64TH ANNUAL FALL CONFERENCE
EDUCATION SESSIONS

SESSION 1 9:00 AM – 10:00 AM

BRIDGE ROOM
The Ripple Effect: Inspiring and Leading Transformational Change

Dr. Kevin Snyder
You can only live a dream if you have one first! This engaging
presentation will show how it’s possible for anyone to think bigger than
ever before and inspire change. You’ll be shown not only how to find
motivation on a daily basis, but also how to empower others to do the
same, creating a ripple effect of positive change. Your inner passions and
strengths will be unleashed during this fun, enlightening presentation
composed of stories, leadership principles, and applicable strategies.

ROOM A109
TRAILBLAZING PROJECT MANAGEMENT:
A COLLABORATIVE APPROACH TO DEPLOYING STUDENT DIGITAL DEVICES

Dr. Theresa Alban, Superintendent, Frederick County Public Schools;
Derek Root, Director of Technology Infrastructure; and

Thomas Saunders, Instructional Director of Middle Schools and
Project Lead for TechNow, Frederick County Public Schools

Through the collaborative efforts of the FCPS Business Services Group
(Accounting, Purchasing and Warehouse teams), Tech Infrastructure,
Curriculum, and School Administration, FCPS leaders completed a year-
long project plan that deployed over 10,000 digital devices, while at the
same time streamlining the purchasing and delivery process. FCPS leaders
will share their trailblazing project management journey, the project plan,
and how the TechNow project has influenced the way future projects are
implemented to provide digital learning opportunities in all thirteen middle
schools, with the ultimate goal of achieving a 1:1 digital learning
environment system-wide. Learn about the project planning methodologies
used and the stakeholders involved in developing this plan. Participants will
learn practical tips about Project Management and FCPS’s approach to
establishing learning opportunities.

ROOM A111/A113
HUMAN RESOURCES LESSONS FROM THE WORLD OF SPORTS

Vince Pavic, Wicomico County Public Schools

How does the world of sports translate to Human Resources? For starters,
there are rule books and contracts for both, and you better know how to
officiate and consistently interpret those rules, sometimes on the fly. You
have to be flexible in your game management and make those half-time
adjustments. And “free agency” – you bet. You can no longer expect new
employees to make your school system their career. Learn more in this
intriguing session.

8

ROOM A300
LEVERAGING THE TOTAL COST OF OWNERSHIP: CRITICAL DECISIONS
DESIGNING THE NEXT GENERATION OF EDUCATIONAL FACILITIES

David A. Stubbs II, Cultural-Shift

You only get one chance at this, so get it right! Unfortunately, balancing
“best choice” and budget can be a daunting task. Consider the future, take
a hard look in the mirror, and ensure that all district conversations are
linked to a common goal. Interactive conversations will enable attendees
to take away valuable insights from a school facility personnel’s
perspective in the selection of building components and tools that
correspond to the language of 21st Century pedagogy.

ROOM A302
PROCURING LOCAL FOODS FOR SCHOOL MEALS

Erin M. Kennedy, MPH, RD
Coordinator of Select Education Initiatives & Effectiveness

Office of School & Community Nutrition Programs
Maryland State Department of Education

This session will focus on how school food authorities can properly
purchase local product for their meal programs. It will cover
procurement principles and regulations; informal and formal
procurement methods; geographic preference, and such special initiatives
as purchasing from a school garden. Participants are encouraged to bring
their current solicitations or local purchasing practices to the
session. [Professional Standards – 1 hour 2400 Purchasing &
Procurement]

ROOM A303
HOT TOPICS AND KPI’S IN THE WORLD OF PUPIL TRANSPORTATION

Winship Wheatley, Emeritus
David Ramsey, Director of Transportation,

Howard County Public Schools

Expect a quick update on the latest hot topics for student transportation,
including the newest on seat belts, the most recent notations from the
Office of Legislative Audits, competitive nuances and recent activities in
the competition arena. Then move on to the KPI topic with a discussion
of performance measurements critical to your operation, how to assess
and measure your progress, and finish with recordation techniques
testing your operation against yourself and equivalent operations.

ROOM A304
INVESTIGATING BULLYING AND HARASSMENT:
WHERE SCHOOLS BEGIN, WHERE LAW ENFORCEMENT PICKS UP

Sergeant Anissa Watkins, Baltimore County Police Department and
Marina Esworthy. Baltimore County Police Department

Participants will review the procedures used by schools to investigate
bullying and harassment. They will discuss how school resource officers
(SROs) are used to support the process and describe the role of the SRO
when bullying and harassment behaviors become criminal acts.

9

ROOM A306
IS THE NIGP ACCREDITED COOPERATIVE PROGRAM IN YOUR FUTURE?

Brent Maas, National Institute of Governmental
Purchasing

What is the Cooperative Accreditation Program? What prompted the
development of this standard, how is it structured, and what is required to
“pass it”? Learn about this new program, why it’s valuable to evaluate
different forms of cooperative practices, and what alternative approaches
to value-add to services are currently provided by cooperative programs.

ROOM A307
INCREASING TRANSPARENCY WITH SIMPLE ONLINE BUDGET DASHBOARDS

Brenton Higgins, Manager, School Funding,
D.C. Public Schools

Graduating from posting complex spreadsheets to the web each year, D.C.
Public Schools launched its Interactive Data Center. The website displays
complex budget data in dynamic, user-friendly dashboards using a program

development process. Learn how they did it, the potential human capital
and procurement needs, and the return on investment.

SESSION 2 10:45 AM – 11:45 AM

BRIDGE ROOM
SUCCESS LEAVES CLUES: HOW TO BECOME AN EXTRAORDINARY LEADER

Dr. Kevin Snyder

What do effective leaders and successful organizations all have in
common? If they could leave clues behind, what would those be? Dr.
Snyder has studied hundreds of leaders and identified a common
denominator leading to their amazing success and accomplishments.
“Success Leaves Clues” will teach you the secrets of extraordinary leaders
and how to apply these concepts to both personal and business
relationships, and help you identify what clues are most important to lead,
persist through obstacles, and embrace new challenges as opportunities.

ROOM A109
MEEC AND MICROSOFT – A NEW CONTRACT – WHAT ARE YOUR OPTIONS?

Tamara Petronka, MEEC Executive Director

In January 2015, MEEC and Microsoft arranged for all public school
students to receive Microsoft Office 365 – for free. LEAs have many other
MEEC software and hardware contracts as well, and have met many
milestones that will be shared. Learn some of the new contract
opportunities that MEEC is considering exploring and get information
about the free MEEC membership conference and vendor showcase on
April 23, 2016

ROOM A111/A113
LOCAL SCHOOL EMERGENCY INCIDENTS: THE BIG PICTURE

Clifton V. Cornwell, Supervisor of Security and
Emergency Management, Frederick County Public Schools

While emergency training of local school staff is essential to keeping our
students and staff safe during an emergency, a seamless response relies on
far more. We will discuss the collaborative training, communication, and
support of those not located within the school walls – local law
enforcement, parents, and community and local government leaders. The
emphasis will be on senior staff, the critical role that they play during an
emergency, and the training they receive in Frederick County Public
Schools.

ROOM A300
A GUIDE TO INSPECTING AND MAINTAINING VARIOUS ROOFING SYSTEMS

T. Stephen Kisielnicki, Gale Associates

A major responsibility of facility managers is ensuring that their buildings
roofs are water-tight, energy efficient, and safe. How do you most
effectively investigate and evaluate roofs to define and resolve existing
problems? This session will provide you with a guide to investigating,
evaluating, and repairing problems encountered with many of the most
frequently used types of roofs.

ROOM A302
SCHOOL FOOD AND NUTRITION SERVICES
This break-out session will provide an opportunity for school food and
nutrition services professionals to freely discuss challenges and share
solutions, best practices and the future. The agenda is yours to set.

ROOM A303
HOW ONE SCHOOL SYSTEM IS MEETING THE SCHOOL BUS DRIVER SHORTAGE

Barbara Scotto, Supervisor of Transportation,
Washington County Public Schools

Fred Punturiero, Transportation Director
Frederick County Public Schools

How do you recruit school bus drivers? Do you use the webpage,
newspaper ads, public job fairs, radio spots, in-house job fairs, or all of the
above? Which method is producing the best results? What are some of the
challenges of recruitment, training, and retention? Do you track individuals
from the time of application through the training and certification process?
What percentage of people become certified drivers? We will provide
answers and insights to these questions and others by tracking applicants
from screening to training to testing.

ROOM A304
EMPLOYMENT ENGAGEMENT – BEYOND THE OFFICE MAILBOX

Brandon Luckett, Kelly Benefits
Josh Freeman, Kelly Benefits

Multiple studies have shown that engaged employees are more attentive
and vigilant – looking out for the needs of their coworkers and their
organization’s overall success because they personally own the result of
their work. Creating an empowered, engaged culture is difficult, but the
tools that allow you to implement innovative and applicable strategies are
readily available. By building a strategic plan, leveraging technology, and
utilizing multi-channel communications, you can begin to create a culture
where that happens. Learn now!

ROOM A306
THE MID-ATLANTIC PURCHASING TEAM: WHAT’S IT ALL ABOUT?

Debbie Groat, Baltimore Metropolitan Council

Gain a better understanding of MAPT and how new collaborations in
cooperative procurements are managing procurement risk and stretching
your budget dollars through harnessing the hidden value in piggy-backing
dollars. Learn the value of collecting contract spend reports and leading a
cooperative procurement.

12

ROOM A307
ARE YOU PREPARED? – THE AUDITORS ARE COMING TO TOWN

Diane Moore, Data Systems Manager, Caroline County Public Schools
Craig Blackwell, Grant Accountant, Howard County Public Schools

Jenn Berlin, Technology Coordinator, Somerset County Public Schools
Does your LEA’s financial system have the necessary tools, reports, and
back-ups to meet the rigors of Federal, State and local audits? This open
panel will share and discuss auditor demands, the necessary steps you
should be taking to prepare and gather files requested before the auditors
arrive, how you respond to email and other requests for immediate
information, and the inherent problem of giving auditors log-on and
access to your financial applications, and the training to use it. Every
LEA’s system is different, but we all want the same audit results - a clean
bill of health!

Best Ideas Group (B.I.G.) Sessions provides another opportunity to get
together in an informal setting with colleagues in your core area of
school business (or join another group to see what's going on in their
world) to discuss the challenges you face and solutions that others may
have developed to them. Meet new school business officials and expand
your own personal network.
