Foreword
It was Sri M Venugopalan, Deputy General Secretray of AKCBRA, who mooted the idea
that the history of Canara Bank Retirees’ Association should be written and he wanted me to
undertake the work.Since he wanted the book to be released in the 3rd triennial Conference
of AKCBRA being conducted in Kottayam on August 27,2022,
I have written this work in a very short time with the records available with me. There may
be shortcomings in this work which should be pointed out by the readers so that the
contents of this book could be suitably modified and a more perfect edition could be
brought out.

Birth of Canara Bank Retirees’ Association in Kerala
After signing the Pension Agreement in the year 1993 for the bank employees and officers,
further efforts of bank retirees were aimed to protect the rights and privileges of the bank
retirees and to improve the benefits in the days to come through proper projection of their
demands through negotiations or through bargaining with the authorities concerned. Tofulfil
the above aims, the bank retirees of various banks of the country met in Ahmadabad during
1994 and decided to organise the retirees at all India level. The result was the formation of
AIBRF (All India Bank Retirees’ Federation). From then onwards efforts started in various states
and banksto organise the retireesin their respective areas/banks.
In Canara Bank, the retirees in Hyderabad, Chennai and Madurai started to organise the retirees
in a small way concentrating the activities in their particular areas only. After the
implementation of SVRS scheme, some retirees based in Trivandrum took initiative to organise
the retirees throughout the state of Kerala with the aim of rectifying the deficiencies of the
scheme in an organised manner. They registered their organisation under Societies Act and
filed a suit in the High Court of Kerala with the prayer for the removal of the deficiencies of the
SVRS scheme. Their aim was limited only to remove the deficiencies of the SVRS and hence
enrolled only those retired under the above scheme.
While analysing the above situation prevailing in our bank, a few retirees of Kerala met and
decided to form a retirees’ organisation covering the entire retirees of our bank irrespective of
their cadre while in service, Family Pensioners and Ex Gratia Beneficiaries. By realising the fact
that only few states like Andhra, Tamil Nadu and, in a limited basis, Kerala have taken initiative
to organise the retirees, those who attended the meeting thought that the formation of the
organisation should be on an all India basis so that the retirees from anywhere in our country
can become members of the organisation. On that understanding, an Ad-Hoc Committee was
formed to finalise the Rules and Bye laws for the proposed organisation. The Ad-hoc committee
was mainly headed by Sri Koshy K Rapajappan of Alappuzha as Chairman, Sri V K M Varma of
Ernakulam as Convenor, Sri P Balakrishnan Nair and Sri.K Shanmugham from Kozhikode as Joint
convenors and Sri P K P Iyer of Ernakulam as Treasurer. Theyalso identified a few well known
retirees by considering their role and activities while they were in the serving employees’
organisations, irrespective of their organisational affiliations and cadre spread over the entire
state of Kerala and made them members of the committee.
The ad hoc committee met during the first half of January 2003 and discussed various aspects
for the formation of a retirees’ organisation covering the entire country. A suitable Rules and
Bye laws was also drafted to cater to the needs of the organisation. The ad hoc committee was
also given the responsibilityto identify the retirees from their respective areas and ensure their
participation in the foundation conference of the organisation slated on 09th March 2003 at
Ernakulam. Due to the preliminary hard work and personal contacts of each and every ad hoc
committee member as brand ambassadors and also the realisation of the need for a retirees’
organisation to project the demands and to achieve the same, the turnout for the meeting was
very encouraging and tremendous.

Foundation Conference of CBRA on 9thMarch,2003
The foundation conference was inaugurated by Sri C G Nambiar, President AKBRF.Sri K
Srinivasan ,General Secretary, AKBRF, Sri P M Joseph, Vice President AIBEA and General
Secretary AKBEF and Sri Bhageeratha Shenoy, Secretary, AKBRF felicitated the conference. The
men and women retirees, irrespective of their cadre while in service and ignoring the
constraints of age and personal issues, attended the conference by undertaking long journey
from far off districts with an exemplary determination and resolve. After passing the Rules and
Bye Laws, the name of the organisation was decided as “ Canara Bank Retirees Association”
with jurisdiction all over the country and as such any retiree from Canara bank irrespective of
their cadre while in service, Family pensioners and Ex Gratia holders and their spouses settled
anywhere in the country could be admitted as the primary member of the organisation. The
birth of the organisation called “ Canara Bank Retirees Association” was declared with
tremendous applause from the participants. The Foundation Conference then elected
unanimously the following as the office bearers and committee members of the organisation.
President Sri K Sreevasudevan Ernakulam
Vice Presidents Sri K Shanmuham Kozhikode
Sri P D Joseph Changanacherry
General Secretary Sri V K M Varma Ernakulam
Secretary Sri Koshy K Rajappan Alapuzha
Joint Secretary Sri N Somanthan Palakkad
Assistant Secretaries Sri R Madhukar Trichur
Sri M Somasundaram Payyannur
Treasurer Sri P K P Iyer Ernakula
Committee Members Sri P Balakrishnan Nair Kozhikode
Sri P A S Nair Ernakulam
Sri P M Mukundan Tellicherry
Sri Benjamin Daniel Ernakulam
Sri A N J Shenoy Cherthala

Sri Somasundaram Kozhikode

Sri G Krishnan Nair Alapuzha
Sri P Rajan Ernakulam
Smt P Sarada Tripunithura
Smt May James Ernakulam
The conference appointed Sri K V Matahi from Ernakulam as Auditor. In the first committee
meeting of CBRA the matter of enlarging the membership base was discussed in detail. As a
practical stand, it was decided to contact the retirees within the state of Kerala first and to
identify proper contact persons from other states. In the beginning the concentration was
planned to be in States like Karnataka, Maharashtra, Delhi and West Bengal since the scope for
membership was tremendous in those areas.
3
The matter of extending the membership from States other than Kerala was discussed with Sri
A N Balasubramaniam and Sri P Giridharan of Canara Bank Employees Union and sought their
help to identify proper contact persons in other States. At our request,SriBalasubramaniam
took the initiative to discussthe matter in the Central Committee of Canara Bank Employees
Union and a decision was taken there to extend all possible assistance to CBRA to spread the
membership base all over the country. In the meantime,Sri Giridharan made available a CD
obtained from Bank’sHead Office, containing the names and addresses of the retirees covering
the entire country. On verification of the CD,we noticed that the list of retirees was not
arranged in any manner like State wise, Staff Number wise, Cadre wise etc. Hence it was very
difficult to locate or identify any retiree from outside the State of Kerala. To overcome this, we
decided to take a print out of the list for sorting the list state wise and area wise. On
verification of the print out,we noticed that the list contained the names and addresses of
9670 retirees. We took the herculean task of preparing a list state wise and area wise so as to
facilitate us to arrange area wise meetings to contact the retirees and bring them to the fold of
the organisation. More than seven to ten comrades on an average had worked hard day in and
day out, to sort the list and make the whole list state wise and area wise, within a period of one
month. The dedication and determination shown by these retirees was highly commendable.
This grass root level work helped us to move fast in other states by sending welcome letters to
the addresses obtained from the list and also arranging area wise meetings in these areas.
By that time, we were able to contact the retirees within Kerala by arranging retirees meet at
all the district head quarters. The response shown by the retirees and their massive
participation in all the meetings enlarged the membership tremendously and that gave vigour
and courage to extend our mission to other States.
Sri K Srevasudevan, President was former Asst Secretary of CBEU, Secretary of AKBEF and
Editor of “ Labour Life”,the official publication of AKBEF. Myself,General Secretary, was the
Founder Secretary of CBOU and was also among the first nominees of CBOU to the Central
Committee ofCBEU for more than 5 years from 1983 . I was also in the forefront of AIBOA
movement in the state of Kerala and was the first Treasurer of AIBOA State Committee formed
in the state in 1981. The above connections of the above comrades at CBEU, CBOU and AIBOA
at all India level helped the organisation to identify the retirees from different states having
trade union background which resulted in the success of the membership drive.
Along with the activities in Kerala, we identified a few retirees who could contribute for the
growth of the retirees’ movement in view of their past records in the trade union movement
while they were in service. The help and guidance of the leaders of the serving employees and
officers were also sought to achieve our aims.

Here I have to make special mention of the help and assistance extended to us by certain office
bearers of AIBRF. During the office bearers meetings of AIBRF,I had a special meetings with
some office bearers and sought their help in enlarging our membership base.
On that basis, I contacted Sri M N Parikh of Central Bank stationed in Ahmedabad, with a
request to extend a helping hand for the membership drive of our association from among the
retirees of Canara Bank stationed in Ahmdabad. For the above purpose we forwarded to him
our welcome letters explaining the need for a strong retirees’ movement in our bank along
with our Application form for enrolment. The addresses of our retirees were also given to him. I
am very happy to mention here that as per my request,Sri Parikh called a meeting exclusively
for the retirees from Ahmedabad and explained the need for a strong retirees’ movement and
requested those who attended the meeting to get enrolled in our association. He reported that
5
about 15 retirees attended the special meeting of which 5 gave their membership along with
the subscription amount prescribed. He forwarded the applications to us and assured that he
will follow up the remaining in the days to come.
We contacted Sri B G Raithatha stationed in Rajkot, Gujarat also in the above manner and
sought his help for enroling the retirees from Rajkot and Bhavnagar areas of Gujarat. On
receiving the addresses, he took photo copies of the welcome letter and application form and
forwarded the same to about 70 retirees of our bank with the request to enrol themselves and
return the signed application and the cheque for the subscription amount to him within a cut
off date. That way he collected 32 membership application forms and cheques and forwarded
the same to us. He also requested them in case they cannot submit the application forms
within the prescribed time , the membership forms can be forwarded to the central office of our
association.
We also sought the help ofSri Dhodapkar of Pune and Sri P P Karandir of Mumbai for enlarging
our membership base in Pune and Mumbai and also to coordinate their activities with leaders
like Sri M Krishappa and Sri Mahinderkar.
In West Bengal, Sri Debesh Bhattacharya of United Bank of India was very helpful for our
membership drive in close coordination with our leaders like Sri Dipankar Sen and Sri M K Saha.
To increase our membership base we had conducted 6 meetings in Mangalore, 7 in Bangalore, 2
each in Indore and Kolkata and 1 in Mumbai. At Bangalore we arranged colony wise meetings at
Jaya Nagar Colony and Nagarbhavi Road Colony. Sri Devadas Rao, President of CBEU, initiated
steps and obtained 10 application forms along with the subscription amount and forwarded the
same to us on 02/07/2008. At Nagarbhavi Colony meeting more than 50 retirees attended and
we obtained the membership of 22 on the spot. We arranged a”Retirees Sanghamam” at C S
Sadan, J C Road Bangalore on 01/12/2009 where more than 60 retirees participated. Sri
Devadas Rao, President CBEU, and Sri Khan, Vice President of CBOU, attended the meeting. On
behalf of CBRA,Sri Sreevasudevan, Sri A N Balasubramaniam and myself attended the meeting.
In that meeting,Sri B Haridas Adiga was elected as the Convenor with the aim to take necessary
steps for the conduct of a regional meet at Bangalore. Membership of 16 was obtained from the
meeting.
At Mangalore, we had the first meeting on 29/08/2009 and the regional unit was formed in
Mangalore on 07/11/2009. The participation in the foundation conference of the Regional unit
was more than 100 retirees and on the spot we collected the membership of 51. Representing
CBRA,Sri Sreevasudevan, Sri K Shamugham, Sri P Balakrishnan Nair and myself attended the
meet. The regional committee was formed by electing Sri Tharanathji as President and Sri P R
Prabakar Rao as General Secretary and Sri A Prabhakar Rao as Secretary among other retirees as
other office bearers and committee members.
At Kolkata a “Retirees Sangamam” was arranged on 06/12/2009 at Lake View High
School,Kolkata. 72 retirees participated in the meet. Sri Rajan Nagar President AIBEA, Sri Kamal
Bhattacharya Chairman BPBEA, SriDebesh Bhattacharya, Org secretary AIBRF and Sri Sreebas
Dutta Secretary CBEU attended. Representing CBRA, SrinA N Balasubramaniam and myself
attended the meet. The meeting elected an Ad-hoc committee of 19 members with Sri
Dipenkar Sen as the Convenor to move forward for the formation of the regional unit in West
Bengal. We could enrol 15 members on the spot.
After the Nasik Central Committee meeting of AIBRF,I had gone to Mumbai to meet our retired
colleagues. Sri Krishappa, Sri Mahinderkar and certain other active retired colleagues came
there and had a talk for organising the retirees ofMaharashtra. The formation of the state unit
6
took place later in the meeting held at Pune.
Meeting at Indore
When AIBRF arranged the office bearers meet at Indore,I wanted to utilise this opportunity to
have interactionwith the retirees of our bank settled in Indore. We had about 40 addresses of
the retirees of Indore obtained from the CD from Head Office through Sri P Giridharan.
Immediately I called Sri Anil Srivasthava of CBEU at Jabalpur for contact persons of Indore. He
immediately gave the name of Sri Manoj Parikh (He was the chairman of CBEU Madhya
Pradesh retired under SVRS) along with his telephone Number. Sri Anil was the CC member of
CBEU while I was attending the CC meetings of CBEU representing CBOU. Moreover, when I
was transferred to Durg, I got further contacts with Sri Anil. I had a preliminary talk with Sri
Manoj and informed the idea. I invited all the retirees from Indore and Ujjain in the addresses
available with us and called a meeting by showing the name of the hotel as venue where stay
for the office bearers of AIBRF had been arranged. 21 retirees attended the meeting. The

=== =============
After the formation of the all India federation,CBRA devoted more concentration for the
growth of the membership in the state of Kerala. Aiming to enlarge the membership, it was
decided for the formation of Regional Committees so as to concentrate the works region wise
and to make frequent contacts with the retirees by calling region wise meetings and to explain
the need and necessity of a retirees’ movement and therebyenrolling more as members of
CBRA. This step evoked good response and region wise committees were formed with the
office bearers and committee members required for functioning in their respective areas.
Since CBRA was registered under Charitable Societies Act during 2009,annual meetings were
called to meet the obligations of the registration. This annual meets gave the occasion for
retirees to meet in person and to exchange their views. The responses of the regional meets
and annual meets were very encouraging and the participation of retirees in large numbers
finally reflected in the growth of membership throughout the state.

Afterwards CBRA decided to obtain the registration with Trade Union Act and the same
materialised during Sept 2015 and thereby changed the name of the association to All Kerala
Canara Bank Retirees’ Association (AKCBRA).
Grievances Redressal Cell Meetings
As per the decision taken in the Parliamentary committee, IBA instructed the member banks to
establish the Grievances Cells in all banks and to hold periodical discussions with the
representatives of the retirees’ associations regarding their issues and to redress the same at
the earliest. In our Bank, while introducing the GRC Meetings,it was stipulated that only
registered organisations with a membership of 1000 will be invited to participate.Since the
registration process of AICBRF was not completed, we feared that AICBRF may go
unrepresented in the GRC meetings. There were also attempts from certain quarters to deny
AICBRF representation in Grievances Cell meetings, which was stalled due to CBEU General
Secretary Com Rustogi’s intervention .Anyhow to ensure that AICBRF gets representation in
GRCM,since our CBRA was meeting Bank’ stipulations, we applied for representation and we
were invited. Happily, AICBRF also got invited. So AICBRF, our CBRA and the Officers’
organisation were invited to GRCMs with only one representative from each organisation. We
were requesting for two representatives from each organisation. But Bank refused for quite a
long time. So to get the benefit of two from AICBRF getting representation, we also continued
to participate. That way ComS V Sreenivasan as General Secretary and myself as President of
AICBRF continued to participate though on record we were representing AICBRF and CBRA of
Kerala. Now, after many years, Bank has agreed for two representatives from each organisation
and Sri. S V Srinivasan,General Secretary of AICBRF and Sri V Venkat Rao, Liaison Secretary are
attending the GRCM meetings.Even though many issues raised by us in the GRCM are
unresolved, many issues could be settled satisfactorily.
AIBRF General Body Conference at Chennai
The General body conference of AIBRF was held at Chennai from 12th to 14th December,2008.At
that time the total membership strength of AIBRF was 20904 from 36 affiliated units. The
combined strength of the three organisations affiliated to AIBRF from Canara bank at that time
was 1048.The details are as under.
Canara Bank Retirees Association,Madurai 116
Canara Bank Retirees Forum, Chennai 405
Canara Bank Retirees Association, Kerala 527
Total 1048
21
While going through the membership positionof AIBRF affiliates, it was noticed that the
combined strength of 1048 of Canara Bank Retirees’ organisations placed us in the 7th position
out of the 36 affiliated units of AIBRF.When CBRA from Kerala sought AIBRF affiliation, there
was objection from certain quarters that this will amount to affiliation for more than one
organisation from a Bank.Sri S R Kulkarni, the then General Secretary of AIBRF enquired the
matter with me and I gave him the assurance that within a short period we will form our All
India federation of the retirees in Canara bank and all the three units affiliated to AIBRF at that
time, will be part of our federation. While I was giving the above assurance all the three General
Secretaries of the above three associations from our Bank were with me. Since the retirees in
Canara Bank required the recognition from AIBRF, we requested to allot one office bearer post
to Canara Bank .Sri Kasturi Rengan, General Secretary Canara Bank Retirees Forum Chennai
suggested my name for the office bearer post considering our combined strength. As such I was
elected as the Org Secretary of AIBRF, the first Office bearer of AIBRF from Canara Bank and
continue in that position. Since all the three units were aware of my assurance given to Sri S R
Kulkarni, the ad hoc committee decided to invite him to inaugurate the foundation conference
of AICBRF,even though his position in AIBRF had changed from General Secretray to President
of AIBRF at that time.
