The order also requires all ships to implement
safety measures, establish a public address system,
disseminate safety instructions in the local dialect,
Filipino and English, and ensure that the number of life
jackets are equal to the total number of passengers and
crew. A deckhouse is a ship cabin that protrudes above
the level of a ship’s deck.
All passengers who disobey the policy will be
required to disembark.

Duterte signs law forming PH Coast Guard hospital

The Philippine Coast Guard will now have its
own hospital to cater to the medical needs of its
personnel and their respective families. Republic Act No.
11372 or the Philippine Coast Guard General Hospital
Act paves the way for the establishment of the medical
center which will be built at the Coast Guard Base in
Taguig City. The new measure was signed by President
Rodrigo Duterte last Aug. 8 but released only to the
public on Aug. 14. Under the new law, the hospital is
required to “provide comprehensive and total health
care services to all personnel and employees of the PCG,
their dependents and the retired uniform personnel.”

Pinoys abroad to get voter ID

Filipinos abroad may soon be getting voter
identification cards, an official of the Commission
on Elections (Comelec) announced. James Jimenez,
spokesman for the Comelec, reported the poll body’s
plan to issue IDs to Filipino overseas absentee voters.
“There is preliminary talk to start issuing ID for overseas
voters. It’s almost OK,” he said. According to Jimenez,
there is a high demand from Filipinos abroad for the
issuance of voter ID. “Since the population of overseas
absentee voters is small, we thought we can have the
IDs initially,” he said. Jimenez said the poll body is not
inclined to do the same for local voters. He noted that
the Comelec is considering plans to tie up the voter ID
with the national ID system. But he admitted that the
Comelec received information that the government does
not intend to incorporate the voter ID into the national
ID. “The commission is aware of the shape and form of
the national ID,” Jimenez said. The Comelec stopped the
printing and distribution of voter ID in 2012 amid plans
to tie up with the national ID system.

lotto operations is lifted,” Panelo said. It was Medialdea
who had advised Duterte to lift the suspension of lotto
operations, Senator Bong Go said. The President’s

all PCSO gaming formats in order to curb “massive
corruption” had been widely criticized. Senator Panfilo
Lacson had said the order should not have covered lotto
outlets since there have been no reports of revenue
cheating there. Medialdea echoed this sentiment.
“According to the executive secretary, the suspension
for the lotto operations has been lifted because
investigators found no anomalies in the conduct of its
operation,” Panelo said in a separate statement. Lotto
operations are computerized and automated, unlike
