Assalamualaikum warahmatullahi wabarakatuh, Salam Sejahtera dan Salam 1Malaysia.

Dasar Latihan Sumber Manusia Sektor Awam (DLSMSA) telah menetapkan bahawa
setiap pegawai awam perlu melengkapkan diri dengan pengetahuan, kemahiran dan
sikap yang bersesuaian melalui program pembangunan sumber manusia yang
terancang berteraskan kompetensi dan pembelajaran berterusan. Pegawai awam perlu
mengikuti latihan sekurang-kurangnya tujuh (7) hari setahun.

Kementerian Pendidikan Tinggi (KPT) komited untuk memastikan pegawai yang
berkhidmat di KPT mematuhi dasar yang telah ditetapkan oleh Kerajaan. Justeru,
Bahagian Pengurusan Sumber Manusia (BPSM) akan melaksanakan pelbagai program
latihan dan pembangunan sumber manusia sepanjang tahun 2016. Pegawai boleh
memilih program latihan berdasarkan Kalendar dan Direktori Latihan 2016 yang telah
disediakan.

Pemilihan program latihan yang akan dilaksanakan pada tahun 2016 adalah
berdasarkan kepada Analisis Keperluan Latihan (TNA) dan Analisis Jurang Kompetensi
(CGA). Penganjuran program latihan yang akan dilaksanakan adalah mengutamakan
program latihan yang kritikal.

Akhir kata, saya berharap pegawai KPT akan terus berusaha meningkatkan kompetensi
diri dan mudah-mudahan penerbitan Kalendar dan Direktori Latihan 2016 akan memberi
manfaat kepada kita semua.

SISTEM PENGURUSAN LATIHAN (SILAT)
KEMENTERIAN PENDIDIKAN TINGGI

Bagi memantapkan aspek pengurusan latihan, (SILAT) telah diperkenalkan pada tahun 2012
bagi memudahkan pelanggan BPSM, KPT untuk:

• membuatperancanganlatihantahunanberdasarkankalendardandirektorilatihanyang
dimuat naik dalam SILAT;

• memudahkan proses permohonan secara atas talian;
• mempercepatkan penerimaan surat tawaran secara atas talian; dan
• memudahkan pegawai menyemak tawaran dan membuat pengesahan kehadiran
kursus

Berikut adalah proses untuk mengikuti latihan menerusi SILAT :

Tarikh tutup: empat (4) minggu dari tarikh kursus diadakan

Penawaran Kursus

E-mel dan surat tawaran akan dikeluarkan kepada pemohon yang berjaya
selewat-lewatnya dua (2) minggu dari tarikh kursus
Permohonan dianggap tidak berjaya sekiranya tiada sebarang tawaran diterima
dalam tempoh tersebut
Pemohon boleh menyemak status permohonan kursus di laman sesawang yang
sama dalam tempoh yang dinyatakan di atas

Pengesahan Kehadiran

Pengesahan kehadiran secara atas talian perlu dibuat selewat-lewatnya
tujuh (7) hari dari tarikh kursus
Pemohon yang gagal membuat pengesahan dalam tempoh yang ditetapkan akan
dianggap sebagai menolak tawaran kursus tersebut

Pemohon yang telah mengesahkan kehadiran tetapi gagal berbuat
demikian pada tarikh dan lokasi yang ditetapkan perlu

Over the last decade, there has been a significant shift of responsibility for company

You can’t manage what you can’t measure. This is why management reporting is so crucial
to business success. But it’s not that simple. To make sound leadership decisions and meet
strategic objectives, you must measure the right things. And by properly using and
communicating business metrics, you can influence performance.
This programme explores the types and sources of measurement error, the use of causal models
in analysing measures of performance, and the differences between managing measures and
managing performance.

KPI and performance measurement development is a discipline that involves articulating what

Strategy has become a part of the main agenda in many organisations today and strategic

RASIONAL

Program Transformasi Minda (PTM) merupakan satu pendekatan untuk memberi pendedahan
dan penyesuaian minda pegawai di peringkat awal pelantikan dalam perkhidmatan awam. Ia
juga membolehkan pegawai memahami prinsip dan falsafah pembentukan negara, jentera
pentadbiran kerajaan dan peraturan-peraturan asas perkhidmatan awam serta pembentukan
jati diri bagi menghadapi cabaran dan ekspektasi pelanggan. Di samping itu juga, pelaksanaan
Program Orientasi Kementerian yang digabungkan bersama PTM dapat memberikan
pendedahan awal mengenai KPT.

KUMPULAN SASARAN

Pegawai lantikan pertama pada atau selepas 1 Januari 2013 yang berkhidmat secara tetap
dalam Perkhidmatan Awam dan pegawai dalam tempoh percubaan dan belum menghadiri
Kursus Induksi – Modul Umum

OBJEKTIF

• Memberi pendedahan kepada pegawai mengenai konsep kenegaraan, prinsip dan
falsafah pembentukan negara, sistem pentadbiran kerajaan serta peraturan-peraturan
asas perkhidmatan awam
• Memupuk keperibadian, jati diri dan nilai patriotisme pegawai supaya lebih
berketerampilan dan berkemampuan menyesuaikan diri dalam perkhidmatan awam
• Menerapkan nilai budaya kerja cemerlang agar pegawai dapat memberikan
penyampaian perkhidmatan dengan cekap serta berkesan
• Menyediakan pegawai dengan minda kelas pertama selaras dengan matlamat ke
