The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the
following present: Joe Reichardt, Chairman; Dan Kirkbride, Commissioner; Tim Millikin,
Commissioner; and Jean Dixon, Clerk of the Board. Commissioner Kirkbride moved and Millikin
seconded to approve the minutes from the last regular meeting. The motion passed. Commissioner
Millikin moved and Kirkbride seconded to approve the agenda as presented. The motion passed.
Commissioner Kirkbride moved and Millikin seconded to approve the following vouchers as

Tax Cancellations
Commissioner Millikin moved and Kirkbride seconded to approve the tax cancellations of Billy G &
Jaclynn Hite in the amount of $41.04 due to mobile home being destroyed and parcel deleted. The
motion passed. Commissioner Millikin moved and Kirkbride seconded to approve the tax
cancellations of Louise Layton in the amount of $203.72 due to mobile home being moved. The
motion passed.

Road & Bridge
R&B Supt. Jim Lockman presented one encroachment license for approval. Buck Evans with
McMurray Ready Mix addressed the Board regarding a formal bid process for purchasing road
material. Supt. Lockman and County Attorney Eric Jones will work on implementing a policy with new
guidelines using input from the County Engineer. Supt. Lockman attended the preconstruction
meeting for the Grayrocks Road Project which begins May 14th with completion in twenty days.

County Planner
Planner Johnson presented seven zoning certificates for approval. A workshop is scheduled for
Wednesday May 21st from 3:00 to 5:00 to discuss county roads.

Consensus Block Grant Funds
Grant Administrator Candy Wright met with the Board to review the distribution of funds for capital
projects to be submitted for approval to SLIB for the 2008 funding allocation for County Wide
Consensus Block Grant Funds.

Linda Fabian
Linda Fabian received an application to qualify Platte County as a Preserve America Community to
promote our historic assets. Commissioner Kirkbride moved and Millikin seconded to approve the
Preserve America Community Designation. The motion passed.

Capital Facilities Tax Proposal
County Clerk Jean Dixon met with the Board to review and approve the Resolution to place the One
Percent Specific Purpose Sales and Use Tax on the August Primary Election Ballot. Commissioner
Millikin moved and Kirkbride seconded to approve Resolution #2008-07 as prepared by the County
Clerk and reviewed by Deputy County Attorney Edward Buchanan. The motion passed. Entitled: A
Resolution Approving a Proposition to Impose a One Percent (1%) Specific Purpose Sales and Use
Tax in Platte County, State of Wyoming, for the Exclusive Purpose of Funding Specific Purposes for
Specific Amounts; the Propositions to be Voted on at the Primary Election to be held in Platte County
on Tuesday, August 19, 2008. (Resolution #2008-07 is on file in the office of the Platte County Clerk for
any persons wishing to read it in its entirety.)
Flood Plain
Murray Schroeder from WWC Engineering, presented an estimate on a letter of map revision for
flood plain in the Glendo area.

Hospital Project Manager
Tim O’Konski, Hospital Project Manager, gave a progress report on the hospital project.
Commissioner Kirkbride moved and Millikin seconded to approve the TPS Contract Extension for
services from April through June. The motion passed. The Board allowed Candy Wright, Grant
Administrator, to apply for a community healthcare assessment grant from the State. The remainder
of the hour was spent touring the hospital facility.

Platte County Scholarships
Commissioner Millikin moved and Kirkbride seconded to approve the following recipients for the
County Commissioners Scholarships: Whitney Balzan, David Moats and Anna Melcher; and the three
alternates chosen were Jessica DeRyk, Justin Faircloth and Janell Patterson. The motion passed.
These scholarships are made available through the Wyoming County Commissioners Association.

National Police Week Proclamation
Commissioner Millikin moved and Kirkbride seconded to approve a proclamation to designate May
11-17, 2008 as National Police Week. The motion passed.

Detention Tour
The Board spent the remainder of the day touring the Detention facility.

There being no further business, the meeting adjourned at approximately 6:15 P.M.
