In accordance with County regulations, property owners that are adjacent to a property that has
submitted an application to the Department of Land Use, Growth Management & Environment (LGE)
for subdivision or site plan approval must be notified in writing prior to the submittal of the application
to the County.

A property that has received preliminary subdivision approval, and which has been revised prior to
requesting final subdivision approval, must notify adjacent property owners in writing prior to the
request for final approval from the Planning Commission.

GENERAL REFERENCE INFORMATION

THE FOLLOWING IS GENERAL REFERENCE INFORMATION FOR TERMS
THAT MAY APPEAR IN THE NOTIFICATION FORM

APPLICANT

Applicants can include a person or company that is the property owner, contract purchaser, or lessee of
the property.

ADMINISTRATIVE SUBDIVISION

Administrative Subdivision is a subdivision to relocate or reconfigure an existing property line. This
application is also called a lot line adjustment. This subdivision can also be used to remove lot lines to
combine properties into single lots of record. All Administrative subdivisions are approved by the
Chief of Land Use & Zoning administratively and do not require approval by the Planning
Commission.

MINOR SUBDIVISION

A minor subdivision is the creation of 5 or less new lots from a tract of land since 1987 when the
current zoning ordinance was created. A minor subdivision is approved by the Chief of Land Use &
Zoning administratively and does not require approval by the Planning Commission. In limited
circumstances the Chief of Land Use & Zoning has the option to forward the application to the
Planning Commission for approval based on the proposed impacts.

MAJOR SUBDIVISION

A major subdivision is the creation of more than 5 lots on a tract of land since 1987 when the current
zoning ordinance was created. A major subdivision is approved by the Planning Commission during
an open public meeting. The property will be posted with the time and place of the meeting 10 days
prior to the meeting.

MINOR SITE PLAN

A minor site plan is required for all new nonresidential freestanding buildings and additions to existing
buildings under 10,000 sq. feet. A minor site plan is also required for multi-family housing, such as
townhomes, apartments or condominiums, with 5 or less dwelling units. A minor site plan can be
approved by the Chief of Land Use & Zoning or forwarded to the Planning Commission for approval
based on the proposed impacts.

MAJOR SITE PLAN

Directions for completion and distribution of Notification Form to Adjacent
Property Owners

1. Notice shall be sent out to adjacent property owners based on the address contained in the State
property tax records.

2. Notification to adjacent property owners include:

a. Parcels of land with common property lines.
b. Properties across from local and collector roads but not US route 50 and 301.
c. Properties across a stream, creek or waterway less than 1,000 feet wide.
d. A Condo Association if the adjacent property is commonly owned by the association.
e. The “keeper” of the Corsica Watershed Restoration Action Strategy (WRAS) for all

projects located within the watershed of the Corsica River, as shown on the attached
map. Send to the Attention of: Mr. Robert C. McGrory, Town Manager, Town of
Centreville, 101 Lawyers Row, Centreville, Maryland 21617.

3. Proof of notification is to be provided to the Department of Land Use, Growth Management &
Environment (LGE) in the form of a “Certificate of Mailing.” This is a certification by the
United States Postal Service that the letter was mailed. The receipt shall be stapled to a copy of
the letter and submitted with the application.

4. The notification at a minimum shall include the completed Notification of Adjacent Property
Owners form, direction to the Department of LGE and general reference information sheet.

5. Multiple applications may and should be addressed with a single letter provided that the letter
adequately describes both applications. Copies shall be submitted to the Department with both
applications, one with the original receipt from the Post Office and one with a copy.

Example: A property that is submitting for site plan approval that requires an administrative
subdivision to reconfigure the lot may and should be addressed in one letter.

An Administrative subdivision to reconfigure a parcel prior to a separate
application for a major subdivision can and should be addressed in a single letter.
If the administrative subdivision has 10 adjacent property owners but the Major
subdivision only has five of the same owners, all 10 should be notified of both
applications.

With the application please provide a copy of the Tax Map identifying the developing property and all
the adjacent properties notified.
