Dear Friends, Mayor’s Message

For many, a new year is a do over – a chance to WINTER / SPRING 2018
make amends for the past, only to find out that the
challenges you struggled with the year before haven’t
gone away.
I’m with those who prefer a more pragmatic approach
– to confront those challenges with even more vigor
while relishing the successes that are right in front
of us.
As we’ve flipped the calendar to 2018, Rialto is better positioned than ever to
meet the demand that a community of our size is going to face. The economic
development initiatives we’ve put in place in recent years are creating bold new
opportunities for businesses and for job seekers. We’ve invested in infrastructure
improvements and we’ve made sure the quality of services you receive from city
government meet your expectations.
None of this is easy, especially in California – a state with a history of putting
greater responsibility on the backs of cities even as it takes away our resources.
The loss of redevelopment financing a few years back sent many local government
entities to the brink of insolvency – something we’ve been able to avoid in Rialto
through the hard work of our city hall team and the unbending support of our
community.
We face more economic challenges in 2018, and once again will be asking for your
support. In the meantime, rest assured that we are doing everything in our power
to operate as efficiently and effectively as possible and will leave no stone unturned
in our commitment to our residents and business community.
We’ll also celebrate our successes, as we do in this and future issues of
“Rialto Progress” by recognizing those students who are achieving so much while
giving us so much to be hopeful for in the future.
The new year is upon us, and I’m excited to see all that we’ll accomplish together.

Spotlight Article - Joe Sampson Park City of Rialto Development Project

The City of Rialto is pleased to announce the construction of the Joe Sampson Park. The project is scheduled
to begin construction in early 2018 with an estimated completion date of early 2019. Construction will
consist of developing an 8-acre site located at the northeast corner of Cactus Avenue and Randall Avenue.
Amenities included are: a tot lot play area, a child lot play area, exercise equipment, bike racks, half-court
basketball courts, a walking path, restroom facilities, picnic shelters and a Joe Sampson Memorial.
Joe Sampson was part of the Rialto City Government for twenty years as the City Clerk and a City Council
Member for twelve years. A civic-minded resident of Rialto, Joe Sampson, was Rialto’s first African
American City Council Member. Mr. Sampson performed three decades of service for the City of Rialto,
holding elective office from 1975 through 2006. He began working for the City in the spring of 1975 and
shortly thereafter became the City Clerk. He served in that role until 1994 when he won a seat on the City
Council.
On April 25, 2017, The City Council conducted a public hearing adopting Resolution No. 7113, naming a
new park being built in the northeast corner of Cactus Avenue & Randall Avenue, “Joe Sampson Park.”

FROM THE CHIEF

As a community reminder, Chief Kling previously
served the City of Rialto from 2006 to 2011.

Interim Police Chief It is once again an honor to lead the hard-working women and
Mark P. Kling men of the Rialto Police Department and represent this wonderful
community. Over the next several months, the police department

will continue hosting the “Coffee with the Chief” monthly

meetings at local businesses. I look forward to meeting and discussing police department

operations and community concerns with those in attendance. The “Coffee with the Chief”

meetings are a wonderful opportunity for interacting with not only the police chief, but also

members of the Rialto police department. If you have not taken advantage of these informal

community discussions, I personally invite you to attend. Additional information about

Coffee with the Chief meetings can be found on the City of Rialto and Rialto Police Department

websites. 

During the coming months the police department will be hosting area command meetings
at various locations throughout the City. I strongly encourage home and business owners
to attend one of these informational meetings. Rialto Police Department personnel will be
available to address community concerns and answer questions. Area Command meetings
are a great way to network with neighbors and local businesses to learn about important
police-community partnerships.

The Citizen’s Academy is designed to present residents with an understanding of H Crime Scene Processing

at police functions will be taught by police executives and veteran officers. Class size is CLASSES ARE

and no pending criminal cases. The recent academy class filled up quickly, and classes
are filled on a first come, first served basis.

in partnership with The Rialto Panthers/Rialto Pop Warner have a great
program for you! Co-ed youth flag football lets boys and girls, ages 5-12, play
non-contact flag football on teams at John Silva Field at Rialto City Park. The
games are always fun and your kids will have lots of field-time during the
non-stop action. Everyone gets to play in this flag football league, where
