And HBAGC recently closed the curtain on its most
successful Tri-State Home Show ever. And this is just
the tip of the iceberg!
HBAGC has a proud history, a loyal membership, and
a well-defined vision for the future. None of this would
be possible without the dedicated efforts of hundreds
of men and women who are deeply committed to
our industry, communities and neighborhoods in
this amazing place we call “Greater Chattanooga.”

contributions as HBAGC moves forward in 2016.

We don’t view ourselves as a home building business as
much as customer service business. That changes every-
thing, from the way we treat customers to the way we

Collier has been a member of the home builders asso-
ciation for as long as he has been in business. He was
president of the association and served on the execu-
tive committee, the board of directors, and various
state-level committees. Today he feels strongly about
the obligation of industry professionals to be a part of
the solution.

Here you have an organization that is working to support
and further our industry, and we are benefiting from the
work of generations before we even got into this business.
The good relationships we have, the laws, lobbying efforts,
the processes, the codes -- all of these different things that
have been set up to benefit our industry -- are all because
of the collective work of the association and its members.

Although Collier believes paying your dues is a mini-
mum obligation of industry professionals, he says there
are even more valuable benefits in getting involved.

Legislative Update

State Capitol
Stormwater – HBAGC has been very involved at the state
level in working closely with legislators to address the issue
of excessive stormwater regulations on post-construction
run-off. Specifically, the legislation addresses only post
construction or permanent stormwater requirements
for new development. It does not change in any way the
construction stormwater program. It would also require the
Tennessee Department of Environment and Conservation
(TDEC) to comply with the minimum requirements of
federal law. In addition, the proposed legislation would
allow local government stormwater entities to focus on
developing structural and nonstructural best management
practices to keep our streams from being polluted and
provide for more transparency at the local level so that an
agency that proposes controls not required by federal law
must obtain approval of the local governmental entity.
Home Owners Association – There were a number of bills introduced in the current legislative session
involving Home Owners Associations (HOA), how they are governed and potential negative outcomes for
builders and developers. HBAGC, in concert with HBAT and other HBAs throughout Tennessee, was actively
involved in discussions that ultimately resulted in all proposed HOA bills being deferred to this summer for
further discussion. While HBAGC does support common sense reforms within the HOA structure, it strongly
opposes any effort that would create multiple avenues filled with the possibility of needless litigation. Such
legislation would create unnecessary and costly barriers that could directly impact the future of the residential
construction industry.

City of Chattanooga
Form-Based Code – Closer to home, the HBAGC government
affairs committee is working closely with the City of Chattanooga’s
Regional Planning Agency to gain a better understanding and
offer input for the proposed Form-Based Code initiative. RPA
Executive Director John Bridger has met with HBAGC leadership
several times in an effort to reach a consensus on different parts of
the Form-Based Code process that is both realistic and fair to the
residential construction community.
