To showcase, promote and popularize the impact of the completed
Performance Challenge Fund projects in the region to the local media, and to raise
public awareness on the program through multi-media stories, the Department of
the Interior and Local Government Region 3, conducted a Media Visit on F.Y. 2015
Performance Challenge Fund Projects of San Simon and San Luis, Pampanga last
November 17, 2017.

Together with the SunStar Pampanga and Philippine Information Agency
Region 3, the team visited the projects of the said LGUs and conducted series of
interviews with the Local Chief Executives, project beneficiaries and other

Measuring Service Delivery Satisfaction of Citizens through the
2017 CSIS Implementation

Nueva Ecija during the conduct of their Utilization Conference conduct of the 2016 Utilization Conferences
(UCs) as the final part of the 2016 CSIS imple-
mentation in the municipalities of Victoria, Tar-
lac and Rizal, Nueva Ecija on July 18, 2017 and
September 3, 2017, respectively. The UCs aim to
provide awareness to the LGU officials and Civil
Society Organizations on the satisfaction of the
citizens with the LGUs’ delivery of basic public
services through the presentation of CSIS
Survey Results towards good local governance.

For the 2017 CSIS Implementation, the target municipalities are Lubao, Pampanga and
Mexico, Pampanga. The partner Local Research Institutes are the Don Honorio Ventura
Technological State University and the Pampanga State Agricultural University. LRI
Trainings were conducted by the Bureau of Local Government Supervision, DILG- Cen-
tral Office on June 26-29, 2017 at Ridgewood Hotel, Baguio City and on September 18-19,
2017 at the DILG Regional Office Conference Room, DMGC, Maimpis, City of San Fernan-
do, Pampanga.

Conduct of Retooling of CDP Trainor’s on the Formulation of
Comprehensive Development Plans for LGUs

The Department of the Interior and
Local Government (DILG) Region 3, pursuant
to Section 106 of the Local Government Code
of 1991 which mandates each local
government unit to prepare a comprehensive
multi-sectoral development plan and to set
vision, sectoral goals, objectives, develop-
ment strategies and policies to be initiated by
its local development council and approved by its sanggunian, conducted CDP FOR
BEST LGUs (CapDev in Planning for Field Officers to Realize Business-Friendly and
Competitive; Environment-Protective, Climate Change Adaptive and Disaster Resilient;
Socially-Protective and Safe; and Transparent, Accountable, Participative and Effective
Local Government Units): Retooling of CDP Trainor’s on the Formulation of
Comprehensive Development Plans of LGUs. The activity was held at Maharajah Hotel,
Angeles City last March 7-10, 2017 and was participated in by DILG Regional and Field
Officers. The activity aimed to capacitate DILG Field Officers in facilitating the
formulation of CDP of LGUs.

Orientation and Consultative Workshop
on F.Y. 2017 ADM Program

The Department of the Interior and Local Government Region III spearheaded
the conduct of the Orientation and Consultative Workshop on F.Y. 2017 Assistance to
Disadvantaged Municipalities (ADM) Program last August 23-25, 2017 at the Subic
Bay Travelers Hotel, Subic Bay Freeport Zone.

The said activity successfully served as a venue for the Assistance to
Disadvantaged Municipalities Project Management Office (ADM PMO), Office of the
Project Development Services (OPDS), DILG Region III, and DILG Provincial Offices to
orient all concerned officials and functionaries on the approved policy guidelines and
procedures in the implementation of the ADM Program and to conduct a
consultative workshop on the action plans of all Municipalities in the immediate
implementation of all ADMP Projects. Further, the preliminary documentary
requirements together with the prescribed processes that all Municipalities need to
comply and abide with were also thoroughly discussed.

Ensuring the Continuous Implementation of Locally Funded Projects

DILG R03 ensured the continuous implementation of Locally Funded Projects
through the conduct of Quarterly Assessment and Calibration of Status Reports that were
attended by City/Provincial Locally-Funded Projects (LFPs) Focal Teams held on
April 6-7, 2017, June 22-23, 2017, September 27-28, 2017 and December 27-28, 2017,
respectively.

Accurate status of all LFPs from FYs 2014-2016 projects, policy guidelines on the
Assistance to Disadvantaged Municipalities (ADM) Program, reporting systems and
protocols from the field to central level, issues and concerns in the monitoring and
reporting of LFPs, finalization of the list of dropped DILG LFPs and formulation of work
plans for the DILG Provincial Field Engineers were presented and tackled in the said
activities.

poverty mapping and database building. Likewise, LGOO II Johnny Mandocdoc explains
the training was conducted with the end view that Module II processes on data processing,

the eighteen (18) LGUs in the region with enrolled CBMS under the 2016 Bottom Up

Budgeting (BuB) program are expected to request for technical assistance on Module II

upon meeting the requirements on Module I data collection per provisions of 2016 CBMS

BUB-MOA.

DILG R03 spearheads the conduct of PROPEL for the B.E.S.T. - a Seminar on Local
Legislation for Development that stands for Preparing and Revving- up Local Officials to
Prime Effective Local Legislation towards Business-Friendly and Competitive LGUs;
Environment-Protective, Climate Change Adaptive and Disaster Resilient LGUs; Socially-
Protective and Safe LGUs; and Transparent, Accountable, Participative and Effective Local
Governance on April 26-28, 2017 at Subic Travelers Hotel, SBFZ.

The 3-day activity is a capacity building program for City/Municipal Vice-Mayors, and
Sangguniang Panlungsod/Bayan Members of the cities and municipalities in Region 3 to
increase/refresh their knowledge on effective legislation: Parliamentary Rules and
Procedures; Local Legislation Cycle; Local Legislative Review Process; Administrative
Investigation Procedure; and Common Pitfalls and Cases Affecting Local Legislators.

CONVEntion of Responsive, Reliable, and Respectable Governance
(Replicating Best Practices, Re-engineering Good Governance, Reassuring Development)

In line with the present administration’s pursuit to spread and encourage excellent governance
in localities, the DILG R03 held a Governance Summit dubbed as CONVERRRGENCE that
focused on three thematic areas: 1. Replication Best Practices; 2. Re-engineering Good
Governance (Innovative Governance); and 3. Reassuring Governance (Sustainable Governance
held on December 13 – 15, 2017 at Quest Hotel, Clark Freeport Zone, Pampanga.
The activity intended to spread a culture of excellent governance, to address governmental
performance gaps found from the latest result
of the Seal of Good Local Governance (SGLG),
and to promote DILG’s Projects, Programs and
Activities (PPAs) to participating LGUs
of Central Luzon as a viable tool to facilitate
development.

Sourcing the Best Recruits through Pre-Admission Test (P.A.T.)
To recruit only the best and deserving applicants, DILG Central Luzon through the
Regional Assessment Team established a Standardized Examination which is the
Pre-Admission Test (P.A.T.) for qualified applicants for the Local Government Operations
Officer (LGOO) II position. The P.A.T. has three dimensions, namely: 1) Behavioral
Competency; 2) Technical Written Competency; and 3) Technical Oral Competency.
On January 6, 2017, DILG R03 conducted the Component II: Technical Oral Examination to
gauge the maximum potential of the fourteen (14) LGOOs II aspirants in order for the
Management to measure one’s oral dexterity on how to present ideas and project oneself
in front of people orally. It likewise evaluates how one interacts with peers through
group dynamics.

While on May 10 and June 28, 2017, DILG R03 conducted the Component I: Written
Examination with sixteen (16) LGOOs II aspirants. The said exam is designed to
measure one’s technical know-how and abilities in technical writing, general knowledge
of the Department and current issues/events.

Component I - General Orientation was conducted in Region III on May 15-26, 2017 .

The orientation aimed to highlight familiarity on various basic concepts and areas
of governance in relation to the mandates of the DILG and the official functions of the
LGOOs. It also served as a venue to prepare and guide the trainees for their attendance to
the Enhancement Training. The activity was participated in by a total of fourteen (14)
LGOOs II from Region III.

The DILG Region 03, with its growing personnel complement, ensures to be ever flexible
to meet the demands of the changing and competitive environments. In order to perform
the Department’s thrust, employees were given Capacity Development (CapDev) trainings
geared towards ensuring that they ignite the spark of creativity and stimulate their thirst for
learning and development which shall help them grow as individuals and empower them in
an organizational sense leading to a more Strengthened Internal Organizational Capacity.

To update the Newly-Hired and Job Order Personnel with the Civil Service Law and Rules,
office policies, rules and regulations; and to maintain employees' level of competence and

and October 2-3, 2017, participated in by a total of 112 personnel from the Regional, City and
Provincial Offices.

frontliners such as fact-finding investigation, legal issues, technical writing and effective
communication.

Along this line, DILG R03 conducted the Seminar on Continuing Legal Education
cum Communication Skills Enhancement Training participated in by 113 Local Government
Operations Officers (LGOO) V and 28 LGOOs VI in two batches held on June 28-29
and September 28-29 at the Hotel America, Angeles City and Subic Bay Peninsular
Hotel, respectively.

A Continuing Legal Education (CLE) for Field Officers is regularly conducted to enable the
participants to properly address numerous legal queries being raised by varied clients at the
local level.

In order to ensure the widest dissemination of DILG R03’s programs, projects and activities
(PPAs), the Regional Office conducted a Seminar on Ensuring Greater Awareness and
Understanding of DILG R03’s PPAs cum Orientation/Briefing on the Local Governance
Innovative Solutions Bank (LGISB) to designated City and Provincial Information Officers
and Program Focal Persons on October 18, 2017.
The activity was aimed to intensify the communication efforts of the Region to make our
clienteles aware of the different initiatives being undertaken by the Office.
Further, participants were also briefed about the salient features of the LGISB facility - one of
the most recent initiatives of the Department as it heads toward its goal of finding solutions
to problems and issues that hamper local government operations.

The LGISB, through the Local Governance Regional Resource Center (LGRRC), is intended
to facilitate the collection, dissemination, and creation of practical but strategic solutions to

Solutions Bank (LGISB) participated in by all officers and organic personnel in the Region.
The said activity was held on November 03, 2017 at the Quest Hotel, Clark Freeport Zone,
Angeles City during the annual DILG Congress in Central Luzon.
With the LGISB, an LGU will be given training to
replicate selected policies of another LGU, giving
them the opportunity to replicate another communi-
ty’s successful policies and best practices.

Regional Management Conferences
Regional Management Conferences headed by Regional Director Julie J. Daquioag were
conducted to present the Programs, Projects and Activities for the current year; provide
updates on the implementation and accomplishments; and discuss the remaining targets for
CY 2017. These activities were conducted on February 6, June 9 and September 7, 2017.
Likewise, DILG R03’s Year-End Evaluation cum Team Building was held on December 18,
2017 to review the Region’s performance and strategize the implementation of several activi-
ties that are queued for the last quarter of the year. Accomplishments were presented and all
officers and personnel were commended for their efforts in accomplishing all tasks which

Governance Innovative Solutions Bank (LGISB) and End of Bottom-Up Budgeting Program
Assessment cum Regional Congress on November 2-4, 2017 at the Quest Hotel, Clark Freeport Zone
which was participated in by all DILG Central Luzon officials and personnel.

Kalayaan 2017

One of the most significant dates in the Philippine history is June 12, 1898. It
celebrates the nation’s independence from decades of Spanish rule. Philippine independ-
ence was formally proclaimed on June 12, 1898 with the reading of the Proclamation
of Independence in Kawit, Cavite. The Proclamation was prepared and read by Ambrosio
Rianzares Bautista and was signed by 98 delegates, including General Emilio Aguinaldo.

This year’s theme is “Kalayaan 2017: Pagbabagong Sama-Samang Balikatin”.
DILG Central Luzon, through the leadership of RD Julie J. Daquioag, joined the City
Government of San Fernando, Pampanga in celebrating the 119th Independence Day. The
said event highlighted greatness of our nation and our Filipino race by making sure that the

Violence against women and children is a very tough problem involving all ages, which
we can generally say, is evolving in all parts of the world up to the present time.

DILG R03 took part in the 2017 Lantern and Parade Competition initiated by the Central
Luzon Association of Regional Officers (CLARO), which aimed to spread awareness
on the current issues of violence on women and children symbolized through four
pressing areas – Economic, Physical, Psychological and Sexual.

DILG R03’s star-shaped lantern depicted these four areas wherein an abstract of
“Madonna and Child” is intricately designed at the center, alongside a blind-folded wom-
an, which symbolizes Sexual Abuse; a gun with a crying woman inside implying Physical
Abuse; a hand-cuffed wrist holding crumpled money embodying Economic Abuse; and a
woman being shouted at which signifies Psychological Abuse.

These dilemmas continue to grow day by day, and we are all responsible in taking steps
to address it through social awareness and involvement.

The lantern was creatively composed of recycled materials such as beans, used cloth,
yarn, used discs, newspapers, staple wires and beads adorned with lights all over.
Building this required craftsmanship, teamwork, and unity. All these were essential in
leading us towards our ultimate goal – a VAW Free Community.
