Command Sergeant Major James C. Stoots is a native of
Bowling Green, Ohio. He enlisted in the United States Army
Reserve March 1989, attended Basic Combat Training at Fort
McClellan, Alabama. August 1990, attended Advanced
Individualized Training at Fort Dix, New Jersey where he was
awarded the Motor Transport Operator (88M) Military Occupational
Specialty. August 1992, attended United States Army Reserve
Force School Fort McCoy, Wisconsin where he was awarded the
Carpentry and Masonry (12W) Military Occupational Specialty.
Command Sergeant Major Stoots’ duty positions consisted of Motor
Transport Operator Specialist, Carpentry Masonry Sergeant,
Construction Squad Leader, Construction Supervisor, Operations
and Training Noncommissioned Officer, Construction Platoon
Sergeant, Construction Operations Sergeant, General Engineering
Supervisor, Sustainment Range and Training Lands Program Manager, First Sergeant,

Command Sergeant Major Stoots is married to his junior high sweetheart the former Christy
Jones of Bowling Green, Ohio. He has 4 kids and 9 grandchildren.

Abraham Hinojosa is a na ve of
Bakersfield. He began his Army career as a
Storage Handling Specialist in 1998 when
he joined the California Army Na onal
Guard. In 1991 he became a Military
Policeman.
His assignments include Diversity and Inclusion
Sergeant Major at Na onal Guard Bureau, Command
Sergeant Major for 143rd Military Police Ba alion
(Deten on) and 185th Military Police Ba alion,
Opera ons Sergeant Major at 40th Infantry Division,
and First Sergeant at 670th Military Police Company.
His deployments include Iraq, Kosovo, and Guantanamo Bay.
His awards include the Bronze Star Medal, Meritorious
Service Medal w/Oak Leaf Cluster, Army Commenda on
Medal with two Oak Leaf Clusters,
Army Achievement Medal, Combat Ac on Badge, and
several more.
Command Sergeant Major Hinojosa is a graduate of the
Sergeants Major Academy and all levels of NCOES. He holds
a master's degree in Leadership and Management and a
bachelor’s degree in Organiza onal
Management. from the University of La Verne.
He resides in Bakersfield with his wife Christy, and he has
four children.

Creed of The Noncommissioned Officer
No one is more professional than I. I am a
noncommissioned officer, a leader of Soldiers. As a
noncommissioned officer, I realize that I am a member
of a time honored corps, which is known as "The
Backbone of the Army". I am proud of the Corps of
noncommissioned officers and will at all times conduct
myself so as to bring credit upon the Corps, the military
service and my country regardless of the situation in
which I find myself. I will not use my grade or position
to attain pleasure, profit, or personal safety.
Competence is my watchword. My two basic
responsibilities will always be uppermost in my mind
accomplishment of my mission and the welfare of my
Soldiers. I will strive to remain technically and
tactically proficient. I am aware of my role as a
noncommissioned officer. I will fulfill my
responsibilities inherent in that role. All Soldiers are
entitled to outstanding leadership; I will provide that
leadership. I know my Soldiers and I will always place
their needs above my own. I will communicate
consistently with my Soldiers and never leave them
uninformed. I will be fair and impartial when
recommending both rewards and punishment.
Officers of my unit will have maximum time to
accomplish their duties; they will not have to
accomplish mine. I will earn their respect and
confidence as well as that of my Soldiers. I will be
loyal to those with whom I serve; seniors, peers, and
subordinates alike. I will exercise initiative by taking
appropriate action in the absence of orders. I will not
compromise my integrity, nor my moral courage. I will
not forget, nor will I allow my comrades to forget that
we are professionals, noncommissioned officers,
leaders!

MEMORANDUM FOR Graduating Class of BLC Class 007-22
SUBJECT: Graduation Message
1. Becoming a Noncommissioned Officer (NCO) is a tremendous
accomplishment, but achieving the level of education
commensurate with that rank truly enhances your ability to perform
as an effective leader. You are now a graduate of a very
challenging, demanding and rewarding Basic Leader Course and I
want to personally congratulate each of you on a “JOB WELL
DONE”.
2. As you move forward, a greater challenge awaits implementing
the knowledge and skills you’ve acquired throughout the Basic
Leader Course. Upholding the highest standards of the NCO Corps
and the United States Army are your responsibility at all times. As
graduates of this academy, you are well prepared for greater
responsibility. Your peers, subordinates, and superiors alike will
look to you for sound judgment, increased performance, and
exemplary leadership. Therefore, I charge each of you to practice
what you have learned here and instill into everyone you come in
contact with the zeal for professionalism and mission
accomplishment.
3. Again, I extend my personal congratulations. You may be
justifiably proud of your accomplishment. NCOs MAKE IT
