สารจากอธิการบดี มหาวิทยาลัยราชภัฏเทพสตรี รายงาน ประจำำปีี 2566 ของมหาวิิทยาลััยราชภััฏเทพสตรีีเป็็น เอกสารที่่�ได้้จััดทำำขึ้้�นเพื่่�อเผยแพร่่ผลการดำำเนิินงาน และความก้้าวหน้้าตามภารกิิจของมหาวิิทยาลััยในรอบปีีงบประมาณ พ.ศ.2566 (1 ตุุลาคม 2565 – 30 กัันยายน 2566) และเป็็นส่่วนหนึ่่�งของสารสนเทศมหาวิิทยาลััยที่่�หน่่วยงาน รวมทั้้�งผู้้สนใจในกิิจการของมหาวิิทยาลััยได้้รัับทราบผลการดำำเนิินงานของมหาวิิทยาลััยและ สามารถนำำ ไปใช้้ประโยชน์์ได้้ตามสมควร สาระสำคัญในรายงานประจำปีเป็นผลการดำเนินงานตามยุทธศาสตร์ของ มหาวิทยาลัย 4 ยุทธศาสตร์ดังนี้้ 1. ยุทธศาสตร์พัฒนาท้องถิ่น 2. ยุทธศาสตร์การผลิตและ พัฒนาครู 3. ยุทธศาสตร์การยกระดับคุณภาพการศึกษา 4. ยุทธศาสตร์พัฒนาระบบบริหาร จัดการ ซ ึ่ งจะสะท้อนให้เห็นศักยภาพประสิทธิภาพและประสิทธิผลของหน่วยงานต่างๆ ใน มหาวิทยาลัยที่ร่วมกันปฏิบัติงานตามยุทธศาสตร์ของมหาวิทยาลัยโดยจะมีการปรับปรุง พัฒนาการดำเนินงานให้ดียิ่งข ึ้นในปีต่อไป ขอขอบคุณบุคลากรทุกท่านที่ให้ความร่วมมือร่วมใจเพ ื่ อความสำเร็จในการปฏิบัติงาน ตามยุทธศาสตร์ของมหาวิทยาลัยซึ่ งนำไปสู่การพัฒนามหาวิทยาลัยให้มีความเจริญก้าวหน้า และหวังเป็นอย่างยิ่งว่ารายงานประจำปีฉบับนี้คงจะเป็นประโยชน์ต่อการบริหารงานและ การพัฒนามหาวิทยาลัยตลอดจนหน่วยงานที่เกี่ยวข้องและผู้สนใจ (ผศ.ดร.กัันยา บาร์์นท์์) อธิิการบดีีมหาวิิทยาลััยราชภััฏเทพสตรีี
A Message from the President of Thepsatri Rajabhat University Thepsatri Rajabhat University’s annual report 2023 is to report the operations and progress based on the University missions in the fiscal year 2023 (1st October 2022 – 30th September 2023). This report may be useful and beneficial to all the parties and those interested concerned in the University affairs. The report comprises operations following the four University strategies: 1) local development, 2) teacher production and development, 3) uplifting education quality, and 4) development of management systems. This demonstrates the potential, efficiency, and effectiveness of the University’s offices and departments that collaborate to implement these strategies and enhance efficiency in the subsequent year. I appreciate the University staff’s cooperation in carrying out activities in line with the four University’s strategies, which contribute to the development of the University, and I truly hope that this annual report is useful for the management and optimization of the University affairs and related agencies concerned. To encourage and support university lecturers to focus on their projects in the areas of Lop Buri, Sing Buri, and Sara Buri in order to fulfill missions related to learning, teaching, research, academic services, and preservation of art and culture; to collaborate with the local community, lecturers, and students, resulting in even more development in local villages each year. 2. To accelerate the production and development of teachers and educational personnel while addressing current social needs by having spirituality and the essential soft skills to care for children, and prioritizing the prevention of potential problems for individual child. 3. To empower lecturers to manage their classes so that their students can apply their knowledge in real-world situations and compete in skill competitions in their fields of study; and to support lecturers and students in conducting action research and using the findings to enhance their work, their parents’ careers, and the community. 4. To run the university as a learning institution through a participatory approach with the collaboration of students, university staff, and lecturers based on an accurate database and good governance. 5. To strengthen connections between existing staff, graduates, and professional networks in the provinces of Lop Buri, Sing Buri, and Sara Buri to serve as a good government organization that brings satisfaction and prosperity to the community. Strategies Thepsatri Rajabhat University is a standardized university that produces graduates with morals and ethics, who see the public good as important, and who respond to the needs of the local community by conducting quality research projects. As a consequence, the university implements operational strategies that align with the university’s development framework (B.E.2566–2570) founded on the university’s announcement, which defined the university’s 5-year strategies (B.E.2566–2570) as follows: Strategy 1 Local development Strategy 2 Teacher production and development Strategy 3 Uplifting educational quality Strategy 4 Development of management systems

ANNUAL REPORT 2023 THEPSATRI RAJABHAT UNIVERSITY 6 Thepsatri Rajabhat University Emblem The University’s emblem is a double oval with the name of the University “มหาวิิทยาลััยราชภััฏเทพสตรีี” in Thai at the top and “THEPSATRI RAJABHAT UNIVERSITY” at the bottom. Inside the inner oval is the Royal Seal of His Majesty King Rama IX, depicting Phra Thinang Atthathit, the octagonal royal throne with Chakra. The Thai numeral ๙ (9) is positioned in the Chakra’s center, and the Chakra is surrounded by a halo. The seven-tiered umbrella over the octagonal royal throne symbolizes His Majesty’s sovereign power. Dark blue signifies the Monarchy Institution that founded and bestowed the honorable name “Rajabhat Institute”. Green signifies the location of all 41 Rajabhat Institutes in natural, beautiful environments. Gold signifies wisdom prosperity. Orange signifies the flourishing of local art and culture in all 41 Rajabhat Universities. White signifies the purity of thought of His Majesty King Bhumibol Adulyadej. The five colors of the emblem have the following metaphorical meanings:

9 รายงานประจำำปีี 2564 มหาวิิทยาลััยราชภััฏเทพสตรีี รายงานประจำำปีี 2566 มหาวิิทยาลััยราชภััฏเทพสตรีี 9 โรงเรีียนลวะศรีีโรงเรีียนลวะศรีีได้ก่้่อตั้้�งเมื่่�อ พ.ศ.2463 โดยใช้้อาคารเรีียนชั่่�วคราว ณ พระที่่นั่่� �งจัันทรพิิศาลใน พระนารายณ์์ราชนิิเวศน์์ พ.ศ.2464 ได้ย้้้ายมาที่่�ถนนวิิชาเยนทร์์ ตำำบลท่่าหิิน เมื่่�อสร้้างอาคารเรีียนเสร็็จ (ปััจจุุบัันคืือบริิเวณสถานีีสารวััตร ทหาร มทบ.13) โรงเรีียนลวะศรีีเป็็นโรงเรีียนสตรีีประจำำจัังหวััด ลพบุรีุี ในระยะเริ่่�มต้้นทำำการสอนระดัับชั้้�นประถมศึึกษาปีที่่ี� 1-3 ต่่อมาเปิิดสอนระดัับมััธยมศึึกษาคืือ ม.1-3 โดยครููที่่�สอนและนัักเรีียนเป็็นผู้้หญิิงทั้้�งหมดและใน พ.ศ.2479 ได้้เริ่่�มเปิิดสอนชั้้�นมััยธมศึึกษา ตอนปลาย และเนื่่�องจากห้้องเรีียนมีีจำำกััด จึึงทำำ ให้้โรงเรีียนลวะศรีี ต้้องงดรัับนัักเรีียนระดัับประถม ศึึกษาและสอนนัักเรีียนระดัับมััธยมศึึกษา คืือ ม.1-6 โรงเรีียนฝึึกหััดครููในปีี พ.ศ.2479 โรงเรีียนลวะศรีที่่�เปิิดสอนนัักเรีียนระดัับ มััธยมศึึกษาได้้เปลี่่�ยนชื่่�อเป็็นโรงเรีียนฝึึกหััดครููสตรีีลพบุรีุีเปิิดรัับ นัักเรีียนฝึึกหััดครููหลายหลัักสููตร ได้้แก่่ 1. นัักเรีียนฝึึกหััดครูู ประกาศนีียบััตรจัังหวััด (ครูู ว.) รัับนัักเรีียนฝึึกหััดครูู ผู้้หญิิงที่่�จบชั้้�นมััธยมศึึกษาปีีที่่� 3 เรีียนหลัักสููตร 2 ปีี 2. นัักเรีียนเตรีียมครููประชาบาล (ครูู ป.ป.) รัับนัักเรีียนที่่�จบการศึึกษาชั้้�นประถมปีที่่ี� 4 เรีียนหลัักสููตร 1 ปีี ต่่อมาปรัับหลัักสููตรใหม่่เป็็น 3 ปีี โรงเรีียนสตรีีลพบุุรีี “เทพสตรีีวิิทยาลััย” วัันที่่� 24 มิิถุุนายน พ.ศ.2483 ได้ย้้้ายโรงเรีียนฝึึกหััดครููสตรีีลพบุรีุีจาก ถนนวิิชาเยนทร์์มาอยู่่ ณ ที่่�ปััจจุุบัันคืือถนนนารายณ์์มหาราช ซึ่่�งหน่่วยราชการทหารยกที่่�ดิินและสร้้างอาคารเรีียนให้้ ส่่วนอาคารเรีียนเดิิม ยกให้้เป็็นที่่ทำ�ำการหน่่วยสารวััตรทหารและได้้เปลี่่�ยนชื่่�อเป็็นโรงเรีียนสตรีีลพบุรีุี “เทพสตรีีวิิทยาลััย” สัังกััดกรมสามััญศึึกษา กระทรวงศึึกษาธิิการ จััดการศึึกษาทั้้�งแผนกอนุุบาล มััธยมและนัักเรีียนฝึึกหััดครูมููล (ครูู ป.) เมื่่�อ พ.ศ.2485 โรงเรีียนเทพสตรีีวิิทยาลััย วัันที่่� 29 มีีนาคม พ.ศ.2498 เปลี่่�ยนชื่่�อจากโรงเรีียนเทพสตรีีวิิทยาลััยเปิิดสอนแผนกสาธิิต ชั้้�น ป.1-6 และแผนกฝึึกหััดครููระดัับประกาศนีียบััตรวิิชาการศึึกษา (ป.กศ.) และได้้เปิิดสอนระดัับ ประกาศนีียบััตรวิิชาการศึึกษาชั้้�นสููง (ป.กศ.สููง) เมื่่�อ พ.ศ.2500 นัับเป็็นโรงเรีียนส่่วนภููมิิภาคแห่่ง แรกที่่�เปิิดสอนระดัับนี้้�
ANNUAL REPORT 2023 THEPSATRI RAJABHAT UNIVERSITY 10 Lawasri School Lawasri School was established in 1920 with the temporary use of the Chantara Phisan Throne Hall at King Narai’s Palace as a school building. When the campus was completed in 1921, it was relocated to Vichayen Road, Tha Hin Sub-District (which at present is the Military Police Station, 13th Military Circle). Lawasri School was the provincial girls’ school of Lop Buri. Initially, the school only accepted girls, and they were taught by female teachers. The school provided elementary education in years 1-3 before expanding to secondary school education in years 1-3. In 1936, the school began offering upper secondary education. However, due to insufficient classrooms, Lawasri School no longer accepted elementary school students and only admitted secondary school students in years 1-6. Teacher Training School In 1936, Lawasri School, which provided secondary education, changed its name to Teacher Training School and began enrolling teacher education students in a range of educational programs: 1. A two-year certificate program; students had to have completed their third year of lower secondary school (Mattayom 3), and 2. A one-year certificate program for prospective local school teachers; students had to have finished the fourth grade (Pratom 4). The curriculum was then expanded to three years. Satri Lop Buri School “Thepsatri Wittayalai” On June 24, 1940, Lop Buri Women’s Teacher Training School was relocated from Vichayen Road to its current location on Narai Maharat Road. A military unit donated land and assisted in the construction of the school. The former school building was converted into a military police station. Under the supervision of the Ministry of Education’s Department of General Education, the school’s name was changed to Satri Lop Buri School “Thepsatri Wittayalai.” The school offered kindergarten, secondary education, and kindergarten teacher education students in 1942. Thepsatri Wittayalai School On March 29, 1955, the name was changed to Thepsatri Wittayalai School as a demonstration school for elementary education in years 1-6 and certificate in educational program. In 1957, the institution provided a higher certificate in education. It was the region’s first school to offer this level of qualification.
11 รายงานประจำำปีี 2564 มหาวิิทยาลััยราชภััฏเทพสตรีี รายงานประจำำปีี 2566 มหาวิิทยาลััยราชภััฏเทพสตรีี 11 วิิทยาลััยครููเทพสตรีีวัันที่่� 1 พฤษภาคม พ.ศ.2501 โรงเรีียนสตรีีลพบุรีุี “เทพสตรีวิีิทยาลััย” ได้้เลื่่�อนฐานะเป็็น วิิทยาลััยครููเทพสตรีี (ตามประกาศกระทรวงศึึกษาธิิการเรื่่�องการเปลี่่�ยนชื่่�อโรงเรีียนฝึึกหััดครูู ลงวัันที่่� 8 มีีนาคม 2501) นอกจากเปิิดสอนหลัักสููตรประกาศนีียบััตรทางการศึึกษา (ป.กศ.) ประกาศนีียบััตร วิิชาการศึึกษาชั้้�นสููง (ป.กศ.สููง) แล้้ววิิทยาลััยครููเทพสตรีียัังได้้เปิิดสอนหลัักสููตรประกาศนีียบััตร ครููประถม (ป.ป.) หลัักสููตร 1 ปีีด้้วย เมื่่�อปีี พ.ศ. 2510 และเริ่่�มเปิิดสอนนัักศึึกษาระดัับปริิญญาตรีี ครุุศาสตรบััณฑิิต (ค.บ.) เมื่่�อปีี พ.ศ.2517 2 สาขาวิิชา คืือ สาขาวิิชาภูมิูิศาสตร์์และสาขาวิิชาชีีว วิิทยา ปีพ.ศ.2518 วิทยาลัยครูเทพสตรีได้รับการยกฐานะเป็นสถาบันอุดมศึกษาตามพระราชบัญญัติวิทยาลัย ครู พ.ศ.2518 มีภารกิจคือให้การศึกษาสาขาวิชาการต่างๆ ตามความต้องการของท้องถิ่น ผลิตครูใน ระดับปริญญาตรี ทำการวิจัย ส่งเสริมวิทยฐานะของครูอาจารย์และบุคลากรทางการศึกษา ทำนุบำรุง ศิลปวัฒนธรรม และให้บริการวิชาการแก่สังคม ซึ่งทำให้วิทยาลัยครูเทพสตรีขยายการผลิตบัณฑิต ระดับปริญญาตรี ครุศาสตรบัณฑิตในสาขาวิชาต่างๆ เพิ่มขึ้นทั้งนักศึกษาภาคปกติ และการอบรม ครูและบุคลากรทางการศึกษาประจำการ (กศ.บป.) ใน พ.ศ.2527 ได้มีการแก้ไขพระราชบัญญัติวิทยาลัยครู พ.ศ.2527 (วันที 27 กันยายน 2527) ่ มีผลทำให้วิทยาลัยครูเทพสตรีสามารถเปิดสอนสาขาวิชาการต่างๆ เพิ่มขึ้น นอกจากการผลิตครูและ ได้มีการพัฒนาหลักสูตรสาขาวิชาการศึกษาสาขาวิทยาศาสตร์ สาขาศิลปศาสตร์ทังระดับอนุปริญญา้ และระดับปริญญาตรี สถาบัันราชภััฏเทพสตรีี วัันที่่� 14 กุุมภาพัันธ์์ พ.ศ.2535 พระบาทสมเด็็จพระเจ้้าอยู่่หััวฯ พระราชทานนามใหม่่แก่่ วิิทยาลััยครููทั่่�วประเทศว่่า “สถาบัันราชภััฏ” และโดยพระราชบััญญััติิสถาบัันราชภััฏ พ.ศ.2538 มีีผลทำำ ให้้วิิทยาลััยครููเทพสตรีีเปลี่่�ยนเป็็นสถาบัันราชภััฏเทพสตรีี (RAJABHAT INSTITUTE THEPSATRI) ในวัันที่่� 24 มกราคม พ.ศ.2538 และมีีภารกิิจหลัักในการจััดการศึึกษาวิิชาการ และวิิชาชีีพชั้้�นสููง ทำำการวิิจััย ให้้บริิการวิิชาการแก่่สัังคม ปรัับปรุุง ถ่่ายทอดและพััฒนาเทคโนโลยีี ทำำนุุบำำรุุงศิิลปวััฒนธรรม ผลิิตครููและส่่งเสริิมวิิทยฐานะครูู ทำำ ให้้สถาบัันราชภััฏเทพสตรีีเป็็นสถาบััน อุุดมศึึกษาเพื่่�อพัฒันาท้้องถิ่่�น ดำำเนิินการผลิิตบัณั ฑิิตสาขาอื่่�นเพื่่�อตอบสนองความต้้องการของท้้องถิ่่�น มีีการเปิิดสอนระดัับบัณั ฑิิตศึึกษาในระดัับประกาศนีียบััตรบััณฑิิต หลัักสููตรประกาศนีียบััตรวิิชาชีีพ ครููและระดัับปริิญญาโท โดยการเปิิดสอนปริิญญาโทภาคพิิเศษ สาขาบริิหารการศึึกษาในปีี พ.ศ.2543 เปิิดสอนสาขายุุทธศาสตร์์การพัฒันาและสาขาหลัักสููตรและการสอนในปีี พ.ศ.2545
ANNUAL REPORT 2023 THEPSATRI RAJABHAT UNIVERSITY 12 Thepsatri Teachers’ College On May 1, 1958, Satri Lop Buri School “Thepsatri Wittayalai” was promoted to Thepsatri Teachers’ College (according to the Ministry of Education’s announcement about the name change of Teachers’ College dated March 8, 1958). In addition to the certificate in education program and the higher certificate in education, Thepsatri Teachers’ College also offered a one-year program certificate in primary education in 1967. In 1974, the University began to offer two bachelor’s degree programs in education (B.Ed.) in Geography and Biology. In 1975, Thepsatri Teacher’s College was elevated to a higher education institution according to the Teachers’ College Act 1975 (B.E.2518). The university’s primary missions were to provide education in the fields that met local needs, to offer bachelor’s degree programs to train teachers, to conduct research, to assist in the promotion of academic titles for teachers and education personnel, to preserve art and culture, and to provide academic services to society. As can be observed, Thepsatri Teachers’ College produced a greater number of bachelor’s degree graduates in education, both for regular degree programs and teacher trainings. In 1984, the Teachers’ College Act 1984 (B.E.2527) was revised. This allowed Thepsatri Teachers’ College to expand its educational degree programs, as well as other disciplines such as science and liberal arts, at the diploma and bachelor’s degree levels. Thepsatri Rajabhat Institute On February 14, 1992, His Majesty King Rama XI bestowed the name “Rajabhat Institute” on all teachers’ colleges throughout the country, and on January 24, 1995, Thepsatri Teachers’ College changed its name to Thepsatri Rajabhat Institute according to the Rajabhat Institute Act 1995 (B.E.2538). The primary missions were to provide education and higher certificates in education, to conduct research, to give academic services to the community, to enhance technology, to preserve art and culture, to produce teachers, and to promote teachers’ academic titles. This established Thepsatri Rajabhat Institute as a higher education institution dedicated to community development, producing graduates in the fields relevant to local needs, as well as graduate diploma programs, a graduate diploma in teaching profession, and a master’s degree program (weekend program) in educational administration in 2000, and in developmental strategies, and in curriculum, and instruction in 2002.

ANNUAL REPORT 2023 THEPSATRI RAJABHAT UNIVERSITY 14 Thepsatri Rajabhat University On June 14, 2004, Thepsatri Rajabhat Institute was promoted to Thepsatri Rajabhat University according to the Rajabhat University Act 2004 (B.E.2547). The primary mission of the university is to serve as a higher education institution for local development that develops the wisdom of the land by reactivating the learning power, promoting local wisdom, creating artistry for the people’s secure and sustainable prosperity, and participating in the management, maintenance, and utilization of natural resources and the environment in a balanced and sustainable manner, with the goals of providing education, enhancing advanced knowledge, and promoting teachers’ academic titles. Currently, Thepsatri Rajabhat University offers undergraduate and graduate degrees in a variety of fields in order to meet local needs and collaborate with universities in other countries. Location Thepsatri Rajabhat University is located at 321 Narai Maharat Road, Thale Chup Son, Mueang District, Lop Buri Province, 15000. The University’s main campus is located two kilometers west of Sri Suriyothai Circle and encompasses an area of 32 rai and 1 ngan. The locations of the other campuses and off-site educational centers are as follows: 1. Thepsatri Rajabhat University 2, Phahon Yothin Road, Khao Sam Yot Sub-District, Mueang District, Lop Buri Province, 15000, is the residential area for university staff and students. 2. 23 รายงานประจำำปีี 2564 มหาวิิทยาลััยราชภััฏเทพสตรีี รายงานประจำำปีี 2566 มหาวิิทยาลััยราชภััฏเทพสตรีี 23 - ระบบงานสารบรรณอิเล็กทรอนิกส์ เป็นระบบรับส่งเอสาร และจัดเก็บเอกสารในรูป แบบดิจิตอล ซึ่งสามารถเรียกดูได้จากเครือข่ายคอมพิวเตอร์และอินเตอร์เน็ตได้ทุกที่ทุกเวลา อีกทั้ง ยังสามารถตรวจสอบติดตามสถานะเอกสาร การดำเนินเรื่ องเอกสาร ผ่านระบบฯ ภายใต้ระบบรักษา ความปลอดภัยแบบ SSL โดยเพิ่มประสิทธิภาพการส ื่ อสารภายในองค์กรให้คล่องตัว สะดวกรวดเร็ว และบรรลุวัตถุประสงค์ - ระบบเครือข่ายอินเตอร์เน็ต มหาวิทยาลัยราชภัฏเทพสตรี ดำเนินการเชอมต่อระบบอินเตอร์ ื่ ระหว่างมหาวิทยาลัยกับผู้ให้บริการอินเตอร์เน็ต กับ CAT และเครือข่ายสารสนเทศเพื่อพัฒนาการ ศึกษา (Uninet) มีการเชื่อมต่ออาคารทุกหลังด้วยใยแก้วนำแสง และระบบเครือข่ายไร้สายครอบคลุม อาคารทุกหลังในมหาวิทยาลัยและรองรับการเรียนการสอนและการวิจัยรวมทังบริการ้คอมพิวเตอร์และ อินเตอร์เน็ต ณ ห้องปฏิบัติการคอมพิวเตอร์สำนักวิทยบริการและเทคโนโลยีสารสนเทศรวมทั้งศูนย์ นวัตกรรมและเทคโนโลยีการศึกษา เพื่อสนับสนุนการดำเนินงานในทุกภารกิจของมหาวิทยาลัยรวมถึง การตรวจซ่อมบำรุงรักษาคอมพิวเตอร์ให้กับหน่วยงานต่าง ๆ การสนับสนุนการฝึกอบรมความรู้ทางด้าน คอมพิวเตอร์กับบุคลากร นักศึกษา และประชาชนทั่วไป CAT UNINET Fiber Optic SM Fiber Optic MM (Backup)
ANNUAL REPORT 2023 THEPSATRI RAJABHAT UNIVERSITY 24 - An Electronic Correspondence System is a document delivery system that stores documents in digital format which can be retrieved from any computer network or the Internet at anywhere, anytime. You can also check the status of documents and process them via the system under the maintenance system’s SSL security by maximizing communication within the organization to be flexible, convenient, and quick in order to meet the organization’s goals. - Internet Network System Thepsatri Rajabhat University has conducted an internet connection between the university and the internet service provider via CAT and the educational information network (Uninet). All buildings are connected by optical fiber and a wireless network covering all buildings on campus and supporting teaching and research. Computer and internet services are available at computer lab offices in the Academic Resources and Information Technology building as well as the Center for Innovation and Educational Technology. In order to support the university’s operations in all missions, including computer maintenance inspections for various departments and computer literacy training for staff, students, and the general public. Develop personnel skills to contribute to regional development 2. Integrate knowledge from teaching and research into community development 3. Enhance small-sized school education 4. Foster knowledge transfer and innovation to the region 5. Establish the university as a center for learning and academic services in local innovation 6. Transform the university into a "University as a Marketplace” 7. Excel in innovation for regional development 8.
