3.1 PERSONNEL (Gov. Code, 54957) It is the intention of the Board to meet in Closed Session to:
discuss employment for the 2015-16 and 2016-17 school years.

3.2 CONFERENCE WITH LABOR NEGOTIATOR (Gov. Code 54957.6) It is the intention of the Board
to meet in Closed Session to Review its position with the District’s bargaining units and to instruct
its Labor Negotiator, Frank Betry.

6. HEARING OF THE PUBLIC AND ADA ACCOMMODATIONS REQUIREMENTS: Superintendent Betry read the following
notices, and Principal Guadalupe Roman provided Spanish translation via Talk System.

6.1 Members of the public that wish to address the Board about an agenda item will be allowed five (5) minutes each at this
time or prior to the Board’s vote during the actual item. Members of the public may also bring before the Board matters

that are not on the agenda. The Board will take no action on such items, but may place them on future agendas for
discussion or action.

6.2 Persons who are in need of a disability-related modification or accommodation in order to participate in the board meeting
may make a request for accommodation to District Superintendent, Frank H. Betry, or designee, at the Terra Bella Union
Elementary School District Office, 9121 Road 240, Terra Bella, CA 93270, Telephone (559) 535-4451. Such a
request may be made in writing, in person, or by telephone. A request for accommodation should specify the nature of
the modification or accommodation requested, including any necessary auxiliary aids or services required and the name
and telephone number of the person making the request. The request should be made as soon as possible and no later
than 2 days before the meeting. The agenda, agenda packet and any written documents distributed to the Board during a
public meeting will be made available in appropriate alternative formats upon request by a person with a disability as
required by the American with Disabilities Act.

6.3 Notice: If documents are distributed to board members concerning an agenda item within 72 hours of a regular
Board Meeting, at the same time the documents will be available for public inspection at the Terra Bella Union
Elementary School District Office located at 9121 Road 240, Terra Bella, CA 93270.

6. Requisitos de la Audiencia del Público y Acomodaciones ADA:

7.2 Terra Bella Teachers’ Group (TBTG) Report. Mrs. Atwood reported that she had attended two INFORMATION
budget workshops following the release of the Governor’s 2016-17 budget. One workshop was INFORMATION

conducted by Capitol Advisors, and one workshop was conducted by the California Teachers

Association (CTA). Mrs. Atwood reported that both presentations were very similar in content.

7.3 Terra Bella California School Employees Assoc. (CSEA) Report: No representative of CSEA was
present.

10.4 2016-2017 Local Control and Accountability Plan update: TBE Principal Flores, CSMS Principal INFORMATION

Roman, and Director of Business Services Garcia reported that they had met with representatives

of Tulare County Office of Education regarding changes to the Local Control and Accountability

Plan process for the 2016-17 Budget cycle. All agreed that the meeting was productive. Principal

Roman and Principal Flores indicated that they would be conducting meetings with various

stakeholders.

11. Finance :

11.1 Approval of Revisions to Fiscal Year 2015-16 Budget: Director of Business Service Garcia reported ACTION
that no Revisions are being recommended to the 2015-16 FY Budget at this time. No action was
taken. Superintendent Betry reported that he, Mr. Garcia, Mrs. Atwood, and Rhonda Usher had
attended a budget workshop in Fresno, conducted by Capitol Advisors. Betry noted that the
District should keep a keen eye on the Governor’s Pre-Kindergarten block grant proposal.

11.2 Approval of Warrants (AP Batch 150, AP Batch 151, and AP Batch 152) for the months of ACTION
January/February 2016.
