Robert Brackett, Jr.
Assistant Attorney General-North Carolina Department of Justice
Assistant Attorney General Robert Brackett, Jr. has been with the NCDOJ for 6 Months. For 7 years, he served as a prosecutor with Henderson, Polk, Transylvania and Haywood
Counties. He tried over 30 jury cases and handled nearly 100 pretrial motions to suppress evidence. As an ADA, he tried more than 100 cases and actions. He was the DA’s office
Drug Task Force point of contact for the Henderson County Drug Task Force team and helped draft several search warrants for significant drug investigations.
Before AAG Bracket’s career as a prosecutor, he was in private practice handling primarily criminal defense and domestic cases. He served as the attorney for the Transylvania
County Department of Social Services.
Since joining the Dept. of Justice, he reviews all law enforcement lesson plans. He is responsible for delivering the Police Law Institute, Warrantless Searches, and K9 Law classes
the North Carolina Justice Academy offers. In addition to those duties, he handles criminal appeal cases in the Court of Appeals and North Carolina Supreme Court.
AAG Brackett graduated from Furman University with a degree in Political Science in 1999 and obtained his JD from Cumberland School of Law at Samford University in 2009.
In his spare time, he enjoys watching baseball (although, by his own admission, he is too old to play now) and car racing. He has three kids, ages 21, 20 and 12, with two of them on
the autism spectrum.

Ashlie Shanley
District Attorney - Cabarrus County District Attorney’s Office
Ashlie Shanley has been with the Cabarrus County District Attorney’s Office for 26 years. She served as Chief Assistant District Attorney where she
supervised the Assistant District Attorneys and Victim Witness Assistants employed by the office. In August 2022, Gov. Roy Cooper appointed
Shanley to serve as District Attorney to fill the seat upon the retirement of her predecessor. She will run unopposed for the office in the November
general election.
For 18 years she has led the Special Victim Prosecutorial Unit where she prosecutes the sexual assaults and homicides of women and children.
She earned a Bachelor of Arts degree in Business Management from N.C. State University and graduated Cum Laude with a Juris Doctorate degree
from Campbell University School of Law.
In her free time, she enjoys traveling, history, and learning to stay up on her paddle board despite the waves produced by irritating wake boats.

Forensic Scientist I - North Carolina State Crime Lab - Digital Evidence Section
Sterling Hunt has been with the North Carolina State Crime Lab for 2 years.
In June 2021, he completed the requirements to obtain iVE’s Cerified Vehicle System Forensic Technician and Certified Vehicle System
Forensic Examiner certifications for vehicle forensics. Between October and December 2021, he obtained the Cellebrite Certified
Operator, the Cellebrite Physical Analyst and the Cellebrite Advanced Smartphone Analysis certifications for mobile forensics.
He received his Bachelor of Science degree in Computer Information Systems from DeVry University.
He truly loves his field of work, to the point that in his free time, he strives to continually increase his level of knowledge and skill in the
field of Digital Forensics.

Robert E. Temme
Burlington PD – Retired Chief of Police Southern Pines PD
Robert (Bob) Temme is a retired Chief of Police from the Town of Southern Pines Police Department and served as the Chief of the Department from 2012 until 2020.
Chief Temme has over thirty years of law enforcement experience, thirty years of firefighting experience and served as the three term President of the Moore County
Law Enforcement Officers Association. Chief Temme also was the Chairman of the Aviation Department for the State University of New York at Farmingdale and
continues to instruct in an on-line curriculum for both the Aviation and Criminal Justice Departments as an Assistant Professor since 2004.
As a Lieutenant with Stamford Connecticut Police Department, Chief Temme was instrumental in the implementation of multiple programs to include the “Compstat”
crime reduction and accountability process. In addition, Chief Temme has held supervisory positions in the Patrol Division, Detective Division, Narcotics Division and was
the Commanding Officer of the Prisoner Processing and Detention Unit.
Chief Temme has also served the State of North Carolina as the Manager of the Center for the Prevention of School Violence for the North Carolina Department of
Juvenile Justice and is currently working with the City of Burlington Police Department assisting with accreditation and policy development.
Chief Temme graduated from Nassau Community College with an A.S. degree in Criminal Justice, State University of New York, with a B.S. degree in Management and
Dowling College with an M.B.A. Chief Temme is also a 1997 graduate of the F.B.I. National Academy, in Quantico, Virginia.

Ted Clutter
Supervisory Program Analyst – ATF– Tracing Center
Ted Clutter was appointed in September 2019 to his current position within the Bureau of Alcohol, Tobacco, Firearms and Explosives
(ATF) as a Supervisory Program Analyst, National Tracing Center Division (NFA) at the ATF-Martinsburg Facility in West Virginia.
Previously Ted served as Supervisor for Legal Instrument Examiners, National Firearms Act Division (NFA). His tenure includes
serving as a Legal Instrument Examiner responsible for reviewing and rendering decisions to manufacture, import, transfer, and/or
export NFA articles to ensure request comply with relevant regulations, policy, and procedures.
Ted has maintained an outstanding record of service with the federal government for over 20 years. He brings a variety of
experiences to the ATF previously serving the United States Marine Corps, Bureau of Prisons, and the Federal Emergency Management
Agency.

Donald Dessenberger
Part Time Clerk/Evidence Technician – Henderson County Sheriff’s Office
Donald Dessenberger has been with Henderson Co. Sheriff’s Office for 8 years, 6 of those years in the Property Room. He has been connected to Law Enforcement for
55 years.
From 1966-1968, he was a Special Deputy with Dekalb Co. (GA) Sheriff’s Office. He served 4 years in the US Navy on Shore Duty and as a Radioman. He was stationed in
Vietnam for 1 year and in Naples, Italy for 2 ½ years. He started as a Reserve Officer with Ft. Lauderdale (FL) Police Department in 1972 and was hired as a Full Time
Officer in 1973. During his time at Ft. Lauderdale, he was promoted to the rank of Sergeant. From 1982 to 1994, he was a Reserve Deputy with the Henderson County
Sheriff’s Office. Also in 1982, he started a career as a Communication Technician with Motorola. After leaving Motorola in 2003, he returned to Henderson County as a
Volunteer. He has served in his current position as a Part time Office Clerk / Evidence Tech with Henderson County since 2004.
Donald taught motorcycle rider training for 18 years and currently teaches defensive driving and the NC Concealed Handgun course. He is a Certified Glock Advanced
Armorer.
He earned his Bachelor’s degree in Public Administration from Florida Atlantic University.
In his free time, he enjoys taking cruises. Donald has been on 13 cruises, the last 4, in his words, to the great state of Alaska.

Kathy Dorn
Evidence Technician – North Carolina State Crime Lab
Kathy Dorn has been the North Carolina State Crime Lab for 2 and a half years.
Kathy is a retired law enforcement officer with over 27 years of experience. She started as an Officer with the Spring Green Police
and ended as a Detective with the Dane County Sheriff’s Office in Madison, Wisconsin. After retirement, she worked for a year as an
Investigator for Pinkerton Consulting and Investigations before moving to North Carolina to work for the State Crime Lab.
Kathy has an Associate’s Degree in Police Science from Madison Area Technical College. She continued to add to her education through
many subject/crime specific trainings she took throughout her career.
Kathy moved south for the warmer weather and beautiful scenery. She says North Carolina offers the best of both worlds – the ocean
for walking along the beach and mountains for hiking.

Lieutenant Matt Shell
Lieutenant – Haywood County Sheriff’s Office
Lt. Shell started his career with Haywood County Sheriff’s Office in 2000. In 2003, he was promoted to the Child Abuse Task Force. He
moved to the General Crimes Division in 2006. In 2008, he was promoted to Sergeant and assigned to the Patrol Division. In 2015, he
was asked to take over the Evidence Room Manager position. He was promoted to the Lieutenant position over the Criminal
Investigative Division in 2018. He was instrumental in the hiring of a full time civilian Evidence Manager.
He obtained his North Carolina Investigator Certification, Advanced Law Enforcement Certificate and General Instructor. He proudly
serves as the Committee Chairman and Local Program Coordinator for the Haywood County Special Olympics.
He earned a Bachelor of Science degree in Criminal Justice from Western Carolina University in Cullowhee, NC.
In his free time, he loves to play golf and spend time with his family.

Ashley Warner
Administrative Assistant Evidence Technician – Knightdale Police Department
Ashley Warner began her career/love for public safety at the age of 14 by joining the Explorer program with Knightdale Public Safety.
She worked for a private ambulance company after college as a dispatcher and then a billing specialist. She made the transition to Telecommunicator
for the Raleigh/Wake Communications Center in 2015. During her time at Raleigh Wake Communications Center, she was a Certified Training Officer,
awarded Training Officer of the Year by the North Carolina NENA chapter in 2017 and Employee of the Year in 2018. She was a member of the Peer
Support Team for Raleigh Police Department, currently a member of the NC Peer Support Team and recently appointed as Co-Chair for the Health
and Wellness Committee with the NC NENA Chapter. She was hired by Knightdale Police Department in October of 2019 as an Administrative Assistant
and found her true interest in evidence.
She earned a Bachelor of Science degree in Criminal Justice from Western Carolina University in Cullowhee, NC.
She loves being a mom to 2 gorgeous little girls who are 9 and 3, Hayden and Harper Jane. She enjoys spending time with her little family at Indian
Beach or Lake Gaston.
