2020 surprised us all! It reminded us of some
fundamental truths and taught us things that
perhaps we knew but had forgotten. It reminded
us how rapidly our lives can change, and how
the systems we all depend on are fragile and
interdependent. It reminded us of how closely
connected we are to people we do not even know,
as a microscopic organism attached itself to us and
made its way around the globe. 2020 reminded
us that both the French and American revolutions
were given birth by economic disparity.

At the same time, the virus taught us of the
importance of person-to-person connections by
removing them from us for a time. 2020 taught us
that our business and livelihood, our mental and
physical health, are linked to our need to be in
relationships and communion with others. It taught
us to pay attention to the suffering of others. We
watched how the stress and anguish of laid-off cashiers, baristas, and bartenders climbed up
the professional ladder all the way to executives at major corporations, until both were side-
by-side in the virtual unemployment line. It taught us how interdependent Main Street U.S.A.
and Corporate America really are. And it taught us how the world can feel completely safe
and secure for some, yet harsh and terrifying for others.

2020 also presented us with many opportunities like reconnecting with our families and
loved ones, while rediscovering the simple pleasures of going outside and taking a long
walk. It gave us the opportunity to remember the collective joy of laughing in a movie
theater and the electric buzz of a crowded restaurant. It sent us new technologies to work
and stay connected from a distance, while reminding us that face-to-face interactions are
irreplaceable.

Most of all, 2020 has given us an opportunity to hope: hope for a vaccination; hope
for a return to normal; hope for businesses to open; hope for jobs to come back; hope for
the wealthy to use their resources to improve our society; and hope that the powerful will
place the needs of those they lead above their own. We hope for the death of injustice and
punishment of the accountable, and the opportunity to look deeper and address root causes.
We hope for a better future where our children and grandchildren reject apathy and hate for
all time.

In the spirit of gratitude, I’d like to take this opportunity to thank my staff for working tirelessly on
behalf of others, for helping to create wealth and jobs they will not personally benefit from and for
considering the collective good to be of more importance. I’d like to thank the Board of Directors for
entrusting me with the stewardship of this organization and the countless hours and resources they
have directed to the Council. I’d like to thank the Executive Advisory Committee for sharing their
wisdom and knowledge to fortify supplier diversity in the Western Region. Lastly, thank you to the
MBE community for staying with us, for the volunteerism and financial support that enable us to fight
for equality.

As we begin this holiday season, let us all give thanks. Let us be grateful for the time we
shared with loved ones, for the opportunities and successes we have had, for the
employers creating jobs, and for the employees without whom goals could not be accomplished. Let
us show thanks to those essential workers who put themselves in harm’s way, and for the corporate
leaders who have acknowledged the sins of the past, pledging their fidelity to a better tomorrow.

As we leave 2020, let us face 2021 with these goals: be kind; care for others; relieve suffering; create
more opportunity; be an ally; reject excuses; make sustainable economic and environmental choices;
and unite instead of divide. As we move forward, remember to make friends and colleagues of those
who don’t look like you. Level the playing field for small businesses and demand contributions and
participation from large businesses that have the privilege to sell in American markets.

Simply put, let 2021 be the beginning of your legacy. Let 2021 be a revival for us all. Let
it be the year we finally realize that profits have no value if our planet is destroyed, and
wealth has no value if it is gained at the expense of others.

Let this holiday season be summed up in this: look not only to your own interest but also to the
interests of others.

Cecil Plummer joined the Western Regional Minority
Supplier Development Council (WRMSDC) on November 16,
2015, as President. Since that time, he has successfully led
WRMSDC in greatly impacting communities of color.

Cecil’s visionary leadership has taken the Council to a new
horizon which includes:
• eliminating its operational deficits
• increasing its corporate memberships by over 60%
• increasing certified MBEs to 900+ by attracting more

business from new industry sectors
• expanding its trainings and program offerings
• receiving awards from the National Minority Supplier

Development Council (NMSDC), Women’s Business
Enterprise Council (WBEC-West), and Commissioner of
the California Department of Insurance. In October 2019,
the WRMSDC received the prestigious award for affiliate
councils under the NMSDC - Council of the Year.

WRMSDC remains one of the top performing NMSDC affiliate councils.

Cecil formerly worked with Robert Half for 17 years and left his most recent position as the Director of
CSS Strategic Solutions to join the Council. He has over 15 years of executive leadership experience
and possesses a solid background in strategic sourcing, change management, performance and
process improvement, Supplier Diversity, strategic planning, and risk management. Cecil also holds a
Project Management Certification (PMP) and has a strong track record of success in small business
entrepreneurship, communications strategy, process reengineering, contract negotiation, and

Chantel Miller joined the WRMSDC on July 16, 2015,
as Certification Assistant. Currently she serves as
Executive Assistant and Special Projects Coordinator.
She brings over 15 years of experience to her position.
Chantel believes an Executive Assistant’s success
is measured by the success of the executives they
support. That says a mouthful in keeping track of
WRMSDC President Cecil Plummer’s busy schedule.

Chantel enjoys sports and is an avid fan of the Las
Vegas Raiders and Golden State Warriors. She is
committed to family and loves watching the sunset while
sipping margaritas on the beach. Thank you for your
contributions to WRMSDC.

Rose Davis began her journey with the WRMSDC
on June 2, 2015, and serves as Director of Corporate
Services and MBE Development (Nevada). Before

at NV Energy where she was the Program Manager
for Supplier Diversity, leading an award-winning
supplier diversity program. Rose has over 25 years of
experience in supplier diversity, business development,
accounting, and finance.

She has received numerous awards & honors including
the 2018 WRMSDC Rock Star Award.

Rose’s values are faith, family, integrity, and grace.
She devotes time to teaching and coaching others in
financial literacy and small business development.

One of Rose’s favorite quotes comes from her late
