Dear Friends, Mayor’s Message

I’ve always considered Rialto – and the women of SUMMER 2017
Rialto – to be trailblazers, and that was certainly
on display at the 11th Annual State of Women
Conference held again this year in our great city.
The 2017 conference honored trailblazers in labor
and business, and it occurred to me that celebrating
their accomplishments could not come at a more
apropos time given the state of our world. The
recent marches in Washington, Los Angeles and across the country are but one
illustration of how women are making their voices heard and influence felt at
historic levels.
We’re reminded, too, through the popularity of films such as “Hidden Figures”
and the growing influence of women in government that we have been blazing
new trails in this country for generations. The challenges remain formidable,
but we remain firm in our resolve to press ahead and move forward. Our
resiliency, our commitment, our love of country are an inspiration to all.
This year’s State of Women honorees embody all of that. Their work in
labor, government and the community represent the best of what women
have to offer.
I was particularly honored to recognize Wilmer Amina Carter, whose
dedication to Rialto and the Inland Empire has inspired others to follow her
lead and give back to the community. She served 16 years on the Rialto School
Board and for six years in the California State Assembly – titles that only
scratch the surface of a lifetime of contributions to our community.
Wilmer Amina Carter is a true trailblazer – and an extraordinary
representative for this trailblazing city we call home.

www.rialtoca.gov What is the UUT?

Voter approved 8% general tax on home and business utility services. In California,
approximately 150 municipalities and counties have a UUT. Rialto’s UUT was initially
implemented in 2003 with a 5-year sunset, and reapproved in 2008 and 2013.

What utilities are affected?

Telephone/Mobile, Gas, Electric, Water, Cable/Satellite & Wasewater utilities.

How has UUT improved the City?

Since Fiscal Year 2003-2004, UUT revenue has ranged between $10.7M and $13.5M,
representing approximately 20% of the General Fund for the past 14 years. UUT
revenue has had an immediate and lasting impact, providing increased public safety,
code enforcement, street maintenance, recreation, senior center operations, and more.

What does the UUT cost me?

The average Rialto resident pays up to $30.00 per month as a result of the utility tax.

Is the UUT still needed?

City Council and staff are committed to operating in a fiscally responsible manner
to provide essential services to the City, and continues to explore ways to reduce
expenses. Despite modest growth in revenues, the cost of doing business increases
faster and economic development can only provide a portion of the solution.

Aren’t we simply paying for employee
retirement costs?

The City’s pension liability has, in fact, gone up over the past seven years along
with other CalPERS contracted cities. At the same time, all bargaining units in the
City are now paying their portion, or more, of pension costs. Without the funds
generated by the UUT, the City’s existing liability does not go away, meaning the
only way to make up the difference would be to eliminate positions and vital
services. Effective January 1, 2013, all new hires are subject to a pension program
which will reduce long term retirement costs.

Why is Measure U important?

Measure U will provide some relief from the UUT. Once implemented, the UUT will
be reduced from 8% to 6%. The balance of the Measure U revenue assures that the
city can fund capital maintenance projects in the future (i.e roads, parks, facilities)

Who is Exempt from UUT?

Residents 65 years of age and older, and low income residents qualifying under
the guidelines of California’s Department of Housing & Community Development.

A special prize will be awarded for the best use of beverage containers
