Uswag
Message of the Regional Director
T he Department of the Interior and Local Government (DILG) takes on
development as a continuous effort towards improving individual’s
quality of life and society’s economic growth. To realize these impacts, funds for
infrastructure and its soft components are released to Local Government Units
(LGUs) that implement DILG’s Locally-funded Projects.
We recognize the efforts of the LGUs in implementing these projects
and making sure that these are properly utilized and enjoyed by its beneficiaries.
Infrastructure as they are, success in its implementation is the ultimate measure
in gaging improved local governance, local planning, and citizen participation.
Implementation of these projects also carry with it reforms in local governance as
well as the compliance with UN’s Sustainable Development Goals (SDGs).
We envisioned that the LGUs, in implementing these projects, learn that
service to their constituents is the highest interest as mandated by law. Basic
services due to the constituents, who as taxpayers paid out for these projects,
must be given with highest regard and utmost concern.
Above all, I would like to thank everyone who shared in the success of these projects. Each contributed to attain the goals
and impacts we projected. Let us continue to be inspired in the success stories written in this book and utilize the same inspiration
to work for service and compassion.

Message of the Assistant Regional Director
T his Coffee Table Book shows that DILG Programs i.e. SALINTUBIG,
ADM/AM and CMGP are efficiently implemented by the LGUs. We
now portray that governance in the Region progresses as development is being
efficiently planned and outlined in the local level.
The PDMU Regional Office V exerted all efforts to have a high percentage
rating of completed and functional projects undertaken by LGUs including the
Provincial Governments implementing the CMGP Program. Close monitoring of
projects, provision of technical assistance and unbiased reports have been the
ingredients of this success.
On the part of the LGUs, they have been very positive and objective in
the implementation of the projects. Success of the program also proves that good
governance is being promoted and all sorts of malpractice are lessened or best
eradicated. Improvement on governance is already on track; keeping up the pace
is just another task the Department gives priority to.
Congratulations to the PDMU team in keeping up with the printing of this coffee table book. This will serve as a precedent
to this office’s effort in maintaining and putting up the DILG brand on being a Matino, Mahusay at Maasahang Kawani ng
Gobyerno.

Message of the Project Development and Management Unit Chief
T he Department’s mandate is to maintain close monitoring and coordination
with LGUs regarding the implementation of the locally-funded projects which
are under the programs of the DILG. The stance of our unit is to provide assistance to
the LGUs to efficiently implement projects and reduce arising problems and conflicts
that hamper the implementation of projects, and worse its beneficial use.
Every delayed implementation would mean a reduced investment return,
additional cost of time and resources, unsatisfied citizen feedback, reduced rate of
implementation rating and unmet implementation standards and many more. Ultimately,
the negative effects of such consequences redounded to the citizens as beneficiaries of
such projects.
Our primary objective is to prevent these from happening and deal with them
immediately as they occur. However numerous they are, we always see to it that these
are lessened through concerted efforts of our team and of the LGUs’ cooperation. This
has become one of our strategies in dealing with LGU projects under the Department’s
programs.
Along with the cfehaatlulerendgepsr,opjreocvtsidiendtheicsobnooomkica roeppsuocrtcuensistisetsoraineds of beneficiaries. These stories include personal accounts of citizens
uplifting their daily life other personal experiences expressing gratitude to the implementers
of the projects. Nothing is more rewarding than seeing the beneficiaries enjoy and appreciate all the efforts exerted and being grateful for what
is due for them.
This coffee table book serves as an inspiration to the PDMU in accomplishing all deliverables, extending duty hours and in maximizing
individual capabilities. Our work here continues to pursue the standards expected of us.

Preface
This coffee table book is created to tell how the lives of the Bicolanos improved and progressed through
the projects of the Department. It is composed of testimonies that narrate the struggles, sacrifices and challenges
as well as the impacts and changes brought by the infrastructure projects.
The term “uswag” means setting something in motion, towards development. This coffee table book
was titled Uswag because it shows the uplifting of the everyday lives of the people in the areas who suffered
for a long time due to insufficient basic facilities.
The infrastructure projects such as water systems, local roads and evacuation centers which were
provided through the programs of the Department helped satisfy the basic needs of the local communities. The
success of these infrastructure projects are shown by the smiles on the faces of the beneficiaries.
About the Cover
The cover photo shows a picture of Irosanon children with a warm, innocent smile on their faces as they
walk along the local bridge project that connects barangays Bacolod and Carriedo in the municipality of Irosin,
Province of Sorsogon. The said local bridge project is funded under FY 2018 Assistance to Municipalities
Program of the Department.
The smile on the faces of these children speak how impactful the infrastructure projects of the Department
are. It also shows how grateful they are for projects such as the local bridge in their locality which are truly
useful and beneficial for them.

SALINTUBIG
T he Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG)
Program, which started in FY 2012, aims to contribute to the
attainment of providing sufficient and safe water to the entire country in
support of the targets defined in the national and global commitments
such as the Philippine Water Supply Sector Roadmap for 2008-2025,
Chapter 19 of the Philippine Development Plan (PDP) for 2017-2022,
and Goal 6 of the Sustainable Development Goals (SDG) for 2017-
2030.
It provides water supply systems to waterless municipalities
and waterless barangays all over the country by providing financial
assistance and capacity development activities to Local Government
Units (LGUs) to improve their capacities in terms of planning,
implementation, and operation and management of water supply
facilities.
This program is being implemented in the municipalities that
have been identified to have low water service coverage, high incidence
of water-borne related diseases and high poverty incidence. In the Bicol
Region, a total of 196 SALINTUBIG projects have been completed
from FY 2012-2018.

Bottom-up Budgeting
T he implementation of the Bottom Up Budgeting (BuB),
formerly merly GPBP is to ensure the inclusion of the
funding requirement for the development needs of poor local
government units in the budget proposals of participating national
government agencies. It is designed to make the planning and
budgeting processes of both local and national governments more
participatory through involvement of CSOs and communities.
The BuB program is changing how the government engages
its citizens. The citizens are now empowered to choose projects
that will be implemented in their communities. There are three
sectors under BuB, namely: Local Access Roads, to open/ upgrade/
rehabilitate the core local municipal roads; Water Supply system,
to give water supply and sanitation system projects; and Other
Local Infrastructure Projects, to implement projects related to
DRRM such as evacuation centers, flood control, rescue/ DRRM
equipments.

Conditional Matching Grant
to Provinces
T he Conditional Matching Grant to Provinces (CMGP) is a
governance reform program that supports the sustainable
development of provincial roads by providing capacity development
activities to support reforms on Local Road Management (LRM) and
Public Financial Management (PFM) in Provincial Governments and
funds for repair, rehabilitation, and improvement of provincial roads
and bridges.
Capacity development for Provinces towards the achievement
of governance reforms on LRM and PFM are carried out by the
Department of the Interior and Local Government (DILG) in
partnership with the Department of Budget and Management (DBM),
Department of Finance (DOF), Department of Public Works and
Highways (DPWH) and other concerned agencies, while the grant for
provincial road and bridge works to be implemented by the Provinces
is downloaded directly to them by the DBM through the Bureau of
Treasury (BTr).
This Program enables the Provinces to sustainably improve and
manage their local road networks, and continuously contribute to local
socio-economic progress and development.

Assistance to Disadvantaged Municipalities (ADM)
and Assistance to Municipalities (AM) Programs
T he Local Government Support Fund – Assistance to Disadvantaged
Municipalities (LGSF-ADM) Program seeks to equitably assist all
municipalities in the country in the delivery of basic services by providing
financial subsidy to municipalities for the implementation of their priority
programs or projects. This Program will also build and improve their capacity
towards genuine fiscal autonomy.
In 2018, the LGSF-ADM Program was renamed into LGSF-Assistance
to Municipalities Program (AM). However, the projects to be funded under
the Program are similar. These projects, which were culled out from the Local
Development Investment Plans (LDIPs) of the municipalities are limited to
local access roads, local bridges, potable water system projects, evacuation
center and Disaster Risk Reduction-related equipment, small water impounding
projects, rain water catchment facilities, sanitation and health facilities, and
municipal drug rehabilitation facilities, are similar.
As of December 2019, there are 278 completed ADM 2017 projects
and 134 AM projects in the Bicol Region.

(Before, when we were still students, the mud is almost knee-high. We had to take our
slippers off and carry them so that it wouldn’t snap. Now, that public transporation can
enter this road in our barangay. I can now see how this project greatly help the students.)

(Before, it was hard when there was no water supply in our school
because we had to fetch from a deep well. The (containers) were heavy
to carry. We also needed to fetch a couple of times so that we would
have enough stock of water. But now that our school have water supply,
it helps us in our every day activities such as brushing teeth, watering
plants, and cleaning comfort rooms.)

(Going to Magarao proper is now less than half an hour travel
and Naga City can now be reached within 30 minutes. Before,
the travel going to Naga City takes more than one hour because
we still need to take the Magarao-Calabanga, Calabanga-Naga
City route.)

(We are now more productive because we can transport more
of our products going to the Partido and Rinconada areas
because of the paved road. If we use tricycles in transporting
our products, we can only transport 1,000 pesos worth of
nipa products. Whereas now that the road is concreted, we
can already transport a truck-load of our products worth
12,000 pesos. We have truly benefited from this project.)
