to Ada Ciganlija and rent a bicycle there, and the same is possible on
Zemun and on many other locations in Belgrade and other cities. Reserve a weekend or at least one day a week for a
walk by nature. If you do not know where to go, you can find the closest and most adequate walking path to your city

on the "Paths & Villages" website. And as someone who overcomes this, I must warn that once you "hear" that
silence in the head and the endorphin in your blood, you will return to nature more often than you planned.
