At this year’s Spring Management Event, Paul Aprigliano was awarded the
Walter E. Kreher Distinction in Housing Award. Kreher was the program 1
housing director in New Jersey from 1998 to 2014 when he lost his battle with
cancer. His commitment to housing excellence in New Jersey was admired by
all who knew him within HUD and the housing industry.
Getting the award “was a big surprise to me,” Aprigliano said. “I was speech-
less, something I rarely am. I knew Walter for a long time, and to get this
award in his honor is the highlight of my career.”
“I was also so proud to have the opportunity to speak about Walter and how
important he was to our group, to HUD and to the state of New Jersey.”
Aprigliano has been the director of HUD’s Enforcement Center (office of the
General Counsel) in New York for 18 years, responsible for compliance in Ny &
NJ. He has been at HUD for 39 years, working in Newark for 25 of those years
prior to becoming director in New York City.
In presenting the award, Tony Cupano, first vice president of JAHMA, said,
“Paul has been one of the HUD liaisons to the JAHMA board since JAHMA was
formed. He keeps us focused in the reality that is HUD. His intelligence is bal-
anced with a common sense approach to resolving serious problems…he is
the ‘enforcer’ when it comes to following HUD rules.”
“I have so much respect for the housing community in New Jersey, and we
all miss Walter so much,” Aprigliano said. “You get awards sometimes, and
they’re nice, but this is really special.”

Despite rain and even hail that hammered Ken Pagano, JAHMA

There were 109 golfers signed up for the annual event
(three more than last year), and $46,000 was raised.
Spirits were high in the course’s clubhouse despite
the weather.
“Wind, rain and hail did not prevent the dedicated
golfers from going to their appointed holes,” said
JAHMA Foundation President Ken Pagano. “Despite
the weather, all teed off, and the Atlantic City Country
Club issued vouchers to all those who reported for
their tee-off.”
“The outing is the only fundraising event for the
JAHMA Foundation scholarship program,” Pagano
said. “In addition to some prizes that were raffled
off, and special donations, we ensured there will be
enough money available to provide scholarships. To
date some $675,000 scholarships have been awarded
to worthy residents of our member companies.”

(COQ) National Recognition to two
JAHMA members at this year’s SME.
Housing Management Resources and Interstate Realty Management were acknowl-
edged for providing the highest-quality affordable housing to lower-income residents
while adding value to their larger communities. Cook noted that these properties
scored high on inspections of their physical plant by an objective reviewer and on the
quality of management reviews, audits, replacement reserves and other criteria.
Their staff members were judged on their credentials, such as those earned through
NAHMA (e.g., a Certified Professional of Occupancy, a National Affordable Housing
Professional or a Housing Credit Certified Professional) or by credentials awarded by
other industry associations or organizations.
Housing Management Resources was recognized for Cedarbrook Park
Apartments and Interstate Realty Management for Hall’s Corner, NIA Amity
Heights and Pennsville Towers for their resident services and programs.
Housing Management Resources and Interstate Realty Management are among
the select few that have achieved the very highest standard of excellence in prop-

YOU DON’T KNOW?
On July 27, 2016, JAHMA sponsored a workshop on Management and Occu-
pancy Reviews (MORs) at the National Conference Center in Windsor, NJ
HUD is considering the reinstatement of MORs for high-risk properties in
the 42 contested Performance-Based Contract Administration (PBCA) states.
After a nearly five-year hiatus, is your property ready?
Preparing for a successful MOR is not an overnight task. But it can be done with the right
tools, a positive attitude and this class!
During this MOR preparation class, attendees were able to assess how well their proper-
ties would score on an MOR. Our trainer, Jeanette Claus, executive director of PMCS, feels
there are two main areas where sites will lose points in their MOR assessment: EIV use
and the appropriate implementation of the regulatory changes since the last MOR (five
years ago in the 42 PBCA contested states).
This training offered practical, easy to follow instructions on how to be successful and
compliant with HUD regulations at your property—with or without the impending threat
of an MOR. Its goal is to make you confident in the areas you know, and inform and assist
where you need help.

Time Running Out on COQ Awards Eligibility
The window is closing to be accepted into NAHMA’s Communities
of Quality Awards (COQ) National Recognition program in time to
be eligible to enter the 2016 COQ Awards. The recognition program
deadline is Sept. 9, and the awards applications are due Nov. 4.
The COQ Awards recognize outstanding property management companies
providing the highest quality of safe, affordable multifamily rental housing in
communities across the country.
To enter the 2016 COQ Awards competition, a property must be a COQ
National Recognition program member with a minimum score of 325 points
on its National Recognition application. For properties that have not yet
achieved nationally recognized COQ status, the deadline for submitting an
application to a local Affordable Housing Management Association (AHMA) for
consideration in the national program is Sept. 9.
Detailed application information and submission materials for the NAHMA
COQ National Recognition and Awards programs are available on the NAHMA
website at http://www.nahma.org/awards-contests/communities-of-quality.
This year’s NAHMA COQ Awards program is jointly sponsored by HD Supply
Multifamily Solutions, a leading supplier of maintenance and renovation
products to the multihousing industry, and Navigate Affordable Housing
Partners, a leading provider of consulting and development services to
public housing authorities and the HUD Section 8 Project-based contract
administrator (PBCA) for Alabama, Mississippi, Virginia and Connecticut.
The awards competition includes five categories: Exemplary Family
Development, Exemplary Development for the Elderly, Exemplary
Development for Residents with Special Needs, Exemplary Development for
Single Room Occupancy Housing and Outstanding Turnaround of a Troubled
Property.
National Recognition applications are due to the property’s local AHMA by
Sept. 9. COQ Awards entry materials should be submitted directly to NAHMA
by Nov. 4, c/o NAHMA COQ Awards Entry, 400 N. Columbus St., Suite 203,
Alexandria, VA 22314.
Award winners will be notified in early January 2017 and will receive their
awards in a special ceremony at the NAHMA 2017 winter meeting, March 5-7,
