Quasi-judicial capdev kicks off in Ronda
The Department of the Interior and Local
Government (DILG) - 7, through its Bantay
Korapsyon (BK) Regional Operations Unit and in
partnership with DILG Cebu Province, kicked off
its capacity development initiative on the quasi-
judicial functions of Sangguniang Bayan (SB)
members in Ronda, Cebu on November 22.
It aimed to capacitate the SB members of the
municipality on exercising their quasi-judicial
powers to hear administrative complaints
against erring barangay officials as mandated
by the Local Government Code (LGC) of 1991.
It also targeted to equip Local Government
Operations Officers from Alcantara, Alegria,
Aloguinsan, Badian, Barili, Dumanjug, Ginatilan,
Malabuyoc, Moalboal, Pinamungajan,
Ronda,Samboan, and Toledo City, all forming
the Tribu Cluster headed by LGOO VII Wyndell
Valle.
Former assistant deputy Ombudsman for the
Visayas Atty. Virginia Palanca-Santiago talked
about Section 60 of the LGC and other relevant
laws relating to discipline and grounds for
administrative investigations.

DILG-7 Director Leocadio Trovela expressed
optimism to organize more similar trainings on
administrative investigation and produce a
handbook on the performance of quasi-judicial
junctions of the sanggunian that will serve as a
reference material for DILG field officers who
are often consulted by the LGUs.
The said material, he adds, will be submitted as
a module to the Local Government Academy
and may be included as a regular offering in the
Newly Elected Officials (NEO) Program of the
Department.

learnings in their line of work, especially since
most of the sanggunians are not properly
trained on exercising their quasi-judicial

Local Government (DILG) - 7, through its Bantay
Korapsyon (BK) Regional Operations Unit and in
partnership with DILG Cebu Province, following
its pilot run in Ronda, Cebu on November 22.
DILG-7 Director Leocadio Trovela stressed the
need of conducting full-blown trainings for
sanggunian members to get a good grasp on
how to properly carry out their quasi-judicial
functions.
“It’s about time na magsimula dito sa Region 7,
dito muna sa Cebu,” he said.

disputes at the grassroots level this year.
Four barangays from Cebu and Bohol were feted
as regional winners and pocketed P50,000 cash
prizes during the 2021 Lupong Tagapamayapa
Incentives Awards (LTIA) Regional Recognition
Ceremony on October 15 at the Radisson Blu

Barangay Budla-an, Cebu City and Barangay
Taloto, Tagbilaran City, Bohol won in the Highly-
Urbanized Cities (HUC) category and Component
Cities category, respectively. Both were
shortlisted as finalists in the LTIA national level
