Dear Friends, City Message

CITY Rialto is a city for all seasons, but summer is when we truly shine.
From walking trails to first-class parks, to a growing number of
MESSAGE entertainment and dining options, you’ll have more opportunities
than ever to spend your hard-earned free time during the warm
months ahead.

This edition of Rialto Progress offers a guided tour of what is
available this summer – none of which would be possible without the hard work and commitment of
our City staff and community partners.

A great example of this is our Rails to Trails project – the final section of the Pacific Electric Trail that
extends 21 miles from Claremont east. With support from the San Bernardino County Transportation
Authority and the Southern California Association of Governments, we were able to complete the
project in 2014, offering residents a safe, accessible place to walk, jog and bike.

We continue to invest in our parks and recreational amenities. This year, the 7.5-acre Joe Sampson
Park opened at the northeast corner of Cactus Avenue and Randall Avenue. The $5.6 million project
uses funding from park development impact fees and general fund revenues.

At Frisbie Park, 10.7 acres of additional park space and amenities are being added —also funded from
park development impact fees and general fund revenues.

On the commercial side, the opening of the Renaissance Marketplace has brought a state-of-the-art
movie complex, as well as dining and shopping options to what had been an underused parcel.

Even our Metrolink station has become a hot destination with the opening of the Forum Blues Café,
recently featured prominently in the San Bernardino Sun and other media outlets.

The future is even brighter, thanks to the efforts of our community services, parks and economic
development staffs – all of whom are committed to providing our residents and visitors with an
abundance of recreational and leisure options.

It’s all part of what we proudly point to as the Rialto Experience. If you haven’t already, we encourage
you to take advantage of these opportunities.

RIALTO AEROSPACE ACADEMY

The academy is open to anyone, ages 13 to 18. There 2019 DATES
is no enrollment fee for this academy – students
will be instructed on the applications of Science, June 3-7
Technology, Engineering, and Mathematics (STEM) 11:00 a.m. – 4:00 p.m.
subjects to the aerospace industry and potential
career choices. Students who successfully complete Flight dates at
the academy will be offered the opportunity for an Flabob Airport
orientation flight in an airplane. June 8 & July 13

Coming to Rialto this Summer 2019

CRACKER BARREL
Cracker Barrel completed construction for its 10,500 square foot
family style restaurant and country store with its formal grand
opening scheduled for May 2019. Cracker Barrel’s trademark
feature is its front porch complete with rocking chairs to create
that down home feeling. Cracker Barrel operates more than 650
stores throughout the United States, and Rialto will host its third
California store. In addition to the fine dining, Cracker Barrel also
sells home furnishings, candy, clothing and accessories.
SONIC DRIVE-IN
Sonic Drive-In will commence construction on its new restaurant
right next door to the Cracker Barrel restaurant with a grand
opening expected early this summer. Sonic has more than 3,600
stores nationwide, serving burgers, fries, hot dogs, chicken, and
other side dishes in a drive up or drive thru format. The nearest
Sonic is currently in Rancho Cucamonga.
THE OLIVE GARDEN ITALIAN KITCHEN
The Olive Garden Italian Kitchen commenced construction of its
7,700 square foot restaurant in the Renaissance Marketplace, with
a proposed opening expected by September 2019. The sit-down
restaurant provides a family style dining experience, and normally
provides approximately 100 employment opportunities. Olive
Garden operates more than 850 restaurants in North America.
NORMS RESTAURANT
Norms Restaurant expects to commence construction by May 2019
on its new restaurant, immediately adjacent to the Olive Garden in
the Renaissance Marketplace. Norms provides diner style service 24
hours each day. Norms operates 17 locations throughout Southern
California, with its trademark saw tooth sign beckoning customers
throughout the region.
PACIFICA DEVELOPMENT
San Diego based Pacifica Development acquired the former Wal-Mart store in 2017
and initiated exterior improvements earlier this year. Upon completion, Pacifica will
commence construction on the tenant improvements to accommodate three new users
– Ross Dress for Less, dd’s Discounts, and Auto Zone. The three retailers propose to
open later this year. Pacifica also intends to
develop three new pads that include a Panera
Bread restaurant and Verizon phone outlet.
AYRES HOTEL
In December 2018, the City sold the Ayres
Hotel Group a 3-acre parcel at the southwest
corner of Renaissance Parkway and Linden Avenue,
immediately west of the Cinemark Theater. The
4-story, 135 room hotel includes a full lobby, fitness
room, two conference rooms, restaurant and bar,
outdoor pool and patio. The Ayres Hotel Group
is a family operated chain with more than 23 hotels
throughout Southern California and over 3,000
hotel rooms. The Ayres Group plans to adorn the
lobby with artifacts and pictures reflecting Rialto’s
rich agricultural history

Avenue Street
Improvements

This project will widen and improve
Randall Avenue, between Cactus Avenue
and Riverside Avenue; and Alder Avenue,
between Baseline Road and Renaissance
Parkway. The project will add edge
improvements, including curb, gutter,
sidewalk as well as bike lanes and turn lanes,
eliminating existing traffic bottlenecks.
Construction is anticipated to start in April
of 2019.

The City of Rialto has an Energy Services Agreement with Alliance Building
Solutions for upgrades of aged interior and exterior lighting, aging HVAC Alder Ave
equipment and outdated building automation systems. Alliance Building Linden Ave
Solutions (ABS) conducted field audits of all City facilities focusing on Cedar Ave
energy deficiencies as they related to Lighting, HVAC, Thermostats/ Cactus Ave
Monitoring Systems, Solar Panels, and Generators. Based on the evaluation Lilac Ave
performed, ABS recommended a variety of fixture and system upgrades/ Willow Ave
additions to help the City achieve energy savings such as replacement HVAC Riverside Ave
units, replacement of Lighting Fixtures, Installing Network-Based Smart Sycamore Ave
Thermostats, Install Building VUE Monitoring Systems, and Installing Acacia Ave
Solar Photovoltaic (PV) Systems. Eucalyptus Ave

Expansion Project

The greatly anticipated expansion and renovation of Frisbie Park is to begin Active Transportation
work shortly. This project is to expand, rehabilitate and renovate Frisbie Plan (ATP) and Bike-
Park, both northerly and southerly of Easton Street. During the work, Share Feasibility

PUBLIC WORKS CAPITAL PROJECT HIGHLIGHTS News

Healthy Rialto and You A First in the Region:
Bikeshare
Healthy Rialto is an initiative started over a decade ago. In support of Feasibility Study
long-term sustainability for providing safe and accessible biking and
walking networks, the City of Rialto is kicking off two major projects, You’ve all seen the scooters and bikes in
the Active Transportation Plan (ATP), and Bikeshare Feasibility Study other places like Los Angeles, New York, and
(BFS). Through both these projects, we will reach out to YOU, residents, many other cities. Rialto is leading a study to
businesses, and the broader community to understand challenges to understand how dockless bikes and scooters
walking and biking, how bikeshare or scooters could provide a new way could help get people out of their cars and
of getting around, and ultimately support Healthy Rialto and Let’s Move! onto the street in new ways. We are the first
City in the entire Inland Empire to tackle
Rialto Safe Routes to School: this effort to make sure that if scooters and
